The increasing dispute between the United States of America and China finds a main area of competition around 5G, which will enable a substantial improvement in the capacity for vehicle auto-guidance, remote operations, robotics, artificial intelligence and other dual-use applications. While 5G is still emerging, the global shaping of the network infrastructure, regulations, patents and standards involves the Global South. It is an eminently global dispute for markets, but also for national security, which has gained a central place on the foreign policy agenda of most of the countries around the globe. In this context, the objective of this text is to analyze the emergent conditions of 5G in two of the main countries of the Global South, India and Brazil, within the dispute between the US and China. Through the contextualization of this dispute and its implications in India and Brazil, we seek to extract a series of preliminary reflections for other countries of the Global South. Thus, this paper contributes to a key area understanding the emergent conditions of a new phase of the mobile telecommunications paradigm developing two main cases still unexplored systematically by the literature in Spanish. The objective of the paper is to analyze the extent to which the decolonial perspective is reflected in the teaching and the research in the area of International Relations (IR) in Brazil. The first part is conceptual and discusses the meanings of Decoloniality and its interfaces with the area of IR. Then, the empirical analysis is presented. Documents, data and studies were used to analyze Brazilian undergraduate and graduate courses in this area. We found some initial advances with the inclusion of debates on Ethnic-Racial Relations in undergraduate courses, the constitution of research groups and the existence of some (few) doctoral theses on the subject. However, several significant challenges were found for Decoloniality to assert itself as a relevant axis in Brazilian IR studies. Among them, the small insertion of these contents on the (undergraduate) curriculum, the centrality of the state-centered theories, racism and institutional resistance. [ABSTRACT FROM AUTHOR]

Cooperation among firms can be analyzed from different theoretical perspectives. The objective of this paper is to analyze firm networks from the perspective of team theory and club theory. Even though these theories are not recent in economics, using them as a theoretical framework for the characterization of firm networks could be a novel contribution. La creciente disputa entre Estados Unidos de América y China tiene un foco crítico en la competencia en torno al 5G, infraestructura tecnológica que permitirá innovaciones en el autoguiado de vehículos, las operaciones remotas, la robótica, la inteligencia artificial y otras aplicaciones. Si bien el 5G aún está emergiendo, la conformación de la infraestructura de red, las regulaciones, las patentes y los estándares se configuran como una disputa eminentemente global por mercados, pero también por la seguridad nacional. Esto ha ganado un lugar central en la agenda de política externa de la mayoría de los países del globo, incluyendo a los del Sur Global. En este contexto, el objetivo de este trabajo es analizar las condiciones de emergencia del 5G en dos de los principales países del Sur Global, India y Brasil, en el marco de la disputa entre EE.UU. y China. A través de la contextualización de esta disputa y sus desdoblamientos en India y Brasil se busca extraer una serie de reflexiones preliminares para otros países del Sur Global. Se contribuye a entender las condiciones de emergencia de una nueva fase del paradigma de telecomunicaciones móviles a partir del desarrollo de dos casos principales aun inexplorados sistemáticamente por la literatura en español. espanolEl objetivo del articulo es analizar en que medida la perspectiva descolonial se refleja en la ensenanza y la investigacion en el area de relaciones internacionales (RI) en Brasil. La primera parte es conceptual y discute los significados de la decolonialidad y sus interfaces con el area de ri. Despues, se presenta el analisis empirico, que utilizo documentos, datos y estudios relacionados con los cursos de grado y posgrado brasilenos en esta area. Se destacaron avances iniciales con la inclusion de los debates sobre las relaciones etnico-raciales en los cursos de grado, la constitucion de grupos de investigacion y la existencia de algunas (pocas) tesis de posdoctorado sobre el tema. Sin embargo, se encontraron varios desafios importantes para que la decolonialidad se afirme como un eje relevante en los estudios brasilenos de RI, entre ellos la pequena insercion de estos contenidos en los planes de estudio de grado, la centralidad de las teorias centradas en el Estado y el racismo y la resistencia institucional. portuguesO objetivo do artigo e analisar em que medida a perspectiva decolonial esta refletida no ensino e na pesquisa da area de Relacoes Internacionais (RI) no Brasil. Em seguida, e apresentada a analise empirica, que utilizou-se de documentos, dados e estudos relativos a graduacao e a pos-graduacao brasileiras nessa area. Destacaram-se avanco iniciais com a inclusao dos debates sobre as Relacoes Etnico-Raciais nos cursos de graduacao, a constituicao de grupos de pesquisa e a existencia de algumas (poucas) teses de Doutorado sobre o tema. Contudo, foram encontrados diversos desafios significativos para que a Decolonialidade se afirme como um eixo relevante nos estudos brasileiros de ri, entre eles a pequena insercao desses conteudos nos curriculos da graduacao,a centralidade das teorias estadocentricas e o racismo e a resistencia institucional. En esta ponencia se observa las olas de manifestaciones y situaciones de conflicto e incertidumbre contemporáneas en América Latina y se pregunta por qué las personas no encuentran otra forma de hacer llegar a los gobernantes sus demandas de mejor calidad de vida y menos desigualdad. Se analiza qué ha pasado con las instituciones participativas que se crearon en muchos países de la región en el Siglo XXI, centrándose en las trayectorias de Chile, Ecuador, y Brasil, y se considera el futuro de la participación ciudadana. Se presentan varias razones económicas, políticas, sociales, institucionales, y tecnológicas para mantener el escepticismo sobre ese futuro, pero también unos rayos de esperanza antes de concluir con los retos pendientes. This paper notes the waves of protest, conflict, and uncertainty in contemporary Latin America and asks why citizens have not found other forms of making their demands for higher quality of life and les inequality reach their governments. The chapter analyzes what has happened to the participatory institutions that were created in many countries in the región in the 21st Century, focusing on Chile, Ecuador, and Brasil, and considers the future of citizen participation. Economic, political, social, institutional, and technological reasons for being skeptical about this future are presented, as well as a few rays of hope, before the chapter concludes with future challenges.
