THIS PUBLICATION IS AN ENGLISH EDITION OF A PASHTO GRAMMAR ORIGINALLY WRITTEN IN RUSSIAN AND PUBLISHED AS AN APPENDIX TO P.B. ZUDIN'S "RUSSIAN-ENGLISH DICTIONARY" (MOSCOW, 1955). IT WAS INTENDED TO SERVE AS A INTRODUCTION TO THE GRAMMATICAL STRUCTURE OF THE LANGUAGE AND AS AN AID TO USERS OF THE DICTIONARY, RATHER THAN A DETAILED DESCRIPTION OF THE GRAMMATICAL FORMS AND CATEGORIES OF PASHTO. THIS TRANSLATION IS OF VALUE TO LINGUISTS AND IRANISTS AS AN EXAMPLE OF THE RUSSIAN CONTRIBUTION TO IRANIAN LINGUISTICS AS WELL AS AN ALTERNATE DESCRIPTION OF A LANGUAGE WHICH HAS NOT BEEN EXTENSIVELY STUDIED. MAJOR CHAPTERS INCLUDE PHONOLOGY, MORPHOLOGY, AND BASIC INFORMATION ON SYNTAX. APPENDED ARE SHORT SECTIONS ON ARABIC BORROWINGS AND VERB CONJUGATION. THROUGHOUT THIS TRANSLATION THE CYRILLIC TRANSCRIPTION OF THE RUSSIAN ORIGINAL HAS BEEN REPLACED BY A ROMAN TRANSCRIPTION CORRESPONDING WITH THAT USED BY BOTH CHAVARRIA-AGUILAR AND PENZL IN THEIR PASHTO TEXTS. In March and April 1968, the author was a guest of the U.S. Information Service on a two week trip to Pakistan and Afghanistan. During this stay, 30 libraries in five cities were visited. This paper describes this trip and relates the library happenings in these countries. It was obvious that Pakistan librarianship had advanced beyond the profession in either Iran or Afghanistan. There were many more librarians, more of them capable, more curiosity about foreign ideas, more concern for the present, larger book collections, larger buildings, more library schools, more active library associations, and more library publication. Yet all of this development has occurred in university and special libraries, not in school or public libraries, typical of Southwest Asia. And the picture seemed to be standing still or else moving ahead very slowly, as if the librarians had been trained before the nation was ready to support them. There seemed to be no evidence of a surge forward in public libraries, as there was in Iran or of major budget support for university libraries as there was in Ankara. Furthermore, the problem of over population had to be dealt with successfully or there would never be per capita improvement. Since Pakistan's economy was moving rapidly ahead, perhaps good library budgets and new building plans would also come, but one wonders if a country now so poor would support good library service even in the next generation. Case studies presented by graduate students from the United States and seven other nations dealt with topics in extension education. A system analysis approach to the problems in organizing extension services in developing nations was described, as well as physical and sociocultural problems (including illiteracy) which hinder audiovisual communication in rural areas. The Faculty of Agriculture at Kabul University was used to illustrate a discussion of the proper role of universities and colleges in Afghanistan. An evaluation was given of the relative influence of extension clubs and other extension approaches in Formosa and an analysis of the role of the National Institute for Agricultural Technology (Argentine) in Extension work, and the need for improved inservice training and cooperation with universities. The principles, process, and historical development of rural extension in the United States was outlined and implications suggested for program planning in Malaysia and Sudan. Final papers covered problems in recruiting and training village level extension workers in the Sudan, and Puerto Rican community development projects that illustrated the value of agency coordination. THE CONFERENCE DEALT WITH THE NEED FOR RESEARCH ON SPECIFIC COUNTRIES AND IN SPECIFIC DISCIPLINES AS WELL AS THE PRESENT CONDITION OF SOUTH ASIAN AREA STUDIES IN GENERAL. A COMPANION VOLUME, "RESOURCES FOR SOUTH ASIAN LANGUAGE STUDIES," CONCERNS THE DEVELOPMENT OF LANGUAGE PROGRAMS AND PERSONNEL, WHILE THIS VOLUME INTEGRATES THE TEACHING OF SOUTH ASIAN LANGUAGES WITH AREA STUDIES. INCLUDED WITH THE WORKING PAPERS IS A "REPORT OF THE CONFERENCE" WHICH SUMMARIZES THE MANY SPECIFIC SUGGESTIONS PRESENTED IN THE PAPERS AND DISCUSSED AT THE CONFERENCE MEETINGS. IN 1960 AT THE UNIVERSITY OF PENNSYLVANIA A CONFERENCE WAS CONVENED TO SURVEY THE RESOURCES AVAILABLE IN THE UNITED STATES FOR THE DEVELOPMENT OF LANGUAGE AND AREA STUDIES OF SOUTH ASIA AND TO MAKE RECOMMENDATIONS FOR A PROGRAM OF DEVELOPMENT. THE 23 PARTICIPANTS INCLUDED PROMINENT AMERICAN SCHOLARS FROM UNIVERSITIES WHERE SOUTH ASIAN LANGUAGES ARE TAUGHT AND REPRESENTATIVES OF THE FOREIGN SERVICE INSTITUTE AND OTHER INTERESTED GROUPS. ELEVEN WORKING PAPERS WERE PREPARED FOR THE CONFERENCE AND ARE PUBLISHED HERE. THE PAPERS DEAL WITH AMERICAN RESOURCES FOR SOUTH ASIAN LANGUAGE STUDY AND SUGGEST PRIORITIES FOR FURTHER WORK ON NEW TEXTS, RESOURCE MATERIALS, TEACHING METHODS, AND CURRICULUM GUIDES. IN A "REPORT OF THE CONFERENCE," ALSO PUBLISHED IN THIS VOLUME, THE EDITOR SUMMARIZES THE TOPICS COVERED AT THE CONFERENCE MEETINGS AND PRESENTS THE SPECIFIC RECOMMENDATIONS OF THE PARTICIPANTS.
