This paper deals with the issue of demographic aging of the European Union. Its aim is to describe the process of demographic aging, and to evaluate the demographic situation of the European Union at the turn of the third millennium. Today, demographic aging is considered one of the most important challenges of many developed economies. Its range and speed are particularly dependent on the development of average life expectancy, the level of fertility and migration process. The demographic changes rank among the most important future challenges of the European Union as a whole and its member states. Demographic aging impacts the society and its economics, infrastructure and government. Hence, the great scope strategies in the fields of economics, spatial planning, education, transportation, accommodation, and social inclusion having to take into account all the factors provoked by an aging population. It is appropriate to remember that the increasing share of the older population leads an increase in both their contributions to society and their needs from society or consumers’ and citizens’ requirements and expectations. Tento příspěvek pojednává o problematice demografického stárnutí v prostředí Evropské unie. Jeho cílem je popis problematiky demografického stárnutí a následné zhodnocení demografické situace v zemích Evropské unie na přelomu druhého a třetího tisíciletí. Demografické stárnutí patří k významným problémům mnoha vyspělých států současného světa, jeho rozsah a tempo je závislé zejména na vývoji střední délky života, úrovni porodnosti a migraci. Demografické změny jsou považovány za jeden z největších budoucích problémů Evropské unie jako celku i jejích jednotlivých zemí. Demografické stárnutí má neoddiskutovatelný dopad na společnost, její ekonomiku, infrastrukturu i správu. Pro úspěšný rozvoj společnosti je nutností zohlednit faktory vyvolané stárnutím populace a začlenit jejich řešení do širokého spektra strategií v oblastech jako jsou hospodářství, územní plánování, vzdělávání, doprava, bydlení a sociální začlenění. Je vhodné pamatovat na skutečnost, že se zvyšujícím se podílem zastoupení v populaci roste důležitost starších lidí a jejich přínosů ve prospěch společnosti, ale také jejich požadavků jako spotřebitelů a očekávání jako občanů.

Tento příspěvek pojednává o hrozbě nedostatku vody v České republice v kontextu celosvětových klimatických změn. Jeho cílem je posouzení hydrologické situace České republiky a zhodnocení oprávněnosti obav z nedostatku vody a připravenosti státu na tuto hrozbu reagovat. Popisuje příčiny i rozsáhlé negativní důsledky klimatických změn, mezi jejichž nejvýznamnější pozorované projevy v posledních letech patří změny teploty, změny srážkového režimu, změny sněhové pokrývky, ledovců a hladin oceánů. Dále je připomenut zásadní význam vody pro lidskou společnost a pojednáno o problematice nedostatku vody v celosvětovém měřítku. Na tuto hrozbu upozorňují mnohé mezinárodní organizace, např. Organizace spojených národů či Světové ekonomické fórum. Následně je pozornost upřena na situaci v České republice. Z prezentovaných hydrologických údajů lze vyvodit závěr, že v České republice je vody prozatím dostatek, avšak do budoucna je třeba počítat se zvýšeným výskytem sucha. V této souvislosti byla orgány veřejné správy ustanovena mezirezortní komise VODA-SUCHO. Ta by měla přispět k řešení problematiky negativních dopadů výskytu sucha a nedostatku vody na území České republiky. This paper focus on the threat of water scarcity in the Czech Republic in terms of global climate change. Its aim is to examine the hydrologic situation in the Czech Republic, furthermore it seeks to evaluate the legitimacy of concerns about water scarcity, and state's readiness to respond to such a threat. The paper describes causes and large negative consequences of climate change like changes in temperature, precipitation regime, snow cover, glaciers and see levels. One can claim those consequences belong among the most important effects that recently occurred. The paper recalled the importance of water for human society and discussed the issue of water scarcity around the world. There are many international organizations pointing out the issue of water scarcity, e.g. United Nations, and World Economic Forum. In addition, the attention is focused on the situation of Czech Republic. The empirical data lead us to conclusion that there is enough water for now in the Czech Republic, but in the future increased incidence of drought is expected. To face this issue, the public sector established an interdepartmental commission called WATER-DROUGHT. This instrument should contribute to solving the negative impacts of drought and water scarcity in the Czech Republic.

Cílem příspěvku je ukázat na možnosti regionální komparační analýzy při analýze bezpečnostního rizika ve vazbě na trajektorii: rizikový potenciál regionu – realita koncentrace mimořádných událostí – přiměřenost či dostatečnost finančního zajištění. Příspěvek poukazuje na pozici požární ochrany ČR v mezinárodním srovnání, vymezuje vícefaktorový parametr potenciálu rizika regionu a hodnotí jednak vztah mezi rizikovým potenciálem regionu a koncentrací mimořádných událostí, jednak vývoj finančních zdrojů v regionálním rozložení a jejich vztah k rizikovému potenciálu regionu. The aim of this paper is to show the possibilities of regional comparative analysis in the analysis of security risks in relation to the trajectory: the risk potential of the region - the reality of the concentration of extraordinary events - adequacy or sufficiency of financial resources. The paper points to the position of Czech fire protection in an international comparison, multi-factor parameter of the regional risk potential defines and assessed both the relationship between the regional risk potential and concentrations of extraordinary events, and the development of financial resources in the regional distribution and their relationship to risk potential of the region.

This paper presents results of the regional analysis of career structures in Pardubice Region, specifically the section of professions with university education. However, it touches some of the current issues in university education mission and legitimacy of relevant employers´ expectations as well. The field research contains not only quantitative data about the current occupational structure of employees and economic characteristics of employers; but it is focused on e. g. the threat of saturation of certain professions due to higher age; missing study fields, changes in the requirements for qualification in connection with the introduction of new technologies, expansion or reduction production. The article shows the rate of professionals with university education in the Pardubice Region by sector and their internal structure. It presents the views of the Pardubice Regions employers over the future requirements of university-educated workers; evaluates the relevance of these views for decision-making regarding to the selected parameters: stability and performance of respondents as economic entities. It reflects the structure of study fields at the University of Pardubice as the main institution for saturation of the regional labour market needs.

This article provides selected information about the performance of the Czech medical spa industry, as well as the various types of stay available and their respective costs. It reveals the specific ways of how medical spa care is financed in the Czech Republic and resumes that financing methods diverge from using the public finance sources towards the private ones. In this article is developed a special model to enable easy categorization, which allows the reader to quickly ascertain fundamental information on relative attributes of spa industry. The created model is usable for marketing communication.

Požární ochrana je jednou z důležitých součástí bezpečnosti regionu a jeho obyvatel. Tento příspěvek pojednává zejména o požární ochraně, kterou zajišťují jednotky sboru dobrovolných hasičů obcí. Nejprve je popsán historický vývoj požární ochrany a jsou vymezeny druhy jednotek požární ochrany. Dále je pozornost zaměřena na jednotky sboru dobrovolných hasičů obcí v Pardubickém kraji. Je provedena analýza jejich činnosti v letech 2008 až 2012 a na základě dotazníkového šetření jsou zhodnoceny vybrané aspekty spolupráce s profesionálními jednotkami. The fire protection belongs to the important security parts of each region and its inhabitants. This paper aims the fire protection which is usually detected by municipality fire-fighters units on the voluntary base. The fire protection development and the sorts of fire protection units are described at first. Further text is focused on the municipality fire-fighters units in the Pardubice region. The analysis covers its activity between 2008 and 2012. Further part evaluates some aspects of cooperation between the professional and voluntary based firefighters units. The evaluation is based on questionnaire survey.

Bezpečnost obyvatelstva v České republice patří k základním činnostem zajišťovaným orgány veřejné správy. Adekvátní rozhodování o volbě opatření na tomto poli je do značné míry závislé na vhodných podkladech a analytických postupech v rámci rozhodování. Cílem tohoto příspěvku je analýza bezpečnosti obyvatel České republiky z hlediska tří základních ukazatelů vztahujících se k bezpečnosti regionů a ukázat jeden z možných postupů využitelných v oblasti hodnocení bezpečnosti v krajích České republiky. The security of the population in the Czech Republic is one of the core activities organized by public authorities. Adequate decision-making process is dependent on suitable input data and appropriate analytical procedures. The aim of this paper is to analyse the security of the Czech population on the basis of three basic indicators and show one potential approach how to evaluate the security in the regions of the Czech Republic.

The starting point of this article is the comparison of selected aspects of Czech and Japanese spa industries, especially the historical roots, the legislative framework, the development of num- ber of spas in recent decades and the concept of traditional Czech a Japanese Spa Industry. The spa industry gains the importance in the context of changing lifestyles, development so- -called health tourism and finally with a dynamically increasing rate of population aging. Using of geothermal or mineral springs for therapeutic purposes is possible to see today in the territory of the present Czech Republic since 12th century. Approximately from the same time re- ferences to monitored Japanese onsen are available. Classification criteria for spas and onsen are very similar. a certain (but not identical) legal form exists of these spas. Specifics of spas in the Czech Republic and traditional spa in Japan show a strong linking to the aspects preferred within promoting corporate social responsibility (CSR). A survey that was made was focused on i) identifying way of the perception of various aspects of CSR in the spa / onsen, ii) identifying way of the perception of various aspects of CSR by the public authority („government“) in the spa resort, iii) comparing the level of conformity of both types of groups in the Czech Republic, and iv) comparing the results of the survey of Czech spas, Czech spa resorts and Japanese onsen in order to identify conformity and differences in the groups. Results show that there are differences in the level of overall perception of aspects of CSR in the Czech Republic and in Japan, differences from the point of view of ordinal perception of various areas and from the point of understanding of the strengths and weaknesses in appraisal of chosen detailed factors. On the other hand, there are certain elements of conformity or partial conformity of perception of various areas and factors of CSR in two such distant countries such as Japan and the Czech Republic, especially in the sector, that has the same natural and medical basis but a different cultural background and realistic method of operation.
