我が国の火山対策について活動火山対策特別措置法に基づいた枠組みを紹介し、気象庁を中心とした国の機関の役割、学校教育現場での対応すべき事項を明らかにした。初等・中等教育の中で火山災害に関わる内容は理科と社会科を中心に教授されているが、他の自然災害と一括されることが多く体系化が遅れている。学校教育現場では、防災マップやハザードマップなどの情報をもとに、噴火が予想される際には刻々と変化する情報を考慮しつつ、避難の必要性、ルートなどの最終的な判断を各学校が行うと定められており、訓練では常に情報を収集しながらの柔軟な対応を考慮する必要がある。あわせて、学校周辺についての地形条件、土地条件などの地勢に精通しておくことが求められる。火山防災についての実践例では、火山現象について知る、その被害と影響範囲を知る、野外での対応行動を知る、という３つのプロセスから構成されたものがある。

2019年9月に小笠原諸島西之島に上陸し、近年の噴火活動により生じた地形や地質、噴出物の調査と試料採取を行った。2017年噴火により島の西側および南西側に流出し、地形を大きく変えた溶岩流は、溶岩膨張割れ目や板状節理の発達など、溶岩の流動と冷却に伴い生じた様々な特徴的な構造や岩相を有する。これらの地質・地形的特徴に加えて、顕微鏡下での岩石学的特徴は2013−2015年噴火の噴出物とよく似ている。化学分析の結果、2017年噴火の噴出物は安山岩であるものの、2013−2015年噴火と全岩化学組成がわずかに異なっていることがわかった。しかしその変化はわずかなものであり、マグマ物性を大きく変えるほどのものではないと考えられる。近年の西之島の噴火活動により、島の地形や地質は大きく変わりつつある。また噴出しているマグマの特徴も活動毎にやや異なる。今後も火山噴出物の特徴とその変化をモニタリングすることにより、噴火現象やマグマ供給系の理解を進めていくことが重要である。, Landing survey at Nishinoshima was carried out in September 2019, and geomorphology, geology and eruptive materials from the recent eruptions at this volcano were investigated. Lava flows that effused to the western and southwestern sides of the island in 2017 have characteristic structures such as lava inflation cleft and platy joints. In addition to these structures, lithofacies and microscopic features are also similar to the 2013–2015 lavas. Petrological observation and geochemical data suggest that the 2017 products are andesite as in the 2013–2015 eruption. Although the whole rock chemical composition of the 2017 products is slightly different from that of 2013–2015, the difference is too little to make a significant change on physical properties of magma. The eruptive activity of Nishinoshima has changed geomorphology and geology drastically, and the magma erupted is also not the same throughout the eruption time. Monitoring eruptive materials and their change will be important in understanding eruptive phenomena and magma supply system of Nishinoshima volcano.

本研究は、学校と家庭と大学が連携を行い、学校教育における防災教育の充実を図ることを目的としている。研究方法は、学校・家庭・大学が連携した防災の視点を取り入れた授業の立案、立案した授業の有効性の検討、である。授業としては、中学校理科：大地の成り立ちと変化 ア（ウ）火山と地震の内容について、家庭および大学との連携を視野に入れた指導計画（全8 時間）の作成、授業の立案を行った。家庭との連携としては、「私たちの生活に身近な桜島が大規模噴火を起こしたとき、どのような避難行動をとるべきか」という課題を設定し、学習で身に付けた資質・能力を日常生活で活用する場面を設けた授業を立案した。また、生徒自身が作成した避難行動シミュレーションを家族に説明する機会を設定し、学校で学んだことを家庭に還元する機会を設けた。大学との連携としては、大学で研究した成果を教育現場で活用する、教育現場で専門家を活用する指導計画を立案した。実践した授業の有効性の検討としては、生徒ならびに保護者へのアンケート調査から行った。本授業の成果としては、家庭との連携により、火山の噴火の仕組みや噴火の様子を身近な生活と関連させて思考する姿が確認できた。大学との連携により、研究の成果が学校教育で活用されるとともに、科学技術が日常生活や社会を豊かにしていることに気づいている姿が確認できた。

application/pdf, 本稿の中心的な検討対象である伊方3号機広島高裁決定について、先行する裁判例を分析しつつ、その発想の特色を、立証責任の配分という法律家に馴染み深い考え方に沿って説明した。併せて、本決定がいかなる意味で「科学裁判」であるのか、そうであるとして、裁判所の判断能力が当然に劣るといえるか、についても検討した。

The relationship between the tectonic setting and arc magmatism is discussed for the northern Kamchatka Peninsula corresponding to the subduction of the northwestern edge of the Pacific Plate. First, on the basis of genetic conditions of the high-Mg andesite including ultra-high-Ni olivine and the primitive basaltic lavas that erupted in the forearc area, chemical and thermal effects of a subducting seamount are inferred to have caused temporal and local magmatism with a wide compositional range. Second, field work, age dating and geochemical analysis for the lavas in the northern Sredinny Range have revealed that Quaternary magmatism exists beyond the slab edge of the Pacific Plate, yet shows influences from subducted slab materials. Based on these results, a new tectonic and mantle dynamic model is proposed for origin of the magmatism.

火山性撹乱地における植生の再生過程と、菌根形成の実態、菌種構成の把握、菌接種試験を通じて、植物の定着に菌根共生が与える影響を明らかにした。調査地は2000年に噴火した有珠山の西山火口付近とした。スギナやオオイタドリ、アキタブキなどの多年生植物が、噴火直後から広範囲に裸地に侵入し、被覆を増加させていた。木本植物ではドロノキ、オノエヤナギ、エゾノバッコヤナギが優占し、着実に成長していた。全ての植物種において菌根形成が確認された。スギナ、オオイタドリにおける菌根の形成頻度は低かったが、その他の植物種では高い値を示していた。ヤナギ科3種では、全個体で外生菌根（ECM）が確認され、ウラムラサキ、ワカフサタケ、イボタケ、ラシャタケ属菌が比較的高い形成割合を示していた。接種試験より、優占的に確認された菌種は、樹高、各器官部乾燥重量、根長を増加させることが明らかとなった。噴火直後の植生再生初期の立地においても、侵入してきた植物は高頻度で菌根を形成しており、ECM共生がヤナギ科木本植物の成長を促進させていると考えられた。

児童生徒にとって好ましい地球科学的体験を体系化するための活動を実践するため,千葉大学地球科学教育研究会を組織した。研究会では,小学校高学年から中学校の児童生徒を対象に,講演と野外宿泊体験を組み合わせた科学体験活動「地球探検隊」を毎年開催している。発達段階に合わせた児童生徒の地球科学的教育カリキュラムを検討し,人類の獲得した科学的知見を地域の地質・地形・環境から時間を追って歴史的に考察することは意義のあることであると考えている。より良いカリキュラム完成のために実施した「地球探検隊～富士山～」の本年度の活動を振り返り,その結果を報告する。, We organized The Earth Exploration Party for the children, and try to systematize an experience like desirable earth science for the children. This organization holds the practice outside experience combined with the lecture for the children, "Earth Expeditionary Party" every year. We did the matter that the knowledge which mankind got, and technology were examined historically, in science experience activities. This time, we developed science experience activities that a focus was exposed to the Mt. Fuji and volcano. We connected some characteristic places near Mt. Fuji, and became subjects systematically for the children. These activities will be continued from now on, too. We want to tie an area to the university by these activities.

地域に目を向け,地域に特有な地質・気象・天文の事象を活用したカリキュラム開発・教材化・実践を展開するため,千葉大学地球科学教育研究会を発足し,その活動の一貫として開催した「地球探検隊」について報告する。昨年は房総半島で活動し,本年は栃木県塩原盆地での活動を企画した。「地球探検隊」の活動では,地球の恵みを知るために,いくつかの特徴的な場所における野外活動を行いながら,体系的に地学学習における基本概念である,空間認識と時間認識を育てるとともに,次世代を生きるための知的好奇心の育成を図るような教材化を試みた。さらに,この活動の背景には,小学校や中学校では実施が難しい野外活動を大学との連携により可能にした新しい教育活動の方向性を示すものでもある。, We organized again The Earth Exploration Party for the children. This organization turns an eye to the area, and makes use of the matter, which is characteristic of the area for the education. We planned some activities to know the blessing of the earth. We connected some characteristic places inside Tochigi Prefecture, and became subjects systematically for the children. These activities will be continued from now on, too. We want to tie an area to the university by these activities.

In Haruo Umezaki's last novel, Illusion (Genka), he severely criticized Japan and the Japanese after World War II. His criticism is, however, a kind of self-criticism and in it he doesn't take a high-handed attitude. This work symbolizes the hollowness of the mind-set of postwar Japan. He attempted to deepen this theme by easing his strained body and saving his soul from mental distress. His intention is keen, and reaches the deepest point of the Japanese mind. His manner in this work is like 'anma' (massage). This thesis focuses on this relaxing attitude of criticism.

1894年刊行の志賀重昂著『日本風景論』における西南日本の火山に関する記載には、他地域の火山記載と同じく論文等からの剽窃が多いことを指摘するとともに、他地域に比し、歴史的、宗教的記載が多いことを明らかにした。志賀は、さらに台湾の領有(1885年)以後の版には、「今や我皇の版圖は台湾島に擴張して」と書き、風景が火山力という「后土」によって造られ、領有は「皇天」の賦与を受けた「我皇」が行うと説いて、天皇の軍隊の侵略による版図の拡大を正当化したのである。, This paper reveals that descriptions by Shigetaka Shiga in his Nihon Fukeiron, published in 1894, on volcanoes in Southwestern Japan contain a great deal that he plagiarized from other articles, just as he did for his descriptions on volcanoes in other districts of Japan, and that those descriptions deal more with historical and religious aspects compared with those on other districts. Shiga writes "The domain of our Emperor now extends to Taiwan" in its later version published after Japan's occupation of Taiwan (1885) and theorizes that the landscape is created by "kohdo, " or volcanic force, and that our Emperor, who was given "kohten" or providence, has the right to reign over the island, thereby justifying the expansion of domination by invasion of the Imperial army.

火山性の長周期磁場変動を効率よく取り出すための手法の開発を行った。観測時系列は，時間的に滑らかに変動するトレンド，変動周期がおよそ の波群，参照点における地磁気 成分と相関する成分，観測ノイズ，の4つの成分から構成されるとし，各成分に拘束条件を与えて状態空間モデルで定式化し，カルマンフィルターを用いて解いた。この手法を口永良部島で観測された全磁力データへ適用したところ，やや長期の欠測がある場合でも，ある程度の精度で各成分に分解することができ，抽出された観測点毎の変動量から，活動火口周辺直下で熱消磁が続いていることが明らかとなった。, A new procedure to extract the long-period volcanomagnetic variation was developed. A time series model including a trend component, a periodic component, an external magnetic field response, and a white noise was considered and separated to each component with a Kalman filter algorithm. The method was applied to the geomagnetic total intensity data observed at Kuchierabujima volcano and worked well against the data with a long-term defect by using the data of a standard geomagnetic observatory as the reference data for the estimation of the geomagnetic field variation of external origin. The extracted trend component of each observation site revealed that thermal demagnetization is going on at depth around the Shindake active crater.

九重硫黄山において1995-2001年に観測された地磁気変化から, 噴気の放出に伴って地下浅部で冷却帯磁が進行していることが明らかにされた。この冷却現象は, 1995年の水蒸気爆発以前に高温の火山性流体によってあらかじめ加熱されていた領域が, 新火口列の開口と噴気の放出に伴って熱を奪われたために発生した現象と推定される。等価帯磁源のある地下数百mでは, 地下水の気化と放出が冷却の中心的役割を果たしているらしい。, Our geomagnetic observations on Kuju-Iwoyama Volcano during 1995-2001 revealed shallow cooling and magnetization due to fumarolic activity. It is plausible that this cooling process was triggered by opening of new crater chain at the phreatic event in 1995 preceded by the heating phase associated with high-temperature volatiles from the depth. Vaporization and discharge of ground water seems to play a main role for the cooling at shallow subsurface where the equivalent magnetization source is estimated.

阿蘇中岳火口周辺で1991-2000年に観測された地磁気変化について, 種々の観測量, とりわけ微動および表面活動との対応に注目して考察した。Tanaka(1993)が1980-1990年の活動期に注目して提唱した「熱消帯磁モデル」は, その後も基本的に有効である。微動振幅の増大は, 物質と熱の輸送に深い関係があることが示唆され, 火口直下の温度は, 表層の物理状態に大きな影響を受けることが示された。, We investigated geomagntic changes observed around the active crater of Nakadake, Aso Volcano during the period of 1991-2000 with special attention to tremors and superficial activities of the volcano. The idea of de/re-magnetization due to shallow heat transfer proposed by Tanaka (1993) has been proved to be valid also to the recent data. It has been suggested that an onset of magnetization period frequently coincides with a tremor burst. It is proposed that the condition of the crater bottom severely affects the heat transfer system at shallow part.

薩摩硫黄島で自然電位観測を行った結果, 硫黄岳では, 山麓から順に, 地形効果と考えられる低電位, 高電位勾配, 正異常の領域が見られ, 山頂火口付近をピークとする250mV程度のルート(√)字型の自然電位分布を示すことが明らかになった。山麓で見られた低電位は, 天水及び熱水の下降流に起因し, 高電位勾配は, 地質構造に深く関わっていると推測される。一方, 鬼界カルデラの境界付近では, 透水性の高い構造に起因すると考えられる負の異常が見られた。, Shin'you MORI, Wataru KANDA and Masato IGUCHISatsuma-Iwojima is located in the northwestern margin of the Kikai Caldera that erupted about 6300years before.Iwodake (rhyolitic lava dome) located at the eastern part of the island has continued its fumarolicactivity for hundreds years.Self-potential (S.P.) observation was aimed to reveal the hydrothermal systembeneath Satsuma-Iwojima volcano. A positive S.P. anomaly around the summit crater and a negative one at thefoot of Iwodake were observed. They can be interpreted as electrokinetic potentials assoceated with theascending and descending flows of the hydrothennal fluid, respectively. A large potential gradient observedaround 300m a.s.l. was suggested to be caused by the difference in geological structure. Compared with othervolcanoes, it is characteristic that magnitude of the positive anomaly is relatively smallHigh temperature vapor, which cannot carry the positive charge, and upward fluid flow beneath the active vent may contribute thispositive anomaly.

志賀重昂の著書『日本風景論』のなかの東日本および小笠原諸島の火山についての記述と,地質学者菊池安の論文との関わりを解明した。志賀が『日本風景論』において日本に火山が多いことを説き,その火山を国粋主義の拠りどころとした点は,菊池(1889a)の論文「鹽原地相一班」の中の火山論のアイディアを盗用したものである。一方,磐梯山噴火は火山のマイナス面であるため志賀は菊池らの調査を軽視し,また,政治的に志賀と対立的立場にあった『東洋学芸雑誌』上の小笠原諸島の火山に関する菊池論文を無視するなど,菊池の業績は志賀の政治的意図に深く根差した恣意的な操作によって不当な扱いを受けた。, Description on the volcanoes of Eastern Japan and Ogasawara Islands in Shiga's "Nihon Fukei-ron" (Japanese Landscape) has some relations with Yasusi Kikuchi's articles. Shiga's "Nihon Fukei-ron" emphasized that the land of Japan abounds with volcanoes and volcanic rocks for the anchor of his nationalism. This idea was pirated from prior article by Y. Kikuchi (1889). 0n the other hand, Shiga made light of Y. Kikuchi and his colleagues' scientific achievements on the 1888 eruption of Bandai-san Volcano, and disregarded Kikuchi's articles on the volcanoes of Ogasawara Islands. This unfairness in the description in "Nihon Fukei-ron" came from Shiga's arbitrary tricks for his political purpose.

日清戦争開戦直後に発行された『日本風景論』の著者志賀重昂は啓蒙的地理学者で,この有名な著書によって明治期の国粋主義と登山の鼓吹者としてよく知られている。この書は日本の風景,特に火山の卓絶した美しさを強調し,当時,そのナショナリズムと美文によりベストセラーとなった。志賀は札幌農学校で農学と関連科学を学んだが,伝説では,彼は学業を怠り北海道全道の冒険的旅行や登山をしたと言う。この学歴と伝説のため,『日本風景論』の北日本の火山に関する記述は,彼の実体験に基づくと考えられていた。しかしながら,彼の日記によれば,北海道では志賀はそれほど旅行も登山もしていない。私は『日本風景論』の北日本の火山についての記載を他の論文などと比較し,J. The author Shigetaka Shiga(1863-1929), who popularized geographical studies. is best known as an advocate of nationalism and Alpinism in the Meiji Period through this famous book. At that time this book became a bestseller for its nationalism and elaborate prose. In "Nihon Fukei-ron", Shiga emphasized the extraordinary beauty of the Japanese landscape, especially of the volcanoes. Shiga learned agriculture and other related sciences in Sapporo Nohgakko (Sapporo Agricultural College) in Sapporo, Hokkaido. Legend has it that he did many adventurous trips and mountain climbing around Hokkaido instead of studying in school. Some people therefore say that the description on the volcanoes of Northern Japan in Shiga's "Nihon Fukei-ron" is based on his own experiences. However, we understand by his diary that he was neither an experienced traveler nor an adventurer nor a mountaineer in Hokkaido. I clarified the description on the volcanoes of Northern Japan In "Nihon Fukei-ron" by comparison to prior articles, and discovered that Shiga committed many literary piracies from prior articles, especially from articles and book by J Milne (1886). K. Jimboh (1891) and. E. M. Satow・A. G. S. Hawes (1884). The reason why shiga performs plagiarism is that he wanted to show the beautiful volcanic landscapes in Japan in its full splendour. Shiga pretended to promote nationalism and in fact promoted superiority over Chinese non-volcanic landscapes, Shiga's "Nihon Fukei-ron" had the political role to stir up Japanese nationalism and hostility against China.

桜島火山東部において自然電位分布を測定した。海水面を等電位とみなして過去に得られた電位分布と接続することにより, 島を東西に横断する測線で約3分の2の長さにわたって電位分布を得ることができた。桜島の山頂部に向かって電位が高くなる傾向が認められることから, 島の中央部地下にその上昇部をもつ全島規模の熱水対流系が存在する可能性が示された。, We conducted a self-potential survey in the eastern part of Sakurajima volcano. We combined the SP data with those of previous studies by assuming the equi-potential of the sea water. Consequently, we have obtained a SP profile across the Sakurajima from west to east, though the active summit area still remains to be measured. After the linear topographic correction, we found that the SP increases toward the summit of the volcano. It suggests a large hydrothermal convention cell of a whole-island scale with its upwelling part under the central vent.

1998年10月に実施された第3回諏訪之瀬島火山の集中総合観測の観測項目の一つとして, 火山体の自然電位を測定した。諏訪之瀬島火山の自然電位分布には, 他の多くの火山で観測されたような, 四体中央部で平面的広がりが数kmの相対的に電位の高い異常領域が存在することが明らかとなり, 地下浅部での活発な熱水活動の存在が示唆された。また, 古い火口跡周辺でもやや規模の小さな正異常が存在し, 熱水活動の中心が御岳活動火口周辺だけではなく, 南西側にも存在している可能性があることがわかった。御岳旧火口周辺では, 空間的広がりは小さいながら明瞭な負の異常がみられたが, その成因等は今のところ明らかではない。, In October 1998, we performed a self-potential measurement in the southern flank of Suwanosejima Volcano, as a part of the 3rd composite observation program of Suwanosejima Volcano. A large scale positive anomaly was revealed over the southern part of the volcano, which suggests the intensive hydrotbermal circulation beneath the active edifice of Otake. A moderate size positive anomaly was also recognized around the old crater of Negamidake located at the southwestern tip of the crater row. Hydrothermal system might be elongated along the crater row or developed even beneath the non-active old edifice. Around the old crater of Otake, a small but sharp negative anomaly was found, though its origin is unknown for lack of the data including volcanic gases.

抄録：北海道駒ヶ岳(1、133m)において、天然更新したカラマツ林の分布と標高別の林分構造および齢構造を明らかにし、林分の成立過程を検討した。カラマツ は広葉樹類が優占する山麓部を除き、標高200~400m以上の山体全体にわたって優占種であった。標高500m以上のカラマツ林は、上層高が 2.0~6.1m、幹の根元断面積合計は0.1~7.8m2/haと小さく、非常に未発達な林分であった。カラマツのほかには、カ ンバ類、ドロノキなどの先駆性広葉樹類が混生していた。立木密度や上層高、根元断面積合計値は標高にともなって減少する傾向があった。カラマツの侵入時期 には標高差は認められず、噴火後約20年以降の個体が現存していた。噴火後20~50年間に定着した個体数は少なかったが、20年生未満の個体数は著しく 多かった。カラマツの個体数の増加には、戦後造林された山麓の人工林からの種子散布と早期に天然更新したカラマツからの種子散布の関与が考えられた。, We studied distribution, stand structure and transition of stand structure by altitude of a naturally regenerated Larix kaempferi stand on Mt. Komagatake, a volcano on the island of Hokkaido. L. kaempferi dominated at altitudes from 200 to 1, 000 m above sea level, although broadleaved trees dominated at the foot of the mountain. The stands on the mountain were composed of L. kaempferi, Betula spp., and Populus maximowiczii, and asortment of others. At 500 m a. s. l., the stand dominant height was 2.0 to 6.1 m and basal area at ground level was 0.1 to 7.8 m2/ ha. These values indicate that the stand had intensively restricted growth. The stands at higher altitudes were less developed than at lower altitudes in dominant height and basal area at ground level. The present L. kaempferi gradually started being established in the area between 500 to 700 m a. s. l. during 20 to 50 years after the eruption in 1929. Thereafter the number of the established L. kaempferi increased remarkably. We believed that seed dispersal from artificial forests of L. kaempferi that have been planted since 20 years after the eruption, and from the individuals that had invaded the stands in the very early period, contributed to the increase of naturally regenerated L. kaempferi trees.

桜島火山西部の大正噴火割れ目のやや北側に帯状の自然電位異常が検出された。一方, この異常を横切る測線での直流電気探査によって, 爆裂火口である引ノ平の地下に高抵抗体が, 高電位部の地下には低比抵抗体が存在することが明らかになった。これらの結果から, この高電位異常は地下における熱水対流の上昇部に対応しており熱水の流動は溶岩の固結した火口ではなくそれに隣接した破砕域で卓越していることが推察される。, A banded self-potential (SP) anomaly was found in the westem part of Sakurajima volcano, southwestem Japan.This positive SP anomaly lies along the fissure of 1914 eruption and probably corresponds to the upflow part of subsurface hydrothermal convection. A DC electric sounding conducted along the survey line across the banded anomaly revealed that a conductive part exists 50-1OOm below the positive SP anomaly. These results suggest that the hydrothermal fluid flow is more prominent in the fractured zone adjacent to a vent than in the vent itself chokedwith the solidified lava.

The monitoring of volcanoes for risk assessment has deployed single sensors for years. This kind of system requires manual supervision to monitor each sensor, which makes the monitoring work not flexible and efficient enough to adapt to variable volcano environments. With the development of wireless sensor networks, the accuracy and coverage of volcano observations can be improved by deploying networked sensors. This paper proposes a wireless sensor network prototype for volcano remote monitoring, which was built and tested in a field campaign in volcano Etna, Italy in September of 2004.Hardware design of sensors, in-depth sensor network design and software module architecture will be introduced in this paper. The experience gained from the practical work in volcano Etna will be used in an upcoming volcano monitoring project. Vulkaner har, i syfte för riskuppskattning, under en lång tid observerats med enkel sensorteknik.Det systemet behöver dock manuell övervakning av varje sensor, vilket gör att övervakningssystemet inte blir nog flexibelt eller effektivt för att kunna anpassas till en variabel vulkanmiljö. Med utvecklingen av trådlösa sensornätverk kan noggrannheten och täckningen av vulkanövervakning förbättras. I denna rapport föreslås en prototyp för ett trådlöst sensornätverk avsett för övervakning av vulkaner.Denna prototyp byggdes och provades i en fältkampanj på vulkanen Etna i september 2004.
