This systematic review aims to give an overview of the diversity of research areas related to human biometeorology in Brazil. The main focus of this paper addresses research trends, represented by published papers with national and international authorship, main contributions and shortcomings, as well as challenges and prospects of research in this area of study. An extensive literature search was conducted in the Scopus, Web of Science, and Science Direct databases so as to identify relevant publication output up to July 2021 related to the research area. The screening resulted in 96 studies chosen for full-text reading. Overall, results indicated a reduced amount of articles on the subject matter published internationally, with noticeable gaps in research in some regions of the country, such as the Amazon region and in the Brazilian Midwest region. Research gaps in relevant areas have been identified with limited output in the climate dimensions of tourism, vector-borne diseases, mortality and morbidity in urban centers. This paper examines the macroeconomic effects of oil demand and supply shocks on an emerging market economy using a Bayesian vector autoregressive model combining zero and sign restrictions. The empirical analysis relies on a rich set of macroeconomic indicators mirroring the economic performance in Brazil. The effects on the Brazilian output of oil price changes driven by global demand shocks are much larger and more persistent than those driven by oil production. Oil price changes that are not related to changes in oil supply or global economic activity have a small impact on the Brazilian variables. The main policy implication of this study is that emerging market economies should identify correctly the source of oil price fluctuation for implementing the best economic policy. Differential access to life-saving COVID-19 vaccines reveals the inequitable distribution of wealth and power in the global system. While several countries have developed homegrown vaccines to avoid being priced out of markets dominated by transnational drug companies, Brazil—a country with a significant research and pharmaceutical base—lagged behind those of other middle-income countries. Why? This paper blends insights from dependency theory and the theory of global capitalism to demonstrate how political coalitions, leadership, and normative frameworks negatively affect state capacity and technological development. First, austerity in public investment in research, development, and innovation prior to and during the pandemic limited the amount of resources necessary to create homegrown vaccine candidates. Second, political leadership informed by science denialism did not prioritize the development of vaccines and even discouraged their use. The analysis of vaccine development in Brazil reveals that having a pharmaceutical base and strong leadership committed to scientific principles and backed by a political coalition seeking to expand social democratic rights play a vital role in developing treatments and responding to health crises. This paper presents a new aggregation method to calculate the WQI-CCME, named stepwise aggregation method, to communicate the water quality of the São Francisco River, Brazil, a river of national expression, with more than 2700 km long. Differently from the original proposal for the WQI-CCME, the new aggregation method uses data from a single monitoring campaign, to avoid the loss of data, as many variables are not systematically measured in all monitoring campaigns. The stepwise aggregation method also requires to combine data from a minimum of four monitoring locations per section of the river, to attend the statistical requirement, a proposal already presented in the literature. After using the first four points, the next calculation requires to abandon the first point (upstream) and to include the next point (downstream), and the sequential calculation will generate the results to build the river water quality profile. In the present work, with 31 monitoring points, the stepwise aggregation method allowed to calculate the WQI-CCME for 25 sections. The stepwise method has the advantage of multiplying the number of index calculations, allowing to construct a more uniform water quality profile for a long river. The choice of using the WQI-CCME in this work, is because this index has many successful applications all over the world, favored by its flexibility of parameter selection, ease of calculation, adaptability to legal requirements of different locations and different water uses. The WQI-CCME profiles were compared with those for the WQI-CETESB, an index derived from the WQI-NSF and extensively used by the Brazilian Monitoring Programs. The comparison demonstrated similarity, only if the same number of parameters were used, but WQI-CETESB gives better water quality, similarly reported for the WQI-NSF, which systematically classify the water quality in the superior range. In this paper, the calculation of the WQI-CCME, with 38 and 20 parameters, confirmed the dependence of the WQI-CCME factors (F1, F2) on the number of variables considered. The calculation with more variables (38) gave better results for the water quality than the calculation with less variable (20). Thus, while the application of the WQI-CCME has a variety of advantages, it requires careful evaluation about the variables to use, and the objectives for the index calculation, as considered by many authors. Perspectives on the Environmental Implications of Sustainable Hydropower gathers scientific papers from three of the worlds most important hydropower producers to discuss aspects of sustainable hydropower and the means by which it can be studied and achieved. The papers examine the application and use of new technologies and protocols for studying hydropower, adaptive management and the implications and use of long-term data sets for minimizing hydropower impacts on fish populations. The papers include a cross section of biological and hydrological experts. The implicit among country comparisons highlight a number of common hydropower themes, particularly the need to expand from single species studies to include broader consideration of the ecosystem, the importance of maintaining habitat, trait and species diversity and the need for consistently collected long-term data sets. We present a thorough analysis of the scientific production in climate change and adaptation in Brazil. We conducted a bibliometric and bibliographic review to reveal and discuss how climate change research has been carried out. We compared a broader climate change research dataset with a more specific climate adaptation research dataset, to understand the main differences and convergence points, and how science conducted from a mitigation and adaptation perspective demonstrates potential to confront the climate change challenges and drivers in Brazil. Four main clusters of investigation within climate change were detected: (1) impacts on forest and plant development, (2) land use and ecology, (3) adaptation/governance, and (4) climate/atmospheric studies. Only about 5% of the total studies on climate change address adaptation, for which three main clusters of research were identified: (1) adaptation actions and policies; (2) urban environment, vulnerability, and health and (3) food and coastal impacts. Although there are strong research trends in climate change for the Amazon Forest, there was less evidence of studies concerning climate adaptation for this and other Brazilian biomes, smaller cities, rural and traditional communities, and poorer regions. Our results shed a light on the more commonly chosen research topics, their strongest points and potential gaps and trends. This can contribute to the scientific communication and implementation of climate actions in Brazil, and a better understanding of the climate science knowledge from the perspective of a middle-income country. This paper examines the effects of the interaction between the oil market and measures of global liquidity on the Brazilian real against the US dollar, using an SVAR framework. The results show that approximately 15% of the variance of the real exchange rate is associated with oil-specific demand shocks in the long run. Supply and aggregate demand shocks are less important. The recovery of the Brazilian currency in the aftermath of the global financial crisis is more related to global liquidity than oil prices. Oil price changes affect the interest rate spread, which puts further pressure on the real exchange rate. Our results shed light on the impact of oil price shocks on the Brazilian economy by providing important insights into the foreign exchange policy in Brazil. [ABSTRACT FROM AUTHOR]

The power system long-term expansion planning is a computer-intensive problem as demands a varied set of studies especially considering the increasing deployment of intermittent renewables. In the case of the Brazilian power sector planning, the responsible institutions mostly use proprietary software. This paper presents the multiyear two-stage academic generation and transmission expansion planning software, called CARTHER, developed by the authors in order to provide the academy an open-source and non-commercial software, with a friendly interface and with several applications for expansion planning of hydrothermal systems with high intermittent renewables penetration. CARTHER is then calibrated for a case study in the Brazilian power sector, considering the most recent governmental goals for renewable energies for the horizons of 2030, 2040, 2050 and 2060. The results demonstrate the functionality and the qualitative capacity of CARTHER optimization under the expansion's criteria of flexibility and reliability in the face of the intermittent renewables penetration. Rising temperatures and sea levels, as well as the depletion of natural resource stocks, places green growth more than ever at the center of our political and economic agendas. But how can a country or region exactly "go green"? Transforming current economic structures into a green economy is a complex process. The structure of an economy is determined by the type of jobs that are present in an economy. Therefore, the creation of green jobs is one of the components of the "going green" process. Using occupational data for 27 Brazilian states between 2003 and 2013, this paper examines whether the level of economic complexity of a state explains why one state has a greener occupation space than another. First, we construct a "green jobs index" which quantitatively measures the greenness of the occupation space of a state. We then empirically show that economic complexity has a positive explanatory power when it comes to differences in this green jobs index. We also show that transitioning through this occupational space is a slow and difficult process. Nonetheless, we find evidence of declining regional differences in greenness. Initially, states which had a low green jobs index became relatively greener than states that had initially a high green jobs index. This indicates convergence across states. [ABSTRACT FROM AUTHOR]

The concept of institutional interplay (i.e., the interaction between institutions) is critical if the challenges to multilevel governance are to be better understood and addressed. Drawing on the literature on institutional interplay, this paper develops an analytical approach to examine challenges to multilevel coastal governance. São Paulo Macrometropolitan region (MMP, in Portuguese) is used to ground the empirical analysis. The macrometropolitan is one of the largest urban areas in the Southern Hemisphere; it houses the Metropolitan Region of São Paulo—one of the six most significant in the world. The MMP concentrates critical infrastructure, such as ports, airports, and roads, and considerable knowledge, technology, and innovation hubs. The coastal governance in the MMP area characterizes a highly connected multilevel system formed by 60 organizations (7 international, 29 national, 11 state, and 13 local). These comprised a complex environment featuring a great deal of fragmentation, and, consequently, jurisdictional and functional gaps and overlaps. This case was best described in terms of normative, functional, and political interplay. Interplay management has the potential to improve governance on the cross-level interactions among scale-dependent institutions of the MMP, enhancing synergies, and minimizing tensions among the institutions analyzed. This includes fostering cognitive interaction (i.e., promoting interinstitutional learning and assistance, and enhancing synergy) between institutions with complementary and/or similar objectives. Ultimately, interplay management may reduce fragmentation, improve compliance and monitoring, and increase cost-effectiveness. This paper aims to evaluate the main intersectoral R&D flows in the Brazilian economy, determining their direction and magnitude. Unlike other studies that focus exclusively on rent spillovers flows of R&D, this paper also calculates spillovers with total spending on innovation in addition to R&D expenditure. In the case of developing countries, where R&D is of lower relative importance, we assume that technological effort is measured more accurately if it is considered as different types of innovative expenditure. We used data from the Technological Innovation Survey, conducted by the Brazilian Institute of Geography and Statistics with the support of Ministry of Science and Technology and data from an input-output matrix for the Brazilian economy, calibrated by Laboratório de Analises Territoriais e Setoriais-LATES of the Federal University of Juiz de Fora. The analysis is from the year 2011 and covers 32 sectors of economic activity resulting from the compatibility of the two databases. The main results show a mapping of the intersectoral flow of knowledge embodied both by the total expenditure on innovation and by in-house R&D to Brazil for the year 2011. It is important to highlight the wealth of detail of such a mapping, as it characterizes not only by sectoral interdependence of these aspects, but it also shows the direction of flows, the sectoral hierarchy in terms of 'donation' of technical knowledge and the intersectoral flows in terms of technological intensity. The intermediate disturbance hypothesis (IDH) has been thoroughly investigated, but much controversy has been found for supporting its assumptions, which rely largely on the nature of the disturbance, spatial scale, and biological predictors tested. In this paper, richness of native and non-native species along a suite of Neotropical aquatic ecosystems across a broad latitudinal and geographical range was used to test the IDH predictions. An extensive literature survey was performed to compile native species richness and the occurrence of several taxonomic groups listed as non-native for twenty-four coastal rivers and bays evenly distributed into three climatic zones (tropical, transitional, and subtropical). The climatic gradient was confirmed by NMDS and PERMANOVA, but IDH predictions were only significantly supported for native and total species richness in the coastal bays. The distribution patterns of non-native marine species showed a linear instead unimodal pattern of increase with latitudinal climatic gradient, but the responses are complex and dependent of many non-exclusive factors, such as the sampling effort per ecosystem and the potential interference of other disturbance gradients that should be further addressed to unravel the role of IDH for non-native species distribution. Clayey veins may develop in areas of hydrothermal activity by seepage of hot water through the soil and rock. In a slope located in Southern Brazil, such veins occur along the slip surface of some landslides. This paper aims to characterize this kind of clay and investigate its influence over the stability of that slope. An electro resistivity survey had been conducted to characterize the soil profile, and SPT boreholes were used to confirm geophysical data. An experimental laboratory campaign included the investigation of chemical, mineralogical, and geotechnical properties of these clay veins and the embedding residual soil. Drained shear strength of residual soil was measured through triaxial tests, and residual strength was measured for both materials using a ring shear apparatus. A series of limit equilibrium analyses were conducted to assess the role of clay veins on the slope stability. The geometrical discretization of veins is a difficult task, and an approach based on the assumption of overall shear strength is required to establish the operational shear strength parameters for this slope. A series of back analyses showed that failure surfaces consistent with those observed in the field were only reproduced when the adopted shear strength parameters of the soil mass were c' = 5 kPa and φ' = 20°. Considering the measured shear strength parameters of the hydrothermal clay c' = (0 and φ' = 8.5°) and the pattern in which the clay veins occur, it seems that they do not fully control the slope stability, but they significantly reduce the global cohesion and the average mass friction angle. This paper analyzes the determinants of the self-reported income and food sufficiency in Brazil, highlighting how these subjective measures of wellbeing are affected by relative conditions. Analyses are based on pooled data from the 2002/2003 and 2008/2009 Brazilian Family Budget Survey and on estimates of the multinomial relation between income and food sufficiency with absolute and relative indicators. The paper highlights that living in a more affluent neighborhood does matter in self-reported perceptions of wellbeing. Stated income sufficiency depends positively on absolute family income and negatively on relative neighbor income. Moreover, neighborhood education and regional inequality affect both stated perceptions of income and food sufficiency. The paper concludes that improving personal income and education, as well as reducing inequality, is one of the most effective ways to improve both the quality of life and the general perceptions of wellbeing in society. In this paper we discuss relationship between export diversity and economic performance, focusing on Brazil, China, India and South Africa (BCIS). Using time data on exports over the period 1962–2000 and Applied General Equilibrium (AGE) models for each country, we note the similarities as well as differences in the patterns of diversification in these countries. We find evidence of a U-shape relationship between per capita income and export specialization in at least China and South Africa, and given that the results from Granger causality testing are inconclusive and not robust with regards to export diversification measures, some preliminary evidence from the results suggest that export diversification Granger causes GDP per capita in Brazil, China and South Africa, but not in India, where it is rather GDP per capita changes that are driving export diversification. From AGE modeling we find that South Africa differs from the other economies in that it is the only case where export diversification has an unambiguously positive impact on economic development while in contrast in Brazil, China and India, it is rather export specialization that is preferred. We show that the manner in which export diversification is obtained may be important: if it is obtained with less of a reduction in traditional exports, the impacts are better (less negative). This paper addresses the relationship between compliance with social performance criteria (the social outcomes that must be achieved for certification) and procedural (management) criteria and this relationship's significance for social equity at both farm and wider landscape levels. We consider social performance compliance to be pertinent to farm-level equity, and the relative compliance of small versus large farms to be pertinent to landscape-level equity. Certification's management requirements are often deemed disproportionately burdensome for small, resource-poor producers, and hence a barrier to landscape-level equity. There is a lack of research examining how management criteria impact the ability of different sized farms to meet certification's social performance requirements. We analysed 435 certification audits, covering all Brazilian coffee farms that sought Rainforest Alliance certification from 2006 to 2014 inclusive: 80 individual farms and 23 groups of farms. In principle, undergoing group certification permits smallholders to benefit from economies of scale. Our analysis revealed a statistically significant, positive correlation between compliance with procedural (managing sustainability plans) and social performance criteria. This correlation was stronger for groups than individual farms. Group farms' compliance was statistically equivalent to that of individual farms, suggesting that group certification is achieving its intended purpose of socio-economic levelling of certified farmers. Over time, certified farms' average compliances improved. Our findings suggest that management requirements play an important role in improving smallholders' overall social sustainability performance and that group certification may help resource-poor smallholders achieve those requirements. "The Power of Museums" was the General Conference on the central theme of the International Council of Museums (ICOM) in 2022 (Prague). This article aims to discuss the ability of ethnographic collections to combat prejudice and promote freedom, cultural diversity, religious diversity, and democracy, among other aspects of human rights. Here, we propose a theoretical reflection on the power of museums, considering the context of the decolonization of ethnographic collections in Brazil. To illustrate the discussion, we briefly present two recent cases in the country that refer to the appreciation of indigenous, religious, and cultural diversity. The first is related to a photographic collection of indigenous peoples that is part of the Museu Paranaense (MUPA) collection in Curitiba (southern Brazil). The second case involves collections from a group of people who descend from enslaved people and members of Terreiros de Umbanda and Candomblé in the city of Rio de Janeiro (southeastern region), which is now preserved at the Museu da Republica. For this purpose, we present a brief context on the historical development of Brazil, its contemporary museum universe, and Associação Brasileira de Antropologia's initiative to map ethnographic collections in Brazil. Both cases reveal experiences of decolonizing ethnographic collections with the direct involvement of the associated communities. These cases demonstrate how it is possible to deconstruct collections shaped within colonialist and prejudiced perspectives by presenting new narratives that appreciate cultures that were previously. Values regarding built heritage have developed historically in response to both international agendas and local circumstances, and have underpinned the creation of World Heritage Sites and regeneration approaches within these. Such regeneration processes are an arena where different interests meet and often confront each other, with concepts and values of built heritage being used to different ends by the actors involved. However, the origins of conservation concepts and approaches are seldom considered. This paper examines the historical development of built heritage awareness and conservation policies from an institutionalist perspective at the international, European and Latin. American levels. It then considers conservation policies in Scotland and Brazil, particularly in the central areas in Edinburgh and Salvador from the 19th century to the 1970s, and the growing awareness of built heritage among certain sections of society and local institutions in these localities. Finally, the paper analyses the reasons behind, and types of, interventions in Edinburgh's Old Town and Salvador's Pelourinho and Maciel neighbourhoods, and the level of awareness of built heritage among the general population in the two cities. The paper draws conclusions on the influence of various factors on the development of approaches to built heritage and on the different ways in which these contributed to a particular awareness of built heritage in Edinburgh and Salvador. The aim of this paper was to validate the Brazilian-Portuguese version of the Satisfaction With Life Scale (SWLS), presenting evidence of its reliability and construct and criterion-related validity. A large Brazilian sample (2,180 participants), from five different populations (undergraduate and high school students, general population, elementary school teachers, and physicians), was considered. The results confirmed the single factorial structure and reliability (0.77 < Cronbach’s α < 0.88, mean α = 0.81) of the SWLS. Supporting its criterion-related validity, the SWLS correlated positively with positive affect and negatively with both negative affect and psychological distress across all five samples. The findings indicate that the Brazilian-Portuguese version of the SWLS is a valid instrument to use with diverse Brazilian samples. [ABSTRACT FROM AUTHOR]

This paper considers the size of a farmer’s property as a key variable influencing land cover and land cover change in rural areas of developing countries. Data from 126 rural familial properties in the region around the city of Santarém, Pará, in the Brazilian Amazon, indicate that property size is important for understanding the trajectories of land cover change. Past research has focused on the distinction between small family farms and large capitalized farms, arguing that family farmers have a higher deforestation intensity, or on estimating the strength of the effect of property size relative to economic or demographic factors. This paper shows that larger familial properties are able both to retain a larger area in forest and to have long enough cycles of use and fallow to allow previously used land to become forested again. Based on these analyses and discussion, we argue that land use and land cover research must consider property size as an organizing principle in order to better comprehend the reciprocal relationship between population and environment in frontier areas of the Brazilian Amazon and other rural landscapes. Indigenous peoples have been using fire in the cerrado (savannas) of Brazil as a form of management for thousands of years, yet we have little information on why, when and how these fire practices take place. The aim of this paper was to explore the traditional use of fire as a management tool by the Krahô indigenous group living in the north-eastern region of Tocantíns state, Brazil. The results indicate that the Krahô burn for a variety of reasons throughout the dry season, thereby producing a mosaic of burned and unburned patches in the landscape. The paper discusses this burning regime in the context of contemporary issues regarding fire management, and in the face of changing perceptions to fire by the Krahô themselves. This paper attends to prior equivocal results concerning partner asymmetry and international joint venture (IJV) performance. More specifically, we examine how asymmetric financial strength between the partners influences IJV termination in emerging economies, and consider the asymmetry direction as well as the local partner's equity stake as contingency factors. Our event history analysis of 119 IJVs formed in Brazil shows that asymmetric financial strength increases the likelihood of termination. However, notably, the findings reveal that higher local partner financial strength is less harmful to IJV performance than lower local partner financial strength. Within the past decade, the sugarcane ethanol industry in Brazil has increased its production capacity to meet rising domestic demand for ethanol. However, to achieve this growth the industry has had to expand into new frontiers in the Brazilian Cerrado, specifically in the states of Goiás and Mato Grosso do Sul, which is now the second largest producing area of ethanol in Brazil. We argue that the expansion into the Brazilian Cerrado is a result of the interactions between the increase in demand, governmental policies, infrastructure, and factors that have prevented traditional sugarcane producing regions from meeting the increasing demand for ethanol. This paper analyzes the policies that have shaped the sugarcane industry in Brazil and the expansion of the industry across the country. The policies and issues examined include those that led to the concentration and consolidation of the sugarcane industry in the state of São Paulo and the consequences of this consolidation; the influence of governmental policies on the decision-making process of producers and industry; the state-level policies designed to expand the industry into Goiás and Mato Grosso do Sul states; infrastructure development; and the Sugarcane Agroecological Zoning policies. Through this study we conclude that the ethanol industry identified the Cerrado states as an opportunity for investment, given the good agricultural conditions for producing sugarcane, affordable land prices and favorable state-level fiscal incentive policies. In addition, there is a need for further regional development policies as the interaction between the sugarcane sector and regional government is likely to continue into the future. By definition, interest groups are seen as self-interested, that is, organizations established to pursue the self-interest of their members. As such, this plethora of self-interested actors has been seen largely as a negative thing, cluttering the policy process, creating unmanageable demands, and leading to “iron triangles” of interest group/legislative/bureaucratic networks geared toward funneling benefits to narrow groups. In contrast, social movements, nongovernmental organizations, and the like typically are seen as positive, democratizing players in public policy. This paper seeks to muddy both sides of this neat distinction by bringing the Brazilian third-sector literature and field research on scientific and professional associations in the states of Sergipe and Santa Catarina to bear on the question of the self- versus public-interested stance of third-sector groups. On the one hand, social movements can be just as self-interested as the more traditional interest groups. On the other, interest groups often act wholly in the public interest. An established body of literature documents current changes in rural livelihoods, agricultural practices, and agrobiodiversity patterns in smallholder communities across the globe. Contributing to this literature, this paper documents change in agricultural practices and agrobiodiversity patterns in a tidal floodplain settlement in Amapá, Brazil, where in recent years farmers increasingly devote their attention to the production of açaí fruits, an important regional crop with strong local, national and international markets. Research results indicate that farmers are abandoning subsistence production in annual fields to make room for açaí-dominated agroforests. At the same time, farmers are diversifying home gardens, and as a result conserve a portion of the crop diversity once maintained in annual fields in these areas. Agrobiodiversity documented in home gardens is much higher than previously recorded in the study area, and is equal or higher than previously reported in home gardens in other less-market integrated Amazonian communities. Research points to the need for innovative methods to document agrobiodiversity patterns in today’s modifying landscapes and for the historical analysis of such patterns to avoid presumptions that observed changes are unilateral and unidirectional. An increasing number of developing and emerging economies have adopted an inflation targeting framework for monetary policy during the last two decades. This article investigates the politics of inflation targeting by focusing on the case of Brazil. I argue that the decision to implement an inflation targeting system in 1999 did not only reflect the concerns of political leaders with maintaining electoral support and external credibility. In addition, the choice of this new policy approach was informed by a shift in the technical consensus among Brazilian economists about the most effective way to tame inflationary pressures in a context of high capital mobility. The shift to inflation targeting thus reflected a process of social learning among technical elites, facilitated not only by the failure of the previous policy but also by the successful experience of other inflation targeting countries. Moreover, the evidence presented here suggests that, as the first country to adopt inflation targets in the context of an IMF-supported program, Brazil became a test case and a natural experiment for the redefinition of IMF conditionality and surveillance mechanisms. The paper thus sheds light on a process of reciprocal learning, whereby the IMF not only contributed to collective learning but also learned from the Brazilian case, subsequently becoming an active promoter of inflation targeting among developing countries. The Brazilian biomes (Amazon, Atlantic Forest, Cerrado, Caatinga, Pantanal, and Pampa) comprise one of the highest levels of plant diversity in the world; however, non-sustainable practices, deforestation, and land use have resulted in significant losses and fragmentation of the native forests. These ecosystems are now threatened and protection of their native plants through ex situ conservation is an urgent necessity. Cryopreservation and in vitro conservation are complementary options for securing and protecting Brazil's native plant species because their potential economic value is critically important to develop strategies that will (1) support their sustainable utilization, (2) protect against the over-exploitation of species growing in natural habitats, and (3) conserve the genetic diversity of germplasm from species of different provenances. Biotechnological approaches will help to address future economic and environmental demands placed upon already at-risk species. Conserving seed germplasm ex situ provides an additional safeguard against the risks ( e.g., loss due to disease, climate change) of field conservation. Moreover, seed banks and cryobanks permit the long-term conservation of a wider genetic base; this offsets the labor and space intensive costs of conserving in the active growing state. • This paper focuses on captive offshoring of new product development (NPD), i.e., relocating projects or project phases to foreign-based, wholly-owned, multinational corporation (MNc) subsidiaries (captive offshore units) to benefit from cost and efficiency advantages and/or from access to complementary technological resources and capabilities. • adopting a host country perspective, we theorize why different forms of local collaboration may complement or conflict with efficiency-seeking or arbitrage strategies and may thus influence why captive offshore units receive new product development orders from other MNC units located abroad. • Using a sample from Brazil and applying structural equation modeling with partial least squares (PLS), we find that local NPD outsourcing constitutes a complementary relationship, while local cooperation with clients creates a trade-off relationship with captive offshoring. that these relationships are moderated by the captive offshore unit's cost position within the MNc suggests that arbitrage effects transcend the headquarter-subsidiary relationship into the sphere of MNc subsidiaries' local collaborations. • Our findings imply that arbitrage in multinational contexts affects the interdependence between resources and transaction costs. Numerical models that predict the fate of drilling discharges at sea constitute a valuable tool for both the oil industry and regulatory agencies. In order to provide reliable estimates, models must be validated through the comparison of predictions with field or laboratory observations. In this paper, we used the Offshore Operators Committee Model to simulate the discharges from two wells drilled at Campos Basin, offshore SE Brazil, and compared the results with field observations obtained 3 months after drilling. The comparison showed that the model provided reasonable predictions, considering that data about currents were reconstructed and theoretical data were used to characterize the classes of solids. The model proved to be a valuable tool to determine the degree of potential impact associated to drilling activities. However, since the accuracy of the model is directly dependent on the quality of input data, different possible scenarios should be considered when used for forecast modeling. [ABSTRACT FROM AUTHOR]

This paper assesses the effects of non-aqueous fluids (NAF)-associated drill cuttings discharge on shelf break macrobenthic communities in the Campos Basin, off the southeast Brazilian coast, Rio de Janeiro State. Samples were taken with a 0.25-m2 box corer from surrounding two oil and gas wells on three monitoring cruises: before drilling, three months after drilling, and 22 months after drilling. Statistical methodologies used Bayesian geostatistical and analysis of variance models to evaluate the effects of the NAF-associated drill cuttings discharge and to define the impact area. The results indicated that marked variations were not observed in the number of families between cruises, though there were changes in the fauna composition. The changes seen in biological descriptors in both control and background situation areas were not considered significant, showing a temporal homogeneity in means. The impact area presented changes in biological descriptors of communities and trophic structure during the three cruises and such changes were correlated to chemical and physical variables related to the drilling activities, as a result of the mix of drill cuttings and sediment and the anoxic conditions established in the substrate. In that area, three months after drilling, a decrease in diversity and an increase in density, motile deposit-feeders and Pol/Crp ratio, and dominance of opportunistic organisms, such as the capitellid Capitella sp., were observed and, 22 months after drilling, an increase of diversity, reduction of dominance of capitellid polychaete, changes in the fauna composition, and a dominance of opportunistic burrowing and tube-building organisms were observed, indicating an ecological succession process. This paper describes the effects of drilling disturbance on the seafloor of the upper continental slope of the Campos Basin, Brazil, as a result of the project Environmental Monitoring of Offshore Drilling for Petroleum Exploration – MAPEM. Field sampling was carried out surrounding wells, operated by the company PETROBRAS, to compare sediment properties of the seafloor, including grain-size distribution, total organic carbon, and clay mineral composition, prior to drilling with samples obtained 3 and 22 months after drilling. The sampling grid used had 74 stations, 68 of which were located along 7 radials from the well up to a distance of 500 m. The other 6 stations were used as reference, and were located 2,500 m from the well. The results show no significant sedimentological variation in the area affected by drilling activity. The observed sedimentological changes include a fining of grain size, increase in total organic carbon, an increase in gibbsite, illite, and smectite, and a decrease in kaolinite after drilling took place. The large numbers of children working in developing countries continue to provoke calls for an end to such employment. However, many reformers argue that efforts should focus on ending the exploitation of children rather than depriving them of all opportunities to work. This posture reflects recognition of the multiplicity of needs children have and the diversity of situations in which they work. Unfortunately, research typically neglects these complexities and fails to distinguish between types of labor market jobs, dismisses household chores as irrelevant, and conceptualizes children’s needs largely in terms of the education they require for successful careers. Based on data collected in schools in Franca, Brazil, where children often combine school with work in the shoe industry, this study first examined the implications of labor market jobs and household work for their health, life satisfaction, and education. Analyses suggested that both forms of work negatively affected children’s welfare, but the effects of household work were more extensive, especially for girls. The second part focused on children with labor market jobs and examined how facets of their jobs as well as their after-work household duties affected their welfare. A lack of discretion on the job undermined the health of both boys and girls, higher pay adversely affected boys’ education, and housework had detrimental effects on all indicators of girls’ welfare. This paper discusses the implications of these findings for further research and suggests the needs for attention to different forms of work activities within families. It concludes with suggestions for multinationals sourcing in developing areas that go beyond the usual calls for ridding their facilities and supply networks of child workers. [ABSTRACT FROM AUTHOR]

This paper adopts an interpretative focus in addressing SME decision makers' perceptions of psychic distance. It draws on empirical evidence from British SMEs exporting to Brazil. The study also addresses the hitherto neglected question of how SMEs cope with the difficulties of engaging in international business with psychically distant counties. It discusses the implications of its cognitive approach and findings for further research and conceptual development. Results indicate the relevance of a broad-based multi-dimensional interpretation of psychic distance. Distance dimensions also have a differential impact on doing business with Brazil, although a strong socio-institutional cluster appears. Further exploration of the understandings that SME decision-makers have of psychic distance-related impacts and the possibilities of coping with these, illustrate how they attempt to bridge psychic distance features or adopt avoidance measures. This paper analyses shrimp caught from the wild and farmed shrimp in Brazil, focusing on production, amounts exported and earnings, with comparisons drawn to all of South America and the world in general. We show that wild caught shrimp still comprises the majority of what is produced and exported in Brazil, although aquaculture has been taking a relevant role in the internal and external scenario, reaching similar levels of extraction in recent years. Despite some fluctuations in the amount of extracted shrimp, Brazil increased its production from 15,000 tons in 1950 to 80,000 in 2004. The money earned with shrimp product exportation, which includes farmed shrimp as well, followed a similar tendency. Shrimp aquaculture began late in Brazil, in 1974, and grew slowly until 1995, initiating an accelerated growing process; current estimates assume 50,000 people are employed in this activity, producing about 76,000 tons of shrimp every year. Although still incipient in relation to the world shrimp farmed production, Brazil has been assuming a relevant role in South America, yielding 44% of its total production, in 2004. Despite the importance of shrimp to the country, no studies have been conducted to explore the interrelations between the environmental and social consequences of such unplanned aquaculture growth or uncontrolled wild shrimp fishing. Based on previous observations, conflicts exist between different fishing scales. However, the consequences of shrimp farming on society (displacement from their lands, changes in the life quality, etc.) have not yet been explored. The paper describes factors influencing artisanal fisheries at the São Francisco River in Brazil as an example of the challenges of managing socially and economically valued common-pool resource systems. A rapid assessment of problems affecting São Francisco River fisheries in 10 communities was carried out in 2003, representing the upper, middle, and lower river portions. Field visits, interviews, focus group discussions and a literature survey allowed us to map socioeconomic and environmental factors important to the fisheries, including conflicts and tensions between stakeholders. Federal, state, and municipal governments, industries, farmers, hydroelectric companies, and urban and rural populations all have a stake in river use. Traditional fishers are the most disadvantaged of these stakeholders. With declining fish populations, most of the fishing communities surveyed are now poor, socially excluded, and with few alternative livelihood options. The stakeholders involved in access and use conflicts are artisanal fishers, professional fishers, sport fishers, farmers, enforcement and regulatory agencies, and hydroelectric companies. Traditional fishers have close ties to the river and its environment and they are usually not invited to contribute to resource management decisions. We recommend changes to management structures involving the fishing communities that are essential to resolve the major conflicts and to improve equity and sustainability of artisanal fisheries. Access to higher education in Brazil is to a large extent restricted to the higher socio-economic groups. Public universities have limited places and entry is determined by highly competitive exams, thereby excluding those who have not had a high quality secondary education or attended an expensive preparatory course. There has been considerable growth in the private sector to absorb the excess demand, but the majority of Brazilians cannot afford the fees. This paper develops a concept of equity in higher education in which, firstly, there should be sufficient places in the system as a whole and, secondly, all people should have a fair opportunity of attending the university of their choice regardless of socio-economic background. Recent efforts to expand access are analysed, including incentives for the growth of private universities, student loans and the new Prouni initiative, in which private institutions provide free places to low-income students in return for tax exemptions. While these initiatives have the potential to increase the total number of places, they will not lead to an equitable expansion, as disadvantaged students will still be confined to courses of lower quality or with lower subsequent value on the employment market. Initiatives aimed at the public sector such as the introduction of quotas and changes to entry examinations are also discussed. Finally, some implications for future policy development are outlined. Since the mid-1970s, gated housing areas of the privileged have been spreading in Latin American cities. They have to be seen as a visible consequence of the deepening social disparities within Latin American societies and the resulting fragmentation of urban space. Condomínios fechados (Brazil) or barrios cerrados (Argentina) can be typified following different criteria, such as formation, location, size, fittings, construction typology, as well as social structure. Three groups of actors influence the process of their expansion: the real estate companies, for which the new form of living offers an attractive market segment, the target groups, whose increasing expectations regarding security and living comfort need to be met, and the public authorities, who have to find adequate responses concerning the further orientation of urban development. Based on case studies from Brazil, the paper will discuss the different phases of gated community expansion and the reasons why this is happening. Their internal structure and differentiation, as well as consequences for socio-spatial development and urban planning will also be dealt with. [ABSTRACT FROM AUTHOR]

The production of reactive nitrogen worldwide has more than doubled in the last century because of human activities and population growth. Advances in our understanding of the nitrogen cycle and the impacts of anthropogenic activities on regional to global scales is largely hindered by the paucity of information about nitrogen inputs from human activities in fast-developing regions of the world such as the tropics. In this paper, we estimate nitrogen inputs and outputs in Brazil, which is the world’s largest tropical country. We determined that the N cycle is increasingly controlled by human activities rather than natural processes. Nitrogen inputs to Brazil from human activities practically doubled from 1995 to 2002, mostly because of nitrogen production through biological fixation in agricultural systems. This is in contrast to industrialized countries of the temperate zone, where fertilizer application and atmospheric deposition are the main sources of anthropogenic nitrogen. In Brazil, the production of soybean crops over an area of less than 20 million ha, was responsible for about 3.2 Tg N or close to one-third of the N inputs from anthropogenic sources in 2002. Moreover, cattle pastures account for almost 70% of the estimated 280×106 ha of agricultural land in Brazil and potentially fix significant amounts of N when well managed, further increasing the importance of biological nitrogen fixation in the nitrogen budget. Much of these anthropogenic inputs occur in the Brazilian savannah region ( Cerrado), while more urbanized regions such as the state of São Paulo also have high rates of nitrogenous fertilizer inputs. In the Amazon, rates of anthropogenic nitrogen inputs are relatively low, but continuing conversion of natural forests into cattle pasture or secondary forests potentially add a significant amount of new nitrogen to Brazil given the vast area of the region. Better measurements of biological fixation rates in Brazil are necessary for improving the nitrogen budgets, especially at a more refined spatial scale. [ABSTRACT FROM AUTHOR]

This paper examines the status of Corporate Ethical Policies (CEP) in large companies in Argentina, Brazil and Spain, with a special emphasis on Corporate Ethics Statements (CES), documents that define the firms' philosophy, values and norms of conduct. It is based on a survey of the 500 largest companies in these nations. The findings reveal many similarities between these countries. Among other things, it emerges that most companies give consideration to ethics in business and have adopted some kind of formal or informal ethical policies. Regardless of whether or not they have a CES, companies agree that ethical conduct must be taken into account when selecting, appraising and promoting personnel as an important ethical policy. There is a growing tendency to draw up formal corporate ethics documents. These documents are perceived, first and foremost, as supporting the development of corporate culture. Most respondents believe that primary responsibility for ethical issues in the company rests with the CEO. Finally, the findings indicate that most companies that devote more resources to communicating and implementing CESs have two or more formal ethics documents. The main differences between the countries included in the study concern the emphasis given to specific aspects, such as avoiding misconduct or taking ethical criteria into account when selecting personnel. The growth in international trade in recent years necessitates a better understanding of customs and expectations in cross-cultural negotiations. While several researchers have sought to examine and detail the similarities and differences between select countries, their data have generally been obtained under neutral or unspecified negotiating conditions. However, issue importance, opponent (prowess, ethical reputation), and context (location, confederate awareness, urgency) can play a significant role in the use of negotiating tactics. This paper describes a study comparing the perceptions of one hundred and forty-two current and future business professionals from two emerging trade partners, Brazil and the United States, regarding the appropriateness and likely use of five categories of negotiation tactics under seven challenging or unfavorable negotiating conditions commonly faced by negotiators. The results indicate an overall conditional effect for both attitudes (perceived appropriateness) and intentions (likelihood of use). In addition, while no significant difference in perceived appropriateness was found due to country, there were differences in likely use due to country for six conditions-behaviors. This paper questions the cultural neutrality of modernization and globalization policies that are imposed by major international monetary agencies. The authors propose that the structural adjustment policies imposed by the World Bank and International Monetary Fund are predominantly guided by the concept of developmental association. Guided by this concept, the dominant countries and agencies perceive all developing countries to be merely cultural variations of the same problem that assumes all countries require the same solutions. Through an analysis of the failures of World Bank programs in Brazil and other developing countries, the authors argue for greater recognition of the problems inherent in imposing cosmopolitan and global solutions on local contexts. Brazil's Tucuruí Dam provides valuable lessons for improving decision-making on major public works in Amazonia and elsewhere. Together with social impacts, which were reviewed in a companion paper, the project's environmental costs are substantial. Monetary costs include costs of construction and maintenance and opportunity costs of natural resources (such as timber) and of the money invested by the Brazilian government. Environmental costs include forest loss, leading to both loss of natural ecosystems and to greenhouse gas emissions. Aquatic ecosystems are heavily affected by the blockage of fish migration and by creation of anoxic environments. Decay of vegetation left in the reservoir creates anoxic water that can corrode turbines, as well as producing methane and providing conditions for methylation of mercury. Defoliants were considered for removing forest in the submergence area but plans were aborted amid a public controversy. Another controversy surrounded impacts of defoliants used to prevent regrowth along the transmission line. Mitigation measures included archaeological and faunal salvage and creation of a “gene bank” on an island in the reservoir. Decision-making in the case of Tucuruí was virtually uninfluenced by environmental studies, which were done concurrently with construction. The dam predates Brazil's 1986 requirement of an Environmental Impact Assessment. Despite limitations, research results provide valuable information for future dams. Extensive public-relations use of the research effort and of mitigation measures such as faunal salvage were evident. Decision-making was closely linked to the influence of construction firms, the military, and foreign financial interests in both the construction project and the use of the resulting electrical power (most of which is used for aluminum smelting). Social and environmental costs received virtually no consideration when decisions were made, an outcome facilitated by a curtain of secrecy surrounding many aspects of the project. Despite improvements in Brazil's system of environmental impact assessment since the Tucuruí reservoir was filled in 1984, many essential features of the decision-making system remain unchanged. Background: Achieving climate targets will require a rapid transition to clean energy. However, renewable energy (RE) firms face financial, policy, and economic barriers to mobilizing sufficient investment in low-carbon technologies, especially in low- and middle-income countries. Here, we analyze the challenges and successes of financing the energy transition in Nigeria and Brazil using three empirically grounded levers: financing environments, channels, and instruments. Results: While Brazil has leveraged innovative policy instruments to mobilize large-scale investment in RE, policy uncertainty and weak financing mechanisms have hindered RE investments in Nigeria. Specifically, Brazil's energy transition has been driven by catalytic finance from the Brazilian Development Bank (BNDES). In contrast, bilateral agencies and multilateral development banks (MDBs) have been the largest financiers of renewables in Nigeria. Policy instruments and public–private partnerships need to be redesigned to attract finance and scale market opportunities for RE project developers in Nigeria. Conclusions: We conclude that robust policy frameworks, a dynamic public bank, strategic deployment of blended finance, and diversification of financing instruments would be essential to accelerate RE investment in Nigeria. The South American country Brazil is one of the richest countries in terms of natural resources, representing 14 percent of the world's total biocapacity. However, the biocapacity (biosphere's ability to generate resources and sequester waste) per capita in Brazil has shown a massive decline over the last five decades, while economic growth and urbanization have rapidly increased for the same period. Brazil is one of the largest creditors of biocapacity to the world, and biocapacity loss in Brazil can lead to devastating environmental consequences. Therefore, this work empirically investigates the influence of urbanization, economic growth, and industrialization on biocapacity controlling human capital from 1961 to 2016 in Brazil. The Bayer and Hack cointegration test, the Autoregressive Distributed Lag (ARDL) technique, and Hacker and Hatemi-J (J Econ Stud 39:144–160, 2012) causality tests are employed. The findings unfolded a U-shaped relationship between economic growth and biocapacity, evidencing that economic growth reduces biocapacity, but after achieving a threshold level, it promotes biocapacity. Urbanization has a negative relationship with biocapacity per capita, indicating that urbanization is a significant driver of the biocapacity loss in Brazil. Further, urbanization and economic growth Granger cause biocapacity. Lastly, relevant policy implications are proposed to overcome the reduction in biocapacity. [ABSTRACT FROM AUTHOR]

This work discusses the issue on how to include data about property and violent crimes in the production technology for the assessment of police technical efficiency. It applies recent advances in Directional Distances and Nonparametric Estimators. We claim that crime is an external variable not under the control of the decision units in view of the fact that it is exogenously determined. The results from the Conditional Directional Distance Analysis can be relevant to cities with high property misdemeanors and homicide rates. Our analysis may be helpful to obtain a more robust and fair classification of police and justice units under similar circumstances, determine the empirical effect of crime on police productivity, their optimal input–output relationship, explore potential associations and compensation effects, and rewarding efficient policy makers in the prevention of crime based on measures of police efficiency and effectiveness.
