Tick-borne encephalitis virus (TBEV) is found in Ixodes ricinus ticks throughout the area where viable tick populations exist. In Norway, TBEV is found in I. ricinus from the south coast until Brønnøy municipality in Nordland County and the range of the vector is expanding due to changes in climate, vegetation, host animals and environmental conditions. TBEV might thus have the potential to establish in new areas when I. ricinus expand its geographical distribution. At present, there is little knowledge on the status of the virus in high-altitude areas of inland regions in Norway. It has previously been indicated that reindeer may be an important sentinel species and indicator of the spread of ticks and TBEV in high-altitude regions. In this study, 408 semi-domesticated Eurasian tundra reindeer (Rangifer tarandus tarandus) from eight herds, from Tana in Troms and Finnmark County in northern Norway to Filefjell in Innlandet and Viken Counties in southern Norway, were screened for TBEV antibodies using a commercial enzyme-linked immunosorbent assay (ELISA). We found 16 TBEV reactive reindeer samples by ELISA; however, these results could not be confirmed by the serum neutralization test (SNT). This could indicate that a flavivirusand not necessarily TBEV, may be circulating among Norwegian semi-domesticated reindeer. The results also indicate that TBEV was not enzootic in Norwegian semi-domesticated reindeer in 2013–2015. This knowledge is important as an information base for future TBEV and flavivirus surveillance in Norway.

Flaviviruses are a threat to public health and can cause major disease outbreaks. Tick-borne encephalitis (TBE) is caused by a flavivirus, and it is one of the most important causes of viral encephalitis in Europe and is on the rise in Sweden. As there is no antiviral treatment availa-ble, vaccination remains the best protective measure against TBE. Currently available TBE vaccines are based on formalin-inactivated virus produced in cell culture. These vaccines must be delivered by intramuscular injection, have a burdensome immunization schedule, and may exhibit vaccine failure in certain populations. This project aimed to develop an edible TBE vaccine to trigger a stronger immune response through oral delivery of viral antigens to mucosal surfaces. We demonstrated successful expression and post-translational processing of flavivirus structural pro-teins which then self-assembled to form virus-like particles in Nicotiana benthamiana. We performed oral toxicity tests in mice using various plant species as potential bioreactors and evaluated the immunogenicity of the resulting edible vaccine candidate. Mice immunized with the edible vaccine candidate did not survive challenge with TBE virus. In preparation for a legal implementation of EU-regulation 1829/2003, the Norwegian Environment Agency (former Norwegian Directorate for Nature Management) has requested the Norwegian Food Safety Authority (NFSA) to give final opinions on all genetically modified organisms (GMOs) and products containing or consisting of GMOs that are authorized in the European Union under Directive 2001/18/EC or Regulation 1829/2003/EC within the Authority’s sectoral responsibility. The Norwegian Food Safety Authority has therefore, by letter dated 13 February 2013 (ref. 2012/150202), requested the Norwegian Scientific Committee for Food Safety (VKM) to carry out scientific risk assessments of 39 GMOs and products containing or consisting of GMOs that are authorized in the European Union. The request covers scope(s) relevant to the Gene Technology Act. The request does not cover GMOs that VKM already has conducted its final risk assessments on. However, the Agency requests VKM to consider whether updates or other changes to earlier submitted assessments are necessary. The insect-resistant and herbicide-tolerant genetically modified maize Bt11 x GA21 (Unique Identifier SYN-BTØ11-1 x MON ØØØ21-9 ) from Syngenta Seeds is approved under Regulation (EC) No 1829/2003 for food and feed uses, import and processing since 28 July 2010 (Commission Decision 2010/4263/EC). Genetically modified maize Bt11 x GA21 has previously been risk assessed by the VKM Panel on Genetically Modified Organisms (GMO), commissioned by the Norwegian Food Safety Authority and the Norwegian Environment Agency related to the EFSAs public hearing of the application EFSA/GMO/UK/2007/49 in 2008 (VKM 2009a). In addition, Bt11 and GA21 has been evaluated by the VKM GMO Panel as single events and as a component of several stacked GM maize events (VKM 2005a,b, 2007, 2008, 2009b,c,d, 2010, 2012a,b).

Organic plant production in 2012 covered 50 200 ha which is 5.1% of the total agricultural area of Norway. The country is on the northern frontier for commercial plant production with short growing season, low summer temperature, and in some districts precipitation above the optimum for crops. However, many hours of daylight during the summer months are positive for plant production. Very few Norwegian studies have compared organic and conventional plant production. Therefore, the evaluations of nutrient contents, plant health and environmental contaminants are mainly based on scientific publications from other countries of Europe and North America. The main sources of uncertainty in the evaluation are differences in climate, soil types and varieties cultivated in Norway and in the countries were comparative studies of organic and conventional agriculture have been performed.

The Norwegian Scientific Committee for Food Safety performed the present assessment of the differences between organic and conventional foods and food production on plant health, animal health and welfare and human health at the request of the Norwegian Food Safety Authority. The work was divided into five parts: (I) Plant health and plant production, (II) Animal health and welfare, (III) Human health - nutrition and contaminants, (IV) Human health – hygiene and pathogens and (V) Human health - pesticide residues.

The two salts NaCl and KCl appear to function similarly in controlling growth of microorganisms in foods. However, present information is limited. As KCl, in the present context, may fully or partially replace NaCl at the same molarity, there should be no need to evaluate the consequences of different replacement scenarios further as the food safety most likely would not be altered. The microbiological part of this risk assessment only concerns possible effects of partial or full replacement of NaCl with KCl on the survival, growth or toxin production by food-borne bacteria. NaCl has an impact during processing of food. The preservative functionality of KCl has been shown to be equivalent to that of NaCl when calculated on molar basis (Bidlas&Lambert 2008) thus not increasing risk for survival, growth or toxin production by food-borne bacteria.. Irrespective of food group, NaCl can be fully or partially replaced by KCl at the same molarity, without altering microbiological food safety
