3. Values and Desiderata of the Cultural Exchange Program with Romania.

- Abstract
Cultural exchange programs are beneficial to the participating students, professors, and countries, provided that the programs are administered in a way designed to achieve the objectives most usefully. In Romania, the question must be discussed of the role, for example, of American literature in the curricula of the universities, types of materials and courses, and the types of necessary support from the Romanian educational authorities and the American Embassy. In America the question of placement of Romanian scholars and methods of selection must be a matter of serious and continuing concern. In the past, while the programs have been valuable, much of the planning has been ad hoc. This paper tries to suggest specific areas where concerted effort, serious forethought, and long-range planning can add to the value of the programs. Among other suggestions are: a Xerox center for materials for Eastern Europe, increased book allowances, trained State Dept. personnel in charge, and ways of avoiding problems which have arisen in the past. 5. The Ethos of the 'Technological Era,' the New Era of the Sociology of Morals, and the Ethical Education in Contemporary Societies.

- Abstract
Focusing on Rumania, this paper studies the relationship between the values system of the technological era and the implications for education. With increasing industralization and technological development, many societies have emerged as highly utilitarian in which all values are subordinated to acquisitive behavior, materialism, and individual egotistic achievement. Yet the fundamentally antiutilitarian ethical, Marxist humanism retains as its highest ideal the transformation of man from a means into a goal. A survey of Rumanian youth indicates a commitment to the humanist ideal of socialism based on equity and social justice. According to Marxist humanism, the principal requirements of contemporary education should be the stimulation of creativity within the student, placing him in a position of choice and guiding his free and conscious option toward the most advanced alternatives, the increase in the role of self-education, the education for many-sided student personalities and their filfillment, the permanent assertion of freedom and autonomy of personality as the basis for socialization, and the development of human values. The article presents recent developments in world politics. There has been no further development during the past week in the situation in Romania or other Balkan states. It seems significant, however, that a loan of $25,000,000 has been arranged for Romania in England, and if dispatches from Rome and Athens published in recent papers are to be accepted. Whatever Italy's ultimate decision on the question of peace or war may be, it becomes increasingly evident that decision will be taken by Italy alone, uninfluenced by threats or persuasions of other Germany and Austria. Somewhat sensational dispatches from Chinese government were published on January 27 concerning demands that Japan had made upon China following the Japanese occupation of Kiao-chau.

Changes in abortion legislation in Romania, together with the effects of restrictive legislation, are summarized in "Abortion Legislation: The Romanian Experience," the first of two articles in this monthly publication of The Population Council. Romania legalized abortion on request in September, 1957. Nine years later, October, 1966, the right to abortion was severely restricted, while other legal measures with pronatalist intent were introduced. Speculating upon the utility of this legislation in attempting to influence human fertility behavior, it is shown that well-established behavioral patterns of fertility control are resistant to significantly prolonged change by governmental edict alone. The second article, "Family Planning Patterns in Sierra Leone," is a sequel to Thomas Dow's paper which appeared in "Studies in Family Planning", Volume 2, Number 8 (SE 012 796). While the focus of the earlier paper was on presentation of data and interpretation of dominant trends, this one is more speculative in nature and attempts to identify those elements in the social structure that are indicative of the course family planning developments in Sierra Leone may take. Highlighted are the difficulties expected in the transition to greater approval and practice of family planning. (BL)

This article presents discussion on the economic performance of the communist countries. According to the author, In a highly centralized economy, the way to make headway quickly is to concentrate on easy tasks and neglect difficult ones. The trouble with this procedure is that some day the bill has to be paid, and it turns out to be higher than it would have been if problems had been properly dealt with as they arose. Neglect of some critical tasks simply because they are difficult means that all tasks gradually become less tractable. Eventually they all become too difficult for the system to manage. According to one of the article published in the journal "American Economic Association," the Soviet economy has achieved remarkable growth, but this very growth, accompanied by compounded complexities in the economy, now threatens to break down the machine that generated it. In another article of the same journal, the author focuses on the efficiency of the economy of Yugoslavia. One of the other article discusses about the postwar industrialization of Rumania. According to the article, Rumanian industrial output grew between 1948 and 1960, 4.6 times as against 4.9 times claimed officially.

This article presents information on the international relations of Romania as regards oil trade. In the year June 30, 1924, Romanian Parliament passed the so-called "mining law" which has caused serious complications in Romania's international relations. Peter Jay, American Minister at Bucharest, in concert with the representatives of the Western European Powers, protested against the passage of the act. The mining law provides for nationalization of the sub-soil in Romania. In the case of oil territories the granting of concessions, even if the oil deposits are in private territory, is a sovereign right of the state. The validity of the concessions is limited to fifty years.

The article offers a look at Romanian sociological publications in the 1970s. An article by Ioan I. Matei, published in the Revue Internationale de Sociologie provides a summary discussion of rural sociology in Romania. Industrialization and urbanization, expansion of education and the rule of the Romanian Communist Party have been among the most significant social changes in Romania during the 1950s-1970s. In Factori Sociali, Honorina Cazacu's multivariable analysis of human motivation deserves special mention because workers' behavior was analyzed, for the most part, in term of political orientation and not in terms of human motivation. A second category of sociological publications during 1970 and 1971 deals with educational issues. The last category, political sociology, appears to lack empirical investigations. For example, since nationalism and nation has been significant in his theoretical reflections in Eseuri despre Natiune. Contributii la Sociologica Culturii de Masa edited by M. Cernea and Structura Procesului Cultural de Mesa edited by Haralamb Culea concentrated on different media of mass communication as well as on different audiences in smaller communities. France of the influence of French sociology is manifested in Sociologica Franceza Contemporana edited by Ion Aluas and Ion Dragan.

This article summarizes data on the distribution and development of oak dieback in Romania. Between 1910 and 1961, three periods of oak dieback, each lasting for a number of years, have occurred in Romania. These have involved Quercus robur, petraea, pedunculiflora, pubescens, frainetto and cerris. Among the many organisms isolated are: two species of Ophiostoma, two new species of Erwinia, a Thielaviopsis type fungus and Armillaria mellea. The trouble is complex, involving both abiotic and biotic factors.

The article offers information on Colchicum autumnale L. It states that this is a perennial herb, the underground portion of which is an ovoid corm about 5 cm. in diameter covered with the dark brown remains of old leaves. It also mentions that in many localities this plant has been destroyed for it is identified to be poisonous to cattle. This plant is found in the south-east part of Ireland, particularly the Nore Valley in Kilkenny. It also grows in damp meadows and pastures in central Europe, east to Lithuania and Romania and south to north Italy and Spain.

36. UNBALANCED GROWTH IN RUMANIA.

This article focuses on the unbalances economic growth in Rumania. In the last two years the Rumanian Statistical Office has reported figures of industrial growth which amount to the highest in the entire socialist block, with the possible exception of Mongolia: gross industrial output at 1955 prices rose by 12 per cent in 1960 and by 16 percent in 1961. The Six Year Plan for 1959-65 calls for a sustained rate industrial growth of about 13 per cent per year. Rumania is rich in petroleum, gas, and timber resources. With a population of 18 million, it accounts for 88 per cent of crude oil extraction in this group, 81 per cent of the natural gas output, and roughly 20 per cent of the timber produced. With respect to the materials and semifabricates that are considered essential ingredients of growth in these states, Rumania is still underdeveloped and lags behind its allies, but it is catching up, it produced nearly 7 per cent of the steel in the group in 1950, 9 per cent in 1960, and is slated to produce 3.3 million tons in 1965, or 11 per cent of the group's output.

The fertility effects of legal shifts occurring in Romania in 1966 are examined as a large, naturally-occurring `experiment' on the impact of laws on fertility behaviour: In all likelihood, the effects of the Romanian policies represent the largest short-term increase in fertility ever experienced by a large human population. All fertility indicators nearly doubled in the space of one year. The greatest relative increases occurred to women aged 30-34, 35-39, and 40-44 of parities 2 and 3. There is clear evidence, however, of an accelerating decline in fertility since 1967. The sharp fluctuations in age-cohort size resulting from the drastic increase and subsequent decrease in fertility are likely to lead to important and difficult problems of accommodation as these cohorts move through the age span. Planners have reformed Rumania's administrative map almost a dozen times since the end of the First World War. The mosaics produced by these overhauls reflect in the size, shape, number, and distribution of their constituent local govemment areas the political objectives that inspired reform. With one exception (1938) the mosaies also exhibit high degrees of areal correlation between their eonstituent divisions and ethnic, historic, eeonomic, and physical regions in the Rumanian landscape; moreover, the planners who designed the exceptional mosaic tried purposely to avoid such congruence. Administrative divisions fashioned in geographical vacuums according to geometrical formulas have not typified contemporary Rumania. [ABSTRACT FROM AUTHOR]

- Abstract
Educational reform in Rumania at the elementary, secondary, and university levels has led to a greater emphasis on vocational-technical training and toward promoting further socialist attitudes among all students. The new educational objectives were outlined in a symposium on vocational training in which over 200 Rumanian educators participated. The symposium was held in commemoration of the fiftieth anniversary of the Rumanian Communist Party. Conclusions advanced at the conference suggest that the socioeconomic environment of the country be determined, emphasized, and reinforced; that work concepts must be the basis of the educational process; that preparation for a technological culture be fundamental; that school workshops must be converted to work laboratories to prepare students for actual work habits; that more vocational courses such as home economics, metal, and woodwork be offered; that school and student needs be subordinated to society; and that the full energy of the system be expanded toward greater social action. - Abstract
This bulletin is based upon reports to the International Commission on the Teaching of Mathematics concerning the development of the teacher of mathematics in the better secondary schools of different countries. For the most part, only those schools which are under the immediate direction of the Government have been considered. And even here discussion is limited to the best schools for boys and to the teachers in such schools. As a rule, the schools for girls are not as completely organized or of so high a standard. Included in this bulletin, when possible, are brief independent sketches of the educational conditions in the various countries, so that the readers may receive here in connected form condensed but definite accounts of the following phases of educational work in the country under discussion, in so far as they bear on the preparation of teachers of secondary mathematics: (1) the general educational scheme; (2) secondary schools and their relation to that scheme; (3) the mathematics taught in the secondary schools and the pupils to whom it is taught; (4) the inducements (such as salary, pensions; social position) to young men to take up secondary-school teaching as a profession; (5) the universities of the country, the courses of mathematics and allied subjects they offer, and the diplomas or certificates they confer. The countries profiled include Australia, Austria, Belgium, Denmark, England, Finland, France, Germany, Hungary, Italy, Japan, the Netherlands, Roumania, Russia, Spain, Sweden, Switzerland, and the United States.
