Canadian environmental governance formally began in the 1970s with an ambitious vision critical of the status quo. Until the Justin Trudeau government from 2015, this vision had been largely eroded when compared to the transformative environmental ideas, ambition, and efforts initially put forth. Drawing on elite interviews in Canadian environmental politics and an articulation of the dominant system, we develop and demonstrate a novel explanation for Canada's systematic failure to act more ambitiously on the environment. We argue that this failure is the result of progressive selection of Canadian environmental governance in relation to the dominant system at key selection moments. It is at those moments when the environment is least prioritized and the economy most urgently needs attention that environmental governance suffers the most. This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management.Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989.Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services. The paper explains the findings of the MC3 Project (Meeting the Climate Change Challenge). This project brought together over 100 researchers, practitioners, civil-society leaders, and policy-makers, led by researchers from Royal Roads University, Simon Fraser University, and the University of British Columbia, with 12 major research partners from the public and private sectors, including the Union of British Columbia municipalities. Researchers conducted a detailed evaluation of 11 leading, yet different, municipalities across the province to identify the leading innovators and innovations on climate action. The case studies revealed the following key drivers of innovation, in order of prominence: the legislative and policy framework, supported by provincially led incentives and tools, access to partnership funding and intermediary support, and framing the issue as critically important. While climate scientists have developed high resolution data sets on the distribution of climate risks, we still lack comparable data on the local distribution of public climate change opinions. This paper provides the first effort to estimate local climate and energy opinion variability outside the United States. Using a multi-level regression and post-stratification (MRP) approach, we estimate opinion in federal electoral districts and provinces. We demonstrate that a majority of the Canadian public consistently believes that climate change is happening. Belief in climate change’s causes varies geographically, with more people attributing it to human activity in urban as opposed to rural areas. Most prominently, we find majority support for carbon cap and trade policy in every province and district. By contrast, support for carbon taxation is more heterogeneous. Compared to the distribution of US climate opinions, Canadians believe climate change is happening at higher levels. There is substantial evidence that the global governance of climate change must pass through cities. While formal networks offer cities a means of generating effects that extend beyond their own borders, it remains unclear as to whether such networks can address collective action barriers and implementation gaps. City-networks, after all, are limited in their efforts to govern and must rely on information, service provision, and soft forms of coercion if they are to steer their members past these considerable challenges. This article contributes to extant efforts to assess their ability to do so by addressing two gaps in the literature. First, the article focuses on the Partners for Climate Protection (PCP), a city-network that has received little attention to date. Second, through analysis of two Canadian cities (Toronto and Winnipeg), the article provides an empirical illustration of the limitations of network authority and influence, and offers some thoughts on what this means for networked urban climate governance in Canada and beyond. For over two decades, municipal climate progress has been inventoried and analysed using a common reporting framework. While useful for highlighting the extent of municipal engagement in greenhouse gas mitigation efforts, we know little about how comprehensive this reporting framework is. Are municipal governments engaging in mitigation activities outside this framework? And what about climate adaptation activity for which no long-standing milestone reporting framework has existed? Based on results from a national survey of municipal governments in Canada, the paper reveals that municipal governments are engaged in many climate activities and processes that common inventories and reporting systems do not capture. The paper argues that these ‘in between activities’ – the not-yet counted climate actions that take place between and outside of milestone initiation and completion – have practical importance for future climate action and theoretical importance by complementing growing evidence about the nature of municipal climate activities and climate governance. Links between national news outlets (Globe and Mail and National Post) and climate-change discourse are examined in order better to understand the cultural politics of Canadian involvement in climate governance. National news media use a narrow range of issue categories to interpret climate change to the public. Both news outlets also privilege national and international political spheres, with less attention to climate governance at the sub-national level. However, there are important differences between them. The Globe and Mail tends to focus on government responsibility, while the National Post tends to focus on climate science and the economic costs of addressing climate change. Four key periods (1999, 2002, 2006, and 2010) are examined in order to trace shifts in climate-change discourse. There has been a shift towards greater issue complexity over time, coupled with a growing polarisation of climate discourse across the two national news outlets. [ABSTRACT FROM AUTHOR]

This article examines the translation of key terms about climate change from English into Inuktitut, considering not only their literal translation but also the broader context within which words make sense. We argue that notions of resilience, adaptation, and climate change itself mean something fundamentally different in Inuktitut than English and that this has implications for climate policy and politics. To the extent that climate change is translated into Inuktitut as a wholly environmental phenomenon over which humans have no control, both adaptation and resilience come to be seen as appropriate and distinctly Inuit modes of relating to shifting climatic conditions, calling on practices of patience, observation, creativity, forbearance, and discretion. If translated as a matter of unethical harm of sila, however, Inuit frameworks of justice, relationality, and healing would be activated. In the context of a broader global shift away from mitigation and toward enhancing the adaptive capacities and resilience of particular populations, current modes of translating climate change, we argue, are deeply political. This study evaluates the Canadian Voluntary Climate and Challenge Registry (VCR), an important policy in Canada's approach to climate change during the 1990s. First, we relate the set of practices prescribed under the VCR to the well-established Plan-Do-Check-Act framework of environmental management systems (EMSs). We then examine VCR adoption and find that firms with past experience with management systems and firms in provinces with different legal, economic and institutional factors were more likely to adopt VCR. We do not find, however, EMS adopters under the VCR had significantly different GHG releases than non-adopters in the immediate years after the VCR programme ended. [ABSTRACT FROM AUTHOR]

British Columbia's introduction in 2008 of a revenue-neutral carbon tax shift was controversial. This analysis compares changes in fuel consumption, greenhouse gas emissions, and gross domestic product (GDP) between British Columbia and the rest of Canada. It finds that in the four years since the tax was introduced, British Columbia's per capita consumption of fuels subject to the tax has declined by 19 percent compared to the rest of Canada. At the same time, its economy has kept pace with the rest of Canada. British Columbia's experience mirrors the European experience with carbon tax shifting and should inform the federal debate on climate change policy. [ABSTRACT FROM AUTHOR]

The Social Cost of Carbon (SCC) is being adopted for systematic use in cost-benefit analysis (CBA) conducted by the Government of Canada. Although there are potential efficiency gains from its application, we argue that the SCC may be inappropriate for use in CBA for three reasons. First, as currently calculated, the SCC typically excludes the potential for catastrophes and certain types of climate damages, and assumes perfect substitutability between natural and human capital. For these reasons, it is likely to be biased downwards, and as such would provide misleading advice to policy-makers. Second, the SCC is a global measure of benefits, whereas standard practice in CBA is to include only domestic costs and benefits. Accounting for costs borne outside of Canada and along only one dimension (carbon damage) risks reducing economic efficiency and confusing the users of CBA studies. Third, SCC-based decision-making is unlikely to be consistent with Canadian commitments to international partners on emissions reductions; so its adoption risks institutionalizing non-delivery of those commitments. Constitutional and institutional legacies were combined to create a very decentralized forest policy sector in Canada. Where coherent policy requires a national response-as is the case with adaptation to climate change-the critical challenge is to locate the relevant decentralized policy capacity and steer it toward meeting national objectives. While there is some evidence that significant policy capacity exists in provincial forest and resource management departments, climate change adaptation has led to an expansion of departmental mandates that is not being addressed by better coordination of the available policy capacity. The relevant federal agencies are not well represented in information networks and forest policy workers report lower levels of internal and external networking than workers in related policy subsectors. This article examines the infrastructure policy sector's capacity to respond to climate change adaptation through an analysis of the Canadian case. It includes a three-level examination of capacity: at the macro level through a virtual policy network analysis; at the meso level through examination of the lead department's evolving mandate and resources; and at the micro level through analysis of survey data related to departmental workers policy tasks and attitudes. Four hypotheses across these three levels are set out and tested at the national and subnational levels. Together, the findings suggest that the policy capacity in the Canadian infrastructure sector will be unable to meet the demands placed upon the sector to respond to the increasing challenges of climate change adaptation. This special issue contributes to extant empirical scholarship assessing governmental capacity to meet significant policy challenges, in this case those related to climate change adaptation. The study includes detailed examination of five policy sectors-finance, infrastructure, energy, forestry, and transportation-in two countries, Canada and the United States-in order to determine what kinds of governance arrangements and analytical capacities exist in this area, how they are changing (if at all), and how they interrelate with the status and evolution of climate change outcomes in each sector. The articles provide a comprehensive sampling of policy network structure and behavior, organizational mandates and resources, and actual job duties and training of policy actors across these sectors at both the federal and subnational level of government. When pursuing change, legacies of policy goals and instruments from an established paradigm often present constraints on fully embracing a newer paradigm, resulting in the layering of new policy goals and instruments on top of the existing base. In this article, we investigate the effect of layered paradigms on policy capacity at three different levels of policy making in the Canadian transportation sector. Using analysis of government publications and budget data, virtual policy network analysis, quantitative analysis of data from a survey of Canadian policy analysts, and direct interviews with policy managers in two provinces, we demonstrate how this layering of legacy goals (and consequent policy incapacity) is occurring at the macro, meso, and micro levels of policy making. We conclude that the layering of a new policy paradigm for climate change on top of the established paradigm for transportation development constrains policy capacity in this subsystem. The provincial legislature of British Columbia (B.C.), Canada, recently enacted Bill 27, which requires all municipal official community plans to contain greenhouse gas emissions reduction targets and associated policies by the end of May 2010. While the legislation is unique by North American standards in its mandate, it lacks particular design features that scholars believe to be critical for fostering compliance. To examine municipal compliance with Bill 27, we address two research questions: what per cent of B.C. municipalities adopted targets by the legislated deadline, and which factors explain variation in target adoption across municipalities? To help answer these questions, we utilise univariate descriptive statistics, bivariate analyses (including mean comparisons and correlation analysis), and binary logistic regression analysis. We find that nearly two-thirds of municipalities adopted targets by the deadline, and that target adoption across municipalities varies with particular municipal characteristics. Our findings highlight the importance of crafting legislation in a strategic fashion in order to maximise effectiveness, and the potential need for provincial governments to target particular sub-populations for additional education and assistance regarding climate action planning. Because of significant environmental changes underway in the Arctic region, institutional change for Northwest Passage management is receiving increased attention. Due to the potential environmental and security impacts of regularized ship transits through the Northwest Passage, a number of informed observers have discussed the need for considering alternative means of governing the waterway. This article assesses four approaches to governing the use of the Northwest Passage, including the current institutional arrangement. Following an overview of the environmental change underway in the Arctic region and its impacts on the Northwest Passage, the controversy surrounding the international legal status of the waterway and the possibility that it may in future become a commercial resource are discussed. Advantages and disadvantages of three alternative institutional models of resource governance recommended for application in the Northwest Passage case are presented, along with those surrounding the Arctic Cooperation Agreement, the current institution in use. Multilevel governance poses several challenges for the politics of climate change. On the one hand, the unequal distribution of power and interests can serve as a barrier to implementing coherent policy at a federal level. On the other, these features also enable policy leadership among sub-federal units. In the context of wide variation in climate policy at both national and sub-federal levels in Canada and in the United States, this paper utilizes an original data set to examine public attitudes and perceptions toward climate science and climate change policy in two federal systems. Drawing on national and provincial/state level data from telephone surveys administered in the United States and in Canada, the paper provides insight into where the public stands on the climate change issue in two of the most carbon-intensive federal systems in the world. The paper includes the first directly comparable public opinion data on how Canadians and Americans form their opinions regarding climate matters and provides insight into the preferences of these two populations regarding climate policies at both the national and sub-federal levels. Key findings are examined in the context of growing policy experiments at the sub-federal level in both countries and limited national level progress in the adoption of climate change legislation. It examines the response of the education systems to climate change and sustainable development. It presents several issues of ESD in the country, and reflect on how to inform the concept and practice of ESD more broadly.

L'adaptation aux changements climatiques dans les réseaux d'aires protégées du Canada : état des lieux La Commission mondiale des aires protégées a récemment laissé entendre que les actions en faveur de la conservation sont vouées à l'échec, à moins que ces dernières tiennent compte des changements climatiques. Pour ce faire, les organismes chargés des aires protégées doivent dès maintenant s'assurer de l'intégration des changements climatiques dans les politiques, les cadres de planification et les modes de gestion. Le présent article rend compte des résultats d'une enquête réalisée conjointement par l'Université de Waterloo et le Conseil canadien des aires écologiques. Celle-ci vise à dresser un état des lieux sur l'adaptation aux changements climatiques dans tout le réseau d'aires protégées du Canada qui relève du palier fédéral, provincial ou territorial. Il se dégage de l'analyse plusieurs constats importants. Tout d'abord, sur l'ensemble des organismes chargés des aires protégées que nous avons interrogés, les trois quarts ont déclaré que les changements climatiques ont déjà des effets visibles sur leur réseau d'aires protégées. Ensuite, 94 pour cent des participants à l'enquête estiment qu'au cours des vingt-cinq prochaines années, l'enjeu des changements climatiques sera au cœur de la politique et de la planification des aires protégées. Finalement, malgré la perception voulant que les changements climatiques exercent une pression croissante, la portée des mesures politiques, de planification, de gestion ou de recherche mises de l'avant par la plupart des organismes jusqu'à maintenant demeure limitée. Si 91 pour cent des organismes indiquent ne pas disposer des capacités nécessaires en ce moment pour réagir de façon optimale aux changements climatiques, l'enquête a permis de mettre en évidence un écart significatif entre la perception de la gravité des changements climatiques et la capacité des organismes chargés des aires protégées de s'adapter. La faiblesse du financement, une capacité d'action limitée, et un manque de compréhension des changements climatiques et de leurs répercussions réelles ou potentielles comptent parmi les difficultés auxquelles sont confrontés les organismes canadiens chargés des aires protégées. In this article the author discusses the Indigenous Environmental Network (IEN) of North America and examines various environmental hazards faced by the indigenous peoples of Canada and the U.S. He comments on the impact that American consumption has on indigenous peoples and presents his belief that those living in indigenous territories are unnecessarily exposed to harmful environmental and radioactive toxins. Other topics include oil and natural gas consumption and depletion in Alaska, the impact of global climate change on the Arctic regions, and carbon trading policies.

In 2001, President George W. Bush confirmed that the US would not ratify the Kyoto Protocol. Despite the US' withdrawal, its neighbor Canada chose to ratify the Kyoto Protocol the following year. The divergence of these two highly integrated countries is surprising, since Canada and the US accepted comparable commitments in the 1997 Kyoto negotiations, and both could expect the costs of compliance to be significant given the greenhouse-gas intensive nature of their economies. The divergence cannot be explained by politicians' electoral incentives since Canadian and US politicians alike faced strong business opposition and a relatively inattentive public. A strong normative commitment to international cooperation to protect the global commons was necessary to overcome political opposition to ratification, but still not sufficient. In particular, while both Canadian Prime Minister Jean Chrétien and US President Bill Clinton supported ratification, only Chrétien had the institutional capacity to deliver on his values. Canadian municipalities have direct or indirect control or influence over approximately 52% of greenhouse gas emissions. As early as 1988, some Canadian municipalities embraced the challenge of climate change and through municipal programs recorded emissions reductions. Given the recent publication of the Government of Canada's climate change plan which clearly emphasizes a prominent role for municipalities in meeting greenhouse gas emission reductions, and equally, the federal government's declared intent to provide further financial support to cities and communities through its ‘New Deal for Cities and Communities’, it is important to consider the potential role that Canadian municipalities can take in responding to climate change, and most importantly, the barriers they face in responding. Based on these observations, this paper presents evidence from a survey of 392 Canadian municipalities (all municipalities with populations of more than 10,000 people) conducted between the summer of 1998 and spring of 1999. The survey provides information on a key issue, which despite the date of the survey remains centrally relevant today: barriers to Canadian municipal response. Building on both quantitative and qualitative results from the survey data and updated information on the number of municipalities participating in Federation of Canadian Municipality (FCM) climate change programs, the paper concludes with recommendations as to how municipal capacity to respond to climate change can be increased. This article reports that Canadian-U.S. environmental relations manifest a growing importance of transborder state and provincial cooperation and policy-making. Under the joint Climate Change Action Plan, adopted by the New England Governors and the Eastern Canadian Premiers in August 2001, participating provinces and states commit to reduce greenhouse gas (GHG) emissions to 1990 levels by 2010 and 10 percent below 1990 levels by 2020. The provinces and states moreover pledge to ultimately decrease GHG emissions to levels that do not pose a threat to the climate, which according to an official estimate would require a 75-85 percent reduction from 2001 emission levels.

The article reports on the proceedings of the 24th session of the Intergovernmental Panel on Climate Change (IPCC) in Montreal, Quebec that took place from 26 to 28 September 2005. This presents a discussion of the "Special Report on Carbon Dioxide Capture and Storage". Other issues were also discussed and these are with regard to a secretariat proposal setting out a policy and process for admitting observer organizations and the finalization of the draft of an updated set of guidelines for the preparation of national greenhouse gas inventories in 2006.

The first comprehensive assessment of Canada's water supply finds that climate change will trigger water shortages and changes in delivery of fresh water to the Arctic Ocean. This change could have worldwide impacts, such as altering the deep ocean currents that drive global climate patterns. The increasing strength of floods, droughts, and severe storms in Canada over the past decade provided the impetus for the study, released in March from Environment Canada, the federal environmental protection agency.
