5. Roman Courage and Constitution in Hegel's Philosophy of Right

This article argues that the citizens of Hegel's state cannot maintain themselves as politically free because they are susceptible to mutual enslavement. I demonstrate this by focusing on the Roman republican background of Hegel's constitution, the potential trajectory of its dissolution and the accompanying means of its cyclical fortification through courage. Hegel, by integrating aspects of the Roman mixed constitution also adopts the idea of decadence within his conception of civil society. After locating the source of decadence in the contractual relations of peace and the bourgeois inability to overcome the fear of death, I go on to argue that war for Hegel provides a theatre where freedom may be regenerated through courage. However, I also show that modern wars do not provide sufficient means of perpetuating Hegel's constitution. To demonstrate this, I distinguish three forms of war: colonial, limited and total war, arguing that only the latter offers a solution to decay of political disposition and loss of freedom, but that—by being itself susceptible to decadence—it cannot salvage Hegel's state from dissolution and reduction to contractual relations.

Die Akademikör-Gesellschaft ( von ungarisch "Akademischer Kreis") ist eine der ungarischen Wissenschaftsgesellschaften in privater Trägerschaft, ein Verein mit Sitz in Traunstein. Sie hat sich zum Ziel gesetzt, ihren in der ungarischen und mitteleuropäischen bürgerlich-demokratischen Tradition wurzelnden Gründungsauftrag aus 1960 zu bewahren, das ungarische wissenschaftliche Leben auf verschiedenen geisteswissenschaftlichen Fachgebieten in Bayern zu fördern. Diesen Zweck sucht sie zu erreichen durch wissenschaftliche Arbeit, Publikationen, Nachwuchsförderung, Mitgliederversammlungen und Tagungen. Die Akademikör-Gesellschaft erwartet Antworten in Zeiten der Krise, deshalb lässt seit 2017 Interviews mit verschiedenen in Bayern lebenden bekannten ungarnstämmigen Akademikern und anderen Experten erscheinen. Das aktuelle Interview ist über die schwierige Situation der außerungarischen Kindererziehung, die enttäuschten Schulerwartungen der Eltern in Bayern und die für Bayern passende Lösungsmöglichkeiten. 7. A Happiness Economics-Based Human Development Index for Germany (1920-1960)

The United Nations’ Human Development Index (HDI) has become an important tool for measuring and comparing living standards between countries and regions. However, the HDI has also attracted a fair share of conceptual criticism. Starting from Andrea Wagner’s historical estimations of a HDI for Germany in the interwar and early post-war period, we take up part of that criticism by implementing three essential modifications to the mode of calculation. We test how far they alter our picture of the relative living standard in the Weimar Republic, the Third Reich, and the Federal Republic of Germany. First, we replace the arithmetic mean by the geometric mean, which is said to solve the problem of perfect substitutability; second, we extend the HDI by an additional fourth dimension measuring economic and political freedom – an important, though neglected, dimension; and third, as the perhaps most crucial conceptual intervention, we develop weighting schemes for the partial indices that are theoretically backed by happiness economic research. Thus, we challenge the common, but arbitrary fundamental assumption that all partial indices receive equal weights. Our results show that the HDI for Germany reacts very sensitively to conceptual interventions, making it difficult to use it for the intertemporal and international comparison of living standards. We also find that the proposed modified HDIs allow for a re-evaluation of the living standard in interwar Germany; and in contrast to what the reference estimations on the HDI for Germany say, there is a profound discontinuity between the Third Reich and post-war Germany in terms of living standards.

ZusammenfassungDie deutsche Rüstungspolitik versagt: Seit einigen Jahren steht sie unter dem Motto Trendwende Material, und trotzdem ist es ihr nicht gelungen, die prekäre Ausstattungslage der Bundeswehr signifikant zu verbessern. Eine Auseinandersetzung mit den zentralen militärpolitischen Planungsdokumenten der letzten Jahre (Verteidigungsweißbuch, Konzeption der Bundeswehr, Strategie der Reserve) enthüllt den entscheidenden Grund dieses Versagens: strategisch-konzeptionelles Unvermögen. Folgerung: Nur eine grundlegende Erneuerung militärpolitischer Strategiearbeit kann dieses rüstungspolitische Unvermögen beheben.

9. Infant Company Protection in the German Semi-Synthetic Fibre Industry: Market Power, Technology, the Nazi Government and the post-1945 World Market

In the 1920 and early 1930s, the German semi-synthetic fibre industry was dominated by a duopoly of two big players. The incumbent firms were not willing to expand their staple fibre capacities to the extent demanded by the new Nazi government, which prepared for autarky and war. Hence the government encouraged other private companies, especially spinning mills, to found eight regional staple fibre plants and protected them against the incumbents who were technologically superior. The Nazis’ infant company protection enabled the newcomers to become competitive within a few years. After the war and without any protection, these firms flourished on the world market. While the big players left the market, two of the newcomers founded in the second half of the 1930s are today the last European producers of staple fibre. Hence companies founded for protectionist reasons by a non-benign government became successful firms competing on the world market.

10. How Political Were Airbus and Boeing Sales in the 1970s and 1980s?

When, in the second half of the 1960s, governments and aircraft manufacturers in Western Europe discussed a possible joint project called “Airbus”, the markets for civil jet aircraft were dominated by two US firms, Boeing and McDonnell Douglas. After a disappointing start, Airbus Industrie, founded in 1970, had become a serious competitor only a decade later. Since the early 2000s, Airbus and Boeing have been competing head-to-head for market leadership for jet aircraft with more than 100 seats. Boeing has persistently complained about Airbus receiving loans on favourable terms and other subsidies from European governments, and that the latter would use political pressure to make operators buy Airbus aircraft. Based on a record of all wide-body jets delivered between 1969 and 1989 and a dataset built thereupon on all airlines having acquired a brand-new wide-body, we subject the latter reproach to an empirical test by asking for the political determinants of Airbus and Boeing sales. We find suggestive evidence for airlines’ ownership status and their home countries’ former colonial ties to as well as trade relations with and development aid flows from the Airbus consortium member countries and the US to have mattered.

Current and future generations have to face big challenges. One challenge is the preservation of environment and natural resources. This includes to avoid further excessive destruction of natural habitat and the ability to learn from mistakes made earlier. It is furthermore necessary for society to adapt to changing circumstances. This includes a fast changing global societal structure including an increased pressure on natural resources due to higher demands. Each individual member of society can contribute and is invited to do so. Members of society also include governments, companies and organizations. The pressing challenges of today and the future must be recognized and solutions are to be found. Methods for implementing solutions are therefore crucial. In this context, the approach of Corporate Responsibility (CR) plays an important role and is addressed at corporations, organizations and governments. Nonetheless, the awareness of individuals for CR has become higher over time and people tend to be more aware in general. CR is an important tool to methodize aspects of responsibility, which are relevant for companies. The approach is justified by current developments, such as an undeniable global warming in all regions of the earth as well as the exploitation of natural resources. The latter mentioned can be clearly recognized and is a direct consequence of mismanagement of resources, also for the purpose of economic development. Companies should have a significant interest in sustainability for their long-term strategies. As firms often operate in several countries, the need to act responsibly has shifted and expanded. Among others, CR includes environmental and social aspects. The social aspect consists of a defined set of recipients and includes stakeholders, e.g. employees, suppliers and the local environment as well as shareholders. CR aimed at environmental aspects includes the responsible use of natural resources. The impact of CR activities should have a positive effect on the company’s image, but there is also an increasing awareness that recipients, such as customers raise questions. CR involves almost all entities of a firm, which together can have a significant impact. Companies often hesitate due to increased efforts and costs. Undoubtedly, these efforts are necessary to be taken into consideration in order to be a valuable corporate citizen and to contribute equally to society and environment. The framework in which a firm decides to be active can vary, depending on size, background and location. Several frameworks set the rules and define the aspects to be considered. A deviation at the expense of future generations and natural resources implies immediate counter-actions to avoid further harm. Such counter-actions include individuals, companies, governments and other public or non-public organizations. Facing the challenge to satisfy several target groups simultaneously, suitable measures have to be put in place or introduced. It is furthermore crucial to consider a changed society, which has several opportunities to get informed. Ways of communication have changed over the past 20 years and target groups, such as customers, employees or the local community have easy access to information. The challenge is to find the right balance of acting economically and consider social and environmental aspects at the same time. This means that a company’s responsibility also includes to be well managed in economic terms, as it provides a livelihood for families and the community. Developed countries increasingly rely on less developed nations in order to achieve economic growth, not least due to limits in established economies. These limits can include expensive labor force, limited natural resources, regulations and high expenses in general. This study aims to investigate the topic of Corporate Responsibility and was conducted using several methods of research, including a survey with 58 participants as well as field research, which are summarized in three case studies. In a first step, a theoretical framework was established in order to provide a solid basis of relevant approaches. As the field is vast, the theories are limited to some major aspects supporting the relevance of the topic in a modern business environment. A contemporary approach by Ernst Friedrich Schumacher (1973) underlines that the need for Corporate Responsibility is not new. He criticized the use of natural resources by humans for the sake of financial benefits. It is important to outline the need for more responsibility in doing business. However, the pressure has increased when looking at the level of exploitation of natural resources. In the course of this thesis, several aspects are examined in that regard. Regarding natural resources, the thesis considers the position of businesses by conducting a survey to demonstrate the relevance of the topic Corporate Responsibility. In a next step, three case studies should show responsible actions undertaken by businesses and government. As Brazil plays an important role in terms of economic development, the country is described more in detail considering the position within the BRICS. The question if CR has reached the importance in the context of global warming and exploited natural resources should be investigated. In general, have companies and government institutions adapted this necessity to related internal processes and do the firms contribute with responsible actions?, Aktuelle und zukünftige Generationen stehen vor großen Herausforderungen. Eine davon ist der Schutz der Umwelt und der natürlichen Ressourcen. Dies beinhaltet die Vermeidung einer weiteren übermäßigen Zerstörung des natürlichen Lebensraums und die Fähigkeit, aus früher gemachten Fehlern zu lernen. Darüber hinaus muss sich die Gesellschaft an veränderte Umstände anpassen: Eine sich schnell verändernde globale Gesellschaftsstruktur, einschließlich eines erhöhten Drucks auf die natürlichen Ressourcen aufgrund gestiegener Anforderungen. Jedes einzelne Mitglied der Gesellschaft kann dazu beitragen und ist dazu eingeladen. Mitglieder der Gesellschaft sind auch Regierungen, Unternehmen und Organisationen. Die drängenden Herausforderungen von heute und morgen müssen erkannt und Lösungen müssen gefunden werden. Methoden zur Implementierung von Lösungen sind daher von entscheidender Bedeutung. In diesem Zusammenhang spielt der Ansatz von Corporate Responsibility (CR) eine wichtige Rolle und richtet sich an Unternehmen, Organisationen und Regierungen. Das Bewusstsein der Menschen für CR ist im Laufe der Zeit gestiegen und Menschen sind aufmerksamer geworden. CR ist ein wichtiges Instrument zum Methodisieren von Verantwortungsaspekten, die für Unternehmen relevant sind. Der Ansatz wird durch aktuelle Entwicklungen wie eine unbestreitbare globale Erwärmung in allen Regionen der Erde sowie die Ausbeutung natürlicher Ressourcen gerechtfertigt. Letzteres ist klar erkennbar und eine direkte Folge starker Abnutzung von Ressourcen, auch zum Zwecke der wirtschaftlichen Entwicklung. Unternehmen sollten ein großes Interesse an Nachhaltigkeit für ihre langfristigen Strategien haben. Da Unternehmen häufig in mehreren Ländern tätig sind, hat sich das Bedürfnis nach verantwortungsvollem Handeln verschoben und erweitert. CR umfasst unter anderem ökologische und soziale Aspekte. Der soziale Aspekt besteht aus einer definierten Gruppe von Empfängern und schließt Stakeholder ein, z.B. Mitarbeiter, Lieferanten und das lokale Umfeld sowie Aktionäre. CR, das sich an Umweltaspekten orientiert, umfasst den verantwortungsvollen Umgang mit natürlichen Ressourcen. Die Auswirkungen von CR-Aktivitäten sollen sich positiv auf das Image des Unternehmens auswirken, aber auch das Bewusstsein bei Stakeholdern (z.B. Kunden) steigt. CR spielt in fast allen Unternehmensbereichen eine Rolle und hat somit einen nicht unerheblichen Einfluss auf die Unternehmensstruktur. Unternehmen zögern oft aufgrund des erhöhten Aufwands und der höheren Kosten. Dennoch sind diese Anstrengungen unabdinglich, um ein wertvoller Corporate Citizen zu sein und gleichermaßen zu Gesellschaft und Umwelt beizutragen. Der Rahmen, in dem sich ein Unternehmen für eine Tätigkeit entscheidet, kann je nach Größe, Hintergrund und Standort variieren. Mehrere Frameworks legen die Regeln fest und definieren die zu berücksichtigenden Aspekte. Eine Abweichung auf Kosten künftiger Generationen und natürlicher Ressourcen erfordert sofortige Gegenmaßnahmen, um weiteren Schaden zu vermeiden. Gegenmaßnahmen können von Einzelpersonen, Unternehmen, Regierungen und andere öffentliche oder nicht öffentliche Organisationen getroffen werden. Angesichts der Herausforderung, mehrere Zielgruppen gleichzeitig zu erreichen, müssen geeignete Maßnahmen ergriffen oder eingeleitet werden. Des Weiteren gilt es zu berücksichtigen, dass die heutige Gesellschaft mehrere Möglichkeiten hat sich zu informieren. Die Art und Weise der Kommunikation hat sich in den letzten 20 Jahren geändert und Zielgruppen wie Kunden, Mitarbeiter oder die lokale Gemeinschaft haben einfachen Zugang zu Informationen. Die Herausforderung besteht darin, das richtige Gleichgewicht zwischen wirtschaftlichem Handeln und gleichzeitiger Berücksichtigung sozialer und ökologischer Aspekte zu finden. Dies bedeutet, dass ein Unternehmen auch wirtschaftlich gut geführt werden muss, da es Familien und der Gesellschaft den Lebensunterhalt sichert. Die Industrieländer sind zunehmend auf weniger entwickelte Länder angewiesen, um ein Wirtschaftswachstum zu erzielen, nicht zuletzt aufgrund der Beschränkungen in etablierten Volkswirtschaften. Diese Grenzen können teure Arbeitskräfte, begrenzte natürliche Ressourcen, Vorschriften und hohe Ausgaben im Allgemeinen einschließen. Die Dissertation hat zum Ziel, das Thema Corporate Responsibility unter verschiedenen Gesichtspunkten zu untersuchen. Dies wurde mit verschiedenen Forschungsmethoden durchgeführt, darunter eine Befragung von 58 Teilnehmern sowie Feldforschung. In einem ersten Schritt wurde ein theoretischer Rahmen beschrieben, um eine solide Grundlage für relevante Ansätze zu schaffen. Da die Thematik weitreichend ist, beschränken sich die Theorien auf einige wichtige Aspekte, die die Relevanz des Themas in einem modernen Geschäftsumfeld belegen. Ein zeitgenössischer Ansatz von Ernst Friedrich Schumacher (1973) unterstreicht, dass die Notwendigkeit von Corporate Responsibility nicht neu ist. Er kritisierte die Nutzung natürlicher Ressourcen durch den Menschen, um finanzielle Vorteile zu erzielen. Es ist wichtig, die Notwendigkeit für mehr Verantwortung bei der Geschäftstätigkeit zu skizzieren. In Bezug auf die Ausbeutung der natürlichen Ressourcen hat der Druck jedoch zugenommen. Die Position von Unternehmen wird anhand einer Umfrage untersucht, um die Relevanz des Themas Corporate Responsibility zu belegen. In einem nächsten Schritt sollten drei Fallstudien verantwortungsbewusstes Handeln von Unternehmen aufzeigen. Da Brasilien eine wichtige Rolle für die wirtschaftliche Entwicklung spielt, wird das Land innerhalb der BRICS-Staaten ausführlicher beschrieben. Die Frage wird beleuchtet, ob CR im Kontext der globalen Erwärmung und der Ausbeutung natürlicher Ressourcen an Bedeutung gewonnen hat. 12. 'Einer wird immer bleiben, um die Geschichte zu erzählen.' Die narrative Verfasstheit von Hannah Arendts politischer Philosophie

„Nach Auschwitz ein Gedicht zu schreiben, ist barbarisch.“ So äußerte sich Theodor W. Adorno 1951. Diese Ansicht kann Arendt nicht teilen. Zweifellos ist auch für sie in der Shoah etwas Unvorstellbares, Irreversibles passiert, das die Welt für immer verändert hat. Die philosophische Tradition ist dadurch zerbrochen und zerstört. Das Verstummen stellt aber für Arendt keine Option dar: Stumm sind für sie nur Hass und Gewalt. Sprache und Kommunikation dürfen nicht abbrechen, wenn aus den Trümmern der Tradition heraus ein politischer und moralischer Neuanfang entstehen soll. Dabei sind Geschichten ein wichtiges Instrument. Einzelne Fragmente der zertrümmerten Tradition stellen den Ausgangspunkt hierfür dar. Die Vergangenheit behält so ihre Bedeutung. Aber eben nicht im Ganzen, sondern in Einzelaspekten, Ereignissen - und in den Geschichten darüber. Diese Erkenntnis betrifft auch Arendts Vorgehensweise: Erzählen kann sich nicht mehr einheitliche Sinnzuschreibungen oder das Fortschreiben der großen Erzählungen zur Aufgabe machen. Sie wählt also eine fragmentarische Darstellungweise, die mit Systematik und Chronologie, aber auch mit dem Neutralitätsgebot sine ira et studio bricht. Erzähler_innen sollen aufrütteln statt zu erklären und damit ihre Zuhörer_innen oder Leser_innen zu einem Engagement für die gemeinsame Welt und zum Handeln mit den Mitmenschen motivieren. Neben der Shoah sind daher auch politische Gründungen eines der Leitthemen von Arendts Werk. Geschichten über die Gründung Roms oder der amerikanischen Republik sollen Erfahrungen transportieren, die bis heute für die Zeitgenoss_innen relevant sind. Die Bedeutung des Erzählens für Arendts politische Philosophie endet jedoch nicht bei der Methode. Auch inhaltlich stellt es eine entscheidende Komponente dar: In Arendts Handlungstheorie, einem Kernstück ihrer politischen Philosophie, ist das Erzählen als eine spezielle Art und Weise des Handelns präsent. Zudem dient es als Möglichkeit, das Handeln zumindest teilweise zu verstetigen. Wie sich diese narrative Verfasstheit konkret darstellt, wird anhand der drei Schlagworte Weltlichkeit, Pluralität und Natalität verdeutlicht. Die große Bedeutung, die Arendt selbst dem Erzählen beimisst, zeigt sich in einem Zitat von Isak Dinesen, das sie an verschiedenen Stellen im Werk verwendet. Unter anderem stellt sie es dem Kapitel über das Handeln in der Vita activa voran. Es kann als Hommage an das Narrative und zugleich als Entgegnung an Adorno aufgefasst werden: „All sorrows can be borne if you put them in a story or tell a story about them.“, „To write a poem after Auschwitz is barbaric.“ Theodor W. Adorno made this statement in 1951. Arendt does not agree with him at all. Beyond any doubt she also felt something unthinkable and irreversible had happened and changed the world forever. The tradition of philosophy has come to an end, there is no way of re-establishing it. Still, falling silent is never an option for Arendt. Silence is the epitome of hatred and violence. Speech and communication must never break down, but establish something new from the ruins of tradition. Stories are a crucial instrument in this process, with fragments of the broken tradition serving as a starting point. After all, many aspects and events from the past - and stories about them - still can tell us a lot. Arendt’s methodology is impacted as well by the break of the tradition. Narration can no longer aim at the attribution of a consistent or coherent meaning. Therefore, Arendt opts for a fragmentary way of presenting the events, doing away with chronology and systematics, but also with scientific neutrality. Narrators are to rouse their readers or listeners and to motivate them to involve themselves in the common world. Thus, many of Arendt’s stories address political foundation. There are to convey experiences that are still relevant nowadays. This is not the whole story though: Narration is more than a method in Arendt’s works. It is also a decisive feature when it comes to content. Looking at Arendt’s theory of action, we find that telling stories is also prominent here as a special way of acting. Moreover, narration can also serve as a tool for perpetuating action - at least partly. Arendt’s appreciation of narration can be gauged by a quote she cites in various places - most prominently as a motto for the chapter on Action in The Human Condition. Die von Frau Dr. Steller getragene Reflexion zum hochkarätigen Altöttinger Vortrag der kompetenten Referentin Dr. Tina Schneider verglich und von unterschiedlichen Standpunkten aus beleuchtete die Situation mit den Schullektüren in Deutschland und Ungarn. Der wichtigste Unterschied ist eindeutig im Bereich der Identitätsentwicklung und Werte- bzw. Moralerziehung. In der für bildungspflichtige Kinder und Jugendliche vorgeschrieben wichtigsten Leselektüren in den heutigen Ungarn spiegeln sich eindeutig die Geschichte, Tradition und die Freiheitskämpfe der ungarischen Nation wider – vertiefend die Kluft zwischen beiden Ländern.

Die Arbeit beschäftigt sich mit biometrischen Daten, insbesondere der Daten, welche für den ePass verwendet und aufgrund des Prümer Ratsbeschlusses gespeichert werden. In der Arbeit werden die datenschutzrechtlichen Vorkehrungen in den Rechtsgrundlagen auf ihre Vereinbarkeit mit den Vorgaben des Europäischen Gerichtshofes für Menschenrechte zum Thema "Datenschutz" geprüft; ebenso erfolgt eine Prüfung anhand der europäischen Datenschutzkonvention und entsprechend anwendbarer Empfehlungen des Ministerkomitees des Europarates., This paper occupied with biometric data, particularly with data using for the ePass und data based on the counsil decision of Prüm. In this paper the data protection provisions of the ePass and the counsil decision of Prüm will be control by the means of the case law of the european court of human rights to deal with "data protection"; in addition this paper will be control the provisions by the means of the european data convention and some recommendations of the comittee of ministers.
