In 2015, the European Commission laid out its Circular Economy Package for providing the way to a transition towards a sustainable European economy. The package was followed by a serious of measures aimed at increasing circularity in the EU economy. While the first steps were carried out, it proved to be a long way to establish a circular economy. In 2019, the circularity rate stood around 11% with large variations among the Member States. When the new Commission proposed its EU Green Deal in 2019, a new impetus was given to promote the economic transition. However, efforts come at a time when the Union is confronted with several serious enormous challenges (e.g., increased global competition, raw material scarcity, mounting volumes of waste, climate change, Covid-19). Furthermore, in February 2020, the United Kingdom left the European Union after four years of draining negotiations. With the departure of the UK, the EU has not only lost a major economic power but also a Member State actively steering discussions during EU environmental policy-making processes. Accordingly, Brexit will change the face of the EU and its efforts in establishing a circular economy. True, in the past UK governments showed a mixed record of environmental policy engagement. And London did not spare criticizing, down-washing or even blocking several environmental regulations of the EU (e.g., habitat laws, glyphosate, energy efficiency directive, national renewable targets), but the Union lost an active and highly developed economic and political power with extraordinary capacities, international outreach and influence. Accordingly, Brexit not only represents a major change to environmental governance in the United Kingdom but also for the Union. The study seeks to reveal major consequences of Brexit in regards to environmental policy-making of the EU-27, particularly focusing on the circular economy. To what extent does Brexit hamper EU efforts in establishing a circular economy? What are the consequences for EU policy-making aimed at reducing material consumption, increasing resource efficiency, and closing industrial loops? In the European Union (EU-27) and UK, animal farming generated annually more than 1.4 billion tonnes of manure during the period 2016–2019. Of this, more than 90% is directly re-applied to soils as organic fertiliser. Manure promotes plant growth, provides nutritious food to soil organisms, adds genetic and functional diversity to soils and improves the chemical and physical soil properties. However, it can also cause pollution by introducing toxic elements (i.e., heavy metals, antibiotics, pathogens) and contribute to nutrient losses. Soil organisms play an essential role in manure transformation into the soil and the degradation of any potential toxic constitutes; however, manure management practices often neglect soil biodiversity. In this review, we explored the impact of manure from farmed animals on soil biodiversity by considering factors that determine the effects of manure and vice versa. By evaluating manure's potential to enhance soil biodiversity, but also its environmental risks, we assessed current and future EU policy and legislations with the ultimate aim of providing recommendations that can enable a more sustainable management of farm manures. This review explored the relationship between manure and soil biodiversity by considering 407 published papers and relevant legislative provisions. In addition, we evaluated whether benefits and risks on soil biodiversity are considered in manure management. Thereafter, we analysed the current legislation in the European Union relevant to manure, an important driver for its treatment, application and storage. This review found that coupling manure management with soil biodiversity can mitigate present and future environmental risks. Our analyses showed that manure quality is more important to soil biodiversity than manure quantity and therefore, agricultural practices that protect and promote soil biodiversity with the application of appropriate, high-quality manure or biostimulant preparations based on manure, could accelerate the move towards more sustainable food production systems. Soil biodiversity needs to be appropriately factored in when assessing manure amendments to provide better guidelines on the use of manure and to reduce costs and environmental risks. However, radical changes in current philosophies and practices are needed so that soil biodiversity can be enhanced by manure management. Manure quality in the EU requires greater attention, calling for more targeted policies. Our proposed approach could be applied by European Union Member States to include soil protection measures in national legislation, and at the EU level, can enable the implementation of strategic goals. Ambitious carbon reduction targets are driving a new era of carbon control reflecting the UK, the EU and international commitment to mitigating the predicted impacts of global warming and climate change. Observed as a transition away from the more holistic goals of sustainable development (While et al., 2001), the ‘low carbon’ (LC) agenda is increasingly recognised as problematic in so far as it is pro-technological and promethean, marginalising the importance of social, political, economic and wider environmental issues. With specific implications for housing and householders, the paper explores how the current preoccupation with ‘LC’ presents some potential pitfalls in relation to advancing sustainable housing. Abstract: Waste legislation in the United Kingdom (UK) implements European Union (EU) Directives and Regulations. However, the term used to refer to hazardous waste generated in household or municipal situations, household hazardous waste (HHW), does not occur in UK, or EU, legislation. The EU''s Hazardous Waste Directive and European Waste Catalogue are the principal legislation influencing HHW, although the waste categories described are difficult to interpret. Other legislation also have impacts on HHW definition and disposal, some of which will alter current HHW disposal practices, leading to a variety of potential consequences. This paper discusses the issues affecting the management of HHW in the UK, including the apparent absence of a HHW-specific regulatory structure. Policy and regulatory measures that influence HHW management before disposal and after disposal are considered, with particular emphasis placed on disposal to landfill. [Copyright &y& Elsevier]

Many civil and common law countries rely heavily on the use of civil and administrative penalties for environmental protection. The criminal law is generally reserved for serious cases where there is clear evidence of fault; i.e. moral blame worthiness. Although the United Kingdom has traditionally relied on criminal sanctions, civil and administrative penalties are increasingly used. This trend is likely to continue. The European Union, however, is currently giving serious consideration to the use of Europe-wide criminal penalties to ensure that European environmental legislation is implemented and enforced. This papa seeks to develop a new understanding of the implementation of EU policies as a mixed process of both Europeanization and domestication. While some scholars equate the implementation of EU policies with Europeanization, this fails to capture the dominance of national factors and the relative impact of EU policies. The implementation of EU policies is best conceptualized as a blend of effective EU influence over domestic policy choices in a given policy area - defined as Europeanization - and of domestic choices of non-prescribed or non-recommended policy options in the same policy area - which is termed domestication. Domestication and Europeanization usually work as complementary forces. To comply with EU recycling targets for packaging waste, the UK relies on an industry run and market based eco-tax levied by reprocessors on obligated businesses. After examining the details of this approach, the use of Packaging Waste Recovery Notes is assessed in terms of its allocative impact and the contribution made to eco-efficiency. The evidence indicates the UK system has minimized the cost of delivering current EU targets, but has not been able to deliver allocative efficiency or to demonstrate dynamic improvements in resource use. A central problem for improving the implementation effectiveness of European legislation lies in the impact of national administrative traditions. The dependence on national administrations for implementing European policies implies that the formal transposition and practical application of supranational policies are crucially influenced by administrative traditions prevalent in a certain policy field, which may differ substantially from country to country. Focusing on the implementation of EU environmental policy in Britain and Germany, it is the objective of this article to investigate the interplay of national administrative traditions and European policy implementation in closer detail. The main argument is that the extent to which administrative traditions affect implementation effectiveness is less dependent on the 'real' costs of adaptation than on the level of embeddedness of existing structures. This article presents information on global warming. As climate change climbs up the political agenda, researchers have pooled much of the most recent research into what many believe is a compelling case for the immediacy of global warming. This information was presented in a report based on a meeting convened last year at the request of British Prime Minister Tony Blair. It says a range of measures, from emissions trading to nuclear power, are needed to both minimize future impacts and cope with those that cannot be avoided. During 2005, Prime Minister Tony Blair was both chair of the G8 leaders of industrial powers and president of the European Union and pledged to use his twin roles to combat global poverty and climate change. To advance the climate initiative, 200 researchers from across the globe met at the Hadley Center for Climate Prediction and Research in Exeter last February. The meeting came 4 years after the last assessment report from the Intergovernmental Panel on Climate Change, the benchmark for global warming, and the scientists chewed over new results. The report contains models showing how the acidity of the oceans will increase as a result of more carbon dioxide in the atmosphere.

The article comments on key issues pertaining to regulations governing transport-related emissions including greenhouse gas and carbon dioxide emissions in Great Britain and the rest of Europe in commercial aeronautics, trains and power stations. In Great Britain, the government has set standards to cut emissions by 60 percent in 2003 relative to 1990 levels. This initiative has emphasized the obligation of the aviation industry to reduce carbon emissions including other sectors from households and industry to road transport and shipping. In this regard, the European Commission has proposed to include aviation emissions in the European Union emissions trading scheme.
