This paper contributes to method development in educational leadership research. The focus is on a visual method and the inclusion of visual material in data collection and analysis. Core concepts in this paper are educational leadership, power and authority. The method was used in face-to-face interviews in a research project that studied the steering and governing in, and of, Swedish schools. The method enhances verbal narratives when informants reason and motivate their understandings of positions, relations and hierarchies within the organisations. We found that using visual material encouraged informants to reason and problematise formalised leader positions, their relations and the hierarchies that appear. The method helps to visualise the informants' understandings of the power distribution within the organisation depending on whether positions are described as distant or close, horizontal or vertical. The method made the informants take a stand on complex matters, reflect, and gain insights about their organisations. It provided us, as researchers, with rich data material. By making subjective understandings visual, implicit assumptions were made explicit. This could challenge the knowledge on existing leadership and power norms within educational organisations, and most likely in other forms of organisations as well. [ABSTRACT FROM AUTHOR]

International studies investigate the governance authority of state versus non-state actors in terms of their public or private authority. However, the public–private distinction does not sufficiently capture the variety of governance actors, or the forms of their authority, beyond that distinction. Focussing on businesses, this paper argues that certain governance actors assume public and private roles, as well as a third category of roles it calls 'societal' that transcend notions of public and private. To understand these roles and how they affect governance authority, this paper treats the public–private relationship as mediated and extends it with the 'societal' category, then translates it into the concept of business authority, which constitutes a particular form of governance authority alongside public and private authority. It does so by operationalising governance authority as a triadic concept composed of power, legitimacy and a connection to public interests. Purpose: This paper engages multidisciplinary perspectives on truth, authority, expertise and belief to unpack and better understand the underlying epistemology and implications of the ACRL Frame "authority is constructed and contextual." Design/methodology/approach: Following an overview of the issues confronting us in a "post-truth world," the paper reviews critiques of the ACRL Frame "authority is constructed and contextual" and examines the related concepts of truth, authority, expertise and belief from multidisciplinary perspectives. Findings: While the Frame acknowledges the limitations and biases of current scholarly publishing and implicitly supports social justice, it runs the danger of promoting relativism and is ambiguous regarding the relationships between expertise and authority. The critical concepts of truth and belief are conspicuously absent. Engaging a critical discussion and understanding of these concepts is a valuable contribution to information literacy. Originality/value: This paper offers an important and accessible analysis of the frame "authority is constructed and contextual" and its underlying concepts. It moves beyond the library literature to include multidisciplinary perspectives and will require the engagement of the wider library community to promote discussion of the underlying epistemology and links between the construction of authority and truth, expertise and belief. In particular, the discussion of the construction of belief and the difference between judgments of fact and judgments of value offers important additions to the library literature. International institutions are facing increasing criticism of the legitimacy of their authority. But what does it mean for an international institution to be legitimate? Arthur Applbaum's latest book provides a convincing new concept of legitimacy, namely, the power-liability view, and a new normative conception, the free group agent account. However, it is not clear how they can be applied to the international level. First, this paper examines how different concepts of legitimacy can be applied to international institutions. Second, it assesses three different conceptions of legitimacy, namely, the service conception, Applbaum's free group agent account and the autonomy-based conception for the international level. It outlines how on the last conception, international institutions' legitimacy depends on three different aspects required to protect autonomy: the political power of the institution; its purpose; and its relation to other institutions. Finally, the paper argues that the creation of an international institution should be seen as part of relational legitimacy and that state consent plays an important role to protect the political autonomy of peoples. In this paper, the second part of a two-part series, we explore the cultural stability of the Association of Southeast Asian Nations (ASEAN). The analytical framework adopted, formulated on a background of social cybernetics, uses Mindset Agency Theory (MAT) within a metacybernetic framework. Our exploration involves a thorough investigation of signs pointing to cultural instability, identification of potential pathologies, and the provision of insights into the underlying dynamics within ASEAN. Expanding on the theoretical foundation established in the first part, we explore the notion that regional organisations (ROs) like ASEAN can be viewed as complex adaptive systems with agency. Heterogeneity of RO membership can be both beneficial and detrimental, especially when this delivers cultural diversity. If detrimental, pathologies can arise that affect both ROs' institutional dynamics and their affiliated regional organisations, a significant interest of this paper. In response to certain cybernetic aspects introduced in part 1 of the research, MAT is shown to be a specialised framework imbued with systemic and reflexive elements. Through this, the analysis sheds light on how an agency's mindset connects with its behaviour and performance. ROs exhibit coherence in their operations when they successfully achieve adaptive goals. ROs, as agencies defined through a population of state agents, have mutual relationships and are encouraged to pursue shared regional objectives, such as economic growth, social welfare, security, and democracy. However, in highly diverse cultural environments, this poses unique challenges to achieving and maintaining cultural stability. The analysis scrutinises ASEAN's behaviour, relating it to manifestations of cultural instability, and deduces conditions that encompass an inability to undertake collective action, covert narcissism, and a lack of authority. Employing MAT as a diagnostic tool to comprehend ASEAN's intricate nature, the paper concludes with practical recommendations aimed at enhancing ASEAN's cultural health and sustainability. In two previous reviews, we examined how human geographers currently report on projects involving their preferred qualitative methods – interviews and ethnographic observation. This final review steps back from specific techniques to evaluate some of the broader presentational conventions that typify this work. What can be inferred from where these geographers discuss data collection in their papers? Why do they develop new methods and what do they say about fieldwork failures? This paper explores the intriguing convergence of the rhetoric of play as power in the online hyperspectacle, with a particular emphasis on the rise of social media influencers as deontic authorities. Our aim is to provide a refined definition of social media influencers by a thorough literature review using a multidisciplinary approach. As old offline power structures lose ground in the modern digital context, influencer guidance permeates the online public discourse. In this paper we look at how power dynamics in the digital environment led to the birth of the social media influencers phenomena and how these entities have since then impacted the digital setting. A more complex definition is crucial in order to clarify the multiple function influencers play in the online hyperspectacle in light of the rapidly changing digital ecosystem. We suggest that an influencer is defined as a digital user who possesses emerging deontic authority, drawing on Bocheński (1974) and Sălăvăstru (2010) works in support of this claim. According to the authors, this deontic authority refers to a person's normative authority within a specific social context. The objective analysis in this paper not only improves our understanding of social media influencers but also sheds light on the power dynamics at play in the hyperspectacle of the digital age. The victory of the Blank Column in the Regional Elections has an impact on the appointment of the Acting Regional Head to run the regional government until the election of the Regional Head in the next Regional Election. The Acting Regional Head is given the task of replacing the definitive Regional Head but there are differences in its application. In this paper, the scope of authority of the Acting Regional Head is discussed using normative juridical research with a statutory approach or statute approach and a conceptual or conceptual approach or conceptual or conceptual approach or conceptual acceptal acpproach. The results of this study show that juridically assigning tasks to the Acting Regional Head is inconsistent and hinders the course of regional autonomy. This paper also discusses alternative arrangements for the Acting Regional Head to be in line with the principle of regional autonomy. [ABSTRACT FROM AUTHOR]

This integrative review aims to evaluate the experiences of health and social care practitioners with regard to how they exercise professional curiosity in child protection practice. Professional curiosity gained significant currency following the Munro Review of Child Protection (2010) in England, as a means of seeking clarity on what is happening within a family. However, a recurrent finding from child safeguarding practice reviews is that practitioners continue to struggle to exercise curiosity. This is evident within both the United Kingdom and international literature, although descriptors for the concept may differ. This study attempted to identify facilitators and barriers to applying professional curiosity to provide a greater understanding of this theoretical concept. Title and abstract review of 1428 articles identified from databases and 11 from other sources resulted in 52 papers for full‐text review. The quality of each article was appraised using the Critical Appraisal Skills Programme tool for qualitative studies, the Mixed Methods Appraisal Tool (MMAT) for quantitative/mixed method studies and the Joanna Briggs framework for theoretical/opinion papers. Key findings were recorded in the Summary Table of Literature Reviewed. Data extracts were thematically analysed. Twenty‐four papers predominantly from the UK, but also from Australia, Italy, Sweden and USA formed the data set. Overarching themes that emerged from the thematic analysis included: noticing dissonance, emitting curiosity, constructing meaning, facilitators, individual professional challenges, organisational and macro‐level influences and conceptual development. This review demonstrated that professional curiosity is multifaceted and involves a whole system approach, from empowered, knowledgeable and competent frontline practitioners to creative, innovative and empathic organisations, that value staff contributions and place the child's best interests at the forefront of service development. Researchers need to formulate their achievements as research papers. Representative references are essential to high-quality papers. Academic citation recommendation refers to providing the recommendation of citations for the author of papers when they write. With the help of citation recommendation, researchers can improve the efficiency of writing academic papers and reduce the omission of important related literature. To achieve this goal, some methods were proposed. Many of them used citation networks to learn the representation of papers and chose references, they tended to ignore the content properties of papers. There are also some methods used partial properties to recommend citation. But their performance can be further improved. In this paper, we propose a citation recommendation method based on context correlation. We use two neural network models to learn the representations of papers and their references, then calculate the context similarity of them. Besides, we also introduce the publishing time and authority of papers, two key properties of papers for citation evaluation. In the experiment section, we compare our method with other methods and evaluate the performance of different properties choice in our method, it shows that our method outperforms some baselines and the combination of the dimensions including time, authority and context performs better. The authority of the nation states and their capacity to govern their education policy has been reconfigured by the processes of globalisation. This paper examines recent education policy in Pakistan in order to reveal the nature of national authority in education policy-making in a challenging context. The central piece of analysis is the pre-policy text issued by the Ministry of Education, Pakistan — the White Paper. This analysis is further supported through interviews with senior policy actors and other significant policy texts. The paper identifies several tensions caused by the interaction of global and national education policy priorities and explores how the national government of Pakistan seeks to expand its SoA through ‘soft’ governance approaches despite the material and financial constraints within which it operates. Facilitators of collaborative governance structure communication between stakeholders. They influence the process and, in some instances, also the outcome of collaborative governance. Even so, facilitators are, in the literature and in practice, most often reduced to being neutral or seen merely as power sharers. This reductive understanding obscures facilititators' use of power. The purpose of this paper is to outline a nuanced understanding of authority in facilitation practice. We analyse a Swedish collaborative governance process where a governmental agency facilitates collaboration between actors with conflicting interests. We combine the work of Hannah Arendt and Mark Warren to study authority as relationally performed. We find that facilitators' use of power takes the form of a pendulum movement between authority and argumentation. Hence, authority and argumentation are linked, rather than incompatible, in facilitation practice. Paul Bowles's literary productions, both factual and fictional, were significantly influenced by Moroccan culture, where he resided for over half a century. Despite facing harsh criticism, particularly as postcolonial critique gained prominence in literary circles, Bowles gave life to a collection of stories and life histories from a distinctly Moroccan perspective. Issues of (mis)representation, Orientalism, authority, and authorship of translated works were central to the controversy. This paper delves into the portrayal of self and other within Bowles's translation of life stories and fiction by his Moroccan collaborators, Choukri, Layachi, and Mrabet. Their narratives are examined in the context of Tangier's multicultural environment, where sexual, socio-cultural, ethnic, and religious identities are perpetually questioned and negotiated. The paper argues that through collaborative translation, Bowles allowed marginalised voices from the underground of Moroccan society to emerge, subverting stereotypical images perpetuated by colonial hegemony and elitist nationalist discourses. By investigating issues pertaining to (mis)representation, Orientalism, authority, and authorship within these translated works, the study sheds light on the power dynamics and complexities inherent in cross-cultural literary encounters. The use of historical arguments in legal reasoning today is relatively rare and often superficial. The aim of the paper is to clarify whether the situation can be changed and whether this would be useful for the interpretation of codified private law. In the author’s view, a change in this direction will be possible and justified when historical arguments are made available in a way that is clearly linked to issues of contemporary practice and is addressed to lawyers who believe in the existence of objective premises of rationality in law and are open to including historical arguments into topical reasoning in order to support a solution that he or she considers legitimate. The author believes that the best way for making historical arguments available for such a purpose is a historical commentary on the Civil Code. In the twelfth century, certain thinkers in the north of Europe were exalting human reason in a manner that had not been seen since the time of the ancient philosophers. Adelard of Bath, William of Conches, Thierry of Chartres and Peter Abelard all championed ratio in a way that seemed to challenge the hegemony of learning that rested securely with the authority of scripture, the testament of the Fathers and the canons of the established councils. In so doing, it represented a significantly different approach from the firmly established 'authors' (auctores) as certain scholars pursued their learning, and indeed even divine ascent, via other avenues. Even the visionary Hildegard von Bingen set enormous stock in rationality. This paper will discuss the use of reason for the anagogic ascent to the divine in order to trace its roots to a Platonic understanding of the universe in tandem with a highly positive anthropology that allowed for a bold reassessment of human capabilities, as well as a new appreciation of nature. The question if it is possible to speak of "Geltungsformen des Rechts" for the period between ca. 1050 and ca. 1150, will usually be answered with 'no', since it was not clear what was generally enforced. The intensive research of the last decades has shown that there was little canonistic activity coordinated from Rome. Instead, both compilers and users of canon law collections pursued their own interests and needs arising from pastoral care. That resulted in various forms of reception and transmission of the normative texts. What was constant throughout the period was the fact that the authority as such of canon law was taken for granted, even if individual texts were at times ignored. This consensus found its expression in the idea that the Holy Spirit was the ultimate author of the sacred canons. The present paper deals with the role of this idea by analyzing four letters of Petrus Damiani and their influence on later thinkers up to ca. 1150. [ABSTRACT FROM AUTHOR]

Religious communities have long affirmed the agency of their sacred texts and their God/gods, providing a unique site of study for research on ventriloquizing authority, textual agency, and the power of incorporeal figures like values or principles. This paper uses PraiseMoves, an Evangelical organization selling a "Christian alternative to yoga," as a case study to develop the concept of deific agency. Deific agency is the agential power of incorporeal projections of moral authority. These projections mediate text-human relationships both in and beyond particular organizational contexts by imbuing visibly-privileged human bodies with moral authority. Deific figures can thus overwhelm textual agency by bonding with visibly-privileged bodies and thereafter organizing perceptions of moral authority in and beyond organizations in ways that disproportionately benefit physically-privileged human beings. Purpose: This paper aims to analyse the key Faro notions of "heritage community" and "democratic participation" as defined in the Faro Convention, and how they challenge core notions of authority and expertise in the discipline and professional practice of cultural heritage. Design/methodology/approach: This paper examines notions of "heritage community" and "democratic participation" as they are framed in the Faro Convention, and it briefly introduces two cases (Finland and Marseille) to explore their application. It then focusses on the implications of these two notions for heritage administration (expertise) in terms of citizen agency, co-creation of knowledge and forms of decision-making processes. Findings: The Faro Convention favours an innovative approach to social, politic and economic problems using cultural heritage. To accomplish this, it empowers citizens as actors in developing heritage-based approaches. This model transforms heritage into a means for achieving socioeconomic goals and attributes to the public the ability to undertake heritage initiatives, leaving the administration and expert bodies as mediators in this process. To bring about this shift, Faro institutes the notion of "heritage communities" and fosters participative governance. However, how heritage communities practise participation may follow different paths and result in different experiences due to local and national political circumstances. Originality/value: The Faro Convention opens up a window by framing cultural heritage within the realm of social and democratic instrumentality, above and beyond the heritage per se. But it also poses some questions regarding the rationale of heritage management (authority in governability), at least as understood traditionally under official heritage management discourses. This paper investigates a crisis in leadership in the Christian church after changes in imperial policy made it more acceptable socially and more advantageous financially to occupy clerical positions. For several decades in the early 5th century, Isidore of Pelusium and his network of friends reproached and lamented the venal conduct of Eusebius, bishop of Pelusium, and several clerics he had appointed. But their efforts to alter the situation had little effect. To understand why this was so, the paper considers the types of people who wrote letters lamenting the situation in order to understand the nature of their response in relation to their social or political position, and it explores reasons why Eusebius and the other clerics were not dislodged by the censure and even derision of their critics. The conflict, it is argued, exposes the limitations of παρρησία as a means of altering the actions of the powerful and qualifies the role of ascetic authority in the de facto exercise of episcopal office in Late Antiquity. The paper addresses the potential relationships between shared authority in mathematics classrooms and students' mathematical reasoning. Even though tensions and challenges related to shared authority are explicated in the literature, there are few examples of how these issues play out in mathematics teaching. We investigate the case of a mathematics teacher attempting to share authority as well as applying several moves recognized as supporting meaningful student learning. Data has been collected in a fourth-grade Norwegian classroom and is analyzed by means of open coding, inspired by literature. We identify the moves used by the teacher, and we rank these moves along two dimensions: (1) their potential to support mathematical reasoning and (2) their potential for sharing authority. From this, we uncover how a teacher's work of orchestrating mathematical discussions involves moves in all four quadrants, and we discuss how the interplay of moves affects the authority structures and the collaborative reasoning in the classroom.
