Societal benefits from climate change mitigation accrue via multiple pathways. We examine the US impacts of emission changes on several factors that are affected by both climate and air quality responses. Nationwide benefits through midcentury stem primarily from air quality improvements, which are realized rapidly, and include human health, labor productivity, and crop yield benefits. Benefits from reduced heat exposure become large around 2060, thereafter often dominating over those from improved air quality. Monetized benefits are in the tens of trillions of dollars for avoided deaths and tens of billions for labor productivity and crop yield increases and reduced hospital expenditures. Total monetized benefits this century are dominated by health and are much larger than in previous analyses due to improved understanding of the human health impacts of exposure to both heat and air pollution. Benefit-cost ratios are therefore much larger than in prior studies, especially those that neglected clean air benefits. Specifically, benefits from clean air exceed costs in the first decade, whereas benefits from climate alone exceed costs in the latter half of the century. Furthermore, monetized US benefits largely stem from US emissions reductions. Increased emphasis on the localized, near-term air quality-related impacts would better align policies with societal benefits and, by reducing the mismatch between perception of climate as a risk distant in space and time and the need for rapid action to mitigate long-term climate change, might help increase acceptance of mitigation policies., Competing Interests: The authors declare no competing interest., (Copyright © 2021 the Author(s). The well-established association between economic output and carbon emissions has led researchers in sociology and related disciplines to study new approaches to climate change mitigation, including policies that stabilize or reduce GDP growth. Within this degrowth approach, working time reduction is a key policy lever to reduce emissions as well as protect employment. In the United States, the abdication of responsibility for mitigation by the federal government has led to the emergence of state climate leadership. This study is the first to analyze the relationship between emissions and working hours at the state level. Our findings suggest that over the 2007-2013 period, state-level carbon emissions and average working hours have a strong, positive relationship, which holds across a variety of model estimation techniques and net of various political, economic, and demographic drivers of emissions. We conclude that working time reduction may represent a multiple dividend policy, contributing to enhanced quality of life and lower unemployment as well as emissions mitigation. In contrast to many discussions based on annual emissions, this article presents calculations and projections of cumulative contributions to the stock of atmospheric CO2 by the major players, China, Europe, India, Japan and the USA, for the period 1900-2080. Although relative contributions to the climate problem are changing dramatically, notably due to the rapid industrialization of China, long-term responsibilities for enhanced global warming have not been transparently quantified in the literature. The analysis shows that if current trends continue, by the middle of this century China will overtake the USA as the major cumulative contributor to atmospheric concentrations of CO2. This has enormous implications for the debate on the ethical responsibilities of the major greenhouse gas emitters. During the first 2 years of his presidential term, George W. Bush matured as a political leader and neutralized many of his harshest critics. A glaring exception to this characterization is the area of environmental policy. The Bush administration adamantly refused to advance a meaningful strategy to reduce greenhouse gas emissions and to commit the United States to the Kyoto Protocol. At the same time, a number of highly public disputes compromised the legitimacy of the U.S. Environmental Protection Agency (EPA). This appraisal reviews the Bush administration's performance midway through its first term across three pivotal environmental concerns: air pollution, climate change, and toxics remediation. Though environmental proponents denounced the U.S. EPA's provocative policy positions, there are no indications that this criticism has had much political impact. The assessment concludes with an examination of the politics behind the Bush administration's growing anti-environmentalism and some speculation regarding its future electoral implications. The non-participation of the United States in the recently ratified Kyoto Protocol is a matter for global concern because it is estimated that the country produces 24% of all greenhouse-gas emissions worldwide. Here we analyse the commitment of individual states and municipalities to addressing this problem and find that, despite the federal policy, between 24 and 35% of the US population are currently (or soon will be) engaged in policies directed towards significantly reducing anthropogenic climate change. The importance of this sub-national effort, which we estimate corresponds to 27–49% of the gross domestic product, will depend — like the targets adopted in Kyoto — on the real reductions achieved in greenhouse-gas emissions. The article presents information about a new international climate agreement. The agreement, widely condemned as an attempt to undermine the Kyoto Protocol, has been signed by six major nations including the U.S. and China. The major objective of the pact is to limit greenhouse emissions using mandatory targets and market mechanisms such as carbon taxes and trading. In addition to the U.S. and China, the climate pact has been signed by Japan, India, Korea, and Australia. Together, the six nations account for 40% of global emissions. Although Australia is responsible for emitting only 1.4%, it was included since it is a staunch U.S. ally in Iraq and against the Kyoto Protocol. Australia's Environment minister, Ian Campbell, said that global emission must be cut by at least 50% over the next century. He also said that the climate pact reflects the reality that coal will remain the world's main energy source. The new pact is being promoted as an alternative to Kyoto Protocol, but Greenpeace energy campaigner Catherine Fitzpatrick believes Australia is trying to cover its failure to rein in emissions, which have soared by 20% since 1990.
