In the United States, abortion rates have been falling for several decades while attitudes have remained relatively stable. Given this background, this paper examines the current status of the fluid and contentious US abortion debate. Five relevant questions are examined: (1) What is responsible for the new wave of restrictive laws and what are their effects? (2) What is most likely responsible for changes in abortion rates? (3) What are the effects of the addition of medication abortion into the mix of abortion services? (4) What forces continue to fuel economic, geographic and racial/ethnic disparities in access to abortion services? (5) Why have gay rights been embraced by a majority of the US public and supported in legislation and judicial decisions, while during this same time period abortion rights have stagnated or declined? It is crucial for feminists to continue to promote the cause of abortion and other reproductive rights. Most important, however, is a focus on broader social issues for women (e.g., adequate education, affordable day care) and the underlying causes of unequal power in society. [ABSTRACT FROM AUTHOR]

This paper estimates the productivity gains from agglomeration economies for a sample of the largest metropolitan areas in the United States using measures of urban agglomeration based on employment density and employment accessibility. The latter is a more accurate measure of economic proximity and allows testing for the spatial decay of agglomeration effects with increasing travel time. We find that the productivity gains from urban agglomeration are consistent between measures, with elasticity values between 0.07 and 0.10. The large majority of the productivity gains occur within the first 20 minutes, and do not appear to exhibit significant nonlinearities. [ABSTRACT FROM AUTHOR]

One of the key features which characterise the severe pollution and degradation of the Niger Delta environment from oil industry activities has been the absence of justice for the victims. The failure on the part of the regulatory agencies to hold perpetrators accountable for environmental pollution is linked to weak and ineffective legislative and institutional frameworks. To this end, a lot of attention has been paid to the need for review of specific laws. However, while conceding the need for review of various laws, this paper argues that the challenge to enforcement transcends merely 'fixing' individual laws, to the Federal Constitution upon which the overall framework for regulation and enforcement is based. Specifically, the paper analyses the allocation of legislative competence between various levels of government under the Federal Constitution and the implications of this for effective environmental enforcement. Studies in the land use–travel connection have long neglected the role of neighbourhood crime. This paper analyses such a role of crime and explores whether more compact land-use characteristics tend to cluster more crimes, thus having a negative impact on public transit use. A path analysis model is used to estimate the relationship between land use, crime, and bus ridership in the city of Austin, Texas. The results demonstrate that higher population density and more mixed land use may significantly stimulate more crimes near the bus stops while the level of crime may have a nonlinear effect on ridership. Once the number of reported crimes exceeds a threshold level, ridership is negatively affected. As a result, very dense residential and commercial development may trigger a rise in crimes, leading to a fall in ridership. These findings suggest that those who seek to implement land use policies to increase transit use and reduce auto dependence should recognise and evaluate land use impact on crime and how this impact affects travel behaviours. The Guantánamo Bay detention camp is a quintessential structure of the US national security state and contemporary Empire. For such imperial formations to proceed as if they are 'normal' requires solidarity from various publics. This paper explores what it means to refuse such solidarity through an ethnographic examination of Witness Against Torture (WAT), a group of US citizens enacting solidarity with the men detained at Guantánamo. WAT's tactical repertoire intervenes in three ways. The Guantánamo prison is not supposed to be seen, but WAT travels there to expose state secrets and the administration's myth of transparency. The prisoners are not supposed to be heard, but WAT publicly amplifies their testimonies through affectively potent street performances. Indefinite detention and torture are meant to remain distant, but WAT links the plight of detainees to that of Black communities in the US interior. Through these acts, WAT simultaneously reveals and contests the culture of erasure and radical divisiveness upon which the US national security state depends. [ABSTRACT FROM AUTHOR]

Over the course of the past two decades, bicycling has become increasingly popular in the USA. Although the rate of bike trips made in the USA has more than tripled since 1977, it is relatively low compared with many European cities (Pucher et al., 2011a). In urban areas throughout the USA, bicycling is increasingly being touted as an environmentally friendly way to enhance transit choice as public transportation budgets are slashed and automobile infrastructures remain congested. Discourse around the proliferation of bicycling infrastructure development in American cities often obscures complex aspects of community-level choice regarding transit, including the placement and implementation of bike lanes.This paper seeks to explore the dynamic ways that community members and city planners make sense of bike infrastructure development in Chicago, Illinois. Qualitative interviews and participant observation were employed to clarify the community context of bike lane development in a gentrifying area of the city. We find that community engagement is a critical component of promoting the acceptance and use of bike infrastructure and discuss the role of a community bike shop in facilitating community engagement around bicycling in the neighbourhood of Humboldt Park, home to the second largest Puerto Rican community in the USA. This virtual special issue considers the empirical and theoretical resources that the back catalogue of Urban Studies specifically, and the discipline of urban studies more broadly, has to offer our understanding of the rapidly evolving contemporary moment in the USA, usefully dubbed ‘The Age of Ferguson’ (Bernard (2015); Derickson (forthcoming). Mobilising the concept of the ‘racial state’, this article considers Ferguson in the context of state rescaling and globalisation to continue to flesh out the role that difference and its geographical expression play in smoothing out and justifying the neoliberalisation of urban governance (see Derickson (2014)), and to begin to develop ‘countertopographies’ (Katz (2001)) that link up the margins of the Global North and South. In so doing, I engage each of the papers included in the special issue to consider how they contribute to and stretch our understanding of the present racial conjuncture, and to provide a first cut at thinking the Age of Ferguson relationally (Derickson, forthcoming; Jacobs (2012), through urban governance, racialisation, territorial stigmatisation’ (Garbin and Millington (2012)), policing and urban social movements. This paper examines the spatial agglomeration of the communications equipment manufacturing (CEM) industry in the US metropolitan statistical areas. We examine the influence of vertical industrial linkages, horizontal industrial linkages and corporate taxation on the locational choice of CEM establishments using discrete count data regression models. Panel data regression models are used for sensitivity tests. Our results suggest that both types of linkages have significant positive impacts on the spatial agglomeration of the CEM industry, indicating that input-output connections are geographically localised. Our findings support the hypothesis that the presence of vertical linkages suppliers and horizontal linkages in a metropolitan area could facilitate the spatial agglomeration of CEM establishments there. We also find that higher state corporate taxes can impede the choice of location of CEM establishments within a state. These findings suggest that state policymakers can improve the pro-business environment and attract CEM establishments in their state by lowering corporate taxes and by increasing potential horizontal and vertical industrial linkages. There is a growing literature on what contemporary cultural theorists have broadly termed the “postsecular”: the abandonment of clear-cut boundaries between the secular and nonsecular in the industrialized West and an embrace of a complex understanding of what is real that neither accepts nor rejects the supernatural. These new cultural currents may affect not only philosophers and theologians, but also the ways in which individuals with psychosis make sense of their experiences. This paper reports on the key findings of an in-depth qualitative analysis of 19 interviews of individuals diagnosed with psychotic disorders. The majority of participants described ongoing and self-conscious struggles to demarcate their experiences as the products of the real world or a “crazy” mind. With equal frequency, participants weighed and debated competing secular and supernatural explanations, often juxtaposing and blending different explanatory frameworks. We found that this syncretic process affected not only the content of psychotic experiences—what delusions or hallucinations are about—but also the type of arguments or logics used to justify particular interpretations. We discuss the implications of these observations with respect to clinical practice and the broader phenomenology of psychosis, challenging often oversimplified discourse on “insight” and suggesting that polarization(s) between “biomedical” and “psychosocial” explanations may be of less relevance to patients’ real-world experiences than is often assumed. The tension between an individual’s right to a fair trial and a state’s prerogative to withhold information where it is in the national interest to do so is an issue which is especially relevant in preventative detention cases. In a string of cases since 2009, lower courts have interpreted the ‘gisting’ requirement imposed by the Grand Chamber in A v United Kingdom in response to this problem. This paper will consider the jurisprudence of the lower courts and will argue that the House of Lords’ judgment in AF No. 3 imposed requirements not only in relation to the amount of information that must be disclosed, but also in relation to what that information must consist of. It will note that two irreconcilable interpretations of A have developed, and argue that one of those approaches is incompatible with AF. Finally, it will discuss the interaction between these decisions and the statutory framework of the JSA, especially ss 6(5) and 7(2), and will consider the consequences of the judicial uncertainty in this area in relation to the return of TPIMs following the CTSA. Based on more than 2 years of ethnographic immersion with the Mars Exploration Rover mission, this paper examines the representational work and associated embodied practices through which the science and engineering team makes decisions about how and where to move their robots. Building on prior work in Science and Technology Studies on the importance of embodiment to visualization, the paper posits that such practices also contribute to the production and maintenance of social order within the organizational context of the laboratory. It thus places visualization technologies and techniques in the context of the social organization of scientific work, contributing to our understanding of representation in scientific practice. The United States incarcerates 1% of American adults. Incarceration rates have increased steadily since 1970 even while criminal activity has dropped. Additionally, while crime rates are relatively equal across races, the rate of incarceration for blacks has risen faster than for whites. This paper argues that plea bargaining, which accounts for 95% of criminal dispositions, is a major causal factor of high prison populations and high levels of racial stratification in prisons. This paper hypothesizes that by placing defendants in a multi-player Prisoner’s Dilemma, and by reducing transaction costs, plea bargaining allows prosecutors to act on a political will to incarcerate large numbers of people. Additionally, it hypothesizes that since black defendants are likely to have less faith in the criminal justice system than white defendants, this places them in a worse bargaining position, leading to systematically worse bargains. This paper examines whether the employment outcomes of Australian labour market programme participants vary according to whether they receive housing assistance. This issue attracted attention when a series of US studies showed that clients of welfare-to-work programmes are more likely to achieve positive employment outcomes if housing assistance is also received. This paper tracks the employment outcomes of labour market programme participants utilising six waves of data from the Household Income and Labour Dynamics in Australia (HILDA) database. Findings from a random effects model suggest that housing assistance status has little impact (either negative or positive) on employment outcomes. This paper employs time-series analysis to investigate the price dynamics of the house price indices included in the S&P/Case–Shiller Composite10 index and the validity of the ‘ripple effect’, following the approach outlined by Meen (1999). More specifically, the paper first considers the time-series properties of the capital gain from the sale of houses. That is, it examines whether shocks to the capital gain series produce permanent or transitory changes. In general, the findings lack uniformity and depend upon the assumptions imposed by the testing procedures. Secondly, it considers the time-series properties of the ratio of regional house price indices to the Composite10 index. The new urban politics (NUP) literature has helped to draw attention to a new generation of entrepreneurial urban regimes involved in the competition to attract investment to cities. Interurban competition often had negative environmental consequences for the urban living place. Yet knowledge of the environment was not very central to understanding the NUP. Entrepreneurial urban regimes today are struggling to deal with climate change and reductions in greenhouse gas emissions. Carbon reduction strategies could have profound implications for interurban competition and the politics of urban development. This paper explores the rise of a distinctive low-carbon urban polity—carbon control—and examines its potential ramifications for a new environmental politics of urban development (NEPUD). The NEPUD signals the growing centrality of carbon control in discourses, strategies and struggles around urban development. Using examples from cities in the US and Europe, the paper examines how these new environmental policy considerations are being mainstreamed in urban development politics. Settlements variously termed ‘ex-urbs’, ‘edge cities’, ‘technoburbs’ are taken to signal something different from suburbia and as a consequence might be considered post-suburban. Existing literature has focused on defining post-suburbia as a new era and as a new form of settlement space. Whether post-suburbia can also be delimited in terms of its distinctive politics is the open question explored here. The paper begins by considering the need to make urban political theory more tailored to the different settlements that populate the heavily urbanised regions of nations. The paper stresses the structural properties of capitalism that generate differences within the unity of the urbanisation process. It then discusses what is new about a class of post-suburban settlements, concentrating on what the increasing economic gravity of post-suburbia, the difficulty of bounding post-suburban communities and the continuing role of the state imply for understanding urban politics and the reformulation of urban political theory. This paper presents a simple method for calculating deviations between actual city size and the size which would correspond to it with a Pareto exponent equal to one (Zipf’s law). The results show two differentiated behaviours: most cities (80.25 per cent) present a greater size than that which would fulfil Zipf’s law, while small cities (19.75 per cent) tend to be too small. The aim of the paper is to analyse the distribution element by element, using data about city characteristics from all American cities in 2000, and to explain the deviation between the size predicted by Zipf’s law and the actual size of each city. To do this, a multinomial logit model is used. The most important variables affecting the probability of a city presenting a negative or positive deviation are per capita income, human capital levels and the percentage of the population employed in some sectors. By the mid-1980s, the civil justice system in many common law jurisdictions was reportedly 'in crisis', crippled by excessive delay, cost and complexity in proceedings and out of reach of ordinary people. During the next two decades, law reform commissions and other agencies were charged with identifying problems with the civil justice system and with making recommendations for its improvement. Many agencies identified legal education as a factor contributing to the perceived crisis and made recommendations for change. The rules of professional conduct governing lawyers were also considered to be inadequate to the task of reorienting lawyers towards non-adversarial collaborative ways of professional practice. This paper canvasses reforms made in respect of the civil justice systems in Australia, England (and Wales) and to a lesser extent, the United States. The majority of reforms have been procedural in nature, brought about largely through legislative intervention and judicial activism (in the form of rules of court and practice directions). The paper examines the ways in which legal education has responded to the challenges presented by civil justice reform and also identifies amendments made to relevant professional practice standards. It is argued that, despite the recommendations for reform, changes to legal education have been piecemeal and fragmented and only minor changes have been made to professional standards of conduct. The paper goes on to discuss the various ways in which to regulate the behaviour of lawyers and the reasons why reform brought about by legislation, rules of court and practice directions is not sufficient to effectively change the conduct of members of the legal profession. It highlights the importance of education and codes of conduct for lawyers. In the final analysis, neither more rules, nor changes in legal education, provide a complete solution. The answer lies in a mixed approach-some modification to procedural rules of adversarial engagement, activism on the part of judges, some rules adjustment, and better education. This paper explores associations between two demographic characteristics (i.e., sex and grade level) and the peer network features (i.e., size, density, and demographic homophily) of 144 third through eighth grade students (ages 8—15) in an urban, US elementary school with considerable diversity in race and socioeconomic status. The results offer only partial support for the two cultures theory, as sex differences in network size attenuated with increasing grade levels. The findings also highlight developmental trends, including a curvilinear effect of grade on network density and grade-level increases in cross-sex and same-race relationships. Finally, the paper includes a discussion of the importance of opportunity structures for, and the joint consideration of sex and developmental influences on, children’s peer social networks. When it comes to determining what is the objective of a large public company there are two dominant theories that are employed around the world. They are the shareholder value theory (also known as 'shareholder primacy' or 'shareholder wealth maximization') on the one hand, and the stakeholder theory on the other. Generally speaking, Anglo-American corporate law embraces the former, and in countries such as the UK, US, Canada, Australia and Ireland public companies apply shareholder value as their guiding light. Much has been written about the shareholder value approach, and the reasons why it should be implemented. But what has rarely been considered is: what does it actually mean and what does it involve? How does one determine whether a company has been managed in such a way as to achieve shareholder value? The main aim of this paper is to address those questions. The paper, after providing some background to the theory, examines what the theory actually stands for, and this involves an identification of the primary reasons given for the employment of the theory. Next, the paper seeks to ascertain what is meant by shareholder value and what it means to operate a company pursuant to the theory. One of the major selling points of shareholder value is that it is certain and clear. The paper finds that the meaning of shareholder value is in fact not clear and certain. Indeed, it is rather disturbing that there has been so little consideration of how such an influential theory in corporate life is applied in commercial terms. While many scholars researching the commercialization of science focus on biomedicine, this paper explores the changing commercial frameworks for meteorology in the UK and the US. The organization of meteorology in both countries increasingly reflects a political-economic approach that treats science as an economic entity in which market-based criteria can be used to allocate scientific resources. The differences are equally significant in terms of the production and dissemination of meteorological forecasts and other data to public and private services. Alongside this commercialization has been the emergence of weather derivatives markets -- financial products that enable trading on weather indices in a way similar to oil or gas futures -- which have re-shaped how some businesses interact with meteorologists. This paper explores how weather derivatives traders engage with, shape, and are frustrated by a commercialized approach to funding meteorological data and forecasts. It highlights how commercial imperatives raise questions about the collection and quality of meteorological data, and how forecasting and weather modelling is being adopted within the private sector to enable trading strategies in the weather derivatives market. The consequences for commercial actors are highly variable, suggesting that any account of commercialization of science, while recognizing extant policy shifts, must be sufficiently nuanced in its interpretation of such effects. This paper compares the proposed reform in Hong Kong and the debtor-in-possession concept of the United States of America in Chapter 11 corporate rescue, and seeks to identify the reasoning behind the differences. This paper examines the efforts of one of the fastest-growing (anarchist) social movement groups in the world, 'Food Not Bombs' (FNB), to redefine urban anti-hunger politics in the US. The aim is to understand how FNB contests the politics and processes of poor people's containment through their efforts to develop new, decommodified modes of biopolitics. As it is central to their success, the paper focuses on how FNB uses non-violent civil-disobedient direct action to provide an alternative grassroots response to the destructive market-driven imperatives of neo-liberal capitalism. The case of FNB provides an example of the continued potential for mutual aid and co-operativism in the city and does so against the backdrop of growing injustices within an ever-globalising world. Ultimately, the paper shows that FNB offers an example of the kinds of resistance necessary to secure the most fundamentally inherent right to the city, which is the right to eat and survive in the city. This paper focuses on the relations between affect and military and security geographies. It argues that recent work on spaces of affect and emotion should be supplemented by research on how affects are known, rendered actionable and intervened on. The paper exemplifies such a focus through an example of the targeting of amorphous collective affects - specifically morale and popular support - in the 'effects based' airpower that has been so central to the US led 'war on terror'. Damaging or destroying morale has come to promise victory over a networked enemy. Yet morale is assumed to be distributed throughout life. As such, morale disappears as a definite, determinate, thing in itself. It cannot be fixed and located. Consequently, all of life is made into a potential target. To intervene on morale, airpower must create environments that will bring death and create life. The means for doing so are providential and catastrophic biopolitical 'effects', of which 'shock' and 'awe' are but the most high profile cases. Through the example of how morale is targeted, the paper shows how certain forms of power work by being both inside and outside the aleatory, indeterminate, dynamics of affective life. How, and when, does it become possible to conceptualize a truly planetary crisis? The Cold War nuclear arms race installed one powerful concept of planetary crisis in American culture. The science enabling the US nuclear arsenal, however, also produced unintended byproducts: notably, a radical new investment in the earth sciences. Cold War nuclear science ultimately produced not only bombs, but also a new understanding of the earth as biosphere. Thus, the image of planetary crisis in the US was increasingly doubled during the Cold War - the immediacy of nuclear threat matched by concerns about rapid environmental change and the cumulative effects of industrial civilization on a fragile biosphere. This paper examines the evolution of (and competition between) two ideas of planetary crisis since 1945: nuclear war and climate change. In doing so, the paper offers an alternative history of the nuclear age and considers the US national security implications of a shift in the definition of planetary crisis from warring states to a warming biosphere. Undergraduate research paper has long been a tradition in US freshman composition programs, although whether the research paper should or can be taught in the English department continues to be debated. In many of the English departments in Taiwan, students are also required to compose a research paper for their composition class. However, there has been little research conducted on the writing process and on the student perceptions of this specific genre in an EFL learning context. This qualitative study, involving one American instructor and seven Taiwanese college students majoring in English, traced a research writing project, carried out as part of the writing curriculum, from start to finish. Three semi-structured interviews were conducted with each of the students in the beginning, middle and end of the research project. The findings indicate that the students saw information arrangement and display as the main purpose of the research paper. For various reasons, the students perceived the research project as beneficial, although during the implementation of the project they encountered difficulties such as time and resource constraints, problems with using sources in Chinese, difficulties with synthesizing information from multiple sources, among others. This paper analyses the legal protection of the journalist–source relationship from both sides and the underlying interests involved. The paper begins by analysing why the relationship deserves protection. The position of journalists at common law is analysed with a discussion of the application of the principle established in Norwich Pharmacal v Customs and Excise to journalists. The development of immunity from contempt in s. 10 of the Contempt of Court Act 1981 is examined to illustrate the ideological clash between the judiciary and journalists. The impact of the Human Rights Act and decisions of the European Court of Human Rights are analysed to assess whether this will lead to a change in attitudes in the UK. Finally, the potential threat to journalists posed by compelled evidentiary disclosure in criminal cases is reviewed, with a particular look at ‘special procedure' material. The US section begins with an analysis of the law at federal level, the decisions of the Supreme Court, including the leading decision of Branzburg v Hayes, as well as the role the legislature has played. Processes of place-making in urban neighbourhoods include accounts of history that may vary among social groups of residents, especially in neighbourhoods that have witnessed decay and/or regeneration. This paper investigates the historical narratives of residents of a gentrified neighbourhood formerly known as a Little Italy in New Haven, Connecticut, US, as processes of place-making. It confronts these with histories of agents 'absent' in the dominant narratives—here, poor Black residents. The paper addresses the consequences of the discursive dominance of certain narratives over others and discusses how such historical narratives affect place stratication and how the symbolic meanings of place strengthened through such accounts of history affect a neighbourhood's access to resources. The premise of this paper is that those persons who excessively overwork can die as a result, through stress-related illness or suicide. This paper undertakes a comparative analysis of the legal treatment of stress-related illness at work and, in particular, death by overwork (known as Karoshi in Japan). The legal rules governing this aspect of health and safety in the US and the UK will be considered primarily, because these are countries where this problem has not been properly recognized and, accordingly, legislators and the judiciary in both the US and the UK have largely failed to address it. Despite this, it is a fact that organizations in these countries have the worst record for requiring their workforce to work excessively and/or for long hours. Research has shown that this leads to stress-related illness and sometimes death by overwork in organizations. The failure to take legal action to deal with this problem in the US and the UK is all the more surprising and disappointing because these countries (along with Japan where it is legally recognized) have the richest economies in the world. It is now accepted that a working pattern and culture of long hours and excessive working adversely affect workers by putting at risk their physical and/or mental health, and it is important to consider how workers in this position are dealt with by employers and within the legal framework of both jurisdictions. A variety of forces aligned at the turn of the last century to make ethyl alcohol - what is today known as ethanol - inefficient and uneconomical as a fuel alternative. Rather than a case of inevitable technological unfolding, the transition from King Coal to Big Oil was a sociologically contingent event. As a controversy study, this paper seeks to avoid the reductionist tendencies of past historical analyses of fuel. The author also seeks to redress a fundamental gap within the STS literature on the subject of automobile/fuel socio-technical systems, where the story of ethyl alcohol remains conspicuously absent. Among studies that examine how/why the automobile became locked in, little is said about ethyl alcohol, even though, as this paper details, it remained part of the fuel landscape well into the 20th century. Scholars have investigated the effectiveness of military organizations in twentieth-century warfare and have evaluated their ability to defeat their enemies in wartime or adapt to changes that developed in peacetime. Few have studied the military effectiveness of nineteenth-century armies as closely. This paper examines the operational and tactical effectiveness of two American armies in the mid-1800s by comparing how they approached urban combat, something for which the United States military was not prepared. This paper compares how Americans reacted to urban combat in the battle of Monterrey in 1846 with urban combat in the battle of Fredericksburg in 1862. Publication of pharmaceutical company-sponsored research in medical journals, and its presentation at conferences and meetings, is mostly governed by 'publication plans' that extract the maximum amount of scientific and commercial value out of data and analyses through carefully constructed and placed papers. Clinical research is typically performed by contract research organizations, analyzed by company statisticians, written up by independent medical writers, approved and edited by academic researchers who then serve as authors, and the whole process organized and shepherded through to journal publication by publication planners. This paper reports on a conference of an international association of publication planners. It describes and analyzes their work in an ecological framework that relates it to marketing departments of pharmaceutical companies, medical journals and publishers, academic authors, and potential audiences. The 1999 shootings at Columbine High School received saturation coverage by the American media. How did newspaper reporting of the 2005 Red Lake Indian Reservation School shootings, the largest school killing since Columbine, compare with the press's representations of Columbine? In this article we perform a qualitative content analysis of three newspapers (The New York Times as the national paper of record, and local papers in the communities in which the events occurred) over a two-week period following each event. We found that the reporting of Columbine and Red Lake differed in terms of quantity, content, and form. Columbine was immediately marked with social significance and became a national story while Red Lake received significantly less coverage, mostly local. Red Lake reporting was explicitly raced and classed while the prominent role of race and gender in the Columbine killings was largely ignored by local and national media. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to discuss how program evaluation can be conducted and communicated in ways that meaningfully affect the education of English language learners (ELLs) in US schools. First, the paper describes the Waterford Early Reading Program Evaluation, a large-scale evaluation of a reading intervention implemented in schools with substantial populations of ELLs in a large urban school district in California. Second, using the Waterford evaluation as an example, this paper discusses the conditions necessary for conducting an evaluation that yields useful information about a program's implementation and effectiveness. The paper also highlights the importance of communicating those findings in a clear way so as to be meaningful to stakeholders and decision-makers in order to facilitate the goal of improving the education of young ELLs. Public-private partnerships have excited discussion about the possibilities of creating a more responsive welfare state in contemporary American society that empowers local communities. Sceptics see these partnerships as inherently unequal such that non-profit organisations play 'junior partner' to government agencies by prioritising governments' agendas. This paper contributes to the debate by examining the role of non-profit organisations that work with government agencies to provide social services. It is argued that non-profits attempt to balance both roles-playing 'junior partner' and empowering community. The experiences and practices of non-profits thus show that the role of non-profits amidst state restructuring is to negotiate the multiple obligations they have to funding agencies and local communities that seek assistance. Background Recognizing the need for more evidence-based multiple sclerosis (MS) rehabilitation, in the mid-2000s several initiatives were undertaken to explore why there had been a paucity of such research and to determine strategies to reverse this pattern. Expert-Opinion-Paper In 2004 the National Multiple Sclerosis Society (NMSS) convened an expert opinion panel, reviewed evidence-based MS rehabilitation research, and published the paper on the web. It was concluded that much of the MS rehabilitation carried out was based on experience, with little research backing it up. Increasing the Quality and Quantity of MS Rehabilitation Research Largely as a result of the conclusions of the Expert-Opinion-Paper, the NMSS convened a conference of a large number of MS and rehabilitation experts in New York in May, 2005. This conference made many recommendations of ways to increase the quantity and quality of MS research. State of the Science Conference In September, 2006, a follow-up conference was held in Washington, D.C… This conference, primarily sponsored by the University of Washington Multiple Sclerosis Rehabilitation Research and Training Center (MS RRTC), focused on some of the under-studied "hidden" disabilities present in persons with MS. This paper explores events surrounding the US Food and Drug Administration's formal approval of the heart failure drug BiDil in 2005. BiDil is the first drug ever to be approved with a race-specific indication, in this case to treat heart failure in 'self-identified black patients'. BiDil has been cast by many as a step toward the promised land of individualized pharmacogenomic therapies. This paper argues, however, that when examined in context, the approval of BiDil emerges as a new model of how a pharmaceutical company may exploit race in the marketplace by literally capitalizing on the racial identity of minority populations and leveraging the disproportionate risk of adverse health outcomes they suffer into a cheaper, more efficient way to gain the US Food and Drug Administration's approval for drugs. Discussions of BiDil in both popular media and professional journals have repeatedly elided the difference between pharmacogenomic and race-based medicine. In fact, broad-based true pharmacogenomic therapies remain years—perhaps decades—in the future. The story of BiDil's development elucidates an alternative model to developing tailored therapies that promises to fill in the gap between the promise and reality of pharmacogenomic medicine. It is a model that exploits race to gain regulatory and commercial advantage, while ignoring its power to promote a regeneticization of racial categories in society at large. [ABSTRACT FROM AUTHOR]

This article concerns an investigation of the full scale evacuation of a building with a configuration similar to that of the World Trade Center (WTC) north tower using computer simulation. A range of evacuation scenarios is explored in order to better understand the evacuation of the WTC on 11 September 2001. The analysis makes use of response time data derived from a study of published WTC survivor accounts. Geometric details of the building are obtained from architects' plans while the total building population used in the scenarios is based on estimates produced by the National Institute of Standards and Technology formal investigation into the evacuation. This paper attempts to approximate the events of 11 September 2001 and pursue several 'what if' questions concerning the evacuation. In particular, the study explores the likely outcome had a single staircase survived intact from top to bottom. The transformations in radiology induced by new imaging technology can be understood as instances of 'doing distinctions' by both technology and human actors. This paper combines the analytical frameworks of Gieryn and Bourdieu to understand the reconfigurations engendered by the medical implementation of visualization apparatuses such as magnetic resonance imaging (MRI). It examines the reactions of radiologists to these transformations, which forced them to renegotiate visual expertise and to reconstitute their professional and disciplinary identity. The paper argues that imaging practices are practices of boundary work and distinction, aimed at regaining professional authority and accumulating symbolic capital within the professional field. Boundary work and distinction practices are thus means to improve both the prestige of the profession and the actors' individual status within the scientific or hospital community. The paper further argues that visualization machines and images are not exclusively used for diagnostic and research purposes but are also material and epistemic resources that are deployed in practices of boundary work and distinction. Technology and pictures serve as tools to demonstrate professional skills and power, to increase one's reputation, and to renegotiate identity. Drawing on interviews, documents and fieldwork in several radiology departments and MRI centres in Europe and the USA, the paper reconstructs processes of 'doing distinctions' related to the implementation of MRI and other imaging technologies in medicine. It explores the identity and accumulation strategies of radiologists and other medical specialists through an examination of their boundary work and distinction practices, which are focused on material, social and epistemic resources, and boundaries. This paper examines the viability of some basic predictions of the Mills—Muth model of city structure for modern cities using US data for the year 2000. The estimation strategy used to test the predictions is very similar to that of Jan Brueckner and David Fansler, who use 1970 data to find support for the model's basic comparative statics predictions—namely, that city area is increasing in population and income but decreasing in agricultural land value and commuting costs. This paper uses different measures for land values and commuting costs where possible and a measure of polycentricity to estimate a slightly modified empirical model. Despite the changing structure of cities, there is evidence that the Mills—Muth comparative statics predictions hold for modern US cities, that densely populated cities are more likely to have sub-centres and that market forces drive urban spatial structure. After eminent thinkers in the 1960s submitted critical views on technology, some philosophers of technology extended their macro perspectives. Since then, many historians and sociologists of technology steadily marginalized their general claims through richly empirical, constructivist case studies of concrete engineering processes. Some recent efforts have begun to bridge these two diverging orientations. This paper participates in such efforts with a case study of relationships between macro cultures and engineering processes. It shows that behind the adoption of systems engineering by engineers and managers who led the Apollo programme was a macro current of social values in the USA. Post-war American society saw the rise of highly individualistic social norms that valued mobility, meritocracy and clear-cut contractual working relationships. Such norms triumphed most conspicuously in the federal government during the 1960s. Engineers and managers at the National Aeronautics and Space Administration (NASA) headquarters, who tended to share such values, refined the formalized, depersonalized methods of systems engineering, which enabled them to perfect space technology. In order to show such a correlation between macro values and micro practices, this paper draws a comparison between engineering communities in different cultural settings in the USA and Japan. This paper thus explores the macro social environment that gave rise to systems engineering, which, in turn, continues to function as a skeletal structure for our technological society today. This paper examines the American legal system's reliance upon the unity of science through a close study of the testimony presented in a biotech patent trial, explicated through the context of the legal practice of patent drafting and the history of the American biotechnology industry. In order to decide whether a key patent related to the polymerase chain reaction (PCR) was invalid, the court needed to decide whether the inventing scientists had made intentional misrepresentations in the process of drafting and prosecuting the patent. I analyze the various images of science presented to the court by scientists testifying about how scientists report their experimental results in scientific publications. By setting this testimony about scientific authorship in the context of the legal understanding of patent authorship, I explain why the court was prepared to accept a universal notion of science and of the scientist that rendered unimportant any distinctions between papers and patents, or between professors and biotech scientists. This image of universal science was opposed at trial by local and specific images of sciences which have been institutionalized in industrial science throughout the 20th century, and which I argue were adopted and adapted by the American biotech industry of the 19705 to the 1990s in ways that contributed both to the trial court's finding against the patent, and to the instability of that ruling. Referring to Anspach's review paper she comments on the contradicting areas of that paper. Commenting on Gusterson's critique she states that it was her judgment that the high-level political direction was lacking in the details of damage calculations in the nuclear war plans of the U.S. military.

‘Logo’ is the name for a philosophy of education and for a continually evolving family of computer languages that aid its realization. Developed in the USA in the late 1960s, it became the material embodiment of a radical educational philosophy and a potential vehicle for the transformation of education. In the early 1980s, Logo was introduced into mainstream education in both the USA and the UK. Within an increasingly conservative social and political context with different education policy priorities, Logo was gradually stripped of its radical potential, marginalized and, where it survived, remoulded as harmless to the mainstream educational system. This paper draws on empirical research that explored the evolution of Logo between the late 1960s and the late 1990s. The paper focuses on the social processes involved in the initial development and evolution of Logo. It shows that these processes were heavily contested. Logo was the product of complex social, technical, political and economic decisions, and the product of negotiation shaped by the concerns of the social players involved. The evolution of Logo was not linear or even primarily technical. Rather, it was a seamless web in which the technical was interwoven with the social, economic and political in ways that illustrate the dialectical interaction between historical contingency and the intentions and aspirations of individuals and communities. US and European Union (EU) approaches to the regulation of genetically modified organisms (GMOs) are often explained using the ideas of 'sound science' and the 'precautionary principle'. These stereotypes, however, can be misleading. They can conceal conflicts within jurisdictions and important interactions between them. This paper avoids these ideas and instead analyses conflicts and interactions associated with the regulation of GMOs in the USA and the EU, using the example of Bt maize - a genetically modified crop. It focuses on risk assessment as a standard-setting process, and explains changes in regulatory standards. In this case, public protest and trade conflict created an opportunity for a transatlantic network of critical scientists to challenge regulatory standards and for non-governmental organizations to press for higher ones. The paper links two analytical perspectives to account for how this happened. 'Regulatory science' helps to explain what happens when the 'private' government-industry-academia network associated with risk regulation is opened up to greater public scrutiny. It also helps to explain how the context and content of regulatory science mutually shape each other. The debate about how best to determine nurse staffing levels continues. The conventional wisdom is that determining staffing levels is something best left to local management, taking account of local workload and resources. This 'bottom up' philosophy has now been challenged by the use of a different approach – the use of 'top down'standardized, and mandatory, nurse:patient or nurse:bed ratios. This paper examines the characteristics and early results of the use of staffing ratios in the two health systems where nurse staffing ratios are now mandatory – the states of Victoria (Australia) and California (USA). It then discusses the policy implications of using ratios. The paper identifies the main weaknesses of the use of nurse:patient ratios as being their relative inflexibility and their potential inefficiency, if they are wrongly calibrated. Their strength is their simplicity and their transparency. Their impact will be most pronounced when ratios are mandatory and where they offer a mechanism to improve and then to maintain staffing levels at some pre-determined level. The biggest challenges in their use are calibration (what is 'safe'? or 'minimum'?) and achieving the support of all stake-holders. The paper concludes that nurse:patient ratios are a blunt instrument for achieving employer compliance, where reliance on alternative, voluntary (and often more sophisticated) methods of determining nurse staffing have not been effective. Case management has become a key technology in governing the problem of unemployment in western countries such as Britain, the United States and Australia. In this paper we argue that case management represents a radical localization of governance wherein the rights and responsibilities between unemployed people and the state are articulated primarily in the relationship between the case manager and his or her client. This paper reports on a study undertaken in Australia's Job Network system of employment services. Using a governmental analysis we show how the case management relationship is experienced by case managers and long-term unemployed people in a sample of non- profit and for-profit Job Network agencies in two states of Australia. The research reveals the micro relations of power and authority that are invoked in the everyday politics of welfare reform. We argue that engaging in policy research at a local level of analysis acts as a necessary balance to more macro welfare state comparisons. Working within a `street-level' approach illuminates how workfare policies and programmes are aligning social relations and identities with new welfare ends and means. [ABSTRACT FROM AUTHOR]

Are the relations among nations inevitably conflictual? Neorealism and neoliberalism share the rationalist assumption that states are self-regarding, but debate over whether states pursue relative or absolute gains. Scholars focusing on identity have recently joined the controversy. Wendt (1992) has argued against the realists that conflict is not the inevitable product of anarchy. Drawing on social psychology to defend realism, Mercer (1995) has countered that conflict is `an inescapable feature of … interstate relations'. This paper argues that international identity dynamics do not inexorably lead to competition, let alone conflict. Mercer's pessimism is unwarranted. Drawing on social identity theory (SIT), it argues that intergroup conflict is a highly contingent outcome, and that social psychology provides insights into when the realists are right, and when the liberals are. Utilizing examples from Sino-American relations, the paper also seeks to contribute to the stalemated debate in the China field between optimists and pessimists over the existence of a `China threat'. This study assesses the role of the press in shaping US foreign policy towards an international crisis. It explores the scope of attention, positions, and metaframes used by the Washington Post and New York Times, as well as the US administration's announcements, in relation to the Bosnian crisis in its different stages. It is suggested that by discerning and highlighting core US interests and values threatened by the developments in Bosnia -- that is, using mainly critical positions and emphasizing humanitarian and security metaframes -- the elite press may have pushed the Clinton administration to a more active policy in this crisis. With respect to the differences between the two newspapers, it is found that while both papers expressed criticism of government policy, the Washington Post was much more critical than the New York Times. The main differences between the two papers were in the divergent positions adopted and the different metaframes employed in presenting their respective positions. The central metaframe used by the Washington Post was humanitarian, while the New York Times used primarily frames linked to security and world order. It appears that these two elite papers took upon themselves a dual role in the Bosnia crisis. On the one hand, they served as 'watchdog' over the administration's behavior -- expressing criticism and recommending policy; on the other hand, by using meaningful and familiar metaphors, they played an important explanatory role in the realm of public opinion. Examining the role of the elite press in the Bosnia crisis from a combined perspective of Communication and International Relations studies points to the possibility that besides its other roles, the press may contribute to transforming a crisis from a macro-systemic crisis, hardly noted by the decisionmakers, into a micro-perceptional crisis, receiving higher priority from them. Substantial cross-national differences in poverty alleviation are well documented. But the extent to which different parts of the social transfer system account for this variation is still relatively unexamined. This paper analyses the redistributive effects of specific social policy institutions in a comparative perspective. The main question is to what extent non-means-tested entitlements and means-tested benefits reduce relative economic poverty in different institutional settings. It is shown that the structure of non-means-tested benefits is more important than that of means-tested benefits in explaining differences in poverty alleviation across countries. The paper also presents a new method for estimating the anti-poverty effects of separate parts of the social transfer system. This method decomposes the anti-poverty effects of a set of social transfers into independent and combined effects, which produces more valid results than prevalent methods used to assess the impact of a particular transfer on poverty. The countries included in this study are Canada, Germany, Sweden, the United Kingdom and the United States.
