There has been increasing interest in understanding gendered social norms and how they change. This paper explores change in social norms relating to men's participation in unpaid care work in Northern Uganda, where mixed-methods data from adults, children and adolescents was collected. Socio-cultural changes, related to a civil war and other influences, have been observed in this region. This paper finds that some men took on more responsibility for care work and described this as socially acceptable where it involved 'masculine tools', was perceived to be 'modern' or to bring financial benefits. These subtle adjustments do not cause radical change but are important because, over time, they can shift social norms in a more permanent way. [ABSTRACT FROM AUTHOR]

This paper seeks to identify the factors that explain how members of parliament improved budget scrutiny using unique empirical data collected in Uganda. Two instances are studied that mark the improvements. First, the 2001 Budget Act that established the Parliamentary Budget Committee with large competencies for African standards. Second, the change in the 2012 Health Budget, a rare instance when parliament made significant budget amendments. The analysis reveals that political entrepreneurs used a window of opportunity to build a coalition for change. The window of opportunity opened at an event organised by civil society. The process that followed improved legislative budget scrutiny in a country with strong executive systems and strong patronage. Although considerable research exists on Child Neglect (CN), gender-differentiated perceptions that fuel CN are not yet known. In the patriarchal family settings, the perception often held of mothers is that of childcare and fathers as providers. Drawing on interviews with 35 parents reported for CN in post-conflict northern Uganda, this paper explores the gendered triggers of CN and interventions directed at children under CN. The paper uses radical feminism and nested ecological theories to examine gendered perceptions often held about motherhood and fatherhood in relation to childcare and explains the risk factors for CN for caretakers from northern Uganda. Narrative responses were audio-recorded and transcribed. Qualitative content analysis was used to scrutinize parents' perceptions on CN. Parents highlighted triggers for CN as; spousal separation and custody of children, polygamy, disorientation of cultural and social norms and the burden of single parenting. Case reporting and community dialogues were identified as interventions. The paper argues for mainstreaming gender into family and child protection strategies for improved childcare while targeting both fathers and mothers to enhance safety of children. For many young people in Uganda, labour migration has become a part of growing up. They may not move far, but it is still a move away from a place they belong. For young migrants, the route to economic independence may be precarious, even for those who have people they know nearby. We trace the experience of 12 young male and female migrants (aged 17–24 years) over their first year as a migrant in southern Uganda. Finding friends who could help find jobs, lend them money and be around to relax with, fulfiled an expressed need to belong. That friendship was often based on a shared interest in sport or through their place of work. In a setting where all the young people had at some point experienced hunger, insecurity and a fear of failing to make it, those friendships were a marker of beginning to feel they belonged. Using data from an orthotic intervention in Kampala, Uganda, this paper estimates the health and economic impacts of providing orthotic equipment to adults with lower limb disabilities. We examine changes to: (i) functional mobility and (ii) labour market outcomes, including type of employment and monthly earnings. One year after the intervention, the effects are noticeably gendered; men exhibit an improvement in their level of functional mobility, while women face little change or a reduction in their levels. In terms of labour market outcomes, for men the intervention leads to an increase in monthly earnings, which is partly due to a switch from self- to wage employment. Effects on female labour market outcomes generate more nuanced results. Earnings increase for women, although the overall effect is much smaller. Taking into account the intensity of equipment use, our Wald estimates reveal larger marginal effects on both mobility and earnings. [ABSTRACT FROM AUTHOR]

This paper presents findings from the third stage of a longitudinal, qualitative study involving nine female participants from a class cohort in a secondary school in rural Uganda. Since 2004–05, this study has tracked the progress of these young women's lives, and the present aspect of the study explores the ways in which they have found that post-primary education has impacted their adult lives, particularly with respect to employment-related factors. I draw upon the conceptual construct of Amartya Sen'scapabilities approach(1999) to interpret and present data. Findings considered in this paper indicate that post-primary education has been crucial to the capabilities development and socioeconomic well-being of the participants’ lives. The central role played by textbooks in children’s education in developing countries has been highlighted previously in this journal. This paper reports on how an English-language textbook used commonly in Ugandan secondary schools reinforces gender stereotypes which are prevalent in society. The paper is based on a mixed-methods investigation of gender representation in English in Use, Book 2 by Grant and Wang’ombe, a textbook recommended by the Ministry of Education for teaching English to students aged 14–15 in Ugandan schools. Documentary analysis elicited the data which were analysed quantitatively using Porecca’s framework for the analysis of English as a Second Language textbooks and then qualitatively using critical discourse analysis. This revealed that positive female role models are under-represented and that the language of the text is not inclusive of females. Lesson observations of two teachers using the textbook, along with follow-up interviews, revealed that they mostly ignored gender issues by dealing with them uncritically, purely as a means of enhancing linguistic skills. We argue that the content of such textbooks, and the way in which they are mediated in the classroom, undermine the Ugandan government’s commitment to equity and inclusion. [ABSTRACT FROM PUBLISHER]

This paper examines the environmental destruction that arises from sudden location of refugees in rural settlements in Uganda. It highlights the gendered biases created when women are forced to traverse long distances to gather firewood. In doing so, the paper seeks to improve the provision of humanitarian support to refugee populations and the physical environment in their settlements. The research design was exploratory, descriptive, and largely qualitative even though small amounts of primary quantitative data were collected from a sample of 100 women and 30 men. Results of the data analysis show that refugee settlements have a negative effect on the environment in and around refugee settlements due to the excessive cutting of trees needed for firewood and charcoal. Moreover, the data show that women refugees, whose gender role it is to collect firewood, had to travel long distances in search of fuel wood, a process that exposed them to exploitation and domestic violence. The paper concludes with some recommendations including the provision of fuel energy and the adoption of environmental strategies that can conserve the ecosystem in and around refugee settlements. Drawing on an international literature review, two international workshops and primary qualitative research in Uganda this paper reviews experiences of mainstreaming HIV/AIDS in development sectors (such as education, health and agriculture) in developing countries. The extent to which HIV/AIDS mainstreaming strategies and associated challenges are similar to or different from those of mainstreaming gender in the health sector is also explored. The paper details the rationale for HIV/AIDS mainstreaming through illustrating the wide reaching effects of the pandemic. Despite the increasing interest in mainstreaming HIV/AIDS there is little clarity on what it actually means in theory or practice. This paper presents a working definition of HIV/AIDS mainstreaming. It is argued that all too often processes of ‘mainstreaming’ emerge as too narrow and reductionist to be effective. The paper then considers four key challenges for mainstreaming HIV/AIDS and explores how and to what extent they have also been faced in gender mainstreaming and what can be learnt from these experiences. These are: (1) the limited evidence base upon which to build mainstreaming strategies in different country contexts; (2) the role of donors in mainstreaming and implications for sustainability; (3) who should take responsibility for mainstreaming; and (4) how to develop capacity for mainstreaming. The implementation of neoliberal reforms in northern Uganda was carried out in the context of armed conflicts in the years 1988–2006 and the post-conflict resettlement and reconstruction activities since 2006. This paper uses an intersectional gender analysis of the life histories of heads of the poorest households in Gulu district to document and examine the effects of neoliberalisation processes of appropriation and class formation in the context of extreme poverty in a post-war setting. It examines the gendered nature of the households' experiences of survival, crisis, and vulnerability and analyses the effects of neoliberal policies on land, labour, livelihoods, and access to healthcare. The data evidences that the neoliberalisation of northern Uganda is compounding the dispossession of the poor, who were previously dispossessed by war. It underscores the fallacy of the ideology of 'inclusive neoliberalism' that informed the second phase of neoliberalisation in Uganda, into which northern Uganda was integrated. How does a lack of consideration to gender and diversity restrict the success of implementing poverty-reduction policies? What are the lessons to be learned from past mistakes and omissions? This article examines the Uganda Participatory Poverty Assessment Process (UPPAP), which fed into Uganda's Poverty Reduction Strategy Paper (PRSP). Gender plays an important role in education as most traditional societies give preference to boys over girls when it comes to educational opportunity. Increasing access to education for girls is important to the health and well-being of the individual, their future children, families, and communities. The objective of this paper is to understand the gender differences in educational outcomes for orphans and vulnerable children (OVC) attending secondary schools in Uganda and Tanzania. The study employed a four-year, retrospective record review utilizing both qualitative and quantitative methodologies. A total of 5738 student records were collected as part of the study. Students were grouped as “ever supported” OVC (receiving educational support from either a block grant or scholarship program during their secondary school education), “never supported OVC” (OVC students who did not receive any educational support), and “nonOVC students” (students identified by the school as neither orphaned nor vulnerable). Results of the study indicate that investment in secondary school education for OVC in Uganda and Tanzania can make a difference in educational outcomes, both for boys and girls. Although there was no gender difference in absenteeism or dropout rate among students those who received educational support, stark differences were found in secondary school Year IV national examination pass rates with girls significantly less likely to pass compared to boys. Research on gender and poverty reduction through tourism has largely focused on the notion of women's “economic empowerment”. Yet, there is still insufficient understanding about what is involved in enabling women to participate in tourism in development contexts and in ensuring they benefit economically. The paper explores the complexity of the changes that necessarily are involved in the relationships between tourism development, gender and poverty reduction, and it does this through two case studies of non-western tourism development settings, one a rural township and World Heritage Site in central Turkey, and the other a parish in south-western Uganda. The analysis identifies a variety of socio-cultural factors that constrained and enabled women and men to engage in tourism development and to benefit from it. It also explores the ways in which individuals negotiated the gendered discourses by resisting and also participating in particular cultural practices. It is concluded that the relationships between tourism, gender and poverty reduction must be approached through a nuanced understanding of the significant changes that are implicated in these relationships, as well as through a consideration of the fluid and contradictory ways in which women and men are positioned, and position themselves, in relation to those changes. This paper highlights the differences between men and women in bank loan negotiations. It presents findings of an ex post facto design study that involved administering questionnaires to 289 respondents who had ever applied for a loan from a Ugandan commercial bank from 1999 through 2005. Results showed that male and female respondents differed in their negotiation behavior and outcomes. Female respondents scored higher than male respondents on self-enhancement and yielding. Male respondents scored higher than female respondents on inaction. Results further showed that female respondents receive lower payoff than male respondents from bank loan negotiations, and that both male and female respondents encounter problems in mixed gender negotiations. Growing evidence from multiple countries in Africa documents sexual violence in schools. However, when that violence is committed by teachers it is shrouded in secrecy. This article identifies disconnects between quantitative and qualitative research, policy and practice, which have contributed to these silences. We address some of these silences through a dialogical analysis of mixed methods data from the Contexts of Violence in Adolescence Cohort study (CoVAC) with young people in Uganda. The analysis illuminates girls' experiences of sexual violence by school staff, and patterns of discrimination and inequality that increase vulnerabilities. The data reveal how schools vary in their institutional responses and, in the absence of institutional support, girls develop strategies to resist sexual coercion. Overall, our analysis exposes significant disconnects between policies and practices of sexual exploitation in schools. We conclude that dialogical, mixed methods research approaches have strong potential to better understand and address silences in policy and practice on highly sensitive topics. To gain a better understanding of intrahousehold bargaining processes, surveys increasingly collect data from co-heads individually, especially on decision-making, asset ownership and labour contributions. However, answers provided by co-heads to the same set of questions often differ substantially. Recent research suggests that while some of this disagreement is due to random measurement error and cognitive bias, part also reflects non-overlapping information sets. We document differences in answers between male and female co-heads in monogamous smallholder maize-farming households in Uganda. We first confirm that not all disagreement can be explained by measurement error or bias. Using a field experiment, we then test if disagreement is due to information asymmetry between male and female co-heads. We also test an alternative explanation where discord is attributed to co-heads' tendency to respond in line with prevailing gender norms and social customs. While the interventions did seem to reduce discord in survey response about decision-making, we do not find that information asymmetry nor reporting in line with gender norms and customs are the primary drivers of disagreement. Studies on the intersection between women's education, motivations for entrepreneurship, and the structural constraints women face in Sub-Saharan Africa are scarce. In this study, we analyse the influence of education level on how women entrepreneurs in Uganda define business success. To this end, a total of 109 female agribusiness entrepreneurs were interviewed. The results firstly show that women's definition of business success and their level of education are intertwined. Secondly, that the main definitions of success are business performance, economic independence, and family welfare, which can be categorized in terms of women's practical interest, strategic interest, or a continuum of both, and where the education level of women is an influencing factor. The study has practical implications for policies aimed at women's economic empowerment and education. To transform the structure of gender relations, more opportunities for women's entrepreneurial training and child education are also needed, as well gender-sensitive indicators of business success that account for the particular interests of women in specific contexts. An expansive view of 'rigorous' research is needed, particularly when studying complex health and human rights issues in settings where the imbalance of power between research participants, users and producers is heightened. This article examines how applying participatory, feminist and anthropological methods in gender-based violence research can hold researchers accountable to both acknowledging and explicitly addressing these power disparities. Applying these approaches throughout the research process takes time – to build trust and share stories rather than 'extract' data, to engage in collective meaning-making with those whose lived experiences are a form of expertise, and to consider how knowledge is represented and with whom it is shared. We provide examples and reflections from Empowered Aid, participatory action research that examines sexual exploitation and abuse in relation to humanitarian aid distributions, and tests ways for making aid safer. The study is grounded in ethnographic research by Syrian and South Sudanese women and girls living as refugees in Lebanon and Uganda, to safely take an active role in asking and answering questions about their own lives. To increase understanding of agricultural intensification processes over time and their sustainability, we studied dimensions of sustainability in the context of ongoing expansion of intensive, commercial mono-cropping of banana in Southwestern Uganda. In our approach we considered five dimensions of sustainability: economic, agricultural productivity, environment, social and human. We compared farming systems in 1998 and 2018 and integrated a gender lens. A total of four focus group discussions, two group interviews and fifteen individual interviews (8m / 7f) were conducted, complemented with a discourse analysis of newspaper articles. Results show that although intensification of banana production increased the average income level indicating improvement in the economic dimension, it did not yield sustainable outcomes in the other dimensions. The integrated analysis of five dimensions of sustainability illuminated aspects often neglected in assessment studies or policy-making around agricultural intensification, in particular socio-economic and gender dynamics. We further recognized that the observed local trends are part of a set of patterns that take place throughout the world. We conclude that to advance sustainable development, stakeholders should move away from the current over-emphasis on economic values prioritizing the individual, and that avoiding patterns of unsustainable development requires broadening to environmental and community values. Gender meaning construction and interpretation, which suggest women's inferiority to men, is deeply rooted in social-cultural signs and codes drawn from traditional contexts. In Uganda, girls start to face this reality at an early age. Among low income earning families, very few are enrolled in school, thus as they grow up they suffer from invisibility created by low education and income levels. This paper notes how such gender realities in the media have been investigated in other parts of the world and that the general thesis has been that the media have “marginalized women in the public sphere.” Turning to the position of women as both sources and reporters, in Uganda this area of inquiry has been given little scholarly attention. To fill that gap, this essay draws upon feminist media theory to help contextualize findings obtained through content analysis (N = 671) data drawn from two Ugandan newspapers. Using climate change as a coverage issue, since 56 percent of women in Uganda are farmers, the results of this study show that the gender gap in Uganda is highly pronounced, with women as sources ranked third in importance after men and anonymous sources. Life history interviews from Ethiopia and Uganda, organised around experiences of wage labour, provide rich evidence on the working conditions of many poor, rural women and on what leads them to work for wages. The life histories confirm and illuminate arguments based on large-scale socio-economic surveys carried out in these two countries. Further, findings from the surveys and life histories challenge an influential literature that not only celebrates women's agency in poor rural areas, but also remains committed to methodological individualism and ideas of choice. Drawing on primary and secondary evidence from Africa (and elsewhere), we insist that violent coercion and catastrophe trump maximising rational selection among alternatives; that the social is fundamental to individual behaviour; and the non-market is key to (labour) market participation. We evaluate the measurement invariance of a 48-item instrument designed to measure general social and emotional skills of youth in low resource environments. We refer to the skills measured as positive self-concept, negative self-concept, higher order thinking skills, and social and communication skills. These skills are often associated with economic development and can be used to evaluate programs designed to enhance economic development. Our evaluation is based on a sample of 1,794 in and out-of-school youth from Uganda and Guatemala's Western Highlands. We conduct the analyses using a multiple group confirmatory factor analysis approach, breaking the sample by country, gender, and socio-economic status (high vs. low). Overall, our analysis points to strong invariance for all four measures across the different groups being compared. These findings contribute to the validity of the instrument as a tool for better understanding youth in diverse, developing economies. [ABSTRACT FROM AUTHOR]

HIV disproportionately affect adolescent girls and young women in sub-Saharan Africa. In Uganda, the HIV prevalence is four times higher in adolescent girls compared to boys. This study examined gender, HIV general and clinical knowledge, and prevention attitudes among adolescents living with HIV in Uganda. Data from a cluster randomized clinical trial were analyzed. A total of 702 adolescents (average age of 12.4) were randomized to either a control arm receiving bolstered standard of care or the treatment arm receiving bolstered standard of care plus a family economic empowerment intervention to support medication adherence. Ordinary Least Squares models that adjust for clustering of adolescents within health clinics were conducted. No gender differences were observed in HIV knowledge and prevention attitudes at baseline. However, at 12-months follow-up, boys were more likely than girls to report correct HIV general knowledge (d = 0.21), clinical knowledge (d = 0.48), and favorable prevention attitudes (d = 0.27). The intervention was not associated with any of the outcomes. Given the high HIV prevalence among adolescents, specifically girls, there is need to develop and/or tailor existing programs and interventions that equip adolescent girls with comprehensive knowledge and prevention attitudes, that are culturally appropriate, to reduce HIV transmission and reinfection within this population. This study examined the traditional gender norms and beliefs held by orphaned adolescent boys and girls, and the role of such norms and beliefs on their academic performance. Data from a NIMH-funded study known as Suubi-Maka in Uganda were analyzed. Results indicate that overall, adolescents held strong gendered norms and beliefs that favor males over females. Compared to boys, girls were more likely to report more egalitarian gender norms and beliefs that give equal consideration to both girls and boys. In addition, more egalitarian gender norms and beliefs were associated with better school grades. Study findings point to the need to integrate targeted components that address harmful gender norms and beliefs in programs that support vulnerable adolescents, including education policy, if we are to address inequalities in education access and achievement, as well promote and strengthen education for all in sub-Saharan Africa. There is growing interest in studying inequitable gender norms and their impact on health and wellbeing, particularly among adolescents. Studies have shown that discriminatory gender norms limit girls' access to power within their families and communities, reduce their educational and economic opportunities, and alter their own aspiration and ambitions for their lives. This comparative qualitative study sought to understand how gender norms manifest themselves in the lives of adolescents in two distinct settings: Uganda and Colombia. A total of 133 young people aged 13–21 years from Colombia and 109 from Uganda participated in either focus group discussions or individual semi-structured interviews in May 2017. Results reveal similarities and differences in how norms are learned, reinforced and resisted and how intersecting social factors affect the ability of adolescents to facilitate norm change. A key similarity was the primacy of parents and peers in the transmission and reinforcement of gender norms. However, setting-specific material and structural factors shaped the manifestation of power and policing of gender norms as well as the ability of young people to contest them. This article examines the complex marginalisation and persecution faced by sexual minorities in the Democratic Republic of Congo and forced displacement into Uganda. It demonstrates the need to create space for the voices of sexual minorities within transitional justice, and to attend to the wider systems of violence occurring through conflict and in its aftermath, as they articulate how everyday sexuality-based violence intersects with wider political violence. This article thus calls for a more transformative gendered approach to transitional justice that goes beyond the legal to address deeply ingrained gendered hierarchies of exclusion and stigmatisation of non-heteronormative sexualities. Violence against women in politics and throughout the election cycle has been documented as an impediment to the free and equal political participation of women, and to the conduct of inclusive elections. Academic research and practitioner assessments have raised the profile of this global problem, and draw attention to key challenges in theory development, the operationalization of concepts, and the creation of shared measures for data collection. This article seeks to contribute to the scholarship by positing a theoretical framework that situates violence against women in elections (VAWE) at the intersection of gender-based violence and political violence. We examine the role of gender in relationship to targets, perpetrators, motives, and forms of electoral violence to demonstrate the importance of studying violence motivated by gender discrimination alongside more conventional motives of electoral violence. In this article, I explore how a selected category of Ugandan audiences watch telenovelas, and the reasons for their preferring them over other similar programmes on DSTV. I investigate how audiences relate to telenovelas in relation to more culturally familiar programmes in Uganda/Africa. What is it about transcultural programmes like the telenovelas that engage the local audiences? African countries like South Africa, Nigeria, and Kenya have had more sustained popular TV series production that share the aesthetics of the telenovelas than Uganda. In Uganda's comparatively young industry, series like Deception and Second Chance have come close to imitating telenovelas aesthetics; although these are still challenged by sustaining the production of episodes and seasons to continue remaining on the airwaves. Transnational programmes like telenovelas are the staples that audiences interact with on daily basis. I discuss why selected Ugandan viewers choose the Telemundo portal as their preferred portal. Among the reasons is the space the channel provides for viewers to fantasize a wide range of desires and enter in conversations with mediated culture. The 'transparent' aesthetic of the telenovelas make them readily comprehensible and appealing beyond a domestic audience. [ABSTRACT FROM AUTHOR]

The Acholi of Uganda are part of the greater Luo nation that migrated along the River Nile into East Africa. Taking ethnographic and qualitative approaches, I illustrate that Acholi orality comprises two main genera namely: oral anthology of factual narratives treated as te kwaro (roots of ancestry) and fictions (ododo). Both genres enrich contemporary understanding of Acholi relationship with war and peace through various artistic articulations, including songs, dances, life-stories and rituals. However, here, I mainly examine those examples of orality considered to be part of te kwaro to interrogate the stereotype of the Acholi as a warlike people. Relying on the roles women assumed in war and peace times in pre-colonial Acholi as 'priestesses' to veto or sanction a war, I demonstrate their aversion to war in three ways. Firstly, I identify oral traditions that portray the ritual sanctioning of war and peace in Acholi culture. Secondly, I revisit narratives of the experiences of two historical women and juxtapose these with an account of the death of a girl-child on the migratory route to show Acholi pursuit of peace. Thirdly, I analyse myel otole – the war dance and the Kalogi song, to illustrate that in Acholi, warfare is a gendered practice regulated through strict societal codes surrounding male and female domains. I conclude that when examining war and peace in Acholi it is crucial to understand the contributions of oral tradition to their social or cultural philosophies. [ABSTRACT FROM AUTHOR]

The years between 10-19 represent a critical stage of human development during which boys and girls learn and embody socially constructed gender norms, with long-term implications for their sexual and reproductive health. This ethnographic cohort study sought to understand how gendered norms and practices develop during the transition from child to young adult in post-conflict northern Uganda. A total of 60 girls and boys aged 10-19 were selected using purposive sampling for in-depth interviews over a three-year period; 47 individuals completed all four interviews. Drawing on feminist theory and an ecological perspective, findings were used to create a conceptual framework displaying the experiences of young people navigating patriarchal and alternative norms, emphasising their lived processes of performing and negotiating norms within six key domains (work, puberty, family planning, intimate partner relations, child discipline and alcohol). The framework identifies: (1) personal factors (knowledge, agency and aspirations); (2) social factors (socialisation processes, capital, costs and consequences); and (3) structural factors (health/educational systems, religious institutions, government policies) which may encourage young people towards one norm or another as they age. Informed by a feminist post-structural framework, this study departs from the overriding emphasis on explicit constructions of women in textbooks. It focuses on culturally implicit knowledge and/or gendered discourses that have informed the construction of gender in Ugandan secondary school textbooks. Findings illuminate the construction of women using discourses networked to produce them as emotional, invested in physical appearances, vulnerable, and in need of men. Intertwined within these are mutually supporting discourses that construct them as irrational, passive, nurturing, trivial, empty-headed, and jealous. Women were constructed oppositionally to men, produced as rational, physically fit breadwinners. This configuration of discourses draw on an underlying ‘common-sense’ gender-differences discourse, which secures female/male border maintenance, sustaining unequal power relations. In exceeding the dominant focus on visibility therefore, this study illuminates how women are constructed, illuminating the workings of power through discourse to re-inscribe hierarchical gender-power relations, tackling deeper gender inequalities and hierarchies. In this article, I explore the gendered silencing of conflict-related sexual violence against men and of male survivors' lived realities in Northern Uganda using the frame of masculinities. Utilizing Stauffer's conceptual framework of "ethical loneliness," I elucidate how male survivors' experiences of sexual violence are characterized by various layers of externally imposed silences by different actors and institutions often over decades. I demonstrate that the harms experienced by survivors in Northern Uganda are characterized by silence, isolation and abandonment, "compounded by the cruelty of wrongs not being heard" and constituted through multiple rounds of neglect. Exemplified through the narrative of a male survivor, I argue that in particular, the externally imposed silencing by institutions designed to listen entrenches further harms. I unpack how these layered silences are gendered and conditioned by socially constructed incompatibilities between masculinities and vulnerabilities, which disallow men to openly speak about their sexual violations and to seek services and support. Working with the concept of "ethical loneliness," I propose a novel theoretical framework for analyzing the effects of externally imposed and gender-specific silencing with wider utility beyond male sexual violence, applicable to survivors of political and wartime gendered violence more broadly. Men’s limited understanding of family planning (FP) and harmful cultural gender norms pose obstacles to women’s FP use. Thirty-two model men called ‘Emanzis’ were recruited from the community in Kabale, Uganda to lead men from their peer group through a 10-session curriculum designed to transform gender norms and motivate men to engage in FP and HIV services. Cross-sectional surveys were conducted before (n = 1251) and after (n = 1122) implementation. The Gender Equitable Men (GEM) Scale was used to assess the effect on gender attitudes. The intervention achieved negligible changes in responses to GEM items. Improvements in some gender-influenced health-seeking behaviours and practices in men were noted, specifically in visiting health facilities, HIV testing, and condom use. For future application, the intervention should be adapted to require higher peer educator qualifications, longer intervention duration, and more frequent supervision. Background: Feminization of the HIV/AIDS epidemic has been a prominent phenomenon in sub-Saharan Africa. Inconsistent condom use among young people is one of the major risk factors in the continued propagation of the epidemic. Therefore, it is of importance to increase knowledge of gender aspects of condom use among young people. Objective: To investigate whether gender differences regarding individual and social factors determine the association between condom efficacy and inconsistent condom use with a new sex partner, among Ugandan university students. Design: In 2010, 1954 Ugandan students participated in a cross-sectional survey, conducted at Mbarara University of Science and Technology in southwestern Uganda. A self-administered questionnaire assessed socio-demographic factors, alcohol consumption, sexual behaviors (including condom use and condom efficacy), and peer norms. The data were stratified by sex and examined by multivariate logistic regression analysis. Results: A total of 1,179 (60.3%) students reported having had their sexual debut. Of these, 231 (37.4%) males and 209 (49.2%) females reported inconsistent condom use with a new sex partner. Students with low condom efficacy had a higher risk of inconsistent condom use with a new sex partner, even after adjusting for the potential confounders. A synergistic effect was observed between being a female and low condom efficacy with inconsistent condom use. Conclusion: The association between inconsistent condom use and low condom efficacy was found among both males and females, but females were found to be at a higher risk of inconsistent condom use compared to their male counterparts. Therefore, gender power relations should be addressed in policies and interventions aiming at increasing condom use among young people in sub-Saharan settings. Programs could be designed with intervention strategies that focus on interactive and participatory educational activities and youth-friendly counseling of young people, which in turn may improve their interpersonal communication and condom negotiation skills with their partners. Rapidly growing demand for agricultural land is putting pressure on property-rights systems, particularly in Sub-Saharan Africa, where customary tenure systems have provided secure land access. Rapid and large-scale demands from outsiders are challenging patterns of gradual, endogenous change toward formalization. Little attention has focused on the gender dimensions of this transformation. However this contribution, based on a 2008–09 study of land tenure in Uganda, analyzes how different definitions of land ownership – including household reports, existence of ownership documents, and rights over the land – provide very different indications of the gendered patterns of land ownership and rights. While many households report husbands and wives as joint owners of the land, women are less likely to be listed on ownership documents, and have fewer rights. A simplistic focus on “title” to land misses much of the reality regarding land tenure and could have an adverse impact on women's land rights. [ABSTRACT FROM AUTHOR]

This study sought to investigate issues arising during the post-conflict recovery period in northern Uganda as differentiated by gender. The study was exploratory and descriptive, employing both qualitative and quantitative approaches, and the theoretical framework of Greenberg and Zuckerman (2004, 2009) predominantly guided it. The key finding was that needs of citizens during recovery varied by gender and the time that had elapsed since the conflict. A plethora of agencies participated in the post-conflict recovery efforts and many challenges affect the mainstreaming of gender issues into these programmes, especially in a patriarchal society such as the study area. In practical terms, during post-conflict recovery efforts, all stakeholders need to effectively consider analysis of need by gender in their programmes if sustainable PC-PPP (post-conflict, peace, participation and prosperity) is to be realised. This study explored how women's and men's gendered experiences from childhood to old age have shaped their vulnerability in relation to HIV both in terms of their individual risk of HIV and their access to and experiences of HIV services. It was a small scale-scale study conducted in urban and rural sites in Uganda between October 2011 and March 2012. The study used qualitative methods: in-depth interviews (with 31 participants) and focus group discussions (FGDs) with older women (2) and men (2) in urban and rural sites and 7 key informant interviews (KIIs) with stakeholders from government and non-government agencies working on HIV issues. Women's position, the cultural management of sex and gender and contextual stigma related to HIV and to old age inter-relate to produce particular areas of vulnerability to the HIV epidemic among older women and men. Women report the compounding factor of gender-based violence marking many of their sexual relationships throughout their lives, including in older age. Both women and men report extremely fragile livelihoods in their old age. Older people are exposed to HIV through multiple and intersecting drivers of risk and represent an often neglected population within health systems. Research and interventions need to go beyond only conceptualising older people as ‘carers’ to better address their gendered vulnerabilities to HIV in relation to all aspects of policy and programming. NERICA, a new group of high-yielding and stress-tolerant upland rice varieties developed by the Africa Rice Center, is changing production strategies of many Ugandan households. This article contributes a better understanding of processes leading to NERICA-related household outcomes in Hoima District, Uganda, by examining patterns of intrahousehold production relations and their consequences for household members’ individual wellbeing. Research presented here provides a timely illustration of the impact that the introduction of NERICA in Hoima District has had on gendered labor dynamics in grower households. Drawing on a combination of quantitative and qualitative data, the analysis is grounded in the local context and the embodied and gendered subjectivities of smallholder women, men and children. Findings reveal that, while households that have adopted NERICA have become better off in economic terms, the extreme labor burden that NERICA demands in bird scaring and weeding affects women and children's wellbeing negatively by exacerbating their time poverty and energy expense. The article makes a case for more comprehensive assessments of agricultural intensification processes that involve diffusion of new production technology, arguing that such assessments should also contain an analysis of gendered labor dynamics within households. The present article discusses how perceptions and practices of citizenship are experienced in the post-conflict situation of the Acholi region in northern Uganda. Here, the population lived through protracted conflict and long-term displacement into camps, caused by the Lord's Resistance Army. In this article we use empirical evidence from a tracking study to investigate the outcomes and potential impacts of a 5-year participatory learning and action research project that aimed at strengthening the capacity of local communities to formulate and implement bylaws for sustainable natural resource management (NRM). Results, based on participatory self-reflective practices, revealed changes in seven key outcome areas: awareness and compliance with the bylaws, participation in mutually beneficial collective action, changes in gender dynamics, connectedness and networking, adoption of NRM technologies, sustainability, and potential uptake of bylaws. We found that the main outcome of increased social capital is generally the production of more social capital. Results suggest that, with appropriate catalysis, social capital can be not only productive, but also persistent and robust over time. The study also illuminates certain negative outcomes of social capital and the challenges in dealing with social exclusion and inequity. [ABSTRACT FROM AUTHOR]

Relations between the Ugandan government and NGOs engaged in gender-focused NGO advocacy tend to keep NGOs visibly engaged but do not necessarily alter the status of poor women. These relations manifest themselves in government advising NGO advocacy work; sympathising with the NGOs; co-opting NGOs and individuals; publicising gender issues; and de-legitimising gender-focused NGO activities. The article links these phenomena to the government's wish to appear receptive to the concerns of civil-society organisations, of which NGOs are a major component. Gender differences in treatment outcomes of 305 persons living with HIV receiving antiretroviral treatment (ART) in Kabarole district, western Uganda, were evaluated. The primary treatment outcome was virological suppression defined as HIV-1 RNA viral load (VL) <400 copies/ml and the secondary outcome measure was the increase in the CD4 cell count after six months on ART. Statistical analysis included descriptive, univariate, and multivariate methods. Proportionally, more females chose to seek treatment compared to males. After six months of treatment, females were more likely to have viral suppression (VL > 400 copies/ml) as compared to males (odds ratio 2.14, 95% confidence interval 0.99-4.63, p=0.05). While females had a significantly higher baseline CD4 cell count at initiation of treatment compared to males, the increase in CD4 cell count after six months on ART was similar in males and females. The reasons for better ART outcomes for females should be further investigated. Ideally, ART programs should work toward equitable treatment outcomes for men and women, if the cause of the gender differential lies in patient behavior and the way ART services are delivered. Microbicides are a class of substances under development that could reduce the sexual transmission of HIV and other sexually transmitted diseases when applied locally to genital mucosal surfaces. Microbicide acceptability research has largely focused on product characteristics, rather than processes of negotiation within relationships about use. Gender relations, decision-making power and communication within sexual relationships are recognised as important determinants of condom and contraceptive use, and are likely to determine microbicide use also. As part of social science research linked to the Microbicides Development Programme (MDP) we combine relationship-based theories with anthropological work conducted with women and men using a placebo gel. We explore communication and decision-making in gel and condom use, including constructions of risk and trust. During the MDP301 Phase III pilot study, in-depth interviews were conducted at sites in South Africa, Tanzania, Uganda and Zambia. Following four weeks of placebo gel use, women and their partners were asked about gel use and acceptability, partner involvement, sexual practices and condom use. Data from 45 couples at five sites were analysed using a grounded theory approach in NVivo. Participation in the study did not require women to inform their partners, yet our data shows women seeking permission from their partners, negotiating disclosure, exchanging information and persuading or motivating for gel use. Although gel was supposedly 'woman-controlled', men exercised considerable influence in determining whether and how it was used. Despite this, negotiations around use were largely successful, since the gel increased sexual pleasure and provided opportunities for intimate communication and the building of trust. Decisions about condom and microbicide use are made in a dyadic context and involve a complex negotiation of risk and trust. Whilst preferences relating to product characteristics are largely individual, use itself is dependent on partnership dynamics and the broader social context in which sexual risk management occurs. The clubs will do peer education; the clubs will be a forum for affected students to share their experiences. (AIDS health official, 2 October 2004) In this article, we make the case that HIV/AIDS clubs in Ugandan schools provide valuable information to students who may not have easy access to health services. As one club motto suggests, the clubs 'talk what others think you can't talk'. The innovative peer education methods, which include drama, popular culture and community outreach all have great appeal to youth, and provide unique opportunities for female students to raise gender issues and develop leadership skills. We conclude that innovative adaptation of the Ugandan model may complement other HIV/AIDS educational programmes in Africa and beyond. [ABSTRACT FROM AUTHOR]

Relations between donors and national NGOs undertaking gender advocacy are very complex. The same is true of relations between the advocacy networks, their member NGOs, and women at the grassroots. This study draws on research carried out by the author for her doctorate. The research considers advocacy to promote gender equality, and shows how this activity both affects, and is shaped by, the power relationships among the various actors involved. It examines the relationships between various actors in Uganda who have an interest in advocacy on gender issues: donors, international and local NGOs, and members of grassroots communities. Both donors and national NGOs accept that there is a need for advocacy, to raise the profile of key gender issues and to try to influence policy and practice. However, they have different motives for doing this work, and their agendas may diverge from each other at times.
