Numbers of citations of outstanding conference papers (OCPs) of IEEE Nuclear and Space Radiation Effects Conferences (NSRECs) from 1966 to 2017 are compared with citations of the most highly cited papers (HCPs) of the corresponding special issues of the IEEE TRANSACTIONS ON NUCLEAR SCIENCE (TNS), as well as average numbers of citations and cumulative $h$ index, $h_{\mathrm {cum}}$ , for all TNS papers published in the same year. 85% of NSREC OCPs are cited at a higher rate than the average for all TNS articles in that year. 55% of NSREC OCP citation totals are higher than $h_{\mathrm {cum}}$ for TNS in that year; these rank among the ~8% most highly cited TNS papers for that year. In ~10% of cases, the NSREC OCP is also the most HCP. Similarly high citation impact is found for papers nominated as candidates for OCPs. Radiation effects papers published in annual NSREC special issues comprise a significant fraction of all TNS articles cited $h_{\mathrm {cum}}$ times or more. These results support the use of $h_{\mathrm {cum}}$ as a metric of citation impact in this work and show that the NSREC OCP process generally meets awards criteria guidelines for impact. We consider the problem of communicating over a channel that randomly “tears” the message block into small pieces of different sizes and shuffles them. For the binary torn-paper channel with block length $n$ and pieces of length ${\mathrm{ Geometric}}(p_{n})$ , we characterize the capacity as $C = e^{-\alpha }$ , where $\alpha = \lim _{n\to \infty } p_{n} \log n$. Our results show that the case of ${\mathrm{ Geometric}}(p_{n})$ -length fragments and the case of deterministic length- $(1/p_{n})$ fragments are qualitatively different and, surprisingly, the capacity of the former is larger. Citation classics offer an outlook on those papers that have attracted great and historical interest by a research community and that could be also considered the basis of the research field. A new approach, which is called H-Classics, has been developed to identify such highly cited papers. It is based on the H-index and is sensitive to both the own characteristics of the corresponding research discipline and its evolution. The present study provides a useful insight into the development of the intelligent transport systems research field, revealing those scientific actors (authors, countries, and institutions) that have made the biggest research contribution to its development. An $(r, \delta)$ -locally repairable code ($(r, \delta)$ -LRC for short) was introduced by Prakash et al. for tolerating multiple failed nodes in distributed storage systems, which was a generalization of the concept of $r$ -LRCs produced by Gopalan et al.. An $(r, \delta)$ -LRC is said to be optimal if it achieves the Singleton-like bound. Recently, Chen et al. generalized the construction of cyclic $r$ -LRCs proposed by Tamo et al. , and constructed several classes of optimal $(r, \delta)$ -LRCs of length $n$ for $n\, |\, (q-1)$ or $n\,|\, (q+1)$ , respectively in terms of a union of the set of zeros controlling the minimum distance and the set of zeros ensuring the locality. Following the work of , , this paper first characterizes $(r, \delta)$ -locality of a cyclic code via its zeros. Then we construct several classes of optimal cyclic $(r, \delta)$ -LRCs of length $n$ for $n\, |\, (q-1)$ or $n\,|\, (q+1)$ , respectively from the product of two sets of zeros. Our constructions include all optimal cyclic $(r,\delta)$ -LRCs proposed in , , and our method seems more convenient to obtain optimal cyclic $(r, \delta)$ -LRCs with flexible parameters. Moreover, many optimal cyclic $(r,\delta)$ -LRCs of length $n$ for $n\, |\, (q-1)$ or $n\,|\, (q+1)$ , respectively with $(r+\delta -1)\nmid n$ can be obtained from our method. The work reported in this paper aims at developing an algorithm for system operators to solve a robust security-constrained AC optimal power flow (R-SC-ACOPF) problem, which also optimizes the settings of discrete controllers including load tap changers (LTCs) and shunt capacitor banks (SCBs). An iterative algorithm involving a master problem and a number of sub-problems is proposed. The master problem selects the optimal discrete controllers’ settings by taking into account primal SC-ACOPF constraints based on the single-component worst contingencies identified by the sub-problems. Each sub-problem is a bi-level max-min problem used to find the current worst contingency. The overall objective is to minimize the total cost, including generation and load shedding cost, while satisfying all relevant constraints. The master problem and sub-problems allow representing LTC tap positions, SCB status, and contingencies using binary variables. Two case studies are presented as applications of this novel technique. This paper presents F2C, a cooperative resource management system for Infrastructure-as-a-Service (IaaS) clouds. Inspired by group-buying mechanisms in real product and service markets, F2C advocates a group of cloud tenants (called tenant coalition) to buy resource capacity in bulk and share the resource pool in the form of virtual machines (VMs). Tenant coalitions leads to vast opportunities for fine-grained resource sharing among multiple tenants. However, resource sharing, especially for multiple resource types, poses several challenging problems in pay-as-you-use cloud environments, such as sharing incentive, free-riding, lying and economic fairness. To address those problems, we propose Reciprocal Resource Fairness (RRF) , a novel resource allocation mechanism to enable fair sharing on multiple resource types within a tenant coalition. RRF is implemented in two complementary and hierarchical mechanisms: inter-tenant resource trading and intra-tenant weight adjustment. RRF satisfies several highly desirable properties to ensure fairness. We implement F2C in Xen platform. The experimental results show F2C is promising for both cloud providers and tenants. For cloud providers, F2C improves VM density and cloud providers’ revenue by 2.2X compared to the current IaaS cloud models. Functional test sequences can detect defects that are not detected by scan-based tests, but overall, achieve a lower gate-level fault coverage than scan-based tests. Design-for-testability (DFT) approaches for functional test sequences cause the sequences to deviate from functional operation conditions in arbitrary ways over the entire design. This paper introduces the concept of invisible-DFT as a DFT approach for functional test sequences, where the effects of activating the DFT logic are confined to selected logic blocks. This paper develops an invisible-scan approach. Considering a single logic block, the procedure described in this paper inserts scan shift cycles into a functional test sequence while maintaining the same primary input and output sequences for the logic block. This makes the activation of the DFT logic invisible to other logic blocks. The procedure allows a limited number of primary output vectors to be corrected for this purpose. This paper studies the downlink of a cloud radio access network (C-RAN) in which a centralized processor (CP) communicates with mobile users through base stations (BSs) that are connected to the CP via finite-capacity fronthaul links. Information theoretically, the downlink of a C-RAN is modeled as a two-hop broadcast-relay network. Among the various transmission and relaying strategies for such model, this paper focuses on the compression strategy, in which the CP centrally encodes the signals to be broadcast jointly by the BSs, then compresses and sends these signals to the BSs through the fronthaul links. We characterize an achievable rate region for a generalized compression strategy with Marton’s multicoding for broadcasting and multivariate compression for fronthaul transmission. We then compare this rate region with the distributed decode-forward (DDF) scheme, which achieves the capacity of the general relay networks to within a constant gap, and show that the difference lies in that DDF performs Marton’s multicoding and multivariate compression jointly as opposed to successively as in the compression strategy. A main result of this paper is that under the assumption that the fronthaul links are subject to a sum capacity constraint, this difference is immaterial; so, for the Gaussian network, the compression strategy based on successive encoding can already achieve the capacity region of the C-RAN to within a constant gap, where the gap is independent of the channel parameters and the power constraints at the BSs. As a further result, for C-RAN under individual fronthaul constraints, this paper also establishes that the compression strategy can achieve to within a constant gap to the sum capacity. The number-theoretic code is a class of codes defined by single or multiple congruences. These codes are mainly used for correcting insertion and deletion errors, and for correcting asymmetric errors. This paper presents a formula for a generalization of the complete weight enumerator for the number-theoretic codes. This formula allows us to derive the weight enumerators and cardinalities for the number-theoretic codes. As a special case, this paper provides the Hamming weight enumerators and cardinalities of the non-binary Tenengolts’ codes, correcting single insertion or deletion. In many applications, top-k query is an important operation to return a set of interesting points in a potentially huge data space. It is analyzed in this paper that the existing algorithms cannot process top- k query on massive data efficiently. This paper proposes a novel table-scan-based T2S algorithm to efficiently compute top-k results on massive data. T2S first constructs the presorted table, whose tuples are arranged in the order of the round-robin retrieval on the sorted lists. T2S maintains only fixed number of tuples to compute results. The early termination checking for T2S is presented in this paper, along with the analysis of scan depth. The selective retrieval is devised to skip the tuples in the presorted table which are not top-k results. The theoretical analysis proves that selective retrieval can reduce the number of the retrieved tuples significantly. The construction and incremental-update/batch-processing methods for the used structures are proposed in this paper. Load profile classification is very important in load forecast, planning and management. Although customers are generally grouped by utilities into residential, commercial classes and respective subclasses, there is a lack of systematic framework that can be used to characterize different classes with signatures that are both human-readable and machine-readable. The work presented in this paper attempts to formulate the theoretical framework for customer classification using the annual load profiles. This paper demonstrates how to extract characteristic attributes in frequency domain (CAFD) and use these CAFDs to formulate a hierarchy of load profiles that can be used as the systematic framework for customer load classification. As signatures for customer classes and subclasses, the CAFDs are obtained by using a data mining method called CART (classification and regression tree). The paper presents a load profile classification test to establish the efficacy of the proposed approach which is significant improvement over current practices that provide mostly qualitative labeling. Intelligent transportation systems (ITS) have been developed rapidly over the last few decades because of global urbanization and industrialization. ITS involve a wide range of different technologies and applications such as automatic road enforcement, dynamic traffic light sequence, and as a result, a significant number of scientific papers have been published in the field of ITS. In this paper, we present a useful insight into the development of ITS area by systematically analyzing the publications over the period of 20 years. First, we identify the most cited papers and most impactful authors in the field. Second, in the aspect of topic analysis, we identify some active keywords. To do so, we develop a keyword co-occurrence network to find topics in the ITS field. Finally, for the collaboration pattern analysis, we construct two networks to interpret collaboration patterns, including a co-authorship network, and an author co-keyword network to show the development and research tendency of ITS. Some most interesting findings from our investigation include the following: 1) Besides the USA, China and Europe have begun to play an increasingly significant role in this field and 2) GPS, traffic control, and road safety show an upward trend from the analysis of the evolution of ITS research topics, given the rise of new research areas such as autonomous vehicles. Our first-hand investigation and analysis of the literature provides a valuable reference to research activities in the development of ITS field and presents worthy insights on the current status and future technical trends. This paper describes a test compaction procedure that combines the advantages of using multicycle tests for test compaction with the advantages of using both broadside and skewed-load tests for increasing the fault coverage and achieving test compaction. The procedure is the first to combine these two concepts in a single procedure. The combination is made possible by a definition of a multicycle skewed-load test that is suggested in this paper, and complements the definition of a multicycle broadside test. Scholar name disambiguation remains a hard and unsolved problem, which brings various troubles for bibliography data analytics. Most existing methods handle name disambiguation separately that tackles one name at a time, and neglect the fact that disambiguation of one name affects the others. Further, it is typically common that only limited information is available for bibliography data, e.g., only basic paper and citation information is available in DBLP. In this study, we propose a collective approach to name disambiguation, which takes the connection of different ambiguous names into consideration. We reformulate bibliography data as a heterogeneous multipartite network, which initially treats each author reference as a unique author entity, and disambiguation results of one name propagate to the others of the network. To further deal with the sparsity problem caused by limited available information, we also introduce word-word and venue-venue similarities, and we finally measure author similarities by assembling similarities from four perspectives. The rapid development of the blockchain leads to a blowout of on-chain transactions, contracts, and currencies, which will further accelerate the increase of data. The existing blockchain systems typically support exact transaction queries, which, however, cannot satisfy the QoS requirements with intelligent adjustment in the blockchain systems. To this end, this paper takes the first step to define and address the practically important problem of transaction cardinality estimation for QoS-adjustable intelligent blockchain systems. We first establish a mathematical relationship between the bit string and transaction cardinality. Thus, we can leverage the number of leading 1s of the obtained bit string to estimate the transaction cardinality. We then improve the block header and body with a corresponding search algorithm to access bit strings in blocks. We also propose an estimation protocol with intelligent adjustable QoS to support accuracy-guaranteed and efficiency-optimized estimation. Finally, we design an authentication scheme and guarantee the reliability of our protocol through rigorous theoretical derivation. When achieving the transaction cardinality estimation in blockchain, two technical challenges need to be addressed. (i) To ensure efficient, verifiable, and overhead-saving bit string accessing mechanism in blockchain, we propose the Merkle Cardinality Tree (MCT) and target block filtering mechanism based on Bloom Filter (BF) in off-chain and improve on-chain block header by joining the abstract of MCT and BF. (ii) To improve estimation efficiency while guaranteeing accuracy requirements in hybrid blockchain scheme, we propose a Dynamic One-round Sampling-based cardinality Estimation (DOSE) protocol and integrate BF-DOSE to intelligently accelerate estimation. We build MCT in Ethereum and store the MCT Root in the block header for estimation authentication. Extensive experiments reveal that our BF-DOSE protocol can well satisfy various accuracy and efficiency requirements of QoS-adjustable intelligent blockchain systems, and is one to two orders of magnitude faster compared with benchmark schemes. Linear codes achieving or nearly achieving the Singleton bound are interesting in both theory and practice. The objective of this paper is to construct several infinite families of MDS, near MDS and almost MDS codes from some special cyclic subgroups of ${\mathbb {F}}_{q^{2}}^{*}$. To this end, the augmentation and extension techniques are used. The codes in this paper have flexible parameters and their lengths could be large. The minimum linear locality of the codes constructed in this paper is also studied. Some infinite families of optimal linearly locally recoverable codes are obtained. Percy Edwin Ludgate (1883–1922) is notable as the second person to publish a design for an Analytical Machine, the first after Babbage's "Analytical Engine." We outline the initial results of the first new investigation into the work and life of Percy Ludgate since Randell's papers of nearly 50 years ago and nearly 100 years after Ludgate's death. First, we examine the principles of his machine and how it was constructed and worked. Second, we outline his life. In an interesting paper, Prof. C. Ding provided three constructions of cyclic codes of length being a product of two primes. Numerical data shows that many codes from these constructions are best cyclic codes of the same length and dimension over the same finite field. However, not much is known about these codes. In this paper, we explain some of the numerical data by developing a general method on cyclic codes of composite length and on estimating the minimum distance. We also provide a general construction of cyclic codes of composite length which are related to Ding’s constructions. Numerical data shows that it produces many best cyclic codes as well. List decoding of insertions and deletions in the Levenshtein metric is considered. The Levenshtein distance between two sequences is the minimum number of insertions and deletions needed to turn one of the sequences into the other. In this paper, a Johnson-like upper bound on the maximum list size when list decoding in the Levenshtein metric is derived. This bound depends only on the length and minimum Levenshtein distance of the code, the length of the received word, and the alphabet size. It shows that polynomial-time list decoding beyond half the Levenshtein distance is possible for many parameters. Further, we also prove a lower bound on list decoding of deletions with the well-known binary Varshamov–Tenengolts codes, which shows that the maximum list size grows exponentially with the number of deletions. Finally, an efficient list decoding algorithm for two insertions/deletions with VT codes is given. An uninterruptible power supply (UPS) can reduce power failure loss by responding to power demand during distribution network failures. For reliability-sensitive power consumers, deploying UPSs is a solution for improving power supply reliability. Nevertheless, because of UPS devices’ energy limits and potential failure probability, power consumers with UPSs cannot guarantee 100% adequacy. In future power systems with frequent reconfiguration and massive storage facilities, the power supply adequacy of a consumer with respect to the network configuration and the storage capacity will need to be frequently evaluated. Furthermore, the analytical formulation of a consumer with a UPS should be investigated since the simulation-based method might witness low efficiency and poor convergency. Therefore, this paper proposes a novel analytical availability index calculation framework for adequacy evaluation. The framework models the uncertainties of distribution networks and UPS devices as stochastic processes. Then, the availability index calculation formula is acquired based on the stochastic modeling. Compared with existing methods, this paper incorporates UPS devices’ capacity and characteristics. Moreover, the distribution network configuration and protection device placement are considered. Testing scenario library generation (TSLG) is a critical step for the development and deployment of connected and automated vehicles (CAVs). In Part I of this study, a general method for TSLG is proposed, and theoretical properties are investigated regarding the accuracy and efficiency of CAV evaluation. This paper aims to provide implementation examples and guidelines, and to enhance the proposed methodology under high-dimensional scenarios. Three typical cases, including cut-in, highway-exit, and car-following, are designed and studied in this paper. For each case, the process of library generation and CAV evaluation is elaborated. To address the challenges brought by high dimensionality, the proposed method is further enhanced by reinforcement learning technique. For all three cases, results show that the proposed method can accelerate the CAV evaluation process by multiple magnitudes with same evaluation accuracy, if compared with the on-road test method. Cycle time, which is of order of ten weeks for most products in semiconductor wafer fabrication facilities (wafer fabs), must be explicitly considered in production planning models. Cycle times depend nonlinearly on the resource workload in a wafer fab. Different data-driven (DD) production planning formulations are studied in this paper. Such formulations are based on a set of system states representing the congestion behavior of a wafer fab with work in process (WIP) and resulting output levels. Different WIP-output relations in the DD formulations are investigated. In addition, different methods are proposed to gather representative sets of system states. The DD formulations are compared with the Allocated Clearing Function (ACF) formulation with respect to profit and cost values using simulation models of a scaled-down and a large-sized multi-product wafer fab, respectively. Availability of a common, shared benchmark to provide repeatable, quantifiable, and comparable results is an added value for any scientific community. International consortia provide benchmarks in a wide range of domains, being normally used by industry, vendors, and researchers for evaluating their software products. In this regard, a benchmark of untimed Petri net models was developed to be used in a yearly software competition driven by the Petri net community. However, to the best of our knowledge there is not a similar benchmark to evaluate solution techniques for Petri nets with timing extensions. In this paper, we propose an evaluation framework for the comparative analysis of generalized stochastic Petri nets (GSPNs) simulation techniques. Although we focus on simulation techniques, our framework provides a baseline for a comparative analysis of different GSPN solvers (e.g., simulators, numerical solvers, or other techniques). The evaluation framework encompasses a set of 50 GSPN models including test cases and case studies from the literature, and a set of evaluation guidelines for the comparative analysis. In order to show the applicability of the proposed framework, we carry out a comparative analysis of steady-state simulators implemented in three academic software tools, namely, GreatSPN, PeabraiN, and TimeNET. The usage of the standard h-index to compare scientists from different research fields is often misleading. To avoid this possible failure, based on the Sugeno integrals, three new modified indices Hα, Hβ , and Hαβ are proposed, thus, allowing to compensate the lower number of citations or of papers characteristic for a considered field. Our approach has a transparent geometric interpretation, and thus, it offers good candidates to replace the standard h-index H in considered databases, such as Web of Science (WOS), Scopus, or Google Scholar. In this paper, the underlying assumptions that have been used for designing adaptive particle swarm optimization (PSO) algorithms in the past years are theoretically investigated. I relate these assumptions to the movement patterns of particles controlled by coefficient values (inertia weight and acceleration coefficients) and introduce three factors, namely the autocorrelation of the particle positions, the average movement distance of the particle in each iteration, and the focus of the search, that describe these movement patterns. I show how these factors represent movement patterns of a particle within a swarm and how they are affected by particle coefficients (i.e., inertia weight and acceleration coefficients). I derive equations that provide exact coefficient values to guarantee to achieve the desired movement pattern defined by these three factors within a swarm. I then relate these movements to the searching capability of particles and provide a guideline for designing potentially successful adaptive methods to control coefficients in particle swarm. Finally, I propose a new simple time adaptive particle swarm and compare its results with previous adaptive particle swarm approaches. In this paper, we discuss a method for generating new individuals such that their mean vector and the covariance matrix are defined by formulas analogous to the covariance matrix adaptation evolution strategy (CMA-ES). In contrast to CMA-ES, which generates new individuals using multivariate Gaussian distribution with an explicitly defined covariance matrix, the introduced method uses combinations of difference vectors between archived individuals and univariate Gaussian random vectors along directions of past shifts of the population midpoints. We use this method to formulate the differential evolution strategy (DES)—an algorithm that is a crossover between differential evolution (DE) and CMA-ES. Role assignment is an important and complex task in collaboration and management. Group role assignment (GRA) pursues the optimal team performance by assigning pertinent roles to agents in a team from the team’s viewpoint. There are many factors that should be considered when conducting role assignment. Budgets are such a factor. This paper presents a challenging role assignment problem in collaboration, called GRA with budget constraints (GRABC). This paper contributes a thorough investigation of the GRABC problem including: 1) the first formalization of the proposed problem; 2) a set of practical solutions to different forms of this problem by using the IBM ILOG CPLEX optimization package (CPLEX); 3) a set of necessary conditions for these problems to possess feasible solutions to improve the CPLEX solutions; and 4) a synthesized process to deal with GRABC problems. Contribution 2) actually clarifies a list of requirements in solving the GRABC problem. This paper presents a planning procedure that allows an anthropomorphic dual-arm robotic system to perform a manipulation task in a natural human-like way by using demonstrated human movements. The key idea of the proposal is to convert the demonstrated trajectories into attractive potential fields defined over the configuration space and then use an RRT*-based planning algorithm that minimizes a path-cost function designed to bias the tree growth toward the human-demonstrated configurations. This paper presents a description of the proposed approach as well as results from a conceptual and a real application example, the latter using a real anthropomorphic dual-arm robotic system. A path-quality measure, based on first-order synergies (correlations between joint velocities) obtained from real human movements, is also proposed and used for evaluation and comparison purposes. Mean hitting time for random walks on a network, defined as the average of hitting times over all possible pairs of nodes, has found a large variety of applications in many areas. In this paper, we first prove that among all $N$ -node networks, the complete graph has the minimum mean hitting time $N-1$ , which scales linearly with network size. We then study a random walk mobility model with location heterogeneity, modeled by scale-free networks, which are ubiquitous in realistic systems such as P2P networks. For this purpose, we consider random walks on two sparse scale-free small-world networks. By using the connection between random walks and electrical networks, we derive explicit formulas about mean hitting time for both networks, the dominant scaling of which exhibits the same behavior as that of complete graphs. This paper demonstrates that heterogeneous sparse networks can have low-mean hitting time with a behavior similar to that of dense complete graphs, which is instrumental in designing networks, where search is fast between any pair of nodes. This paper describes a method of finding a constrained optimum excitation of a generic transmitting antenna subarray. Constraint of a maximum power coupled from the transmitting to the receiving subarray is discussed. Optimum realized gain, optimum gain, and optimum directivity goals are covered. The proposed method can operate on any generic multi-port antenna, with no assumptions taken on the geometry, the constituent elements construction, or the interelement coupling. This paper in particular investigates dense linear arrays and analyses the applicability of several typical transmitter/receiver partitionings to the proposed method. Achieving a below −30 dB TX-to-RX total coupling with less than 1 dB realized gain penalty over a 135° scanning angle is demonstrated for below-half-wavelength spaced 73 GHz $E$ -band PCB-based linear arrays. In this paper, a general framework of constructing the optimal frequency-hopping sequence (FHS) sets is presented based on the designated direct product. Under this framework, we obtain infinitely many new optimal FHS sets by combining some one-coincide (OC) sequence sets that are newly constructed in this paper with some known optimal FHS sets. Our constructions are also based on extension method. However, our constructions give new and flexible parameters due to the free choice of OC sequence set. In this paper, we consider the problem for which lengths a maximum distance separable (MDS) Euclidean self-dual code over $\mathbb {F}_{q}$ exists. This problem is completely solved for the case where $q$ is even. For $q$ is odd, some $q$ -ary MDS Euclidean self-dual codes were obtained in the literature. Power injection uncertainties in distribution power grids, which are mostly induced by aggressive introduction of intermittent renewable sources, may drive the system away from normal operating regimes and potentially lead to the loss of long-term voltage stability (LTVS). Naturally, there is an ever increasing need for a tool for assessing the LTVS of a distribution system. This paper presents a fast and reliable tool for constructing inner approximations of LTVS regions in multidimensional injection space such that every point in our constructed region is guaranteed to be solvable. Numerical simulations demonstrate that our approach outperforms all existing inner approximation methods in most cases. Furthermore, the constructed regions are shown to cover substantial fractions of the true voltage stability region. This paper will later discuss a number of important applications of the proposed technique, including fast screening for viable injection changes, constructing an effective solvability index and rigorously certified loadability limits. A Boolean bent function ƒ on F2m-1 × F2 is called a cyclic bent function if for any a ≠ b ∈ F2m-1 and ε ∈ F2, ƒ(ax1, x2)+ ƒ(bx1, x2 + ε) is always bent, where x1 ∈ F2m-1, x2 ∈ F2. Cyclic bent functions look extremely rare. This paper focuses on cyclic bent functions on F2m-1 × F2 and their applications. The first objective of this paper is to establish a link between quadratic cyclic bent functions and a special type of prequasifields, and construct a class of quadratic cyclic bent functions from the Kantor-Williams prequasifields. The second objective is to use cyclic bent functions to construct families of optimal sequences. This paper proposes a Principal Component Analysis (PCA)-based method to construct composite indices to rapidly assess power system transient stability. By assigning appropriate weights to a few selected sub-indicators, a composite index can be constructed to guarantee a better coverage of worst-case stability scenarios of the power system. This paper provides an automatic method to construct a composite index with four sub-indicators calculated by the integral of acceleration, speed deviation and rotor angle of generators over a certain integration period using PCA. The effectiveness of the sub-indicators is validated first, followed by a comprehensive example of process of composite index construction, and the assessment of the influence of the effect of integration period on the performance of the composite index. This paper unveils that maintaining a proper voltage protection for inverter-based distributed generations (IBDGs) using overcurrent relays and during the power grids’ faults with considerable resistance stands as a complicated issue. To overcome this challenge, this paper presents a new protection scheme through developing a voltage index (VI) and launching a new characteristic that concentrates on minimizing energy-not-supplied (ENS). If the developed voltage index is in place, the near area faults with considerable resistance could be effectively discriminated from those at a far distance. Moreover, the adopted characteristic represents two operation modes known by fast and slow modes. For the faults in the vicinity of the IBDG, independent from resistances, the fast part of the proposed characteristic and VI are jointly corresponded to clear the faults swiftly. Moreover, to satisfy coordination time interval (CTI) among relays pairs, the slow part acts in the conventional manner which is corresponded during the backup process. To evaluate the performance of the proposed method, numerical studies are carried out on IEEE 33-bus test system. Volt-VAR optimization (VVO) has been investigated extensively in power systems. However, under the era of integrated energy systems (IES), the growing interdependencies between different energy systems complicate traditional VVO. This is further hardened by incurred gas quality problems due to the hydrogen injection in IES, produced by widely applied power-to-gas (P2G) facilitates that couple between power and gas systems. This paper develops a two-stage volt-VAR-pressure optimization (VVPO) model for PV-penetrated IES to manage the variation of system voltages while managing gas quality indices. In addition to the traditional voltage regulating devices, P2G facilities, which can mitigate fluctuating PV output via converting the surplus generation into hydrogen, are also used for voltage management. A two-stage distributionally robust optimization (DRO) based on moment information is utilized to model PV uncertainty. A semidefinite programming model is formulated and finally solved by the constraint generation algorithm. A 33-bus-20-node IES is used to verify the effectiveness of the proposed VVPO on voltage management, ensured gas quality with high economic efficiency. The proposed VVPO is applicable to injecting other green gases into gas systems while ensuring power quality and enable system operators to provide low-cost but high-quality multi-energy to customers. As the rate at which scientific work is published continues to increase, so does the need to discern high-impact publications. In recent years, there have been several approaches that seek to rank publications based on their expected citation-based impact. Despite this level of attention, this research area has not been systematically studied. Past literature often fails to distinguish between short-term impact, the current popularity of an article, and long-term impact, the overall influence of an article. Moreover, the evaluation methodologies applied vary widely and are inconsistent. In this work, we aim to fill these gaps, studying impact-based ranking theoretically and experimentally. First, we provide explicit definitions for short-term and long-term impact, and introduce the associated ranking problems. Then, we identify and classify the most important ideas employed by state-of-the-art methods. After studying various evaluation methodologies of the literature, we propose a specific benchmark framework that can help us better differentiate effectiveness across impact aspects. Using this framework we investigate: (1) the practical difference between ranking by short- and long-term impact, and (2) the effectiveness and efficiency of ranking methods in different settings. This paper deals with randomized polling of a social network. In the case of forecasting the outcome of an election between two candidates A and B, classical intent polling asks randomly sampled individuals: who will you vote for? Expectation polling asks: who do you think will win? In this paper, we propose a novel neighborhood expectation polling (NEP) strategy that asks randomly sampled individuals: what is your estimate of the fraction of votes for A? Therefore, in NEP, sampled individuals will naturally look at their neighbors (defined by the underlying social network graph) when answering this question. Hence, the mean squared error (MSE) of NEP methods rely on selecting the optimal set of samples from the network. To this end, we propose two NEP algorithms for the following cases: (i) the social network graph is not known but, random walks (sequential exploration) can be performed on the graph, and (ii) the social network graph is unknown but, uniformly sampled nodes from the network are available. For both cases, algorithms based on a graph theoretic consequence called friendship paradox are proposed. Theoretical results on the dependence of the MSE of the algorithms on the properties of the network are established. This work presents a longitudinal study of diversity among the Affective Computing research community members. We explore several dimensions of diversity, including gender, geography, institutional types of affiliations and selected combinations of dimensions. We cover the last 10 years of the IEEE Transactions on Affective Computing (TAFFC) journal and the International Conference on Affective Computing and Intelligent Interaction (ACII), the primary sources of publications in Affective Computing. We also present an analysis of diversity among the members of the Association for the Advancement of Affective Computing (AAAC). Our findings reveal a “leaky pipeline” in the field, with a low –albeit slowly increasing over the years– representation of women. They also show that academic institutions clearly dominate publications, ahead of industry and governmental centres. In terms of geography, most publications come from the USA, contributions from Latin America or Africa being almost non-existent. Lastly, we find that diversity in the characteristics of researchers (gender and geographic location) influences diversity in the topics. To conclude, we analyse initiatives that have been undertaken in other AI-related research communities to foster diversity, and recommend a set of initiatives that could be applied to the Affective Computing field to increase diversity in its different facets. Ride-sourcing services are now reshaping the way people travel by effectively connecting drivers and passengers through mobile internets. Online matching between idle drivers and waiting passengers is one of the most key components in a ride-sourcing system. The average pickup distance or time is an important measurement of system efficiency since it affects both passengers’ waiting time and drivers’ utilization rate. It is naturally expected that a more effective bipartite matching (with smaller average pickup time) can be implemented if the platform accumulates more idle drivers and waiting passengers in the matching pool. A specific passenger request can also benefit from a delayed matching since he/she may be matched with closer idle drivers after waiting for a few seconds. Motivated by the potential benefits of delayed matching, this paper establishes a two-stage framework which incorporates a combinatorial optimization and multi-agent deep reinforcement learning methods. The multi-agent reinforcement learning methods are used to dynamically determine the delayed time for each passenger request (or the time at which each request enters the matching pool), while the combinatorial optimization conducts an optimal bipartite matching between idle drivers and waiting passengers in the matching pool. Four tailored reinforcement learning methods, delayed multi-agent deep Q learning (Delayed-M-DQN), delayed multi-agent actor-critic (Delayed-M-A2C), delayed multi-agent Proximal Policy Optimization (Delayed-M-PPO), and delayed multi-agent actor-critic with experience replay (Delayed-M-ACER), are developed. Through extensive empirical experiments with a well-designed simulator, we show that the proposed framework is able to remarkably improve system performances, by well balancing the trade-off among pick-up time, matching time, successful matching rate. This paper considers restless multiarmed bandit (RMAB) problem involving partially observed Markov decision processes with heterogeneous state transition matrices in discrete time slots. Due to the notorious PSPACE-hardness of the generic RMAB, we turn to the myopic policy, i.e., scheduling the best processes each time, since the myopic policy is one of the policies with linear computation complexity and popularly adopted in practice. Intuitively, the myopic policy is not optimal because it only exploits information without exploring. In this paper, to show the optimality of the myopic policy, we first generalize the concept of the first order stochastic dominance ordering and then decompose each state transition matrix into a weighted sum of a series of eigenmatrices in which the weights are determined by the corresponding eigenvalues. Furthermore, we identify two sets of sufficient conditions on both eigenvalues and eigenmatrices to guarantee the optimality of the myopic policy for two instances, respectively. This paper presents an evolution of control systems of Modular Multilevel Converters (MMCs) focusing on the internal voltages and currents dynamics. MMCs have passive components inside the converter that create extra dynamics compared to conventional VSCs. Some control schemes that do not consider these internal dynamics may still stabilize the system asymptotically thanks to the linearisation in the modulation step. However these control schemes are less robust because they are prone to poor damped oscillations on the dc side of the converter. The MMC circuit and energy relationships are presented in this paper. Along with a gradual development of the energy based control, the important roles of each internal dynamics are clearly demonstrated. A substantial body of literature on global design optimization techniques is based on an implicit assumption that a system under optimization is designed by a perfectly centralized design team with all team members committed to a global optimum solution. This assumption enables the system engineers to minimize all the objective functions simultaneously while controlling all design decisions at the same time. Recent research suggested that this inherent assumption may need to be revisited. This paper proposes a novel framework for design optimization using game theory, which represents a design process as a normal-form game and unifies two fundamental decisions of discipline designers, namely a system-global or a discipline-local optimum solution. This paper provides a general mathematical formulation of the framework for a design process with any number of discipline designers. The framework introduces the notion of the Nash front, which is a set of design solutions consisting of the Nash equilibria derived through the reallocation of design authority between discipline designers. This paper then tests the framework on a numerical optimization case study of a Stirling micro combined heat and power plant with two discipline designers. The result indicates that for the system capital cost and the system power output the difference between global Pareto-optimum designs and the Nash front designs on average across five different scenarios of design authority allocation was 22% and 16%, correspondingly. In a paper by Guruswami et al., it was shown that the length $n$ of a $q$ -ary linear locally recoverable code with distance $d \geqslant 5$ is upper bounded by $O(dq^{3})$. Thus, it is a challenging problem to construct $q$ -ary locally recoverable codes with distance $d \geqslant 5$ and length approaching the upper bound. The same paper also gave an algorithmic construction of $q$ -ary locally recoverable codes with locality $r$ and length $n=\Omega _{r}(q^{2})$ for $d=5$ and 6, where $\Omega _{r}$ means that the implicit constant depends on locality $r$. In this paper, we present an explicit construction of $q$ -ary locally recoverable codes of distance $d= 5$ and 6 via binary constant weight codes. With recent development in sensor technology, multiple sensors have been widely adopted to monitor the degradation of a single unit simultaneously. The challenge of multisensor degradation modeling lies in that the sensor signals are often correlated and may contain only partial or even no information on the degradation status of a unit. To address these issues, this paper proposes a novel data fusion method that constructs a 1-D health index (HI) via automatically selecting and combining multiple sensor signals to better characterize the degradation process. In particular, this paper develops a new latent linear model that constructs the HI and selects informative sensors in a unified manner. Compared to the existing literature, the proposed method enjoys several unique advantages: 1) being able to derive the best linear unbiased estimator of the fusion coefficients; 2) offering high computational efficiency; 3) not requiring to know the exact value of the failure threshold; and 4) exhibiting general applicability in practice by not imposing restrictive assumptions on the degradation process. Simulation studies are presented to illustrate the effectiveness and evaluate the sensitivity of the proposed method. A case study on the degradation of aircraft gas turbine engines is also performed which shows a better prognostic performance of the proposed method compared with existing approaches. Note to Practitioners—This paper is motivated by the practical issue of degradation modeling and prognostics when multiple sensors simultaneously monitor the degradation status of a unit. Specifically, there are two fundamental questions involved, including: 1) how to screen out noninformative sensors and 2) how to properly combine the information from the selected sensor signals to accurately estimate the underlying degradation status of the unit. The novelty of this paper lies in developing an innovative latent model that tackles these two challenging questions in an integrated manner. There are four main steps involved when implementing the proposed method: 1) collecting multiple sensor signals and failure time of historical units; 2) selecting the informative sensors and deriving the optimal weight for each selected sensor; 3) constructing the health indices (HIs) of in-service units; and 4) predicting the remaining useful life of the in-service units using the constructed HIs. The proposed method is very useful when the degradation is under a single failure mode in a single environmental condition. In the future research, we will study the extension of the proposed model when sensor signals have a nonlinear relationship, as well as when the degradation process is under more complex scenarios such as multiple failure modes and multiple operation conditions.
