- Abstract
This bulletin presents a list of publications of the United States Bureau of Education for the years 1867 to 1907, prepared under the direction of the present librarian of the Bureau. This list is intended to make the publications of the Bureau better known and to facilitate their use. It should be of service to librarians and to students of special educational problems. This publication will undoubtedly further distribution and use of the documents referred to, and will answer many if the special inquiries which come from time to time to this Office. The bulletin is divided into five sections: (1) Annual statements of the Commissioner; (2) Annual reports; (3) Circulars of information; (4) Bulletin; and (5) Miscellaneous publications. 3. Painless Accountability.

- Abstract
The computerized Painless Accountability System is a performance objective system from which instructional programs are developed. Three main simplified behavioral response levels characterize this system: (1) cognitive, (2) psychomotor, and (3) affective domains. Each of these objectives are classified by one of 16 descriptors. The second major characteristic of the system is that it is based on taxonomics (keyword indexes) of curriculum areas, which might appear in any K-12 curriculum. The third distinguishing feature is a coding procedure which allows an entire objective to be specified in a maximum of 30 characters. Coding of more than 100 objectives per hour is possible. Two of the significant outputs of the system are the performance objective chart, whose major function is to promote continuous curriculum development, and the Management By Objectives System (MBO) which is an economical data compiling aid for administrators in: (1) planning, (2) monitoring, and (3) evaluation. Two printouts from this processing are the Gantt Chart and the monitoring report. The cost for a school district to implement and maintain the computer program is also discussed. (BP)

4. A Critical Survey of Tests and Measurements in Early Childhood Education.

- Abstract
The results of a project undertaken to develop a usable file of measures appropriate for use with children from birth through age 8 and to formulate a reliable system for cross-classifying instruments by construct and response methodology are presented. The completed file referenced 800 readily available measures from published and unpublished sources. The completed project included three methods of data retrieval: a series of indices, multiple inquiry keysort cards, and a computerized routine which prepared construct-response methodology profiles for each instrument. Uses of the file for developing uniform terminology and for examining instrument commonalities are discussed. (Author)

5. Subject Classification.

- Abstract
Three newspaper librarians described how they manage the files of newspaper clippings which are a necessary part of their collections. The development of a new subject classification system for the clippings files was outlined. The new subject headings were based on standard subject heading lists and on local need. It was decided to use a computer printout format, since this was relatively inexpensive and allowed for easy updates. The system began with the newspapers of January 1, 1974, the old clipping files being left as they were. The librarian at the Denver (Colorado) "Post" discussed the problems of updating the subject headings of a clippings file--headings which must change frequently to accommodate new names and concepts as they appear in news stories. Under the supervision of an index editor, a standard procedure was outlined for the daily revision of the subject headings in the "Post's" clipping files. Day-to-day file revision and correction procedures from the Milwaukee (Wisconsin) "Journal and Sentinel" were described. The question-and-answer period which followed these three presentations is transcribed. (SL)

6. Information and Bibliographic Needs in Canadian Education.

- Abstract
Five issues must be considered if a more effective information and bibliographic delivery system is to be developed for Canadian education. (1) The size and characteristics of the reference group in Canadian education should be studied. With all its subgroups, this group may comprise as many as 200,000 people. (2) The number and types of documents being produced in Canadian education should be reviewed. There may be as many as 5,000 items produced each year in Canada. (2) The number of documents produced in Canada that actually enter the existing information delivery system must be examined. There is no well conceived, systematic procedure to insure that every document produced on Canadian education actually is disseminated. (4) An evaluation of current practices in describing, organizing, and providing information about education documents is needed. The best sources of bibliographic information include "Canadiana" and the "Canadian Education Index." (5) Existing bibliographic materials on Canadian education should be documented, and unmet needs should be noted. The preparation of a "Guide to Information and Bibliographic Resources Related to Canadian Education" and the formation of a task group on the improvement of information and bibliographic services in Canadian education are recommended. - Abstract
The objective of this project was to build a non-interfering indexing system, in which the social scientist users, who have varying conceptual orientations toward their field, would not be restricted in their literature searching by a single conceptual orientation imposed on the system by information scientists. With the cooperation of subject experts, a bibliography and index of a sample of material was compiled and is presented in Volume II of this report. The present volume begins with an introduction and overview which form a preface to a thematically grouped selection of papers. These papers were prepared at different periods in the project, and illustrate the various stages in the thinking and experimentation carried out by the research team. Topics include: 1) early organization of the project, 2) experiments in the appropriateness of the PRECIS indexing system, 3) development of an alternative rationale for indexing, 4) procedures for the selection, processing and description of documents, 5) overall intellectual organization of the index, principles of indexing and the establishment of subject headings. 8. A New Multivariate Index for Use in Educational Planning.

- Abstract
This paper presents a new multivariate index for use in educational planning. This new index, is called a propinquity index. An individual's propinquity index with respect to a given occupational group is his geometric distance in n-dimensional space from the group centroid, where each dimension is the standard score on one of the original variables weighted by a value representing, at least approximately, the relevance of the corresponding variable in identifying group members. The propinquity index may be used in two ways in helping the individual develop his educational and vocational plans. Converted to a propinquile, it can constitute one of many separate items of information used in arriving at important decisions. In many circumstances the propinquity index may function better as one of the predictors in a multiple regression equation to predict a dichotomous group membership criterion. (Author/KJ)

The Author Index lists the names of contributors alphabetically; the Analytical Subject Index lists the titles of contributions according to a Classification of Subjects to be found on page 2 of this Index.

- Abstract
On May 14-15, in Washington, a Conference on Education for Highway Engineering and Highway Transport was held. This was attended by about 75 highway engineers, deans and supervisors of engineering in colleges, universities, and technical schools, National, State, and County highway commissioners, and men interested in highway and automotive transportation. Out of this conference, there grew a committee which will continue the consideration of this subject until the desired results in more adequate preparation for these phases of education have been obtained. The proceedings of the conference have been written and transmitted herein for publication as a bulletin of the Bureau of Education. An index has been provided. (Contains 5 footnotes.) 11. Flagstaff Cooperative Newspaper Indexing Project. Manual.

- Abstract
The goal of this project was to develop a high quality and low cost system for indexing historical collections of newspapers. The method used was based on two guides to newspaper indexing by Harry A. Friedman. After initial planning and experimentation, a single indexer worked from microfilm to compile a subject and name index to the "Arizona Champion-Coconino Sun" for the years prior to 1900. The general concept of the subject index was to include all of the actions (news), opinions (editorials), and the conditions of the people, places, and things in or bearing on the Territory of Arizona. The subject headings, basically modified Sears List headings, were general is scope, with many "see" references from more specific terms. Businesses were indexed by type and by location. To save time and money, advertisements were fully indexed only twice a year. The personal name index included all Arizona-related names and articles about that person indexed under the fullest name as given in the paper. This project and manual also provides instructions for the indexing, filing, editing, and typing processes; a list of the subject headings used; and a sample subject and name index for the Arizona Champion 1883-1884. Contracts under which research efforts have been performed are identified. Abstracts are provided for the 1974 items and also for FY 1972 and FY 1973 items which are listed under the research code name (work unit or research project) or under the type of research effort to which they relate. Code names for the research programs are listed alphabetically. If applicable, the listings include identification of the HumRRO division at which the research was performed. 13. Canadian Educational Information: Some Perspectives and Sources on Systems Design.

- Abstract
The information delivery system for education in Canada is in need of improvement. While the growth in the volume and technology of information has been great in recent years, the problems surrounding that growth are not as serious as many writers suggest. From a review of recent literature on education information delivery systems in Canada, 13 themes emerge including a call for systems analysis in assessing designing, and implementing such systems. Suggestions are given for the development of a unique information system for Canadian education. The paper concludes with a recommendation for the creation of a task group on the improvement of information and bibliographic services in Canadian education. (DGC)

The document opens with a 13-page paper entitled "The Role of Libraries in Post-Literacy Adult Education," by E. E. Kaungamno, which discusses the goals, policies, and problems of providing library services for the new literates of mainland Tanzania. The role of libraries is to provide follow-up reading material so that neo-literates do not relapse into illiteracy. The provision of follow-up literature in sufficient numbers, and a nation-wide distribution of it, free of charge, cannot be possible unless there is a well-organized public library system. Also included in the document are: a list of periodicals currently received by the Documentation Centre of the International Institute for Adult Literacy Methods; recent acquisitions in the areas of adult education, documentation, education, educational technology, foreign workers, literacy, and rural development; and catalog card indexes by subject, author, title, meeting and corporate body. Abstracts of seven documents and catalog cards for documents pertaining to literacy and literacy programs make up more than one-half of the document. (NH)

15. Term Fragment Analysis for Inversion of Large Files.

- Abstract
Words and word fragments from the computer-readable data bases "Chemical Abstracts Condensates" and "Biological Abstracts Previews" were analyzed in terms of length, number, and frequency of appearance to determine some parameters upon which inversion of these data bases could be predicated. Types (unique words or fragments) and tokens (all appearances of types) were counted and type:token ratios calculated. A KLIC (Key-letter-in-Context) Index was also generated from each of the data bases. The paper discusses the impact of the various counts, ratios and projections on the problem of inverting the data bases for retrospective search purposes. (Author)

16. Information Available from Various Formats to Retrieve Data.

- Abstract
The author discusses information retrieval systems with particular emphasis on the assignment of descriptor terms. She first explains the method of determining terms by deriving key words from a title or abstract, a procedure that can often be carried out by a computer. After discussing the problems of derived indexing, the author explains the procedure of assigning terms to an article, a slower process that requires indexers who are familiar with the discipline. This provides greater control over the information. The author then describes the efforts of an ad hoc committee of the Speech Communication Association to organize and begin to establish a retrieval system useful for researchers in the communications discipline. A total of 42 selected publications, dating from 1948 to 1970, are collated and organized under 15 broad categories in this guide to useful materials related to secondary reading. 18. Fugitive Literature in Library Science: American Library History as a Test Case.

- Abstract
The interdisciplinary nature of the literature of American library history indicates that much of the best literature in the field is published in journals which do not fit within the familiar confines of "Library Literature." To illustrate the difficulties, a bibliography of 170 items relating to Pennsylvania library history was checked against "Library Literature,""Writings on American History," and "America: History and Life." Only 93 of the 170 entries were located in these sources. The author suggests broadening the coverage of "Library Literature," publication of an annual review of the literature of American library history, and the preparation of a comprehensive bibliography of American library history, as remedies for this lack of coverage. The author concludes that the absence of these essential tools has hindered collection building in the field and has led to considerable duplication of research. 21. Cost and Time Analysis of Monograph Cataloging in Hospital Libraries: A Preliminary Study.

The purpose of this paper is: (1) to propose models to be used in evaluating relative time and cost factors involved in monograph cataloging within a hospital library, and (2) to test the models by performing a cost and time analysis of each cataloging method studied. To establish as complete a list of cataloging work units as possible, several hospital catalogers in the Detroit area were interviewed to learn the pattern of steps they follow. A check-list of cataloging work was then prepared to test the following possible approaches to cataloging: (1) original cataloging, using either Library of Congress (LC) or National Library of Medicine (NLM) systems, (2) cataloging with LC cards, (3) cataloging with LC cards, but utilizing NLM subject headings, (4) cataloging with LC proofcopy, and (5) cataloging from NLM bibliographic information. Data for the cost-time analysis was collected during March of 1969 at the Wayne State University School of Medicine Library (WSUML). Fifty titles considered suitable for a hospital library were cataloged using each of the above approaches. The different cataloging methods measured are discussed in relation to the hospital library situation. For each method there is a table listing the time and cost values for every work unit with alternatives available within each method. (Author/JB)

22. The Development of a Retrieval System for 35mm Slides Utilized in Art and Humanities Instruction; Final Report.

- Abstract
A project designed to permit people from different disciplines to locate and retrieve rapidly, and as specifically as possible, all items in a slide collection that fill their specific needs, is the subject of this paper. A field-test of the system for 35mm slides used within the fields of Art, History, Literature and Drama yielded the following main conclusions: that the system is possible and practical; that slide collections should not be limited to one subject area since they tend to have application in more than one discipline; that these collections are most useful when designed to permit a user to locate items using terminology he is familiar with; that the system is easy to use, is compatible with any shelving or cataloguing system, and can be used either with a computerized or manual retrieval system; and, finally, that there is still a great deal of work to be done to refine and perfect the system. The present paper is an attempt to evaluate the registered data on Canadian Indians collected by the Department of Indian Affairs and Northern Development and to prepare vital rates for 1960-1970 using the adjusted data. A cursory examination of registered data for the purpose of developing various demographic indices and for making future estimates of population indicates certain anomalies that call for a careful appraisal of the data. The main problem is the inconsistency in the reporting of births, due largely to the late registration of births. One plausible reason for late registration may be the increased outward movement of Indians from their reserves. Indirect methods are used to adjust the number of births and infant deaths reported annually since 1960. On the basis of the adjusted data, vital rates for the Canadian Indians are calculated for the period 1960-1970. The crude death rate decreased from 10.9 in 1960 to 7.5 in 1970. The infant mortality rate registered a drastic decline, from 81.5 deaths per 1,000 births in 1960 to 34.9 in 1970. During this same time period the birth rate also declined, from 46.5 to 37.2. In this paper, which is the first step in our efforts to produce an objective standard for use in measuring the investment performance of any portfolio of securities over some period of time, we introduce the average investment performance index (AIPI). The AIPI measures the average return which could have been realized during a particular time period from some specified universe of securities. Our reasons for constructing the AIPI are presented in Section I, where we also formally define the AIPI and discuss the random portfolios which conceptually underlie it. Section II is a mathematical development of the AIPI's properties. We find that the AIPI is equivalent to an unweighted arithmetic average of all actual returns in the given universe of securities, we show how to compute the variance of returns from all possible random portfolios, and we develop a method for linking the values of the AIPI across successive time periods. The use of the AIPI and the variance of random portfolio returns for rating the investment results achieved by portfolio managers is discussed and illustrated in Section III. We feel that the objective evaluations which are the basis of our illustrations should allow the reader to assess the applicability and implications of using the AIPI as a measure of investment performance. Even though a single summary index of mortality can never replace the set of age-specific death rates, it has been found to be extremely useful for a wide variety of purposes. Such indexes are generally one of two types: aggregative indexes, such as directly standardized rates which reflect absolute differences between corresponding age-specific mortality rates; and average of relatives indexes which reflect proportional differences between those rates. The choice of index depends upon the purposes for which it is to be used, and is important as different indexes can produce very different results. While directly standardized rates are widely used, they depend upon the selection of an appropriate standard population and give disproportionately heavy weight to the high ages. Average of relatives indexes give equal weight to all ages, but are infrequently used as no index of that type has gained wide acceptability. This paper recommends the use of the geometric mean of the age-specific mortality rates as such an index, and shows that this index is readily calculable, unbiased, needs no standard population, is directly comparable to all other indexes so calculated, and accurately reflects exponential mortality patterns. This article presents a discussion on "segregation indices" which deals with issues like the way to define the amount of Negro segregation in a city. It is to define measures of association for a contingency table with only two columns, that is, where one of the attributes, like Negro and non-Negro, is dichotomous. Instead of a minority and dominant group, one may, for instance, compare men and women, an experimental and control group, and so forth. Likewise, the manifold attribute need not be location. If there is anything special about the residential segregation problem, it is that there are a large number of census tracts roughly equal in population, that is, that the row totals of the contingency table are approximate. To convert chi square for a table with two columns into an index with the range o to 1, one merely divide it by the total population. The quotient is called the mean square contingency, or phi square. Two of the proposed indices are nothing but special applications of phi, in one case for a particular fourfold table, in the other by k table. Furthermore, the familiar approach by k table is more easily generalized.

The article presents the results of a study in which analyzes the relationships between factuality and the discussion of value in an impartial sample of recent sociological writings. In this study, two sentences were chosen, by explicit routine rules, from each available page in 51 consecutive signed articles in the "American Sociological Review" and from 19 consecutive signed articles in the "American Journal of Sociology." This study considered factual and non-factual sentences dealing directly with values. The first type of non-factual sentences is referred as unsupported value judgments. The second type of non-factual sentences included all generalizations not dealing directly with values and clearly not belonging in the category. This group if informally referred as sweeping generalisations. This study involved calculation on intercorrelations between indexes representing the relative frequencies of all types of sentences. The objective of the study is to determine to what extent factual and non-factual treatments of values are correlated with each other and with factual and non-factual treatments of non-valuational matter.

The development of a statistically adequate set of construction price indexes is the goal of a research effort recently instituted at the Bureau of the Census. This paper describes research done to date on price indexes for single-family houses and indicates plans for future research. Using data from the Bureau's Housing Sales Survey, indexes of the price of new one-family houses sold (including value of site) have been computed by determining the most important characteristics of these houses and estimating, by regression analysis, the price change in houses with a constant "mix" of these characteristics. The article presents a reply in response to an article written by R.V. Greenslide and Phyllis A. Wallace, criticizing an article written by the author on industrial growth in the Soviet Union, published in the May 1958 issue of the journal "American Economic Review." The author clarifies that his comparisons of the Soviet Union and the U.S. industrial growth were based on three different indexes of Soviet industrial growth, each with two weight base. The indexes of industrial materials, which show a growth more or less midway between extremes, were chosen to represent the Soviet Union on a graph comparing Soviet and the U.S. industrial growth. But they were used only for a broad look into the research, immediately supplemented by a table that presented the ranges of Soviet growth rates derived from all the indexes presented in the article, and compared those ranges with growth rates derived from the author's index of industrial production in the U.S. The author argues that an index of industrial materials does not reflects adequately the total industrial growth. The author also clarifies the argument that a comprehensive index of industrial production for the Soviet Union must have a downward bias relative to a similar index for the U.S.

The article presents a comment on the article "Industrial growth in the Soviet Union " by G. Warren Nutter, published in the May 1958 issue of the journal "American Economic Review." According to the author, Nutter in his article presented number of different indexes of Industrial production for the Soviet union, namely, industrial materials indexes, finished goods indexes, and indexes of "All Industrial Products." Out of these he selected the industrial materials indexes as the most reliable and compared them graphically with a single comprehensive industrial production index for the U.S., consisting essentially of the Federal Reserve Board index for 1929 to 1955, the Fabricant-Barger index for 1899 to 1929. The conclusion is surprising since most students of the Soviet economy have thought that Soviet industry has been growing considerably faster than the U.S. industry. Therefore the author argues that Nutter's comparison of materials indexes for the Soviet Union with a comprehensive index for the U.S. is improper, and that a comparison of a U.S. materials index with Mutter's Soviet materials indexes does not support the conclusion that U. S. industry has kept pace with Soviet industry.

In the article "The Measurement of Ecological Segregation," which was previously published in the journal "American Sociological Review," an attempt was made to construct a quantitative index as an operational definition of the sociological concept of ecological segregation. It was found that not just one, but an indefinitely large number of different indices could be constructed, all, logically corresponding to the concept of ecological segregation. Furthermore, four such indices were constructed, and when applied to data for census tracts in a number of cities. In 1940, the intercorrelations between the indices varied from .48 to .96. Consequently, it was concluded that there may be more than one "correct" operational definition of the concept, depending on various assumptions and techniques adopted. The "correctness" of an operational definition was held to depend upon the specified function that it is to perform in a given research problem. These results and conclusions raise the question of how to select from among the many possible indices, the one which is "best" or most "correct" for a given research problem.
