The abolition of slavery in the Americas in the 19th century was understood as a "moral" and "civilizing" transformation of the nascent republics. Critical historiography shows that it was an economic mechanism that contributed to the accumulation of capital, which clandestinely maintained modalities of transatlantic traffic until the 20th century. Elements of work without freedom can be found today in the labor routes of migrants in Chile. Using qualitative methodologies, we show how the work of migrants is tied to obtaining and keeping "identity papers" and to the racialization of their labor relations. We conclude that unfree labor for migrants is defined by dependence, violence and racism. [ABSTRACT FROM AUTHOR]

This paper examines tenant evictions as a main expression of accumulation by dispossession in Santa Cruz de Tenerife. We analyze the spatial distribution of forced tenant evictions and its outcomes in the historical neighborhood of El Toscal. Our study focus on the interplay between tenant evictions, new waves of gentrification and class struggles in the city center. By drawing on official statistics of the General Council of the Judiciary and on interviews, we explore the interlinked nature of evictions, the expansion of short-term rentals for touristic scopes, and the displacement of popular classes in El Toscal. We found that dispossession via touristification in the neighborhood occurs but it is neither perceived as a factor displacing residents, nor protest or resistance by neighbors. Nevertheless, our findings show that a new wave of gentrification in the central areas of El Toscal, where disinvestment and vacant dwellings concentrate, will take place in the coming years. Instead staying limited to an 'originary' or 'primitive' stage, accumulation by dispossession and its diverse ways of labour super exploitation constitute a permanent and important force of the historic geography of capital. Considering such premise, this paper analyses the course of the practices of semi-slavery, violence, fraud, labour superexploitation and cutting and seizure of rights suffered by the yerba mate harvesters of the provinces of Misiones and Corrientes (Argentina) from the middle of the XIX Century to nowadays. In order to do this, five categories of analysis were considered: the regimes of recruitment, precarization and discipline of the workforce, which are linked with the loss and violation of workers' rights; the intensity and duration of the labour workday; wages and frauds; child labour and the dispossession of the right to health; and the state complicity. The results show that the old ways of labour exploitation do not only were initial mechanisms of accumulation of capital at regional scale, but were reorganized to become structural features of a secular pattern where the relations between capital and workforce have been mostly based in looting. La Cañada Real is an informal settlement of about 15 kilometers long at the south-east of Madrid. This paper examines forced evictions in this settlement between 2007 and 2012 in connection to the media and political construction of La Cañada as a 'problem'. Taking the case of people who were displaced in situ by the evictions, it shows the consequences of evictions in terms of vulnerability and questioning of citizenship. - Abstract
Global order is currently synonymous with absolute rationality that operates redesigning territories and places based on capital interests, through what Karl Marx called "original or primitive accumulation" and what David Harvey calls "accumulation by dispossession". In this paper, we analyse the situation in Argentina during the period 1990-2012, in light of that system of ideas, through the use of five case studies: privatisation of state-owned enterprises; external borrowing and banking globalisation; hydrocarbons exploitation; GM agriculture; and metal mining. Under the rise of neoliberalism, the wave of privatisation transferred the public heritage to the market sphere, giving rise to: the rapid growth of public debt and foreign ownership and concentration of the banking system, the loot of the Argentine subsoil reserves of oil and gas, the land and property concentration, the transgenic crops boom, native woods deforestation, peasants and indigenous crisis, gold, silver and copper mining boom, the electricity and water theft, remittances of strategic non-renewable resources to world market and local communities dispossession of environmental heritage and the right to health. Global order and accumulation by dispossession are, at present, phenomena and processes closely connected. The hegemonic rationality, spread by global companies and embedded by the world market, operates like a disintegration element there where it is installed. Extractive uses of the territory, privileged characters of the current phase or wave of accumulation by dispossession, establish a new order of priorities functional to the globalized capital interests, which brings the "enclave economy" logic to its highest level and takes away the most valuable resources from the national societies. In the light of that system of ideas, this paper studies de restructuring process of sea fishing in Argentina during the period 1989-2014, analyzing the legislation that governs this sector, the degree of capital concentration, the level of fleet foreignization, the production destination and the conflicts arisen among the different agents involved in the activity, to account for the serious implications as regards the biological capacity of resource renewal, its scarcity in the home market and the working conditions in the sector. El objetivo de esta ponencia consiste en analizar como la reestructuración urbana emprendida por el Estado y los negocios inmobiliarios, revitalizan o rehabilitan áreas o zonas urbanas que forman parte del centro de la ciudad a partir de su valor patrimonial de inmuebles históricos reformados o construidos. Estas zonas urbanas revitalizadas o reestructuradas, se pueden llevar acabo, porque se expulsa o despoja a los habitantes oriundos de estas zonas urbanas, lo que conforma una inercia y atmósfera de negocios financieros inmobiliarios que potencializan sus rentas a partir de generar nuevas formas de consumo (compra o renta de departamentos suntuosos y/o generación de consumo conspicuo). A estas, reestructuraciones urbanas emprendidas, se le bautiza como proceso de gentrificación. El objeto epistémico y teórico sobre la significación que cobra el proceso de gentrificación, equivaldría a un proceso de segregación residencial en áreas metropolitanas periféricas, debido a los altos precios de suelo en la zona central rehabilitada y que generan expulsión de población hacia periferias distantes. Así mismo, esta gentrificación se concibe con un rol “pro-empresarial” siendo este rol funcional a los altos márgenes de acumulación privada de renta de suelo y, a un mercado de producción de vivienda nuevo, en suelo central -centros históricos-. A través de estudios de opinión y levantamiento de datos en situ, se confirma que la gentrificación, sería como un proceso que interconecta la liberación, privatización, revitalización y desposesión de gran parte de los espacios más rentables de la ciudad y demuestra los intereses que existen por parte de las elites para controlar la producción de la ciudad. Los datos obtenidos, muestran que las expulsiones de las poblaciones de las áreas por rehabilitar se realizan muchas de las veces con actos de despojo violento sobre sus valores sociales-culturales y/o pisos habitacionales y entonces en esos mismos espacios, ya libres de presión social, se edifican edificios verticales, centros comerciales, restaurantes, galerías que ofrecen funcionalidad a una nueva población de altos ingresos o visitantes turísticos para que recorran y admiren, edificios, calles y barrios renovados con otro imaginario urbano más ad hoc al fetiche mercantilizado, todo esto se lleva a cabo por la sincronía de intereses entre los financieros inmobiliarios y un Estado federal y local que jurídicamente legitima, el despojo. Las conclusiones preliminares fundamentadas en recorridos de campo in situ apuntan a señalar que los procesos de gentrificación, construyen ciudades que se han convertido en escenarios de lucha entre la tendencia globalizante y la revitalización de las identidades locales. Se observa la intensificación de la especialización del espacio urbano en sectores sociales con distintos usos del suelo, globalizados, especializados y competitivos. L'objectiu d'aquesta ponència consisteix a analitzar com la reestructuració urbana empresa per l'Estat i els negocis immobiliaris, revitalitzen o rehabiliten àrees o zones urbanes que formen part de centre de la ciutat a partir del seu valor patrimonial d'immobles històrics reformats o construïts. Aquestes zones urbanes revitalitzades o reestructurades, es poden dur a terme, perquè s'expulsa o despulla als habitants oriünds d'aquestes zones urbanes, el que conforma una inèrcia i atmosfera de negocis financers immobiliaris que potencialitzen les seves rendes a partir de generar noves formes de consum ( compra o renda de departaments sumptuosos i / o generació de consum conspicu). A aquestes, reestructuracions urbanes empreses, se li bateja com a procés de gentrificació. L'objecte epistèmic i teòric sobre la significació que cobra el procés de gentrificació, equivaldria a un procés de segregació residencial en àrees metropolitanes perifèriques, a causa dels alts preus de sòl a la zona central rehabilitada i que generen expulsió de població cap a perifèries distants. Així mateix, aquesta gentrificació es concep amb un paper "pro-empresarial" d'aquesta manera rol funcional als alts marges d'acumulació privada de renda de sòl i, a un mercat de producció d'habitatge nou, en sòl central -centres històrics-. A través d'estudis d'opinió i aixecament de dades en situ, es confirma que la gentrificació, seria com un procés que interconnecta l'alliberament, privatització, revitalització i despossessió de gran part dels espais més rendibles de la ciutat i demostra els interessos que hi ha per part de les elits per controlar la producció de la ciutat. Les dades obtingudes, mostren que les expulsions de les poblacions de les àrees per rehabilitar es realitzen moltes de les vegades amb actes de despulla violent sobre els seus valors socials-culturals i / o pisos habitacionals i llavors en aquests mateixos espais, ja lliures de pressió social , s'edifiquen edificis verticals, centres comercials, restaurants, galeries que ofereixen funcionalitat a una nova població d'alts ingressos o visitants turístics perquè recorrin i admirin, edificis, carrers i barris renovats amb un altre imaginari urbà més ad hoc al fetitxe mercantilitzat, tot això es porta a terme per la sincronia d'interessos entre els financers immobiliaris i un Estat federal i local que jurídicament legitima, la despulla. Les conclusions preliminars fonamentades en recorreguts de camp in situ apunten a assenyalar que els processos de gentrificació, construeixen ciutats que s'han convertit en escenaris de lluita entre la tendència globalitzadora i la revitalització de les identitats locals. S'observa la intensificació de l'especialització de l'espai urbà en sectors socials amb diferents usos de terra, globalitzats, especialitzats i competitius. Through opinion studies and data collection on site, it is confirmed that gentrification would be like a process that interconnects the liberation, privatization, revitalization and dispossession of a large part of the most profitable spaces of the city and demonstrates the interests that exist by elites to control the production of the city. Approaching the discussion on the production of migrant illegality, this paper analyzes the Spanish case focusing the attention on the consequences of the relations between the logics of political power and economic power in the categorization of undocumented migrants. The first part of the paper briefly reviews the latest and most outstanding contributions to the critical study of illegality, examining which dimensions participate in the process of illegalization according to these proposals. In the second part I suggets that in the age of neoliberalism the production of migrant illegality can be understood as a process of accumulation by dispossession attending to the relation established between the State and capital. Finally, the process of illegalization that has taken place in Spain in the last decades is explored., Retomando el debate sobre los procesos que participan en la categorización, diferenciación y producción de migrantes irregulares, este trabajo propone realizar un análisis de los factores que han intervenido en las últimas décadas en la producción de irregularidad en el contexto español. En el primer apartado se revisan de forma somera algunas de las aportaciones más relevantes que se han realizado en el estudio crítico de la producción de irregularidad en los últimos años, prestando atención a las dimensiones que según las distintas interpretaciones participan en este proceso. En el segundo apartado se plantea que la producción de irregularidad en la era del neoliberalismo cabe ser interpretada, de la mano de David Harvey, como un proceso de acumulación por desposesión debido a la forma que en él se conjugan las dinámicas del Estado y del capital. Por último, se atiende a la forma en la que se ha concretado el proceso de irregularización en el caso español en las últimas décadas.

Omnipresente, la acumulación por desposesión es uno de los elementos centrales del orden global contemporáneo. Observados desde una perspectiva crítica, los usos extractivos del territorio constituyen una de las principales expresiones de ese proceso. A la luz de ese sistema de ideas, este artículo procura demostrar que el modelo sojero actualmente vigente en la Argentina es una de las formas más completas, exhaustivas, actuales y sofisticadas, de acumulación por desposesión en el país. En ese sentido, el artículo analiza el boom de la soja transgénica y sus vínculos con las formas tanto seculares (endeudamiento financiero, concentración de la propiedad rural, usurpación de la tierra) y actuales de desposesión (degradación de la naturaleza, despojo del derecho a la salud, pillaje de recursos genéticos) efectuadas por los grandes agricultores, el capital financiero, las agroindustrias y las corporaciones biotecnológicas, en detrimento de los pequeños productores, los campesinos, los pueblos aborígenes y la población en general. Onipresente, a acumulação por desapropiação é um dos elementos centrais da ordem global contemporânea. Observado a partir de uma perspectiva crítica, os usos extractivos do território são uma das principais expressões desse processo. À luz desse sistema de idéias, este artigo tenta demonstrar que o modelo da soja actualmente em vigor na Argentina é uma das formas mais completas, abrangentes, atuais e sofisticadas, de acumulação por desapropiação no país. Nesse sentido, o artigo analisa o boom da soja transgênica e seus vínculos com as formas seculares (endividamento financeiro, concentração da propriedade rural, usurpação da terra) e atuais de desapropriação (degradação da natureza, desapossamento do direito de saúde, pilhagem dos recursos genéticos) efectuada por grandes agricultores, o capital financeiro, as agroindústrias e as corporações de biotecnologia, em detrimento dos pequenos produtores, os camponeses, os povos indígenas e a população em geral. Omnipresent, accumulation by dispossession is one of the core elements of contemporary global order. Observed from a critical perspective, extractive uses of the territory are one of the main expressions of this process. In light of that system of ideas, and using the categories and variables of analysis proposed by David Harvey, this paper attempts to demonstrate that the soybean model currently in vogue in Argentina is one of the most complete, comprehensive, current and sophisticated shapes of accumulation by dispossession in the country. In that sense, the paper analyzes the boom of transgenic soy and its links with both secular (financial indebtedness, concentration of rural property, land usurpation) and current forms of dispossession (degradation of nature, dispossession of the right to health, looting of genetic resources) carried out by landlords, financial capital, agro industries and biotechnology corporations to the detriment of small producers, peasants, aboriginal people and the general population. This paper analyzes, from a gender perspective, the dispossession of lands from the Cedros ejido, where the Peñasquito mine is located, property of Gold Corp Inc. This company makes use of the land in open air mining (strip mining). The information, collected through interviews with the local people, shows inequalities between men and women with regard to access to land ownership, decision making, and negotiations. It shows that women have to directly face the problems inherent to mining.

Approaching the discussion on the production of migrant illegality, this paper analyzes the Spanish case focusing the attention on the consequences of the relations between the logics of political power and economic power in the categorization of undocumented migrants. The first part of the paper briefly reviews the latest and most outstanding contributions to the critical study of illegality, examining which dimensions participate in the process of illegalization according to these proposals. In the second part I suggets that in the age of neoliberalism the production of migrant illegality can be understood as a process of accumulation by dispossession attending to the relation established between the State and capital. Finally, the process of illegalization that has taken place in Spain in the last decades is explored. Retomando el debate sobre los procesos que participan en la categorización, diferenciación y producción de migrantes irregulares, este trabajo propone realizar un análisis de los factores que han intervenido en las últimas décadas en la producción de irregularidad en el contexto español. En el primer apartado se revisan de forma somera algunas de las aportaciones más relevantes que se han realizado en el estudio crítico de la producción de irregularidad en los últimos años, prestando atención a las dimensiones que según las distintas interpretaciones participan en este proceso. En el segundo apartado se plantea que la producción de irregularidad en la era del neoliberalismo cabe ser interpretada, de la mano de David Harvey, como un proceso de acumulación por desposesión debido a la forma que en él se conjugan las dinámicas del Estado y del capital. Por último, se atiende a la forma en la que se ha concretado el proceso de irregularización en el caso español en las últimas décadas.

This paper analyzes the water appropriation and concentration in the extraction of mineral deposits in the Andean Páramo. Behind the process of territorial dispossession lies the appropriation, concentration, and delimitation of water used for mineral extraction that restricts and prevents its flow for everyday activities -material and symbolic- aimed at production and consumption. In this sense, the analysis exposes the underlying control and domination over water in the process of dispossession caused by mining activity, in the Andean Páramo, as a way of usurping the common good and imposing the hegemonic social metabolism in terms of capital accumulation and opposing the means and ways of life of the communities linked to the páramo and water., El presente trabajo analiza la apropiación y la concentración de agua en la extracción de yacimientos minerales en el páramo andino. En el proceso de desposesión territorial subyace la apropiación, concentración y delimitación de agua para la extracción de minerales que restringe e impide su fluidez para el desenvolvimiento de actividades —materiales y simbólicas— productivas y consuntivas. En este sentido, el análisis expone el control y dominio del agua subyacente en el proceso de desposesión de la actividad minera en el páramo andino como vía de usurpación del bien común e imposición del metabolismo social hegemónico en función de la acumulación de capital y en contra de los medios y modos de vida de las comunidades vinculadas al páramo y el agua.

Enlightened by the debate on the restructuration of the world economy and accepting the existence of a post-fordist transition, this paper analyzes the socio-territorial impacts produced by the implementation of neoliberal policies, particularly the constitutional article 27 in 1992, which has made possible the incorporation of land of social property into the real-state market in Mexico. Given these circumstances, the concept of accumulation through dispossession is used to evidence the current situation, in which economic neoliberalism characterizes urban expansion. Such is the case of the municipality of Chalco, where the social and economic problems of the local people are worsening everyday. This work proposes an approach wich binds recent transformations with the process of capitalist accumulation through dispossession, a process that is evidenced by the growing development of housing complexes.

Resumen El turismo ha cobrado gran relevancia en México, tanto, que desde la década 1970 se ha consolidado una política de Estado que lo potencializa a partir de los Centros Integralmente Planeados (CIP) del Fondo Nacional de Fomento al Turismo (FONATUR). El modelo, aunque exitoso en términos de la captación de visitantes y de divisas, ha generado desigualdades socioeconómicas, y segregación espacial y residencial. En el caso del CIP de Los Cabos, en el estado mexicano de Baja California Sur, la segregación socioespacial y la privatización de las playas se han agudizado al privilegiar el interés del capital, en detrimento del bienestar de la población local. En el artículo se analiza el proyecto privado que pretende desviar 8 km de la carretera escénica del corredor turístico de Los Cabos, para construir una nueva vía que alejaría a la población del litoral, provocando una mayor privatización del paisaje y de las playas. Abstract Tourism has become very important in Mexico and since the 1970s a State policy has been consolidated, mainly, through the Integrally Planned Centers (CIPs) of the National Fund for Tourism Promotion (FONATUR). Despite its undeniable success in economic terms, however, this model has generated socioeconomic inequalities, and spatial and residential segregation. This is the case of the Los Cabos CIP, in the northwestern state of Baja California Sur, were socio-spatial segregation and privatization of beaches have become more acute by privileging the interest of capital, to the detriment of the well-being of the local population. The paper analyzes the private project that aims to divert 8 km of the main highway northwards of its present location, to build a new road that would take the population away from the coast, causing greater privatization of the landscape and beaches. Resumo O turismo se tornou muito importante no México e desde a década de 1970 uma política de Estado foi consolidada para sua potencialização, principalmente, através dos Centros Integralmente Planejados (CIPs) do Fundo Nacional de Promoção do Turismo (FONATUR). Apesar de seu sucesso inegável em termos econômicos, este modelo gerou desigualdades socioeconômicas e segregação espacial e residencial. Este é o caso da CIP de Los Cabos, no estado de Baja California Sur, onde a segregação socioespacial e a privatização das praias se tornaram mais agudas ao privilegiar o interesse do capital, em detrimento do bem-estar das comunidades locais. O trabalho analisa o projeto privado que visa desviar 8 km da principal rodovia ao norte de sua localização atual, para construir uma nova estrada que levaria a população para longe da costa, causando uma maior privatização da paisagem e das praias. Résumé Le tourisme est devenu très important au Mexique et depuis les années 1970, une politique nationale a été consolidée, principalement, par le biais des Centres de Planification Intégrée (CIP) du Fonds National pour la Promotion du Tourisme (FONATUR). Malgré son succès économique indéniable, ce modèle a toutefois généré des inégalités socioéconomiques et une ségrégation spatiale et résidentielle. C'est le cas du CIP de Los Cabos, dans le nord-ouest de la Basse Californie du Sud, où la ségrégation socio-spatiale et la privatisation des plages se sont accentuées en privilégiant l'intérêt du capital au détriment du bien-être du population local. L'article analyse le projet privé qui vise à détourner 8 km de la route principale vers le nord de son emplacement actuel, afin de construire une nouvelle route qui éloignerait la population de la côte, ce qui entraînerait une plus grande privatisation du paysage et des plages.

En las últimas décadas, las ciencias sociales han debatido exhaustivamente acerca de las severas consecuencias del avance de la minería metalífera en Argentina. Sin embargo, poco se sabe de los impactos generados por el sector durante las grandes guerras internacionales del Siglo XX, cuando nuestro país se convirtió en exportador de minerales críticos y estratégicos para la industria militar de los países en conflicto. Sobre la base de bibliografía especializada, estadísticas oficiales y reportes periodísticos, este artículo reconstruyó el desarrollo histórico de la minería del tungsteno durante la Primera y la Segunda Guerra Mundial y la Guerra de Corea para determinar si los ciclos de crecimiento resultantes de tales circunstancias implicaron para nuestro país mecanismos de acumulación por desposesión semejantes a los que actualmente prevalecen en el sector minero argentino. Los resultados muestran claramente que este modelo se basó en la privatización y apropiación imperial de recursos naturales, el fraude y la ilegalidad, las redistribuciones estatales y la tercerización de la fuerza de trabajo. During the last decades, social sciences have profusely discussed the serious consequences of the metal mining’s progress in Argentina. Nevertheless, little is known about the impacts of this activity during the great wars of the 20th century, when Argentina became an exporter of critical, strategic minerals for the military industry of the countries at war. On the basis of specialized literature, official statistics and journalistic information, this paper reconstructs the historical development of tungsten mining in Argentina during the First and Second World War and Korean War in order to establish whether the boom cycles resulting from that circumstances led to mechanisms of accumulation by dispossession similar to those currently prevailing in the Argentinean mining sector. The findings clearly show that this pattern was based on the privatization and imperial grabbing of natural resources, fraud and illegality, state redistributions, and the workforce’s super-exploitation and precariousness. Como es bien sabido, la deforestación es una grave problemática socio-ambiental a escala global. Con indicadores que superan holgadamente los inquietantes promedios mundiales, latinoamericanos y nacionales, Salta es una de las provincias más desmontadas de Argentina. Sobre la base de estadísticas oficiales departamentales, literatura académica e información periodística, este trabajo busca demostrar que durante el período 1998-2016 la destrucción del bosque nativo en Salta ha constituido una modalidad de acumulación por desposesión basada en dos procesos: por un lado, los desmontes como mecanismo de destrucción de formas de producción precapitalistas, despojo de la tierra, expulsión de campesinos y aborígenes y aumento de la violencia rural; y por el otro, las políticas ambientales como dispositivos de mercantilización de la naturaleza, apropiación privada de recursos públicos y fomento de la deforestación ilegal. Los resultados muestran la pérdida de 1,4 millones de hectáreas de bosques para liberar tierras para la expansión de la frontera agropecuaria y que casi el 40% de la tala realizada entre 2007 y 2016 fue clandestina. Con epicentro en cuatro departamentos, este proceso implicó altos niveles de conflictividad socio-ambiental, clara connivencia estatal con los intereses del capital y ejercicio sistemático del fraude, la violencia y la ilegalidad. Como é sabido, o desmatamento é um grave problema socioambiental em escala global. Com indicadores que excedem em muito as perturbadoras médias globais, latino-americanas e nacionais, Salta é uma das províncias mais desmatadas da Argentina. Com base em estatísticas departamentais oficiais, bibliografia acadêmica e informações jornalísticas, este trabalho procura demonstrar que, no período 1998-2016, a destruição da floresta nativa em Salta constituiu uma modalidade de acumulação por desapropriação baseada em dois processos: por um lado, o desmatamento como mecanismo de destruição de formas de produção pré-capitalistas, desapropriação de terras, expulsão de camponeses e aborígines e aumento da violência rural; e, por outro lado, as políticas ambientais como dispositivos de mercantilização da natureza, apropriação privada de recursos públicos e promoção do desmatamento ilegal. Os resultados mostram a perda de 1,4 milhão de hectares de florestas para liberar terras para a expansão da fronteira agrícola e pecuária e que entre 2007 e 2016 quase 40% da corta foi ilícito. Com epicentro em quatro departamentos, esse processo implicava altos níveis de conflito socioambiental, clara conivência estatal com os interesses do capital e exercício sistemático de fraude, violência e ilegalidade. As it is known, deforestation is a serious socio-environmental issue on a global scale. With indicators that far exceed the global disruptive Latin American and national averages, Salta is one of the most heavily deforested provinces in Argentina. Based on official departmental statistics, scholarly bibliography and journalistic information, this paper seeks to demonstrate that, over the period 1998-2016, the deforestation of the native forest in Salta has constituted a form of expropriation accumulation based on two procedures: deforestation, on the one hand, as a mechanism for destroying pre-capitalist forms of production, land expropriation, expulsion of peasants and aborigines, and increased rural violence and, on the other hand, environmental policies such as mechanisms for the commodification of nature, private appropriation of public resources, and promotion of illegal clearing. Results show loss of 1.4 million hectares of forest areas in Salta to free lands up for the expansion of the agricultural and cattle frontier, and between 2007 and 2016 almost 40% of the cut was illegal. With an epicentre in four departments, this process would imply high levels of socio-environmental conflict, clear state connivance with capital interests, and systemic use of fraud, violence and illegality. espanolSe analiza la incidencia de los procesos de acumulacion por desposesion en Santa Cruz de Tenerife a partir de una de sus principales manifestaciones: los desahucios a inquilinos. Con tal finalidad se evalua su distribucion a escala intraurbana y su repercusion en un barrio historico, El Toscal. La hipotesis que se explora es que los desalojos por impago de alquiler agudizan los conflictos de clase al constituir una estrategia central para la difusion de nuevas oleadas de gentrificacion. Con una metodologia mixta, que combina la informacion sobre desalojos de la base de datos Atlante del Consejo General del Poder Judicial (CGPJ) y la obtenida a partir de entrevistas semiestructuradas, se indaga la entidad que alcanzan los desahucios en el centro urbano y su vinculacion con el desplazamiento de las clases populares en los sectores donde el uso turistico y vacacional de la vivienda se ha extendido. La desposesion via turistificacion interviene en El Toscal, aunque todavia no es percibida como un factor que motive el desplazamiento de los residentes, ni genera resistencia. En el barrio hay indicios de una previsible oleada de gentrificacion turistica, sobre todo en sus manzanas centrales donde hay mayor desinversion y numero de viviendas vacias. EnglishThis paper examines tenant evictions as a main expression of accumulation by dispossession in Santa Cruz de Tenerife. We analyze the spatial distribution of forced tenant evictions and its outcomes in the historical neighborhood of El Toscal. Our study focus on the interplay between tenant evictions, new waves of gentrification and class struggles in the city center. By drawing on official statistics of the General Council of the Judiciary and on interviews, we explore the interlinked nature of evictions, the expansion of short-term rentals for touristic scopes, and the displacement of popular classes in El Toscal. We found that dispossession via touristification in the neighborhood occurs but it is neither perceived as a factor displacing residents, nor protest or resistance by neighbors. Nevertheless, our findings show that a new wave of gentrification in the central areas of El Toscal, where disinvestment and vacant dwellings concentrate, will take place in the coming years.

En las últimas décadas, los estudios sobre extractivismo y acumulación por desposesión han cobrado gran relevancia en América Latina. Sin embargo, la dimensión histórica entre ambos fenómenos ha sido poco explorada, al menos en la Argentina. Procurando cubrir esa laguna, este artículo se remonta en el tiempo para abordar uno de los casos más paradigmáticos del modelo extractivo nacional: la compañía extranjera La Forestal, que durante gran parte del Siglo XX lideró la producción de tanino en nuestro país. Con el objetivo de demostrar que la dinámica de explotación de la empresa supuso un nutrido conjunto de formas de despojo (fraude, deuda pública, redistribuciones estatales, acaparamiento neocolonial de tierras y recursos, privatización del territorio, expropiaciones sociales y laborales, avasallamiento de derechos y pillaje ecológico), la metodología de trabajo se basó en la revisión bibliográfica de los estudios empíricos sobre el caso y su interpretación a la luz de las categorías de análisis propuestas por la teoría. Los resultados muestran claramente un temprano maridaje entre extractivismo y acumulación por desposesión. Nas últimas décadas, os estudos sobre extrativismo e acumulação por desapropriação têm cobrado grande relevância na América Latina. No entanto, a dimensão histórica da relação entre os dois fenômenos tem sido pouco explorada, pelo menos em Argentina. Procurando preencher essa lacuna, este artigo volta no tempo para abordar um dos casos mais paradigmáticos do modelo extrativo nacional: a companhia estrangeira La Forestal, que por grande parte do século XX liderou a produção de tanino em nosso país. Com o objetivo de demonstrar que a dinâmica de exploração da empresa supôs um grande conjunto de formas de despojo (fraude, dívida pública, redistribuições estatais, apropriação neocolonial de terras e recursos, privatização do território, expropriações sociais e trabalhistas, subjugação de direitos e pilhagem ecológica), a metodologia de trabalho baseou-se em revisão bibliográfica dos estudos empíricos sobre o caso e sua interpretação à luz das categorias de análises propostas pela teoria. Os resultados mostram claramente um emparelhamento precoce entre extrativismo e acumulação por desapropriação. During the last decades, studies on extractivism and accumulation by dispossession have gained relevance in Latin America. However, the historical dimension of the relationship between both phenomena has been scarcely explored, at least in Argentina. Oriented to cover such gap, this paper comes back to the past by approaching one of the most paradigmatic cases of the national extractive pattern: La Forestal, i.e. the foreign company wich led the tanin production in the country for much of the 20th century. In order to demonstrate that the company‟s exploitation dynamics implied a large set of looting forms (e.g. fraud, public debt, state redistributions, neocolonial grabbing of land and natural resources, territory‟s privatization, social and labour expropriations, subjugation of human rights, and ecological pillage), the research methodology was based on the bibliographic revision of empirical studies related to the chosen case, which were interpretated in light of the categories of analysis proposed by theory. Para el marxismo clásico, la llamada acumulación originaria o primitiva se limitó a moldear la prehistoria del sistema capitalista. Sin embargo, y dado que ese proceso continuó operando sin interrupción, el geógrafo inglés David Harvey propone redefinirlo en términos de “acumulación por desposesión”. Sobre la base de bibliografía especializada, fuentes oficiales, investigaciones independientes e información periodística, este artículo busca tender puentes entre lo teórico y lo empírico estudiando la compleja relación entre acumulación por desposesión y pesca marítima en Argentina durante el período 1966-2018. Para ello, se recurre a cuatro categorías de análisis propuestas por dicho autor: cercamiento, privatización y apropiación neocolonial imperial de recursos naturales; despojo ecológico y producción de crisis; precarización laboral y trabajo esclavo; y redistribuciones estatales. Los resultados muestran claramente que, al menos en el caso argentino, la pesca marítima debe ser considerada e interpretada como una modalidad de acumulación por derecho propio. According to classic Marxism, the so-called original or primitive accumulation was limited to shaping the prehistory of capitalist system. However, since such process continued to operate without interruption, the British geographer David Harvey proposes to redefine it in terms of “accumulation by dispossession”. Based on specialized bibliography, official data, independant research and journalistic information, this paper seeks to build bridges between the theoretical and the empirical by studying the complex relationship between accumulation by dispossession and sea fishing in Argentina during the period 1966-2018. In order to do this, four categories of analysis were used: enclosure, privatization and the (neo)colonial, imperial appropriation of natural resources; ecological looting and crisis production; slavery and the labor market’s precarization; and state redistributions. The findings clearly demonstrate that, at least in the Argentinean case, sea fishing must be considered and interpretated as a mechanism of acummulation by dispossession by its own merit. Aunque en la Argentina la problemática del avance del extractivismo y la minería metalífera ha sido ampliamente debatida en tiempos recientes, en el pasado esta última actividad ha sido clave respecto de la configuración de la matriz productiva de ciertas provincias. Tal es el caso del complejo minero-fabril de Sierra Grande (provincia de Río Negro), única explotación metalífera surgida en el país por iniciativa del Estado nacional. Este trabajo analiza el auge, decadencia y resurgimiento de la minería del hierro en Sierra Grande, a la luz del contexto impuesto por proyecto desarrollista estatal primero (1969-1992), la fase neoliberal después (1993-2004), y finalmente el modelo (neo)extractivista (2005-2017). Asimismo, se demuestra que este último período ha sido escenario del despliegue de variadas formas de acumulación por desposesión, como la privatización y extranjerización de bienes comunes, la configuración de enclaves exportadores, la superexplotación del trabajo, la expropiación político-económica y la desapropiación socio-ecológica. Ainda que na Argentina contemporâneo a problemática do avanço do extrativismo e a mineração metalífera tem sido amplamente debatida, no passado esta última actividade não tem sido ausente respeito da configuração da matriz produtiva de certas províncias. Tal é o caso do complexo mineiro-fabril de Serra Grande (província de Rio Negro), única exploração metalífera surgida no país por iniciativa do Estado nacional. Este trabalho analisa o auge, decadência e resurgimiento da mineração do ferro em Serra Grande, à luz do contexto imposto pelo projecto desenvolvimentista estatal primeiro (1969-1992), a fase neoliberal depois (1993-2004) e finalmente o modelo (neo)extrativista (2005-2017). Assim mesmo, demonstra-se que o último período tem sido palco do despliegue de várias formas de acumulação por desapropriação, como a privatização e extranjerización de bens comuns, a configuração de enclaves de exportação, a superexplotación do trabalho, a expropiación político-económica e a desapropiación sócio-ecológica. Although the question on the expansion of both extractivism and metal mining in Argentina has been extensively discussed in recent times, in the past metal mining has not been absent on the productive structure of certain provinces. Such is the case of Sierra Grande (province of Río Negro), the only Argentinean mining and industrial complex created and exploited by the national State. This paper analyzes the rising, decadence and resurging of the iron mining in Sierra Grande during the time frames associated to the state developmentalist project (1969-1992), the neoliberal policies (1993-2004), and the (neo)extractivist pattern (2005-2017). In addition, the article shows how the re-emergence of the iron mining in Sierra Grande has been accompanied by several mechanisms of accumulation by dispossession, such as the privatization and foreignitzation of the commons, the configuration of exporter settlements, the superexploitation of labour, the political and economic expropriation, and the environmental goods’ deprivation. This paper analyzes the installation of the mining complex Los Pelambres from an ecological-historical perspective. Approached as a concrete expression of the production of capitalist nature and the dynamics of accumulation by dispossesion, the establishment of the mining complex Los Pelambres meant the metabolic reconfiguration of the Choapa basin determining, in turn, the reflux of vital energies that inhabit it.

This paper analyzes, from a gender perspective, the dispossession of lands from the Cedros ejido, where the Peñasquito mine is located, property of Gold Corp Inc. This company makes use of the land in open air mining (strip mining). The information, collected through interviews with the local people, shows inequalities between men and women with regard to access to land ownership, decision making, and negotiations. It shows that women have to directly face the problems inherent to mining., Este trabajo analiza, desde la perspectiva de género, la desposesión de tierra del ejido[1] Cedros, donde se ubica minera Peñasquito propiedad de “Gold Corp Inc.”, empresa que usufructúa la tierra mediante la minería a cielo abierto. Lejos de ser nueva, la estrecha relación entre minería metálica y acumulación por desposesión se remonta a los orígenes del sistema capitalista y la conquista europea del continente americano. Sin embargo, Argentina permaneció prácticamente ajena a esta situación hasta que las reformas neoliberales de la década de 1990, la estrategia neodesarrollista de comienzos de este siglo y la actual etapa de restauración conservadora convirtieron a la megaminería metalífera en una piedra angular del saqueo contemporáneo. Recurriendo a las categorías de análisis propuestas por la literatura, este artículo demuestra a través de una vasta miríada de ejemplos empíricos la íntima relación entre el boom metalífero argentino y el actual ciclo de acumulación por desposesión. Los resultados muestran que el modelo minero es responsable por distintos mecanismos de pillaje de bienes comunes, como privatización y acapara-miento de tierras, expulsión de campesinos y aborígenes, fin de regímenes de propiedad colectiva/estatal, extranjerización de recursos minera-les e hídricos, nuevos cercamientos jurídico territoriales, fragmentación del tejido socioproductivo local, expropiación de activos del Estado, mercantilización de la naturaleza y despojo ecológico. The close relationship between metal mining and accumulation by despossession is not new. On the contrary, its goes back to the origins of the capitalist system and the European conquest of the American continent. However, Argentina practically stayed oblivious to this situation until the neoliberal reforms of the 1990s, the neodevelopmentalist strategy of the early part of this century, and the current phase of conservative restoration, which made metal mining a cornerstone of the contemporary looting. By going back to the categories of analysis proposed by the literature, this paper demonstrates the intimate relationship between the argentinean metal mining’s boom and the current cycle of accumulation by dispossession through a vast myriad of empirical examples. The findings show that the mining pattern is responsible for different mechanisms of looting of the commons, such as land’s privatization and grabbing, expulsion of peasants and aborigines, the striking of certain collective and state ownership regimes, the foreignization of mineral and water resources, the new juridical and territorial enclosures, the fragmentation of the local socio-productive frame-work, the expropriation of State assets, the commodification of nature, and the ecological plundering. Este trabajo analiza el cómo las estrategias de intervención de la 128 Federación Nacional de Cafeteros, que incorporan a las mujeres en la producción de cafés especiales, operan como dispositivos de despojo del trabajo, en las dimensiones productiva, reproductiva y comunitaria, en el caso de La Unión, Nariño. Parte del trabajo de análisis realizado con la información de la Organización Internacional del Café, de la Federación, del Comité Departamental y Municipal de Cafeteros, de mujeres caficultoras de cafés especiales, entre otros actores, exploró la manera en que esta incorporación, opera como una estrategia de la acumulación capitalista, que, en el marco de la intersección entre la división internacional y sexual del trabajo, permite que las mujeres no sean reconocidas como trabajadoras reales. Bajo la perspectiva de esta investigación, se da cuenta del cómo las intervenciones lideradas por la FNC que incorporan a mujeres en la producción de cafés especiales, están apuntando a producir tipos de sujetos que la acumulación de capital requiere, en tanto, por un lado, las subordinan a las exigencias del mercado global, y por otro lado, las insertan en particulares despojos para que realicen no solo un trabajo productivo en condiciones flexibles, sino además, otros trabajos que no son reconocidos, y que hacen que la producción sea competitiva: el trabajo reproductivo y el trabajo comunitario. This paper analyzes how the intervention strategies of the National Coffee Federation, which incorporate women in the production of specialty coffees, the device as devices of labor deprivation, in productive dimensions, reproduction and community, in the case of La Unión, Nariño. Part of the analysis carried out with information from the International Coffee Organization, the Federation, the Departmental and Municipal Committee of Coffee Growers, women special coffee growers, among others, explored the way in which this incorporation operates as a strategy of capitalist accumulation which, in the context of the intersection between the international and sexual division of labor, allows women not to be recognized as real workers. From a research perspective, it is an account of how the FNC-led interventions that incorporate women in the production of specialty coffees are aimed at producing types of subjects that the accumulation of capital requires, on the one hand , those subordinated to the demands of the global market and, on the other hand, the parties interested in the offal to do not only productive labor in flexible conditions, but also other labors that are not recognized and that make competitive production: reproductive labor and community labor. En este trabajo haremos referencia primero a la noción de tragedia de los comunes en la óptica de Hardin, según la cual los bienes comunes se hallan condenados a una sobreapropiación y depredación por parte de individuos racionales y autointeresados. Luego, comentaremos la refutación de la teoría de Hardin en sus propios términos por parte de Feeny, Ostrom y otros y nos referiremos a algunos de los modos de entender a los comunes hoy, más allá del marco de elección racional en el que fueran inicialmente considerados. Posteriormente, llevaremos dicha tragedia del plano de la teoría formal al de una teoría que tome en cuenta las relaciones de dominación que han hecho posible la privatización de los comunes, revisitando la noción de acumulación originaria. Para concluir, sostendremos que lo común debe ser entendido como un principio de acción política que conlleva responsabilidades y normas ajenas a las del capitalismo neoliberal, bajo cuyo imperio el planeta se dirige a una catástrofe ecológica, económica y civilizatoria. In this paper we will comment on the notion of tragedy of the commons as developed by Hardin, according to which common goods are doomed to over-appropriation and depletion by rational and self-interested individuals. Then, we will delve on the refutation of Hardin’s theory in its own terms by Feeny, Ostrom and others, and we will explore some of the ways to understand todays’ commons, beyond the framework of rational choice in which they were considered at the beginning. Later, we will take the idea of tragedy from formal theory to another one that takes into account relations of domination that made possible the privatization of the commons, revisiting the notion of primitive accumulation. To conclude, we will maintain that the common must be understood as a principle of political action that carries norms and responsibilities alien to those of neoliberal capitalism, under which rule the planet runs towards an ecological, economic and civilizational catastrophe. Obedeciendo a la división internacional del trabajo, los usos hegemónicos del territorio a menudo funcionan como modalidades de acumulación por desposesión. Tal es el caso del actual boom de la minería metálica en la Argentina. El objetivo de este trabajo consiste en demostrar que la minería metalífera de la Provincia de Jujuy se ha desarrollado, desde sus orígenes hasta la actualidad, como un uso del territorio asociado a diversas formas de acumulación por desposesión. El artículo analiza en ese sentido los casos de Minera El Aguilar y Mina Pirquitas, valiéndose para ello de fuentes secundarias -bibliografía académica erudita, datos oficiales, información periodística-. Los hallazgos obtenidos corroboran la hipótesis inicial y permiten concluir que en la minería metálica provincial se desarrollan dinámicas expropiatorias pretéritas y contemporáneas que van desde los cercamientos territoriales, la extranjerización de tierras, empresas y recursos naturales, la expulsión de campesinos y aborígenes y la sobreexplotación laboral, hasta la cooptación del Estado, el despojo económico, la degradación del patrimonio ambiental, la transferencia al exterior de servicios ecológicos y bienes ambientales, la desposesión del derecho a la salud de la población y el avasallamiento de otros derechos civiles y políticos. Originated in the international division of labour, the hegemonic uses of territory often operate as mechanisms of accumulation by dispossession. The current boom of metal mining in Argentina is an appropriated example of this process. The aim of this paper is to demonstrate that, since its origins to the present, metal mining has developed in the province of Jujuy as a use of territory which is linked to diverse forms of accumulation by dispossession. In order to meet this purpose, we analyze the cases of Minera El Aguilar and Mina Pirquitas by using data that has been extracted from secondary sources (i.e. academic bibliography, official data, and journalist reports). Our findings have confirmed our initial hypothesis, thus allowing us to conclude that in this province the metal mining has developed both old and contemporary expropriation dynamics (e.g. territorial closures; foreignization of lands, companies, and natural resources; peasants and aborigines expulsion; workforce super-exploitation; State cooptation; economic looting; environmental heritage’s pollution; transfer of ecological services and environmental goods to the international markets; and dispossession of the right to health and other civil and political rights). The intention of this paper is to present a renewed and critical reading about the contradictions engendered by the neoliberal modernization of the Chilean agriculture. This task is carried out through the lens of the "historical-geographical materialism" developed mainly by the British geographer David Harvey, and also through agrarian studies linked to the critical thinking, especially Marxists. As the main empirical substrate, information and data supplied by documents and studies that have sought to understand the specific case of contemporary capitalist development in Chile as well as its consequences for the countryside and national peasants are used. It is sustained here that the mechanisms of “accumulation by dispossession” were (and still are) of critical importance to make Chile a world-wide agricultural and food.

La intención del presente trabajo es presentar una lectura crítica y renovada sobre las contradicciones engendradas por la modernización neoliberal de la agricultura chilena. Esta tarea es realizada por medio de los lentes del "materialismo histórico-geográfico", desarrollado principalmente por el geógrafo británico David Harvey, y también de los estudios agrarios vinculados al pensamiento crítico, especialmente marxistas. Como principal substrato empírico, son utilizados las informaciones y los datos suministrados por los documentos y los estudios que han buscado comprender el caso específico del desarrollo capitalista contemporáneo en Chile, así como sus consecuencias para el campo y para el campesinado nacional. Hoy día, una racionalidad absoluta opera rediseñando territorios y lugares en función de los intereses del capital, a través de lo que David Harvey denomina ‘acumulación por desposesión'. En este trabajo, se analiza, a la luz de ese sistema de ideas, la situación de argentina durante el período 1990-2012 mediante cinco estudios de caso: la privatización de empresas públicas estatales; el endeudamiento externo y la globalización bancaria; la explotación de hidrocarburos; la agricultura transgénica y la minería metalífera. Bajo el auge del neoliberalismo, la oleada privatizadora lanzó los bienes públicos a la esfera del mercado, implicando: el acelerado crecimiento de la deuda pública, la extranjerización y concentración del sistema bancario, el saqueo de las reservas de petróleo y gas del subsuelo, la concentración de la tierra y la propiedad, el boom de los cultivos transgénicos, la tala del bosque nativo, la crisis de campesinos y aborígenes, el auge de la minería del oro, la plata y el cobre, el despojo de la energía eléctrica y el agua, la remesa al mercado mundial de recursos estratégicos no renovables y la desposesión del patrimonio ambiental y el derecho a la salud de las comunidades locales Global order is currently synonymous with absolute rationality that operates redesigning territories and places based on capital interests, through what Karl Marx called “original or primitive accumulation” and what David Harvey calls “accumulation by dispossession”. In this paper, we analyse the situation in Argentina during the period 1990-2012, in light of that system of ideas, through the use of five case studies: privatisation of state-owned enterprises; external borrowing and banking globalisation; hydrocarbons exploitation; GM agriculture; and metal mining. Under the rise of neoliberalism, the wave of privatisation transferred the public heritage to the market sphere, giving rise to: the rapid growth of public debt and foreign ownership and concentration of the banking system, the loot of the argentine subsoil reserves of oil and gas, the land and property concentration, the transgenic crops boom, native woods deforestation, peasants and indigenous crisis, gold, silver and copper mining boom, the electricity and water theft, remittances of strategic non renewable resources to world market and local communities dispossession of environmental heritage and the right to health Ordem global é hoje sinónimo da uma racionalidade absoluta que opera redesenhando territórios e lugares em função dos interesses do capital, através do que Karl Marx chamou “acumulação primitiva ou originária” e o que David Harvey chama “acumulação por desapropriação”. Neste artigo, a situação na argentina durante o período 1990-2012 é analisada à luz desse sistema de ideias, a partir de cinco estudos de caso: a privatização das empresas estatais; o endividamento externo e a globalização do sistema bancário; a extracção de hidrocarbonetos; a agricultura GM e a mineração de metais. Com a ascensão do neoliberalismo, a onda de privatização lançou os bens públicos para a esfera do mercado, implicando o crescimento rápido da dívida pública, a transnacionalização e concentração do sistema bancário, a pilhagem das reservas de petróleo e gás do subsolo argentino, a concentração de terras e propriedades, o boom dos culturas transgénicas, o desmatamento das florestas nativas, a crise dos camponeses e indígenas, o boom de mineração de ouro, prata e cobre, o roubo de energia e água, as remessas para o mercado mundial de recursos estratégicos não renováveis e a desapropriação do património ambiental e do direito à saúde das comunidades locais Ordre mondial et “accumulation par dépossession” en Argentine (19902012). L'expression “ordre mondial” désigne aujourd'hui la remodélation rationnelle des territoires et des lieux, en fonction des intérêts capitalistes, ce que Karl Marx appelait “accumulation primitive ou originelle” et David Harvey “accumulation par dépossession”. Dans le cadre de ce système d'idées, on analyse ici la situation de l'argentine pendant la période 1990-2012, par l'étude de 5 cas: la privatisation des entreprises publiques de l'État; l'endettement extérieur et la mondialisation bancaire; l'exploitation des hydrocarbures; l'agriculture transgénique et la minération métallifère. À l'apogée du néolibéralisme, l'onde de privatisations a transféré les biens publics dans la sphère du marché, en provoquant la croissance accélérée de la dette publique, la dénationalisation et la concentration du système bancaire, l'épuisement des réserves en pétrole et en gaz du sous-sol argentin, la concentration foncière, le boom des cultures transgéniques, la destruction de la forêt primaire, une crise paysanne et aborigène, une minération accélérée de l'or, de l'argent et du cuivre, une exploitation abusive de l'énergie électrique et de l'eau, l'abandon au marché mondial de ressources stratégiques non renouvelables, ainsi que du patrimoine ambiant et du droit à la santé des communités locales

Este artículo analiza la manera en que dos procesos globales (el acaparamiento de tierras y las políticas de conservación de la naturaleza) intervienen en las dinámicas de reproducción social de los habitantes del entorno de un parque natural en Uruguay. Ambas escalas permiten poner en juego los diferentes naturalismos categorizados por Descola. La idea de acumulación por desposesión, de Harvey da cuenta de esta fase de expansión del capitalismo sobre los “bienes comunes”, cuya característica central es la degradación y depredación de los recursos naturales. Por su parte la implementación de políticas públicas de conservación en este contexto consolida paisajes duales (unos dedicados a la preservación de la naturaleza y otros a su explotación indiscriminada). El análisis permite discutir la insustentabilidad de las relaciones sociales dominantes, así como las diferentes dimensiones y escalas de análisis complejizan la comprensión de los efectos locales y combinados de estos dos fenómenos globales. This paper examines how two global processes (land grabbing and conservation policies) are involved in the dynamics of social reproduction of the inhabitants of a national park in Uruguay. Both scales can be brought into play the different naturalisms categorized by Descola. Harvey’s idea of accumulation by dispossession, realizes this phase of expansion of capitalism on the “commons” whose central feature is the degradation and natural resource depletion. Meanwhile the implementation of conservation policies in this context consolidates dual landscapes (some dedicated to the preservation of nature and others to indiscriminate exploitation). The analysis allows us to discuss the unsustainability of the dominant social relations, as well as various sizes and scales of analysis bring complexity of the understanding of local and combined effects of these two global phenomena.

Originada en los albores del sistema capitalista, la acumulación por desposesión constituye una pieza clave del orden global. Como resultado, los usos modernos del territorio se han tornado irracionales para gran parte de la sociedad, a excepción de los agentes hegemónicos. Esta irracionalidad se vuelve más aguda y evidente cuando el avance de la frontera de la acumulación capitalista despoja a la población del derecho a la salud y atenta contra la reproducción de la vida humana. En este trabajo, se sostiene que la Argentina es, en la actualidad, escenario de una insoluble y cada vez más asidua contradicción entre la primacía de ciertos usos globalizados del territorio y la reproducción del derecho a la salud de las comunidades locales implicadas. A la luz de esa premisa, se efectúa un pormenorizado análisis del boom de la soja transgénica como estudio de caso, atendiendo a sus graves implicancias para la salud pública. Se concluye que elmodelo sojero opera como unaforma de acumulación por desposesión en múltiples dimensiones de la vida social, incluida la esfera sanitaria. Emergente na aurora do sistema capitalista, a acumulação por espoliação é uma parte fundamental da ordem global. Como resultado, os usos modernos do território tornaram-se irracionais para grande parte da sociedade, exceto para os agentes hegemônicos. Esta irracionalidade é mais aguda e óbvia quando o avanço da fronteira de acumulação capitalista priva as pessoas do direito à saúde, ameaçando a reprodução da vida humana. Neste artigo, argumenta-se que a Argentina é atualmente o cenário de um conflito insolúvel e cada vez mais frequente entre o primado de determinado uso globalizado do território e a reprodução do direito à saúde das comunidades locais envolvidas. À luz desta premissa, o trabalho analisa o boom da soja transgênica e as suas graves implicações para a saúde pública. Conclui-se que o modelo sojeiro opera como uma forma de acumulação por espoliação em múltiplas dimensões da vida social, incluindo a esfera da saúde. Originating at the dawn of the capitalism, accumulation by dispossession is a key part of the global order. As a result, modern uses of territory have become irrational for most of society but the hegemonic agents. This irrationality becomes more acute and obvious when the advancing frontier of capitalist accumulation deprives people of the right to health and threates the reproduction of human life. In this paper, it is argued that Argentina is currently the scene of an insoluble and increasingly frequent conflict between the primacy of certain globalized uses of territory and the right to health of the local communities involved. In light of this hypothesis, the article analyses the boom of transgenic soybean and its serious implications for public health. It is concluded that this model operates as a form of accumulation by dispossession in multiple dimensions of social life, including health sphere. Fil: Gómez Lende, Sebastián. La lógica neoliberal defiende el turismo transnacional por su supuesto efecto de goteo de la riqueza –trickle down–, basándose en que el consumo suntuario beneficia a la colectividad. Pero la acumulación por desposesión –del suelo, los recursos naturales e incluso la cultura– y la polarización que eso implica determinan situaciones de empobrecimiento, conflicto y miedo. El turismo global protagonizado por el capital transnacional en los espacios periféricos ha recurrido al encierro en enclaves “todo incluido” –hoteles, urbanizaciones cerradas o cruceros– a modo de búnker. Tomamos como ejemplo la transnacionalización del capital turístico español. Las cadenas hoteleras baleares ejemplifican el proceso de acumulación por desposesión en El Caribe y Centroamérica. Éstas han recibido el respaldo y subvención de los Estados anfitriones y de los gobiernos español y balear. Su difusión e implantación han supuesto la mercantilización turística del territorio y los recursos naturales. Además, han conllevado un proceso de gentrificación (elitización) del espacio por los usos turísticos, y una desposesión de las poblaciones locales., Neoliberal logic vindicates the benefits of transnational tourism due to the assumed trickle-down effect, based on the notion that this lavish consumption benefits the collectivity. However, accumulation by dispossession –of natural resources and even culture - and the resulting polarization leads to impoverishment, conflicts and fear. Global tourism lead by transnational capital has resorted to a bunker-style all-inclusive holiday formula (hotel complexes, private housing estates and cruise ships) in the world-system peripheral areas. This paper examines the transnationalization of Spanish tourist capital. Balearic hotel chains exemplify the process of accumulation by dispossession in the Caribbean and Central America. They have received support and subsidies from host nations and the Spanish and Balearic governments. The diffusion and penetration of the hotel chains in those areas have resulted in commodification of land and natural resources. Moreover, this process has also led to processes of gentrification related to tourism and dispossession of local populations.

À luz da discussão sobre a reestruturação econômica mundial e aceitando que existe uma transição pós-fordista, analisam-se os impactos sócio-territoriais produzidos a partir da implantação de políticas neoliberais, em particular, a reforma do artigo 27 constitucional em 1992, que possibilitou a incorporação de solo de propriedade social ao mercado imobiliário no México. Diante desta situação, utiliza-se o conceito de acumulação por desapossamento para evidenciar a situação atual, na qual o neoliberalismo econômico caracteriza a expansão urbana. Tal é o caso do município de Chalco, onde agravam-se cada vez mais os problemas econômicos e sociais da população local. Neste trabalho, estabelece-se uma proposta de análise que vincula as transformações recentes com o processo de acumulação de capital por desapossamento, processo que evidenciase no crescente desenvolvimento de conjuntos habitacionais que são espaços que respondem à lógica de acumulação de capital. A la luz de la discusión sobre la reestructuración económica mundial y aceptando que existe una transición posfordista, se analizan los impactos socioterritoriales que se han producido a partir de la implementación de políticas neoliberales, en particular, la reforma del artículo 27 constitucional en 1992, que ha posibilitado la incorporación de suelo de propiedad social al mercado inmobiliario en México. Ante esta situación, se utiliza el concepto de acumulación por desposesión para evidenciar la situación actual, en la cual el neoliberalismo económico caracteriza la expansión urbana. Tal es el caso del municipio de Chalco, en donde se agudizan cada vez más los problemas económicos y sociales de la población local. En este trabajo se plantea una propuesta de análisis que vincule las transformaciones recientes con el proceso de acumulación de capital por desposesión, proceso que se ha evidenciado en el creciente desarrollo de conjuntos habitacionales que son espacios que responden a la lógica de acumulación de capital. Enlightened by the debate on the restructuration of the world economy and accepting the existence of a post-fordist transition, this paper analyzes the socio-territorial impacts produced by the implementation of neoliberal policies, particularly the constitutional article 27 in 1992, which has made possible the incorporation of land of social property into the real-state market in Mexico. Given these circumstances, the concept of accumulation through dispossession is used to evidence the current situation, in which economic neoliberalism characterizes urban expansion. Such is the case of the municipality of Chalco, where the social and economic problems of the local people are worsening everyday. This work proposes an approach wich binds recent transformations with the process of capitalist accumulation through dispossession, a process that is evidenced by the growing development of housing complexes.
