This paper surveys the recent literature on the economic impacts of SARS, MERS, and COVID‐19, which Asian countries have experienced in the past two decades. In particular, we provide a detailed summary of how each of the past infectious diseases has impacted on the Asian economies and the extent of that impact. This paper also documents how the governments of Asian countries have responded to the COVID‐19 shocks with their economic policies, and discusses the effectiveness of these economic policies to mitigate the COVID‐19 shocks on their economies. This paper examines the impact of remittances on economic growth, using developing countries in Asia and the Pacific as a case study. Using data for the period 1993–2013, our results show that remittances only generate negative and significant impacts on economic growth if they reach 10 percent of GDP or higher. A remittances‐to‐GDP ratio of below 10 percent could still impact growth negatively, but the effect is statistically insignificant. The present study finds some degree of substitutability between remittances and financial development. Foreign direct investment (FDI), but not other types of capital inflow, contributes significantly to economic growth. Other traditional growth engines, including education, trade openness, and domestic investment, are crucial in promoting growth in developing Asian and Pacific nations. [ABSTRACT FROM AUTHOR]

Cluster policies around the world take many shapes and forms. This statement is particularly true in case of Asian countries where cluster policies are as much differentiated as the economies of the region. This diversity is illustrated by the following examples: the Knowledge Clusters in Japan, Specialized Towns Program in China, provincial cluster development policy in Thailand, craft villages in Vietnam and Micro and Small Enterprises - Cluster Development Programme in India. This paper indicates the policy creation process based on multi actors and multi levels as the source of this diversity. On the road to the best possible cluster policy mix, one should take into consideration the cohesion and adequacy of the policy established in the particular economy. It has been widely accepted that the structure of population of a country can have significant contribution towards its growth effort. With the proportional increase of relatively older group of people in developed countries alongside the proportional rise of the youth population in the developing part of the world, it is of paramount importance to understand the long term economic consequences of this changed structure of population. Despite having a favorable demographic composition, depending on public investment and policy strategy adopted, economies differ in terms of their ability to attain demographic dividend. The issue is therefore an empirical one which requires appropriate quantitative analysis. Against this backdrop, with the help of a 37-year long panel of 15 Asian countries, this study has made an attempt to understand the long run effect of changing demographic pattern on economic growth of Asian countries. Despite increased importance of demographic composition on labor supply, asset accumulation, savings, hence on the overall growth process, there is no literature focusing on the relationship from a cross-country perspective and while applying suitable methodological tools. Thus, this paper utilized econometric methods of panel data constructed using World Development Indicators (WDI) and Health Nutrition and Population Statistics (HNPS) from World Bank database to understand the linkage between dependency ratio and per capita GDP growth. Following cross section dependence test stationarity property of the variables has been diagnosed employing appropriate panel unit root tests. The short run and long run parameters have estimated with the help of Mean Group (MG), Pooled Mean Group (PMG) and Dynamic Fixed Effect (DFE) estimators. PMG estimates have been preferred over the DFE and MG. It revealed the fact that for the Asian countries Dependency Ratio (DR) does not have any short run impact on Per Capita GDP Growth (PCGDPG) but it has significant long run impact therefore with an increase in working age population in comparison to the non-working group, there is a resulting increase in per capita GDP growth of Asian countries. Since changed demographic composition can only result in higher economic growth, if complemented by effective public policies, this paper provides empirical evidences in favor of such policies of human resource development. Besides, in order to reap the maximum benefit from working age population while increasing investment, it is important to engage them in productive, growth enhancing activities and that requires investment in employment generation. Despite the widespread recognition of the significance of long-term sustainability, there is as yet a relative paucity of evidence on what factors account for sustainability performance. In an effort to close the apparent gap in knowledge, this study contributes new empirical evidence to this discussion by considering the role of economic policy uncertainty. Inconsistent economic policy may undermine sustainability efforts as it creates a more complex and volatile operating environment, which, in turn, affects the behaviour of economic entities in the system. Drawing primarily on environmental management literature, this study aims to investigate the relationship between economic policy uncertainty and sustainability performance in the Asian regions between 2012 and 2020. With country-level annual data, this study estimates the model using a system generalised method of moments approach to address the possible biases resulting from serial correlation of random errors, simultaneity, and unobserved heterogeneity. Therefore, the estimates of this study will be consistent and asymptotically unbiased. The empirical analysis reveals that sustainability performance in Asia is adversely affected by economic policy uncertainty. The sustainability sub-components results are broadly in line with the main results that a higher economic policy uncertainty index is detrimental to the protection of natural capital and the development of social capital. This study concludes that ongoing economic policy uncertainty and disturbance could have serious repercussions for local economies, thereby hindering sustainability development. Overall, the findings of this study suggest that the establishment of sustainability development frameworks in areas of climate goals, social justice, and good governance would need to pay close attention to uncertainty in economic policy. Asia differs from other regions of the world with respect to its unique and longstanding cultural, social, economic, and technological attributes, all of which have eluded systematic exploration by entrepreneurship scholars, representing a unique entrepreneurial context. This paper combines a Granger causality test and a VAR model to investigate the relationships among oil price shocks, global economic policy uncertainty (GEPU), and China’s industrial economic growth. Based on monthly data from 2000 to 2017, we reveal that GEPU and world oil prices jointly Granger cause China's industrial economic growth; world oil prices have a positive effect on China's industrial economic growth, while GEPU has a negative effect. Further analyses investigate the asymmetry effect of oil prices and find that the negative component shows a more significant impact on China's industrial economic growth. In the Organisation for Economic Cooperation and Development's (OECD) attempt at a definition, it refers to innovations that "intentionally or not, contribute to a reduction of environmental impact in comparison with alternative practices", (OECD, 2009). Southeast Asia is a development success story. By 2025, it is forecast that extreme poverty in the region will have been ‘eradicated’. Does this mean that the challenges so evident in the 1960s when the countries of the region began to pursue development have been met, and the objectives achieved? The paper makes a case for thinking afresh about development and the poverty project, recognising that development is never neatly achieved but, rather, re‐worked, re‐engineered and re‐imagined over time. This is done through identifying different categories of ‘poor’, each produced through different poverty‐making processes, measured and viewed in different ways, and their poverty addressed using different approaches and policies. With specific reference to the cases of Laos and Thailand, and drawing on longitudinal research in the latter country, it is argued that while economic growth does trickle down, it trickles down in quite discrete and often contingent ways. The paper analyzes the role of monetary policy for cyclical movements of investment and asset markets in East Asia and Europe based on a Mises-Hayek overinvestment framework. It is shown how the gradual global decline of interest rates has triggered wandering overinvestment cycles in Japan, Southeast Asia, and China. Similarly, it is shown how a one-size monetary policy within the European Monetary Union has not preserved the European Monetary Union from idiosyncratic economic development and crisis because of uncoordinated fiscal policies. With monetary policy crisis management being argued to impede financial and economic restructuring, a timely exit from ultra-expansionary monetary policies is recommended for both East Asia and Europe to reconstitute economic stability and growth. This paper explores the opportunities presented by the Trans-Pacific Partnership (TPP) to Japan to revitalize its trade policy, bolster economic growth, and increase participation in regional multilateral fora for the 21st century. Despite its strengths, Japan has continued to face problems caused by its economic, political, and strategic policies. The Japanese economy has been stagnant for the last several decades, and Japan needs to take bold steps to ameliorate this situation. Politically, domestic political paralysis has had a negative impact on Japan's alliances and partnerships and eroded Tokyo's ability to act as a major player in the increasing vital and important Indo-Pacific region. Connected to this, it is imperative for Japan to engage itself deeply in Asia in ways that increase strategic trust. This paper will also highlight the necessary reforms Japan must undertake to take full advantage of the benefits of the TPP, as well as what the TPP might mean for its relationship with both the US and other regional partners. Understanding the determinants of capital inflows is essential to designing an effective policy framework to manage volatile capital flows and their disruptive potential. This paper aims to identify factors that explain the size and volatility of various types of capital flows to developing Asia, vis-à-vis other emerging market economies. The estimates for a panel dataset show that per capita income growth, trade openness, and change in stock market capitalization are important determinants of capital inflows to developing Asia. Trade openness increases the volatility of all types of capital inflows; while change in stock market capitalization, global liquidity growth and institutional quality lowers the volatility. A regional factor plays an important role in determining the size and volatility of capital inflows in emerging Europe and emerging Latin America, suggesting that regional economic cooperation and policy coordination may be an important element in designing a policy framework to manage capital inflows. There are claims that China's influence on ASEAN is direct in that she has encouraged more exports to flow into her huge markets and changed trade flows amongst member countries. Demand and supply are deemed to have therefore become more China-centred. This paper looks at the plausibility of China as a 'factor' that influences bilateral intra-ASEAN trade flows through demand (exporting country) and supply (partner country). The key finding of the study is that China's trade association with the region increases intra-ASEAN exports. China is therefore the most practical choice for the ASEAN+1 FTA to initiate deeper trade integration within the region. This paper investigates the determination of inflation in the framework of an open economy forward-looking as well as conventional backward-looking Phillips curve for eight Asian countries - Japan, Hong Kong, Korea, Singapore, Philippines, Thailand, China Mainland and India. Using quarterly data from the 1990s to 2005 and applying the instrumental variables estimation technique, we find that the output gap is significant in explaining the inflation rate in almost all the countries. Furthermore, at least one measure of international competitiveness has a statistically significant influence on inflation in all the countries. The differences in the developed and developing world are highlighted by the significance of agriculture related supply shocks in determining inflation in the case of developing countries. This paper measures and investigates the welfare costs, other effects and recovery process of the 1997 Asian crisis, and evaluates the impact of the policy program supported by the International Monetary Fund (IMF). The main findings are as follows. First, the ratio of ‘whole cost’ to the level of consumption in a hypothetical economy is high: 50% for Indonesia, 39% for Hong Kong, 36% for Korea, 30% for Thailand and 18% for Malaysia. Second, the dynamic process of ‘cost at period t’ quickly converges to 40% immediately after the crisis, though the costs for Indonesia and Hong Kong gradually increase toward 100%. Third, the IMF-supported programs in Thailand, Indonesia and Korea were implemented straight after the peak cost. Finally, the cost of the IMF-supported program was relatively inexpensive compared with the welfare cost of the crisis. [ABSTRACT FROM AUTHOR]

Over the last decade, essentially since the Asian crisis of 1997-98, the economic integration of Northeast Asia has been marked by three overarching trends. Economic relations have become: 1) more institutionalized; 2) more "Asian;" and 3) more China-centric. These macro-trends are demonstrated and analyzed in the paper. But by way of anticipation, numerous counter-cutting facts need also to be kept in mind. In essence, recent trends, notable as they are, have by no means reversed three counter-realities: 1) economic ties are still largely driven, less by governments and formal arrangements, than by corporations in search of profits and production efficiencies; 2) despite growing economic interdependence across Northeast Asia and between that sub-region and Southeast Asia, Japan, China and South Korea remain heavily linked to global, and particularly US, markets; and 3) though China is an ever important hub in Northeast Asian trade and investment, Japan remains by far the most powerful economic player in the region. The present paper describes the benefits and costs, in qualitative terms, of managing food price instability in Asia in the context of promoting economic growth and poverty reduction to improve food security. The experience of Asian governments in actual practice with price stabilization is discussed in the context of managing an efficient transition to market-mediated food security. Recent experience in Indonesia, where a sharp increase in rice prices (caused by a ban on rice imports) pushed 4 million people into poverty, provides continued motivation for the analytical story in this paper. Previous studies on PPP have tested either the null hypothesis of nonstationary or the null of a stationary real exchange rate and used the US as the base country and focused on industrialized countries. It has been argued that testing either null is insufficient to confirm the presence of PPP. It has also been noticed that the results are sensitive to the choices of the base country: for instance, the US versus Germany. In contrast to previous studies, this paper uses different unit root tests, confirmatory analysis, and different base countries to test PPP for a sample of developing countries in Asia during the current float. Overall, the results do not seem to be sensitive to the choice of the base country, and joint rejections are not present but joint non-rejections are far more common. Using Perron's test, which allows for a one-time break in the series, the results indicate evidence of stationarity for Indonesia, Korea, Malaysia and Thailand when the US is the base country. New bilateral and multilateral arrangements emerged after the Asian financial crisis in the areas of financial assistance, financial regulation, and exchange rate stabilization. Strikingly, however, very few such arrangements emerged at the regional level. This paper argues that (1) the success of bilateral and international arrangements was the result of policy preference compatibility among East Asian countries and (2) the countries' policy preferences can be explained as a function of their financial system features (securities-market-based or bank-credit-based) and external balance positions (capital-dependent or capital-sufficient). Although this framework cannot predict whether countries will agree on a particular policy proposal, it can explain the diversity of their proposals, the likely lines of conflict, the nature of their compromises, and why certain proposals succeed (or fail) even without the strong support (or opposition) of major powers. Can regionalism do what multilateralism has so far failed to do - promote greater openness of services markets? While previous research has pointed to the wider and deeper legal commitments under regional agreements as proof that it can, no previous study has assessed the impact of such agreements on applied policies. This paper focuses on the ASEAN region, where regional integration of services markets has been linked to the thriving regional supply chains. Drawing upon surveys in 2008 and 2012 of applied policies in the key services sectors of ASEAN countries, we assess the impact of the ASEAN Framework Agreement on Services ( AFAS) and the ambitious ASEAN Economic Community Blueprint, which envisages integrated services markets by 2015. We find that ASEAN is not integrating faster internally than vis-à-vis the rest of the world: policies applied to trade with other ASEAN countries are virtually the same as those applied to trade with rest of the world. Moreover, the recent commitments scheduled under AFAS have not produced significant liberalisation and, in a few instances, services trade policy has actually become more restrictive. The two exceptions are in areas that are not on the multilateral negotiating agenda: steps have been taken towards creating regional open skies in air transport, and a few mutual recognition agreements have been negotiated in professional services. This paper examines the effects of International Monetary Fund (IMF) policy announcements on financial markets worldwide. We investigate reactions from stock, bond, foreign exchange and futures markets and banking and financial companies during the Asian crisis. We explore the impact of IMF bailouts not only on crisis countries, but also on main creditor countries. We study the impact of local governments’ and public responses in crisis countries to account for interaction between the IMF and local parties. We show IMF involvement and local governments’ co-operation actually helps crisis countries but not creditors. We show that in crisis countries, financial markets generally react unfavourably to their governments’ initial demands for IMF assistance, while compliance of the crisis countries with the IMF policy action is commonly perceived as good news. Financial markets in crisis countries react negatively to prolonged negotiations and government actions against IMF policy. Creditor countries’ financial markets are not responsive to IMF actions in crisis countries. We discuss policy implications of findings. [ABSTRACT FROM PUBLISHER]

This article examines past evidence of prolonged periods of foreign exchange reserves accumulation in the Asia-Pacific region. Several proxies for this unobserved variable are considered, including a newly proposed one based on a factor model. We focus on identifying periods of prolonged interventions and identify its key macro-financial determinants. Two broad conclusions emerge from the stylized facts and the econometric evidence. First, the best protection against costly reserves accumulation is a more flexible exchange rate. Second, the necessity to accumulate reserves as a bulwark against goods price inflation is misplaced. Instead, there is a strong link between asset price movements and the likelihood of accumulating foreign exchange reserves that are costly. Policy implications are also drawn. While finance is critical for small and medium-sized enterprises (SMEs) to survive and grow, most SMEs suffer from poor access to finance. Given the pronounced global financial uncertainty, stable access to appropriate funding sources has become even more difficult for SMEs to attain. Lessons from the global financial crisis have motivated many countries to consider SME access to finance beyond conventional bank credit and to diversify their domestic financial systems. This paper uses empirical analysis to point out the limitations of traditional bank lending to SMEs and suggests possible policy approaches facilitating them to access growth capital. Purpose: Managers are concerned about how the macroeconomic environment affects business profit. Focusing on banks, this study aims to investigate the effect of economic policy uncertainty (EPU) on bank profitability in 22 advanced countries. Design/methodology/approach: The study used the panel fixed effect regression methodology to assess the effect of EPU on several measures of bank profitability for 22 advanced countries from 1998 to 2017. The measures of bank profitability are net interest margin, lending-deposit spread, non-interest income (NII) ratio, after-tax return on asset, before-tax return on asset, after-tax return on equity and before-tax return on equity. Findings: The findings reveal that high EPU negatively affects bank NII. Real gross domestic product growth rate, nonperforming loans and regulatory capital ratio are negatively related to profitability in times of high EPU. The findings also reveal that high EPU has a positive effect on bank profitability in Asia and the region of the Americas, as these regions witnessed high return on equity in times of high EPU. Practical implications: The implication of the findings is that, although EPU has a depressive effect on some indicators of bank profitability, regional characteristics can ameliorate the depressive effects of EPU on bank profitability. Originality/value: This study contributes to the literature that examine the economic consequences of EPU on firms. To the best of the authors' knowledge, this study is among the first to examine how regional characteristics affect the relationship between EPU and bank profitability using cross-country data. This paper intends to analyze the economic policies formulated in the current economic crisis for capturing the most important governmental strategies. The analysis of the economic policies formulated during "subprime" crisis confer us a viable framework of understanding the association between political strategies and doctrinal views. In this meaning, we can identify a mix between Keynesian solutions and monetarist practices. However, we intend to observe, in the strategies adopted, if there was a common action plan in various countries and the social impact of all economic policies. Given the origins of this crisis, the United States, we intend to identify the action plan of the U.S. government, in connection with the strategies applied in European Union and Asia. Asia is an increasingly significant player in the global economy, and Asia's unprecedented growth and multifaceted disparities have generated many fascinating issues for scholarly research. This paper examines Korea's employment dynamics and analyzes how adverse impacts could be mitigated during the recent economic crisis in comparison with the 1997 to 1998 Asian crisis. A clear lesson is that policies to mitigate adverse impacts of financial crisis on the macroeconomic level should be given priority for preserving employment. In this regard, expansionary monetary and fiscal policies to keep aggregate demand from collapsing need to be emphasized once a crisis breaks out. However, equally crucial is the maintenance of sound pre-crisis fundamentals to help keep negative impacts from proliferating, even when a crisis is triggered. In addition, flexible labor market structures and temporary employment-boosting policies appear to be necessary to reduce the negative impacts of a crisis on workers. © 2011 by the Association for Public Policy Analysis and Management. Traditional models have encountered problems in explaining the accumulation of international reserves, particularly in Asia, in the period since the late 1990s. One suggestion has been that countries have sought to self-insure against future crises, either because of a perceived increase in the cost of crises or because of the perceived conditionality costs of using IMF credits. This paper offers an empirical investigation of these ideas, disaggregating across regions and across IMF facilities. We find that IMF programs have had a significant positive effect on subsequent reserve accumulation, allowing for other determinants, and that this effect endures over time. We also find that the effect differs between Latin America and Asia, and that it is not simply a phenomenon that is associated with the Asian crisis of 1997/98. This article analyses macroeconomic policies capable of influencing the long-run real exchange rate (RER). In this vein, it identifies economic policy tools that can devalue RER, covering a theoretical issue neglected by the economic literature, which argues that competitive exchange rate enhances growth. After discussing the "Trilemma," we identify those variables that could affect RER without constraining monetary policy or exchange rate regime choice. In what follows, we model the probability of achieving an undervalued (small or large) RER for a sample of 14 developing countries from 1980 to 2010 (30 years) by applying econometric techniques for discrete choice and censored data. Afterwards, we compare the results for Latin American nations with Asian ones. They suggest that competitive exchange rate requires different approaches depending on the region. For the past two decades, the fast-developing Asia has emerged as one of the most important economic regions. However, its economic growth is accompanied with severe software piracy. This paper analyzes productivity changes of 11 Asian economies and 4 non-Asian industrialized economies by taking into account software piracy using the Malmquist productivity index and its two components, efficiency change and technical change over the period 1994–2002. The results indicate that when software piracy is included, productivity growth in Asian developing economies regresses, while productivity growth in the four non-Asian industrialized economies improves. This paper reviews the current state of affairs in developing Asia-Pacific countries in terms of poverty and environmental deterioration and some plausible reasons for their presence, including the poverty-environment nexus. It then assesses progress made so far by the governments of these countries and bilateral and multilateral donors in dealing with these critical issues. The paper then focuses on key factors that will help achieve the Millennium Development Goals of poverty and hunger eradication and environmental sustainability: economic growth policies, specific policies, programmes to reduce poverty and promote sustainable development, and social equity concerns for the present and future generations Success in achieving the MDGs will require strong political commitment at the highest level. The paper ends with recommendations for the international community and Japan on policy and institutional reforms for poverty reduction and environmental sustainability, including the need to broaden traditional environmental education into "education for sustainable development," in full recognition of the linkages among environment, human rights, health, peace, and development. The causes of the Asian economic crisis have been the subject offierce debate among economists. Yet little is known about the impact on employment and wellbeing. in Indonesia, the worst affected country, the malaise turned info a political and societal upheaval which brought an end to the New Order regime. Based on anthropological field work in two villages along the coast of West Java, the paper discusses the repercussions for work and welfare in the rural hinterland. The author criticizes the policies of the Government of Indonesia as well as those of the World Bank and other international agencies on what has happened and what should be done. His micro study on socio-economic dynamics in two localities, researched in a longitudinal perspective, argues that since the start of the crisis the poverty level, then already much higher than officially acknowledged, rose to include more than half of all households. In contrast to the received wisdom that the village still functions as a community, the crisis has widened the gap between the rural rich and poor. The fieldwork findings are held to justify conclusions for areas with similar structural characteristics: densely populated, with a highly skewed pattern of land distribution, long-distance labour circulation between city and countryside and involving a substantial part of the total workforce, especially the landpoor and the landless. The 1997-98 Pacific Asian crises have left most established interpretations of the region's long-term growth in serious disarray. This paper begins the task of reinterpreting Pacific Asian economic growth through, in particular, an examination of the Thai experience. It is argued that, while Thailand's growth from the early 1960s was associated with the least interventionist state in Pacific Asia, by international standards there were high levels of price distortion. From the late 1970s changed circumstances reduced both the level and, more significantly, the effectiveness of the Thai developmental state. These developments, while playing a role in the sustaining of the Kingdom's rapid growth and structural change during the period 1986-96 also made the Kingdom extremely vulnerable to financial disruption. It is suggested that the Thai situation has wider application in seeking to understand Pacific Asian growth in general and the 1997-98 crisis in particular. This leads to a questioning of the IMF neoliberal-based interpretations of Pacific Asian growth and the prescriptions for dealing with the crises. [ABSTRACT FROM AUTHOR]

Recent attempts to diagnose the causes of the Asian financial crisis are examined in this paper. The view, supported in the IMF and other influential sources, that it was the outcome of a market response to policy deficiencies is subject to critical scrutiny. It is argued that the discussion of a new international financial architecture must recognize that financial markets have the potential to generate serious economic disruption without the aid of policy incoherence. An implication is that temporary control over short-term capital movements may be a useful adjunct to a flexible exchange rate regime for capital importing countries. This paper locates the housing policies of the little tiger countries-Hong Kong, Singapore, South Korea and Taiwan-in the policy regimes approach found in the literature dealing with other industrialised countries. It begins by establishing three regime types-liberal, communist and corporatist-describing different balances of market and state in the development, construction and consumption phases of housing provision. Building on a discussion of the general approach in the little tiger countries to economic and social policy, and particularly of the nature and extent of state intervention in their housing policies, it proposes that together they represent a fourth regime type, one that can be characterised as corporatist in production and liberal in consumption.
