This study seeks to investigate how natural resources rents impact environmental sustainability measured by CO2 emissions and PM2.5 air pollution in Brazil, Russia, India, China, and South Africa (BRICS) economies from 1995 to 2019. To enhance robust policy implications, natural resources are decomposed into disaggregated (coal, gas, oil, forest, and mineral rents) and aggregated (total natural resources rents) indicators. Besides, the intervening roles of affluence, urbanization, and green policies vectoring green technological innovation, green finance, green energy, and waste management within the theoretical underpinning of STIRPAT model are considered. The empirical verification is anchored on second-generation estimators entailing Common Correlated Effects Mean Group, Augmented Mean Group, and Panel Quantile Regression. Similarly, Fully Modified OLS is employed to gauge the country-specific effects amidst varying robustness analyses. The fallouts from the analyses reveal that natural resources rents inhibit the attainments of environmental sustainability in BRICS economies by positively driving CO2 emissions and PM2.5 air pollution. Conversely, green policies are observed to substantially drive environmental sustainability by mitigating both pollutants whereas affluence and urbanization escalate them. The distributional effects from Panel Quantile Regression and Fully Modified OLS corroborate the main findings divergently. Additionally, two channels of causality, including unidirectional and bidirectional nexuses, are apparent from the estimated models. Policy measures are suggested based on the empirical findings. Air pollution now affects 92 percent of the global population and is responsible for one out of nine deaths, nearly two thirds of which occur in Southeast Asia and the Western Pacific. Emerging work on the political ecology of air pollution examines how its noxious effects are unevenly distributed across social categories such as race and class. Geographers know much less about the social mechanisms through which air pollution and its risks and mitigation efforts are calculated, however. Situated within northern Thailand's haze crisis and its broader agrarian transitions, we employ ethnographic and geospatial methods to theorize air pollution as a boundary object. Throughout the region, uncertainty over the causes and constitution of air pollution and its flexible interpretation have driven the development of civil society sensor networks and the adoption of portable Air Quality Index monitors and hot spot locating apps. These increasingly widespread technologies not only democratize data but also play a growing role in shifting environmental narratives of seasonal air pollution. By homing in on the boundary work of air pollution, however, we argue that although new, more widely accessible modes of knowledge production can seemingly reduce uncertainty and shift environmental policy, they can also obscure the long-standing political-economic inequalities on which environmental problems are based. This article advances current debates at the nexus of political ecology and science and technology by demonstrating how particulate matter matters differently within and between social groups and the role of sociality in environmental change and the production of political space. Abstract To understand the harm caused by air pollution and attract attention from government agencies, this study estimates the exposure to the elevated level of PM10 and its effect on health. This study employed two distinct approaches: cost-of-illness (COI) and willingness-to-pay (WTP). The results revealed that people are willing to pay for risk reduction initiatives, and the difference between COI and WTP is negligible. The entire sum estimated from the COI and WTP is adequate to pay the complete expenses of air pollution mitigation measures such as the deployment of Bus Rapid Transit. Therefore, government officials may concentrate on the best technique for lowering air pollution, notably in Vietnam. In the short term, hiking taxes to reduce carbon emissions in the city and implementing a subsidy plan for impacted stakeholders may be necessary. There is extensive evidence linking air pollution exposure to physical health. Less is known about the mental health impacts of poor air quality, especially in developing countries. We use data from India and estimate the causal impact of air pollution exposure on feeling sad, experiencing cognitive difficulties, and feeling unable to control and cope with important things in life. We instrument for air pollution exposure using the annual number of nighttime thermal inversions and show that air pollution exposure in the previous calendar year significantly worsens mental health in the current year. We examine potential mechanisms and find that air pollution exposure negatively impacts self-reported physical health, worsens respiratory conditions, and increases the likelihood of experiencing sleeping difficulties. Accounting for mental health impacts of pollution exposure is critical to accurately estimating the true health costs of air pollution and designing optimal environmental policy. The combustion of fossil fuels is largely responsible for the problems of climate change, air pollution, and energy insecurity. A combination of wind, water, and solar power is the best alternative to fossil fuels, the authors write, because renewable energy sources have near-zero emissions of greenhouse gases and other air pollutants, no long-term waste disposal problems, and no risks of catastrophic accidents. Compared with nuclear energy and biomass energy, the authors find that wind, water, and solar power, alone, would not only be advantageous but also feasible to meet 100 percent of the world’s energy needs. They explain how renewable energy systems can be designed and operated to ensure that power generation reliably matches demand; they calculate that these energy sources would cost less than fossil fuels when all costs to society are considered; and they recommend policies for easing the transition to energy systems based entirely on wind, water, and solar power. In 2014, Chinese leaders declared "war against pollution," leaving local governments with considerable anti-pollution mandates – and, often, with the blame for insufficient implementation. There is a lack of large-scale systematic analyses of citizens' preferences for environmental protection by relevant government levels and the social structuration of such attitudes. This article aims first to assess associations between desire for local government to improve environmental protection, and socioeconomic status and air pollution; second, to identify indirect associations mediated by citizens' awareness of pollution. The research was based on nationally representative survey data from 2014. Results show the lowest occupational class as less likely than higher classes to mention environmental protection when asked which local government services should increase, but as likely to express environmental risk awareness. Policymakers should consider mechanisms such as social protection, inclusion and environmental justice to enhance local environmental policy desire among lower classes and facilitate effective environmental governance. Air quality in Kazakhstan cities has been poorly investigated despite their deteriorating situations. This study evaluates the national air pollution monitoring network data (PM10, NO2, SO2, and O3) in Kazakhstan cities, and provides the estimates of excess mortality rates associated with PM2.5 exposure using the Global Exposure Mortality Model (GEMM) concentration-response function. Morbidity rates associated with PM10 exposure were also estimated. Firstly, an air quality-based priority ranking of the cities was suggested based on the annual concentrations of the pollutants during the period of 3 years between 2015 and 2017. Nur-Sultan, Almaty, Ust-Kamenogorsk, and Aktobe were identified as the most polluted cities by PM10, NO2, SO2, and O3 respectively. Then, the exposure-response assessment was conducted for 21 cities. In major cities of Kazakhstan attributable to ambient air pollution per capita, mortality rate is 1 193 per 100 000 population per year, which is 8.97 times higher than in Europe. It is estimated that fine particulate matter exposure in the major cities of Kazakhstan causes 101 139 premature deaths annually. This study provides quantitative information on potential public health risks and impacts of air pollution, which is valuable for decision-makers to justify national environmental policies. Implications: Quantitative information on health impacts from air pollution can be useful for decision makers in Kazakhstan to justify environmental policies and identify policy and funding priorities for tackling air pollution issues. It can be also useful for policy makers in improving the quality of government funded environmental reports and strategic documents as they have many shortcomings in terms of selection of air quality indicators, identification of priority pollutants, identification of sources of pollution. This article examines the ways that American approaches to public administration and policy are heavily shaped by a Cartesian ontology that emphasizes abstract notions of time, space, and consequences that result. It proposes an alternative drawing on Heideggerian phenomenology. It examines the implication of moving our perspectives from abstracted notions time and space to authentic encounters in the world, and uses environmental policy as a reference point to investigate potential expressions. European legislation implies the use of marginal social cost pricing in rail access charges levied on rail operators. Thus, they may include specific environmental charges to internalise the impacts of rail transport. However, when applying these principles in practice, several difficulties call for second-best settings adapted to the particularities of the rail market. In this context, few European railway administrations are already implementing rail access charges with an environmental dimension. This paper reviews the literature on the issue and assesses the current European experience in noise and air pollution rail charges. For this purpose, an analytical framework is built on the definition of four basic dimensions: charging approach, allocation of abatement efforts, degree of differentiation and intermodal approach. The qualitative examination of the existing systems suggests that the level of environmental surcharges can be generally increased given the low substitutability between rail and road and that the range of abatement possibilities should be enlarged by further differentiating charges. It is also found that the pricing scope should be adapted to achieve particular cost-efficient allocations of abatement efforts among rail operators and upstream agents. Eurpean Union (EU) environmental policy has increasingly advanced multi-level governance (MLG) to improve policy implementation. MLG approaches mandate (sub-) national planning and introduce functional governance layers to match the biophysical scale of environmental problems. Whereas the literature on policy implementation has focused on thechallengesposed by multi-level systems, the described EU approach relies on MLG as astrategy to better policy implementation. This contribution studies the implementation of EU air quality directives, drawing on all 137 German air quality and action plans, to explore how requirements of multi-level implementation are delivered on the ground. Overall, we find the model of implementing air quality policy through MLG of limited success. In particular, sub-national policy-makers use their new planning competencies but struggle to implement functional governance layers. Mirroring experiences from neighbouring EU policy fields, our findings raise the broader issue of ‘failed’ implementation versus a still untapped potential for adaptation and governance learning. Assessments of past environmental policies—termed accountability studies—contribute important information to the decision-making process used to review the efficacy of past policies, and subsequently aid in the development of effective new policies. These studies have used a variety of methods that have achieved varying levels of success at linking improvements in air quality and/or health to regulations. The Health Effects Institute defines the air pollution accountability framework as a chain of events that includes the regulation of interest, air quality, exposure/dose, and health outcomes, and suggests that accountability research should address impacts for each of these linkages. Early accountability studies investigated short-term, local regulatory actions (for example, coal use banned city-wide on a specific date or traffic pattern changes made for Olympic Games). Recent studies assessed regulations implemented over longer time and larger spatial scales. Studies on broader scales require accountability research methods that account for effects of confounding factors that increase over time and space. Improved estimates of appropriate baseline levels (sometimes termed “counterfactual”—the expected state in a scenario without an intervention) that account for confounders and uncertainties at each link in the accountability chain will help estimate causality with greater certainty. In thedirectaccountability framework, researchers link outcomes with regulations using statistical methods that bypass the link-by-link approach of classical accountability. Direct accountability results and methods complement the classical approach. New studies should take advantage of advanced planning for accountability studies, new data sources (such as satellite measurements), and new statistical methods. Evaluation of new methods and data sources is necessary to improve investigations of long-term regulations, and associated uncertainty should be accounted for at each link to provide a confidence estimate of air quality regulation effectiveness. The final step in any accountability is the comparison of results with the proposed benefits of an air quality policy. Implications: The field of air pollution accountability continues to grow in importance to a number of stakeholders. Two frameworks, the classical accountability chain and direct accountability, have been used to estimate impacts of regulatory actions, and both require careful attention to confounders and uncertainties. A skewed sex ratio exists in many developing countries. Skewed sex ratios are the result of interplay of genetic, economic, environmental and socio-historical processes. Many studies have examined the impact of skewed sex ratio at birth arising from a strong preference for sons in countries like China and India, and have suggested policies to deal with the resultant social disequilibrium. Recent scientific studies identify health concerns associated with new generations of boys and girls growing up in increasingly toxic environments, and the implications for adult sex ratios and social wellbeing. Air pollution is a serious environmental issue that has been long recognized. Whereas government policies attempt to reduce air pollution by controlling various pollution sources, research on risk perception of air pollution tends to treat air pollution as a single unified risk and neglects the complication of the polluting sources. Previous research consistently demonstrates that lay people have an inaccurate understanding of air pollution and are unwilling to change their behaviors to decrease pollution. However, these findings can hardly be employed in policy-making because researchers and policy-makers treat air pollution differently. The aim of the present study is to obtain a nuanced understanding of people's risk perception of air pollution from different sources. Moreover, we propose a new risk dimension, Self-Relevancy, and try to understand people's reluctance to change their behaviors to reduce pollution. Three main findings emerged. First, we demonstrated that people perceived each air pollution source differently. Second, factor analysis of risk characteristics showed that ratings of Self-Relevancy questions mainly loaded on the same factor, which indicates the robustness of the Self-Relevancy risk dimension. Finally, we found that people's ratings of Self-Relevancy positively predicted their perceived risk for some of the pollution sources. These findings highlight the importance of investigating sub-categories of risks and exploring the risk dimension of Self-Relevancy in future risk perception research to provide detailed and informative data for policy-makers. The process of calculating market clearing prices for cap and trade environmental pollution policies dealing with both air and water pollution remains problematic. The permit trading processes are designed to mimic the cost minimisation outcome. In the paper we design the market process for allocating permits to achieve the same type of behaviour we observe for each decision maker in the overall cost minimisation model. We aim to develop a modelling system that would be easy and efficient to operate. We use the method which is known as a computer-assisted ‘smart market’ and has been used in a number of electric energy pricing situations. This approach has also been proposed and applied to some types of environmental quality and resource management policies. In the paper the theoretical structure of the ‘smart market’ model is provided. The potential effects of air pollution are a major concern both in terms of the environment and in relation to human health. In order to support environmental policy, there is a need for accurate measurements of the concentrations of pollutants at high geographical resolution over large regions. However, within such regions, there are likely to be areas where the monitoring information will be sparse and so methods are required to accurately predict concentrations. Set within a Bayesian framework, models are developed which exploit the relationships between pollution and geographical covariate information, such as land use, climate and transport variables together with spatial structure. Candidate models are compared based on their ability to predict a set of validation sites. The chosen model is used to perform large-scale prediction of nitrogen dioxide at a 1×1 km resolution for the entire EU. The models allow probabilistic statements to be made with regard to the levels of air pollution that might be experienced in each area. When combined with population data, such information can be invaluable in informing policy by indicating areas for which improvements may be given priority. [ABSTRACT FROM AUTHOR]

In this paper the necessity for effective joint working arrangements between Environmental Health Officers and Transport Planners is demonstrated as a fundamental prerequisite for successful management of traffic-related air quality in English local government areas. Current approach to joint working and collaboration between the officers was examined based on the evidence from a three-year study which involved questionnaire surveys and case study interviews. The findings show that despite good administrative devolution and policy integration, the chance of improving specific local air quality situations through the Local Transport Planning process is dependent on other overriding factors which influence the capabilities of the authorities to integrate policies across departments and tiers of governments. Implicit in these findings is the need for a shared paradigm of continuous engagement by all the policy actors and stakeholders if proper integration and the possibility of tangible results in future policy development are to be achieved. This paper analyses CO2 emissions reduction costs based on project data from the Climate Cent Foundation (CCF), a climate policy instrument in Switzerland. Four conclusions are drawn. First, for the projects investigated, the CCF on average pays €63/ton. Due to the Kyoto Protocol, the CCF buys reductions only until 2012. This cut-off increases reported per ton reduction costs, as the additional lifetime project costs are set in relation to reductions only until 2012, rather than to reductions realised over the whole lifetime. Lifetime reduction costs are €45/t. Second, correlation between CCF's payments and lifetime reduction costs per ton is low. Projects with low per ton reduction costs should thus be identified based on lifetime per ton reduction costs. Third, the wide range of project costs per ton observed casts doubts on the widely used identification of the merit order of reduction measures based on average per ton costs for technology types. Finally, the CCF covers only a fraction of additional reduction costs. Decisions to take reduction efforts thus depend on additional, non-observable and/or non-economic motives. While economic research on environmental policy is mainly concerned with instruments, political science concentrates on actors. The issue of centralisation needs to be analysed using a multidisciplinary approach because it is connected with both actors and instruments. Linking the Advocacy Coalition Framework with an economic approach, the paper first develops an innovative model in order to understand the mechanisms of centralisation and decentralisation in the different phases of policy processes. Focusing on environmental policy, the idea is developed that environmental policy needs the push of centralisation in order to institutionalise the prevailing social norm, but then should be organised decentrally to account for regional differences. Abstract: The U.S. Environmental Protection Agency''s Self-Policing Policy (more commonly referred to as the Audit Policy) waives or reduces penalties when companies voluntarily discover, disclose, and correct environmental violations. One goal of the Audit Policy is to encourage companies to conduct environmental audits in order to identify poor environmental performance. Thus, the regulatory flexibility associated with the Audit Policy should reduce subsequent chemical emissions. While several studies examine predictors of the Audit Policy, no studies examine if facilities that use the Policy decrease their chemical emissions as a result. The purpose of this research is to examine the impact of the Audit Policy on changes in Toxic Release Inventory (TRI) emissions among a sample of 178 facilities operating in the chemical and allied product industry. The results of that analysis suggest that facilities that use the policy have similar subsequent emissions trends as facilities that do not use the policy. Moreover, the results also suggest that formal enforcement actions are the best predictor of TRI reductions. These findings persist despite other regulator and company controls. In terms of environmental policy, the results suggest that self-policing may not improve or deteriorate environmental performance in the chemical and allied products industry. The U.S. Environmental Protection Agency (EPA), under the authority of the Clean Air Act (CAA), is required to promulgate National Ambient Air Quality Standards (NAAQSs) for criteria air pollutants, including ozone. Each NAAQS includes a primary health-based standard and a secondary or welfare-based standard. This paper considers only the science used for revision of the primary standard for ozone in 2008. This paper summarizes deliberations of a small group of scientists who met in June 2007 to review the scientific information informing the EPA Administrator’s proposed revision of the 1997 standard. The Panel recognized that there is no scientific methodology that, in the absence of judgment, can define the precise numerical level, related averaging time, and statistical form of the NAAQS. The selection of these elements of the NAAQS involves policy judgments that should be informed by scientific information and analyses. Thus, the Panel members did not feel it appropriate to offer either their individual or collective judgment on the specific numerical level of the NAAQS for ozone. The Panel deliberations focused on the scientific data available on the health effects of exposure to ambient concentrations of ozone, controlled ozone exposure studies with human volunteers, long-term epidemiological studies, time- series epidemiological studies, human panel studies, and toxicological investigations. The deliberations also dealt with the issue of background levels of ozone of nonanthropogenic origin and issues involved with conducting formal risk assessments of the health impacts of current and prospective levels of ambient ozone. The scientific issues that were central to the EPA Administrator’s 2008 revision of the NAAQS for ozone will undoubtedly also be critical to the next review of the ozone standard. That review should begin very soon if it is to be completed within the 5-year cycle specified in the CAA. It is hoped that this Report will stimulate discussion of these scientific issues, conduct of additional research, and conduct of new analyses that will provide an improved scientific basis for the policy judgment that will have to be made by a future EPA Administrator in considering potential revision of the ozone standard. Still, due to lack of sufficient data and imperfect analytical tools, one can give only some estimates rather than precise results. The impact of primary pollutants is dominating in the local domain. The secondary pollutants are negligible in the local domain; however, they have a strong impact in the regional domain. Growing international trade has been one of the most important drivers for China's recent economic growth. This growth has fed rapid increases in energy demand and carbon emissions since 2000. China is now the world's largest emitter of carbon dioxide. There is mounting pressure from some in the international community for China to take specific actions to mitigate its emissions as part of a post-2012 climate regime. However, emissions embodied in internationally traded goods have not been given enough attention in this debate. This article discusses the results of research to quantify the emissions stemming from goods that are exported from China to other countries. It finds that these emissions accounted for 23% of China's national total in 2004. The article sets out how this result has been obtained and compares it to the results of several other pieces of research to demonstrate the importance of this issue. Some pointers for international climate policy are then discussed, including the advantages and difficulties of moving to consumption-based emissions accounting, and implications for international trade rules. In contrast to many discussions based on annual emissions, this article presents calculations and projections of cumulative contributions to the stock of atmospheric CO2 by the major players, China, Europe, India, Japan and the USA, for the period 1900-2080. Although relative contributions to the climate problem are changing dramatically, notably due to the rapid industrialization of China, long-term responsibilities for enhanced global warming have not been transparently quantified in the literature. The analysis shows that if current trends continue, by the middle of this century China will overtake the USA as the major cumulative contributor to atmospheric concentrations of CO2. This has enormous implications for the debate on the ethical responsibilities of the major greenhouse gas emitters. Within the literature in green political theory on global environmental threats one can often find dissatisfaction with liberal theories of justice. This is true even though liberal cosmopolitans regularly point to global environmental problems as one reason for expanding the scope of justice beyond the territorial limits of the state. One of the causes for scepticism towards liberal approaches is that many of the most notable anti-cosmopolitan theories are also advanced by liberals. In this paper, I first explain why one of the strongest expressions of liberal anti-cosmopolitanism cannot simply be dismissed because it may fail to support desired environmental ends. The political conception of justice represents one of the most important challenges to cosmopolitanism generally and is thus a serious challenge to viewing global environmental problems in terms of cosmopolitan justice. Second, I will show through the case of anthropogenic global warming that the political conception of justice under current conditions does have clear cosmopolitan implications despite its proponents' claims. An integrated set of low-carbon society (LCS) scenarios for the UK were analysed using the UK MARKAL Macro (M-M) model. A $100/tCO2 carbon price scenario was compared with long-term LCS scenarios with a domestic 80% CO2 reduction target. As M-M is a national-level model, a set of five international drivers were investigated, and grouped under Annex I consensus and Global consensus assumption sets. For economy-wide results the inclusion of international aviation and potential large-scale purchases of CO2 permits (when available) are most important. For sectoral implications, all international drivers considered here are important; for example in divergent overall size and configuration of the UK electricity sector. The carbon price scenario and set of 80% LCS targets scenarios give GDP losses rising from 0.36% to a range of 1.64-2.21% in 2050. This steep cost convexity in deep CO2 reductions represents increasing efforts to decarbonize the UK energy system, and the further impact of key international drivers. This illustrative analysis demonstrates that UK policy makers should be cognisant of, and flexible with respect to, international strategies on LCS and emission reduction targets. The challenge of creating a global low-carbon society is examined from the perspectives of a slow-growing but highly developed economy (Canada) and a fast-growing developing economy (China). Both countries' responses are compared to a similar carbon price schedule (US$10/tCO2e in 2013 rising exponentially to $100 by 2050) using a hybrid technologically explicit and behaviourally realistic model with macroeconomic feedbacks (CIMS). Then additional measures are imposed based on the national circumstances of each country; for Canada we simulate a 50% reduction by 2050, and stabilization for China. The scale of the challenge in all cases requires that every available option be vigorously pursued, including energy efficiency, fuel switching, carbon capture and storage, and accelerated development of renewables; to compensate, there are significant co-reductions of local air pollutants such as SOx and NOx. Finally, the abatement cost schedules of China and Canada are compared, and implications considered for carbon permit flows if the cost schedule of the rest of the developed world is assumed to be similar to that of Canada. We found that the developed world and China could collectively reduce emissions by 50% in 2050 at a price of $175/ tCO2e, with permits flowing from the developed countries to China; while abatement costs are lower in China up to $75/t, at higher prices reductions are less costly in the developed world. Our results indicate that a global low-carbon society is feasible, on condition that policy makers are willing and able to impose long-term, credible policy packages with carbon pricing policy as the core element, coupled with supplementary regulations to address market failures. This article envisions a future in which advances in technology and urban development have transformed Japanese society by 2050, resulting in significant greenhouse gas reductions. Pathways leading Japan towards a low-carbon society are calculated using a scenario approach based on back-casting' techniques. It is possible to reach a 70% reduction in 002 emissions through a combination of demand-side and supply-side actions. On the demand side, reductions of 40-45% are possible through efficiency improvements, decreased population and the more rational use of energy despite increased energy demands arising in certain sectors. On the supply side, 002 emissions can be reduced through a combination of the appropriate choice of low-carbon energy sources (including carbon capture and storage) and improving energy efficiency. The estimated direct annual cost of technology to achieve this by 2050 is 6.7-9.8 trillion yen, approximately 1% of the estimated 2050 GDP However, this excludes costs involved in infrastructure investments with aims other than climate policy (e.g. strengthening international competitiveness, improving security, enhancing urban development, and reinforcing energy). To avoid investing in its current high-carbon-emitting infrastructure, Japan must develop long-term strategies to create the necessary technological and societal innovations and to channel the appropriate financial resources for intensive economy-wide change, such as development of land, urban areas, and buildings, improvements in industrial structures, and new technologies. The health burden of environmental exposures, including ambient air pollution and climate-change-related health impacts, is not equally distributed between or within regions and countries. These inequalities are currently receiving increased attention in environmental research as well as enhanced appreciation in environmental policy, where calls for environmental equity are more frequently heard. The World Health Organization (WHO) 2006 Global Update of the Air Quality Guidelines attempted to address the global-scale inequalities in exposures to air pollution and the burden of diseases due to air pollution. The guidelines stop short, however, of addressing explicitly the inequalities in exposure and adverse health effects within countries and urban areas due to differential distribution of sources of air pollution such as motor vehicles and local industry, and differences in susceptibility to the adverse health effects attributed to air pollution. These inequalities, may, however, be addressed in local air quality and land use management decisions. Locally, community-based participatory research can play an important role in documenting potential inequities and fostering corrective action. Research on environmental inequities will also benefit from current efforts to (1) better understand social determinants of health and (2) apply research evidence to reduce health disparities. Similarly, future research and policy action will benefit from stronger linkages between equity concerns related to health consequences of both air pollution exposure and climate change, since combustion products are important contributors to both of these environmental problems. Based on the verified emissions for the 2005 and 2006 trading years, the actual emissions and allowances for each installation covered by the EU Emissions Trading Scheme (EU ETS) were compared. Based on data available for 24 Member States as of May 2007, this article uses a thorough data analysis for about 9,900 installations to investigate evidence on three issues: first, the stringency of the total allocation cap and allocation differences both among the Member States and a selection of emission- intensive sectors; second, the distribution of the size of installations; and third, the spread of allocation discrepancies and possible allocation biases regarding the size of installations. There is a surprisingly high spread of allocation discrepancies, which provide evidence for treating small installations differently from large ones: the inequality of distribution of the size of installations, between allocated and verified allowances, variations in the spread of the allocation discrepancies both by country and by sector reflecting the implementation of National Allocation Plans, the size of an installation and its allocation discrepancy. In Canada, the Canadian Council of Ministers for the Environment (CCME) is currently engaged in a process to determine how best to reduce air emissions from oil refineries. The National Framework for Petroleum Refineries Emissions Reduction (NFPRER) is being developed with the input of stakeholders, including nongovernment organizations (NGOs), industry, and regulatory jurisdictions. One component of this framework is the development of a tool to prioritize emissions for reduction based on estimated health impacts. HEIDI II (Health Effects Indicators Decision Index II) is a spreadsheet-based model that prioritizes a series of carcinogenic and noncarcinogenic air toxicicants and criteria air contaminants commonly emitted from Canadian oil refineries. A generic meteorological dispersion model was applied to reported annual emissions data for each of Canada's 20 refineries. Photodegradation rates and ambient levels of each substance were accounted for, and air concentrations were calculated for 20 geographic zones around each refinery. These were coupled to toxicity data derived mainly from Health Canada and the U.S. Environmental Protection Agency (EPA), and applied to target populations of children, adults and seniors. HEIDI II predicts incidence of relevant disease endpoints from each substance emitted, except for benzene, toluene, ethylbenzene, and xylene (BTEX) and polycyclic aromatic hydrocarbons (PAH), which were treated as chemical mixtures. Rankings were based on predicted case incidence or the application of a common health impact metric, disability-adjusted life years (DALYs), to the predicted incidence. Using the DALY approach, priority rankings can be made within each of the chemical classes, or across all three classes together. HEIDI II incorporates several switches that allow the user to investigate alternate scenarios based on stack height, average daily sunlight hours (for calculating photodegradation), and the possibility of emissions below regulatory reporting thresholds. This statement is the result of discussions held at the 2005 NERAM IV Colloquium "International Perspectives on Air Quality: Risk Management Principles for Policy Development" and represents the collective views of 35 delegates, including international air quality policy analysts, academics, nongovernmental organizations, industry representatives, and decision makers from Mexico, Canada, the United States, the United Kingdom, Brazil, Hong Kong, and the Netherlands on principles for global air quality management. The objective of the colloquium was to "establish principles for air quality management based on the identification of international best practice in air quality policy development and implementation." This statement represents the main findings of a breakout group discussion session, presentations of an international panel of speakers from Canada, the United States, Mexico, and Hong Kong and views of the delegates expressed in plenary discussions. Much of the debate on global climate change has focused on direct costs of mitigation. Recently this debate has included the issue of ancillary benefits. The present analysis incorporates a linkage between air pollution and ancillary health benefits into a general equilibrium model applied to Sweden. Direct disutility and indirect health effects are modelled using concentration-response and contingent valuation data. Health benefits are compared in three scenarios for attaining the Swedish carbon dioxide target with alternative projected and harmful emission levels. Within the European Commission-supported thematic network project AIRNET, a stakeholder survey was performed to identify key questions and issues of concern for end users regarding air pollution and health information. On the whole, survey respondents typically asked general questions concerning air pollution and health (i.e., regarding the type of pollutant, emission sources, monitoring, and health impact). Furthermore, an overwhelming response across all stakeholder categories was not the unavailability of information sources to inform policy, but the lack of time available to read and absorb all the information. Overall, the respondents expressed their preference for information that is (1) presented as short and clear overviews, (2) ready for policy use by including a practical linkage between the research findings and implementation of public protection, and (3) in a format easily passed on to others. This article outlines international measures undertaken to combat climate change and in this context discusses the potential legal issues faced by the Australian States and Territories in implementing a National Emissions Scheme. The article argues that when considered in light of the legal and structural issues that impact upon the proposed design of the National Emissions Scheme and the current ad hoc regulatory framework in Australia that attempts to regulate the emission of greenhouse gases in the energy sector, the National Emissions Scheme may create uncertainty and could impede an ideal regulatory model in Australia's attempts to address climate change. This study examines the spatial distribution and enforcement of air polluting facilities in the state of New Jersey, as listed in the U.S. Environmental Protection Agency's Aerometric Information Retrieval System. Results show that air-polluting facilities tend to concentrate near minority neighborhoods, although this relationship is partially explained by factors of population density, manufacturing employment, and land use. Other results suggest that facilities in areas with a relatively high percentage of minority population tend to have a weaker record of environmental enforcement as compared to other facilities. In 2002, methodological issues around time series analyses of air pollution and health attracted the attention of the scientific community, policy makers, the press, and the diverse stakeholders concerned with air pollution. As the U.S. Environmental Protection Agency (EPA) was finalizing its most recent review of epidemiologic evidence on particulate matter air pollution (PM). statisticians and epidemiologists found that the S-PLUS implementation of generalized additive models (GAMs) can overestimate effects of air pollution and understate statistical uncertainty in time series studies of air pollution and health. This discovery delayed completion of the PM Criteria Document prepared as part of the review of the U.S. National Ambient Air Quality Standard, because the time series findings represented a critical component of the evidence. In addition, it raised concerns about the adequacy of current model formulations and their software implementations. In this article we provide improvements in semiparametric regression directly relevant to risk estimation in time series studies of air pollution. First, we introduce a closed-form estimate of the asymptotically exact covariance matrix of the linear component of a GAM. To ease the implementation of these calculations, we develop the S package gam.exact, an extended version of gam. Use of gam.exact allows a more robust assessment of the statistical uncertainty of the estimated pollution coefficients. Second, we develop a bandwidth selection method to reduce confounding bias in the pollution-mortality relationship due to unmeasured time-varying factors, such as season and influenza epidemics. Third, we introduce a conceptual framework lo fully explore the sensitivity of the air pollution risk estimates to model choice. The incineration of urban solid wastes(USW) in Hoffmann brick furnaces can become an adequate handling option for its final disposal, as long as the emission levels established by Colombian Environmental Legislation, as stated in Resolution 058 of 2002 of the Ministry of the Environment, are met. Atmospheric emissions of the incineration process comprise, among others, particulate material, sulfur oxides, nitrogen oxides, carbon monoxide, and compounds commonly called dioxins and furanes. ISO 14001 is an international standard for Environmental Management Systems, adopted by over 36,000 organizations worldwide. This paper attempts to determine the length of time after which a given company has implemented ISO 14001 experiences emission reduction. The sample used is a group of 264 manufacturing facilities in the USA, which represent 23 percent of all the ISO 14001 certified organizations in the US, analyzed throughout the period from 1996 to 2001. The results show that 75 percent of the companies experienced a reduction in their emissions, among which 53 percent had already done so just one year after obtaining ISO 14001. During the first 2 years of his presidential term, George W. Bush matured as a political leader and neutralized many of his harshest critics. A glaring exception to this characterization is the area of environmental policy. The Bush administration adamantly refused to advance a meaningful strategy to reduce greenhouse gas emissions and to commit the United States to the Kyoto Protocol. At the same time, a number of highly public disputes compromised the legitimacy of the U.S. Environmental Protection Agency (EPA). This appraisal reviews the Bush administration's performance midway through its first term across three pivotal environmental concerns: air pollution, climate change, and toxics remediation. Though environmental proponents denounced the U.S. EPA's provocative policy positions, there are no indications that this criticism has had much political impact. The assessment concludes with an examination of the politics behind the Bush administration's growing anti-environmentalism and some speculation regarding its future electoral implications. This article addresses two questions: (1) How do spatiotemporal changes in air pollution levels—specifically, total suspended particulates (TSP)—rise or fall with socioeconomic status? (2) A critical equity interpretation of environmental policy then motivates this question: does the pursuit of average regional reductions in pollution benefit those who need improvements least, benefit those who need improvements most, or maintain the status quo? TSP data are drawn from networks of monitoring stations operated in 1985, 1990, and 1995. The monitoring data are interpolated with a kriging algorithm to produce estimates of likely pollution distribution throughout Hamilton. Exposure is related to socioeconomic status (SES) variables at the census tract level for corresponding years—1986, 1991, and 1996—and associations are tested with ordinary least squares (OLS) and spatial regression models. The results show that whether TSP rises or falls, injustice persists but becomes less pronounced over time. Among all SES indicators, dwelling value consistently predicts TSP levels for all years, suggestive of a land-rent/spatial-externalities dynamic. As we move forward in time, it becomes increasingly difficult to differentiate air-pollution exposure among Hamilton neighborhoods, as industrial TSP sources become more dispersed in the region and transportation pollution becomes relatively more important. We conjecture that more equitable distributions of air pollution have resulted more from post-Fordist industrial and spatial restructuring than from environmental policy intervention. Injustice in Hamilton and its apparent relationship with changing industrial structure appear similar to results in the United States and speak to a continental, intraurban environmental-justice experience. This paper uses the wave of regime changes that swept East Central Europe in 1989 to test the hypothesis that a smoother transition to democracy will lead to greater success in addressing environmental issues. Changes in the levels of Carbon Dioxide (CO2) and Sulphur Dioxide (SO2) emissions during the transition period in Romania and Hungary are examined in relation to political and economic developments over the period in order to determine the significance of each factor in dealing with environmental challenges. The analysis shows that the stable transition in Hungary has provided an opportunity to improve environmental outcomes, whereas Romania has struggled during the transition period with limited environmental improvements. This article evaluates the opportunities and the feasibility of technological innovations in transport systems in relation to goals of mitigating global air pollution and climate change. The analytical framework for this technological assessment is formed by the life cycle theory, in which technological innovations are related to the development phase of a transport system (introduction, growth, maturity and decline). Based on a discussion on the driving forces for technological development within the different modes of transport spearheads for technological innovations are being presented. In addition, the role of the government in exerting influence on these development paths is being discussed. The analysis shows that the rate of technological change is slow and the effectiveness of policies to encourage implementation of new transport technologies to reduce emissions on a global scale is limited. Technological innovations can contribute to the reduction of emissions in the international transport sector, but it will be a long term process to generate significant results. This paper discusses the results of the BEAP linear programming model that has been developed to study the optimal use of biomass and land for greenhouse gas emission reduction, notably the competition between food production, biomass production for energy and materials and afforestation. The model results suggest up to 100 EJ biomass use in case of global policies (about 20% of global primary energy use). The biomass is used for industrial and residential heating, transportation fuels and as a feedstock for plastics. In the electricity markets competing emission reduction options are more cost-effective than biomass. In case the Kyoto protocol is continued beyond 2010 the developed countries can rely in 2020–2030 on afforestation and land use change credits from developing countries, without any major use of other emission reduction strategies. However, in case of a planning perspective of more than half a century bioenergy is preferred instead of afforestation. The US decision not to ratify the Kyoto Protocol and the recent outcomes of the Bonn and Marrakech Conferences of the Parties have important implications for both the effectiveness and the efficiency of future climate policies. Among these implications, those related with technical change and with the functioning of the international market for carbon emissions are particularly relevant, because these variables have the largest impact on the overall abatement cost to be borne by Annex B countries in the short and in the long run. This paper analyses the consequences of the US decision to withdraw from the Kyoto/Bonn Protocol both on technological innovation and on the price of emission permits (and, as a consequence, on abatement costs). In particular, the analysis highlights mechanisms and feedbacks related to technological innovation, technological spillovers and R&D which could be relevant and which modify some policy relevant conclusions. First, we identify two feedback effects which explain why our results lead to a less significant fall in the price of permits than in most empirical analyses recently circulated. We show that the US defection from the Kyoto Protocol, by inducing a decline in the demand and price of emission permits, lowers the incentives to undertake energy-saving R&D. As a consequence, emissions increase and feed back on the demand and supply of permits, thus implying a lower decline in the price of permits than previously estimated. At the same time, as a result of the reduced R&D investments and the augmented emissions, climate change damages intensify and require an increase in investments that are again coupled with a growth of emissions. By thus again increasing the demand for permits and reducing their supply, this effect enhances the previous mechanism. Notwithstanding the lower decline in the price of permits, the paper still identifies a smaller price than would occur with a US participation. The People's Republic of China is experiencing severe air pollution with very serious public health and economic consequences. Over the past decade, the Chinese government has sought to utilize bureaucratic, political, legal and educational vehicles to address these problems. This paper examines the ways in which those policy measures have been communicated to, understood by, and acted upon by the citizenry, drawing in important part on household and epidemiological surveys conducted in Anhui. Our study suggests that the central government's message has yet to be absorbed to the degree intended and then considers both why this has been the case and how the effectiveness of policy mechanisms might be enhanced.
