For the forty-fifth time, the Association for Educational Communications and Technology (AECT) is sponsoring the publication of these Proceedings. Papers published in this volume were presented online and onsite during the annual AECT Convention. The Proceedings of AECT's Convention are published in two volumes. Volume #1 contains papers dealing primarily with research and development topics. Papers dealing with the practice of instructional technology including instruction and training issues are contained in Volume #2. This year, both volumes are included in one document.

Timely analysis of trends and issues in TVE can help TVE stakeholders cope with rather than oppose them. Educating in the direction of the trend and resolving the important issues can maximize TVE's chance of success. The purpose of this paper was to identify trends and issues in the TVE in 10 Indo-Pacific countries. To achieve this purpose, a cross-country analysis with a word cloud analysis was employed. Consequently, the following nine trends were identified: (1) Accelerated adaptation to emerging technologies and the evolution of industry; (2) Improving or diversifying TVE accessibility and increasing the enrollment rate; (3) Enhancing alignment between the TVE and higher education sectors; (4) Promoting employment-based, work-based, or competency-based learning models; (5) Strengthening TVE educators'/trainers' practical skills, industrial working experience, or qualification requirements; (6) Gearing TVE with lifelong learning; (7) Encouraging employer or industry involvement in TVE; (8) Enhancing quality assurance and autonomy in the TVE system; and (9) Providing more career counseling or career exploration. In addition, the following six issues were identified: (1) TVE does not have the same positive public image as academic education; (2) Insufficiency of qualified TVE trainers/teachers; (3) Extreme challenges to teach hands-on skills online; (4) Weak involvement of social partners; (5) Fragmentation of TVET management; and (6) The continued lack of a well-constructed qualification framework and quality assurance system.

We consider how the existence of different signifiers for mathematical objects in different languages manifests in discourse about those objects. Based on the observation that there is a common signifier "derivative" in English used for both the derivative at a point and the derivative function and two phonetically and semantically different signifiers for those objects in Korean, we explore the differences between one Korean teacher's discourse and one American teacher's discourse about the derivative. Our analysis uncovered differences in metarules regarding the use of signifiers, as well as differences in possible connections to colloquial discourse. Additionally, we found that, after both objects are defined, the American teacher's discourse shifts in a way that precludes the simultaneous use of the common signifier for both objects whereas, in the Korean teacher's discourse, there was no similar shift. The purpose of this study is to examine how proportional reasoning is introduced and developed in two widely used U.S. and Korean mathematics textbooks for grades 6-7. Seven research-based frameworks that identify student learning opportunities for understanding of proportional reasoning were used to analyze the textbooks. The results showed that American textbooks include more problems that require explanations and make use of more effective contextual and number structure of problems than Korean textbooks. In contrast, Korean textbooks make a shift from providing highly contextualized problems to presenting abstract and purely computational problems, which aligns with the process of concreteness fading. In addition, Korean textbooks contain more unique types of topics and representations. [For the complete proceedings, see ED630210.]

COVID-19 pandemic and post-pandemic had led to the confrontation of higher education system with enormous challenges. That necessitated the urgent transition from face-to-face teaching to online-teaching. The change was an innovation in higher education. A comparative study of digital education based on the survey in 2020-2021 in seven different countries was conducted at Shanghai University. The study was based on grey comprehensive evaluation model. In general, developed countries had high comprehensive evaluation value, while Finland, United States of America, South-Korea and Latvia had relatively low grey correlation coefficient in several certain indicators, leading to a sharp drop in the overall score. Romania ranked last while China ranked second as a developing country as well. The study launched a conclusion that research and development personnel, infrastructure funds and university financial investment in digital education had relatively more obvious effects on improving the innovations and quality of higher education system including the leadership system of universities. The study launched a conclusion that research and development personnel, infrastructure funds and university financial investment in digital education have relatively more obvious effects on improving the quality of higher education system. Government regulations require businesses to improve their processes and products/services in a green and sustainable manner. For being environmentally friendly, businesses should invest more on eco-innovation practices. Firms eco-innovate to promote eco-efficiency and sustainability. This paper evaluates the eco-innovation performance of Organisation for Economic Co-operation and Development (OECD) countries with data envelopment analysis (DEA). Data were gathered from the world bank database and global innovation index report. Findings show that for most OECD countries, energy use and ecological sustainability are more important than other inputs and outputs for enhancing eco-innovation. This study compared area lessons from Korean textbooks and US standards-based textbooks to understand differences and similarities among these textbooks, as well as how these textbooks address known learning challenges in area measurement. Several well-known challenges have been identified in previous studies, such as covering, array structure, and linking array structure to area formula. We were interested in knowing if textbooks addressed these issues in their treatments of area measurement, and in doing so provided students with opportunities to overcome or become familiar with known challenges. The results show that both countries textbooks demonstrated similar limitations, only few area and area related lessons are covered and three important learning challenges in area measurement are not covered well, which need to be informed to practicing teachers. The purpose of the study presented in this paper is to investigate how students deal with the concepts of infinity and limit. Based on the communicational approach to cognition, according to which mathematics is a kind of discourse, we try to identify the characteristics of students' discourse on the topic. Four American and four Korean students were interviewed in English on limits and infinity and their discourse is scrutinized with an eye to the common characteristics as well as culture, age, and education-related differences. The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. The following purposes summarize the work of the Commission: (1) To develop linkages with adult education associations in other countries; (2) To encourage exchanges between AAACE and associations from other countries; (3) To invite conference participation and presentations by interested adult educators around the world; and (4) To discuss how adult educators from AAACE and other nations may cooperate on projects of mutual interest and benefit to those the Commission serves. This study compared sections of functions and linear functions from four Korean textbooks and Core Plus Mathematics Project (CPMP). To understand differences and similarities among these textbooks, both horizontal and vertical analyses were conducted. The horizontal analysis results revealed that topics related to functions and linear functions are introduced relatively earlier in Korean textbooks than in CPMP. The vertical analysis results confirmed the findings of previous study (Hong & Choi, 2014), which can be interpreted as "textbook signature". [For the complete proceedings, see ED597799.]

The IADIS CELDA 2012 Conference intention was to address the main issues concerned with evolving learning processes and supporting pedagogies and applications in the digital age. There had been advances in both cognitive psychology and computing that have affected the educational arena. The convergence of these two disciplines is increasing at a fast pace and affecting academia and professional practice in many ways. Paradigms such as just-in-time learning, constructivism, student-centered learning and collaborative approaches have emerged and are being supported by technological advancements such as simulations, virtual reality and multi-agents systems. These developments have created both opportunities and areas of serious concerns. This conference aimed to cover both technological as well as pedagogical issues related to these developments. The IADIS CELDA 2012 Conference received 98 submissions from more than 24 countries. Out of the papers submitted, 29 were accepted as full papers. In addition to the presentation of full papers, short papers and reflection papers, the conference also includes a keynote presentation from internationally distinguished researchers. Trade and economic viability are becoming increasingly important in all countries around the world. As a result, Human Resource Development (HRD) is becoming an integral part of a country's ability to sustain development and it is evident that many countries outside of the United States are integrating HRD as part of their national policy (NHRD). This review of literature explores the reasons behind the thrust of education as the main driver for NHRD. (Contains 1 table.)

This study explored Korean and American children's play behaviors during board games in a kindergarten classroom using an ethnographic approach. The Korean participants were 20 children and one teacher of one classroom at attached kindergarten of public elementary school. The American participants were 11 kindergarten children and one teacher from a kindergarten class at a public elementary school. Observations were recorded as children played board games in the natural classroom setting over the duration of 8 months (5 months in Korea, 3 month in America). Field notes and videotapes obtained throughout the observation period were analyzed via three steps. The extracted characteristics of children's play behaviors of two countries were compared. The results of this study were as follows; First, board games functioned as play-oriented activities in Korea. But in America board games functioned as learning-oriented activities rather than as play-oriented ones in that classroom. Second, there were some differences in children's board game commencement behavior, observation behavior of board game rules, winning strategies, and behavior at game termination, and board game behavior by demographic characteristics but there were common features also found between two countries.
