Higher education institutions are facing an increasing demand to collaborate with each other in the knowledge economy. Yet, research on how higher education management enhances collaborative work is rare. This paper takes research collaboration as an example and presents a provisional exploration initiated by a higher education institution in Singapore to enhance collaborations among researchers within the institution. The paper first explores three key challenges (i.e., harnessing differences, avoiding counterproductive coercing of collaborations, and optimizing team size) and introduces a social network perspective as a means to understand research collaboration. It uses analytic tools from Social Network Analysis to provide insight into the patterns and dynamics of collaborations among researchers within the institution. The insights are used to inform the institution's formulation of strategies to enhance research collaboration, including strategies for research development, research community engagement and talent retention. Critical considerations are given to the ways in which management might adopt and adapt a social network perspective to facilitate collaborative work in higher education. Exploring the utility of social theories and tools for enhancing collaborative work in higher education contributes to 'importing' theories to higher education research, particularly the institutional management and the knowledge and research themes of higher education research. The impact of random discrete dopants in the source/drain (S/D) leads on the current variability of a gate-all-around Si nanowire transistor is analyzed. A full 3-dimensional (3-D) real-space nonequilibrium Green's function (NEGF) formalism is used for estimating the variability in the [I.sub.D]-[V.sub.G] characteristics of a future-generation Si nanowire transistor induced by random dopants (RDs) in the source/drain (S/D) extensions.

The dynamics of a simply supported cylindrical shell submerged in liquid hydrogen and liquid oxygen are considered. The shell itself is bounded by a rigid outer cylinder with closed rigid ends. This configuration gives rise to two fluid-filled cavities--an inner cylindrical cavity and an outer annular cavity. Such geometries are common in rocket engine design. The natural frequencies and modes of the fluid-structure system are computed by combining the rigid wall acoustic cavity modes and the in vacuo structural modes into a system of coupled ordinary differential equations. Eigenvalue veering is observed near the intersections of the curves representing natural frequencies of the rigid wall acoustic and the in vacuo structural modes. In the case of a shell submerged in liquid hydrogen, system frequencies near these intersections are as much as 30% lower than the corresponding in vacuo structural frequencies. Because of its high density, the frequency reductions in the presence of liquid oxygen are even more dramatic. The forced responses of a shell submerged in liquid hydrogen and liquid oxygen, while subject to a harmonic point excitation, are also presented. The responses in the presence of fluid are found to be quite distinct from those of the structure in vacuo.

The effect of polysilicon gate granularity on the threshold voltage variability in decananometer MOSFETs with conventional architecture is examined with the help of three-dimensional statistical simulation methodology. Findings reveal an increase in the impact of the surface potential pining at the poly-Si gate grain boundaries with further reduction of the gate oxide.

This paper presents a state-of-the-art discrete RF microelectromechanical systems (MEMS) tunable filter designed for 25-75-MHz operation. This paper also presents an enhanced model of the RF MEMS switch, which is used for accurate prediction of the tunable filter response. The two-pole lumped-element filter is based oil digital capacitor banks with on-chip metal-contact RF MEMS switches and lumped inductors, and results in a tuning range of 3 : 1 with fine frequency resolution, and a return loss better than 13 dB for the entire tuning range. The relative bandwidth of the filter is 4 [+ or -] 1% over the tuning range and the insertion loss is 3-5 dB, limited mostly by the inductor Q and the switch loss. The II[P.sub.3] measurements prove that tunable filters with metal-contact series RF MEMS switches show extremely linear behavior (II[P.sub.3] > 68 dBm). The intrinsic parameter fluctuations introduced by random discrete dopants, line edge roughness (LER), and oxide-thickness variation in realistic bulk MOSFETs scaled to 25, 18, 13, and 9 nm are studied using three-dimensional statistical numerical simulations. The scaling is based on a 35 nm MOSFET developed by Toshiba, which is also used for the calibration of the atomistic device simulator.

We suggest a practical approach for modeling frequency-dependent losses in ferrite cores for circuit simulation. Previous work has concentrated on the effect of eddy-current losses on the shape of the B-H loop, but in this paper we look at the problem from the perspective of energy loss and propose a different network for accurately modeling power loss in ferrite cores. In power applications, the energy loss across the frequency range can have a profound effect on the efficiency of the system, and a simple ladder network in the magnetic domain is not always adequate for this task. Simulations and measurements demonstrate the difference in this approach from the RL ladder network models both in the small-signal and large-signal contexts. As a design application, the asymmetric digital subscriber line (ADSL) broad-band line transformer offers somewhat different challenges than those in power supply design. In this paper, we use simulation to analyze total harmonic distortion (THD) as affected by the nonlinear behavior of the magnetic material in a line transformer. We use a mixed-technology model of the line transformer and circuit simulation to predict the level of THD for a variety of core types and configurations. A comparison of the simulation results with measured THD figures demonstrates the accuracy of the models. The analysis of the Cullen Report into the Piper Alpha disaster shows how the public inquiry teams represent their efforts to make sense of events as authoritative. These inquiry reports are highly convention-governed sensemaking narratives employing various forms of verisimilitude for bolstering their authority.

The analytical and numerical simulation techniques is reviewed, which is used to study and predict intrinsic parameter fluctuations. Random discrete dopants, trapped charges, atomic-scale interface roughness, line edge roughness are considered as sources of intrinsic parameter fluctuations.

Statistical three-dimensional (3-D) simulations are employed for studying the impact of gate line edge roughness (LER) on intrinsic parameter fluctuations in deep decananometer gate MOSFETs.

Amplitudes of random telegraph signals (RTS) associated with the trapping of a single electron in defect states at the Si/SiO[subscript 2] interface of decananometer MOSFETs are investigated and reported. Three-dimensional (3-D) 'atomistic' simulations are employed.

An event-driven framework is used to construct a physiologically motivated large-scale model of the piriform cortex containing in the order of [10.sup.5] neuron-like computing units. This approach is based on a hierarchically defined highly abstract neuron model consisting of finite-state machines. It provides computational efficiency while incorporating components which have identifiable counterparts in the neurophysiological domain. The network model incorporates four neuron types, and glutamatergic excitatory and GAB[A.sub.A] and GAB[A.sub.B] inhibitory synapses. The spatio-temporal patterns of cortical activity and the temporal and spectral characteristics of simulated electroencephalograms (EEGs) are studied. In line with previous experimental and compartmental work, 1) shock stimuli elicit EEG profiles with either isolated peaks or damped oscillations, the response type being determined by the intensity of the stimuli, and 2) temporally unpatterned input generates EEG oscillations supported by model-wide waves of excitation. The accurate characterization and modeling of magnetic materials are critical in simulating the performance analysis of electrical circuits incorporating magnetic components. Software has, therefore, been developed, including genetic algorithm-optimization techniques and metric-based goal functions to enable appropriate accuracy in the final model. Multiple loop optimization has been developed to allow a wide range of operating conditions to be used in the goal function, with appropriate weighting for the ultimate application. Sensitivity and Monte Carlo analyses ensure the models are stable and tolerant of parameter variations. Comparisons of simulated B--H curves with measured results demonstrate the capability of the software. Index Terms--Genetic algorithm, Jiles--Atherton, optimization.

It is essential in the simulation of power electronics applications to model magnetic components accurately. In addition to modeling the nonlinear hysteresis behavior, eddy currents and winding losses must be included to provide a realistic model. In practice the losses in magnetic components give rise to significant temperature increases which can lead to major changes in the component behavior. In this paper a model of magnetic components is presented which integrates a nonlinear model of hysteresis, electro-magnetic windings and thermal behavior in a single model for use in circuit simulation of power electronics systems. Measurements and simulations are presented which demonstrate the accuracy of the approach for the electrical, magnetic and thermal domains across a variety of operating conditions, including static thermal conditions and dynamic self heating. Research into the influence of quantum mechanical effects in the inversion layer on random dopant induced threshold voltage fluctuations and lowering in sub-100 nm MOSFETs is presented. The net result of including quantum mechanical effects is a rise in threshold voltage fluctuations and lowering.

This article demonstrates application of probabilistic dynamic synthesis to a realistic 3-substructure system. Free- and forced-response analyses, and the comprehensive nature of this method are discussed.

A low-phase-noise 28.65-GHz oscillator has been demonstrated using a planar resonator. The resonator is micromachined close to the transistor and has an unloaded Q of 460. The oscillator uses a commercially available high electron-mobility transistor for the active device, and results in an output power of 0.6 dBm with a 5.7% dc-RF efficiency. The measured phase noise is -92 dBc/Hz at a 100-kHz offset frequency and -122 dBc/Hz at 1-MHz offset frequency. This is compared with a low-Q planar design showing a 10-dB improvement in phase noise. The micromachined resonator is competitive with other hybrid nonplanar technologies, such as dielectric resonators. Index Terms - High-Q resonators, LMDS, oscillators, planar circuits.

This paper describes the design and measurement of a planar diplexer integrated on a single silicon substrate. The diplexer channels are 5% and 6.5% relative bandwidth at 28 and 31 GHz, respectively. The diplexer is based on a micropackaged membrane supported capacitively coupled microstrip structure and is 1.5 cm x 1.6 cm and only 1.4-mm thick. The measured insertion loss is 1.4 dB (5%) and 0.9 dB (6.5%) for the two channels with better than 35-dB isolation in the 28-GHz band and better than 50-dB isolation in the 31-GHz band. The measured results include all transition and packaging effects. The diplexer has coplanar-waveguide ports and can easily be integrated with other elements such as planar antennas, low-noise amplifier, and power amplifiers. Most mains-operated equipment in use today is connected to the supply via plugs and sockets. These are generally acceptable in benign environments, but can be unsafe or have limited life in the presence of moisture. In explosive atmospheres and in undersea applications, special connectors must be used. This paper describes a technique, the contactless energy transfer system (CETS), by which electrical energy may be transmitted, without electrical connection or physical contact, through nonmagnetic media of low conductivity. The CETS, which has been used to transfer up to 5 kW across a 10-mm gap, employs high-frequency magnetic coupling and enables plug-in power connections to be made in wet or hazardous environmental conditions without the risk of electric shock, short circuiting, or sparking. Energy may be transmitted without the necessity for accurately manufactured 'plug-and-socket' mechanisms and may be transmitted from source to load, even when there is relative motion. Load-source voltage matching may be made inherent to the system. Index Terms - Contactless power transmission, electrical engineering power.

High-performance planar micromachined filters at 37 and 60 GHz are presented. The filters consist of a 3.5% bandwidth two-pole Chebyshev filter with transmission zeros at 37 GHz, 2.7% and 4.3% bandwidth four- and five.pole Chebyshev filters at 60 GHz, and an 8% bandwidth elliptic filter at 60 GHz. Silicon micromachining techniques combined with micropackaging have been applied to allow for very high-Q resonators resulting in low-loss filters. The 37-GHz two-pole filter exhibits a 2.3-dB port-to-port insertion loss. The 2.7% and 4.3% four- and five-pole Chebyshev filters at 60 GHz exhibit 2.8- and 3.4-dB insertion loss, and the 8% elliptic filter exhibits a 1.5-dB insertion loss. These values show a large reduction of insertion loss compared to conventional planar techniques, and can be used for planar low-cost millimeter-wave wireless communication systems. A 20-dB directional coupler has been designed and fabricated on a thin dielectric membrane using micromachining techniques. The fabrication process is compatible with monolithic microwave integrated-circuit (MMIC) techniques, and the coupler can be integrated into a planar-circuit layout. Design of the asymmetric tapered coupled-line coupler relies on simple quasi-static models and ideal transmission-line theory. The use of membrane technology results in less than 0.5-dB insertion loss in the coupler from 10 to 60 GHz. In addition, a micromachined packaging technique creates a shielded circuit, which is extremely compact and lightweight. This paper offers an interpretation of an information technology (IT) implementation through an analysis of group narratives. A focus on narrative is valuable because it facilitates recognition of the extent to which interpretive research involves the creation and ascription of meaning in ways that require authorial reflexivity. An analysis based on group narratives, which incorporate plurivocal understandings of action and events, is also a means by which polysemy can more easily be read back into ethnography. The research contribution this paper makes is twofold. First, it exemplifies the importance of narratives for individuals and groups in their attempts to understand and give meaning to their technologies and working lives. Second, it illustrates how narratives can be deployed in political attempts to legitimate their actions and interests. (Reprinted by permission of the publisher.)

Episodes of failure provide an interesting arena for the observation of alternative interpretations of organizational events. The social psychology literature suggests that individuals tend to attribute failure to external forces and that this may be due to selective perception, which may be motivated by the preservation of self-esteem and/or image enhancement. This paper discusses the differing narratives describing the failure of an information system in a UK hospital. It is suggested that these narratives may be seen as attributing failure to either the occurrence of particular events, or to the deliberate actions of specific groups or individuals. These are characterized as narratives of inevitability and conspiracy. Some possible reasons for the promotion of these alternative narratives are discussed. The theory of narcissism can be employed usefully to analyze the dynamics of group and organizational behavior. Just as individuals seek to regulate their self-esteem through such ego-defense mechanisms as denial, rationalization, attributional egotism, sense of entitlement, and ego aggrandizement, which ameliorate anxiety, so too do groups and organizations. An understanding of the behaviors by which groups and organizations regulate self-esteem is important, because it sheds light on the dynamics underlying the legitimacy attributions made by organizational participants. A novel method uses statistical distribution information of individual substructure's dynamical modes and residual flexibility for integrating dynamic component mode synthesis with probabilistic methods. The method incorporates substructure eigenvalues, eigenvectors, and residual flexibility as random vectors for computing the response value. Probabilistic dynamic synthesis of the nondeterministic substructures is used to estimate the cumulative distribution function of the system eigenvalues.

This paper focuses on the political processes through which legitimacy was sought for a large information technology system by its sponsors and key supporters. It is suggested that this was accomplished by means of a niche marketing campaign in which key stakeholder groups were fed radically different explanations regarding the motivations which prompted investment in the system and its likely implications for them and the organization. The system was legitimated by a combination of 'rational' arguments which appealed to stakeholder self-interest and cultural norms, control over the flow of information, and symbolic action. The research contribution this paper makes is to illustrate the symbolic and political processes, some of which can be interpreted as hypocritical, by which a select group attempted to manipulate other actors' understandings of a large and complex IT system. This paper focuses on the micropolitical behavior of a group of four individuals who were able to gain acceptance for their interpretation of events as a project unfolded through symbolic action, myth making and control over the flow of information. It is suggested that these devices were resorted to in order to create a facade of project-risk minimization in ways which were in part self-deceptive and ego-enhancing. The research contribution this paper makes is twofold. First, it illustrates the social, symbolic and political processes by which a select group were able to manipulate other actors' understandings of complex organizational events. Second, it suggests that apparently irrational and uninformed decisions may have a rational and intelligible basis when interpreted as politically motivated symbolic acts required for legitimization purposes. The aim of this article is to demonstrate the importance and utility of the notion of organizational culture for scholars and practitioners in the field of information studies. It presents a theoretical and empirical examination of the effects of culture on communication and information in organizations. First, the concepts of organizational culture, information and communication are briefly explored. Then a case study of the effects of organizational culture on communication and information is presented. In particular, we make a detailed examination of how attitudes to communication and information that had their roots in a dominant organizational culture were a strong influence on the demise of the company (which was ultimately acquired by a stronger firm). Transformational leadership is considered an important component of technological change in organizations. With the tremendous challenges posed by technological innovations, managers need to employ effective tools to facilitate change. One of these basic tools is rites. Rites are a planned set of activities purported to effect change both at the individual's cognitive and behavioral levels. Organizations that have incorporated rites in their organizational culture can benefit much from technological change.

A case study is presented on the inauguration of a major change program in the UK's National Health Service called the Resource Management Initiative (RMI). Using RMI in an organizational change involves variations in the structural, technological and cultural aspects of the organization. Examined are the more consequential issues on implementation that are associated with such a significant change.

Corporate performance can be enhanced and corporate goals can be achieved by manipulatingfunctions within an organization's culture. Organizational culture is composed of three main factors. These are basic assumptions, beliefs and values and artefacts. The first two factors refer to intellectual and emotional cultural patterns while the third are physical objects which determine cultural values. Other factors which influence corporate culture are stories, myths and organizational symbolisms. Cultural patterns can be used to convey to employeesthe performance and behavior expected of them.
