Since the mid 1990s vocational and education and training systems across Europe have had to respond to a number of external factors which have transformed the demand for skills. This paper examines the way in which VET systems have responded to the external factors and increase their resilience in the face of external shocks of one kind or another. The paper also reveals the way in which VET increasing established itself as a mainstream option for young people over the same period because of its capacity to deliver skills which the labour market demands.

The article seeks to advance understanding of the involvement of transnational student associations in European governance of higher education policies within the European Union (EU) and the European Higher Education Area (EHEA). Specifically, the article explores the mechanisms for interest intermediation that exist for transnational student associations in both policy arenas. Three transnational student associations stand out in terms of their involvement: European Students' Union (ESU), Erasmus Student Network (ESN) and European Students' Forum (AEGEE). The findings point to two distinct models of student interest intermediation in European policy-making. Within the EU, the European Commission interacts with all three transnational student associations; however, ESU and ESN participate in more expert and working groups. The roles afforded to each association in relation to the European Commission are demarcated and functionally differentiated. Within EHEA, in neo-corporatist fashion, ESU, as a representative platform of national student unions, holds representational monopoly. In the EHEA and the EU, the involvement of transnational student associations in policy-making can be attributed to the evolving nature of transnational governance regimes in which participation of transnational student associations not only brings expertise to but also aids the legitimacy of the policy processes and outcomes.

Purpose: In light of the public resistance towards the deepening of European integration (EI) and the role that education is anticipated to have in supporting the process, this paper examines the conceptualisation of EI in lower secondary textbooks for History, Geography and Civics. Specifically, the paper asks whether EI is conceived of as a vehicle for the post-national transformation of Europe or as an instrument for interstate cooperation. Design: Drawing on the insights of EI theories and content analysis, the paper adopts a qualitative approach. Applying this approach, the textbooks currently used in Slovakia's lower secondary schools are analysed as a case study. Findings: The findings are inconclusive with regard to the research question. Indeed, while the sources are positive about EI, the findings suggest some problematic aspects in terms of how the textbooks analysed conceive the nature of the integration process. Research implications: The approach taken in this paper could be replicated on a larger scale in other countries. Practical implications: Curricula and textbook designers ought to consider how to include a critical discussion on the deepening of EI in secondary education.

The construction of an individual educational trajectory changes due to a change in approaches to the personal and professional potential of the future teacher. Provided that the acquisition of professional skills by a teacher has not required constant training throughout life, then the modern environment requires a systematic updating of skills and advanced training. In fact, approaches to training and the role of the teacher in the educational environment are changing. Based on an integrative literature review, the trends of individual educational tools for the development of the personal and professional potential of a future teacher within EU have been investigated. The academic paper has revealed significant differences regarding the disclosure of personal and professional potential of future teachers within EU. Differences include: teachers' training, the establishment of additional requirements for teachers in addition to curricula, regulating teachers' mobility, professional and personal support, continuing professional development. The article has stated that induction and mentoring for new teachers is widespread within EU and legally established in most European countries. The investigation attests to the fact that induction may play a key role in supporting teachers' professional development. Induction programs combine elements of mentoring, training, peer review, and scheduled meetings with school principals and colleagues to provide personal, social, and professional support. Induction activity is connected with increased self-efficacy and job satisfaction. Mentoring programs are designed taking into consideration the school context. Pupils' knowledge, classroom pedagogy, assessment of pupils and harmonization of curriculum standards differ significantly between primary and secondary schools. Supporting measures to promote teachers' participation have been developed in almost all EU countries.

Within the broader landscape of the European Higher Education Area, teacher education receives increasing significance as an academic field that contributes to the quality of the teaching labour force and consequently impacts student learning. This paper aims to explore the European Teacher Education Area (ETEA) by analysing to what extent and how mechanisms, processes, and key agents of Europeanisation, internal or external to the European Union (EU), influence the transformation of teacher education policies and practices in Europe. Transformation is understood in the context of Europeanisation, and emphasis of the analysis is placed on the process rather than the content of transforming teacher education in Europe. To this end, data have been collected through document review and expert interviews with European policy officials. As a result of qualitative content analysis, the data have been clustered and analysed according to the following categories, which mutually reinforce each other: (1) policy coordination; (2) cross-sectoral instruments; (3) evidence-based management; (4) the Bologna process; (5) educational programmes; and (6) stakeholder pressure. Findings provide a conceptual framework for mapping the ETEA as a complex policy ecosystem that includes vertical and horizontal procedures of Europeanisation. The EU has developed extensive capacities to influence teacher education in Europe and increasingly involves other sectors, such as employment, in this process.

The COVID-19 pandemic has forced governments worldwide to produce solutions to the abruptly interrupted work in education. School systems appear to have responded rapidly, creating home schooling and online educational environments, where teachers and students would interact with safety. In this paper, we attempt a synthesis of Sen's capability approach, Bourdieu's theory of capital and Bernstein's framework in order to theorize the relationships between home and school conditions and practices, and to analyse the data of the 2nd Survey of Schools: ICT in Education (a survey conducted in 2019 on behalf of the European Commission collecting data regarding digitalization in education and digital technologies in learning in the European Union). The survey is complemented by a second set of indicators provided by Eurostat to further investigate the availability and functionality of household space per family in selected European countries. We find significant differences in important social and environmental conversion factors, likely limiting children's capability to benefit from digital schooling. The most important differences are found in regard to parents' familiarity with information and communications technology use, while inequalities in environmental factors, such as overcrowded housing, are also existent. Overall, there are large inequalities within and between countries in Europe, which need to be addressed by policymakers.

While the Bologna Process in Europe is the leading example, regional efforts towards harmonization of higher education are taking place in every corner of the world. In Africa, such a process has its roots from decades ago, although more coordinated activities are only recent phenomena. This paper looks back at the harmonization processes in Africa and Europe, and argues that although the process in Africa has been influenced by its European counterpart, the former has its own unique features, among other things, in its thematic and sub-regional initiatives. The paper notes similarities and differences between the two processes, appreciates the strengths and shortcomings of the African process, and highlights the importance for the African Union to more effectively utilize its leverage as a coordinating body, with a wider and more meaningful involvement of higher education institutions and other stakeholders. It also calls for more exploration into the potential strengths and risks in harmonization initiatives strongly rooted at sub-regional level.

The starting point for this inductive study is to determine, through a search of studies, what critical viewpoints in terms of research are delivered, based on experiences, observations and evaluation, concerning the Bologna Process over time? The aim is to present a description using a thematic analysis based on data from 38 papers (2004-2016) that reveal the critical reasoning behind the research. The reasoning is critical in the sense that various authors have elaborated on and problematized aspects of the Bologna Process in terms of what to avoid and/or have characterized aspects related to the Bologna Process that are not desirable. Based on the outcome of the thematic analysis, theorists were selected in order to deepen the reasoning and meaning highlighted in three themes. The findings are further discussed in terms of knowledge and curriculum development for the future and the advancement of European higher education policy and beyond on equal terms. The article suggests that there are causes for concern regarding unwanted consequences in the aftermath of the Bologna Process.

After the collapse of the former Soviet Union, many Central and Eastern European countries underwent significant change in their political and educational systems, among them Georgia and Moldova. Reforms in education sought to overcome the highly centralized educational system of the former Soviet Union as well as to conquer the teacher-centred paradigm in schools that was both dominant in these countries during pre- and post-Soviet times. National reforms demanded more student-active and problem-based science education under the heading of hands-on and inquiry-based learning. Unfortunately, in many cases, the curricula, teaching materials, and teacher training facilities were inadequate in implementing these reforms successfully. In the case of science education, this paper reflects upon how European Union (EU) initiatives can help the countries in Central and Eastern Europe in their reform efforts. Reflection is performed in relation to the cross-regional TEMPUS IV project SALiS (Student Active Learning in Science). SALiS envisages countries strengthening their capacities to promote contemporary science education through investments in science teacher education curricula and infrastructure. The current paper discusses the potential of such EU projects for aiding reform in science education in EU-neighbouring countries.

The aim of this paper is to test the connections between the indicators used in the literature on social cohesion, which usually reflect "general" values or behaviours, and indicators specific to a particular space, namely the labour market. A key question is the stability of the social cohesion's indicators when moving from a societal level to the labour market. Based on data from the World Value Survey, and following a restrictive definition of social cohesion, a comparison is done, for European countries. Examination of the situation in the two spheres makes it possible to identify more or less homogeneous groups of countries and also to point to instabilities. "Regimes" of social cohesion begin to emerge. As in most analyses, the Nordic countries (excluding Finland) have high scores in all the dimensions. Conversely, most of the new EU member states from the former Eastern bloc have low scores, particularly in the horizontal dimension of trust between individuals.

Rationale, aims and objective: Substituting outpatient hospital care with primary care is seen as a solution to decrease unnecessary referrals to outpatient hospital care and decrease rising healthcare costs. This systematic review aimed to evaluate the effects on quality of care, health and costs outcomes of substituting outpatient hospital care with primary care-based interventions, which are performed by medical specialists in face-to-face consultations in a primary care setting. Method: The systematic review was performed using the PICO framework. Original papers in which the premise of the intervention was to substitute outpatient hospital care with primary care through the involvement of a medical specialist in a primary care setting were eligible. Results: A total of 14 papers were included. A substitution intervention in general practitioner (GP) practices was described in 11 papers, three described a joint consultation intervention in which GPs see patients together with a medical specialist. This study showed that substitution initiatives result mostly in favourable outcomes compared to outpatient hospital care. The initiatives resulted mostly in shorter waiting lists, shorter clinic waiting times and higher patient satisfaction. Costs for treating one extra patient seemed to be higher in the intervention settings. This was mainly caused by inefficient planning of consultation hours and lower patient numbers. Conclusions: Despite the fact that internationally a lot has been written about the importance of performing substitution interventions in which preventing unnecessary referrals to outpatient hospital care was the aim, only 14 papers were included. Future systematic reviews should focus on the effects on the Triple Aim of substitution initiatives in which other healthcare professions than medical specialists are involved along with new technologies, such as e-consults. Additionally, to gain more insight into the effects of substitution initiatives operating in a dynamic healthcare context, it is important to keep evaluating the interventions in a longitudinal study design. Purpose: This paper aims to explore the existence of convergence in non-monetary working conditions in Europe resorting to widely used definitions of this phenomenon and composite indexes of job quality. Design/methodology/approach: The analysis relies on composite indexes, widely used in previous literature, for 207 regions in six different areas of job quality drawing on the microdata of the European Working Conditions Survey from 1995 to 2015. This study assesses the occurrence of convergence both in terms of dispersion of job quality outcomes (sigma-convergence) and, especially, regarding the existence of a catch-up process (beta-convergence). Findings: This study finds evidence of both types of convergences in all the domains, with the exception of skills and discretion and prospects dimensions according to the sigma-convergence approach. The results do not suggest substantial differences between the 15 European Union countries before the 2004 enlargement and the new Member States and are robust to a wide range of changes in the sample and different econometric specifications. Originality/value: Tot he best of the authors' knowledge, this paper represents the first rigorous and systematic attempt of addressing the existence of convergence in non-monetary working conditions, applying formal and widely accepted definitions of this phenomenon. It contributes to our knowledge on this topic providing strong evidence of convergence in job quality. Those results can be of interest for scholars in Economics and other Social Sciences. Digital cadastral maps with accompanying land-related attributes have become a fundamental dataset for many application fields, e.g., spatial planning and development, protecting state lands, securing of land tenure, facilitating land reforms, agriculture, forestry, land management, taxation, etc. In order to fulfil its main objectives, cadastral data needs to be available and accessible, which is, among the others, emphasized also within the United Nations Framework for Effective Land Administration (FELA). This is not only important on the national level but also beyond, including at the European level where use cases and consequently demand for pan-European data sets have evolved in recent years. In order to satisfy these needs, several initiatives regarding cadastral and other geospatial data have been launched in the last 20 years. It started with the Permanent Committee on Cadastre in the European Union, the European Land Information Service, INSPIRE, UN-GGIM Europe and recent European policies on open data and high-value datasets. Our main question is, did those initiatives result in the possibility of building a cadastral map of Europe or not? Is it possible to create a cadastral map of Europe on the desktop or an open online GIS application? Within the paper, we take the opportunity to reflect on the development and implementation of European spatial data infrastructure (INSPIRE) with the main focus on the availability and accessibility of cadastral data. We also take into consideration other European initiatives related to cadastral data. The overall findings show that there is still work to be carried out. The current paper revisits the concept of cosmopolitan Europe developed by Ulrich Beck and Edgar Grande 15 years ago. The objective of this review is to shed light on the increasing actuality of the authors' argument in our social-political constellation suggests that Europe is in desperate need of progressive reinvention. Most cultural heritage projects strive in ensuring financial sustainability, mainly relying on public subsidies. At the same time, they lack fund management policies which directly affects their financial sustainability. European Union heritage policies focus on sustainability but after investments have been made, there are rare cases which can boast about it. A number of heritage funding mechanisms exist which are explained in this review paper, while the focus is on crowdfunding as an alternative mechanism. The study used literature review method based on PRISMA guidelines to analyze new trends and suitability of crowdfunding for cultural heritage projects, and to detect possible factors influencing its success. The purpose was to add to the existing knowledge while offering a systematic review which can be applied in practice. Findings indicate the trend of participatory approach to heritage, which is in line with the participatory nature of crowdfunding campaigns. Further, crowdfunding suitability for cultural heritage projects was confirmed while its success factors majorly depend on the policy framework, heritage project nature and management of the campaign itself. The start of the war in Ukraine in the beginning of the 2022 had a significant impact on Europe, especially on the security of the gas supply. This has led to challenges and imbalances that require immediate action from the European Union in order to gradually end the reliance on imported Russian fossil fuels. As a result, the issue of energy security was brought into attention, gaining real importance at the international, regional and national level, being an extremely important sector for states from a social perspective, economic, political, technological. These developments usher in a new era of study and methodology for energy security. This paper highlights the impact of the energy crisis in Europe that occurred due to the Russia-Ukraine war that started in the beginning of the year and also the measures that the EU took in order to mitigate the effects. Vaccination has been the most effective approach in the fight against COVID-19 pandemic. More than half of the world's population has been vaccinated and sufficient data is available to analyze the impact of COVID-19 vaccines around the globe. In this paper, we present a correlation analysis between administered vaccine doses and COVID-19 cases/deaths in Europe. The correlation analysis is performed considering different types of vaccinations, different age groups and different COVID-19 variants (including the prevalent Delta and Omicron variants). We present a detailed analysis for 30 European countries giving various insights such as efficacy of six different vaccines, effect of vaccinating different age groups and how the correlation evolves as different COVID-19 variants emerge. The paper proposes a conceptualization on 'Europe' using late modernity as a social grand theory for background. It builds primarily on Giddens' modernization argument, while the paper also invokes an intentionality framework in order to better describe the interrelation between individual emancipation and institutional reflexivity. 'Europe' as entity is normatively (re)theorized through this lens, i.e. how it can contribute to the subjects' self-liberating agency. The number of outlaw bikers is growing globally. Despite this, little research exists on these groups and their alleged violent tendencies. To address this, the current paper uses unique data to examine whether gang violence causes outlaw biker violence. The period examined runs from mid-2008 until early 2012 during which violent clashes occurred between outlaw bikers and street gang members involved in an alleged conflict in Copenhagen, Denmark. A precise description of each individual act of violence would make it possible to identify whether specific acts were carried out in furtherance of the alleged conflict. This would allow one to determine whether outlaw bikers commit violence on behalf of their club. However, such knowledge is unavailable. The paper therefore takes a different approach by examining whether acts of violence committed by the two groups are statistically associated. In other words, it considers whether one or more acts can be described as retaliatory during the observation periods. The sample consists of 640 individuals involved with the Hells Angels Motorcycle Club or with non-biker street gangs–both of which are present in Copenhagen. Statistical models are used to predict 143 violent events committed by 196 outlaw bikers. The results suggest that violence committed by gang members predicts violence committed by outlaw bikers. This indicates that violent acts committed by outlaw bikers are at least partly a form of retaliation carried out on behalf of their club. The paper expands the literature on the kinds of inter-group, micro-level processes that can lead to reciprocal violence by including outlaw bikers in a literature that has previously focused on non-biker street gangs. Purpose -- The purpose of this paper is to compare and contrast the nature of undeclared work in South East Europe and the rest of the European Union and in doing so, to evaluate critically the validity of depicting the character of undeclared work as being the same everywhere. Design/methodology/approach -- A 2007 survey of undeclared work is reported, conducted in 27 European Union (EU) member states involving 26,659 face-to-face interviews. This paper focuses on the results of the 2,432 interviews conducted in five South East European countries, namely Bulgaria, Cyprus, Greece, Romania and Slovenia. Findings -- In South Eastern Europe, more undeclared work is found to be waged employment and conducted by marginalised population groups out of necessity compared with other EU regions. Nevertheless, and similar to other EU regions, most undeclared work is conducted on an own-account basis, rather than as waged employment, for close social relations, rather than anonymous employers, and out of choice rather than necessity, although different mixtures prevail in different places and populations both within South Eastern Europe and across the EU as a whole. Research limitations/implications - This recognition of the multifarious work relations and motives involved in undeclared work, and different mixtures in varying populations, displays the need to move beyond treating undeclared work as everywhere the same and towards nuanced spatially sensitive representations. Practical implications -- Given the proportion of undeclared work conducted on an own-account basis and for closer social relations, this paper reveals that if South East European governments continue to seek its eradication, they will deter with one hand precisely the entrepreneurship and mutual aid that with another they are seeking to nurture. Purpose - The purpose of this paper is to examine what could be achieved through workforce mobility in Europe. Design/methodology/approach - The approach taken is a literature and case review. Findings - Findings indicate that full mobility of a European workforce is largely permitted and tolerated though a complex web of legal policy and constraints which need to be reviewed if full mobility is to be achieved within the European Union (EU). Practical implications - The paper draws on integration and trade theory to highlight the issues of mobility within the EU. The paper may prove useful to policy makers and researchers. The paper aims to analyze the ongoing situation in the European Union member countries caused by modern migration flows. It shows the real impact of refugees and migrants on European demography. It describes the future scenarios of global demographic and social challenges, which lead to the socio-economic and political crisis, and the failure of European political elites. The study mainly is based on the following research methods: descriptive, statistical, and analysis. The basis of the source represents the books, scientific articles, empirical and press materials, documents published on official websites in the field of migration policy. The essence of the modern migration in Europe became very acute since the current migrants are mostly followers of Islam, which in all its aspects and completeness is currently one of the most urgent topics, and draws the special attention of political circles and international clubs. Muslims in Europe are, first, immigrants whose influx into the European continent has seriously changed its demographic picture and political situation. In this regard, it should be said that the growing number of Muslims in Europe is causing certain demographic challenges that significantly affect the European socio-cultural situation, and lead to the financial and political crisis. With the growing energetic uncertainty surrounding Europe and calls for a swift reduction of the European dependence on fossil fuels, it is important to look for sustainable alternatives that could replace these in an accelerated timeframe. For this task, biofuels have an essential advantage over most other renewable energy sources, in that it can make use of much of the existing energy infrastructure. For this reason, it could play an important role in the transition to a sustainable and energetically independent Europe. The main focus of this study is to review and compare the important biofuel synthesis processes which are applicable to the European region and to evaluate the possible extent, benefits and drawbacks of their expanded usage in the European Union. Results suggest that certain biofuels could have a big positive impact; however, while current production can still be successfully increased, scaling it to its potential can prove problematic until newer biofuel technologies mature. The Convention on Biological Diversity (CBD) pathways classification framework used in the implementation of the European Union's (EU) Regulation 1143/2014 on invasive alien species (IAS Regulation) has recently been adopted by the European Alien Species Information Network (EASIN), the official information system supporting the implementation of the IAS Regulation. In the current paper, the result of an alignment of the primary introduction pathways of all alien plants in Europe included in the EASIN catalogue is presented, based on the CBD framework. In total, 6,250 alien plant taxa (marine plants excluded), both alien to Europe (native range outside Europe) and alien in Europe (native range partially in Europe) are reported. Altogether 5,175 plant taxa had their primary introduction pathway aligned based on the CBD framework, while for the rest the pathway remains unknown. In addition, the taxonomy, year and country of its first record in the wild are provided for each taxon. Our analyses reveal that the main primary introduction pathways of alien plants into Europe are linked to accidental escapes from ornamental and horticultural activities. Northwestern European countries seem to act as the main gateway areas of alien plants into Europe. Recent first observations of new alien taxa growing spontaneously exhibit a contemporary accelerating trend for plants alien to Europe, particularly linked to ornamental and horticultural activities. On the other hand, the number of new plants alien in Europe seems to have stabilized over the last few decades. The present work can assist in the prioritization of introduction pathways control, with the target of slowing down the rate of alien plants introductions into Europe, following also the requirements of the IAS Regulation. Purpose The purpose of this paper is to perform a systematic cross-country comparison of key features of industrial relations in Europe in a context where consolidated post-war institutions are under attack on many fronts. The author discusses a number of key similarities and differences across the countries of Europe, and end by considering whether progressive alternatives still exist.Design/methodology/approach This paper draws upon academic literature and compares the contributions to this special issue in the light of common problems and challenges.Findings The trend towards the erosion of nationally based employment protection and collective bargaining institutions is widely confirmed. In most of Central and Eastern Europe, where systems of organised industrial relations were at best only partially established after the collapse of the Soviet regime, the scope for unilateral dominance by (in particular foreign-owned) employers has been further enlarged. It is also clear that the European Union, far from acting as a force for harmonisation of regulatory standards and a strengthening of the “social dimension” of employment regulation, is encouraging the erosion of nationally based employment protections and provoking a growing divergence of outcomes. However, the trends are contradictory and uneven.Originality/value This paper contributes to an updated cross-country comparative analysis of the ongoing transformations in European industrial relations and discusses still existing progressive alternatives. Purpose – In this paper, the authors aim to assess whether immigrants are more likely to receive welfare payments relative to natives across a range of European countries. They also seek to examine relative rates of poverty across immigrants and natives. Design/methodology/approach – The authors use data from the European Union Statistics on Income and Living Conditions for 2007. They present descriptive statistics and results from probit regressions. Findings – The authors find very little evidence that immigrants are more likely to receive welfare payments when all payments are considered together. This is true whether they use descriptive analysis or regression analysis in which they control for relevant characteristics such as age, gender and education. They do find evidence of higher rates of poverty among immigrants. Research limitations/implications – As the data used do not give an indication of the length of time an immigrant has been in a destination country, the authors are unable to assess whether their observed patterns change with length of stay. Social implications – The results run counter to what seems to be a popular perception, namely, that immigrants are intensive users of welfare. Hence, attitudes may be altered. Originality/value – While other papers may have considered this issue, to the authors' knowledge, none have linked the poverty and welfare analyses. The findings raise the possibility that welfare systems are failing to keep immigrants out of poverty and this is important in the context of the inclusion agenda. [ABSTRACT FROM AUTHOR]

Despite differences between EU member countries, most experience demographic change characterised by a decrease in mortality and fertility rates leading to a growing proportion of older people with effects on the working population. This poses a range of economic challenges in terms of financing health care and retirement as well as maintaining the employment skills base. This paper is based on a research project with the aim of identifying what policies employers and employment related organisations need to adopt in order to extend the labour market participation of older workers. Between 2005 and 2007 the ESF Article 6 funded CAWA (Creative Approaches to Workforce Ageing). This project was carried out by four European partner institutions based in: Spain, Austria, Sweden and the UK with further input from Bulgaria. The project partners had strong links to trade unions, employers organisations and regional authorities, facilitating multilayred debates related to raising awareness of demographic change among policy makers and developing best practice guidelines. The findings presented relate to key employment areas and are explored from employers' and workers' perspectives. The organisational identities/commitment literature provides a conceptual framework to gain understanding of the push and pull factors associated with workforce ageing. The paper concludes by arguing that the debate on workforce ageing among trade unions, employers and policy makers needs to be focussed on deeper understanding of the work and non-work related identities of older workers and aim to facilitate flexible working arrangements. Background: Primary health care and its strengthening through performance measurement is essential for sustainably working towards universal health coverage. Existing performance frameworks and indicators to measure primary health care capture system functions like governance, financing and resourcing but to a lesser extent the function of services delivery and its heterogeneous nature. Moreover, most frameworks have weak links with routine information systems and national health priorities, especially in the context of high- and middle-income countries. This paper presents the development of a tool that responds to this context with the aim to create primary health care performance intelligence for the 53 countries of the WHO European Region.Methods: The work builds-off of an existing systematic review on primary care and draws on priorities of current European health policies and available (inter)national information systems. Its development included: (i) reviewing and classifying features of primary care; (ii) constructing a set of tracer conditions; and (iii) mapping existing indicators in the framework resulting from (i). The analysis was validated through a series of reviews: in-person meetings with country-nominated focal points and primary care experts; at-distance expert reviews; and, preliminary testing with country informants.Results: The resulting framework applies a performance continuum in the classical approach of structures-processes-outcomes spanning 6 domains - primary care structures, model of primary care, care contact, primary care outputs, health system outcomes, and health outcomes - that are further classified by 26 subdomains and 63 features of primary care. A care continuum was developed using a set of 12 tracer conditions. A total of 139 indicators were mapped to the classification, each with an identified data source to safeguard measurability. Individual indicator passports and a glossary of terms were developed to support the standardization of the findings.Conclusion: The resulting framework and suite of indicators, coined the Primary Health Care Impact, Performance and Capacity Tool (PHC-IMPACT), has the potential to be applied in Europe, closing the gap on existing data collection, analysis and use of performance intelligence for decision-making towards primary health care strengthening. The Balkan question is both a historical and a political one. With the coming together of some European countries to form the European Union (EU); it became necessary for these countries to forge head both on the economic and the political fronts. This in essence has accentuated the gains made by these European countries but it has had its attendant ramifications. This notwithstanding, the idea of European integration on the principle of peace, common history, cultural and economic development cannot be fully realised since some sectors of Europe is neutral or isolated. The literature on the nature of such integrations especially the need for the integration of the Balkan regions should continue to be discussed and implemented. This paper however, looks at the literature from a social and political history point of view and projects the necessary turns that Europe has made and the need to come to a useful end in the discourse that leads us to observing or witnessing a united Europe whose socio-economic, political and military complex holds its own against the odds but also for the common good of humanity. Ecoregionalization is the process by which a territory is classified in similar areas according to specific environmental and climatic factors. The climate and the environment strongly influence the presence and distribution of vectors responsible for significant human and animal diseases worldwide. In this paper, we developed a map of the eco-climatic regions of Italy adopting a data-driven spatial clustering approach using recent and detailed spatial data on climatic and environmental factors. We selected seven variables, relevant for a broad set of human and animal vector-borne diseases (VBDs): standard deviation of altitude, mean daytime land surface temperature, mean amplitude and peak timing of the annual cycle of land surface temperature, mean and amplitude of the annual cycle of greenness value, and daily mean amount of rainfall. Principal Component Analysis followed by multivariate geographic clustering using the k-medoids technique were used to group the pixels with similar characteristics into different ecoregions, and at different spatial resolutions (250 m, 1 km and 2 km). We showed that the spatial structure of ecoregions is generally maintained at different spatial resolutions and we compared the resulting ecoregion maps with two datasets related to Bluetongue vectors and West Nile Disease (WND) outbreaks in Italy. The known characteristics of Culicoides imicola habitat were well captured by 2/22 specific ecoregions (at 250 m resolution). Culicoides obsoletus/scoticus occupy all sampled ecoregions, according to its known widespread distribution across the peninsula. WND outbreak locations strongly cluster in 4/22 ecoregions, dominated by human influenced landscape, with intense cultivations and complex irrigation network. This approach could be a supportive tool in case of VBDs, defining pixel-based areas that are conducive environment for VBD spread, indicating where surveillance and prevention measures could be prioritized in Italy. We study effects of energy market uncertainty shocks on energy transition on the 28 European Union countries from 1990 to 2015 using annual frequency data. We assess the effects of oil price as well as the energy market supply, demand, and residual price shocks using a time-varying parameter panel data stochastic volatility model. We show the importance of reducing energy market uncertainty for the success of a clean energy transition in Europe as uncertainties have strong time-varying effects on the transition from fossil fuels to renewable energy. The oil price and residual energy price uncertainties are the key factors encouraging renewable energy transition that reduces the vulnerability of economies to energy shocks. Energy supply shocks affect the transition negatively while the demand shocks work similarly to residual energy prices shocks, requiring a robust energy base that is less volatile. Objectives: This paper focuses on the issue of intimate partner violence and, specifically, on the distribution of femicides over time and the existence of copycat effects. This is the subject of an ongoing debate often triggered by the social alarm following multiple intimate partner homicides (IPHs) occurring in a short span of time. The aim of this research is to study the evolution of IPHs and provide a far-reaching answer by rigorously analyzing and searching for patterns in data on femicides. Methods: The study analyzes an official dataset, provided by the system VioGén of the Secretaría de Estado de Seguridad (Spanish State Secretariat for Security), including all the femicides occurred in Spain in 2007-2017. A statistical methodology to identify temporal interdependencies in count time series is proposed and applied to the dataset. The same methodology can be applied to other contexts. Results: There has been a decreasing trend in the number of femicides per year. No interdependencies among the temporal distribution of femicides are observed. Therefore, according to data, the existence of copycat effect in femicides cannot be claimed. Conclusions: Around 2011 there was a clear change in the average number of femicides which has not picked up. Results allow for an informed answer to the debate on copycat effect in Spanish femicides. The planning of femicides prevention activities should not be a reaction to a perceived increase in their occurrence. As a copycat effect is not detected in the studied time period, there is no evidence supporting the need to censor media reports on femicides. [ABSTRACT FROM AUTHOR]

The expansion of urban ecosystems and climate change, both outcomes of massive lifestyle changes, contribute to a series of side effects such as environmental deterioration, spread of diseases, increased greenhouse gas emissions and introduction of invasive species. In the case of the Athens metropolitan area, an invasive mosquito species—the Asian tiger mosquito (Aedes albopictus)–has spread widely in the last decade. This spread is favoured within urban environments and is also affected by changing climatic trends. The Asian tiger mosquito is accompanied by risks of mosquito-borne diseases, greater nuisance levels, and increased expenses incurring for its confrontation. The main aims of this paper are (i) to estimate the various costs associated with their control of this invasive species, as well as its health and nuisance impacts, (ii) to evaluate the level of citizens’ well-being from averting these impacts and (iii) to record citizens’ and experts’ perceptions regarding alternative control measures. Evidence shows that experts tend to place a high value on mosquito control when associated with serious health risks, while citizens are more sensitive and concerned about the environmental impacts of control methods. The synthesis of results produced by the current study could act as a preliminary guide for the estimation of societal welfare from the confrontation of similar problems in the context of a complex ecosystem. Objective: The main aims of this paper are to analyse the monetary value of informal care time using different techniques and to identify significant variables associated with the number of caregiving hours. Data and methods: A multicentre study in two Spanish regions in adult caregivers was conducted. A total sample of 604 people was available. A multivariate analysis was performed to identify the variables associated with the number of hours of caregiving time. In the monetary valuation of informal care provided, three approaches were used: replacement cost method, opportunity cost and contingent valuation (willingness to pay and willingness to accept). Results: The main determinants of the amount of time of informal care provided were age, gender, the level of care receiver´s dependence and the professional care services received (at home and out of home). The value estimated for informal care time ranges from EUROS 80,247 (replacement cost method) to EUROS 14,325 (willingness to pay), with intermediate values of EUROS 27,140 and EUROS 29,343 (opportunity cost and willingness to accept, respectively). Several sensitivity analyses were performed over the base cases, confirming the previous results. Conclusions: Time of informal care represents a great social value, regardless of the applied technique. However, the results can differ strongly depending on the technique chosen. Therefore, the choice of technique of valuation is not neutral. Among the determinants of informal care time, the professional care received at home has a complementary character to informal care, while the formal care outside the home has a substitute character. Background: Patient and public involvement (PPI) is a requirement for UK health and social care research funding. Evidence for how best to implement PPI in research programmes, such as National Institute for Health Research (NIHR) Collaborations for Applied Health Research and Care (CLAHRCs), remains limited. This paper reports findings from an action research (AR) project called IMPRESS, which aims to strengthen PPI within CLAHRC East of England (EoE). IMPRESS combines AR with Normalisation Process Theory (NPT) to explore PPI within diverse case study projects, identifying actions to implement, test and refine to further embed PPI. Methods: We purposively selected CLAHRC EoE case study projects for in-depth analysis of PPI using NPT. Data were generated from project PPI documentation, semi-structured qualitative interviews with researchers and PPI contributors and focus groups. Transcripts and documents were subjected to abductive thematic analysis and triangulation within case. Systematic across case comparison of themes was undertaken with findings and implications refined through stakeholder consultation. Results: We interviewed 24 researchers and 13 PPI contributors and analysed 28 documents from 10 case studies. Three focus groups were held: two with researchers (n = 4 and n = 6) and one with PPI contributors (n = 5). Findings detail to what extent projects made sense of PPI, bought in to PPI, operationalised PPI and appraised it, thus identifying barriers and enablers to fully embedded PPI. Conclusion: Combining NPT with AR allows us to assess the embeddedness of PPI within projects and programme, to inform specific local action and report broader conceptual lessons for PPI knowledge and practice informing the development of an action framework for embedding PPI in research programmes. To embed PPI within similar programmes teams, professionals, disciplines and institutions should be recognised as variably networked into existing PPI support. Background: NEETs (young people not in employment, education or training) are at higher risk for poorer mental and physical health. In France, the Missions locales (MLs) are the only social structures dedicated to this population. We sought to determine whether the systematic offer of a social and preventive medicine consultation at a ML might increase NEET participants’ access to training in the 12 months following the intervention. Methods: This intervention research was a parallel randomised controlled interventional study conducted at five MLs in mainland France in 2011–2012. It included 976 NEETs aged 18 to 25 years who attended one of the five MLs. At inclusion, participants were randomly assigned (1:1:1) to three groups: those in the first group were invited to see a social worker (not studied in this paper), those in the second group were invited to see a doctor and a social worker (intervention group), and the third was a control group. The primary outcome was participation in at least one training session during the year following study inclusion. Results: Among the 976 participants, 504 were randomly assigned to the intervention group and 472 to the control group; 704 (72.1%) were included in the analyses. A significantly higher proportion of the participants in the intervention group participated in a training session in the 12 months following the intervention than of those in the control group (63.3% vs 55.6%; p = 0.04). This difference was significantly greater for women, those less than 21 years of age, those unstably housed and those with a lower level of education. Conclusions: Social and preventive medicine consultations that are fully integrated into the social services for NEETs have an impact on their access to training and contribute to changing some of their health-related behaviours.
