This study of patent applications and scientific publications related to batteries is unique as it includes the volume of as well as qualitative indicators for both types of publications. Using carefully elaborated strategies to identify publications relating to batteries, this study provides data to discuss the critical balance to strike between investments in research and the more innovation-related aspects. The results show that China's dominance in publication volumes increases and that research with Chinese involvement is highly cited, whereas patent applications are slightly less valued than the world average. Quality-related indicators for Canada and the United States are very high for both scientific publications and patent applications. National differences in the proportions of patent applications and scientific publications are large, with Japan at one end with three patent applications per scientific paper and Canada at the other with almost seven scientific papers per patent application. On an actor level, data for Sweden indicate how the automotive industry started to file many patent applications in the decade starting in 2010. Finally, it is noted that this new approach to study a technological field appears promising as it gives new perspectives of relevance for policy actors and others. [ABSTRACT FROM AUTHOR]

Research shows a positive association between skilled migration and innovation. Related literature however is largely limited to the use of proxies such as patents, and publications. There is also a lack of attention to how innovation is accomplished in practices. This paper addresses these gaps with an examination of the innovative contributions made by immigrant engineers in Canada. Conceptually, informed by practice-based theories, it conceives innovation as a sociocultural and sociomaterial process that leads to the transformation of the object/motives of activities, i.e. the problem space to which actions are directed. Empirically, drawing on a thematic and situational analysis of the career accounts of 32 immigrant engineers, it shows that immigrants expand engineering practices by introducing, inter alias, new technologies, products, processes, policies and standards. It further traces the rise of the problem spaces, and the ways in which engineering objects and other practitioners are knotted into practices of innovation. It argues that while immigrants manage to introduce epistemic objects through continuous learning and knowledge translation, it is through the enrolment of other practitioners, and technologies and tools that relations of differences and power are (re)negotiated, and new ways of doing become amplified as innovation at work.

This paper describes the development of a three-phase approach our team of educational developers finds useful in curriculum projects in our Teaching and Learning Centre. Informed by the literature on the importance of flexibility and iteration (Knight, 2001; Wolf, 2007) and an orientation towards Appreciative Inquiry (Srivastra & Cooperrider, 1990), we contextualize our work in relation to others in the Canadian educational development landscape. Additionally, we highlight the importance of recognizing micro, meso, and macro levels of influence in institutions of higher education (Poole & Simmons, 2013). We describe our Inquire, Imagine, and Innovate, or 3-I, model for curriculum consultation, positioned by fictionalized vignettes demonstrating how each phase is applied. We conclude the paper by indicating where we are continuing to develop this work.

This paper explores the current state of university-based business incubators (UBIs) in Canada by utilizing both secondary and primary data obtained through desk-based secondary research and semi-structured interviews with UBI managers, academics, and support staff. These data informed the development of nine cases of UBIs in Canada. The data were collected from VoIP (Voice-Over-Internet-Protocol) based semi-structured interviews with 32 participants during the COVID-19 pandemic (March 2021-February 2022), from which 9 cases were developed during the pandemic. The key themes derived from the findings were the development of communication skills, curriculum development, extra-curricular activities, industry engagement, innovation, research skills and strategic thinking. The originality of this study lies in its identification of the current state of UBI activities as well as its assessment of the broad range of activities and provisions among Canadian UBIs. The empirical development of showcasing these initiatives is also novel for the efficacy of UBIs concerning institutional and managerial decision-making and operational planning. There are implications for academics, senior management in higher education, entrepreneurs, policymakers and other stakeholders in the entrepreneurship ecosystem.

This paper reviews neoliberalism as an ideology that has influenced higher education generally and Ontario higher education in particular. It includes a discourse analysis of "Strengthening Ontario's Centres of Creativity, Innovation and Knowledge" (Ontario Ministry of Training, Colleges, and Universities, 2012), a government discussion paper developed to focus roundtable conversations on the future of higher education in the province. The analysis reveals that, by framing higher education around such market values as competition, productivity, private interest, and profit, the discussion paper supports the government in its continuing efforts to construct, normalize, and advance a neoliberal vision of higher education.

Youth-Creative Action Research (Y-CAR) is a variant of participatory action research specifically suited for exploring and developing evidence-informed innovations to address complex social challenges such as climate change. In this paper, we present an overview of Y-CAR and explore its core defining features, potential for application in research and action, and connection to other action-oriented research methodologies. We draw on a range of examples of this emergent methodology that illustrates its evolution and core principles in action and show how it has been implemented in research. We conclude the paper by examining key learnings, future leverage points, and limitations to applying Y-CAR in practice.

There is an increased need for leadership development in higher education around the world. Reported in this paper is an explorative higher education leadership development program developed from an international comparative perspective. This ongoing program is offered to Chinese university administrators at a Canadian university since 2012. This paper hopes to share the design of the program and its potential contribution to the theorizing of leadership development in higher education. The international comparative approach perceives leadership in higher education as closely aligned with different models of governance, and leadership development involves raising system awareness as a foundation for innovation.

Purpose: This paper aims to examine the broad concept of university-community partnerships as it applies to creating sustainability initiatives. The benefits of university-community partnerships are increasingly recognized, and this paper offers direct insights from community stakeholders on the principles, functions and activities they see as foundational to effective university-community partnerships in northern British Columbia. Design/methodology/approach: CommunityStudio was a co-learning partnership that sought to place students into the community and region to collaborate with community/government partners on interdisciplinary projects identified by the city, regional district or other community stakeholders. Through key informant interviews and a thematic analysis, the authors examine the expressed needs that CommunityStudio partners identified as key to ensuring such collaborations are mutually beneficial. Findings: Within the community/regional development context of northern British Columbia, community experience highlights the importance of equity and inclusion, flexible programme design and an institutional culture that supports risk taking in teaching and learning as keys to the success of university-community partnerships. Originality/value: This work contributes to calls for knowledge-based institutions such as universities to act as catalysts for social innovation within regional contexts outside of major metropolitan urban centres.

It seems certain that blended learning will be on the rise in higher education, with in-person meetings increasingly precious time, and online synchronous and asynchronous sessions used to complement them. This paper examines Knowledge Building in two graduate courses conducted during the COVID-19 pandemic. There were no in-person sessions; rather, synchronous Zoom sessions were combined with asynchronous work in a knowledge building environment--Knowledge Forum. Knowledge Forum is designed to make transparent and accessible means by which deep understanding and sustained creative work proceed. Accordingly, for example, rise-above notes and view rearrangement support synthesis and explanatory coherence, epistemic markers support knowledge-advancing discourse, and analytics support self-and group-monitoring of progress as work proceeds. In this report, we focus on these aspects of Knowledge Building, using a subset of analytics to enhance understanding of key concepts and design of principles-based practices to advance education for knowledge creation. Overall, we aimed to have students take collective responsibility for advancing community knowledge, rather than focus exclusively on individual achievement. As we reflect on our experiences and challenges, we attempt to answer the following questions: Do courses that introduce Knowledge Building in higher education need an in-person or synchronous component? In what ways can we leverage in-class time and Knowledge Forum work to engage students in more advanced knowledge creation? We conclude that synchronous and asynchronous Knowledge Building can be combined in powerful new ways to provide students with more design time and deeper engagement with content and peers.

This paper shares the findings from a three year Participatory Action Research Study around the selection, implementation and effectiveness of educational technologies for enhancing learning in a Teacher Education subject for second year pre-service primary teachers. The innovative Project-Based subject is described using a critical lens. The paper will share how two lecturers and their students explored their changing roles as teachers and learners and the tensions that emerged between their beliefs about student centered, authentic learning and the role of technology. It will explore the ways the technological innovations began to reshape and inform thinking about teaching and learning practices. (Contains 1 footnote.)

This paper considers how the meaning of innovation has changed over time and considers how contemporary conceptions of innovation are problematic for education. The popularity of the overhead projector in schools during the 1960s is examined to show how education innovation relies on a novel new product for classrooms and a belief by adopters that the tool will radically change education. Educational Innovation movements masquerade consumerism as pedagogy. Current Canadian examples of innovation are examined to show how innovation has become a trendy buzzword. Innovation has connections to consumerism which problematizes the prevalent notion that innovation is the target that education must strive to achieve. Education must place effective pedagogy first and foremost and cannot get sidetracked in the race to become innovative.

Medical schools recognize that they have an important social mandate beyond their primary role to educate future physicians. The instantiation of social accountability (SA) within faculties of medicine requires intentional, effective partnering with diverse internal and external stakeholders. Despite early, promising academic work in the field of SA in medical education, there remains a lack of conceptual clarity about what SA could and should entail, and a lack of practical direction regarding how it could be implemented. The paper describes the development of an innovative SA framework that incorporates both pragmatic-evaluation and collaborative-enhancement components. The framework consists of five distinct phases, uses a deliberative engagement methodology, and is meaningfully informed by a set of four SA Lenses: Diversity, Inclusion and Cultural Responsiveness; Equity; Community/Stakeholder Engagement and Partnering; and Justice-Fairness and Sustainability. In addition to using the framework to evaluate and enhance the social accountability statuses of a variety of the medical school's operational components, Dalhousie Faculty of Medicine leaders are committed to applying the framework's SA Lenses to important decision-making processes, such as the revision of the medical school's strategic directions and the allocation of limited resources to address important, emerging medical education issues and challenges.

The article "Authentic learning for pre-service teachers in a technology-rich environment" (Latham & Carr, 2012) appeared in the "Journal of Learning Design," Volume 5, Issue 1 in 2012. Since writing this paper three years ago, the authors reflect upon and brainstorm what they describe here as a radically revised approach. It is one where where students have far greater control over the direction of the mystery along with more open-ended problems. The article as it appeared in 2012 is also presented. Introduction: This paper aims to understand the adoption of e-books and e-readers by persons aged sixty and above. This includes an investigation into where seniors are in the stages of e-book adoption. Method: Data were collected through semi-structured interviews in a mid-size city in Southwestern Ontario, Canada. Analysis: Interviews were transcribed, and coded using grounded theory. Rogers's model of the innovation-decision process was used to inform the data analysis process. Results: The results show three key factors affecting adoption: longing for materiality, technology confidence, and technology exploration. While seniors are interested in e-books and e-readers, see many benefits to their use, and are curious about how they function, the majority perceive this technology as being primarily appropriate for younger generations. Conclusion: The findings have implications for our understanding of the diffusion of innovations amongst the senior population and the development of services geared toward them. E-books and e-readers are technologies that could prove beneficial, aiding with issues related to both portability and convenience. However, e-books do not allow for the sharing of books that this population is accustomed to, and many of them are still on the fence about fully adopting this tool into their reading practices.

Trends within Western capitalist societies toward the individualizing of social problems, the responsibilizing of individuals for such problems, the treating of social problems as problems of control, ongoing attempts to shift the burden for safety and security from the state to the market, and changing conceptions of citizenship, have produced a context within which economic insecurity appears as a governable problem for higher education. Canada's most populous province, Ontario, experienced radical education reforms during the "common sense revolution" of the Progressive Conservative government from 1995 to 2003. The paper examines government documents, committee and task force reports, and legislative debates and hearings pertaining to these restructuring efforts and draws on the work of Michel Foucault and political sociology to explore the "security effects" of higher education and the latter's conceptual relationship to employability. Higher education policy and restructuring, shaped as it is by human capital theory, takes employability to be an outcome of restructuring. However, as the paper shows, in an attempt to produce "security effects," employability operated as a central and constitutive category of governance around which education policies as regulatory strategies were crafted. In the recent emergence of a "next step" in the production of the security effects of education employability is displaced by innovation.

Policy-making in Canadian post-secondary education is rarely the subject of intensive, systematic study. This paper seeks to identify the distinctive ways in which Canadian post-secondary education policy decisions were constructed and implemented, and to posit an analytical framework for interpreting policy-making process in post-secondary education. Our focus is on post-secondary policy initiatives between 1990 and 2000. During this period, the federal government, under Liberal Prime Minister Jean Chretien undertook some unprecedented initiatives in the post-secondary education field. The paper discusses aspects of the 1993 election campaign, the Income Contingent Repayment (student assistance) proposal in 1994, the federal deficit cuts of 1995, the return to fiscal surplus in 1997, and the introduction of the following federal plans: the Canada Foundation on Innovation, the Canada Research Chairs Program, and the Millennium Foundation Scholarship Program. The paper concludes with the presentation of a conceptual framework designed to enhance understanding of the public policy-making process in post-secondary education and, potentially, other policy fields.

This paper explores the need for innovative leadership in teacher education in the Canadian context, with a particular call for renewed professional development of current teachers. Within a country defined as multicultural, recent demographic shifts, interregional migration, growing ethnic diversity, and the emergence of a paradigm of inclusion, contemporary classrooms are evolving at a pace faster than projected. While inclusive education emerged from the growth of services for children with disabilities, it is now a concept much broader than initially conceived. Expanded concepts of learner differences are necessitating an urgent need for leadership in redeveloping effective training for current teachers. This paper argues that ongoing professional development must be characterized by six focus areas in order to empower teachers with pragmatic skills to balance the needs of their diverse classes. The authors conclude that a first step in this process is training for administrators who lead professional development in schools.

This paper focuses on the relevance of harmonising higher education and innovation strategies in the context of fostering economic growth, illustrated by the particular weak point in the case of Canada. The present-day market for highly-skilled labour is global and therefore increasingly porous. A government that wishes to avoid losing its highly-skilled workers to countries that can provide more attractive conditions must aim at investing simultaneously in tertiary education and science and engineering infrastructure. Ideally, supply (higher education) and demand side (innovation) policies would interact in a balanced way. Canada is located at the two extreme ends of investment in higher education and innovation and will be compared to other OECD countries. The paper concludes that seeking policy convergence in innovation and higher education with leading countries is not sufficient to reach growth and can produce disappointing results for talented people whose career expectations may remain unfulfilled. It is therefore crucial for a country to develop higher education and innovation "in harmony" with the global context and also to achieve harmony between other policies and institutions in its own national context.

The report entitled, "OECD Economic Surveys: Canada 2012," offers an exceptionally rigorous, in-depth, well-informed and well-documented review of policy and performance of Canada's economy and postsecondary system. The report is divided into three parts. The first part contains an overview of the Canadian economy, a summary of the rest of the report and recommendations. The second part (Chapter 1) deals with innovation, and the third part (Chapter 2) is about higher education in Canada. For Canadian higher education practitioners, policy-makers, and researchers, this document shows them how others with a more detached, international perspective view higher education in Canada. People who are interested in Canadian higher education will benefit from studying and discussing the observations, conclusions and recommendations in this report. In this article, the author mentions without elaboration two complex issues that he thought were handled extremely well in the report; then he identifies a huge question that is left after reading the report. He concludes with comments on a feature of Canadian higher education that seems to stand out in international comparisons and gives rise to questions about both data and policy.

This article distinguishes research--the discovery of new knowledge--from innovation, which is understood to be the transformation of practice in a community or the incorporation of existing knowledge into economic activity. From a survey of roles served by vocational education institutions in a number of OECD countries the paper argues that vocational education institutions have a potentially crucial role in mediating between the creators of new knowledge--researchers and their institutions--and the users of knowledge. They are ideally placed to develop this role since innovation is a local activity and vocational education institutions are much more widely geographically dispersed than research intensive institutes. The paper concludes by posing six steps vocational education institutions should follow to establish a role in national innovation.

The purpose of this paper is to examine the utility of linking systems between public health resource and user organizations for health promotion dissemination and capacity building, and to identify factors related to the success of linking systems. The design is a parallel-case study using key informant interviews and content analysis of project reports (synthesized qualitative and quantitative data) of three provincial dissemination projects of the Canadian Heart Health Initiative-Dissemination Phase. Each provincial project used linking activities with public health user groups including meetings, skill building, resources, collaboration, networking and research feedback to facilitate capacity building for and implementation of heart health promotion activities. This paper presents empirical examples of linking system designs, activities, and qualitative and quantitative changes in the public health user groups' health promotion capacity, program delivery and sustainability. The findings indicate enhanced health promotion skills, partnerships, resources, infrastructure, and increased programming and sustainability in the targeted public health organizations of all three provincial projects. Identified barriers to the success of linking systems included lack of appropriately skilled personnel, funds, buy-in and leadership. We conclude that linking systems can be flexibly used to build capacity and disseminate health promotion innovations, and suggest conditions for success.

Purpose: This paper aims to explore graduate student experiences of ecohealth communities of practice in Canada, West and Central Africa and Central America, to better understand the role of student knowledge in advancing innovative practices in transdisciplinary, participatory and equitable research approaches. Design/methodology/approach: This ethnographic analysis builds on observations of graduate student participants in ecohealth communities of practice activities, along with 26 in-depth interviews conducted in 2011 with graduate students and professionals trained in ecosystem approaches to health. Interviews are transcribed by the author, and coded and analyzed using a grounded theory approach. Findings: Although ecohealth communities of practice open new space for students to experiment with innovative practices in transdisciplinary, participatory and equitable research approaches, the surrounding disciplinary, top-down structure of academic and professional careers continue to pose significant obstacles to how students can take up the principles of ecohealth in practice. Through their collective experiences of these obstacles, students have considerable knowledge about the opportunities and constraints that the ecohealth communities of practice afford; however, this student knowledge has not yet been systematized or adequately mobilized. Practical implications: Student knowledge gained through shared experiences of ecohealth communities of practice appears to be a critical, necessary and underused component in working on systemic change in the structure of sustainability leadership in higher education. However, more research is needed to understand how greater emphasis could be placed on putting students in charge of confronting the conditions of their own training, to collectively produce alternatives that challenge dominant structural norms. Originality/value: The ethnographic approach re-centers student voices within debates about the relevance of ecohealth communities of practice for realizing the aims of transdisciplinary, participatory and equitable research approaches within the context of international sustainability challenges and graduate training.

This paper discusses the role of the colleges in applied research in the context of Canada's capability for innovation in a globally competitive arena. The analysis focuses upon issues around an expanded mandate related to applied research. To explore the state of readiness of the college sector, it draws upon the results of a survey distributed to 150 college and institute presidents in Canada, as well as upon other recent studies. The discussion ends with suggested policy avenues to maximize the effectiveness of this sector's contribution to the nation's innovation agenda. (Contains 1 figure, 3 tables, and 1 endnote.)
