Although there are several indirect methods that can be used to verify reference limits, they have a common weakness in that they assume a low proportion of pathological values. This paper investigates whether a Gaussian decomposition algorithm can identify the non-pathological fraction even if it is not the main subset of mixed data. All investigations are carried out in the R programming environment. The mclust package is used for Gaussian mixture modelling via the expectation maximization (EM) algorithm. For right-skewed distributions, logarithms of the original values are taken to approximate the Gaussian model. We use the Bayesian information criterion (BIC) for evaluation of the results. The reflimR and refineR packages serve as comparison procedures. We generate synthetic data mixtures with known normal distributions to demonstrate the feasibility and reliability of our approach. Application of the algorithm to real data from a Nigerian and a German population produces results, which help to interpret reference intervals of reflimR and refineR that are obviously too wide. In the first example, the mclust analysis of hemoglobin in Nigerian women supports the medical hypothesis that an anemia rate of more than 50 % leads to falsely low reference limits. Our algorithm proposes various scenarios based on the BIC values, one of which suggests reference limits that are close to published data for Nigeria but significantly lower than those established for the Caucasian population. In the second example, the standard statistical analysis of creatine kinase in German patients with predominantly cardiac diseases yields a reference interval that is clearly too wide. With mclust we identify overlapping fractions that explain this false result. Gaussian mixture modelling does not replace standard methods for reference interval estimation but is a valuable adjunct when these methods produce discrepant or implausible results. As an outcome of the scientific conflict within business valuation theory in the German-speaking area, New Political Economy of Business Valuation has developed a possible approach to explain the dissemination of neoclassical valuation concepts in theory and practice. This explanatory model, designed by Quill (2016), is extended by Follert (2020) to include the share valuation in squeeze-out cases for the compensation of minority shareholders. For this purpose, the different actors in the legal mediation procedure ("Spruchverfahren")—the judge, the auditor as expert, and the conflicting parties—are modeled based on their stereotypical interests. The aim of the present paper is to introduce international scientific community to the scientific conflict between the proponents of investment-theoretical and those of the finance-theoretical conception, and to discuss the role of judicial decision-making from a legal-economic perspective. We would like to illustrate why a judge could benefit from the use of finance-theoretical valuation methods based on the neoclassical capital asset pricing model recommended by the relevant standard (so-called standard 1) of the "Institut der Wirtschaftsprüfer in Deutschland IDW" (Institute of Public Auditors in Germany) ("IDW S 1"). The analysis takes a socioeconomic perspective and argues that judicial valuation is primarily influenced by the judges' tendency to promote their own reputation and by social pressure from their professional environment and different interest groups. This paper adds a further perspective to New Political Economy of Business Valuation. Moreover, the close link between jurisprudence, economics and business economics theory is pointed out. Although the approach presented deals with the squeeze-out under German law, it may be applicable to squeeze-out arrangements in other countries as well, as long as the basic assumptions apply in their legal systems. The importance and urgency of IPLE (intellectual property literacy education) are increasingly prominent. This paper aims to build an IPLE mode to provide support for the talent cultivation in university libraries facing opportunities and challenges in the service transformation period. The IPLE mode and content of the Regional Patent Information Centers (PIZ Regional Centers) in German universities and university libraries are studied through network research, literature research, and comparative analysis. Based on the practical experience, educational characteristics and advantages, this paper constructs an IPLE mode of university library that includes six modules. Building the IPLE mode of university libraries can provide reference for university libraries in the work of IPLE, and gradually form an IPLE system that meets the needs of users' training, conforms to the university's talent training objectives, and improves the development plan of the university libraries. 8. The Great De-Mortgaging: the Retreat of Life Insurances From Housing Finance in US-German Historical Perspective.

Recent research in economic history has found that mortgage debt in relation to GDP has taken off in the historical long run ("great mortgaging"), as growing banking assets have been redirected into mortgage credit. This paper maps the parallel long-run investment history of private (life) insurance as the much overlooked second pillar of the financial system. Drawing on in-depth studies of the US and Germany, it finds that a "great de-mortgaging" took place in insurers' portfolios, with mortgages falling from up to 90 percent in the 19
th century to below 5 percent today in favor of fixed-income securities. A parallel shift to secondary mortgage bonds has hardly offset this decline, while direct real estate remained largely a residual investment class. Banks' great mortgaging is thus partly an institutional substitution effect. The paper sees insurers' asset shift itself as mainly driven by long-run changes in capital demand and competition with banks and pension funds. This paper investigates the sources of information and their quality as accessible to the government of the Federal Republic of Germany when trying to assess the situation of company funded pensions between 1949 and 1985 for the Company Pension Act of 1974. By taking a closer look at multiple government surveys as well as official statistics, the paper shows that the government only had very little access to verifiable and detailed information on the matter and relied largely on estimates. There were no coherent sources of information, and none were set up after the Act came into effect. The trend of a growing distribution and extent of corporate retirement plans from the late 1940s to the 1980s as seen in the government surveys is congruent with our findings. Furthermore, the Company Pension Act strengthened this already growing trend. [ABSTRACT FROM AUTHOR]

Family and educational institutions are the main centers of socialization in heritage language. Beyond the communicative and learning dynamics that take place in both environments, linguistic socialization also depends to a large extent on the relationship of families with educational spaces. The aim of this paper is to discuss families' expectations regarding the intergenerational transmission of Spanish and to explore their attitudes towards heritage language and educational programs in Germany. For this purpose, the results of an exploratory study based on surveys will be presented to compare the main arguments justifying Spanish-speaking families' decision to include heritage language courses or bilingual education spaces in their family language management in the German context. The analysis of the perception of families and their attitudes shows that the positive valuation of the family and instrumental dimension of heritage language influence families to include bilingual programs or heritage language classes in their family language management. Departing from research on Westphalian leases between 1600 and 1900 the paper discusses the lease market of and price determination on three Westphalian estates. While economic history approaches suppose that leases can be seen as market relations and are therefore useful indicators to measure agricultural productivity, a more anthropological perspective emphasises the social relations between lessor (here: noble estate owner) and leaseholders. The choice of an adequate perspective has significant implications for research on agricultural productivity based on rents and leases. Our results indicate that the contractual arrangement of leasehold (well defined duration, announcement, auctions) was used to achieve the highest possible leases. However, at least until the 1830s, demand for leasehold land was rather low and leaseholders could benefit from a lack of competition. Price determination of leases resulted in rents below the Ricardian rent. Therefore, we argue that important assumptions of the established price approach, which uses leases as proxies for productivity, are not met and the analysis of agricultural productivity requires additional evidence on the leaseholder's income and profit. In 1933, the German government introduced the marriage loan for newlyweds, a policy aimed at increasing marriages and births as well as male employment, which entailed a work ban for the wife and sizeable credit deductions for children. This paper illustrates that the policy was rather ineffective based on a critical evaluation of the existing literature on the topic, how the policy was implemented in practice, as well as a correlation and interrupted time series analysis and consideration of the historical context of the period between 1925 and 1939. This result starkly contrasts to the substantial changes expected at the time of the introduction. In theory, only a small fraction of newlyweds was eligible for the loan. In practice, the development of marriages postintroduction significantly differed from the period prior to the policy, but causation is unclear. While births increased, this can be attributed to a combination of policies and the improved economic environment compared to the crisis years. The sharp decrease in unemployment probably resulted from the introduction of several targeted policies and embellishment of unemployment statistics. [ABSTRACT FROM AUTHOR]

From a top-down perspective German and Chinese local governments show similar outsourcing modes, while from a bottom-up perspective NPOs show similar practices of network governance. Emissions trading has been established as an important instrument of pollution control in many world regions. However concerns have been raised whether or not emission-trading schemes may distort competition either on the permit market itself or on related output markets. In this paper we review tradable emission-allowance schemes with special reference to anti-competitive effects. Such distortions may be caused by large firms exercising market power on the allowance market by holding down supply or suppressing demand in order to manipulate prices to their advantage. Firms may also try to abuse the allowance market to put other firms, with whom they compete on the output market, at a competitive disadvantage. Further distortions and abuses may be caused by special or ill-defined rules on the allowance market or other markets. In this paper we survey theoretical insights on potential anti-comptitive effects of emissions trading and also provide some empirical evidence for market power abuses on auctioned and grandfathered allowance markets with a particular focus on the (alleged) allowance market abuse by power utilities in Germany and California. During the early years of the 20th century, attempts at dialogue with modern culture and practical collaboration with the Protestant majority in the Kaiserreich emerged in German Catholicism in order to overcome the condition of ‚inferiority' that characterized the Catholic population. In the context of the anti-modernist repression enacted by the Roman Curia of Pope Pius X, however, the proponents of forms of interdenominational organization, the autonomy of the laity from the ecclesiastical hierarchy, and openness towards secularized modernity more generally attracted the criticism of the so-called integralist Catholics. The latter saw a danger to the Catholic faith and to the prerogatives of the Roman Church in these developments and, ultimately, a manifestation of modernist ‚heresy'. Among the targets of the integralist accusations were the Volksverein and the Centre Party, as well as the interdenominational Christian trade unions. The paper aims to shed light on the contents and characteristics of German Catholic integralism in the years following the encyclical Pascendi (1907): to this end, the specific case of the Cologne priest Andreas Müller (1862–1938) is examined; through dozens of letters addressed to the Nuncio of Munich and the Holy See itself, he denounced the (alleged) infiltration of Modernism in Germany. Je nach Bundesland und Schule ist die Beschulung neu zugewanderter Schüler/innen strukturell unterschiedlich organisiert. Im vorliegenden Beitrag wird diese Organisation exemplarisch anhand eines nordrhein-westfälischen Gymnasiums gezeigt. Hierzu werden im Sinne der Situationsanalyse relevante menschliche Akteur/innen und nicht menschliche Aktanten identifiziert und miteinander in Beziehung gesetzt. Dabei kann die Vernetzung der unterschiedlichen Akteur/innen und Aktanten und somit die Komplexität des Gefüges aufgezeigt werden. Depending on the federal state and school the schooling of newly arrived students sees a variety in its organisation. As an example the present paper focuses on a Gymnasium in North Rhine-Westphalia. Relevant human actors and non-human actants are identified and their relations reflected upon in a situational analysis. Trotz langjähriger Erfahrung mit dieser Beschulungsform fehlen konkrete Vorgaben und Konzepte für eine erfolgreiche Integration von Schüler/innen und Lehrkräften. Die im Beitrag vorgestellte Online-Befragung von 315 Berliner Willkommensklassenlehrkräften aller Schulformen bestätigt diese Auffassung in Teilen und bietet einen differenzierten Einblick zu Bedarfen und Mängeln. In Berlin, migrant learners attend welcome classes. Despite many years of experience with this form of schooling, there are no concrete guidelines and concepts for a successful integration of students and teachers. The online survey of 315 Berlin teachers of welcome classes of all school types presented in the paper partly confirms this impression and offers a differentiated insight into needs and shortcomings. Beim durch diese Organisationsform bedingten Übergang in die Regelklasse handelt es sich um einen längeren Prozess, der im vorgestellten Projekt untersucht wird: Anhand von Experteninterviews mit Lehrkräften aus Vorbereitungsklassen in verschiedenen Bundesländern wird der Frage nachgegangen, welche Vorstellungen Lehrkräfte von einem gelungenen Übergang haben, welche unterstützenden Maßnahmen sie umsetzen und welche besonderen Herausforderungen sie sehen. Separate classes for newcomer students are a common organisational form in German schools. In this paper, we focus on the process of transition from such separate classes to regular classes: Teachers of separate classes for newcomers have been interviewed in order to explore a) under what circumstances do they consider the transition to a regular class successful, b) what measures do they take and c) what challenges do they face. In their recent book Buchanan and Powell claim that there is moral progress. Their analysis focuses on increasing inclusiveness, yet they also suggest other dimensions as possible indicators-improvements in the concept of morality and refinements in moral motivation. In the following I present empirical data on changes in moral understanding that occurred during the second half of the 20
th century in Germany. These changes concern an increasing delimitation of the moral realm, the rise of an ethics of responsibility, the displacement of an orientation to super ego dictates by a more ego-syntonic type of moral motivation. This research largely follows the 'cognitivist' paradigm which I start off defending against Haidt's counter proposal of moral intuitionism. Feasible explanatory factors for the changes documented are put forward-processes of secularization and changes in socialization styles-and their interpretation as indicators of moral progress is discussed. The DMV presidency emphasizes the importance of a diverse, respectful, and inclusive community. It is mentioned that the discussion about a possible renaming of the DMV has resurfaced, but no name change has taken place so far. The presidency has established a specialist group for gender, diversity, and sustainability in mathematics and proposes a participatory process to shape the discussion about the name of the DMV. Furthermore, reference is made to a paper adopted by various mathematical and scientific societies, condemning antidemocratic and nationalist approaches in Germany. This paper deals with the question of whether it is necessary to pass a special law for the establishment and operation of biobanks. For this purpose, some legal aspects are presented by way of example that are involved in operating a biobank (data protection, personal rights, consent, protection against seizure, etc.). The authors then discuss a draft law from 2010 which, however, was rejected by parliamentary committees on the grounds that there was no need for legislating this issue. This is then followed by the description of a second attempt to create a biobank law, which was undertaken by a group of professors from Augsburg and Munich in 2015. Again, the authors conclude that there is no acute need for such a law. Biobanking science and practice have already given rise to regulations (guidelines, model texts, procedural rules, etc.) that create a sufficiently secure basis for bio-banking. This paper investigates the existence of a possible media bias by analyzing the impact of automobile manufacturers' advertisements on automobile reviews in a leading German car magazine. By accounting for both endogeneity and sample selection using a two-step procedure, we find a positive impact of advertising volumes on test scores. The main advantage of our study is the measurement of technical characteristics of cars to explain test scores. This article presents a set of experiments under catalysis by immobilized lipase that were developed and tested in an action research project for developing a green organic chemistry curriculum for the senior secondary schooling level in Germany. This paper uses comprehensive high-quality panel data from official statistics for exporting enterprises to investigate the micro-structure of the recent export recovery in 2010 in manufacturing industries in Germany after the great recession of 2008/ 2009. Almost all of the increase in exports was due to positive changes of exports in firms that continue to export (i. e. at the so-called intensive margin) while the increase of exports due to export starters (at the so-called extensive margin) was tiny. It is shown that very large firms played a decisive role in shaping the export recovery. These findings are remarkably symmetric to the results from an analysis of the great export collapse of 2008/09. [ABSTRACT FROM AUTHOR]

In Germany, for the reporting year 2009 transaction-level data on exports and imports of goods have been aggregated at the level of the exporting or importing firm for the first time. In these data the number of goods exported and imported and the number of countries exported to and imported from is reported, together with the values of these cross-border transactions. This paper uses these newly available data for firms from manufacturing industries to uncover new facts and to test theoretical hypotheses of the relationship between a core dimension of firm performance, namely productivity, and the number of goods traded and countries traded with. The Gaza War is a watershed moment not only in the Middle East. It has also increased political divisions in Germany, where Israel's security and the fight against anti-Semitism are part of its historical legacy and political and moral identity. Incidents of anti-Semitism have increased dramatically, as have overdrawn accusations of it. An analysis of controversies about the definition of anti-Semitism, about the use of the term apartheid for the situation in the West Bank, of the BDS movement (Boycott, Divestment, Sanctions), and particularly the characterization of Israel as a settler-colonial state shows how difficult it has become to maintain a fair, honest, and frank discussion considering different points of view. The current crisis should be used as an opportunity for Germany to, on the one hand, face the unavoidable contradictions in its responsibilities stemming from the crimes of its Nazi past and, on the other hand, come to grips not only with Arab and Iranian terrorism and eliminationist rhetoric but also with the deficiencies in Israel's policies toward the Palestinians. Germany's new leitmotiv ought to be: 'Between the River and the Sea, Jews and Arabs should be free.' [ABSTRACT FROM AUTHOR]

This paper analyses the impact of opening clauses in German collective bargaining agreements (CBAs) on job flows. Opening clauses should provide firms with more flexibility in economic crises. Therefore, firms operating under a CBA with opening clauses are expected to have lower job turnover, in particular lower job destruction under bad business conditions, and - if job creation is not adversely affected - higher job growth. We analyse this question empirically using data from the IAB Establishment Panel, a large and representative data set on German establishments. We supplement the data with additional information on the existence of opening clauses in CBAs in the West German manufacturing sector (using the IAW Data Set on Opening Clauses). By means of a matching approach, we address selection problems in flexible CBAs and reveal that the existence of opening clauses has a positive, albeit not always significant, effect on job growth. In contrast, there are no significant effects on job destruction and job creation per se, and, based on information given in the IAB Establishment Panel itself, explicit knowledge of opening clauses or their application have no additional effect on job flows. The paper shows an empirical analysis of regional returns to education in Germany. Therefore the returns to education are estimated for Germany as a whole and for the eastern and western part seperately. Additionally the analysis examines the returns for each federal state. For the estimations it is necessary to identify an efficient method and the best estimable model. It can be shown that the Three-Stage-Least-Squares-method yields the best results. For Germany the regression shows an average return for an additional year of education of about 10 %. By comparing the eastern and western part, it can be shown that in the east german states - the New Länder - employees get a much higher return.
