In this paper, I interrogate the English case law on citizenship deprivation and its effects on the migrant and diasporic communities most affected by it from a critical postcolonial perspective. I explore how it forms part of state responses to national security that are rooted in racist imperialist ideologies. These underpinnings are ignored in law because such responses are supposedly reserved for exceptional circumstances. This has led to a lack of critical awareness of the wider damage they cause. The damage caused is compounded by the ways that citizenship deprivation constitutes a technology of the politics of belonging. It orientalises people, "othering" and dividing them into those who belong and those who do not based on their differences. This approach leaves racialised and minoritised citizens more vulnerable to losing their citizenship which is a deliberate form of control reminiscent of the longstanding behaviour of colonialist imperialists. This paper explores select themes relating to legal culture in European criminal justice post-Brexit by focusing on aspects of the common law trial process in the Irish courts. The incorporation of EU law and the ECHR within the domestic legal order has necessitated the nurturing of a constructive co-existence with the country's longer standing constitutional and common law traditions. Ireland and the United Kingdom have collaborated closely as common law Member States and the departure of the UK from the EU will affect Ireland's position in EU criminal justice in many and varied ways. Using the examples of victim participation in criminal trials and pre-trial access of suspects to legal assistance, the paper seeks to illuminate trends of consonance and dissonance in Ireland's relationship with European law. Drawing on the shared commitment to the protection of fundamental rights in the EU and the ECHR, the discussion reflects on some of the longer term implications of Brexit for the common law presence in European criminal legal culture. At times of crisis, existing institutional arrangements of societies are thrown into question. Crises that occur in multiple societies simultaneously present rare opportunities for comparative empirical analysis. Social theory can reveal the framing conditions of the responses to crises and the sources of variations between them. This paper compares the immediate responses of the Australian, UK and US governments to the global COVID-19 pandemic, particularly with regard to financing lockdowns, and points out significant differences between the three approaches. Drawing on Polanyi's method of institutional analysis, we compare the responses of these same national groups to an earlier crisis, the Japanese prisoner of war camps during the Second World War, to show similar patterns of integration recurring eight decades apart. This analysis shows that aspects of moral economies that are not usually apparent can become pronounced during crises, and points to the importance of enduring social imaginaries. This paper proposes a sociocultural psychology approach to mobility. It distinguishes geographical mobility, drawing on mobility studies, from symbolic mobility, that can be achieved through imagination. After the presentation of a theoretical framework, it examines the possible interplay between geographical and symbolic mobility through three case studies: that of people moving to a retirement home, that of a young woman's trajectory through the Second World War in the UK, and that of families in repeated geographical mobility. The paper thus shows that imagination may expand or guide geographic mobility, but also, in some case, create some stability when geographic mobility becomes excessive. More importantly, it shows that over time, people engage in trajectories of imagination: their various geographical and symbolic mobilities can eventually transform their very mode of imagining. Despite widespread recognition that housing is a serious social concern, policy responses have tended to be inadequate. After a brief review of the magnitude of the problem, this paper focuses on recent experience in the UK where, during a period of political volatility, housing has been the subject of significant government interventions, which in turn have provoked noteworthy reactions. However, the paper argues that all current mainstream housing policy proposals are limited by their adherence to the failed market model. Instead, a more radical agenda is proposed which draws on the UK's successful record of public housing. The paper summarises some of the key Conservative government housing policies since 2016 - including the influence of the Grenfell fire - and discusses the Labour Party's response. It particularly critiques the policies of London Mayor Sadiq Khan which relegate traditional council housing in favour of more income-targeted provision. A high-profile report by the housing charity Shelter is also considered because of its apparent reluctance to include explicit reference to council housing within its recommendations, at a time when, it is argued, there is renewed interest in non-market housing alternatives. Media policymaking is often regarded with suspicion by stakeholders, with the result that policy can lack legitimacy and be difficult to implement effectively. This paper reports on a UK-based, collaborative and impact-oriented project where we engage stakeholders in a process of meta-deliberation, aimed at producing a stakeholder-centric, systemic understanding of copyright consultations and a strategy for change. Based on the findings, we propose a framework of purposes and principles that provides both a means of critical evaluation of copyright consultations and a guide for their reform. We conclude that shifting focus from policy outcomes to policy process is a constructive way to move debate forward in intractable policy areas like copyright, characterised by polarised and seemingly intransigent stakeholder positions. While changing the policymaking process would face significant institutional barriers, the framework we present here supports those who are concerned with taking the policymaking process in more democratic directions, whether they are officials within public authorities or activists outside them. Conditions and warranties, which are generally referred to as policy terms in insurance contracts, are crucial in the determination of the rights and obligations of the contracting parties. The article examines the enforcement of policy terms in insurance contracts at common law and the legislative measures that have been deployed in some common law countries, including Nigeria, the United Kingdom and Australia, to ensure fairness as well as to balance the inequality in the bargaining power of the contracting parties. In as much as the principle of freedom of contract will generally be honoured by the court, the paper argues that through legislative intervention in policy terms in these countries, the principle is being discountenanced with, in appropriate cases, in order to effectuate the just and reasonable expectation of the insured. The identity of stepmother is, in many ways, a troubled one – constructed as "other" and often associated with notions of "wickedness" in literature and everyday talk. This paper reports findings from a study on the difficulties faced by stepmothers and how they use talk about their (male) partners, often constructing men as hapless, helpless or hopeless, to repair their "troubled" identities. The data were collected from a web forum for stepmothers based in the UK and 13 semi-structured face-to-face interviews with stepmothers. The analysis took a synthetic narrative-discursive methodological approach, underpinned by feminist theory with particular attention to the discourses that were drawn on by participants and the constraints that these imposed. This paper presents these findings in relation to three constructions of their partners through which repair work was attempted: men as in need of rescue ; men as flawed fathers ; and men as damaged. The paper concludes with some suggestions for supporting stepmothers by challenging dominant narratives around families in talk, in the media and in government and institutional policies. Pundits, development practitioners, and scholars worry that rising populism and international disengagement in developed countries have negative consequences on foreign aid. However, how populism and foreign aid go together is not well understood. This paper provides the first systematic examination of this relationship. We adopt the popular ideational definition of populism, unpack populism into its core "thin" elements, and examine them within a delegation model of aid policy—a prominent framework in the aid literature. In so doing, we identify specific domestic political processes through which the core components of populism may affect aid spending. We argue that increases in one component of populism—anti-elitism—and in nativist sentiments, an associated concept, in a donor country lead to a reduction in aid spending through a public opinion channel. We supply both micro- and macro-evidence for our arguments by fielding surveys in the United States and United Kingdom as well as by analyzing aid spending by a large number of OECD donors. Our findings show that nativism and anti-elitism, rather than populism per se, influence not only individual attitudes toward aid but also actual aid policy and generate important insights into how to address populist challenges to foreign aid. Beyond these, our study contributes to the broader International Relations literature by demonstrating one useful analytical approach to studying populism, nativism, and foreign policy. Natural flood management (NFM), or working with natural processes, is a growing flood risk management method in the UK, Europe and worldwide. However, unlike the current dominant technical flood management, it lacks an established evidence base of flood risk parameters. This lack of evidence base can limit the uptake of NFM as a flood management method. This paper critically evaluates examples of NFM and wider relevant literature in order to identify NFM knowledge gaps and suggest how to overcome these. The UK is used as a microcosm of different environments for diverse examples. The sections include: land cover, land management, landscape interactions and trade-offs, evaluating the wider benefits of NFM and, finally, scaling from plot to catchment. This concludes in a suggested framework for a new approach to NFM research, which encompasses spatial scales, interactions and trade-offs of NFM and consistency of reporting results. This commentary discusses the implications of the changes made to the social security system by the UK government in response to the COVID-19 pandemic. Until the COVID-19 pandemic, the UK government did not veer from its programme of welfare reform. However, emergency legislation made significant concessions including: an increase in the value of the UK's main means-tested benefit Universal Credit, more favourable eligibility rules for the self-employed, a reduced conditionality regime, and an increase in the level of housing support. This paper argues that although the UK government's COVID-19 social security response was necessary, it did not go far enough. A temporary lifting of some prejudicial elements of the social security system was welcome but this still leaves an overly complex system characterised by unacceptable delays in payment, inadequate support for many vulnerable groups, and inconsistent experiences for recipients of different benefits. Failure to take climate change seriously enough has resulted in the world now facing a climate emergency, with rising global temperatures, melting polar ice caps, increasingly frequent and severe storms, floods and droughts, and rising sea levels. Despite being the first country in the world to set statutory carbon emissions reduction targets (in the Climate Change Act 2008), the UK government since 2012 has fallen increasingly behind, even by its own standards. This paper details what this has meant in terms of specific policies and identifies some of the reasons for this policy failure: in particular, a negative attitude towards regulation and a return to a reliance on market forces, plus an overriding concern to continue with 'business as usual', in terms of support for fossil-fuel industries and ever-increasing energy demand and supply. Objective: Patients with a combination of long-term physical health problems can face barriers in obtaining appropriate treatment for co-existing mental health problems. This paper evaluates the impact of integrating the improving access to psychological therapies services (IAPT) model with services addressing physical health problems. We ask whether such services can reduce secondary health care utilization costs and improve the employment prospects of those so affected. Methods: We used a stepped-wedge design of two cohorts of a total of 1,096 patients with depression and/or anxiety and comorbid long-term physical health conditions from three counties within the Thames Valley from March to August 2017. Panels were balanced. Difference-in-difference models were employed in an intention-to-treat analysis. Results: The new Integrated-IAPT was associated with a decrease of 6.15 (95% CI: −6.84 to −5.45) [4.83 (95% CI: −5.47 to −4.19]) points in the Patient Health Questionnaire-9 [generalized anxiety disorder-7] and £360 (95% CI: –£559 to –£162) in terms of secondary health care utilization costs per person in the first three months of treatment. The Integrated-IAPT was also associated with an 8.44% (95% CI: 1.93% to 14.9%) increased probability that those who were unemployed transitioned to employment. Conclusions: Mental health treatment in care model with Integrated-IAPT seems to have significantly reduced secondary health care utilization costs among persons with long-term physical health conditions and increased their probability of employment. Aims and objectives/purpose/research questions: This paper investigates whether sustained immersion in a dominant second-language (L2) environment alters morphological processing strategies compared to those of L1-immersed speakers. Furthermore, we assess the methodological usefulness of a language-mode task in light of the validity of conducting native processing research on L2-immersed speakers. Design/methodology/approach: We use the design and stimuli of a previous long-lag visual lexical decision task conducted with native German speakers in Germany and use this group as a control. Thirty-two native German speakers resident in the UK (>2 years; minimal day-to-day German use) participated in two experimental sessions (one containing a 20-minute conversation task in German). Data and analysis: The data shows clear differences between facilitation patterns of L1 and L2-immersed participants. L2-immersed speakers display decreased sensitivity to subtle morphological differences as well as facilitation in a form condition similar to effects seen in L2 processing. Lexical decisions of pseudowords based on plausibility, however, remain similar. While the pre-experiment language-mode task resulted in overall faster responses, there was no effect on processing patterns. Findings/conclusions: L1 morphological processing is affected by continued exposure to a dominant second language with sensitivity to the internal structure or differences of morphologically complex items decreasing. The attrition group shows certain similarities to L2 morphological processing. Our findings also call for caution in the recruitment of L2-immersed experiment participants. Originality: Research on morphological processing in language attrition is scarce and no previous work has examined complex derived words. The addition of a principled manipulation of the pre-experiment task is also uncommon. Significance/implications: The possible similarity of L1-attrition and L2-learner processing challenges the concept of 'native' processing and the notion of 'nativeness' as a stable property. This paper examines the impact of urban policy change through an attention to shifting feelings about time and place among those affected by such changes. The focus is the shift from 'Neighbourhood Renewal' under the UK Labour Government (1997–2010) to 'localism' under the Conservative Coalition Government (2010–2015), as part of its programme of austerity. The article draws on longitudinal research with policy officials and resident-activists in two neighbourhoods in one UK city and examines their narratives about policy change and wider shifting feelings about time and place. From an official perspective, discourses and practices of localism were embraced to an extent, but uncertainty was also present. From the perspective of resident-activists, the changes in policy were experienced as a loss of past services and support, a sense of pessimism about the future, and fragmenting and inequitable trajectories for different localities. Temporalities of crisis were also apparent in responding to the material needs of residents undergoing deepening poverty. The failure of the localism discourse to provide everyday meaning can be seen as an example of the incoherent and fragmented nature of contemporary austerity urban governance. A time–space perspective, in particular focusing on how both policy actors and citizens use narrative to organise their spatial and temporal experiences, therefore offers resources for the wider analysis of urban governance. The Republic of Ireland and the United Kingdom have a long, close and difficult history. The most recent phase of which dates from 1998 and the conclusion of the Good Friday Agreement. Since 1921, however, there has been unique practice between Ireland and the UK as regards the transfer of accused and convicted persons from one to the other. Indeed, there has been a special and close relationship between the two in that regard; albeit one not without difficulties. In recent times EU Justice and Home Affairs measures and the Good Friday Agreement have supplemented and strengthened the relationship. These include, since January 2004, the European Arrest Warrant (EAW). The EAW has been particularly important in streamlining the extradition process between the Ireland and the UK. This phase of history and co-operation is coming to an end. The UK's membership of the EU has now ceased, and a transition period during which the UK remains part of the EAW will end on 31st December 2020. The extradition relationship between the two is therefore facing a considerable challenge. There are several options open to Ireland, the UK and the EU as a replacement. Time, political will and the interests of third states, however, may well stand in the way of the conclusion of an agreement that optimally serves the interests of all parties and criminal justice. This paper considers the origins of extradition between the UK and Ireland and the alternative methods of extradition open to the UK and Ireland after Brexit. Consideration is given to the likely operation of a Norway-Iceland style agreement and whether such an agreement will be in place by the end of the transition and, if it was, whether its terms are likely to be sufficient for the needs of Ireland and the UK. The possibility of a bilateral arrangement on extradition between Ireland and the UK is also explored. Underlying the discussion is the critical point that the future extradition relationship must retain its 'special' characteristics, and therefore maintain the trust and good will that has developed over the years and given rise to an effective extradition relationship between the two countries. In the UK, individuals with limited English-language proficiency (LEP) self-report poorer health and face challenges accessing health and social care support. Health and social care policies in English speaking countries provide practitioners with guidance that ensures access to public service interpreters for individuals who require them. The guidance simultaneously discourages the use of informal language brokers, including family and friends, suggesting that they are not educated or objective enough to conduct this role, and that they present unmanageable risks. This poses a challenge, as research exploring patient and service user choices, finds that individuals consistently prefer an informal language broker. The paper explores the contradiction between a legislative shift towards empowerment and choice within social work and the policies that restrict these rights in relation to interpretation. Exploring these challenges with a focus on policy and practice, leads to the suggestion that individuals should be empowered to choose who provides their language support. Street homelessness policies often provoke great intensity of feeling, especially when they include elements of force. This paper considers the moral case stakeholders present for and against enforcement in street homelessness policies via a series of philosophically informed normative 'lenses', including paternalist, utilitarian, rights-based, contractualist, mutualist and social justice perspectives. Drawing on in-depth qualitative research in six UK cities, it highlights the disparity between the condemnatory portrayals of enforcement dominant in academic and media discourses, and the more complex and/or ambivalent views held by practitioners and homeless people 'on the ground'. It concludes that an analytical framework that pays systematic attention to this span of normative lenses can facilitate more constructive, even if still 'difficult', conversations about policy interventions in this exceptionally sensitive area. Labour market activation policies aimed at those with multiple barriers to employment require inter-agency collaboration between local organizations providing social and employment services. This local collaborative context is shaped by different institutional logics (state, markets, professions and community) that are crucial for policy implementation. Using case studies of nine German, UK and Swedish cities, it is argued that different institutional logics help shape the form and operation of local collaboration between different agencies and actors and thus the concrete support for service users at the local level. Although all three countries are characterized by centralized employment policies, each city shows a prevalence, but not exclusivity, of certain institutional logics over others. These differences, partly reflecting the local context, are likely to lead to local variations in understandings of solidarity, policy implementation, inter-agency collaboration and networks of actors and national–local tensions. Aim and objectives: The present study investigates parental language beliefs and management among French-English bilingual families in the UK. It addresses the following two research questions. (a) What are parents' attitudes towards translanguaging and beliefs about effective language management? (b) Do these beliefs and attitudes translate into language separation strategies versus flexible language practices? Design/methodology: This paper reports part of the results of a mixed-method study consisting of an online survey as well as multiple in-depth case studies. The qualitative portion of the present article focuses on two case studies including face-to-face interviews and observations in the family home. Data and analysis: Responses to the online questionnaire (n = 164) were analysed using descriptive statistics. Thematic analysis was used for interview data. Observations were analysed through the Family Language Policy framework and by looking at turn-taking sequences and meta-linguistic comments. Results: Parental ideologies appear to have evolved towards more positive attitudes towards language mixing. However, these positive attitudes towards translanguaging do not necessarily result in flexible language practices at home. Findings/conclusions: Language separation strategies such as one parent–one language may be adopted not as a result of ideologies, but despite parents' beliefs about the flexible nature of bilingualism and owing to the pressure experienced by parents to develop children's heritage language (HL) proficiency. Originality: The findings contradict previous studies, which reported the predominance of monoglossic language ideologies among middle-class parents. They suggest that parental language beliefs may have evolved and that a translingual ideology is making its way into multilingual families. Significance/implications: The study suggests that practical support in the form of additional sources of HL input, rather than theoretical guidance, would be required for parents to embrace flexible language management at home. The present study findings also highlight the dilemma parents face between prioritising their children's bilingual development and fostering a harmonious bilingual environment for their families. This paper investigates how the Brexit announcement affects Japanese direct investment into Europe at the regional NUTS-2 level. Political and economic uncertainty is an important factor affecting the economic performance of a country and its regions. In this study, Japanese annual firm-level data between the years 2000 and 2018 for 31 European countries is used. Negative binomial estimations indicate a significant negative relationship between uncertainty associated with the Brexit announcement and Japanese foreign direct investment (FDI) in the UK regions. Strong FDI path dependence currently acts to dampen this effect. However, depending upon future European Union Single Market access rules, such path dependence could act to magnify Brexit's effect on inward-UK FDI. JEL Classification Codes: F23, R12. This paper explores trade union strategies to protect wages in the face of EU migration after the enlargement of the European Union. We argue that unions have three instruments at their disposal to deal with the risks linked to downward wage pressure: closure through immigration control, equalisation through collective bargaining and minimum wages, and the organisation of migrant workers. Using comparative case studies of Sweden, Germany and the UK, we show how different types of power resources shape union strategies: unions with substantial organisational resources (in Sweden) relied on a large membership to pursue an equalisation strategy and expected to be able to 'afford' openness. German unions with low membership but access to the political system pushed for a mix of closure and equality drawing on political intervention (e.g. minimum wages). Given the nature of the discipline, it might be assumed that clinical psychology is an ethical profession, within which effective ethical decision-making is integral. How then, does this ethical decision-making occur? This paper describes a systematic review of empirical research addressing this question. The paucity of evidence related to this question meant that the scope was broadened to include other professions who deliver talking therapies. This review could support reflective practice about what may be taken into account when making ethical decisions and highlight areas for future research. Using academic search databases, original research articles were identified from peer-reviewed journals. Articles using qualitative (n = 3), quantitative (n = 8) and mixed methods (n = 2) were included. Two theoretical models of aspects of ethical decision-making were identified. Areas of agreement and debate are described in relation to factors linked to the professional, which impacted ethical decision-making. Factors relating to ethical dilemmas, which impacted ethical decision-making, are discussed. Articles were appraised by two independent raters, using quality assessment criteria, which suggested areas of methodological strengths and weaknesses. Comparison and synthesis of results revealed that the research did not generally pertain to current clinical practice of talking therapies or the particular socio-political context of the UK healthcare system. There was limited research into ethical decision-making amongst specific professions, including clinical psychology. This paper aims to identify what aviation experts consider to be the key features of effective communication by examining in detail their commentary on a 17-minute segment of recorded radiotelephony discourse between a Russian pilot and a Korean air traffic controller. The segment was played to three practising pilots and three air traffic controllers. Their commentary on the qualities of communication displayed in the interaction was recorded and coded thematically, using a grounded ethnography approach. The analysis revealed that although the Russian pilot was viewed as having limited English proficiency, the strategies he used to make himself understood were evaluated positively as fulfilling the requirements of the professional role. By contrast, the Korean air traffic controller, although not evaluated as having limited proficiency, was criticized for his lack of professional knowledge. The discourse analysis and the feedback given by these expert informants highlight not only the nature of the miscommunication arising in unexpected situations, but also the multiple factors that may contribute to it. While language proficiency is clearly an issue, there are many other sources of miscommunication that emerge during the exchange. These findings are used to critique the narrow, language-focused oral proficiency construct as articulated in the holistic descriptors and the rating scale stipulated by the International Civil Aviation Organization (ICAO, 2010) as the basis for tests of aviation English worldwide. Instead the paper proposes an expanded construct of oral communication incorporating elements of professional knowledge and behaviour with a focus on interactional competence specific to this context. The ability to interact with others has gained recognition as part of the L2 speaking construct in the assessment literature and in high- and low-stakes speaking assessments. This paper first presents a review of the literature on interactional competence (IC) in L2 learning and assessment. It then discusses a particular feature - producing responses contingent on previous speakers' contributions - that emerged as a de facto construct feature of IC, oriented to both candidates and examiners within the school-based group speaking assessment in the Hong Kong Diploma of Secondary Education (HKDSE) English Language Examination. Previous studies have, similarly, argued for the importance of responding to or linking one's own talk to previous speakers' contributions as a way of demonstrating comprehension of co-participants' talk. However, what counts as such a response has yet to be explored systematically. This paper presents a conversation analytic study of the candidate discourse in the assessed group interactions, identifying three conversational actions through which student-candidates construct contingent responses to co-participants. The thick description about the nature of contingent responses lays the groundwork for further empirical investigations on the relevance of this IC feature and its proficiency implications. Much attention has been devoted to examining the absolute benefits of home-ownership (e.g. security and autonomy). This paper, by contrast, is concerned with conceptualising and testing the relative benefits of home-ownership; those benefits that depend on an individual’s status in society. Home-ownership has previously been analysed as a social norm, implying that the relative benefits (costs) associated with being an owner (renter) are positively related to relevant others’ home-ownership values. The theoretical contribution of this paper is to additionally conceptualise home-ownership as a positional good, implying that the status of both home-owners and renters is negatively related to relevant others’ home-ownership consumption.The empirical contribution of this paper is to quantitatively test for these relative benefits in terms of subjective wellbeing. We run fixed effects regressions on three waves of the British Household Panel Study. We find that (1) a strengthening of relevant others’ home-ownership values is associated with increases (decreases) in the subjective wellbeing of home-owners (renters), and (2) an increase in relevant others’ home-ownership consumption decreases the life satisfaction of owners but has no effect for renters. Overall our findings suggest that (1) the relative benefits of home-ownership are both statistically significant and of a meaningful magnitude, and (2) home-ownership is likely to be both a social norm and a positional good. This paper explores the politics of diversity planning in one of Europe’s most socially and economically divided and globally oriented cities: London. The analysis draws on Latour’s writings on modes of politicisation to examine the processes and practices that shape contemporary urban governance. It uses the example of diversity planning to examine the ‘what’ and ‘how’ of urban politics. It shows that on the one hand diversity is represented in pragmatic, consensual and celebratory terms. Under prevailing conditions of contemporary global capitalism, the ‘what’ of diversity has been politicised into an agenda for labour market-building and the attraction of ‘talented’ individuals and foreign investment. However, at the same time this celebratory rhetoric represents part of a wider effort to deflect political attention away from the socially and economically divisive impacts of global models of economic growth and physical development. There is little discussion of the ways in which planning frameworks, the ‘how’ of diversity policy, are helping to generate new separations in and beyond the city. Moreover, despite claiming that policy is pragmatic and non-ideological, the paper shows how diversity narratives have become an integral part of broader political projects to orientate the city’s economy towards the needs of a relatively small cluster of powerful economic sectors. The paper concludes with reflections on the recent impacts of the vote for Brexit and the election of an openly Muslim London Mayor. Whilst attention has previously focused on the importance of monolithic ethnic identities on migrant place-making, less attention has been paid to how place-making proceeds in super-diverse urban neighbourhoods where no single ethnic group predominates. This paper makes an original contribution by identifying the factors that shape migrants’ affinity with, or alienation from, super-diverse neighbourhoods. Through using and critiquing an analytical framework developed by Gill (2010 Pathologies of migrant place making: The case of Polish migrants to the UK. Environment and Planning A 42(5): 1157–1173) that identifies ‘ideal’ and ‘pathological’ place-making strategies, the paper contrasts two super-diverse neighbourhoods in the UK with different histories of diversity. We show how ‘ideal’ migrant place-making is more likely to occur where there is a common neighbourhood identity based around diversity, difference and/or newness, and where those with ‘visible’ differences can blend in. In contrast, ‘pathologies’ are more likely where the ongoing churn of newcomers, coupled with the speed and recency of change, undermine migrants’ affinity with place and where the diversity of the neighbourhood is not yet embedded. Even where neighbourhood identity based on diversity is established, it may alienate less visible migrants and culminate in a new form of (minority) white flight. [ABSTRACT FROM AUTHOR]

The last 20 years have seen a substantial increase in enrolment in early childhood education and care (ECEC) in several European countries. The expansion of ECEC services inevitably requires new staff. There is however a tension between a rapid growth of services via the creation of low-paid, low-qualified jobs and the aspiration, voiced unanimously by policy makers, to improve the qualification and status of ECEC workers. This paper examines the case of the UK, where ECEC services and public expenditure devoted to them have increased substantially. It uses UK Labour Force Survey data to document changes in the pay and educational qualifications of the early education workforce. Results show how despite a general increase in the qualification level of these workers, their pay remains relatively low. Moreover, pay is found to be mostly related to characteristics of the workplace, and its access to public funding, rather than to the productive characteristics of workers. The paper concludes by arguing that the issue of low pay in ECEC is likely to become more salient in the future, as governments expand services while trying to keep down their costs. This paper summarizes the innovative approach to setting environmental flows proposed by Baxter in 1961, describes its immediate impact across both engineering and fisheries disciplines and explores the reasons why his approach was not adopted in river flow regulation and management in the UK. Yet, the basic approach was to be used world-wide by the end of the century. Several barriers constrained innovation in flow regulation in England during the 1960s: the overwhelming pollution problems; serious concerns about water shortage and food security, not least in the context of the severe 1959 drought; the influence of the 1963 Water Resources Act and the legacy of previous legislation; the limited availability of both river flow data and biological data; and the lack of awareness of human impacts on the environment. The notion of a 'financial subjectivity' is fast becoming an important way of understanding how people rationalize the need to take risks in daily life as crucial to personal success. This paper therefore traces the structural changes and institutional fixes - that is, the institutional stabilization of crisis tendencies in capitalism - to understand how individual strategies for making ends meet have been shaped by finance. In particular, I look at regulation theory's depictions of the 'ideology of shareholder value' as partially responsible for the flourishing business sector in which competition and the threat of takeover led to the prioritization of corporate performance over job security and workers' benefits. However, it is also necessary to understand the particular mechanisms that enable independence from the welfare state at the level of the household, in the form of expanded borrowing and financial services, which I explore further in this paper. The 2004 expansion of the European Union saw over one million people from Central and Eastern Europe register to work in the United Kingdom. Early studies into this phenomenon found a highly qualified migrant workforce taking low skilled roles, and research in regions of high unemployment saw migrant workers viewed favourably by managers as compared with locals. Using a qualitative case study approach, this paper significantly adds to regional studies of migration to investigate comparisons of migrant and local workers in regions of low unemployment, where managerial views towards locals are not as negative. The paper finds that, owing to low levels of labour market power as a result of basic English language skills and problems of transferability of qualifications, migrants are finding new ways of signalling their higher productivity. These are low levels of absence and a willingness to work longer hours, frequently termed a ‘good work ethic’ by managers, and used to positively distinguish migrant workers even in regions of low unemployment. The paper then investigates what happens to the demonstration of this ‘work ethic’ over time, finding that these behaviours are less likely to be used as labour market power increases. This paper explores the changing geography of ethnic inequality in England and Wales drawing on data from the 2001 and 2011 censuses. Specifically, we use the 2011 Office for National Statistics (ONS) area classification to examine how ethnic inequalities within local areas with different demographic and socio-economic characteristics have changed overtime. Local ethnic inequalities are examined through a set of indicators which capture differences in housing, health, employment and education between ethnic minority groups and the White British in local authority districts in England and Wales. The results suggest that ethnic inequalities are widespread and persistent, and highlight the different ways in which inequalities manifest for particular ethnic groups in different localities. Ethnic inequality in housing and employment is severe for most ethnic minority groups, particularly in large urban areas that have been traditional settlement areas for ethnic minorities. However, inequalities increased most over the decade 2001-2011 in rural and coastal areas that have low ethnic diversity levels and small ethnic minority populations. This paper contributes to research on urban multiculture and debates as to how people routinely live and experience ethnic diversity in their everyday lives. This research takes an ‘unpanicked’ approach to multiculture that sits differently to, although not unaffected by, multiculturalism as policy objective and those debates around multiculturalism that variously celebrate cultural difference or construct it through crisis talk. Critical to this paper are the routine phenomenologies of multiculture and the everyday practices, competencies and skills of young people attending college. Because of their diverse intakes and the openness of young people to difference, colleges are key sites within which urban multiculture is experienced and through which it is defined. Based on participant observation, repeat in-depth discussion groups and interviews, the focus of this paper is young adults attending post-16 colleges and schools in three ethnically diverse urban locations. Colleges and schools are urban spaces that mediate sociality and student experience but are also woven into the wider urban setting in which they are placed. The paper explores the skills and competencies that young adults develop to negotiate college and we particularly focus on their use of jokes and the exercise of restraint to get along with others. While social policy falls predominantly under national rather than European Union (EU) jurisdiction, there are nonetheless multiple ways in which social policy and social outcomes in EU member states have been affected by EU membership. This paper draws on existing evidence and analysis to review the consequences for UK social policy of the decision to leave the EU. We focus predominantly on the implications of the British government's pledge to 'take back control' of money, borders and laws. Our conclusion is that Brexit is likely to have negative effects on the quality of public services and, for some groups in particular, social rights, and that these effects are likely to be greater the more distant are the future trading and wider relationships between the UK and the EU27. Objective: To conduct a systematic review of the evidence for when a hospital admission for an older person can be avoided in subacute settings. We examined the definition of admission avoidance and the evidence for the factors that are required to avoid admission to hospital in this setting. Methods: Using defined PICOD criteria, we conducted searches in three databases (Medline, Embase and Cinahl) from January 2006 to February 2018. References were screened by title and abstract followed by full paper screening by two reviewers. Additional studies were searched from the grey literature, experts in the field and forward and backward referencing. Data were narratively described, and concept analysis was used to investigate the definition of admission avoidance. Results: A total of 17 studies were considered eligible for review; eight provided a definition of admission avoidance and 10 described admission avoidance criteria. We identified three factors which play a key role in admission avoidance in the subacute setting: (1) ambulatory care sensitive conditions and common medical scenarios for the older person, which included respiratory infections or pneumonia, urinary tract infections and catheter care, dehydration and associated symptoms, falls and behavioural management, and managing ongoing chronic conditions; (2) criteria/tools, referring to interventions that have used clinical expertise in conjunction with a range of general and geriatric triage tools; in condition-specific interventions, the decision whether to admit or not was based on level of risk determined by defined clinical tools; and (3) personnel and resources, referring to the need for experts to make the initial decision to avoid an admission. Supervision by nurses or physicians was still needed at subacute level, requiring resources such as short-stay beds, intravenous antibiotic treatment or fluids for rehydration and rapid access to laboratory tests. Conclusion: The review identified a set of criteria for ambulatory care sensitive conditions and common medical scenarios for the older person that can be treated in the subacute setting with appropriate tools and resources. The dark web and the proliferation of criminals who have exploited its cryptographic protocols to commit crimes anonymously has created major challenges for law enforcement around the world. Traditional policing techniques have required amendment and new techniques have been developed to break the dark web's use of encryption. As with all new technology, the law has been slow to catch up and police have historically needed to use legislation which was not designed with the available technology in mind. This paper discusses the tools and techniques police use to investigate and prosecute criminals operating on the dark web in the UK and the legal framework in which they are deployed. There are two specific areas which are examined in depth: the use of covert policing and hacking tools, known in the UK as equipment interference. The operation of these investigatory methods within the context of dark web investigations has not previously been considered in UK literature, although this has received greater analysis in the United States and Australia. The effectiveness of UK investigatory powers in the investigation of crimes committed on the dark web are analysed and recommendations are made in relation to both the law and the relevant Codes of Practice. The article concludes that while the UK has recently introduced legislation which adequately sets out the powers police can use during online covert operations and when hacking, the Codes of Practice need to specifically address the role these investigative tools play in dark web investigations. Highlighted as areas of particular concern are the risks of jurisdiction forum shopping and hacking overseas. Recommendations are made for reform of the Investigatory Powers Act 2016 to ensure clarity as to when equipment interference can be used to search equipment when the location of that equipment is unknown. Inspired by G.H. Mead's philosophy of time and his focus on the present as the site of interpretation of past experiences and thoughts about the future, this paper makes cross-national comparisons between four cases of young Norwegian and British men. The method is case-based biographical analysis. Levels of biographical time, family time and historical time intersect in young men's orientation to the future in a present set in the current contexts of Norway and Britain. The overarching question addresses if and how timing at the biographical level, related to family time and resources, harmonise with features of opportunity structures in the national contexts. Two typologies are identified: those whose future orientations correspond with standards for 'successful' trajectories are named confident continuity while cautious contingency characterises the orientation of those whose biographical timing of transitions is not in synchrony with family time nor with standards in the current opportunity structure. A second reading of the Energy Bill is conducted to bring in legislation that is required by the Low Carbon Transition Plan. The Climate Change Bill which requires economic sectors to set energy usage targets is presented to Parliament for its first reading. The Sustainable Energy Bill which calls specified bodies to publish sustainable energy plans is also presented to Parliament.

Introduction: Deliberate corrosive substance attacks (DCSA) have traditionally been associated with low- and middle-income countries (LMIC). However, the incidence of DCSA in certain geographical locations of the UK has increased in recent years. These attacks have a relatively low mortality rate but cause extensive life-changing injuries and the management from point of wounding to definitive care is challenging for all involved. Methods: A systematic review was used to identify literature about DCSA and establish how much evidence about these attacks has been published over the last decade. Victim and perpetrator characteristics, substances used, injury patterns, mortality, pre-hospital and hospital-based management and complications associated with management were areas of interest. The review included any medical literature (case reports, letters, reviews) published within the last 10 years that described DCSA against human victims. Non-English language articles were excluded. Results: Eighteen articles containing 762 victims of DCSA were included; seven victims had incomplete data. Articles were mostly from LMIC (Bangladesh, Columbia, Cambodia, India, Iran, Sri Lanka and Pakistan) but there were five articles were from the UK (three 'Letters to Editors', one survivor letter and one retrospective review of 21 victims). UK victim and perpetrator characteristics varied from those in LMIC. Seven papers described pre-hospital management and nine described hospital/surgical management. Conclusions: The evidence base surrounding DCSA is limited especially in the UK setting. More research into the epidemiology and management of DCSA in the UK is warranted. [ABSTRACT FROM AUTHOR]

Objectives: While the presence of publication bias in clinical research is well documented, little is known about its role in the reporting of health services research. This paper explores stakeholder perceptions and experiences with regard to the role of publication and related biases in quantitative research relating to the quality, accessibility and organization of health services. Methods: We present findings from semi-structured interviews with those responsible for the funding, publishing and/or conduct of quantitative health services research, primarily in the UK. Additional data collection includes interviews with health care decision makers as 'end users' of health services research, and a focus group with patient and service user representatives. The final sample comprised 24 interviews and eight focus group participants. Results: Many study participants felt unable to say with any degree of certainty whether publication bias represents a significant problem in quantitative health services research. Participants drew broad contrasts between externally funded and peer reviewed research on the one hand, and end user funded quality improvement projects on the other, with the latter perceived as more vulnerable to selective publication and author over-claiming. Multiple study objectives, and a general acceptance of 'mess and noise' in the data and its interpretation was seen to reduce the importance attached to replicable estimates of effect sizes in health services research. The relative absence of external scrutiny, either from manufacturers of interventions or health system decision makers, added to this general sense of 'low stakes' of health services research. As a result, while many participants advocated study pre-registration and using protocols to pre-identify outcomes, others saw this as an unwarranted imposition. Conclusions: This study finds that incentives towards publication and related bias are likely to be present, but not to the same degree as in clinical research. Lighting Research & Technology (LRT) is an influential journal in the field of light and lighting dating back to 1969. To celebrate its 50th birthday, the current study explored its bibliometric characteristics and mapped the bibliographic information graphically through VOSviewer software. This analysis found that the number of papers has steadily increased during recent years. The most productive and cited country was the United Kingdom. The most productive and cited institution was Rensselaer Polytechnic Institute. The most prolific author was Steve Fotios and the most cited author was Mark Rea. The journal most cited together with LRT was Leukos. LRT has become more and more international and interdisciplinary over the last five decades. Suggestions for the development of LRT are provided. The existing literature on modelling provides two main ways of viewing model migration: a modular view, which seeks to decompose models in their constitutive elements, and thus provides a view on what it is that migrates; and a practice-based view, which focuses on modelling as an activity, and understands a model as intricately entangled with its context of use. This article brings together these two sensitivities by focusing on ontologies of modelling. The paper presents a case study of the appropriation of modern finance theory's 'no-arbitrage' models by British actuaries – a process that gradually unfolded at around the turn of the century and led to significant friction within the UK's insurance industry. We can distinguish two main modelling ontologies: a 'risk-neutral ontology', which underpins no-arbitrage models and holds that the value of financial instruments is determined by 'arbitrage'; and, a 'real-world ontology', which assumes that the economic world consists of real probabilities that may be approximated through a combination of archival-statistical methods and expert judgment. The appropriation of the risk-neutral modelling ontology was made possible by the declining legitimacy of actuarial expertise as 'financial stewards' of life insurance companies. The risk-neutral modelling ontology provided an 'objective' alternative to the traditional actuarial models, which explicitly required actuaries to make 'prudent' judgments. Despite the fact that the no-arbitrage modelling was considered an 'objective' affair, the valuation models that insurers use today are strongly shaped by political compromises, a result of the 'rough edges' of models. Recent research has argued that human capital has become the key driver of city growth and that there is a widening divergence between high- and low-skill cities. This skilled-city view includes several stylised propositions. The first is that more skills and human capital generate stronger economic growth; the second is that already-skilled cities are becoming ever more skilled; and, the third is that larger cities tend to have stronger concentrations of, and faster growth in, high-skilled, cognitive occupations. Using a detailed data set for occupational change in 85 urban Travel to Work Areas in Britain between 1981 and 2015, this paper evaluates whether these propositions apply to British urban evolution, and how they relate to the 'hollowing-out' of medium-skilled jobs. The results confirm the close interactive relationship between growth and high-skilled occupations. However, some of the skilled-city propositions, such as 'smart cities becoming smarter', and a positive relationship between agglomeration and high-skilled employment growth, do not apply in Britain where other factors have been more important. The pattern of high-skill growth has shown a strong regional dimension, and the 'emergence' of newer smaller cities, particularly in southern England, has been more evident than the 'resurgence' of large core and industrial cities. Objectives: The paper reports on an empirical study of Health and Wellbeing Boards (HWBs) in England. Established by the Health and Social Care Act 2012, HWBs act as place-based hubs for leaders in health, social care, local government and other sectors to come together to address health improvement and the wider determinants of health. Methods: We conducted a three-year study of HWBs (2015–2017) in five localities across England. This involved collecting qualitative data from semi-structured interviews with key actors in the HWBs at strategic and operational levels, and focus group sessions with voluntary-sector participants at each HWB. Results: HWBs have largely followed the path of previous partnerships in terms of a lack of clear aims and objectives, lack of ownership and accountability by partners, and an absence of any significant impact on health outcomes. Conclusions: Many of the features of unsuccessful partnership working were largely displayed by HWBs. In 2014, Lord Saatchi launched his ultimately unsuccessful Medical Innovation Bill in the UK. Its laudable aim was to free doctors from the shackles that prevented them from providing responsible innovative treatment. Lord Saatchi's principal contention was that current law was the unsurmountable barrier that prevented clinicians from delivering innovative treatments to cancer patients when conventional options had failed. This was because doctors feared that they might be sued or tried and convicted of gross negligence manslaughter if they deviated from standard practice. Concerns about fear of the law and potential negative effects on medical practice are not new. Fear of litigation has been suggested as the reason for doctors practising "defensive medicine," by opting for treatments regarded as "grievance-resistant," rather than clinically indicated, for example, by ordering diagnostic tests or performing certain procedures, which are not strictly medically necessary. Whilst this claim is plausible and apparently accepted by the courts, there is limited empirical evidence in support of it so far as practitioners in the UK are concerned. In this paper, we report on our empirical research which provides a snapshot of medical opinion to begin to rectify this gap. We ran focus groups of different medical specialties, asking what these medical practitioners thought the barriers to medical innovation to be. This article seeks to restore the influential role of the Chartist activist, writer and poet, Ernest Jones (1819–1869), on Marx's shift toward a multilinear conception of history in the early 1850s. Living in exile in London, Marx developed a close and long-lasting friendship and intellectual partnership with Jones, and actively contributed to his Chartist weeklies, Notes to the People (1851–1852) and the People's Paper (1852–1858), during which he was directly exposed to, and thus influenced by, Jones' anti-colonialist outlook. Based on circumstantial and cross-textual evidence, this article shows that starting in 1853 Marx appears to have drawn insights from Jones' writings as he was changing his views on the progressiveness of Western colonialism, particularly the British kind in India. Seemingly imbued with the radical intellectual environment in which he gravitated in London, Marx followed his Chartist comrade and converged increasingly toward a similar anti-colonialist position, thus breaking with the Eurocentric, unilinear framework of historical development that characterized The Communist Manifesto (1848). Recovering the impact that Jones had on Marx's intellectual trajectory in the 1850s brings to the fore the contribution of English radical politics in the early development of Marxism, especially as regard to the nexus between anti-colonialism and world revolution. Psychological therapy today plays a key role in UK public mental health. In large part, this has been through the development of the (specifically English) Improving Access to Psychological Therapies (IAPT) programme. Through IAPT, millions of citizens have encountered interventions such as cognitive behaviour therapy, largely for the treatment of depression and anxiety. This article interrogates how this national response to problems of mental ill-health – and the problematization itself – was developed, accounted for, and sustained. By imbricating economic expertise with accounts of mental ill-health and mechanisms of treatment, IAPT has revivified psychological framings of pathology and therapy. However, it has done so in ways that are more familiar within biomedical contexts (e.g. through recourse to randomized controlled trial studies). Today, the initiative is a principal player in relation to which other services are increasingly developed. Indeed, in many respects IAPT has transformed from content to context within UK public mental health (in a process of what I term 'contextification'). By documenting these developments, this paper contributes to re-centring questions about the place and role of psychology in contemporary healthcare. This paper broadens our understanding of the consequences of negative intergroup contact. Study 1 reports cross-sectional evidence that negative contact with European immigrants in Britain is not only associated with increased prejudice, but also the avoidance of future contact with this group. Studies 2A and 2B provided an experimental replication in a different intergroup context. A negative encounter with an outgroup member, but not an ingroup member, was found to reduce intentions to engage in contact with the outgroup in the future. Study 3 went on to demonstrate that the effect of negative contact on outgroup avoidance is not limited to the contacted outgroup, but is indirectly associated with reduced intentions to engage with other, secondary outgroups—an effect we refer to as avoidance generalization effect. Negative contact was also associated with lower general contact self-efficacy. Together, findings suggest that negative contact is damaging not just because it increases prejudice but also because it compromises future engagement with diversity. [ABSTRACT FROM AUTHOR]
