The CTBTO Library's main goal is to support novel strategy development by experts, ensuring sources of reliable information as well as keeping up to date the community with the latest research about the four main monitoring technologies of the verification regime by providing access to technical and scientific databases to the entire PTS. The CTBTO Library, as part of the Capacity Building Section, IDC Division (IDC/CBT), was tasked to develop a map of knowledge to understand accurately the specific information needed by the users, as well as to learn how CTBTO experts communicated with the scientific community. One of the best tools of Bibliometrics in Library Science to address this challenge is the social network analysis approach. This framework allows for identifying how the knowledge grows and learning when, how and who has established connections. The network visualization represents with bubbles the number of publications with links, direct connection and interaction in co-authorship, on the same organization or with many others every time one author recognizes its affiliation; countries in this analysis represent the collaboration between CTBTO State Signatories. This study provides insights where CTBTO may develop capacities with other institutions in terms of seismic, hydroacoustic, infrasound and radionuclide monitoring technologies to achieve its goal.

Knowledge is the object of investigation and discussion; Citizens use it critically, transforming it into tools that allow them to improve their lives individually and collectively. The social and hierarchical differences that historically determined access to formative capital have blurred in the last century, and a wide variety of forms of culture are increasingly consumed, regardless of social, economic or cultural level. Among the cultural centers most visited by the citizens we find the museums. These knowledge centers work so that their communicative purpose is in tune with the content they offer and try to respond to the expectations and needs of visitors. The analysis of whether the answers they offer are adjusted to the demands of their visitors is the object of this work. It is a meeting that brings together disciplines such as information sciences, social sciences and museology, and which has made it possible to obtain an approach to the motivations and demands that some of the visitors to the Museu de les Ciències de Valencia have when they visit a museum.

7. How Many Answers Are Enough? Optimal Number of Answers for Q&A Sites

With the proliferation of the social web, questions about information quality and optimization attract the attention of IS scholars. Question-answering (QA) sites, such as Yahoo!Answers, have the potential to produce good answers, but at the same time not all answers are good and not all QA sites are alike. When organizations design and plan for the integration of question answering services on their sites, identification of good answers and process optimization become critical. Arguing that ‘given enough answers all questions are answered successfully,’ this paper identifies the optimal number of posts that generate high quality answers. Based on content analysis of Yahoo! Answers’ informational questions (n=174) and their answers (n=1,023), the study found that seven answers per question are ‘enough’ to provide a good answer.

One of the most important task of the contemporary university libraries is acquisition and dissemination information about scientific publications of the university staff scientific publications. It is important to elaborate cooperation principles between library and the university in the field of cataloguing and disseminating scientific research results as well as care of a name, term, code, etc., under which a bibliographic record may be searched and identified. The example here are organizational solutions of information system of scientific publications in the Main Library of Wroclaw University of Technology. These are based on directives of the University authorities and recognizing the database of university scientific publications creating in the Library as the only source of data. The future tasks of university libraries have to show the direction of integration of their service and the university ones as well as the cooperation with other libraries in Poland to unify and develop the system of information of scientific publications. It will be a source of a proper done citation analysis and appraisal. The libraries should link bibliographic databases of scientific publications with full text sources, OPAC catalogues, repositories of scientific papers and other learning materials available on the Internet. Organized in this way system will be an important link of an exchange of thoughts and consolidation the role of libraries as the centers disseminating and managing scientific information.

9. Specialists and Synthesists in a Question Answering Community

The most sustainable online communities are those that allow and encourage their users to have a voice in how the community evolves. The proliferation of online communities with collaborative filtering mechanisms, where user feedback is aggregated to shape future interactions, makes it necessary to understand why participants in online communities value the content they do. Building on the concepts of users as specialists and synthesists developed in previous research, this study examines Answerbag, an online question answering community where users rate one another’s answers to provide collaborative filtering. In this environment, specialists are operationalized as those who claim expertise in a given topic and answer questions without referencing other sources, and synthesists as those who include one or more references to external sources in their answers. The results of the study suggest that within the Answerbag community as a whole, the answers of synthesists tended to be rated more highly than those of specialists, though answers provided by specialists were rated more highly within certain categories. The consequences of differences in the perceived value of information provided by specialists and synthesists are examined, and avenues for future research are discussed.

A profile of CONUCO database is presented with the purpose of showing its usefulness and meaning for Puerto Rican periodicals. This database mainly compiles articles published in Puerto Rican periodicals but includes materials from Puerto Rican authors and topics published in foreign periodicals. The profile is accompanied by a series of characteristics which describe the reason of being of the art of indexing. It is established that the aim of indexing is to facilitate information retrieval of documents and images included in a multidocumentary index as the one described. The development of this database had been impossible without the collaboration of periodicals editors within the index frame of commitment to provide information and knowledge to the people of Puerto Rico.

This presentation aims to describe the creation of a portal. The role of portal is the localisation, in the internet, of web pages relative with concrete scientific area. Each portal, is usually specialised in a scientific area, e.g. Mathematics, or in a total from sciences, e.g. Positive Sciences. The information that is provided is various, e.g. articles of electronic journals, papers, studies or presentations in congresses that have been published in the internet. The library of Agricultural University of Athens created a gate that covers subjects with regard to the agricultural sciences, as plant production, animal production, geology, biology, biotechnology etc. Its creation was separated in three stages: planning, creation and maintenance-evaluation. In the stage of planning the library determined the objectives of the portal. Moreover, became research for the cost and the essential personnel. In the stage of creation was drawn the essential software, which locates web pages in the internet relative with the subjects that covers the particular portal. Also, was created a database, in which are stored this sources and an effective environment of work (Interface), with which the users have the possibility of seeking the data using different methods of search. Finally, in the stage of maintenance and evaluation the library is called to maintain the particular database, but also to evaluate the portal providing likely improvements.

Aim: The paper aims to present the current state of information services in the Provincial Public Libraries (hereinafter: PPL). As a comparison and presentation of this issue, we will selected university books also to examined in a broader background. The will be allowed to answer questions about differences and similarities between them. We will also be able to indicate the pros and cons of solutions used in both types of books. Research methods: An analysis of the presence of information services in the organizational schemes of libraries has been carried out, we checked the premises and opening hours, as well as the tools and information forms of education offered by employees. The basis for the research was the content contained on the library websites and in the Public Information Bulletins. The analysis we subjected to 18 PPL. For comparison purposes, the selected 18 academic books in voivodship cities we examined in the same respect. The same research covered 36 units. Besides, a literature analysis devoted to the issue of scientific information in libraries we used. Results: The analysis showed that information in PPL is more regional than scientific, which is a difference compared to academic books. What unites both types of libraries is the lack of a unified solution for information in public libraries, but also in academic ones. Academic libraries have better work tools. Only a few PPL have foreign, paid databases, which are the norm in university libraries. Those created by PPL are available for free on the Internet. Conclusions: Between the public and academic books there is a big difference in their information function. It is likely that the process of transforming public libraries into community centers and community centers as part of the "third place" idea will further deepen this difference. The question is, will we be able to continue to talk about scientific information in the public library in a dozen or so years?

This work is based on a survey of the existence and characteristics of the virtual reference services offered by the national university libraries of Argentina visible on the Web and the use of Web 2.0 tools in the provision of these. Data was collected from 297 libraries corresponding to 50 university institutions in Argentina. A bibliographic review of concepts and types of virtual reference services has been taken as a theoretical framework. The analysis was made through the evidence, collected between April and June 2018, on institutional websites. It was used as an instrument to systematize the observation, a form created ad hoc. The results show an increasing use of social networks and other tools of the social Web, having observed in many institutions the inclusion of a large amount of contact data with users and the intention to make visible the offer and the options of non-contact reference to through websites and blogs.

The article presents an analysis on the science results and innovation obtained in the University of Oriente during the period 2011 at the 2015. The investigation, of exploratory character, combines quantitative and qualitative methods, to determine the main difficulties related with the behavior of this results. The derived conclusions of the analysis indicate that they exist inadequacies that have their base in the form in that has been developed the administration of the process of scientific investigation and their evaluation, during that period, revealing opportunities for a methodological intervention in this administration.

The aim of the study is to identify, analyze and evaluate changes and trends in the use of collectively created on-line Wikipedia Encyclopedia (http://www.wikipedia.org/) within the framework of the Czech virtual reference service „Ptejte se knihovny“ (Ask Your Library) (http://www.ptejteseknihovny.cz/). Survey sample consists of the records in the archive of the answered questions from the years of 2003 to 2012 published in a freely accessible on-line archive of the service „Ptejte se knihovny“ (Ask Your Library) (http://www.ptejteseknihovny.cz/archiv) that include references to the Wikipedia entries and also the links to Wikipedia from the all archive records (i.e. regardless of their location in the archive records). The first step of the survey has been to find out the number of archive records with references to Wikipedia, the number of the references to the encyclopedia and the types of Wikipedia entries. Those records have been analysed using the method of bibliometric citation analysis. The author publishes the results with her own commentary. The basic hypothesis of the survey states that the extent of use and citing of the Wikipedia data within the service „Ptejte se knihovny“ (Ask Your Library) has been steadily increasing, especially the use of the Czech language version of the encyclopedia, and that the extent of use and citing of other selected major general encyclopaedic works produced in a traditional way (printed or on-line) is substantially lower than that of Wikipedia. The results of the survey partially affirm increasing use of the Wikipedia as an information and reference source not only by general public, but also by librarians and information officers.

Question answering (Q&A) sites, where communities of volunteers answer questions, may provide faster, cheaper, and better services than traditional institutions. However, like other Web 2.0 platforms, user-created content raises concerns about information quality. At the same time, Q&A sites may provide answers of different quality because they have different communities and technological platforms. This paper compares answer quality on four Q&A sites: Askville, WikiAnswers, Wikipedia Reference Desk, and Yahoo! Answers. Findings indicate that: 1) the use of similar collaborative processes on these sites results in a wide range of outcomes. Significant differences in answer accuracy, completeness, and verifiability were found; 2) answer multiplication does not always result in better information. Answer multiplication yields more complete and verifiable answers but does not result in higher accuracy levels; and 3) a Q&A site’s popularity does not correlate with its answer quality, on all three measures.

Digital reference is the service offered by libraries and information centres so that users can ask questions through the Internet. The concept of digital reference is described, along with the different typologies based on various criteria. The technologies used today for receiving questions and sending answers are presented. Guidelines are suggested for implementing a digital reference service, based on four criteria: the actors involved, the techniques used, the available resources and the management of the service. It concludes by highlighting the value of digital reference as an online service that expands the range of patrons.

21. The paradox of expertise: Is the Wikipedia Reference Desk as good as your library?

Purpose: This study aims to examine answers’ quality on the Wikipedia Reference Desk, and to compare it with library reference services. It examines whether Wikipedia volunteers outperform expert reference librarians and exemplify the paradox of expertise. Design/Methodology/Approach The study applied content analysis to a sample of 434 messages (77 questions and 357 responses) from the Wikipedia Reference Desk and focused on three SERVQUAL quality variables: reliability (accuracy, completeness, verifiability), responsiveness, and assurance. Findings The study reports that on all three SERVQUAL measures quality of answers produced by the Wikipedia Reference Desk is comparable with that of library reference services. Research limitations/Implications The collaborative social reference model matched or outperformed the dyadic reference interview and should be further examined theoretically and empirically. The generalizability of the findings to other similar sites is questionable. Practical implications Librarians and library science educators should examine the implications of the social reference on the future role of reference services. Originality value This study is the first to: 1) examine the quality of the Wikipedia reference desk; 2) extend research on Wikipedia quality; 3) use SERVQUAL measures in evaluating Q&A sites; and 4) compare Q&A sites with traditional reference services.

To put their individual strength in to use. That was one of the motivations for providing cooperative reference service within our project group. 11 public and academic libraries are working together in order do answer questions regarding Spanish drama as well as questions about Brazilian soccer stars. But is a cooperative reference service worth all the effort? In our patron's mind the library often is still not seen as an information provider. Most of the questions are more mundane, e.g. regarding the use of the library. Also for these type of questions some kind of "request management" is needed. The paper describes the development of such a cooperative system and the experiences of the first 20 month in a production environment

Today information is sought first of all in the internet – and even regular library users do nothing different. Libraries have adapted themselves to this and have built up virtual sub-branches on the net with online-catalogues, digital libraries, full-text databases and direct interlibrary loan. A new addition to this palette is "DigiAuskunft" (digital information). It started up as planned at the beginning of 2006 at the Dortmund City and State Library, and soon thereafter at the Cologne University and City Library, the University Library of Dortmund, the Cologne City Library and, since April, at the Technical College of Cologne. At each library site a few, but not particularly exhaustive preliminaries were necessary: modification of the web-based blank forms, creation of text modules and signature blocks, development of the knowledge database and establishing local text modules. An internal mailing list was set up among all users to help solve initial problems and discuss software improvements. The system has proven its worth in the practice. The processing of reference inquiries has been considerably simplified and can be accomplished from any internet PC. About 80 percent of the inquiries deal with local topics related to the respective library (regarding the collection, the individual user account, and specific services). Pure reference questions, such as that from a user in Amsterdam seeking an article about Westphalia history, are still rather scarce. Hence it has rarely been necessary to forward an inquiry to the entire network. In the course of this summer 18 more libraries will join the online network, and there are more getting ready on the sidelines.

The evolution of reference as a fundamental aspect of the library services is fairly recent. In fact the term does not appear until 1890. The philosophy behind them is that we find in any manifest, opinion or statement that considers the library as a service to the community, i.e., that which, inspired by the democratic ideals of socialization culture, knowledge, ecuanime distribution power all those procedures guidance and support to the user in the use of human and technical resources available to schools. This is, in short, not only enable the dissemination of information, but the learning of the operational modes more effective acquisition of the community members.

Objectives. To describe and evaluate the use of Wikipedia links to digitized collections held in libraries, archives and other cultural institutions. Methodology. The study examines all the articles included in the Spanish and Catalan versions of Wikipedia, using a wiki analysis tool. A broad selection of 81 Spanish digital collections of varying sizes is then made. Data are taken from other digitization projects for a comparison of results. Results. The use of links from Wikipedia remains relatively unexploited, with the exception of those to the Miguel de Cervantes Digital Library, where the scale of use is markedly greater. Some specialized collections are more frequently used, but in general there is a lack of attention paid to these collections by the team of Wikipedia editors. This needs to be taken into account in the development of digitization projects in line with the Europeana portal.

Most Libraries nowadays offer their catalogues or databases online, but do not adapt their reference services to the new environment. The purpose of this masters' thesis is to analyse what has changed in the field of reference work and to describe how new products and services can help librarians in responding to this development. Firstly, changes in reference work due to the increased use of the Internet and electronic media are examined. The main points discussed are increased end-user searching, accompanied by changes in the way students do their research, electronic publishing, digitisation and the impact all these factors have on reference work. This is followed by an analysis of new products and services (virtual reference, personalised and convenience services, user education in information literacy, hybrid library concept). Finally, some strategies for improving the web presence of reference on the website of the Austrian National Library are developed. The main findings were that libraries need to be proactive and aware of the fact that there is a segmented user group with different needs. The main focus should be to provide users with a seamless access to all the information resources of a library.

Any investigator, with a superficial knowledge of the information recovery systems can make a bibliographical search in Internet through his computer and obtain results than more sufficient, with respect to the amount of references. Other thing is that these results respond, in their content, to which the investigator really looked for, or are all exhaustive that possible. A pertinent search of data must, through an excellent analysis of the results, lead to consistent and useful syntheses. Therefore, it will be necessary to formulate a suitable strategy that allows that the results are simultaneously excellent and "revelances".
