We propose the use of variable resolution boundaries based on central Voronoi tessellations (CVTs) to spatially aggregate building exposure models for risk assessment to various natural hazards. Such a framework is especially beneficial when the spatial distribution of the considered hazards presents intensity measures with contrasting footprints and spatial correlations, such as in coastal environments. This work avoids the incorrect assumption that a single intensity value from hazards with low spatial correlation (e.g. tsunami) can be considered to be representative within large-sized geo-cells for physical vulnerability assessment, without, at the same time, increasing the complexity of the overall model. We present decoupled earthquake and tsunami scenario-based risk estimates for the residential building stock of Lima (Peru). We observe that earthquake loss models for far-field subduction sources are practically insensitive to the exposure resolution. Conversely, tsunami loss models and associated uncertainties depend on the spatial correlations of the hazard intensities as well as on the resolution of the exposure models. We note that for the portfolio located in the coastal area exposed to both perils in Lima, the ground shaking dominates the losses for lower-magnitude earthquakes, whilst tsunamis cause the most damage for larger-magnitude events. For the latter, two sets of existing empirical flow depth fragility models are used, resulting in large differences in the calculated losses. This study, therefore, raises awareness about the uncertainties associated with the selection of fragility models and spatial aggregation entities for exposure modelling and loss mapping.

Tsunamis are unpredictable and infrequent but potentially large impact natural disasters. To prepare, mitigate and prevent losses from tsunamis, probabilistic hazard and risk analysis methods have been developed and have proved useful. However, large gaps and uncertainties still exist and many steps in the assessment methods lack information, theoretical foundation, or commonly accepted methods. Moreover, applied methods have very different levels of maturity, from already advanced probabilistic tsunami hazard analysis for earthquake sources, to less mature probabilistic risk analysis. In this review we give an overview of the current state of probabilistic tsunami hazard and risk analysis. Identifying research gaps, we offer suggestions for future research directions. The NEAM Tsunami Hazard Model 2018 (NEAMTHM18) is a probabilistic hazard model for tsunamis generated by earthquakes. It covers the coastlines of the North-eastern Atlantic, the Mediterranean, and connected seas (NEAM). NEAMTHM18 was designed as a three-phase project. The first two phases were dedicated to the model development and hazard calculations, following a formalized decision-making process based on a multiple-expert protocol. The third phase was dedicated to documentation and dissemination. The hazard assessment workflow was structured in Steps and Levels. There are four Steps: Step-1) probabilistic earthquake model; Step-2) tsunami generation and modeling in deep water; Step-3) shoaling and inundation; Step-4) hazard aggregation and uncertainty quantification. Each Step includes a different number of Levels. Level-0 always describes the input data; the other Levels describe the intermediate results needed to proceed from one Step to another. Alternative datasets and models were considered in the implementation. The epistemic hazard uncertainty was quantified through an ensemble modeling technique accounting for alternative models’ weights and yielding a distribution of hazard curves represented by the mean and various percentiles. Hazard curves were calculated at 2,343 Points of Interest (POI) distributed at an average spacing of ∼20 km. Precalculated probability maps for five maximum inundation heights (MIH) and hazard intensity maps for five average return periods (ARP) were produced from hazard curves. In the entire NEAM Region, MIHs of several meters are rare but not impossible. Considering a 2% probability of exceedance in 50 years (ARP≈2,475 years), the POIs with MIH >5 m are fewer than 1% and are all in the Mediterranean on Libya, Egypt, Cyprus, and Greece coasts. In the North-East Atlantic, POIs with MIH >3 m are on the coasts of Mauritania and Gulf of Cadiz. Overall, 30% of the POIs have MIH >1 m. NEAMTHM18 results and documentation are available through the TSUMAPS-NEAM project website (http://www.tsumaps-neam.eu/), featuring an interactive web mapper. Although the NEAMTHM18 cannot substitute in-depth analyses at local scales, it represents the first action to start local and more detailed hazard and risk assessments and contributes to designing evacuation maps for tsunami early warning.

Forecasting and early warning systems are important investments to protect lives, properties and livelihood. While early warning systems are frequently used to predict the magnitude, location and timing of potentially damaging events, these systems rarely provide impact estimates, such as the expected amount and distribution of physical damage, human consequences, disruption of services or financial loss. Complementing early warning systems with impact forecasts has a two‐fold advantage: it would provide decision makers with richer information to take informed decisions about emergency measures, and focus the attention of different disciplines on a common target. This would allow capitalizing on synergies between different disciplines and boosting the development of multi‐hazard early warning systems. This review discusses the state‐of‐the‐art in impact forecasting for a wide range of natural hazards. We outline the added value of impact‐based warnings compared to hazard forecasting for the emergency phase, indicate challenges and pitfalls, and synthesize the review results across hazard types most relevant for Europe. 39 pages, 6 figures, 2 tables, This paper presents major gaps and challenges for implementing the UN Decade of Ocean Science for Sustainable Development (2021-2030) in the Mediterranean region. The authors make recommendations on the scientific knowledge needs and co-design actions identified during two consultations, part of the Decade preparatory-phase, framing them in the Mediterranean Sea’s unique environmental and socio-economic perspectives. According to the ‘Mediterranean State of the Environment and Development Report 2020’ by the United Nations Environment Programme Mediterranean Action Plan and despite notable progress, the Mediterranean region is not on track to achieve and fully implement the Sustainable Development Goals of Agenda 2030. Key factors are the cumulative effect of multiple human-induced pressures that threaten the ecosystem resources and services in the global change scenario. The basin, identified as a climate change vulnerability hotspot, is exposed to pollution and rising impacts of climate change. This affects mainly the coastal zones, at increasing risk of extreme events and their negative effects of unsustainable management of key economic assets. Transitioning to a sustainable blue economy is the key for the marine environment’s health and the nourishment of future generations. This challenging context, offering the opportunity of enhancing the knowledge to define science-based measures as well as narrowing the gaps between the Northen and Southern shores, calls for a joint (re)action. The paper reviews the state of the art of Mediterranean Sea science knowledge, sets of trends, capacity development needs, specific challenges, and recommendations for each Decade’s societal outcome. In the conclusions, the proposal for a Mediterranean regional programme in the framework of the Ocean Decade is addressed. The core objective relies on integrating and improving the existing ocean-knowledge, Ocean Literacy, and ocean observing capacities building on international cooperation to reach the “Mediterranean Sea that we want”, With the institutional support of the ‘Severo OchoaCentre of Excellence’ accreditation (CEX2019-000928-S)

Probabilistic Tsunami Hazard Analysis (PTHA) quantifies the probability of exceeding a specified inundation intensity at a given location within a given time interval. PTHA provides scientific guidance for tsunami risk analysis and risk management, including coastal planning and early warning. Explicit computation of site-specific PTHA, with an adequate discretization of source scenarios combined with high-resolution numerical inundation modelling, has been out of reach with existing models and computing capabilities, with tens to hundreds of thousands of moderately intensive numerical simulations being required for exhaustive uncertainty quantification. In recent years, more efficient GPU-based High-Performance Computing (HPC) facilities, together with efficient GPU-optimized shallow water type models for simulating tsunami inundation, have now made local long-term hazard assessment feasible. A workflow has been developed with three main stages: 1) Site-specific source selection and discretization, 2) Efficient numerical inundation simulation for each scenario using the GPU-based Tsunami-HySEA numerical tsunami propagation and inundation model using a system of nested topo-bathymetric grids, and 3) Hazard aggregation. We apply this site-specific PTHA workflow here to Catania, Sicily, for tsunamigenic earthquake sources in the Mediterranean. We illustrate the workflows of the PTHA as implemented for High-Performance Computing applications, including preliminary simulations carried out on intermediate scale GPU clusters. We show how the local hazard analysis conducted here produces a more fine-grained assessment than is possible with a regional assessment. However, the new local PTHA indicates somewhat lower probabilities of exceedance for higher maximum inundation heights than the available regional PTHA. The local hazard analysis takes into account small-scale tsunami inundation features and non-linearity which the regional-scale assessment does not incorporate. However, the deterministic inundation simulations neglect some uncertainties stemming from the simplified source treatment and tsunami modelling that are embedded in the regional stochastic approach to inundation height estimation. Further research is needed to quantify the uncertainty associated with numerical inundation modelling and to properly propagate it onto the hazard results, to fully exploit the potential of site-specific hazard assessment based on massive simulations.

Regional and global tsunami hazard analysis requires simplified and efficient methods for estimating the tsunami inundation height and its related uncertainty. One such approach is the amplification factor (AF) method. Amplification factors describe the relation between offshore wave height and the maximum inundation height, as predicted by linearized plane wave models employed for incident waves with different wave characteristics. In this study, a new amplification factor method is developed that takes into account the offshore bathymetry proximal to the coastal site. The present AFs cover the North-Eastern Atlantic and Mediterranean (NEAM) region. The model is the first general approximate model that quantifies inundation height uncertainty. Uncertainty quantification is carried out by analyzing the inundation height variability in more than 500 high-resolution inundation simulations at six different coastal sites. The inundation simulations are undertaken with different earthquake sources in order to produce different wave period and polarity. We show that the probability density of the maximum inundation height can be modeled with a log-normal distribution, whose median is quite well predicted by the AF. It is further demonstrated that the associated maximum inundation height uncertainties are significant and must be accounted for in tsunami hazard analysis. The application to the recently developed TSUMAPS-NEAM probabilistic tsunami hazard analysis (PTHA) is presented as a use case.

Subduction systems globally terminate, allowing plate-motion to be transferred from the oceanic megathrust onto continental and/or oceanic transform faults. The mechanism of this kinematic transition over earthquake timescales is, however, poorly understood due to a lack of relevant data. Here, we study the 2016 Mw 7.8 Kaikōura Earthquake in New Zealand, the first large instrumentally-recorded earthquake across a subduction-termination, to investigate this transfer mechanism in detail. We find that the Kaikōura Earthquake, unlike standard subduction earthquakes globally, involved a predominance (∼80%) of coseismic-slip on upper-plate faults and minor triggered-slip on the underlying oceanic subduction-thrust. In the months following the earthquake, the subduction-thrust accommodated most of the earthquake's afterslip down-dip of its co-seismic rupture zone. This top-down strain-release mechanism is in accord with local geological, geodetic and historical seismicity data which suggest that the bulk of plate-convergence (>75%) is accommodated in the upper-plate. We suggest, therefore, that this alternative strain-release mechanism, which is distinct from standard plate-boundary earthquakes, is characteristic of subduction-terminations and results in the majority of seismic/tsunami hazard being on steep near-surface faults.

Applying probabilistic methods to infrequent but devastating natural events is intrinsically challenging. For tsunami analyses, a suite of geophysical assessments should be in principle evaluated because of the different causes generating tsunamis (earthquakes, landslides, volcanic activity, meteorological events, and asteroid impacts) with varying mean recurrence rates. Probabilistic Tsunami Hazard Analyses (PTHAs) are conducted in different areas of the world at global, regional, and local scales with the aim of understanding tsunami hazard to inform tsunami risk reduction activities. PTHAs enhance knowledge of the potential tsunamigenic threat by estimating the probability of exceeding specific levels of tsunami intensity metrics (e.g., run-up or maximum inundation heights) within a certain period of time (exposure time) at given locations (target sites); these estimates can be summarized in hazard maps or hazard curves. This discussion presents a broad overview of PTHA, including (i) sources and mechanisms of tsunami generation, emphasizing the variety and complexity of the tsunami sources and their generation mechanisms, (ii) developments in modeling the propagation and impact of tsunami waves, and (iii) statistical procedures for tsunami hazard estimates that include the associated epistemic and aleatoric uncertainties. Key elements in understanding the potential tsunami hazard are discussed, in light of the rapid development of PTHA methods during the last decade and the globally distributed applications, including the importance of considering multiple sources, their relative intensities, probabilities of occurrence, and uncertainties in an integrated and consistent probabilistic framework.

This study reports on recent developments of the Indonesia Tsunami Early Warning System (InaTEWS), specifically the tsunami modeling components used in the system. It is a dual system: firstly, InaTEWS operates a high-resolution scenario database pre-computed with the finite element model TsunAWI; running in parallel, the system also contains a supra real-time modeling component based on the GPU-parallelized linear long-wave model easyWave, capable of dealing with events outside the database coverage. The evolution of the tsunami scenario database over time is covered in the first sections also touching on the involved capacity building efforts. Starting with a coverage of just the Sunda Arc region, the database now includes scenarios for 15 fault zones. The study is augmented by an investigation of warning products used for early warning; the estimated wave height (EWH) and the estimated time of arrival (ETA). These parameters are determined by easyWave and TsunAWI with model specific approaches. Since the numerical setup of the two models is very different, the extent of variations in warning products is investigated for a number of scenarios, where both pure database scenarios and applications to real events are considered. Finally, the performance of the system in past tsunami events is reviewed to point out major system updates.

Historical data indicate that the Middle America subduction zone represents the primary tsunamigenic source that affects the Central American coastal areas. In recent years, the tsunami potential in the region has mainly been assessed using maximum credible earthquakes or historical events showing moderate tsunami potential. However, such deterministic scenarios are not provided with their adequate probability of occurrence. In this study, earthquake rates have been combined with tsunami numerical modeling in order to assess probabilistic tsunami hazard posed by local and regional seismic sources. The common conceptual framework for the probabilistic seismic hazard assessment has been adapted to estimate the probabilities of exceeding certain tsunami amplitudes along the Central American Pacific coast. The study area encompasses seismic sources related to the Central America, Colombia and Ecuador subduction zones. In addition to the classical subduction inter-plate events, this study also incorporates sources at the outer rise, within the Caribbean crust as well as intra-slab sources. The study yields conclusive remarks showing that the highest hazard is posed to northwestern Costa Rica, El Salvador and the Nicaraguan coast, southern Colombia and northern Ecuador. In most of the region it is 50 to 80% likely that the tsunami heights will exceed 2 m for the 500 year time exposure (T). The lowest hazard appears to be in the inner part of the Fonseca Gulf, Honduras. We also show the large dependence of PTHA on model assumptions. While the approach taken in this study represents a thorough step forward in tsunami hazard assessment in the region, we also highlight that the integration of all possible uncertainties will be necessary to generate rigorous hazard models required for risk planning.

Flank instability and sector collapses, which pose major threats, are common on volcanic islands. On 22 Dec 2018, a sector collapse event occurred at Anak Krakatau volcano in the Sunda Strait, triggering a deadly tsunami. Here we use multiparametric ground-based and space-borne data to show that prior to its collapse, the volcano exhibited an elevated state of activity, including precursory thermal anomalies, an increase in the island’s surface area, and a gradual seaward motion of its southwestern flank on a dipping décollement. Two minutes after a small earthquake, seismic signals characterize the collapse of the volcano’s flank at 13:55 UTC. This sector collapse decapitated the cone-shaped edifice and triggered a tsunami that caused 430 fatalities. We discuss the nature of the precursor processes underpinning the collapse that culminated in a complex hazard cascade with important implications for the early detection of potential flank instability at other volcanoes., On 22 December 2018, the western flank of Anak Krakatau collapsed into the sea of the Sunda Strait triggering a tsunami which killed approximately 430 people and displaced 33,000. Here, the authors show that Anak Krakatau exhibited an elevated state of activity several months prior to the collapse, including precursory thermal anomalies, an increase in the island’s surface area, and a gradual seaward motion of the southwestern flank.

Despite having been rather seismically quiescent for the last decades, the Makran subduction zone is capable of hosting destructive earthquakes and tsunami. In particular, the well-known thrust event in 1945 (Balochistan earthquake) led to about 4000 casualties. Nowadays, the coastal regions are more densely populated and vulnerable to similar events. Furthermore, some recent publications discuss rare but significantly larger events at the Makran subduction zone as possible scenarios. We analyze the instrumental and historical seismicity at the subduction plate interface and generate various synthetic earthquake catalogs spanning 300 000 years with varying magnitude-frequency relations. For every event in the catalogs we compute estimated tsunami heights and present the resulting tsunami hazard along the coasts of Pakistan, Iran and Oman in the form of probabilistic tsunami hazard curves. We show how the hazard results depend on variation of the Gutenberg–Richter parameters and especially maximum magnitude assumption.

The Middle America convergent margin is capable of generating tsunamigenic earthquakes as portrayed through historical data. However, historical tsunamigenic sources appear to be unevenly distributed along the Middle America convergent margin. The last significant tsunami generated along the southern segments of this convergent margin occurred in 1992 causing 10-m run-up in Nicaragua. In particular, the Costa Rican Pacific coast has not clear evidences of significant wave heights or local tsunami events. Partly this could be explained by the lack of historical data since paleotsunami information is not available; thus, no tsunami data beyond 500 years could be found. Nevertheless, large rupture areas or shallow ruptures offshore Costa Rica cannot be neglected. We hereby present the results of numerical simulations aimed to assess the tsunamigenic potential of seismic sources offshore southern Central America. Our approach follows the deterministic method where earthquake maximum credible scenarios are assessed. We assumed hundreds of fault ruptures to obtain surface displacement and tsunami wave heights at the shoreline to assess the tsunami threat along south Nicaragua and Costa Rica. These fault scenarios are based on historical earthquakes as well as on the newest geodetic studies that provided slip deficit. Shallow part of locked segments in this region could release accumulated stress in the near future and may generate tsunamis similar to the 1992 Nicaragua M w 7.6 and 2012 El Salvador M w 7.4 tsunami earthquakes. The numerical simulations presented in this study show that maximum wave heights up to 2–6 m could affect the southern Pacific coast of Central America even when moderate-to-large M w 7.0–8.0 interplate or outer rise earthquakes occur.

On 16 September 2015, the M-W = 8.2 Illapel megathrust earthquake ruptured the Central Chilean margin. Combining inversions of displacement measurements and seismic waveforms with high frequency (HF) teleseismic backprojection, we derive a comprehensive description of the rupture, which also predicts deep ocean tsunami wave heights. We further determine moment tensors and obtain accurate depth estimates for the aftershock sequence. The earthquake nucleated near the coast but then propagated to the north and updip, attaining a peak slip of 5-6 m. In contrast, HF seismic radiation is mostly emitted downdip of the region of intense slip and arrests earlier than the long period rupture, indicating smooth slip along the shallow plate interface in the final phase. A superficially similar earthquake in 1943 with a similar aftershock zone had a much shorter source time function, which matches the duration of HF seismic radiation in the recent event, indicating that the 1943 event lacked the shallow slip.

We introduce a new technique for the dynamic interpretation of high resolution tomographic image and apply it to the French Massif Central. Using petrological and mineral physics data, we convert an upper mantle tomographic model into a 3-D temperature distribution which is then used as input for the dynamic model. Calculated dynamic topography and geoid agree well with observations. This provides further credibility to the upper mantle temperature model which suggests the existence of the hot body (plume?) in the asthenosphere below the Massif Central.

Tsunami warning centres face the challenging task of rapidly forecasting tsunami threat immediately after an earthquake, when there is high uncertainty due to data deficiency. Here we introduce Probabilistic Tsunami Forecasting (PTF) for tsunami early warning. PTF explicitly treats data- and forecast-uncertainties, enabling alert level definitions according to any predefined level of conservatism, which is connected to the average balance of missed-vs-false-alarms. Impact forecasts and resulting recommendations become progressively less uncertain as new data become available. Here we report an implementation for near-source early warning and test it systematically by hindcasting the great 2010 M8.8 Maule (Chile) and the well-studied 2003 M6.8 Zemmouri-Boumerdes (Algeria) tsunamis, as well as all the Mediterranean earthquakes that triggered alert messages at the Italian Tsunami Warning Centre since its inception in 2015, demonstrating forecasting accuracy over a wide range of magnitudes and earthquake types., Probabilistic tsunami forecasting (PTF) defines an approach to tsunami early warning based on uncertainty quantification, enhancing forecast accuracy and enabling rational decision making. PTF is here developed for near-source tsunami warning, and tested in hindcasting mode over a wide range of past earthquakes.
