International audience; The making of “natural” disasters. To contribute an explanation for the increasing number of natural disasters, occurring especially in coastal areas, this paper highlights their root causes, i.e. the drivers and processes that make natural events, such as storms or tsunamis, turn into disasters due to the adverse impacts they have on human societies. Based on case studies, the authors identify four key and universal factors driving the generation of natural disasters throughout the world: the settlement of areas that are highly exposed to natural hazards, the degradation of natural buffers, the “myth of safedevelopment” and the loss of environmental knowledge. The three case studies presented here illustrate the processes by which these drivers produce a “risk system” that will make a natural hazard generate a natural disaster: Tropical Cyclone Katrina in the United States (2005), the Xynthia Storm in France (2010) and the Sumatra Tsunami in the Maldives (2004). Based on the lessons learnt from these case studies, this paper outlines key principles for action, arguing in particular that tackling the root causes of current vulnerability is therefore a pragmatic pathway to implement adaptation to climate change.

This paper reviews some of the challenges related to understanding constraints to agricultural productivity improvements in developing countries. It takes a micro-level approach to shed light on the complexity of farmers’ adoption of new technologies and practices and of climate change adaptation decisions. The main arguments are illustrated using an example from the evaluation of a randomized pilot program in Nicaragua. Utilisant une analyse rétrospective à l’aide d’un système d’information géographique (SIG, Mapinfo® Professional version 7.0), la finalité de ce texte est de proposer une meilleure compréhension du risque cyclonique et une synthèse des trajectoires cycloniques en Polynésie française. La base de données sur les cyclones a été compilée avec des documents non-météorologiques, dont de nombreux textes issus des archives territoriales de Papeari (Tahiti), et des sources météorologiques. Les principales sources utilisées proviennent des rapports de Météo France Polynésie et des bases de données de (1) l’U.S. Naval Pacific Meteorology and Oceanography Center via le Joint Typhoon Warning Center et l’interface Tropical Cyclone Best-Tracks, et (2) l’Australian Severe Weather. Sur une carte de la Polynésie française en projection WGS 1984, les trajectoires cycloniques ont été importées et digitalisées sous SIG Mapinfo. L’incertitude des trajectoires cyclonique avant 1970 circonscrit notre étude à la période 1970-2009. Les travaux réalisés montrent qu’il existe un « corridor » cyclonique définissant a posteriori une zone géographique habituellement touchée par les cyclones et les fortes tempêtes tropicales. Ce corridor est emprunté par 70 % des tempêtes tropicales et des cyclones observés entre 1970 et 2009. Les côtes ouest des îles de la Société et les îles Australes de Rurutu et Tubuai sont les terres les plus menacées par les événements cycloniques. Tout récemment, la trajectoire du cyclone Oli (4 février 2010) et son passage au milieu du corridor vers les îles de la Société et des Australes, tend à renforcer cette tendance., Using retrospective analysis with Geographic Information System methodology (GIS, Mapinfo® Professional version 7.0), the aim of this paper is to contribute to a better understanding of cyclone hazard and cyclone tracks in French Polynesia. The GIS database on cyclones was compiled from non-meteorological sources of information, many in the territorial archives of Papeari (Tahiti Island), and meteorological reports. The major meteorological sources used in this paper were the data of Meteo-France French Polynesia and two cyclone databases : (1) the U.S. Naval Pacific Meteorology and Oceanography Center via the Joint Typhoon Warning Center (2005) and the Tropical Cyclone Best-Tracks interface, and (2) the Australian Severe Weather site. On the French Polynesia map in projection WGS 1984, the cyclone tracks of the disturbances were imported and digitized with GIS Mapinfo. The uncertainty concerning the reliability of the data and the cyclone tracks before 1970 restricted our study to the 1970-2009 period. The cyclone track pattern between 1970 and 2009 was identified, showing a “conical shape” between the Society Islands and the Austral Islands where 70 % of the cyclone tracks were observed. The map shows that the islands most at risk from cyclones are the west coasts of the Society Islands and the east coasts of Austral Islands. Recently, cyclone Oli (February 4th, 2010) and his track in the middle of the “conical shape” located in the vinciny of the Society Islands and the Austral archipelago strengthen this trend.

Annual beech GPP is affected primarily by spring temperature and more irregularly by summer water stress.ContextThe spread of beech forests in Europe enhances the importance of modelling and monitoring their growth in view of ongoing climate changes.AimsThe current paper assesses the capability of a biogeochemical model to simulate beech gross primary production (GPP) using a Pan-European 1-km weather dataset.MethodsThe model BIOME-BGC is applied in four European forest ecosystems having different climatic conditions where the eddy covariance technique is used to measure water and carbon fluxes. The experiment is in three main steps. First, the accuracy of BIOME-BGC GPP simulations is assessed through comparison with flux observations. Second, the influence of two major meteorological drivers (spring minimum temperature and growing season dryness) on observed and simulated inter-annual GPP variations is analysed. Lastly, the impacts of two climate change scenarios on beech GPP are evaluated through statistical analyses of the ground data and model simulations.ResultsThe weather dataset can drive BIOME-BGC to simulate most of the beech GPP evolution in all four test areas. Both observed and simulated inter-annual GPP variations are mainly dependent on minimum temperature around the beginning of the growing season, while spring/summer dryness exerts a secondary role. BIOME-BGC can also reasonably predict the impacts of the examined climate change scenarios.ConclusionThe proposed modelling approach is capable of approximately reproducing spatial and temporal beech GPP variations and impacts of expected climate changes in the examined European sites.

In order to seek opportunities to mitigate emissions of greenhouse gases, increase carbon sequestration and build capacity of agricultural systems to adapt to climate change, innovative climate smart agricultural landscapes satisfying multiple sustainability goals have to be designed. Whereas several qualitative methods have been proposed to design new agricultural landscapes, we lack a holistic, quantitative, spatially explicit and integrated modelling framework to design new agricultural landscapes as a function of adaptation strategies. In this paper, we propose such a modeling framework, based on a scenario approach coupled to an optimization model which prototypes cropping system mosaics at the landscape scale. The finality of the modeling framework is to identify levers for building climate smart agricultural landscapes. To simulate the land use change, our modelling framework includes a bio-economic model that explicitly accounts for scenarios of 1) policies, markets and sustainability issues, 2) farmers’ decision process and 3) cropping system performances at the field scale, under heterogeneous socio-economic and biophysical farming situations. The modelling framework also includes a set of indicators aimed at assessing quantitatively the ability of the designed landscapes to be climate-smart. The implementation of the framework in Guadeloupe, a 1800km2 tropical island, proved to be relevant since we designed prototypes of climate-smart agricultural landscape satisfying the several sustainability goals targeted: climate change adaptation, sequestration of soil C, the increase in food and energy self-sufficiency and the decrease of the risk of pollution in water catchments. By providing quantitative information on the impacts of adaptation scenarios and on the trade-offs that have to be made, the framework can help policy makers to build a “triple win” climate-smart agriculture increasing food security, adaptation and mitigation.

Les modèles intégrant les processus physiologiques et biogéochimiques sont les plus adaptés pour prédire les effets du changement climatique sur le stockage de carbone. Mais leur complexité les rend inadaptés à des applications à des échelles larges. Ce problème est exacerbé dans le cas des forêts méditerranéennes, qui se présentent souvent sous forme de mélange d'espèces, ou de couverts hétérogènes, et qui sont donc plus difficiles à modéliser que des forêts mono-spécifiques uniformes. Nous avons mis en œuvre une méthode de changement d'échelle qui consiste à créer un émulateur statistique d'un modèle, un méta-modèle, qui est beaucoup plus rapide tout en conservant le niveau de détail du modèle original. Nous avons ainsi pu méta-modéliser NOTG (Not Only Tree/Grass), un modèle de forêt spatialement explicite, auparavant limité à des simulations de quelques années. Grâce au méta-modèle, nous avons pu faire des simulations à l'échelle du siècle pour la forêt mélangée de FontBlanche (Bouches-du-Rhône). Les résultats suggèrent que le changement climatique pourrait, malgré une baisse de la pluviométrie, stimuler la production et le stockage de carbone., Models that describe physiological and biogeochemical processes are the most appropriate for predicting climate change impacts on forest carbon storage. However, their complexity prevents their application at large scales. This is particularly true in the case of Mediterranean forests, which are often composed of several tree species, or present an heterogeneous structure, both features being difficult to account for in models. This paper describes an up-scaling approach based on the creation of a statistical emulator of a model, a meta-model, which runs much faster while maintaining the same level of details than the original model. We thus produced a meta-model of NOTG (Not Only Tree/Grass), a forest model limited to simulations of a few years. With the meta-model it was possible to run century scale simulations for the Font-Blanche forest (Bouches-du-Rhône, France). Results suggested that despite a decrease in rainfall, climate change could stimulate productivity and carbon storage.

International audience; & Context In the context of climate change, several forest adaptation options have to be advocated such as a shift to more resistant species. & Aims We provide an economic analysis of timber species change as a tool for adapting forests to climate change. & Methods We use the framework of cost–benefit analysis, taking uncertainty into account both exogenously (sensitiv-ity analysis) and endogenously [(quasi-)option value calcu-lations]. We apply the method to assess the economic rationale for converting Norway spruce stands to Douglas-fir in the French Black Mountain. & Results We find that the Douglas-fir conversion is land expectation value (LEV) maximizing under a wide range of a priori (subjective) probabilities attached to high mortality of Norway spruce under climate change (for probabilities higher than 0.25–0.31). If information about the impacts of climate change is expected to increase over time, and given the large sunk costs attached to conversion, a delay strategy may be preferable to transition and to status quo when the impacts of climate change on Norway spruce mortality are sufficiently ambiguous. In such cases, getting information earlier increases the LEV by €5–60/ha. & Conclusion Beyond the specifics of the case study, this paper suggests that quasi-option value is a relevant tool to provide insights to forest owners dealing with adaptation decisions in the context of climate change.

International audience; Adaptation of forest management practices in the context of rapid climatic and socioeconomic changes is a global concern. Stakeholders in the forest-based sector as well as policy makers need improved methods and tools to assess potential impacts of changes in management on sustainability indicators. In this special feature, we introduce a methodological framework for classification of forest management approaches in European forestry and explore how changes in forest management might affect the delivery of various ecosystem goods and services and appropriate sustainability indicators over time and space from local to continental scales. The complementary papers in this special feature explore different aspects of sustainability and risks in representative European forest systems as affected by forest management. We show how a common framework plus supporting growth models and indicators can be used to examine the effects of management on ecosystem services and so provide a first step toward the development of a more integrated approach for strategic forest planning and sustainable use of forest ecosystems.

El concepte de resiliència sembla que actualment ha perdut significat. La banalització del concepte es deu, potser, a la proliferació del seu denominador comú o «capacitat de fer front a les pertorbacions» en moltes disciplines diferents. Un problema que se’n deriva és la manca de comprensió d’un nou concepte relacionat amb l’adaptació al canvi climàtic: «Resilient City». En aquest article, es pretén revisar l’evolució i les perspectives diferents del concepte de resiliència i analitzar la possible relació i aplicació d’aquestes perspectives a l’àmbit urbà. Un resultat de la revisió són les possibles malinterpretacions de la resiliència aplicada a l’ambient urbà quan ens referim a la principal propietat de conservació (resiliència entesa com a recuperació i tornada a l’estat previ després d’una pertorbació), que pot promoure un model urbà insostenible. Hi ha unes altres perspectives (la resiliència dels sistemes complexos) que ens transmeten missatges més sostenibles per a l’aplicació urbana d’aquest concepte, ja que s’interessen per les propietats de transformació i transició sostenible d’un sistema. D’aquesta manera, el concepte de resiliència aplicat a les ciutats ha de tenir en compte les propietats de conservació (capacitat de sobreviure al canvi), transició (mudar i adaptar-se al canvi) i transformació (reconfiguració del sistema) al mateix temps i desenvolupar-se d’acord amb unes dimensions socioeconòmiques i polítiques específiques., Resilience appears to have become a buzz word since the ecological, psychological, social and economic sciences began to use it to refer, respectively, to the capacity of ecosystems, people, societies, the economy, and more recently even urban systems to cope with disturbance. In fact, it is unclear exactly what the catchword «resilient city» means. Based on these assumptions, this article reviews resilience perspectives and their possible application to urban systems. In the first part of the paper, the concept of resilience, its evolution and perspectives (from engineering to social ecology) are analyzed with reference to ecosystems, societies and complex systems. In the second part we try to shed light on this panacea of concepts applied to cities. Important insights of this review are that certain resilience engineering perspectives (such as recovery and persistence views) can lead to unsustainable patterns of development in cities, while from complex systems resilience perspectives the principles of sustainability and transformability emerge as the consequent and necessary trajectory. While the term «resilient cities» often refers only to the capacity to maintain functions and structures, we argue that urban resilience should be framed within the resilience (system persistence), transition (system incremental change) and transformation (system reconfiguration) views., El concepto de resiliencia parece haber perdido significado en la actualidad. La banalización del concepto se debe quizás a su proliferación de su denominador común o «la capacidad de hacer frente a las perturbaciones» en muchas disciplinas diferentes. Un problema derivado es la falta de comprensión de un nuevo concepto relacionado con la adaptación al cambio climático: «Resilient City». En ese artículo, se pretende revisar la evolución y distintas perspectivas del concepto de resiliencia y analizar la posible relación y aplicación de estas perspectivas al ámbito urbano. Un resultado de la revisión son las posibles malinterpretaciones de la resiliencia aplicada al ambiente urbano cuando nos referimos a la principal propiedad de conservación (resiliencia entendida como recuperación y vuelta al estado previo después de una perturbación), que puede promover la resistencia de un modelo urbano insostenible. Otras perspectivas (la resiliencia de los sistemas complejos) nos transmiten mensajes más sostenibles para la aplicación urbana de este concepto, más interesados en las propiedades de transformación y transición sostenible de un sistema. De este modo, el concepto de resiliencia aplicado a las ciudades debe de tener en cuenta las propiedades de conservación (capacidad de sobrevivir al cambio), transición (mudar y adaptarse al cambio) y transformación (reconfiguración del sistema) a la vez y desarrollarse según dimensiones socioeconómicas y políticas específicas.

Cet article propose de vérifier l’hypothèse selon laquelle la perspective des effets associés au changement climatique peut modifier et renouveler l’appréhension des vulnérabilités locales. Après une présentation des impacts majeurs du changement climatique auxquels sont, et seront potentiellement exposés les petites îles, sont analysés les processus de mise à l’agenda et des stratégies d’action déployées par les territoires insulaires face aux effets du changement climatique, sur la base d’études réalisées en 2006 et 2007 sur deux îles françaises, une métropolitaine (Ré) et un Département d’Outre Mer (La Réunion). Enfin, les points communs observés dans les réactions locales face aux effets du changement climatique sont mis en lumière, et les conséquences de l’adaptation des territoires sur l’application du principe de solidarité territoriale sont discutées., This paper proposes to verify the hypothesis that the adaptation of the island territories would not necessarily be implemented proportionally to the degree of exposure to climatic hazards. After a presentation of the main impacts of climate change which potentially affect, and will affect, small islands, the agenda setting processes and action strategies, deployed by island territories facing the effects of climate change, are analyzed, on the basis of studies, led in 2006 and 2007 on two French islands, a metropolitan one (Ré) and an overseas department (Réunion). Finally, the similarities observed in local-level responses to climate change impacts are highlighted, and the consequences of the adaptation for the principle of territorial solidarity are discussed.

La planification des mesures d'adaptation locale et les préparations d'urgence peuvent réduire ou atténuer les pertes et la détresse résultant des impacts négatifs des changements climatiques dans les petites îles. Toutefois, les plans et les stratégies d'adaptation sont généralement développés en utilisant seulement des données scientifiques et économiques. Celles-ci doivent être complétées par des données reflètant les préoccupations sociales et culturelles des habitants. La cartographie des valeurs sociales et culturelles, utilisant un Système d’Information Géographique (SIG), peut aider à analyser les valeurs humaines qui sont attachées à l'espace géographique. Cette méthode rassemble plusieurs domaines de connaissances différents et crée ainsi la possibilité de révéler des éléments normalement invisibles avec le seul recours aux données scientifiques sur les impacts prévus des changements climatiques. Ces cartes deviennent alors des outils aidant les gouvernements locaux dans la planification et la priorisation des stratégies d'adaptation efficaces. En outre, le processus de construction d'une carte collective rassure les citoyens sur le fait que leurs connaissances et leurs valeurs sont respectées. Cela contribue à développer la confiance et une collaboration en matière de gouvernance, ce qui est essentiel pour l'adaptation efficace aux changements climatiques. Les gouvernements des petites îles et les communautés sont à l'avant-garde de l'adaptation aux changements climatiques, car les petites îles sont parmi les endroits de la planète les plus vulnérables aux effets des changements climatiques. Dans cet article nous présentons une étude pilote de la cartographie des valeurs sociales et culturelles réalisées sur l’Île-du-Prince-Édouard entre janvier et mars 2010. Nous concluons que cette méthode a un potentiel comme outil d'aide à la décision pour l'adaptation aux changements climatiques. La méthode peut être conçue et utilisée par différents intervenants dans d’autres contextes., Planning, adaptive action and emergency preparedness can reduce or mitigate losses and associated distress resulting from negative impacts of climate change on small islands. However, adaptation plans and strategies are typically developed using only scientific and economic data. These need to be augmented by data that reflect the social and cultural concerns of citizens. Social and cultural values mapping uses Geographic Information System (GIS) to display and analyze social and cultural values that are attached to geographic space. This method brings various knowledge fields together and creates the potential to compare and juxtapose normally invisible human relationships with scientific data on the predicted impacts of climate change. These maps then become tools to assist local governments in planning and prioritizing effective adaptation strategies. In addition, the process of collective map building reassures people that their knowledge and values are respected. This helps develop trust and collaboration in governance which are essential for effective community-level climate change adaptation. Small island governments and community groups are the vanguard of climate change adaptation because small islands are among the most vulnerable places on the planet to the effects of climate change. These jurisdictions will need tools that allow them to improve their resilience, adaptation mechanisms, and ability to speak to international governing bodies. In this paper we report on a pilot study of social and cultural values mapping performed on Prince Edward Island in January - March 2010. We conclude that this methodology has potential as a tool to support decision-making for climate change adaptation, and it can be implemented and modified as required by a variety of stakeholders.

Le présent article pose comme hypothèse principale qu’il existe une spécificité insulaire en matière de changement climatique, tant dans le domaine géopolitique que dans le domaine économique. A la différence des pays continentaux, le changement climatique est un facteur de structuration des États insulaires. Créée en 1990, 2 ans après que le GIEC commence ses travaux, l’Alliance des Petits États insulaires (AOSIS) s’est beaucoup investie dans la ratification du Protocole de Kyoto. Ces derniers se considèrent en effet comme les premières et principales victimes du changement climatique dont le coût pour leurs économies sera nettement plus élevé que celui supporté par les pays continentaux. Aux coûts directs, résultant de l’aléa naturel, notamment la montée du niveau de la mer et l’érosion du littoral qui lui est associée, se surimposeront des coûts induits par les mesures prises au niveau international pour lutter contre le changement climatique. Ces mesures conduisent à remettre la distance géographique au coeur de la logique de localisation des entreprises. La limitation des déplacements aériens et maritimes au long cours qui en résultera devrait entraîner une réduction de la demande mondiale pour les produits et services touristiques insulaires, suivie d’une concurrence exacerbée entre les îles pour attirer cette demande réduite. On assistera alors à la marginalisation des économies insulaires ne pouvant se positionner sur des marchés de niche aux échelles mondiales et régionales avec pour principaux corollaires l’exode rural et la migration internationale. Les recompositions économiques et territoriales qui s’annoncent sont des processus durables qui s’inscrivent dans le temps long. En revanche, le sommet de Copenhague a montré que la structuration politique des États insulaires sur la scène internationale est un processus fragile. L’AOSIS est sortie éclatée de ce sommet. L’avenir des îles est définitivement sous contrainte du changement climatique et il s’annonce bien sombre., This paper deals with the effects of climate change, both on geopolitics and economics of islands. Unlike continental countries, climate change is a factor structuring the island states. Since 1990, the Alliance of Small Island States (AOSIS) has been heavily involved in advocacy towards the reduction of the green house gas emissions. This includes the ratification of the Kyoto Protocol. The island states consider themselves as the first and main victims of climate change. The cost to their economies would be significantly higher than over continental countries. Two costs can be indentified : a) the direct costs resulting from natural hazard, including rising sea levels and coastal erosion associated with it, b) the indirect costs linked with the measures taken at international level to fight against climate change. These measures lead the geographical distance as the main driver of the logic of business location. Two main results may occur : a) a general reduction of the global demand for island products, including tourism goods and services, b) a fierce competition between the islands to attract this reduced demand. We then witness the marginalization of island economies which cannot position itself in niche markets at global and regional scales. Thus the rural drift and international migration should increase. The reorganization of the island economics and territories are sustainable processes that are part of the long time. In contrast, the Copenhagen summit showed that the political structuration of island states on the international scene is a fragile process. A few months after the summit, AOSIS is still very weak. The future of the islands is definitely under stress of climate change and it looks bleak.

Cet article propose une lecture originale de la vulnérabilité des territoires aux risques naturels liés à la mer. À partir de l’analyse des cas des archipels coralliens des Kiribati (océan Pacifique) et des Maldives (océan Indien), il place au coeur de la démarche la notion de « système de ressources », fondée sur les caractéristiques à la fois physiques et anthropiques de ces pays. Ce faisant, il montre quelles interactions jouent aujourd’hui, qui expliquent le caractère systémique de la vulnérabilité, et en quoi le changement climatique accentuera ces jeux de rétroactions. Cela amène les auteurs à voir les États coralliens comme des cas éclairants sur les impacts qui risquent d’affecter d'autres communautés littorales de par le monde, et comme des précurseurs de stratégies concrètes d’adaptation au changement climatique, par-delà leurs spécificités., This paper proposes a systemic and dynamic approach of the vulnerability of territories to coastal risks. The approach is applied to two Small Island Developing States, the Maldives and Kiribati. The authors present the 'resources system” of such states and they discuss how the predictable impacts of climate change might affect their vulnerability. In addition, they expose the adaptive strategies developed by those island states as pioneers of adaptation, as they are on the first line of climate change impacts. It also shows that such countries raise major issues that are also relevant in other territorial contexts.

L’une des principales conséquences attendues du changement climatique est une augmentation du nombre d’invasions biologiques, appelées à bénéficier de niches écologiques libérées par l’affaiblissement des effectifs de population d’espèces indigènes. Dans les petites îles, l’on peut s’attendre à ce que cet effet soit exacerbé par (i) la forte pression d’introduction qui y prévaut généralement, et qui sera probablement renforcée avec la recherche de productions mieux adaptées, (ii) la pauvreté des cortèges floristiques en espèces indigènes, (iii) le risque élevé d’exclusion de ces dernières dans le cas de gradients thermiques et pluviométriques trop faibles. L’objet de cet article est de fournir un cadre de représentation, illustré d’exemples, qui précise dans quelle mesure les petites îles sont appelées, dans un contexte de réchauffement climatique, à connaître un changement écologique, principalement dans ses composantes biogéographiques et fonctionnelles. Cette modification du contour des niches écologiques accessibles aux espèces en présence est en effet appelée à s’accompagner de modifications dans (i) la composition des communautés d’espèces, (ii) le fonctionnement des habitats, (iii) mais également la production de biens et services écosystémiques. Pour autant, l’évaluation ex ante des répercussions du changement climatique sur les invasions biologiques dans les petites îles montre qu’il est nécessaire de considérer l’ensemble des conséquences attendues, négatives, mais aussi positives. Within small islands, such an effect might be enforced by (i) a strong introduction pressure which will be probably strengthened by the research of well-adapted living products, (ii) the low species richness within native communities, (iii) the risk of extinction resulting from tiny ecological gradients. The aim of the paper is too provide an illustrated framework, detailing the ecological changes which are expected within small islands, in a prevailing context of climate change. The change in ecological niches will result in modifications observed at the respective levels of (i) the composition of species communities, (ii) the functioning of biotopes, (iii) but also the production of goods and ecosystemic services. Yet, the ex ante evaluation of the consequences of climate change on biological invasions argues for considering both negative and positive impacts. Such an analysis reveals that in some cases, invasive species can provide functional compensations resulting from the extinction of native species, and that they can even increase the production of goods and ecological services.
