The land-use, land-use change and forestry (LULUCF) sector is receiving increasing attention in climate change mitigation and greenhouse gas (GHG) emission offsetting. The sector itself and measures applied to mobilize this sector in order to tackle climate change are dominant in nationally determined contributions under the Paris Agreement as well as in national strategies, as in the case of Lithuania. Lithuania has set the goal of becoming a carbon-neutral country in 2050, reducing GHGs by 80% compared to 1990 and offsetting the remaining 20% through the LULUCF sector. Therefore, this paper aims at analyzing historical land-use changes in 1990–2021, as reported for the United Nations Framework Convention on Climate Change (UNFCCC) secretariat, and LULUCF's potential to achieve climate change mitigation goals, taking into account different land-use change scenarios (business as usual, forest development, forest development + additional measures and forest land 40% + additional measures) for 2030 and 2050 in Lithuania. The scenarios are based on historical and potential future policy-based land-use changes. Projections of GHG emissions/removals for different scenarios are prepared according to the Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories (2006) by the Intergovernmental Panel on Climate Change (IPCC). The results indicate that land-use changes over the period 1990–2021 remained rather stable, with some increases in forest area and grassland at the expense of cropland. The whole LULUCF sector acted as a carbon sink in most cases, forests being a key category for removal. However, reaching climate neutrality in 2050 might be challenging, as the goal to offset 20% of remaining GHG emission compared to 1990 through LULUCF would not be met in any of the scenarios analyzed, even the scenario of maximal forest-area development and additional measures. Considering the high historical GHG-removal fluctuations and the uncertainties of the sector itself, caution should be taken when relying on LULUCF's potential to reach the set goals. Climate change mitigation is one of the most important challenges facing the modern world. It is necessary to monitor the development of new concepts and technologies and take a stab at identifying disruptive innovations, which have the potential of becoming real climate-friendly game changers. The aim of this paper is to examine the patterns of inventive activity aimed at mitigating climate change in the maritime industry with respect to other transport modes. Appropriate research tools in the area of patent analysis were selected and utilised. A new class of patents related to climate change in maritime transport (CPC-Y02T70/00) was used as a data source. The original value of the study consists of offering a complete picture of the efforts made in patenting activity in climate change mitigation in the maritime transport, with a look at leading applicants and countries, knowledge flows, the most robustly developed and underdeveloped technical fields. A map of technical knowledge flows for climate change mitigation in transport was constructed. The research results show that inventions for the maritime industry are less hermetic than those for air and road transport; however, they are not as much linked with previously developed solutions. The most intensively developed technical fields include the design and construction of watercraft hulls (1) and measures to reduce greenhouse gas emissions related to the propulsion system (2). Among the technologies whose further development merits close attention are solutions related to electrical propulsion and wave energy. At the same time, inventive activity in the area of climate change adaptation dedicated to ports is insignificant and definitely needs more support from the community of scientists and inventors. Building knowledge based on patent information can help universities, research institutions, shipyards, manufacturers of marine equipment and other business entities to identify the technologies of the greatest potential for further development. This paper seeks to address Nigeria's challenges in meeting its climate objectives by investigating feasible pathways that can be implemented to accelerate progress and ensure credibility in meeting these targets. By examining the current policies and practices in place as well as successful strategies employed by other countries, this paper aims to provide strategies and policy implications recommendations for Nigeria to enhance its climate action efforts. The potential scenarios developed in this study ranged from increasing renewable energy capacity to implementing stricter regulations and standards for industries to reduce their carbon footprint, promote sustainable production processes, and strengthen climate governance and policy frameworks. The authors further investigated these measures and discovered that implementing stricter regulations and standards for industries would reduce their carbon footprint, promote sustainable production processes, and strengthen climate governance and policy frameworks. As such, Nigeria will be able to meet its climate goals more quickly as a result of the following factors: preventing environmental degradation, funding environmentally friendly infrastructure, and improving public transportation systems that can reduce vehicle-related greenhouse gas emissions. The authors developed policy measures based on the proposed twelve credible pathways to catching up with climate goals in Nigeria, thereby promoting faster progress by the Nigerian government in achieving climate goals. By adopting these measures, Nigeria's progress toward the proposed zero net by 2060 will be significantly accelerated. It will position Nigeria as a continental leader in sustainable development and contribute to the overall global efforts to mitigate climate change. Fashion Industry Charter for Climate Action is consequence of a long-term international meeting chain, called the COP-Conference of Parties. The COP is an international climate conference that unites the signatory countries (195 countries + the European Union) of the United Nations Framework Convention on Climate Change (UNFCCC) since 1995. The goal of the consecutive meeting chain is to manage the interiorization of the Convention and negotiate new commitments. Fashion Industry Charter for Climate Action is prepared and launched by the patronage of UN Climate Change at COP24 in Katowice, Poland, in December 2018 and renewed at COP26 in Glasgow, UK, in November 2021. The stakeholder of the charter is the global fashion stakeholders including textile, apparel and clothing industries with a holistic commitment. The charter contains the vision to achieve net zero emissions by 2050 in line with keeping global warming below 1.5°C from pre-industrial levels defined in the COP 21 of Paris Agreement in 2015. In line with the launched charter, planned tasks of global fashion industry are focused on decarbonisation, reduction of greenhouse gas emission (GHG), renewable electricity utilisation across supply chains, implementation of tools and measures about broadening climate actions. This paper aims to analyse the issue of mitigation and the balance of greenhouse gases in the rural contexts of the Emilia–Romagna region (Italy) due to climate change. The approach is based on the experimentation of a methodology, populated by available spatial databases and refined with a series of technical meetings, where it was possible to weigh availability and alternative choices within the identified assessment model. The objective of the research is to create a regional GHG balance map, in order to classify the territory for this specific dynamic. Introduction: Climate change is among the most renowned concerns of the current century, endangering the lives of millions of people worldwide. To comply with the United Nations Climate Change Conference (COP21), hospitals should be on track to reduce greenhouse gas emissions. Although hospitals contribute to climate change by emitting greenhouse gases, they are also affected by the health consequences of climate change. Despite all the guidance provided, hospitals need more radical measures to confront climate change. The current study was carried out to examine the components of hospitals' adaptation to climate change and to review measures to confront climate change in hospitals. Method: This systematic review was designed and carried out in 2020. The required information was collected from international electronic databases including Scopus, PubMed, Web of Science, EMBASE, and Google Scholar. Moreover, Iranian datasets such as Scientific Database (SID), Irandoc, Magiran, and IranMedex were reviewed. No restriction was considered in the methodology of the study. For the relevant thesis, the ProQuest database was also explored. The related sources were examined and the Snowball method was applied to find additional related studies. The research team also reviewed other accessible electronic resources, such as international guidelines and academic websites. The checklist of the Joanna Briggs Institute (JBI, 2017) was employed in order to evaluate the quality of the included papers. The studies published until June1, 2020, were included in the study. Results: Of 11,680 published documents in the initial search, the full-texts of 140 were read after evaluating the titles and abstracts, of which 114 were excluded due to lack of sufficient information related to countermeasures in hospitals. Finally, the full-texts of 26 studies were reviewed to extract the required components. Two strategies were found, including climate change mitigation and climate change adaptation, with 13 components including water, wastewater, energy, waste, green buildings, food, transportation, green purchasing policy, medicines, chemicals and toxins, technology, sustainable care models, and leadership in hospitals were identified as affecting these measures and strategies. Conclusion: Considering the significance of climate change and strategies to confront it as one of the current challenges and priorities in the world, it is necessary to develop a framework and model to reduce the effects of climate change and adapt to climate changes in hospitals and other health centers. The identification and classification of the measures and components, influencing hospital adaptability and solutions for reducing the climate change impacts could be the first stage in developing this strategy. This is because it is impossible to create this framework without identifying these factors and their mutual impacts at the first. In the present study, through a systematic review using a comprehensive approach, the related components were explored and divided into two categories, including measures to reduce the effects and measures to adapt to climate change. Climate change is unavoidable and requires serious consideration at both the organizational and individual levels. Climate change mitigation, reduction in greenhouse gas emissions globally and climate financing for developing countries and so forth are key issues and challenges toward environmental sustainability. This paper aims to develop a framework for climate‐friendly behaviour (CFB) for environmental sustainability from an individual perspective. The present study recognizes the role of social norms and self‐efficacy in developing positive behaviour toward environmental sustainability. On the proposed integrated CFB framework of value‐belief‐norms (VBN) and self‐efficacy theory, this study is a unique conceptual‐empirical scholarly development, examining individual‐level contemplation toward climate‐supportive policy measures. This research evaluates the relationship between anticipatory trauma reaction (ATR) and CFB in the presence of perceived social efficacy (PSE) and perceived social norms (PSN) as moderators and mediators. We have used the survey method to examine a sample of 238 respondents and assess the structural equation modelling analysis and PLS predictions using SmartPLS software. The findings indicate that climate change‐related anxiety‐driven ATR facilitates CFB among individuals. Next, the study adds value to VBN theory as the results also suggest that PSN improve ATR's positive impact on CFB. This work further expands the horizon of self‐efficacy theory by arguing that PSE transmits the positive effect of ATR on CFB. Maximising resource‐use efficiency, productivity and environmental sustainability are all fundamental requirements to raise global food production by ~70 per cent in order to feed a world population of ~9.7 billion people by 2050. Perhaps the most vital resource within our capacity to achieve this goal is our soil. Broadly, the fundamental question concerns whether or not satisfying this production demand will accelerate soil degradation, climate change, and the loss of soil carbon stocks. This paper builds upon the outputs of the UK Charity 'Food & Farming Futures' (chaired by Lord Curry of Kirkharle) virtual workshop held on 23 March 2021, entitled 'Capturing the Potential of Soil'. The event focussed on the link between soil health, primarily soil organic carbon (SOC), and agricultural productivity. Supported with commentaries by Professor Pete Smith (University of Aberdeen and Science Director of the Scottish Climate Change Centre of Expertise) and Professor Steve McGrath (Head of Sustainable Agricultural Sciences at Rothamsted Research), specific focus will be given to the research challenges within the UK's ability to improve soil health and functionality, the implementation priorities that must be held in order to improve soil management by 2050 and what the potential co‐benefits could be. These co‐benefits were scattered across environmental, economic, social and political issues, yet they may be summarised into six primary co‐benefits: developing natural capital, climate change mitigation, carbon trading, improvements in crop yield, animal performance and human health (nutrition). Additionally, the main barriers to improved soil management practices are centred on knowledge exchange‐regarding agri‐environmental techniques—whilst the most impactful solutions rely on soil monitoring, reporting and verification. Mitigation actions in all sectors of society, including sports, to limit global warming have become an increasingly hot topic in public discussions and sports management. However, so far, there has been a lack of understanding and practical examples of how these organizations, especially in team sports, can holistically assess and reduce their climate impacts to achieve carbon neutrality. This paper presents a carbon footprint assessment, implemented actions for GHG emission reduction, and offers the example of a professional Finnish ice hockey team that achieved carbon neutrality. The study is based on a life cycle assessment method. The Results show that the team's carbon footprint was reduced from 350 tCO 2eq by more than 50% between seasons 2018–2019 and 2021–2022 in the assessed categories. The most GHG emission reductions were achieved in the team's and spectators' mobility and ice hall energy consumption. Furthermore, the team compensated for their remaining emissions to achieve carbon neutrality. Multiple possibilities for further GHG emission reductions were recognized. The majority of the GHG emissions were linked to the Scope 3 category, indicating that co-operation with partners and stakeholders was a key to success in attaining carbon neutrality. This paper also discusses the possible limitations and challenges that sport organizations face in assessing climate impacts and reducing GHG emissions, as well as the prospects of overcoming them. Since there are many opportunities for sports to contribute to climate change mitigation, relevant targets and actions to reduce GHG emissions should be integrated into all sport organizations' management. In this paper we present a simple model for assessing the willingness to pay for reductions in the risk associated with catastrophic climate change. The model is extremely tractable and applies to a multiregion world but with global externalities and has five key features: (i) Neither the occurrence nor the costs of a catastrophic event in any one year are precisely predictable; (ii) the probability of a catastrophe occurring in any one year increases as the levels of greenhouse gases in the atmosphere increase; (iii) greenhouse gases are a worldwide public bad with emissions from any one country or region increasing the risks for all; (iv) there is twosided irreversibility; if nothing is done and the problem proves serious, the climate, economic activity, and human life will suffer permanent damage, but if we spend large sums on countermeasures and the problem turns out to be minor or even nonexistent, we will have wasted resources unnecessarily; and (v) technological progress may yield partial or even complete solutions. The corporate sector is one of the most important contributors to the global emissions of carbon dioxide and other greenhouse gases. According to a representative public opinion survey 34% of Hungarian citizens believe that corporations are responsible for climate change. The business sector is motivated to take an active role in the mitigation and adaptation of climate change. As a result, the last few decades saw a marked increase in corporate measures aiming at the reduction in greenhouse gas emissions, as well as other initiatives to tackle climate-related problems which result in numerous social issues. The aim of this paper is to assess whether Corporate Social Responsibility (CSR) can be applied as a tool in agribusiness fostering steps towards the implementation of the climate-oriented and sustainable agriculture in Hungary. The research makes an effort to explore the role and opportunities of the Hungarian agricultural sector in adapting to climate change, it also examines the extent of the mitigation and adaptation activities appearing in the CSR portfolio of the companies and what specific measures are taken to realize them. The results of the evaluation show that climate-oriented CSR activities of the companies are relatively undeveloped, but businesses are working to reduce the impact of climate change on the usage of exercising adaptation strategies. There are several actions that can help to reduce vulnerability to the consequences of climate change in the agriculture sector. There is a growing body of modelling evidence that demonstrates the potential for immediate and substantial benefits to adult health from greenhouse gas mitigation actions, but the effects on the health of younger age groups is largely unknown. We conducted a systematic review to identify the available published evidence of the modelled effects on child and adolescent health (≤18 years of age) of greenhouse gas mitigation. We searched six databases of peer-reviewed studies published between January 1, 1990 and July 27, 2022, screened 27,282 original papers and included 23 eligible papers. All included studies were set in high- and middle-income countries; and all studies modelled the effects of interventions that could mitigate greenhouse gas emissions and improve air quality. Most of the available evidence suggests positive benefits for child and adolescent respiratory health from greenhouse gas mitigation actions that simultaneously reduce air pollution (specifically PM2.5 and nitrogen dioxide). We found scant evidence on child and adolescent health from regions more vulnerable to climate change, or on mitigation interventions that could affect exposures other than air pollution. Climate change is one of the most significant challenges of the 21st century. To combat climate change the international community has agreed to keep the average temperature increase well below 2°C above pre-industrial levels. Despite this consideration, the latest scientific evidence suggests that the planet has already warmed by 1.1°C above pre-industrial levels. The slow reaction by national governments to reducing greenhouse gas emissions has prompted cities to take ownership of climate change mitigation action and drive global intervention from the sub-national level. These urban areas are home to more than half of the world's population and have immense energy requirements, and typically rely heavily on fossil fuels to meet this demand. Therefore, a shift to city level climate governance is significant as cities are both the victims and the culprits of climate change. Should cities supplant fossil fuels with renewable energy initiatives in meeting their energy demands, this would provide a significant boost to climate change mitigation efforts. Bioenergy as a form of renewable energy can potentially contribute to the energy mix in cities through biomass exploitation while simultaneously addressing climate change mitigation efforts. This article focusses on the role of bioenergy in the energy discourse in cities and the potential of law and policy to contribute to developing these biomass-based systems. The article provides insight into the South African bioenergy regulatory framework from an energy and climate change perspective and offers an account of what bioenergy can contribute to cities when considering the transition to a low-carbon economy. All pathways which limit global temperature rise to <2°C above pre-industrial temperatures now require carbon dioxide removal (CDR) in addition to rapid greenhouse gas emissions reductions. Novel and durable CDR strategies need to rapidly scale over the next few decades in order to reach Paris Agreement Targets. Terrestrial enhanced weathering (EW) involves the acceleration of natural weathering processes via the deployment of crushed rock feedstocks, typically Ca- and Mg-rich silicates, in soils. While models predict this has the potential to remove multiple gigatonnes of CO2 annually, as an open-system pathway, the measurement (monitoring), reporting, and verification (MRV) of carbon removal and storage is challenging. Here we provide a review of the current literature showing the state-of-play of different methods for monitoring EW. We focus on geochemical characterization of weathering processes at the weathering site itself, acknowledging that the final storage of carbon is largely in the oceans, with potential losses occurring during transfer. There are two main approaches for measuring EW, one focused on solid phase measurements, including exchangeable phases, and the other on the aqueous phase. Additionally, gas phase measurements have been employed to understand CO2 fluxes, but can be dominated by short-term organic carbon cycling. The approaches we review are grounded in established literature from the natural environment, but implementing these approaches for EW CDR quantification has strengths and limitations. The complexity inherent in open-system CDR pathways is navigable through surplus measurement strategies and well-designed experiments, which we highlight are critical in the early stage of the EW CDR industry. Using the recently proposed concept of "design coalitions," this paper analyzes stakeholder participation in a subnational U.S. climate change mitigation policy redesign process. We demonstrate the utility of design coalitions for analyzing policy design processes, contending that it provides an opportunity to examine the understudied "secondary beliefs" of actors as described by the advocacy coalition framework. Our case study consists of an iterative, inductive content analysis of written input to the Regional Greenhouse Gas Initiative's 2016 policy redesign process. We developed a typology of 12 distinct stakeholder types who coalesced in 19 separate design coalitions, each espousing a stance on one of 11 elements of the policy design. These coalitions were dynamic, with radically different sets of stakeholder types participating simultaneously in many different design coalitions without coordination, usually for their own unique reasons. We observe that, although the updated policy reflected many stakeholder's stances, their influence was limited by their exclusion from the agenda-setting phase of this policy redesign process. China has implemented an emission trading system (ETS) to reduce its ever-increasing greenhouse gas emissions while maintaining rapid economic growth. With low carbon prices and infrequent allowance trading, whether China's ETS is an effective approach for climate mitigation has entered the center of the policy and research debate. Utilizing China's regional ETS pilots as a quasinatural experiment, we provide a comprehensive assessment of the effects of ETS on firm carbon emissions and economic outcomes by means of a matched difference-in-differences (DID) approach. The empirical analysis is based on a unique panel dataset of firm tax records in the manufacturing and public utility sectors during 2009 to 2015. We show unambiguous evidence that the regional ETS pilots are effective in reducing firm emissions, leading to a 16.7% reduction in total emissions and a 9.7% reduction in emission intensity. Regulated firms achieve emission abatement through conserving energy consumption and switching to lowcarbon fuels. The economic consequences of the ETS are mixed. On one hand, the ETS has a negative impact on employment and capital input; on the other hand, the ETS incentivizes regulated firms to improve productivity. In the aggregate, the ETS does not exhibit statistically significant effects on output and export. We also find that the ETS displays notable heterogeneity across pilots. Mass-based allowance allocation rules, higher carbon prices, and active allowance trading contribute to more pronounced effects in emission abatement. [ABSTRACT FROM AUTHOR]

Reducing Emissions from Deforestation and Forest Degradation (REDD+) is a strategy to reduce greenhouse gas emissions from deforestation and forest degradation. Through this scheme, Indonesia is vital in implementing ratified commitments through national legislation. The methodology used in the research employed normative juridical techniques characterized by descriptive research parameters and underwent analysis through comprehensive literature exploration. The results found that Indonesia has supported sustainable development by issuing REDD+ arrangements to realize climate change mitigation. Through the REDD+ scheme, Indonesia is expected to provide answers to global warming problems that occur throughout the world by providing protection, preventing degradation, and providing an increase in the quality of forest cover and carbon stocks. Since the Industrial Revolution, human economic activity and the global development of society in general have been heavily dependent on the exploitation of natural resources. The use of fossil fuels, deforestation, the drainage of wetlands, the transformation of coastal marine ecosystems, unsustainable land use, and many other unbalanced processes of human activity have led to an increase both in the anthropogenic emissions of climate-active gases and in their concentration in the atmosphere. It is believed that over the past ~150 years these phenomena have contributed to an increase in the global average temperature in the near-surface layer of the atmosphere by ~1 °C. Currently, the most pressing tasks facing states and scientific and civil societies are to reduce anthropogenic CO2 emissions and to limit the global air temperature increase. In this regard, there is an urgent need to change existing production systems in order to reduce greenhouse gas emissions and to sequester them. In this review, we consider up-to-date scientific approaches and innovative technologies, which may help in developing roadmaps to reduce the emissions of climate-active gases, control rising temperatures, decarbonize economies, and promote the sustainable development of society in general. (1) Background: Human-generated greenhouse gas (GHG) emissions are the largest contributor to climate change worldwide. Climate change negatively impacts human and planetary health, threatening the existence of life on earth. The healthcare industry is responsible for approximately 8.5% of carbon emissions in the United States. Measuring baseline GHG emissions is the first step in emissions reduction. However, very few models of measurement exist for health care organizations. This project aimed to develop and implement a program to measure and track GHG emissions at a midwestern academic medical center (MAMC) and to educate staff on how to manage the process. (2) Methods: A Plan, Do, Study, Act (PDSA) cycle and Quality Improvement methodology were used to develop, implement, and assess a standardized GHG emission inventory process to measure Scope 1 and Scope 2 baseline emissions and provide virtual training and education to the accountable staff. A pre- and post-survey design was used to measure the knowledge and readiness of the staff after the implementation of the GHG inventory training. (3) Results: The GHG inventory process was validated through an external verification process, and the measurement of Scope 1 and Scope 2 baseline GHG emissions was completed and verified for accuracy through a data comparison review. The pre-post-training survey showed an increase in the knowledge and readiness of staff to maintain a GHG inventory. (4) Conclusions: This work shows the feasibility of obtaining baseline GHG emissions data at large medical centers. Natural climate solutions (NCS) are recognized as an important tool for governments to reduce greenhouse gas emissions and remove atmospheric carbon dioxide. Using California as a globally relevant reference, we evaluate the magnitude of biological climate mitigation potential from NCS starting in 2020 under four climate change scenarios. By mid-century NCS implementation leads to a large increase in net carbon stored, flipping the state from a net source to a net sink in two scenarios. Forest and conservation land management strategies make up 85% of all NCS emissions reductions by 2050, with agricultural strategies accounting for the remaining 15%. The most severe climate change impacts on ecosystem carbon materialize in the latter half of the century with three scenarios resulting in California ecosystems becoming a net source of carbon emissions under a baseline trajectory. However, NCS provide a strong attenuating effect, reducing land carbon emissions 41–54% by 2100 with total costs of deployment of 752–777 million USD annually through 2050. Rapid implementation of a portfolio of NCS interventions provides long-term investment in protecting ecosystem carbon in the face of climate change driven disturbances. This open-source, spatially-explicit framework can help evaluate risks to NCS carbon storage stability, implementation costs, and overall mitigation potential for NCS at jurisdictional scales. Considering the impacts of global climate change, paths for sustainable development are of particular importance. Biochar has multiple advantages, including but not limited to climate change mitigation, waste management, soil fertility improvement, and pollution remediation. Forest soils play a significant role in terrestrial ecosystems. The application of biochar in forest soils (ABFS) is therefore considered an essential tool for improving soil quality, capturing carbon, and reducing greenhouse gas emissions. The Web of Science Core Collection database was utilized for the bibliometric analysis of ABFS publications published between 2002 and 2022. Three bibliometric software were used to analyze bibliometrics, networks, and research directions for ABFS: Bibliometrix, VOSviewer, and CiteSpace. The analysis shows that research on ABFS is always rapidly developing. Research on ABFS is engaged globally in a complex network of collaborations, and the main research has occurred in China and the United States. Collaboration among authors is relatively diffuse. Research on ABFS involves interdisciplinary integration. In the early stages of research, the origin of biochar (history and boreal forests) and its characteristics (dynamics, nitrogen content, and chemical composition) were the focus of attention. As research progressed, more attention was given to ABFS (carbon, organic matter, vegetation, and heavy metals). Our research shows that while ABFS research has a certain history, its development trend has been consistently upward and shows no signs of declining. State-owned enterprises (SOEs), in the aggregate, emit more energy greenhouse gases than the entire European Union and every country except China. SOEs are also major providers of zero-carbon power and other lowcarbon alternatives. Succeeding in the low-carbon transition will require their engagement. Yet, they receive relatively little attention in the global dialogue on climate mitigation. In contrast to private sector companies, many of these SOEs operate under conditions that mute the impact of carbon pricing mechanisms. Moreover, they have government owners that can and are willing to use their shareholder power to support low-carbon SOE action. These distinctive features of SOEs alter the suite of climate policies and instruments to influence their operations to lower emissions. Government ownership of SOEs can provide a useful avenue for effective climate action, with the right tools . . . but challenges exist, particularly government ambivalence about climate action. Given the important but under-appreciated and underanalyzed role that SOEs will have to play in reducing emissions, this paper will identify some of the opportunities and challenges in generating greater SOE engagement in the low-carbon transition, a climate outcome that cannot happen without them. In recent years, to improve air quality, significant efforts have been made to reduce regional aerosols including China, Europe and North America, which have potential impacts on climate. In this study, fast and slow climate responses in China to changes in domestic and foreign anthropogenic emissions of aerosols and precursors from 2013 to 2019 are investigated using the Community Earth System Model version 1 (CESM1). Aerosol emissions changes, especially reductions in China, North America and Europe, during 2013–2019 resulted in surface air temperature increases across the Northern Hemisphere. Global aerosol changes induce a regional warming of 0.2 °C in China, equally contributed by domestic and foreign emissions changes. China's domestic emission reductions lead to a regional average temperature rise of 0.1°C, primarily driven by rapid atmospheric adjustments over eastern China. Foreign aerosol changes, particularly reductions in North America and Europe, also contributed to a 0.1°C warming in China through slow oceanic processes. This warming in China induced by foreign aerosol changes is due to a teleconnection between the aerosol-induced anomalous regional warming in Eastern U.S.-North Atlantic Ocean-Europe and the downstream East Asian climate through anomalous wave trains propagation. The comparable influence of domestic and foreign aerosol changes on climate in China underscores the importance of international collaboration in climate mitigation endeavors. [ABSTRACT FROM AUTHOR]

BACKGROUND AND OBJECTIVES: Although governments and companies have been implementing various measures, such as technological innovation, new emissions regulations, and policies to reduce greenhouse gas emissions, it seems that global warming is not decreasing. In order to reduce greenhouse gas emissions, the commitments of companies were considered to be the key for climate change. However, since the Paris Climate Agreement, there has not been an accurate evaluation of the efforts and contributions of companies toward emission reductions. This study investigated the effectiveness of companies in Climate Action and tested its impact on greenhouse gas emissions at the country and per capita levels. METHODS: This study focuses on companies of the countries from the main Latin American economies (Mexico, Chile, Brazil, Colombia, and Argentina) and their major trading partners (the United States of America, Canada, China, Korea, Germany, and Japan). There are 894 companies from Latin America and 3680 companies that represent their trading partners of referred countries in Climate Action. This study used two data sources, the commitment of companies from Global Climate Action and the annual greenhouse gas emissions levels of each country from an open-access data platform called Our World in Data. FINDINGS: The findings demonstrate a significant and positive relationship between changes in greenhouse gas emissions from 2021 and 2020 and the number of companies participating in Global Climate Action (Pearson = .718*, significance = .013) and per capita (Pearson = 0.827** significance = 0.002). Correlations indicate there is a higher level of commitment to climate action but with marginal contributions to greenhouse gas emissions reduction. Previous expectations were that greater corporate involvement in climate action would reflect a link to greenhouse gas reductions, but this was not the case. Additionally, the reduction in greenhouse gas emissions during the pandemic was due to the economic slowdown and was not necessarily because of the climate action efforts of companies and governments to reduce emissions. The findings demonstrated a negative and significant correlation at the country level during the pandemic (Pearson = -0.629 significance = .038). The lack of effective results for reducing (from 2020 and 2021) greenhouse gas emissions justifies the relevance of increasing transparency and accountability for both companies and countries. The acceleration of the production system reflected in an increase in greenhouse gas emissions is not keeping pace with the commitments and the reported achievements on Global Climate Action. CONCLUSION: This study contributed to justifying efforts for a better way to follow up international efforts to reduce greenhouse gas emissions. Nature-based climate solutions can contribute to climate mitigation, but the vulnerability of land carbon to disturbances means that efforts to slow or reverse land carbon loss could result in only temporary storage. The challenge of accounting for temporary storage is a key barrier to the implementation of nature-based climate mitigation strategies. Here we offer a solution to this challenge using tonne-year accounting, which integrates the amount of carbon over the time that it remains in storage. We show that tonne-years of carbon storage are proportional to degree-years of avoided warming, and that a physically based tonne-year accounting metric could effectively quantify and track the climate benefit of temporary carbon storage. If the world can sustain an increasing number of tonne-years alongside rapid fossil fuel CO2 emissions reductions, then the resulting carbon storage (even if only temporary) would have considerable and lasting climate value by lowering the global temperature peak. Efforts to retain or increase land carbon pools are hampered by the risk of loss to natural or human disturbances. Meeting climate change mitigation targets by 2050, as outlined in international pledges, involves determining optimal strategies for forest management, wood supply, the substitution of greenhouse gas‐intensive materials and energy sources, and wood product disposal. Our study quantified the cumulative mitigation potential by 2050 of the forest sector in the province of Quebec, Canada, using several alternative strategies and assessed under what circumstances the sector could contribute to the targets. We used the Carbon Budget Model of the Canadian Forest Sector to project ecosystems emissions and sequestration of seven alternative and one baseline (business‐as‐usual [BaU]) forest management scenarios over the 2018–2050 period. Three baskets of wood products were used in a Harvested Wood Products model to predict wood product emissions. The mitigation potential was determined by comparing the cumulative CO2e budget of each alternative scenario to the BaU. The proportion of methane emissions from landfills (RCH4%) and the required displacement factor (RDF) to achieve mitigation benefits were assessed both independently and jointly. The fastest and most efficient way to improve mitigation outcomes of the forest sector of Quebec is to reduce end‐of‐life methane emissions from wood products. By reducing methane emissions, the RDF for achieving mitigation benefits through intensification strategies can be reduced from 1.2–2.3 to 0–0.9 tC/tC, thus reaching the current provincial mean DF threshold (0.9). Both a reduction and an increase in the harvested volume have the potential to provide mitigation benefits with adequate RCH4% and RDF. Increased carbon sequestration in ecosystems, innovations in long‐lived wood products, and optimal substitution in markets offer potential avenues for the forest sector to contribute to mitigation benefits but are subject to significant uncertainties. Methane emission reduction at the end of wood product service life is emerging as a valuable approach to enhance mitigation benefits of the forest sector. We determined the Quebec forest sector's carbon mitigation potential using alternative strategies (forest ecosystems/product decay/substitution). We estimated the displacement factors that are required for wood products by 2050. We estimated the landfill CH4 emission reductions that must be achieved by 2050. Conservation alternatives increase carbon sinks by 2050, and intensification alternatives increase carbon sources by 2050. With improved methane management and optimal substitution, both conservation and intensification scenarios could provide mitigation benefits. Quebec's forests sector can contribute to enhanced climate mitigation benefits if sustainable forest management, optimum use of wood, and improved methane management of landfills are achieved. The rapid increase of the potent greenhouse gas methane in the atmosphere creates great urgency to develop and deploy technologies for methane mitigation. One approach to removing methane is to use bacteria for which methane is their carbon and energy source (methanotrophs). Such bacteria naturally convert methane to CO2 and biomass, a value-added product and a cobenefit of methane removal. Typically, methanotrophs grow best at around 5,000 to 10,000 ppm methane, but methane in the atmosphere is 1.9 ppm. Air above emission sites such as landfills, anaerobic digestor effluents, rice paddy effluents, and oil and gas wells contains elevated methane in the 500 ppm range. If such sites are targeted for methane removal, technology harnessing aerobic methanotroph metabolism has the potential to become economically and environmentally viable. The first step in developing such methane removal technology is to identify methanotrophs with enhanced ability to grow and consume methane at 500 ppm and lower. We report here that some existing methanotrophic strains grow well at 500 ppm methane, and one of them, Methylotuvimicrobium buryatense 5GB1C, consumes such low methane at enhanced rates compared to previously published values. Analyses of bioreactor-based performance and RNAseq-based transcriptomics suggest that this ability to utilize low methane is based at least in part on extremely low non-growth-associated maintenance energy and on high methane specific affinity. This bacterium is a candidate to develop technology for methane removal at emission sites. If appropriately scaled, such technology has the potential to slow global warming by 2050. Understanding how 1.5 °C pathways could adjust in light of new adverse information, such as a reduced 1.5 °C carbon budget, or slower-than-expected low-carbon technology deployment, is critical for planning resilient pathways. We use an integrated assessment model to explore potential pathway adjustments starting in 2025 and 2030, following the arrival of new information. The 1.5 °C target remains achievable in the model, in light of some adverse information, provided a broad portfolio of technologies and measures is still available. If multiple pieces of adverse information arrive simultaneously, average annual emissions reductions near 3 GtCO2/yr for the first five years following the pathway adjustment, compared to 2 GtCO2/yr in 2020 when the Covid-19 pandemic began. Moreover, in these scenarios of multiple simultaneous adverse information, by 2050 mitigation costs are 4-5 times as high as a no adverse information scenario, highlighting the criticality of developing a wide range of mitigation options, including energy demand reduction options. Emerging limitations on climate and low-carbon technology would require adjusting our 15.C climate change mitigation pathways. In the United States, state governments have been the locus of action for addressing climate change. However, the lack of a holistic measure of state climate policy has prevented a comprehensive assessment of state policies' effectiveness. Here, we assemble information from 25 individual policies to develop an aggregate index of state climate policies from 2000-2020. The climate policy index highlights variation between states which is difficult to assess in single policy studies. Next, we examine the environmental and economic consequences of state climate policy. A standard-deviation increase in climate policy is associated with a 5% reduction in per-capita electricity-sector CO2 emissions and a 2% reduction in economy-wide CO2 emissions per capita. We do not find evidence that more stringent climate policy harms states' economies. Our results make clear the benefits of state climate policy, while showing that current state efforts are unlikelyto meet the US goal under the Paris Climate Accord. In the US, states vary in their efforts to address climate change. This paper reviews the many criticisms that Integrated Assessment Models (IAMs)—the bedrock of mitigation analysis—have received in recent years. Critics have asserted that there is a lack of transparency around model structures and input assumptions, a lack of credibility in those input assumptions that are made visible, an over-reliance on particular technologies and an inadequate representation of real-world policies and processes such as innovation and behaviour change. The paper then reviews the proposals and actions that follow from these criticisms, which fall into three broad categories: scrap the models and use other techniques to set out low-carbon futures; transform them by improving their representation of real-world processes and their transparency; and supplement them with other models and approaches. The article considers the implications of each proposal, through the particular lens of how it would explore the role of a key low-carbon technology—bioenergy with carbon capture and storage (BECCS), to produce net negative emissions. The paper concludes that IAMs remain critically important in mitigation pathways analysis, because they can encompass a large number of technologies and policies in a consistent framework, but that they should increasingly be supplemented with other models and analytical approaches. Abstract Cities, the core of the global climate change mitigation and strategic low-carbon development, are shelters to more than half of the world population and responsible for three quarters of global energy consumption and greenhouse gas (GHG). This special volume (SV) provides a platform that promotes multi- and inter- disciplinary analyses and discussions on the climate change mitigation for cities. All papers are divided into four themes, including GHG emission inventory and accounting, climate change and urban sectors, climate change and sustainable development, and strategies and mitigation action plans. First, this SV provides methods for constructing emission inventory from both production and consumption perspectives. These methods are useful to improve the comprehensiveness and accuracy of carbon accounting for international cities. Second, the climate change affects urban sectors from various aspects; simultaneously, GHG emissions caused by activities in urban sectors affect the climate system. This SV focuses on mitigation policies and assessment of energy, transport, construction, and service sectors. Third, climate change mitigation of cities is closely connected to urban sustainable development. This SV explores the relationships between climate change mitigation with urbanization, ecosystems, air pollution, and extreme events. Fourth, climate change mitigation policies can be divided into two categories: quantity-based mechanism (e.g., carbon emission trading) and price-based mechanism (e.g., carbon tax). The dissemination of tourism is a recent phenomenon that became particularly important in the 1960s and the systematic study of its relation to climate is even more recent. When included in the theoretical approaches to tourism motivation the climate, seen as an asset or service, becomes a resource that can be evaluated. This paper looks into various attempts to quantify the "climate resource" in the determination of the tourism potential of a given region and summarizes the importance of climate on tourists' motivation. Tourism is one of the economic sectors where climate change is expected to have a substantial impact due to climate alterations in tourist locations. Conversely, tourism activities contribute to intensify climate changes due to an increase in greenhouse gas emissions. The Paris Agreement aims to limit global mean temperature rise this century to well below 2 °C above pre-industrial levels. This target has wide-ranging implications for Europe and its cities, which are the source of substantial greenhouse gas emissions. This paper reports the state of local planning for climate change by collecting and analysing information about local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and framework for analysis was developed that classifies local climate plans in terms of their alignment with spatial (local, national and international) and other climate related policies. Out of eight types of local climate plans identified in total we document three types of stand-alone local climate plans classified as type A1 (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3 (plans developed for international climate networks). There is wide variation among countries in the prevalence of local climate plans, with generally more plans developed by central and northern European cities. Approximately 66% of EU cities have a type A1, A2, or A3 mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but planning for mitigation does not always precede planning for adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 80% of the cities with above 500,000 inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1). Cities in four countries with national climate legislation (A2), i.e. Denmark, France, Slovakia and the United Kingdom, are nearly twice as likely to produce local mitigation plans, and five times more likely to produce local adaptation plans, compared to cities in countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in two countries where local climate plans are compulsory, i.e. France and the UK. Finally, local climate plans produced for international climate networks (A3) are mostly found in the many countries where autonomous (type A1) plans are less common. This is the most comprehensive analysis of local climate planning to date. The findings are of international importance as they will inform and support decision-making towards climate planning and policy development at national, EU and global level being based on the most comprehensive and up-to-date knowledge of local climate planning available to date. Greenhouse gas (GHG) emissions from agriculture, forestry and other land uses (AFOLU sector) cover the 24% of global emissions, representing the second hot spot in the contribution to climate change after the energy sector. Thus, the land sector plays a crucial role in the context of climate change, being both a contributor to the problem and part of its solution, particularly thanks to the capacity of soils and biomass to sequester atmospheric carbon. The challenge of this paper is to understand the extent to which sustainable land management can be a valuable solution for increasing the mitigation potential of the land sector, particularly at small-scale rural landscape level.The paper presents and tests a land-based approach to be applied at small-scale rural landscape level, aiming at reducing and offsetting GHG emissions from the livestock activities, one of the main sources of GHG emissions of the whole agricultural sector. The proposed land-based approach builds on an ensemble of methodologies, including Geographic Information System (GIS) elaboration, Life Cycle Assessment (LCA) and methodologies from the Intergovernmental Panel on Climate Change (IPCC), that allow estimating livestock GHG emissions and the mitigation potential of sustainable land-use options applied in the same small-scale rural landscape.Results from a case study in Italy show that land-based mitigation options applied at small-scale rural landscape level can reduce and completely offset the GHG livestock emissions of the same area, leading to carbon neutral livestock systems. The ambitious goals to limit global warming can only be reached with a broad acceptance and participation of the general public. This paper relies on surveys among citizens in China, Germany and the U.S. and investigates the determinants of the acceptance of national and international adaptation and mitigation efforts. The empirical findings indicate that specific beliefs and environmental awareness are important drivers in all three countries, while political attitudes and socio-economic characteristics are the main sources of cross-country heterogeneity. Biomass plays a dual role as an energy source and a solution for climate change mitigation. There are complexities surrounding decentralized electricity generation, and Ghana could not achieve its 10% renewable energy target in 2020. The paper assesses the greenhouse gas mitigation potential and economic impact of electricity from major food crop residues subjected to anaerobic digestion technology in 16 regions and 88 districts in Ghana from 2017 to 2020. Buswell equation was applied to calculate the biogas and methane yield. The environmental impact assessment was expressed as global warming potential, and the economic feasibility was conducted. The results showed that crop residues' annual theoretical and technical potential was 28.92 Mt and 17.24 Mt. The top four residues with the largest share of technical potential were maize (5.41 Mt), yam (3.58 Mt), plantain (3.05 Mt) and cassava (2.39 Mt). Biogas and electricity potentials were 1,912.74 Mm3 and 3,068.34 GWh, which could offset 15.56% of electricity consumption in Ghana. The Ashanti (478.18 GWh), Eastern (430.20 GWh), Bono East (318.29 GWh) and Northern (314 GWh) regions demonstrated the highest electricity potential. Ghana could generate the highest electricity potential of 46.52 GWh in the districts and a minimum potential of 0.89 GWh annually. Power generation potential from anaerobic digestion had a diesel displacement capacity of 923.35 × 10 6 L with a GHG emissions reduction of 2,507.35 kt CO 2 eq. The largest GHG reduction potential was 38.15 kt CO 2 eq at the district level. The findings show that the project is economically viable, with an average net present value of $ 10,105,904 per region and an electricity cost of $ 0.0321/kWh. Carbon capture, utilization, and storage (CCUS) refers to technologies that capture carbon dioxide (CO2) emissions from sources such as power plants, industrial facilities, and transportation, and either store it underground or use it for beneficial purposes. CCUS can play a role in reducing greenhouse gas emissions and mitigating climate change, as CO2 is a major contributor to global warming. In the Baltic Sea region countries (BSR), patent searches from 2000 to 2020 reveal that CCUS technologies are focused on CO2 storage, monitoring, utilization, and transport. However, the adoption and deployment of these technologies has been slow due to a variety of factors, including a lack of government action on climate change, public skepticism, increasing costs, and advances in other options such as renewables and shale gas. Overall, CCUS has the potential to significantly reduce CO2 emissions and contribute to climate change mitigation efforts, but more work is needed to overcome the barriers to its widespread adoption in the BSR and elsewhere. This could include policy measures to incentivize the use of CCUS technologies, public education and outreach efforts to increase understanding and support for CCUS, and research and development to improve the efficiency and cost-effectiveness of these technologies. Finance has become a crucial agenda in climate change negotiations in recent years. Meanwhile, multilateral negotiations on climate change as a whole are making meager progress, and increasingly observed are activities by national governments and transnational non-state actors. The purpose of this paper is to illustrate how investment towards low-carbon development could be materialized in Asia. A thorough review of current financial assistance for developing countries in Asia was conducted, and the amount of funding proved to be relatively modest to achieve the aim. We then examined financial policy instruments that could be implemented in the region. We estimated that USD125–149 billion per year would be needed to reduce greenhouse gas emissions in the region by 2035. We also estimated that more than a half of this amount of funding could be achieved by public sector if several key policy instruments were agreed upon and enacted at regional and national levels in Asia. Rising emissions of anthropogenic greenhouse gases such as carbon dioxide (CO2), nitrous oxide (N2O) and methane (CH4) are a key driver of climate change, which is predicted to have myriad detrimental consequences in coming years if not kept in check. Given the potency of CH4 in terms of trapping heat in the atmosphere in the short term, as well as the fact that ruminant production currently contributes approximately 30% of anthropogenic emissions, there is an impetus to substantially decrease the generation of ruminant-derived CH4. While various strategies are being assessed in this context, a multi-faceted approach is likely required to achieve significant reductions. Feed supplementation is one strategy that has shown promise in this field by attenuating methanogenesis in rumen archaea; however, this can be costly and sometimes impractical. In this review, we examine and discuss the prospect of directly modulating forages and/or rumen archaea themselves in a manner that would reduce methanogenesis using CRISPR/Cas-mediated gene editing platforms. Such an approach could provide a valuable alternative to supplementation and has the potential to contribute to the sustainability of agriculture, as well as the mitigation of climate change, in the future. • This study learns energy systems for climate mitigation from a systematic review. • Heterogeneity of energy system research is summarized for the first time. • A novel hand-coding typology analysis for energy systems is proposed. The energy supply sector is the largest contributor to global greenhouse gas emissions. A good understanding of energy systems from existing research will provide multidimensional insights for appropriate actions against global warming. This study conducts a systematic review of the literature covering 1,184 articles on energy issues dealing with climate change mitigation. Using a novel hand-coding typology analysis, we characterize the body of knowledge and identify possible research gaps according to the heterogeneity of the energy process, time scale, geographic location, energy technology, and concerned end-use sector. We find that research interest mainly focuses on the energy supply (496 papers) and the end-use process (359 papers). Energy storage and the energy–water–land nexus are two emerging areas. Biomass, solar, wind, and nuclear energy are the technologies that attract the most attention, while interest in hydrogen energy production and waste-to-energy has grown very recently. The cost-benefit and mitigation potential of renewable generation are the most studied topics, followed by the impacts of climate change on electricity production. In contrast, little attention is paid to research on traditional oil and gas exploration. Regarding the end-use sector, residents and transport are the most evident sectors studied. China, the United States, and Europe are the most featured regions while very few studies focus on Africa, South America, and Small Island Developing States. Current research topics concentrate on how to maximize the co-benefit of greenhouse gas mitigation and eco-environment protection via cost-benefit reinventions of energy systems. Globally, efforts are underway to reduce anthropogenic greenhouse gas emissions and to adapt to climate change impacts at the local level. However, there is a poor understanding of the relationship between city strategies on climate change mitigation and adaptation and the relevant policies at national and European level. This paper describes a comparative study and evaluation of cross-national policy. It reports the findings of studying the climate change strategies or plans from 200 European cities from Austria, Belgium, Estonia, Finland, France, Germany, Ireland, Italy, Netherlands, Spain and the United Kingdom. The study highlights the shared responsibility of global, European, national, regional and city policies. An interpretation and illustration of the influences from international and national networks and policy makers in stimulating the development of local strategies and actions is proposed. It was found that there is no archetypical way of planning for climate change, and multiple interests and motivations are inevitable. Our research warrants the need for a multi-scale approach to climate policy in the future, mainly ensuring sufficient capacity and resource to enable local authorities to plan and respond to their specific climate change agenda for maximising the management potentials for translating environmental challenges into opportunities. Geoengineering, which is the intentional large-scale manipulation of the environment, has been suggested as an effective means of mitigating global warming from anthropogenic greenhouse gas emissions. In this paper, we will review and assess technical and theoretical aspects of land-based, atmosphere-based, ocean-based and space-based geoengineering schemes as well as their potential impacts on global climate and ecosystem. Most of the proposed geoengineering schemes carried out on land or in the ocean are to use physical, chemical or biological approaches to remove atmospheric CO 2 . These schemes are able to only sequester an amount of atmospheric CO 2 that is small compared with cumulative anthropogenic emissions. Most of geoengineering schemes carried out in the atmosphere or space are based on increasing planetary albedo. These schemes have relatively low costs and short lead times for technical implementation, and can act rapidly to reduce temperature anomalies caused by greenhouse gas emissions. The costs and benefits of geoengineering are likely to vary spatially over the planet with some countries and regions gaining considerably while others may be faced with a worse set of circumstances than would be the case without geoengineering. Since current research on geoengineering is limited and various international treaties may limit some geoengineering experiments in the real world, the Geoengineering Model Intercomparison Project (GeoMIP) provides a framework of coordinated experiments for all earth system modeling groups to test geoengineering schemes. However, these experiments used on a global scale have difficulty with accurate resolution of regional and local impacts, so future research on geoengineering is expect to be done by combining earth system models with regional climate models. Drastic reductions in greenhouse gas emissions are necessary to successfully mitigate climate change. Individual environmental behavior is central to this change. Given that environmental behavior necessitates 1) effortful individual self-control and 2) cooperation by others, public policy may constitute an attractive instrument for regulating one's own as well as others' environmental behavior. Framing climate change mitigation as a cooperative self-control problem, we explore the incremental predictive power of self-control and beliefs surrounding others' cooperation beyond established predictors of policy support in study 1 using machine-learning (N = 610). In study 2, we systematically test and confirm the effects of self-control and beliefs surrounding others' cooperation (N = 270). Both studies showed that personal importance of climate change mitigation and perceived insufficiency of others' environmental behavior predict policy support, while there was no strong evidence for a negative association between own-self control success and policy support. These results emerge beyond the effects of established predictors, such as environmental attitudes and beliefs, risk perception (study 1), and social norms (study 2). Climate change has considerably dominated science-policy dialogue, public debate, and subsequently environmental policies since the three "Rio Conventions" were born. This has led to practically independent courses of action of climate change mitigation and biodiversity conservation actions, neglecting potential conflicts among outcomes and with missed opportunities for synergistic measures. Transformative governance principles have been proposed to overcome these limitations. Using a transformative governance lens, we use the case of the Norwegian "Climate Cure 2030" for the Land Use, Land-Use Change and Forestry (LULUCF) sector to, first, illustrate the mechanisms that have led to the choice of climate mitigation measures; second, to analyze the potential consequences of these measures on biodiversity and greenhouse gas (GHG) emissions; and, third, to evaluate alternative measures with potential positive outcomes for biodiversity and GHG emissions/removals. The case for action on climate change with urgency and at scale rests on the immense magnitude of climate risk, the very rapid emissions reductions which are necessary, and that there is a real opportunity to create a new and attractive form of growth and development. The analysis must be based on a dynamic approach to the economics of public policy, set in a complex, imperfect and uncertain world. The economics of climate change, and further, economics more broadly, must change to respond to the challenge of how to foster rapid transformation. International carbon markets are core features of climate mitigation policy. They include the Kyoto Protocol's Clean Development Mechanism, the Paris Agreement's Sustainable Development Mechanism, and the International Civil Aviation Organization's Carbon Offsetting Reduction Scheme for International Aviation. Yet, studies suggest that large quantities of international carbon offsets may not result in additional reductions in greenhouse gas emissions. This article examines these markets' legal accountability; in other words, the extent to which their performance can be independently assessed against legal standards, and the potential for consequences if those standards are not met. Specifically, it looks at the markets' internal appeal and grievance processes - or lack thereof - and hypothetical domestic litigation related to the markets' environmental integrity. Drawing on recent climate change cases and law on the immunity of international organizations, the article explores whether courts in Canada and Germany could hold these international markets to account and mitigate the risk that they do not fulfil their purpose of reducing greenhouse gas emissions. Abstract: Reducing emissions from deforestation and forest degradation (REDD) can be an effective and efficient means of mitigating climate change. However, the perceived equity in the distribution of financial incentives for REDD could also emerge as a critical issue in international negotiations. The design of reference levels, which provide the benchmark for crediting emissions reductions, affects the economic incentives for national participation in a REDD mechanism and thus the overall willingness to reach an agreement on REDD. This paper compares the equity impacts of five proposed reference level designs using a partial-equilibrium model. Tradeoffs among equity, environmental effectiveness and cost-efficiency indicate the proposals trigger similar aggregate emissions reductions but lead to different outcomes in efficiency and alternative measures of equity. If equity across countries is measured as the financial incentive provided relative to a country''s forest carbon stock, then a REDD mechanism compensating a uniform share of at-risk carbon stocks is the most equitable. On the other hand, if equity is evaluated as the financial incentive relative to the opportunity costs of participating in REDD, then the most equitable approach would be compensating emissions reductions but withholding a part of the payments to compensate for carbon stocks, which also encourages broader country participation under our model.
