The People's Republic of China (PRC) and the Republic of China (ROC) (Taiwan) have taken divergent paths in the area of human rights. Since the two leaders Xi Jinping and Tsai Ing-wen came to power, the differences in the area of human rights have further increased. The paper analyses and compares their external human rights strategies based on realist assumptions and the soft and hard power resources of the PRC and the ROC. The PRC's objectives are to deflect international criticism of its human rights situation and to weaken the global human rights system and its underlying human rights norms. Taiwan's objective is to use its record as a human rights leader in Asia to expand its limited international space and to strengthen its ties with other consolidated democracies and the global civil society. This paper qualitatively analyzes the most recent, transnational graduate-level tourism program in China to follow the country's so-called Chinese-Foreign Cooperation Model. Approved by the Chinese government in 2015, the program involves cooperation between one university from the U.S. (Colorado State University) and one from China (Central China Normal University). Analysis of this program is organized around adaptations, characteristics, and recommendations crucial for the development and delivery of transnational tourism education programs in China and abroad. The paper describes the growing human rights gap between China on one side and the US and Taiwan on the other side and analyses its impact on cross-strait relations. Since Xi Jinping's ascent to power in the People's Republic of China in 2012/2013 and the elections of Donald Trump in the US and Tsai Ing-wen in Taiwan in 2016, the relationship between China and the other two countries has worsened. The US and Taiwan have a similar view on human rights in the PRC. The increasing repression and authoritarianism of the PRC leads to a human rights gap in the Taiwan Strait that increases the divide and the tensions between both sides. The failure of the PRC to address in its proposal for a peaceful unification the concerns of the Taiwanese for their democracy and human rights pushes Taiwan further away. Over the last few decades, China has become one of the most important foreign investment destinations and centers of economic development in Asia. China's growing economic clout and coercive measures lead to the following empirical puzzles: how has Taiwan perceived China's increasing military capabilities and economic influence? What are the major factors that facilitate or constrain the role of a government agency of a weaker state in addressing the economic power of a stronger one? More specifically, what has been the purpose of Taiwan's economic statecraft? Based on Taiwan's official statements, regional trade data, and newspaper coverage in Chinese and English, this study investigates both positive and negative evaluations of China-Taiwan trade from 2009 to 2021. From 2009 to 2016, President Ma Ying-jeou adopted a desecuritization strategy in normalizing bilateral trade with China, and he actively promoted greater liberalization of Taiwan's financial and service sectors for China's investment. From 2016 to 2021, President Tsai Ing-wen employed a securitization strategy in light of the risks of economic reliance on China's markets. The article proceeds as follows. First, it engages the current literature on economic statecraft, China-Taiwan relations, and Asian politics. Second, this study offers a framework of desecuritization and securitization of Taiwan's trade toward China, and it highlights how the political leaders in Taiwan attempt to find a balance between trade and security. Third, it provides in-depth case studies on how Taiwan executed desecuritization and securitization strategies. Finally, it concludes with some initial thoughts on the studies of comparative economic statecraft, and provides policy implications for countries in the Asia Pacific region and beyond. Because of the complex and special political relationship between Mainland China and Taiwan. Cross-Strait trade is influenced by many variables, there has been a view that trade relations between Mainland China and Taiwan are more influenced by political factors. However, between the Cross-Strait, the trade volume has generally shown an upward development trend, especially since 2001. Therefore, the political factors can hardly explain the facts, and economic factors, especially industrial structure factors in Mainland China play an important role in Cross-Strait trade. Based on the small sample data since 2001, this study employed Grey Relational Analysis （GRA） method to verify the evolution of Mainland China's industrial structure and Cross-Strait trade. Based on the results show that the evolution of Mainland China's industrial structure strongly impacts the development of Cross-Strait trade. The tertiary industry has the strongest correlation with Cross-Strait trade, followed by the secondary and primary industries. Furthermore, the evolution of the mainland's industrial structure will expand as well as accelerate the imbalance of Cross-Strait trade. [ABSTRACT FROM AUTHOR]

After Tsai Ing-wen was elected, both Mainland China and the United States realized that the situation in the Taiwan Strait has undergone fundamental changes. In order to curb Taiwan's independence policy, the Mainland China has strengthened its coercive threats against Taiwan while the US chose to increase its strategic commitment to Taiwan and revisit the One-China policy. This article argues the current framework between China and US on Taiwan issue is collapsing. The rising of Mainland China is the root cause for this round tension, however, Tsai Ing-wen refused to accept the 92 consensus which was the trigger. This article elaborates the argument that the delicate balance in the Taiwan Strait is declining, which both China and the United Stated have increased their deterrent threats to each other while decreased their reassurances, and regional crisis is emerging. The Cross-strait Economic Cooperation Agreement (ECFA), signed on in 2010 between China and Taiwan, is the first regional preferential agreement for Taiwan, which is seen as a significant turning point in China-Taiwan relations and a landmark to promote Asia’s overall economic development. This article introduces the ECFA’s aim and discusses its implications for future economic relations between China and Taiwan while reviewing overall and specific statistics data of trades and investment flows. With the fourth anniversary of the enactment of the ECFA, the trade volume seems to increase, but the trends and components shows a further integration in the region, implying the post-ECFA trend sheds light on China and Taiwan’s solid cooperation on production networks of information, communication, and solar panel related products with ASEAN countries, as well as the RMB internationalization opportunity for the future AIIB framework for China. In the mid-2000s, Beijing made a series of unilateral trade concessions with respect to agricultural trade with Taiwan. This move distressed the then incumbent party of the Republic of China, the Democratic Progressive Party (DPP), because Beijing’s offers might weaken the DPP’s rural support. This article offers the first empirical assessment of Beijing’s trade concessions. Using an original and highly disaggregate dataset at the township-product level, it examines what types of regions were more likely to be the beneficiary of the trade concessions, whether the concessions caused any production change, and the extent to which these changes undermined the DPP’s electoral support. It is found that while the benefit of tariff concession was not confined to pro-DPP regions, the townships that grew tariff-reduced products were no less likely to vote for the DPP. Via quantitative analysis and interviews, this article examines the credibility and sustainability of Beijing’s patronage policy towards Taiwanese business. The new finding is that the rise of economic nationalism and local protectionism in China is undermining and constraining Beijing’s patronage policy. Consequently, China’s rising economy does not deepen cross-Strait integration but rather crowds out Taiwanese business. Moreover, considering the growing influence of Chinese domestic constraints, this article attempts to provide a bilateral two-level game to grasp the new dynamics on cross-Strait relations under the new normal. Beijing’s new strategies toward Taiwan are informed by neo-functionalism derived from European experiences, assuming that economic integration will eventually lead to political accommodation and integration. Despite the surprising Sunflower Movement and the fiasco of the Chinese Nationalist Party (KMT) in the 2014 local elections, Beijing will try its best to maintain the momentum of peaceful development of cross-Strait relations. Facing a brand new Taiwan that seems an oddity to the mainland, however, Beijing has adapted to ‘the new normal’ with a slower pace, refocusing on the economic and cultural issues. Whether or to what degree Beijing will change its asymmetric engagements with the two main parties on the island, however, is contingent upon whether the KMT and the Democratic Progressive Party (DPP) can reach a balance of power domestically and whether their policies toward the mainland converge rather than diverge. At any rate, Beijing is likely to pay more attention to ordinary people’s feelings about cross-Strait economic and cultural exchanges and consider quality of cross-Strait exchange as more important than quantity of activities.
