The benefits and services of urban gardens (UGs) in urbanized areas are being increasingly recognized, leading to widespread enhancement of efforts in protection and provision. At present, several types of UGs created under the policy of "The Garden City Initiative" (GCI) exist in Taipei City, Taiwan, and four types of UGs, namely Allotment Garden (AG), Happy Garden (HG), Rooftop Garden (RG), and School Garden (SG), have been created using vacant lots and rooftop spaces developed via GCI. To clarify the characteristics of UGs in Taipei City, this paper first analyzes the changes in the number and surface area of each type of UG during 2015–2019. Second, using the 2019 data on all 201 UGs (18 AGs, 107 HGs, and 76 RGs) and excluding SGs that are only accessible by school students, this paper clarifies the spatial distribution of UGs in each district of Taipei City and the accessibility of UGs to locals and non-locals using a geographic information system. Furthermore, correlations between the accessibility of UGs to both locals and non-locals and their surface areas were evaluated. As a result, positive correlation was observed between the accessibility of UGs to locals and non-locals in seven districts, suggesting that both locals and non-locals have equal access to UGs. Lastly, the characteristics of UGs realized in Taipei City under GCI and their accessibility to locals and non-locals are discussed and conclusions are drawn on the implications for the utilization of vacant lots and rooftop spaces as UGs. This paper focuses on urban air rights, property rights for the ownership, development and trading of the airspace above land parcels. A three-fold contribution is made to the study of urban financialization. First, urban air rights are explicated as a new empirical terrain for research into urban financialization. Second, air rights are conceptualized as 'market devices' that enable market-making processes and are deployed by an activist state to facilitate regulatory and socio-technical conditions for urban financialization. This paper focuses on resolving a defect of population-based urban sprawl analysis from a land-use planning perspective. This defect is indicated for a few metropolitan areas, which have experienced a controversial phenomenon of population decentralisation but with potential household centralising force. With the emphasis on household movement, this paper first aims to clarify the role of populations, households and employment that characterises urban sprawl and to check if unmet housing demand in city centres can be identified. Second, we evaluate the influence of household distribution factors, such as unmet housing and land-use related factors, on spatial-structure-based compactness/sprawl, taking time lag into consideration. A new classification of urban forms is developed to identify potential residential centripetal market forces. Additionally, the housing demand generation-distribution + push-accessibility-pull (GD+PAP) analysis framework is applied. The results of an empirical study on the Taipei metropolitan area between 1980–1990 and 1990–2000 suggest that the most significant policy towards compactness is high density. Before vaccines were introduced, mobility restriction was one of the primary control measures in the early stage of the coronavirus disease 2019 (COVID-19) pandemic. Because different age groups face disproportionate health risks, differences in their mobility changes affect the effectiveness of pandemic control measures. This study aimed to investigate the relationship between multiscale mobility patterns in different age groups and COVID-19 transmission before and after control measures implementation. Data on daily confirmed case numbers, anonymized mobile phone data, and 38 socioeconomic factors were used to construct negative binomial regression models of these relationships in the Taipei metropolitan area in May 2021. To avoid overfitting, the socioeconomic factor dimensions were reduced by principal component analysis. The results showed that inter-district mobility was a greater promoter of COVID-19 transmission than was intra-district mobility (coefficients: pre-alert, 0.52 and 0.43; post-alert, 0.41 and 0.36, respectively). Moreover, both the inter-district mobility of people aged 15–59 and ≥ 60 years were significantly related to the number of confirmed cases (coefficients: pre-alert, 0.82 and 1.05; post-alert, 0.48 and 0.66, respectively). • The distal relationship between Taipei's resource inflows and nonrenewable resource production in Taiwan was investigated. • Cross-scale emergy synthesis revealed the reliance of Taipei's resource inflows on Taiwan. • The demand of construction materials in Taipei's peri-urbanization is the underlying driving force of the development in Taipei's remote areas. Urbanization not only causes environmental changes in metropolitan regions but also influences the ecological and socioeconomic changes of distant land areas due to increasing demands on resource use and waste emissions. Previous studies on the assessment of urban systems have focused on the city or metropolitan areas under study. There is a need to incorporate urban land teleconnections to investigate the relationship between a city and distant land areas during the process of urbanization. This paper analyzes the teleconnection of the energy and material flows associated with Taipei's peri-urbanization and remote areas in Taiwan. The cross-scale emergy synthesis of Taipei and Taiwan was examined first to investigate the relationships of the material and energy flows between Taipei and Taiwan. The exploitation of non-renewable resources in Taiwan during the 1990s was driven mainly by the construction and development taking place in Taipei. Furthermore, compared with Taiwan, the Taipei area relies heavily on external resources. The results of the emergy evaluation of materials flows in Taipei indicated that 85% of the construction materials used were imported from other remote areas during the past 30 years. The use of construction materials in Taipei had a higher intensity in the city center during 1982–1992 and in the peri-urban area during 2002−2014. The results of the emergy synthesis indicated that urban land teleconnections exist between peri-urban areas of Taipei and other distant areas in Taiwan. [ABSTRACT FROM AUTHOR]

Developing a sound urban green infrastructure system is critical for addressing climate change. Green infrastructure (GI) also plays an essential role in the urban system by providing ecosystem services for urban residents. Although some research on GI has been published in Taiwan, there is a lack of understanding of how changes in land use and GI affect the landscape patterns in urban fringe areas. This study explores the impact of changes in GI on the landscape pattern of the urban fringe and urban core areas in the Taipei metropolitan area (TMA). We used intensity analysis to investigate changes in land area and land use intensity between 1981 and 2015 at three levels: interval, category, and transition. Landscape metrics were employed to analyze changes in GI patterns. We found, firstly, that although the rate of change in the urban core area of the TMA was faster than the rate of change in the urban fringe area during 1981–1995 and 1995–2006, changes in the urban fringe area nevertheless maintained a state of rapid change in 1995–2006 and 2006–2015. Secondly, forest and agricultural lands in urban fringe areas were the GI categories with the greatest changes in area from 1981 to 2015. Thirdly, transition areas among forest, agricultural, and built-up areas in urban fringe areas were larger during 1995–2015 than 1981–1995. Finally, the results of landscape pattern analysis indicate that the urban fringe area of the TMA is experiencing landscape fragmentation. Although forest land remained the main category in the urban fringe from 1981 to 2015, the integrity of its patch area decreased over time, and the prevalence of small and complex patches of built-up and agricultural land increased. Spatial planning should therefore consider how to build a GI system to promote ecosystem services in urban fringe areas so as to enhance the ability to respond to climate change. Highway congestion is a common problem worldwide, and different management strategies have been proposed and implemented. In Taiwan, commuter trips in urban areas tend to use freeways for daily trips. One particular problem in Taiwan is consecutive on-ramps within metropolitan areas, such as Taipei, Taichung, and Kaohsiung. Three to four on-ramps bring more vehicles to the freeways, and coordinating with an integrated ramp control strategy is critical to avoiding congestion in metropolitan areas. Based on the concept of the store-and-forward method, this study proposes a linear optimal control model to optimize integrated on-ramp control strategies. The storeand-forward method is chosen because freeway congestion is usually observed in these areas, and freeway efficiency depends on avoiding queue length. The developed mathematical program can be solved efficiently through mathematical optimization packages. The objective of the formulation is to minimize the total queue length within considered areas. In the Taipei metropolitan area, numerical experiments were conducted based on three consecutive on-ramps, including Yuanshan, Taipei, and Sanchun ramps. It is known that globalization has led first- and second-tier cities' urban restructuring trajectories, excreted pressures, and caused tremendous socioeconomic volatility. This resulted in marginalized communities in dire of social empowerment, employment structure variance, and industry sectoral adjustment. Moreover, recent successive climate and health crisis unfolded and affirmed the state of our urban incompetence to sustain socioeconomic resilience or otherwise; lacking swift responses in providing critical management and services, cites are facing multifaceted challenges. Urban well-being and resilience are at stake. Although the environmental and health dimensional effects are apparent, this study ascertains that the transept multi-scalar analysis within the urban socioeconomic structure is crucial in sustaining core resilience to foster health and well-being of the community. As an integral part of the investigation, the revised DPSIR assessment framework is applied to evaluate the sectoral shift; spatial structure disarray and urban codependence degree are examined within the Taipei metropolitan area (TMA), a medium size but densely populated metropolitan area in Taiwan. The place-based DPSIR analysis ascertained the states and impacts in TMA: (1) A population decline speeded the restructuring of the urban core, while the impact of demographic aging and shrinkage rate mandates proper management and planning responses to the decline process; (2) the socioeconomic state effect is determined but does not critically affect the periphery zone, while an uneven demographic shift within the urban core necessitates dynamic adjustment responses to appropriately provide intergenerational services; (3) the uneven sector redistribution stimulated the core's spatial and structural inter-dependency with peripheral zones, requiring governance with tighter cross-administration cooperation among respective public sectors; and (4) facing the sector/temporal and demographic pressure, urban cohesiveness in the TMA is greatly affected, which in turn disrupts the resilience pathway toward a cohesion. The study ascertained that the revised DPSIR framework could provide cities facing pressing socioeconomic drivers with effective analysis to allocate pressures, states, and impacts and formulate the necessary responses. To assure the socioeconomic resilience and urban cohesiveness, planning policy should carefully monitor and evaluate socio-demographic and sector redistribution factors to promote the urban resilience. Taiwan's most significant natural hazards are caused by hydrological extremes resulting from excessive precipitation. The threat of extreme precipitation is posed by several different types of weather patterns that affect Taiwan. This study examined the bi‐decadal changes in rainfall by defining an extreme precipitation occurrence (EPO) for a range of event durations from 1 to 24 hr. Three major weather types affecting EPO in Taiwan were identified from 1993 to 2015: the front type consisting of either a frontal zone or convective systems developing with an apparent Meiyu cloudband, diurnal rainfall events when no apparent synoptic features are present, and a tropical cyclone (TC) type according to the maximum sustained wind radius of a TC. Results show that TC‐type events have the greatest overall contribution to EPO at longer (>6 hr) durations. Diurnal/afternoon convection events contribute most to the shorter (<3 hr) duration EPO, while frontal/Meiyu systems prevail in the medium (3–6 hr) duration. EPO of almost all durations have experienced an increase, with the 3‐ and 12‐hr EPO having increased by 4.6 days each over the 23 years. However, apparent decadal‐scale variability exists in these EPO associated with the decreasing tendency of EPO after the mid‐2000s, particularly the longer duration (>6 hr) EPO associated with the TC‐type events in summer. The distinction between EPO trends for the entire island of Taiwan and for the Taipei metropolitan area alone (northern Taiwan, population of 7 million) were compared, and an intriguing interannual variation is reported in the TC‐type EPO associated with the TC season 1 year to a year and half just before an El Niño–Southern Oscillation event. The analysis here provides refined statistical distributions of extreme rainfall, and these can contribute to the revision of governmental definitions for weather disasters that are used in mitigation and response strategies. With an estimated population of 7 million, the Taipei Metropolis (TM) is the largest metropolitan area in Taiwan. It included Taipei City, Keelung and New Taipei City. Taipei City serves as the core of the metropolitan area where the government of Taiwan and major commercial districts are located. It is also the home to one of the most famous high-rise buildings in the world, the Taipei 101 Tower. Taipei City is an area overlay hundreds meters thick of soft soil deposits, damage from the Hualien earthquake of 1986 and the Chi-Chi earthquake of 1999 was concentrated in areas underlain by soft soil deposits. To decrease amounts of damage due to amplification effects of soft soil deposits from earthquake ground shaking, a set of integrated arrays began to construct in 2005. Preschool children have a higher respiratory rate per unit body weight than adults, and their respiratory systems are not mature. Hence, children may have more health risks associated with particulate matter (PM) exposure. In this study, we assessed the exposure of preschool children and their caregivers to PM and the resulting health risks. The PM concentrations at heights of 60–80 cm (preschool children) and 150 cm (adults) were measured at ten indoor and eight outdoor sites in the Taipei metropolitan area from March 2015 to February 2017. Four PM2.5 and seven PM10 indoor measurements exceeded the indoor air quality standard of Taiwan, whereas only two PM2.5 outdoor measurements exceeded the ambient air quality standard. The outdoor PM concentrations were related to traffic emissions, whereas the indoor PM concentrations were associated with ventilation rate and occupant density. The chronic daily PM1, PM2.5, and PM10 intakes of preschool children were notably higher than those of adults. In addition, the hazard quotient resulting from PM2.5 exposure indicated a significant health risk for preschool children (93.74% greater than 1). Consequently, reducing the exposure of preschool children to PM2.5 is an emerging issue in the Taipei metropolitan area. [ABSTRACT FROM AUTHOR]
