The article reports that at the invitation of the U.S. Department of Commerce, Association for Computing Machinery has recently cosponsored a three-and-one-half day technical conference in Tokyo, in conjunction with Commerce's six-day exhibition of U.S. computer equipment. Computer '70 and the Computer '70 Colloquium, as the show and conference were called, were held at Tokyo's Harumi Pier, from October 12-14, 1970. Over 19,000 members of Japan's data processing community queued up to view at the open admission exhibition the products of 65 U.S. manufacturers. In addition, over 350 persons, most in key managerial and research positions, attended the Colloquium where, to defray expenses, attendance was on a fee basis--about $100 for the full conference and $25 for one day. Also participating in the seven half-day sessions were 27 U.S. computing experts and 10 leading Japanese professionals, whose papers were presented simultaneously in English and Japanese. The timeliness of the topics and the caliber of the participants can be recognized from the program.

With a computer system furnished by the Digital Equipment Corp. and a financial contribution by Idaho Nuclear Corp., the Eastern Idaho Chapter was able to provide a booth at the Annual Eastern Idaho State Fair last fall. The Chapter reports that for many of the 161,000 people at the Fair the booth provided the first opportunity to see an operating computer. The Association for Computing Machinery (ACM)'s Committee on Secondary School Programs, reportedly, is trying to find out what activity exists at the high school level. With this information the committee hopes to develop guidelines on how ACM can help computer activities in the high schools. The American Federation of Information Processing Societies has announced that it will limit the total size of future exhibitions held in conjunction with its Joint Computer Conferences and that it is planning to take steps to facilitate the visiting of exhibits by conference registrants. It is further reported that Dartmouth College is the recipient of a grant from the National Science Foundation for a project entitled "Computer-Based Course Materials for Introductory University Mathematics, Physics and Engineering."

The article presents information about a study to determine current practices of the computer industry, by the Special Interest Group on Computer Personnel Research of the Association for Computing Machinery. The survey covers practices concerning the classification of the non-supervisory jobs of computer operator, junior programmer, programmer, and senior programmer. The data indicates that personnel practices vary by industry groups. Computer manufacturers tend to classify all programmers as exempt, but in the public utilities only about one-third of the employees with these job titles are exempt, a similar trend is seen in finance and banking. The 205 manufacturing firms responding tend to classify programmers and senior programmers as exempt, junior programmers tend to be classified as exempt, and a large number are still classified as nonexempt. In none of the industrial groups is any major proportion of computer operators classified as exempt. The largest proportions for exempt operators are found in transportation, public utilities and computer service bureaus.

The author, who is the association's treasurer, apologized for the long delay in presenting the financial report. The auditors completed their audit of our Statement of Operations and Accumulated Deficit for the year and presented their certification with the disclaimer on deferred membership and subscription income and accumulated deficit. Because the precise determination of unearned membership and subscription income is difficult and thus, would entail sizable additional audit fees. The present accounting system would be converted into a hybrid accounting system whereby membership and subscription income would be recorded on a cash basis at commencement of a member's service year, and accounts payable and other income and expenses would remain on an accrual basis.

Many of the members who have lived with the detailed management problems of the Association recognize the various financial symptoms of the crisis. Earlier in 1969, association officers sensed that many of the problems faced by the ACM were the result of too little definition of basic directions and intentions for the future. Conversely, it appeared that some goals and their implementation activity programs had been defined too rigidly, without sufficient attention to whether enough money was available to carry out the plans. For the foreseeable future, the computer industry and the computer-related industries will be people-limited and not paced by technological or financial considerations. ACM's leadership in setting curriculum standards at the college level must be extended by curriculum standards for secondary schools. It follows that the ACM has to continue to take the leadership in defining and organizing the composite knowledge about the computer technologies.

The ACM Budget for the Fiscal Year 1970 as adopted by the Council at its meeting on June 3, 1969 is presented in the article. The income, expense, and the resulting difference are shown in thousands of dollars for each cost category. Breakdowns within the cost categories are shown, as well as the totals for each category and the percentages of the Total Budget Income and the Total Budget Expense that these totals represent. The expense percentages are based on the Total Budget Expense of $1709 thousand less the surplus of $168 thousand, which the Council incorporated into the Budget. A Group Life Insurance Plan will soon be available to individual ACM members and their eligible dependents. The article focuses on the objectives of the Association for Computing Machinery (ACM) for 1970. The ACM's literature is its most basic service to its members. Not every ACM member attends chapter meetings regularly; only a fraction of the members attend national conferences. But every member regularly receives the ACM publications. It is suggested that a fair fraction of the issues for the next two years be assigned to the largest and most active Special Interest Groups (SIG). Each designated SIG would be responsible for selecting and obtaining subject matter for one such special issue. The process of organizing the technical program for national conferences needs overhauling. The "call for papers" philosophy too often results in mish-mash sessions. Panel sessions can be simply excuses for delivering full papers--which escape refereeing and do not appear in the proceedings. The Professional Development program has had a very successful first year. It has brought high quality technical seminars to many cities throughout the country. It needs continued support, so as to offer more subjects in more cities. How can the ACM better serve the business data processing community, which represents over one-half of the computer field, for this the ACM needs a much more vigorous program addressed to supporting the technical competence of these people.

The first technical presentation was a thoughtful and thought-provoking discussion of "Feasible Large-Scale Computer Models" by C. West Churchman of the University of California at Berkeley. He pointed to the very large models that can now be built, and the very much larger models that we will soon be able to build, and stated that the models are not realistic because the quality of information is not adequate and because the right questions remain unasked. Walter F. Bauer, president of Informatics Inc., discussed "On-Line Systems, Past, Present and Future."A talk by Oscar L. Morgenstern of the Mitre Corp. on the Air Traffic Control Subsystem of the Airspace System concluded the morning program.

The article discusses the advantages and disadvantages of increased eligibility levels to gain membership of the Association for Computing Machinery. In a Council of the Association meeting held at New York City in May 1965, it was decided that the eligibility criteria for a voting member would be expanded and a new nonvoting type of membership would be established known as Associate membership. The argument in favour suggests that in view of the increased competitiveness in the field of information processing the increased levels of eligibility criteria are justified. The argument against it goes that increasing eligibility levels is useful only if there is no provision for associate membership.
