Semiconductor industry is experiencing a rising demand for environmentally friendly processes with the emphasis on green policies and worldwide environmental sustainability. Nitrogen trifluoride (NF3), the most common plasma chamber cleaning agent gas, poses a significant concern as a potent greenhouse gas since it has global warming potential (GWP), 740 times and 6 times higher than that CO2 and N2O. This study investigated the exhaust gas using quadrupole mass spectroscopy (QMS) and analyzed the change in cleaning speed and the type of exhaust gas through plasma monitoring using optical mass spectroscopy (OES). The objective is to lower the use of the amount of NF3 gas in chamber cleaning process to partially contribute the environmental sustainability in the point of semiconductor manufacturing. When a small amount of N2 was added to NF3 whose ratio of 7:23, the cleaning efficiency reached to 90% compared to NF3 gas alone. Addition of N2 positively affected electron density and temperature to increase the F-radical in remote plasma system. In conclusion, 18% of NF3 usage amount was reduced during the Sio2 deposition chamber cleaning process. [ABSTRACT FROM AUTHOR]

The article focuses on climate litigation, particularly the case of Held v. State in Montana, where youth plaintiffs challenged the state's environmental policies regarding climate change. It discusses how the court found in favor of the plaintiffs, ruling that the state had violated its constitutional environmental protections, marking a significant development in climate accountability litigation and demonstrating the potential of state constitutional rights in addressing climate impacts.

The research analyzes the Twitter network made up of users and their interactions during the Conference of the Parties (COP) COP15 held in Montreal from December 7 to 19, 2022. The main objective is to measure the characteristics of the network and identify the key players in the conversation and the main topics addressed. We also sought to recognize if there was any relationship between the format of the messages and the level of engagement. To carry out the analysis, we used a methodology that combined quantitative and qualitative social network analysis techniques. The results suggest that communication through Twitter was a key factor in the successful mobilization of the environmental movement during COP15 and in raising awareness of the need to take concrete actions to address climate change. Likewise, the highest engagement was generated by mostly critical and urgent messages, focused on the need to take concrete action to address the biodiversity and climate change crisis. Carbon capture and sequestration (CCS), a decades-old concept, has recently garnered significant support and investment as a leading method for decarbonizing the atmosphere. However, regulation of CCS technology lags behind its rapid development. In most cases, primary regulatory control belongs to the Environmental Protection Agency, though state regulations also play a role. However, an increasing number of states seek control over their own CCS programs through a process known as primacy. The proliferation of green industrial policy strategies around the world is taking place within a broader global context of a turn toward deglobalization and the pursuit of national self-sufficiency. Many are calling for decoupling clean energy supply chains from China, yet such responses could slow the global clean energy transition, increasing the cost of deployment in developing countries. "We need to make it easier to build electricity transmission lines." This plea came recently not from an electric utility executive but from Senator Sheldon Whitehouse, one of the Senate's champions of progressive climate change policy. His concern is that the massive scale of new climate infrastructure urgently needed to meet our nation's greenhouse gas emissions reduction policy goals will face a substantial obstacle in the form of existing federal, state, and local environmental laws. A small but growing chorus of politicians and commentators with impeccable green credentials agrees that reform of that system will be needed. But how? How can environmental law be reformed to facilitate building climate infrastructure faster without unduly sacrificing its core progressive goals of environmental conservation, distributional equity, and public participation? That hard question defines what this Article describes as the Greens' Dilemma, and there are no easy answers. We take the position in this Article that the unprecedented scale and urgency of required climate infrastructure requires reconsidering the "Grand Bargain" of the 1970s that established stronger environmental protection in exchange for more challenging infrastructure development. Green interests, however, largely remain resistant even to opening that discussion. As a result, with few exceptions, reform proposals thus far have amounted to modest streamlining "tweaks" compared to what we argue will be needed to accelerate climate infrastructure sufficiently to achieve national climate policy goals. To move beyond tweaking to a "New Grand Bargain," we explore how to assess the trade-off between speed to develop and build climate infrastructure, on the one hand, and ensuring adequate conservation, distributional equity, and public participation on the other. We outline how a new regime would leverage streamlining methods more comprehensively and, ultimately, more aggressively than has been proposed thus far, including through federal preemption, centralizing federal authority, establishing strict timelines, and providing more comprehensive and transparent information sources and access. The Greens' Dilemma is real. The trade-offs inherent between building climate infrastructure quickly enough to achieve national climate policy goals versus ensuring strong conservation, equity, and participation goals are difficult. In recent decades, climate change events have surged in both frequency and intensity. Paradoxically, the most vulnerable and economically disadvantaged states, despite contributing the least to global emissions, face the gravest consequences. Developed nations, despite their wealth of resources, have consistently failed to act in the face of this crisis. For example, the recent United States Supreme Court Decision, West Virginia v. Environmental Protection Agency, limited the administrative state's rulemaking authority and thus, its ability to enact necessary climate policy. This decision, based in the infamous "major questions doctrine," asserts that administrative agencies must have explicit authority from Congress when deciding questions of vast economic and political significance - even in times of crisis. This Note, in four parts, traces the evolution of the American judiciary's interpretation of administrative rulemaking from Chevron to the present, ultimately urging Congress to enact legislation that requires courts to defer to the expertise of administrative agencies when interpreting the law--ultimately strengthening the administrative state and its ability to fight climate change. This Note aims to contribute to the ongoing discourse surrounding climate policy and administrative law, emphasizing the imperative for coordinated efforts to address the climate crisis at both the national and international levels. This paper analyzes the importance of the melting of the Arctic ice for Mexico. The research examines the impacts of this process, the Mexican government’s environmental policies, citizen’s perception and the media’s approach to climate change and the melting of the Arctic ice. To obtain the results, an exploratory analysis was carried out, from which it was concluded that, despite the importance of the Arctic melting in the current climate crisis affecting all countries, and specifically Mexico, within the political agendas of the nation, the citizenry and the mass media, both climate change and the Arctic melting are secondary issues. The significance of environmental governance is increasing worldwide, and Georgia is no exception. This article uses wide-ranging sources to provide comprehensive qualitative and quantitative data to discuss the most important aspects of environmental policy directions in Georgia. The results of the study show that: (a) it is crucial to increase public awareness about the importance of climate change and environmental protection; (b) introducing environmental and climate-related goals and objectives and green budgeting principles in national priorities is as important as implementing them effectively into practice; and (c) the practice of regulatory impact assessment needs further development in Georgia, especially in the environment and climate-related areas. Finally, the paper concludes that the lack of historical data is the main limitation for the current research, and proposes that scientific and practical work continues in the future to further explore the relationships between the country’s environmental policies and aspects of sustainable development on both an individual and public level. This article assesses how environmental issues have been incorporated into the strategic association between the European Union and Latin America and the Caribbean. It analyses whether the 2030 Agenda and the Sustainable Development Goals are reflected in the EU-CELAC declarations, and what bi-regional programmes and projects have been developed in relation to the environmental SDGs. The analysis shows how the environment has become a key priority in both the political dialogue and development cooperation pillars, although it has only recently been included in the trade pillar, and in an incipient way. Our planet is facing increasing challenges: climate change, biodiversity loss, pandemics, poverty, and many other problems closely linked to a deteriorating environment. Meanwhile, one of our most important assets, rangers working in protected and conserved areas responsible for managing large tracts of the planet's lands and waters, are often underutilized, underrecognized and underequipped. They are generally left out of the debate about conservation and sustainable development policy, despite being central to the success of those policies. This paper outlines the need for global leaders across multiple sectors to recognize the profession of rangers as essential planetary health workers and to position rangers more effectively within global conservation and environmental policy mechanisms. It introduces the challenges facing rangers, the emerging diversity of roles within the ranger profession and the important contribution of rangers to conservation and sustainable development. It presents policy and implementation avenues to improve recognition and professionalization of rangers as key executors of conservation and development policy, particularly considering the recent Global Biodiversity Framework ambitions. The concept, and implementation, of coordinated global climate governance at the metropolitan level is one of the biggest challenges in most of the world's cities. Yet--ironically--it is also one of the most overlooked aspects of the international environmental agenda. Specifi- cally, one of the main challenges is to achieve coordination in decision making, as well as in the implementation of actions to homologate the objectives of the different government agendas at all levels, i.e. the constitution of climate and environmental policies not only at the federal level but also at the state and municipal level (in the Mexican case). This article reviews the link achieved between the nine municipal governments that make up the metropolitan area of Guadalajara (AMG) through PACmetro, which promotes coordinated climate governance and addresses the gaps in international mechanisms for climate change policies. The above, generated through the synergies of different agendas, through the Institute for Development Planning and Management (Imeplan). Imeplan has integrated different actors, from different levels, to carry out coordinated actions on urban climate policies in western Mexico that contribute to the construction of a common urban agenda. The conclusion shows the contributions of Latin American local governments to a coordinated climate governance according to local contexts and how the will of cities contributes to the strengthening of the link between global climate governance, the exercise of paradiplomacy between different public, private and hybrid actors towards a common urban agenda. The Common Agricultural Policy (CAP) is the European Union's main instrument for agricultural planning, with a new reform approved for 2023–2027. The CAP intends to align with the European Green Deal (EGD), a set of policy initiatives underpinning sustainable development and climate neutrality in the European Union (EU), but several flaws cast doubts about the compatibility of the objectives of these 2 policies. We reviewed recent literature on the potential of CAP environmental objectives for integration with the EGD: protection of biodiversity, climate change mitigation and adaptation, and sustainable management of natural resources. The CAP lacks appropriate planning measures, furthering instead risks to biodiversity and ecosystem services driven by landscape and biotic homogenization. Funding allocation mechanisms are not tailored to mitigate agricultural emissions, decreasing the efficiency of climate mitigation actions. The legislation subsidies farmers making extensive use of synthetic inputs without adequately supporting organic production, hindering the transition toward sustainable practices. We recommend proper control mechanisms be introduced in CAP Strategic Plans from each member state to ensure the EU is set on a sustainable production and consumption path. These include proportional assignment of funds to each CAP objective, quantitative targets to set goals and evidence‐based interventions, and relevant indicators to facilitate effective monitoring of environmental performance. Both the CAP and the EGD should maintain ambitious environmental commitments in the face of crisis to avoid further degradation of the natural resources on which production systems stand. The Green New Deal has been defined as "an unprecedented mobilization of resources to achieve 100% renewable energy to eliminate greenhouse gas emissions" (NEF, 2019, p.4). Currently there is consensus about its purpose, however, little has been theorized about its establishment in Colombia. In this sense, our objective is to identify the institutional changes required to establish a Green New Deal in Colombia, using a Delphi methodology, appropriate for interviewing experts. As a result of this research, it was found that, of the twelve useful public policies for their establishment identified in the theoretical framework, seven comply with the guidelines for assessing environmental policy instruments proposed by Labandeira et al. The effect of Foreign Direct Investments (FDIs) on greenhouse gas (GHG) emissions, has attracted the attention of researchers in recent years. However, the indirect effects of environmental policies in the process were not sufficiently considered. This study uses a panel threshold methodology to examine the nonlinear impact of environmental policy stringency on the relationship between FDIs and GHG emissions in 25 OECD countries. Our results show a negative relationship between FDIs and GHG emissions if the countries have environmental policy stringency index above a threshold level of (2.22). The results are also supported by the fixed effects model, which indicates a threshold effect of (2.88). The threshold effect is mostly due to the stringency of nonmarket-based environmental policies. [ABSTRACT FROM AUTHOR]

The private law of torts, property, and contracts will and should play an important role in resolving disputes regarding how private individuals and entities respond to and manage the harms of climate change that cannot be avoided through mitigation (known in climate change policy dialogue as "adaptation"). While adaptation is commonly presented as a problem needing legislative solutions, this Article presents a novel and overdue case for private law to take climate adaptation seriously. To date, the role of private law is a significant blind spot in scholarly discussions of climate adaptation. Litigation invoking common-law doctrines in climate adaption disputes has not yet taken off the way that the wave of high-profile lawsuits against sources of emissions causing climate change has, but it is inevitable that it will, making it ripe for attention in legal scholarship. The Article begins in Part I by highlighting several features of climate change and adaptation that will place inevitable disruptive pressure on existing doctrines and principles of private law. The new normal of climate change questions some key factual predicates embedded in private law doctrine. For example, climate change is radically moving the long-stable upper and lower extremes of multiple biophysical conditions (what scientists call "nonstationarity"), meaning individuals increasingly will be unable to accurately predict the future based entirely on past data (what scientists call the "no-analog future"). Private law nonetheless must operate in a manner that provides practical and meaningful guidance to stakeholders, which will require it to confront the new realities presented by climate adaptation, including how private individuals and entities can no longer predict the future in the same ways that they have in the past. In Part II, the Article identifies a series of evaluative guideposts to help assess when changes to doctrines and principles of private law may be needed to address impending climate adaptation disputes. Private law's basic architecture helps to define and manage relationships, clarify responsibilities, and provide remedies for harm--a tripartite framework we use in Part III to unravel a few key doctrinal pressure points that private law faces as it addresses a novel set of impending climate change adaptation claims. The principle of foreseeability--central to numerous doctrines that define relationships, responsibilities, and remedies across tort, property, and contract law--is likely to face some of the strongest pushback as we confront climate adaptation. We propose a "foreseeability of nonstationarity" principle and evaluate what that might mean for some core private law doctrines. This points towards expansion of the scope of obligations private law recognizes for various actors within their adaptation footprints. Existing private law principles can address wrongfulness even in the no-analog future of climate adaptation. It is important, however, that private law defenses recognize the nonstationarity of climate risks, as well as the lack of an analog future available to predict and address the harmful effects of climate change. We conclude that private law can and will adapt to climate change. This process will be central to providing guidance as individuals, businesses, and other private actors confront new risks and harms as society adapts to a new natural world. But the path of private law's adaption matters, and how it approaches key principles such as foreseeability will be central to its capacity to provide meaningful guidance for private stakeholders adapting to the realities of climate change. In this paper my thought experiment leads me to posit that South Africa's environmental governance often results in what I term "hollow environmentalism". This term describes the inevitable long-term outcome of promulgating laws and policies that are idealistic and seem symbolic and that at times fail to achieve their intended objectives or environmental promise. On a narrower scale, hollow environmentalism can also manifest when such symbolic environmental laws and policies lead to judicial decisions that lack substantive ecological justifications, perhaps even resembling symbolic judgments. I substantiate this argument through four key considerations. I commence with a reality check on environmental governance, emphasising that the state is not a neutral actor, necessitating closer scrutiny of state decisions. This leads me to the conclusion that governance stands at a critical juncture. I argue that the symbolic nature of our environmental laws, broadly speaking, often makes it challenging for the state to fully meet the lofty ideals it presents, thereby also complicating court decisions in these matters. Next, I align my thoughts with recent literature on adjudication in the context of the climate crisis. This literature stresses the need for courts to be bold and innovative in their judicial roles, given the precarious nature of stabilising environmental disputes. In the penultimate section I bring the discussion to a close by suggesting two interconnected possibilities to address hollowness in the face of climate change: "sunsetting" and "substitution". Introduction: The Green Belt Biosphere Reserve, with 2.33 million hectares and its internal urban area with 220 thousand hectares, is configured as a water security territory and expresses a direct relationship between urban development and areas that ensure well-being and ecosystem services for 12% of Brazil's population. With seventy-eight municipalities that fully or partially integrate the GBBR, the socioeconomic differences and the different contexts of urbanization and governance reflect on territorial management at the local level and impact the environmental and regional sustainable development agendas. Objective: Based on a survey of environmental policies and correlations between economic and socio-environmental indicators on a municipal scale for the entire study area, this article assesses the level of development of the main environmental public policies and identifies the relationship between these policies and socio-environmental indicators. Originality: Although the Green Belt Biosphere Reserve is an area recognized by the United Nations (UN), the management of its territory depends on municipal actions that comprise it. Little attention has been paid to environmental management, especially in terms of public environmental policies and a broad and ongoing understanding of the conservation of this area. Results: The analysis shows that the different municipalities in the GBBR have different levels of implementation regarding Environmental Agenda. When considering the Municipal Plans for Urban Afforestation, Adaptation to Climate Change, Atlantic Forest and Solid Waste, only Guarujá, Mogi das Cruzes, Santos and São Paulo have these four policies in preparation or completed, while for 33.3% (n=25) of the municipalities, none of these agendas was developed, and a positive correlation was identified between the HDI and the largest number of implemented policies. Contribution: Large and medium-sized cities in the state of Sao Paulo, Brazil, present studies addressing ecological patterns and processes, however, they do not address specific questions on the environmental sector itself, which this paper aimed at providing. Conclusion: As the Green Belt accounts for 72% of the volume of drinking water in all of São Paulo, the disparities between the municipal indicators analyzed reinforce the need to adopt the GBBR as a platform for adequate governance to integrate policies at different scales for sustainable regional development. Municipalities face the direct impact of climate change events, but many are challenged to assess the potential outcomes of future climate action policies. It is essential for local municipalities to be able to evaluate cross-sector and cross-scale policy interventions, but many lack the expertise and resources for wholistic forecasting. This paper used a hybrid interscalar and interdisciplinary modeling approach to evaluate, compare, visualize, and reveal the performance of climate actions at building and neighbourhood scales of future 'what-if' scenarios for three neighbourhood urban form types (dispersed, corridor, nodal) in three cities in British Columbia, Canada (Vancouver, Victoria, Prince George). Results found that increases in population density combined with strict building standards and retrofitting older buildings decreased per person emissions per year by up to 84% by 2050. Within the neighbourhoodscale areas, building form and location had less impact. Population density and frequency of transit service were most important for mobility mode shifts. Concentrating density at transit nodes or along commercial corridors improved the percentages of residents within a fiveminute walk of those services, but proximity to greenspaces showed mixed results. Anthropogenic carbon emissions have the potential to trigger changes in climate and ecosystems that would be catastrophic for the well-being of humans and other species. Widespread shifts in production and consumption patterns are urgently needed to address climate change. Although transnational agreements and national policy are necessary for a transition to a fully decarbonized global economy, fluctuating political priorities and lobbying by vested interests have slowed these efforts. Against this backdrop, bottom-up pressure from social movements and shifting social norms may offer a complementary path to a more sustainable economy. Furthermore, norm change may be an important component of decarbonization policies by accelerating or strengthening the impacts of other demand-side measures. Individual actions and policy support are social processes—they are intimately linked to expectations about the actions and beliefs of others. Although prevailing social norms often reinforce the status quo and unsustainable development pathways, social dynamics can also create widespread and rapid shifts in cultural values and practices, including increasing pressure on politicians to enact ambitious policy. We synthesize literature on social-norm influence, measurement, and change from the perspectives of psychology, anthropology, sociology, and economics. We discuss the opportunities and challenges for the use of social-norm and social-tipping interventions to promote climate action. Social-norm interventions aimed at addressing climate change or other social dilemmas are promising but no panacea. They require in-depth contextual knowledge, ethical consideration, and situation-specific tailoring and testing to understand whether they can be effectively implemented at scale. The distribution of energy sources is regarded to be an act of compassion in many of the Sustainable Development Goals outlined by the United Nations. In order to build a firm foundation for competitiveness and prosperity, nations should maintain equilibrium with the three key aspects of the global energy trilemma, which are energy affordability, energy access, and ecological balance. In light of this, the purpose of this research was to investigate the impact that nuclear energy, technological advancements, renewable energy, non-renewable energy, and natural resources have had on carbon footprints. We selected the top five nuclear energy countries by consumption in the Asia Pacific region, including China, India, Japan, Pakistan, and South Korea. We devised an exhaustive and all-encompassing empirical inquiry and used contemporary econometric methods. The second-generation panel's long-run cointegration promotes the idea of long-term relationships between the series. According to the data, using nuclear and renewable sources of energy significantly contributes to an improvement in environmental quality. On the other hand, advancements in technology and the use of energy sources that do not replenish themselves considerably decrease environmental sustainability. In addition, natural resources end up playing a negative role in the long term. The results of the panel's investigation into the chain of events that led to the development of nuclear power showed that the chain of events was unidirectional. In addition, there is causality that runs in both directions between technological innovation, renewable energy sources, non-renewable energy sources, and natural resources that have a carbon footprint. In light of this, it is recommended that these countries should combine energy policy actions and build energy strategy consistency by harmonizing the essential features of global nuclear energy in order to aid in the development of a well-calibrated energy structure. Globally, stakeholders are desperate in search of appropriate monetary policy for promoting environmental sustainability and countering the threat of climate events. They have attempted to identify some mechanisms such as climate lending system, sound financial development, and interest rate to adjust pollution to tackle climate-related risk. These advocates of the monetary environment nexus proposed three key strategies. First, banks should lower rates to financing climate-related lending criteria. Second, consider lower financing rates for firms that embrace carbon footprints. Third, central banks (CBs) must reconsider financing condition-based threshold of lending and climate risk disclosure. To heighten the debate, the central banks are advised to favour green policies, even if there is a need to compromise stability and productivity to realise the objectives. However, the question of whether it is appropriate to include climate mandates as part of the central bank operational mandate remains controversial. This is because the CBs, climatologists and scientists are divided in opinion with regards to using monetary policy to promote environmental sustainability without creating distortion in the system. More so, the persistent questions include how fast and at what cost can a monetary policy promote environmental sustainability. The extent of the aftermath, which is associated with the failure of monetary authorities in encouraging sustainability and the complications arising during economic activities in Africa, remains unknown. In addition to physical risk, bubble assets, slow farm productivity, prolonged growth, and other factors remain a concern. Although climate change is widely believed to impact only agriculture and energy, the banking sector is insecure due to the risk of imminent financial crises. This study investigates whether a monetary policy can promote climate financing in the Southern African Development Community (SADC). The SADC is selected as the candidate of inquiry because it has been identified as a potential hotspot of climate events. The empirical evidence is based on Westerlund cointegration that accounts for crosssectional dependency and the Panel Vector Autoregressive/Panel Vector Error Correction methodology. The findings indicate that a long-lasting relationship exists among the factors; however, the monetary policy induces sustainability with a feedback effect on the economy. Therefore, the mandates of CBs differ and handling financial stability as well as climaterelated concerns may cause distortions that go beyond existing monetary instruments. [ABSTRACT FROM AUTHOR]

Climate change has considerably dominated science-policy dialogue, public debate, and subsequently environmental policies since the three "Rio Conventions" were born. This has led to practically independent courses of action of climate change mitigation and biodiversity conservation actions, neglecting potential conflicts among outcomes and with missed opportunities for synergistic measures. Transformative governance principles have been proposed to overcome these limitations. Using a transformative governance lens, we use the case of the Norwegian "Climate Cure 2030" for the Land Use, Land-Use Change and Forestry (LULUCF) sector to, first, illustrate the mechanisms that have led to the choice of climate mitigation measures; second, to analyze the potential consequences of these measures on biodiversity and greenhouse gas (GHG) emissions; and, third, to evaluate alternative measures with potential positive outcomes for biodiversity and GHG emissions/removals. Forests provide ecosystem services (ES) that confer comparative advantages to the land market. The aim of research was to value forests that support ES in agricultural systems located in the Colombian Amazon piedmont. The hedonic price method was used to observe the influence of the forest on the price of farms and the contingent valuation method was used to find urban inhabitants' Willingness to Pay (WTP) for the conservation of the forests that guarantee these ES. Landowners identified carbon storage as the forest's main ES, but the price of the land did not reflect the economic benefits derived from these: the marginal WTP was - $ 964.4 dollars, a value that represents the opportunity cost of land use. The paper aimed to present the research results on some environmental challenges and priorities of climate resilience. The research work was carried out in 2021 and referred to the analysis of the transcendence character corresponding to the environmental policies according to the strategic guidelines of recovery and resilience for sustainable development and green transition. Although sustainable development of the Romanian water sector has been approached in the past, the present paper has new research related to the water security and its role in building the climate resilience of agriculture and rural development in the European Union and our country. From a methodological view, there are used accumulations and outcomes from the specialty literature, from previous researches, the own data processing in figures and tables to describe some conceptual relationships, comparative analyses of the developmental state and the climatic vulnerability of the Romanian water infrastructure sector. Informational Regulation, the Environment, and the Public generates a typology to analyze how public disclosure Ainctions in informational regulation. In the environmental context, informational regulation compels the public disclosure of environmental information without mandating substantive environmental outcomes in the expectation that disclosure itselfwill prompt beneficial change in the environmental context. Application of the Article's typology reveals that the emperor has no clothes: Communication of environmental in/brmation to the public is considered central to policies employing informational regulation, but the injormation produced pursuant to these measures largelyfails to reach or be understood by lay individuals. For example, empirical data shows that corporations required to publicly report releases under the Toxic Release Inventory (TRI) do change their conduct to reduce those releases despite being under no legal obligation to do so. Most people, however, are wholly unaware of the information disclosed under the TRI and. even if made aware of it, unable to comprehend its significance. Extractive activities constitute an essential strategic sector in the renewable transformation of the new energy model that the European Union is ambitiously promoting through numerous regulatory and strategic instruments in the last five years from the Paris Agreement until the recent approval of the proposed regulatory package "Fit for 55" and the European Climate Law, with the aim of achieving climate neutrality in 2050. To achieve this objective, the so-called critical mineral resources (CRM, critical raw materials) constitute a key element related to climate change and the development of renewable technologies of the new energy model, once again placing these activities at the center of the history of industrial and economic transformations, this time in the 21st century. Despite the impetus and attention from the European Union, through the EU Action Plan on minerals and raw materials essential for the development of strategic sectors and the promotion of their extraction, in Spain we continue in a regime of exceptionality and constitutional abnormality before the still pending Law of Bases of the Mining Regime (art. 149.1.25) that adapts the preconstitutional Law of 1973 to the organization and competences of the Autonomous State, and that dynamizes and promotes a new intelligent and environmentally climatic mining (Smart Mining) both with a current regulation in the granting of permits and concessions, as happens in the legislation of neighboring countries, as well as with the introduction of technologies that facilitate the search for resources with new prospecting methods and the resolution of mineral problems and improvement of the final products. However, maintaining a tradition of the Governments in Spain of the absence of regulatory predetermination and great discretion in their actions and decisions, paradoxically these activities have not received the slightest attention in the three pillars of our Strategic Framework for Energy and Climate, leaving a mere very punctual mention, and also in a prohibitive sense, in the recent Law on Climate Change and Energy Transition. Human-induced salinization caused by the use of road deicing salts, agricultural practices, mining operations, and climate change is a major threat to the biodiversity and functioning of freshwater ecosystems. Yet, it is unclear if freshwater ecosystems are protected from salinization by current water quality guidelines. Leveraging an experimental network of land-based and in-lake mesocosms across North America and Europe, we tested how salinization— indicated as elevated chloride (Cl2) concentration—will affect lake food webs and if two of the lowest Cl2 thresholds found globally are sufficient to protect these food webs. Our results indicated that salinization will cause substantial zooplankton mortality at the lowest Cl2 thresholds established in Canada (120 mg Cl2/L) and the United States (230 mg Cl2/L) and throughout Europe where Cl2 thresholds are generally higher. For instance, at 73% of our study sites, Cl2 concentrations that caused a ≥50% reduction in cladoceran abundance were at or below Cl2 thresholds in Canada, in the United States, and throughout Europe. Similar trends occurred for copepod and rotifer zooplankton. The loss of zooplankton triggered a cascading effect causing an increase in phytoplankton biomass at 47% of study sites. Such changes in lake food webs could alter nutrient cycling and water clarity and trigger declines in fish production. Current Cl2 thresholds across North America and Europe clearly do not adequately protect lake food webs. Water quality guidelines should be developed where they do not exist, and there is an urgent need to reassess existing guidelines to protect lake ecosystems from human-induced salinization. Climate change is a non-traditional security crisis affecting the global economy and diplomatic progress. In order to curtail carbon emissions and alleviate the perils of climate change at their roots, urban green innovation (UGI) has emerged as a pivotal technological solution. Using the expansion of the Yangtze River Delta urban agglomeration in China as a case study, this paper develops a quasi-experimental model to analyze the effects of regional integration policies on UGI. The main findings are: (1) Regional integration policies significantly enhance UGI and their impact is more pronounced with the expansion of urban agglomerations; (2) Regional integration policies contribute to the advancement of exploitative green innovation while tending to diminish exploratory green innovation; (3) The green innovation effects (GIEs) created by the expansion of regional integration policies are largely influenced by governmental mechanisms on environmental governance as well as residents' green preferences. Achieving the global decarbonization goal under global conflicts is becoming more uncertain. Within this context, this article seeks to examine the effects of global environmental management and efforts to achieve this goal. Specifically, it investigates the role of democracy, control of corruption, and civil society participation as mechanisms that moderate the impact of environmental policy and legislation, particularly clean energy policy and climate change legislation (laws and regulations), on carbon emissions in highly polluted countries. The empirical results show that (i) the effects of democracy-clean energy policies and climate change legislation are relatively small in reducing carbon emissions; (ii) the effect of controlling corruption-climate change regulations is strong in reducing emissions, meaning that governments with higher control of corruption are more effective at enacting and executing laws and regulations dealing with environmental challenges which help achieve desirable environmental outcomes; (iii) strong civil society participation helps the execution of clean energy policies and climate change legislation to curb emissions, and (iv) the robustness check also provides strong evidence that higher control of corruption can contribute to the effectiveness of these policies and legislation in reducing carbon emissions. This commentary discusses how the latest resolution adopted by the UN Human Rights Council (UNHRC), recognizing “The Human Right to a Safe, Clean, Healthy and Sustainable Environment,” paves the way for a juridico-political argument over Climate-induced problems. First and foremost in this piece, the climate change-related refugee movement is examined from a critical perspective. Additionally, the paper also asserts that the issue of ‘climate refugees’ is neglected, and climate-induced migration challenges the current international migration framework. Therefore, this commentary seeks to investigate the impacts and relevance of international law and politics on ‘climate refugees’ in the case of the Republic of Haiti. An analysis of European economic trade policy and its role in international diplomacy on climate change. This accounts for both the objective financial benefts and incentives of preferential trading agreements as well as the influence of these deals on wider foreign relations. The findings of this paper are that withholding trade agreements to encourage or coerce similar progressive causes such as demilitarisation are highly limited in their impact, and that many of the causes of this outcome apply equally to climate issues. A loose explanation of how trade agreements and the associated diplomatic relationships which accompany them could be utilised to promote better environmental practices is also provided, based on the economic conditions of countries and communities involved. Climate change which has showing its effects more severely both on a global and national scale requires global and national measures to be taken. In that means, European Green Deal (EGD) and Sustainable Development Goals (SDGs) are thought that they are like qualified climate change mitigation appeal which attract attention. For his reason, it is very important for future policies to examine these two climate change mitigation calls in detail and to internalize what can be done in this framework. About this, advisories, implementations, and precautions which are assimilated by individuals and sectors are going to be the most important steps in terms of the target of climate change mitigation. Within this scope, energy, economy, land use, soil management and agricultural implementations regarding what can be done in the direction of EGD and SDGs are mentioned in this review, and Turkey's current situation and applicable strategy and methods with just transition are examined in detail. Research which is investigated in the study show that SDGs and EGD in terms of Turkey can achieve common goals with supporting R&D studies, developing applicable economic and environmental policies, and changing sectoral production habits and individual consumption habits. Mechanisms that reliably and efficiently guide practitioners to find relevant evidence are urgent for conservation decision‐making in Chilean Patagonia. The objective of this study was to systematically collect, characterize, and synthesize the extensive evidence about conservation knowledge in Chilean Patagonia focusing on the impacts of global change drivers on ecosystems and human–nature relationships, identifying knowledge gaps, and providing policy recommendations. The quality of the evidence was assessed through a predefined level‐of‐evidence hierarchy scale, applied to a sample of the studies reviewed. We compiled ~1000 studies documenting that evidence focusing on terrestrial and marine ecosystems has grown exponentially. For terrestrial ecosystems, most studies have addressed climate change, habitat change, and invasive species; while for marine ecosystems, studies have focused on pollution, invasive species, and habitat change. We identified that an important gap is the study of the social dimensions of conservation, and future efforts should focus on incorporating traditional and local knowledge as this can help point the way to ecosystem conservation. The appraisal of the quality of the evidence showed that ~80% of the sample represented reliable evidence with underlying data and an experimental design. Enhanced efforts to deliver this evidence to decision‐makers in a user‐friendly format for evidence uptake in conservation policy are urgent. New Zealand's existing law and policy is not adequate to provide for appropriate adaptation to the effects of climate change. There have been widespread calls for law reform, particularly to the laws affecting local government decision-making on the adoption of climate adaptation mechanisms, such as the Resource Management Act 1991 (RMA). The author is one researcher who has identified the need for law reform in this area, focusing on the (in)ability of the RMA to deal with the adaptation necessary to handle the expected effects of sea-level rise. In July 2020 an independent Resource Management Review Panel (the Randerson panel) recommended replacing the current Resource Management Act with a completely new resource management system and suite of laws. One of the topics addressed in the Panel's 531-page report is law reform for climate adaptation. The Panel recommended the adoption of a separate Climate Adaptation and Managed Retreat Act to enable better decision-making processes and results. The government has adopted the Panel's recommendations and is in the process of drafting legislation to implement them. Major banks in the United States and globally have begun to assert an active role in the transition to a low-carbon economy and the reduction of climate risk through private environmental and climate governance. This Essay situates these actions within historical and economic contexts: It explains how the legal foundations of banks' sense of social purpose intersect with their economic incentives to finance major structural transitions in society. In doing so, this Essay sheds light on the reasons why we can expect banks to be at the center of this contemporary transition. This Essay then considers how banks have taken up this role to date. It proposes a novel taxonomy of the various forms of private environmental and climate governance emerging in the U.S. banking sector today. Finally, this Essay offers a set of factors against which to normatively assess the value of these actions. While many scholars have focused on the role of shareholders and equity in private environmental and climate governance, this Essay is the first to position these steps taken by banks within that larger context. Based on experiences of participation by civil society actors, we propose to develop a diagnosis of the relationship between society and the State in policies of adaptation to climate change in Acapulco, Guerrero. The information was collected through semi-structured in-depth interviews. The information was coded and categorized by identifying one or more text passages with a theme and relating it to a code. We found a fragmentation of agendas and mechanisms for public action by civil actors in a political environment characterized by a sub-national authoritarianism that prevents the construction of dissident political agendas, and a lack of specialized knowledge about the problem of climate change by local activists. For climate science information to be assimilated, it must actively communicate in the appropriate language, seeking participatory mechanisms that generate reliable and transparent data production, and that strengthen the emergence of a common environmentalist agenda. Climate change is complex during the best of times. It is commonly conceptualized as the quintessential global collective action problem: it affects those who do not contribute to it while the benefits of climate change mitigation measures are not restricted to those who pursue such measures. This conceptualization illustrates the high transaction costs involved in domestic policies as well as in international agreements addressing climate change, and it is of academic and practical interest. As such, this Article discusses the current challenges that climate change policies face, focusing on the linkages between the climate change policies of the Trump administration and the COVID-19 pandemic and on the effects of those linkages, both in the United States and globally. Specifically, this Article addresses the Trump administration's attacks on climate science and its deregulatory climate agenda, as well as the United States' withdrawal from the Paris Agreement on Climate Change. In addition, it discusses principles of international law and the challenges related to state liability for environmental harms in the context of the COVID-19 crisis. This Article also assesses how the United States' climate policies are likely to aggravate inequalities both domestically, as well as globally, in the aftermath of the pandemic. This Article offers several original contributions. First, it provides a unique assessment of how the deregulatory climate policies implemented nationally and internationally by the Trump administration have magnified the COVID-19 crisis. Second, the law and economics methodology used in this Article validates the claim that improving environmental quality is connected to optimizing early regulatory action. Third, this Article discusses the challenges of state liability for climate harms in the aftermath of the United States' withdrawal from the Paris Agreement and concurrent COVID-19 pandemic. Finally, this Article offers relevant insights for the literature on climate change that are likely to be applicable to critical future situations, whether they are health-related, a global economic crisis, or climate-related emergencies. Ultimately, this Article concludes that, in the aggregate, all such climate change policies have contributed to increased pollution, including elevated greenhouse gas emissions that have aggravated pre-pandemic inequalities embedded within the United States and among countries. Consequently, the domestic and international policy choices of the Trump administration are worsening the impact of the pandemic, particularly for those in more vulnerable positions, as well as indelibly poisoning the global commons. This study examines Taiwan's ecological footprint (EF) and its Overshoot Day from 2000 to 2018. The latest EF calculation method is used to determine the conversion rates and equivalent factors of bioproductive lands in each year to establish a database of Taiwan's EF in that period. The results reveal that Taiwan's EF was 7.69 gha/person in 2000, dropping steadily to 6.46 gha/person in 2018. Taiwan's carbon footprint accounted for about 61% of Taiwan's total EF, slightly higher than the world average (60%). The carbon footprint as a proportion of the total EF has been increasing annually. This study adopts social communication tools, such as the overshoot day and the earth clock, to promote sustainable development goals and climate change policy initiatives. Global Footprint Network (GFN) updates the overshoot day of each country in its database yearly, based on each country's EF and biocapacity. Since Taiwan is not included in GFN, this study adopts the same method and finds out that Taiwan's Overshoot Day in 2018 was March 14th, meaning that on March 14th, 2018, Taiwan exhausted all of the biological resources that its bioproductive lands can regenerate in the year. If the global population lived like Taiwanese, four Earths would be required to provide the resources used. This result not only reflects the consumption of natural resources in Taiwan, but also indicates that Taiwan should focus on sustainable development and reduce that consumption. This article analyses the recent significant increase in number, prominence and impact of shareholder resolutions focused on environmental, social and governance ('ESG') issues in Australia. The analysis is placed in the context of the legal framework for shareholder resolutions and uses two sources of data: information about shareholder ESG resolutions in listed companies between 2002 and 2019, and interviews with representatives of resolution proponents, institutional shareholders, company directors, governance professionals, and the Australian Securities and Investments Commission. It finds a significant increase in the last three years in ESG shareholder resolutions, particularly climate change resolutions, concentrated in a small number of filers, companies and industries. Against a background of modest average levels of support for shareholder ESG resolutions, examples of companies which have recorded high levels of support are notable. Shareholder ESG resolutions are generally recognised as a valuable corporate stakeholder engagement mechanism, producing positive change in some companies. [ABSTRACT FROM AUTHOR]

The sixth Coupled Model Intercomparison Project (CMIP6) scenarios provide opportunities to explore global climate and pollution mitigation pathways with socioeconomic features, but they might be limited on regional-scale projections due to inadequate consideration of local policies. Here, we simulated China's PM2.5 air quality with local policy-based scenarios (Dynamic Projection for Emissions in China (DPEC)) and the CMIP6 scenarios. We found both emission inventories can reproduce China's base-year PM2.5 and chemical aerosols while using DPEC emissions could better match in-situ observations. In addition, DPEC mitigation scenarios can better capture China's PM2.5 decline during 2015-2019 (22% under SSP2-45-policy and 30% under SSP1-26-best) with observations (~28%) than CMIP6 emissions. With the effects of current-year bias and inadequate considerations of pollution control policies, PM2.5 projections in 2030 and 2050 with CMIP6 mitigation scenarios are 42%-48% (9-13 µg/m3) and 59%-73% (8-12 µg/m3) higher than projections with DEPC. Our study suggests the community should incorporate more region-specific environmental policy in future scenario designs. Plain Language Summary Global emission scenarios might be limited on regional-scale air quality projections because of inadequate consideration of local environmental policy. Here, we simulated China's air quality variations through 2050 with global emission data sets and local policy-based emission scenarios. Both global and local emissions can reasonably estimate China's air quality; however, estimations with local emission scenarios are more correlated with surface observations and can better capture China's rapid air quality improvement during 2015-2019. Local policy deficiencies and current year bias further make future air quality projections driven by global emission scenarios 42%-73% higher than driven by local policy-based scenarios. Our findings could offer insights for the research community to incorporate more detailed regional information in future global scenario designs, which might help to better investigate the climate change impacts and improve global scenario applicability to regional scales. Climate change is a key threat to biodiversity. To conserve species under climate change, ecologists and conservation scientists suggest 2 main conservation strategies regarding land use: supporting species' range shifts to enable it to follow its climatic requirements by creating migration pathways, such as corridors and stepping stones, and conserving climate refugia (i.e., existing habitat areas that are somewhat buffered from climate change). The policy instruments that could be used to implement these conservation strategies have yet to be evaluated comprehensively from an economic perspective. The economic analyses of environmental policy instruments are often based on ecological effectiveness and cost‐effectiveness criteria. We adapted these general criteria to evaluate policy instruments for species' conservation under climate change and applied them to a conceptual analysis of land purchases, offsets, and conservation payments. Depending on whether the strategy supporting species' range shifts or conserving climate refugia is selected, the evaluation of the policy instruments differed substantially. For example, to ensure ecological effectiveness, habitat persistence over time was especially important for climate refugia and was best achieved by a land‐purchase policy instrument. In contrast, for the strategy supporting range shifts to be ecologically effective, a high degree of flexibility in the location of conserved sites was required to ensure that new habitat sites can be created in the species' new range. Offset programs were best suited for that because the location of conservation sites can be chosen comparatively freely and may also be adapted over time.
