Policy actors address complex environmental problems by engaging in multiple and often interdependent policy issues. Policy issue interdependencies imply that efforts by actors to address separate policy issues can either reinforce ('win–win') or counteract ('trade-off') each other. Thus, if interdependent issues are managed in isolation instead of being coordinated, the most effective and well-balanced solution to the underlying problem might never be realised. This study asks if reinforcing and counteracting interdependencies have different impacts on perception and collaboration. Our empirical study of collaborative water governance in the Norrström basin, Sweden, shows that policy actors often avoid collaborating when the policy issues exhibit reinforcing interdependencies. Our evidence indicates a perceived infeasibility of acting on reinforcing interdependencies. We also find that actors do not consider counteracting interdependencies ('trade-offs') at all when they engage in collaboration. Further, even though actors were aware of counteracting and reinforcing interdependencies, our analyses suggest they might be less aware of the former. These findings illustrate that actors either avoid each other due to policy issue interdependencies or, at best, ignore existing interdependencies when engaging in collaboration. Our study highlights the importance of problem perception in accomplishing integrated solutions to complex environmental problems, and of how understandings of different types of interdependencies shape collaboration in environmental governance. Previous research shows that Benefit-Cost Analysis (BCA) is seldom done in Sweden, and that the results e.g., in Norway and the Netherlands do not influence the ultimate policy choice. We explain why bureaucrats may choose (not) to do a BCA with cognitive- and search costs coupled with career concerns. Given the initial policy chosen by an agenda setter, bureaucrats who stay working at an agency have policy preferences close to the initial policy; those with reservation wages above a threshold quit and therefore do not influence policy. The bureaucrats' preferences converge to the initial policy level over time. A BCA reveals the inefficiency of the initial policy and the bureaucrats consequently have no incentive to do one, except when the policy is restricted by a binding governmental budget constraint. Improving water quality has become an important environmental issue, spurred in part by the Water Framework Directive. However, the relationship of policy change with forest water protection measures is relatively unknown. We analyzed how policy and practice have developed in Sweden using 50 years of historic data from the Krycklan Catchment Study, focusing on riparian buffers. Corresponding to legislation, education and voluntary measures emphasizing stream protection, two step changes occurred; between the 1970s–1980s, buffers increased by 67%, then by 100% between 1990s and 2000s. By 2013, just 50% of the stream length affected by forestry was protected and the application has varied by stream size; small streams lacked a buffer approximately 65% of the time, while 90% of large streams had buffers. The doubling of buffer implementation from the 1990s–2000s corresponded to the adoption of a number of environmental protection policies in the 1990s that all came into effect during this period. The ever-increasing consumption of natural resources required for the production of consumer electronics, and the growing amount of electronic waste, underline the importance and urgency of extending the lifespan and use of such products. Information and Communication Technology (ICT) remanufacturing is a growing industry, which nonetheless faces several barriers. Consumers often have a perception of re-used and remanufactured products that they are of lesser quality than their new counterparts. To increase consumer confidence, a quality label could be used to communicate quality aspects of re-used ICT equipment. This study investigates the potential of establishing a comprehensive labelling scheme for ICT products, covering criteria on product quality, as a way to support the uptake of re-used and remanufactured products in Sweden. A detailed analysis, through interviews and a literature review of existing re-use certification initiatives in different jurisdictions, highlighted aspects that should be considered for the design and implementation of a labelling scheme, including appropriate marketing, funding sources, establishment of networks, and the necessity of specific quality criteria on ICT products. Interviews with Swedish ICT stakeholders revealed a trade-off between the information communicated by a label of re-used and remanufactured ICT products and the costs to cover and verify these aspects. The Swedish ICT re-use sector is small and it could only benefit from a labelling scheme if there is wide stakeholder participation and government support. In climate change mitigation, backcasting scenarios are often used for exploring options for achieving a single environmental goal, albeit at the expense of other goals. This paper assesses potential conflicts and synergies between multiple environmental policy goals based on four future scenarios on Swedish rural land use, assuming zero GHG emissions in 2060. The assessment shows that goal conflicts are apparent, and policy makers need to make trade-offs between goals. The choice of strategy for dealing with these trade-offs yields conflicts or synergies. The assessment shows that a transition to zero GHG emissions provides opportunities for Sweden to shift to carbon free land-use planning. Overall, there are alternative ways with different underlying assumptions to achieve zero GHG emissions, which will feed discussions on new opportunities to overcome multi-scale and multi-sectoral goal conflicts. Multi-target backcasting scenarios are considered more suited to account for the multi-dimensional aspects of goal conflicts. This requires a comprehensive multi-target backcasting approach, which combines the strengths of multicriteria analysis, nexus approaches and backcasting, for supporting a transition to zero GHG emissions. The extent to which scientific knowledge translates into practice is a pervasive question. We analysed to what extent and how ecological scientists gave input to policy for two approaches advocated for promoting forest biodiversity in production forests in Sweden: green-tree retention (GTR) and continuous-cover forestry (CCF). GTR was introduced into forest policy in the 1970s and became widely implemented in the 1990s. Ecological scientists took part in the policy process by providing expert opinions, educational activities and as lobbyists, long before research confirming the positive effects of GTR on biodiversity was produced. In contrast, CCF was essentially banned in forest legislation in 1979. In the 1990s, policy implicitly opened up for CCF implementation, but CCF still remains largely a rare silvicultural outlier. Scientific publications addressing CCF appeared earlier than GTR studies, but with less focus on the effects on biodiversity. Ecological scientists promoted CCF in certain areas, but knowledge from other disciplines and other socio-political factors appear to have been more important than ecological arguments in the case of CCF. The wide uptake of GTR was enhanced by its consistency with the silvicultural knowledge and normative values that forest managers had adopted for almost a century, whereas CCF challenged those ideas. Public pressure and institutional requirements were also key to GTR implementation but were not in place for CCF. Thus, scientific ecological knowledge may play an important role for policy uptake and development, but knowledge from other research disciplines and socio-political factors are also important. For the assessment of value of new therapies in healthcare, Health Technology Assessment (HTA) agencies often review the cost per quality-adjusted life-year (QALY) gained. Some HTA agencies accept a higher cost per QALY gained when treatment is aimed at prolonging survival for patients with a short expected remaining lifetime, a so-called end-of-life (EoL) premium. The objective of this study is to elicit the existence and size of an EoL premium in cancer. Data was collected from 509 individuals in the Swedish general population 20-80 years old using a web-based questionnaire. Preferences were elicited using subjective risk estimation and the contingent valuation (CV) method. A split-sample design was applied to test for order bias. The mean value of a QALY was MSEK4.8 (€528,000), and there was an EoL premium of 4-10% at 6 months of expected remaining lifetime. Using subjective risk resulted in more robust and valid estimates of the value of a QALY. Order of scenarios did not have a significant impact on the WTP and the result showed scale sensitivity. Our result provides some support for the use of an EoL premium based on individual preferences when expected remaining lifetime is short and below 24 months. How the sustainable development goals (SDGs) interact with each other has emerged as a key question in the implementation of the 2030 Agenda, as it has potentially strong implications for prioritization of actions and their effectiveness. So far, analysis of interactions has been very basic, typically starting from one SDG, counting the number of interactions, and discussing synergies and trade-offs from the perspective of that issue area. This paper pushes the frontier of how interactions amongst SDG targets can be understood and taken into account in policy and planning. It presents an approach to assessing systemic and contextual interactions of SDG targets, using a typology for scoring interactions in a cross-impact matrix and using network analysis techniques to explore the data. By considering how a target interacts with another target and how that target in turn interacts with other targets, results provide a more robust basis for priority setting of SDG efforts. The analysis identifies which targets have the most and least positive influence on the network and thus guides, where efforts may be directed (and not); where strong positive and negative links sit, raising warning flags to areas requiring extra attention; and how targets that reinforce each others’ progress cluster, suggesting where important cross-sectoral collaboration between actors is merited. How interactions play out is context specific and the approach is tested on the case of Sweden to illustrate how priority setting, with the objective to enhance progress across all 17 SDGs, might change if systemic impacts are taken into consideration. This paper therefore looks closer into climate gas emission and the shift to non-fossil energy in Sweden. What types of organizations are behind the shift to non-fossil energy use, what are the relative effects on emissions, to what extent can these interactive dynamics be considered eco-innovations? Do these effects vary between public and private organizations, and if so, can they be related to specific institutions and policies? Methods include statistical survival analyses, in particular Cox regression. These analyses inform us why energy sources shift. Results indicate that wood fuel and solid waste increase as sources of energy while fossil oil has decreased between 2003 and 2010. This result is in line with industrial and environmental policies of the Swedish governments that present these facts as institutionally and policy-related 'green innovation'. However, our analysis contests such a conclusion and it is noticed that the shift to non-fossil sources of energy has not led to verifiable decreases in green-house gas emissions. Results instead suggest that 'green' innovation of non-fossil energy was mostly the effect of low-tech innovation in public organizations with no fundamental effect on CO emissions. In this study we investigate how firm level environmental performance ( EP) affects firm level economic performance measured as profit efficiency ( PE) in a stochastic profit frontier setting. Analyzing firms in Swedish manufacturing 1990-2004, results show that EP induced by environmental policy is not a determinant of PE, while voluntary or market driven EP seem to have a significant and positive effect on firm PE in most sectors. The evidence generally supports the idea that good EP is also good for business, as long as EP is not brought on by policy measures, in this case a CO tax. The main objective of this paper is to test the Porter hypothesis by assessing static and dynamic effects of environmental policy on productivity. According to the hypothesis, stringent environmental regulations have dynamic effects on firm performance, and these effects eventually generate profits that offset the adaptation costs. We extend previous analyses by using unique data on environmental protection investments in the Swedish manufacturing industry as a proxy for environmental stringency. These data enable us to separate environmental protection investments into pollution prevention and pollution control. This distinction is crucial since the hypothesis claims that it is investments in prevention that have positive dynamic effects on firm performance. To test the hypothesis, a stochastic production frontier model is estimated where firm inefficiency is a function of investments in environmental protection. In general, we find no support for the Porter hypothesis within the time frame of our study, indicating that environmental regulations lead to efficiency losses. This study investigates the effect of a CO2 tax on profitability by using firm-level data on output and inputs from Swedish industry between 1990 and 2004. The purpose of this exercise is to investigate the validity of the so-called Porter hypothesis. By utilizing a factor-demand modeling approach, and specifying a profit function that has a technology component dependent upon firm-specific effective tax on CO2, we are able to separate out the effect of regulatory pressure on technological progress. The results indicate that there is evidence of a “reversed” Porter effect in most industrial sectors, especially in energy-intensive industries; that is, after controlling for the fuel price effect, technological progress and consequently profits are further negatively affected by the CO2 tax. The article offers information on the recommendations for Education for Sustainable Development (ESD) in Early Childhood Education in Sweden. These are the product of the collaboration among the Centre for Environment and Sustainability in Gothenburg, the Swedish Ministry of Education and Research, the Swedish National Commission for the United Nations Educational, Scientific and Cultural Organization (UNESCO), and the Swedish International Centre of Education for Sustainable Development. According to the authors, the guidelines were founded on the concept that children are competitive active factors in their own lives and have the capacity to be affected by the complexity of environmental and social issues. The recommendations include accessibility, gender and ESD in curriculum.

Mean willingness-to-pay (WTP) based on multiple bounded, discrete choice responses from contingent valuation surveys are normally obtained using some kind of parametric estimator. This paper instead exploits the possibility to interpret the response to the discrete-choice question as an implicit contract between the researcher and the respondent, resulting in a minimum legal WTP (MLW) estimator. Never previously used in valuation literature, it is used in this paper to estimate the WTP for the preservation of large carnivores in Sweden, based on a large scale, national survey. Results show that MLW estimates only were 12–19% of the comparable parametric estimates. In keeping with other results in contingent valuation literature, we find that the MLW estimates are positively related to the educational level, income and the fraction of urban population, while negatively related to age. This study estimates efficient nitrogen load reductions to the Stockholm archipelago, a Swedish coastal zone in the Baltic Sea, and compares these with politically determined and implemented nitrogen abatement programs. The region is relatively well equipped with necessary data, and a simple programming model is constructed. The results show a large divergence in efficient nitrogen reductions, mainly due to the divergences in benefit estimates from water quality improvements in the archipelago. However, the results need to be interpreted with caution due to all uncertainties related to predicting net values from changes in nitrogen load to a coastal zone. In spite of this, it is still of policy relevance to infer results which show that the politically determined target coincides with an efficient nitrogen reduction at relatively low benefit estimate, but that actual net benefits could be increased from a reallocation of abatement measures towards more low cost measures. Preliminary surveys are used to prioritize between contaminated sites to select those to be investigated more thoroughly. The data-gathering steps are almost identical between countries; however, the assessment procedures differ significantly. In this study, we have investigated 21 contaminated sites assessed as belonging to the high-risk or the very high-risk class using the Swedish Methods for Inventories of Contaminated Sites (MICS). We then applied the US Preliminary Assessment (PA) method to the same sites and compared the results and conclusions from the two screening procedures. In both cases, all sites were recommended for further investigation and the two approaches seem to corroborate one another; however, the PA assessment scores and the preliminary MICS classifications did not correlate. The results obtained with the PA method were easier to explain than the final MICS classification. The PA method also seems more transparent and easier to standardize, although objections could be made regarding the weighting scheme, because the outcome in this study was entirely dependent on the surface exposure pathway. However, to examine this in greater detail, it is necessary to include sites with less contamination: The importance of preliminary surveys in the overall risk management process gives a strong motivation for such an evaluation. Generally, the lack of research and scientific support for the various assessment procedures in use suggests that there is a need for method development, standardization, and validation. Goal, Scope and Background. Procurement in public and nonpublic organisations has the potential to influence product development towards more environmentally friendly products. This article focuses on public procurement with procurement in Swedish defence as a special case. In 2003, public procurement in Sweden was 28% of the GDP. In the Swedish defence sector: the amount was 2% of the GDP. The total emissions from the sector were of the same order of magnitude as from waste treatment (2% of Sweden's emissions). According to an appropriation letter from the Ministry of Defence in 1998, the Swedish Armed Forces (SAF) and the Swedish Defence Materiel Administration (FMV) are required to take environmental issues into consideration during the entire process of acquiring defence materiel. Environmental aspects are considered today, but without a life-cycle perspective. The aims of this article are to recommend suitable tools for taking environmental concerns into account, considering a product's life-cycle, in the procurement process for defence materiel in Sweden; to make suggestions for how these tools could be used in the acquisition process; and to evaluate these suggestions through interviews with actors in the acquisition process. The procurement process does not include aspects specific to Swedish defence, and it is therefore likely to be comparable to processes in other countries. Methods. The method involved a study of current literature and interviews with various actors in the acquisition process. The life cycle methods considered were quantitative Life Cycle Assessments, a simplified LCA-method called the MECO method and Life Cycle Costing (LCC). Results and Discussion. Methodology recommendations for quantitative LCA and simplified LCA are presented in the article, as well as suggestions on how to integrate LCA methods in the acquisition process. We identified four areas for use for LCA in the acquisition process: to learn about environmental aspects of the product; to fulfil requirements from customers; to set environmental requirements and to choose between alternatives. Therefore, tools such as LCAs are useful in several steps in the acquisition process. Conclusion. From the interviews, it became clear that the actors in the acquisition process think that environmental aspects should be included early in the process. The actors are interested in using LCA methods, but there is a need for an initiative from one or several of them if the method is to be used regularly in the process. Environmental and acquisition issues are handled with very little interaction in the controlling and ordering organisation. An integration of environmental and acquisition parts in these organisations is probably needed in order to integrate environmental aspects in general and life-cycle thinking in particular. Other difficulties identified are costs and time constraints. Recommendation and Perspective. In order to include the most significant aspects when procuring materiel, it is important to consider the whole life-cycle of the products. Our major recommendation is that the defence sector should work systematically through different product groups. For each product group, quantitative, traditional LCAs or simplified LCAs (in this case modified MECOs) should be performed for reference products within each product group. The results should be an identification of critical aspects in the life-cycles of the products. The studies will also form a database that can be used when making new LCAs. This knowledge should then be used when writing specifications of what to procure and setting criteria for procurement. The reports should be publicly available to allow reviews and discussions of results. To make the work more cost-effective, international co-operation should be sought. Management by objectives (MBO) is a technique for integrating ecological concerns into national political and administrative structures. Politicians determine environmental objectives and interim targets to be implemented and assessed by civil servants in national, regional, and local contexts. Well-developed organizational communication is a prerequisite for MBO. However, communication-related obstacles can arise when using MBO in public environmental management. We examine communicative aspects of environmental MBO, looking specifically at the implementation, administration, and assessment of Swedish environmental quality objectives. Our argument is illustrated by quotations from individual and focus group interviews. We conclude that communicative problems may arise, because different actors interpret messages from different perspectives, depending on their agendas, prior knowledge and experience, and positions in the administrative system. It is crucial to recognize the dialogical aspects of communication, by involving the receiver of a message in a process of response. In addition, the different timeframes underlying different arguments could contribute to misunderstandings between actors involved in handling environmental issues. In assessing the achievement of environmental objectives, indicators are used as communicative tools. It is important to investigate whether and how these indicators contribute to the de- and recontextualization of environmental objectives. [ABSTRACT FROM AUTHOR]

The article investigates four alternative allocation schemes for emission allowances. The investigated schemes are emission-based allocation, production-based allocation with actor-specific emission factors, production-based allocation with benchmarking and production-based allocation based on data on best available technology (BAT). All the examined schemes apply free allocation based on historical activities. The allocation schemes are evaluated against the criteria for a National Allocation Plan, listed in the Annex III of the EU ETS Directive, and regarding their conformity with the criteria put forward by the Swedish Parliamentary Delegation on Flexible Mechanisms, The FlexMex 2 Commission. In Sweden, environmental policy is essentially carried out through a system of environmental objectives adopted by Parliament in the late 1990s. This system contains principles, objectives, interim targets, strategies, and follow-up mechanisms, which together provide a solid ground for increased efficiency and improved prioritization in environmental policies. Despite the ambitious approach of the Swedish Parliament, the system of environmental objectives suffers from certain shortcomings. Some of the objectives are imprecise and difficult to evaluate, and there are no rules or principles that may be used to solve goal conflicts and to prioritize between different objectives.
