Bridging the Pacific provides an image of two separate regions which share the Pacific Rim, becoming connected in multiple aspects, not limited to a predominantly economic interconnection. This image, thus, points toward a constructive mechanism to work toward a resolution of the over-arching global issue, including climate change. This image and the method for its practical implementation are suggested by the Forum for East Asia and Latin America Cooperation—FEALAC. In the overall field of regionalism studies, inter-regionalism can be considered as 'the third wave' under the new regionalism, and FEALAC can be located in this analytical framework. To begin, this paper traces the process and features of regionalism by typification of three different versions, or ideal types of regionalism. In this work, each type of regionalism is not viewed as a successor to, considered better than the previous one, but rather provides a typology for analytical purposes. Next, taking up this historical and analytical framework of regionalism, this paper examines the FEALAC in terms of its strengths and weaknesses considered from the perspective of the five systemic functions. During the SHIVA (Stratospheric Ozone: Halogen Impacts in a Varying Atmosphere) project an extensive dataset of all halogen species relevant for the atmospheric budget of total organic bromine has been collected in the West Pacific region using the FALCON aircraft operated by the German Aerospace agency DLR (Deutsches Zentrum für Luft- und Raumfahrt) covering a vertical range from the planetary boundary layer up to the ceiling altitude of the aircraft of 13 km. In total, more than 700 measurements were performed with the newly developed fully-automated in-situ instrument GHOST-MS (Gas cHromatograph for the Observation of Tracers - coupled with a Mass Spectrometer) by the Goethe University of Frankfurt (GUF) and with the onboard whole-air sampler WASP with subsequent ground based state-of-the-art GC/MS analysis by the University of East Anglia (UEA). Both instruments yield good agreement for all major (CHBr3 and CH2Br2) and minor (CHBrCl, CHBrCl2 and CHBr2Cl) VSLS (very short-lived substances), at least at the level of their 2 s measurement uncertainties. In contrast to the suggestion that the Western Pacific could be a major source region for VSLS (Pyle et al., 2011), we found only slightly enhanced mixing ratios of brominated halogen source gases relative to the levels reported in Montzka et al. (2011) for other tropical regions. A budget for total organic bromine, including all four halons,CH3Br and the VSLS, is derived for the upper troposphere, the input region for the TTL and thus also for the stratosphere, compiled from the SHIVA dataset. With exception of the two minor VSLS CHBrCl2 and CHBr2Cl, excellent agreement with the values reported in Montzka et al. The organic movement have considered itself the growing drive for today's consumers purchasing behaviour and growing attention from mainstream media. However, it has not fully received the attention to increase the organic tea industry to benefit humanity and natural ecosystems. The effect is that the future is uncertain as current challenges continue to pose threats to the industry. A systematic review was done to examine the overview of organic tea production challenges and prospects within the scope of sustainable farming. The findings showed that the unprecedented challenges are currently facing the global organic tea industry, which includes high competition for agricultural land, convention of organic lands for other purposes and urbanization activities in tea-growing countries. Biotic and abiotic stresses are major limits to agricultural production. Lack of knowledge on organic practices and high input costs affect the adoption of organic farming. However, the growth and new marketing trends in Asia-Pacific is an excellent sustainable indicator. Besides, stakeholders commitment is needed to implement and comply with applicable laws and supports to ensure industry development and sustainability. Purpose: This paper uses a historical case study, the controversy over the possibility of climatic extremes caused by hydrogen bomb tests on Pacific Ocean atolls during the 1950s, to show how, in a context of few scientific data and high uncertainty, political affiliations and public concerns shaped two types of argumentation, the "energy" and the "precautionary" arguments. Design/methodology/approach: Systematic analysis of publications 1954–1956: scientific and semiscientific articles, publications of C.-N. Martin and contemporary newspaper articles, especially from the Asia–Pacific region. Findings: First, epistemological and scientific reasoning about the likelihood of extreme natural events aligned to political convictions and pressure. Second, a geographical and social distribution of arguments: the relativizing "energy argument" prevailed in English-language scientific journals, while the "precautionary argument" dominated in popular journals and newspapers published worldwide. Third, while the "energy argument" attained general scientific consensus within two years, it lost out in the long run. The proponents of the "precautionary argument" raised relevant research questions that, though first rejected in the 1950s, later exposed the fallacies of the "energy argument" (shown for the case of the climatologist William W. Kellogg). Originality/value: In contrast to the existing secondary literature, this paper presents a balanced view of the weaknesses and strengths of two lines of arguments in the 1950s. Further, this historical study sheds light on how once-discarded scientific theories may ultimately be reconsidered in a completely different political and scientific context, thus justifying the original precautionary argument. The idea that climate change may cause the loss of atoll countries is now taken for granted in much of climate change science, policy and media coverage. This normalisation of loss means atoll countries now face a future that is apparently finite, which is a grievous situation no other country has to contend with. This paper explains the dilemmas this presents to atoll countries. If there is a risk of forced migration, then strategic planning can minimise its social impacts. Yet, doing so may bring future dangers into the present by undermining efforts to facilitate adaptation to climate change, creating new identities and deterring investments in sustainable resource management. To overcome this dilemma, the paper argues for a more hopeful approach to the future of atoll countries, because for as long as the science of loss remains uncertain, and the limits to adaptation are unknown, forced migration cannot be taken as a matter of fact and could possibly be averted through emission reductions and a vastly improved and significantly more creative approach to adaptation. This paper describes the Comprehensive Pacific Rainfall Database (PACRAIN), which contains daily and monthly precipitation records from the tropical Pacific basin. The database is a collection of observations from a variety of sources, including one, the Schools of the Pacific Rainfall Climate Experiment (SPaRCE), that is unique to PACRAIN. SPaRCE is a cooperative field project and involves schools from various Pacific island and atoll nations. Recent enhancements to the database, including improved quality control, observation and data entry standardization, expansion of the network, increased collaboration with local meteorological directors, and enhanced high-resolution data (e.g., on hourly or minute time scales), are discussed. This paper also outlines some of the internal data and Web-based access specifics of the database. To illustrate the potential usefulness of the data, two examples of research using the PACRAIN database are provided and discussed. The first is an analysis of temporal changes in the extreme event characteristics of daily precipitation across the region. The unprecedented and unsustainable impact of human activities on the biosphere threatens the survival of the Earth's inhabitants, including the human species. Several solutions have been presented to mitigate, or possibly undo, this looming global catastrophe. The dominant discourse, however, has a monolithic and Western-centric articulation of the causes, solutions, and challenges arising from the events of the Anthropocene which may differ from the other epistemes and geographies of the world. Drawing on the International Relations (IR) critical engagement with the Anthropocene, this paper situates the Asia-Pacific region in the Anthropocene discourse. The region's historical and socio-ecological characteristics reveal greater vulnerability to the challenges of the Anthropocene compared to other regions while its major economies have contributed recently to the symptoms of the Anthropocene. On the other hand, the region's ecocentric philosophies and practices could inform strategies of living in the Anthropocene. This article derives from an interview with Dr. Rÿser conducted by Zoltán Grossman on October 5, 2009. It was published in the book Asserting Native Resilience: Pacific Rim Indigenous Nations Face The Climate Crises, edited by Zoltan Grossman and Alan Parker, and released in 2012. In this essay, Dr. Rÿser comprehensively explores the role indigenous sovereignty plays in addressing the challenges posed by climate change. Emphasizing the importance of traditional knowledge and governance structures in fostering environmental resilience and effective adaptation strategies, he highlights the critical need for indigenous peoples to assert their authority as regulators and standard-setters in the face of climate change. Model‐based sensitivity experiments are a widely used method for studying climate change attributions. In traditional climate sensitivity studies, "climate drift" occurs because of the accumulation of model errors during long‐term integrations, both in "actual" and "hypothetical" states. A more accurate piecewise‐integration method is used to reduce the model errors, dividing the continuous simulation into a series of sequential short‐term simulations. The model fields are updated at the end of each subinterval with analysis data for the "actual" state run, and with the sum of the analysis data and the difference between "hypothetical" and "actual" states for the "hypothetical" state run. This paper conducts sensitivity experiments with the continuous‐integration method and the piecewise‐integration method to evaluate the impacts of the central and eastern Pacific Ocean sea surface temperature anomalies (SSTAs) on the severe drought that occurred in southwestern China (SWC) in the winter of 2009/2010. The results show the following. (a) Model errors produced by the piecewise‐integration method for the actual state simulation are significantly less than those produced by the continuous‐integration method. (b) The intensity of the drought is significantly overestimated in continuous‐integration experiments. However, the drought can be accurately simulated in its spatial distribution and intensity via the piecewise‐integration method. Thus, climate sensitivity to changes in external forcing can be studied with greater credibility. (c) The warm central Pacific Ocean SSTAs may be the main cause of the drought over SWC. Adequate precipitation occurred over SWC when the centre of the SSTAs shifted to the east. (d) Warm SSTAs over the central Pacific Ocean influenced precipitation over SWC by weakening the water vapour transport branch from South China Sea to SWC. With a deficit of water vapour, the pronounced subsidence and warm temperatures were the main dynamic and thermodynamic factors that caused and maintained the drought. Model‐based sensitivity experiment is a method of studying climate change attributions. In traditional climate sensitivity studies, "climate drift" occurs both in "actual" and "hypothetical" states. Therefore, the scientific value of climate sensitivity experiments is questioned. In this study, piecewise‐integration method (shown in the figure) is used to significantly reduce model errors caused by inaccuracies of analysis fields, to improve the accuracies of climate sensitivity simulations and to evaluate the impacts of the Pacific Ocean SSTAs on a drought. This paper summarizes the Stage 1 results of the CTBUH Research Division's project "Cyclone-Glazing and Facade Resilience for the Asia-Pacific Region." The project was possible thanks to a US$202,000 sponsorship by Trosifol World of Interlayers/Kuraray Group. The core scope of the Stage 1 research was the analysis of existing codes, standards and best practices for the design, construction, and installation of cyclone-resistant curtain walls in 12 cyclone-prone areas. Anthropogenic climate change is impacting human survival through its impact upon water quality and availability. An urgent ethical imperative is thus raised for education policy makers and schools, particularly in the Australian and Asia Pacific regions, to adopt a curriculum to help students mitigate and adapt to the dire consequences caused by a warming planet. Through a blue transdisciplinary school curriculum, students will better understand and respond to the broader aspects of what is referred to as the hydrosocial cycle. A school move towards a blue curriculum requires educational policy to mandate an emphasis on the climate change effects upon the water cycle. An effective shift to a blue curriculum also requires that teachers' ethical perspectives and sensitivities are sharpened through their tertiary education courses. This is needed so they develop confidence and pedagogy for teaching anthropogenic climate change generally, something still missing from Australian and other classrooms around the world, and, more specifically, for teaching the hydrosocial cycle. The Four Component Model of Ethical Decision Making is offered as a useful framework to guide teachers in examining their values and motivations when teaching potentially confronting topics such as the impacts of climate change upon the hydrosocial cycle. This paper focuses on the policies and rhetoric of international organisations (IOs) dealing with climate change and development. The IOs use economic rhetoric based on the doctrines of neoclassical economics when discussing social, developmental and environmental issues. The paper examines a market-oriented approach and a global public good approach and the politics behind these rhetorical approaches. It refers to the concept of governmentality and proposes that economic doctrines justify the liberal governance model where the authority has spread among global and national actors and in which the role of the sovereign state is weakened. It examines the IOs' policies in climate change and development issues under the United Nations Framework Convention on Climate Change and outside of it by paying attention to the arrangements concerning the Asia-Pacific and Indian Ocean regions. The paper suggests that economic rhetoric replaces other approaches to climate change such as politico-juridical, moral, ethical and environmental approaches, particularly when no global and comprehensive climate arrangement has been established. In the context of the imperative global shift towards renewable energy to mitigate climate change, Latin America (LATAM) emerges as a region of immense untapped potential. However, there is no formal quantification of the effects of developing this potential. This study analyzes the economic and climate impacts of developing renewable energy in LATAM and the Asia–Pacific region using an integrated economic and climate assessment model (IAM). The key findings are as follows. First, exporting renewable energy from LATAM and the Asia–Pacific region yields economic benefits across all regions. However, this surge in renewable energy exacerbates rather than alleviates global warming. Second, the implementation of policy measures accompanying renewable energy exports, aimed at discouraging the use of polluting energy sources, proves effective in mitigating global warming while sustaining significant economic gains globally. Third, LATAM stands to gain substantially from this development. Fourth, due to the gradual process of capital accumulation, any delays in initiating the development of renewable energy exports not only diminish economic gains during the postponement but also in the years following the commencement of exports. The years 2014 and 2015 turned out to be quite catastrophic for the Asia-Pacific region which took a major toll on the socioeconomic stature of all the entities of the region. The agricultural sector which is one of the most contributing factors to the economy of the region has been highly sensitive to the global climatic changes. Hence this endeavor shall greatly help in an efficient prediction of monsoon cycles, thus enabling the hapless farmers to be better informed and avoid major losses of any kind. The paper focuses on the climatology of air temperature and MSLP with the variation pattern in precipitation over the Asia-Pacific region. The NCEP-NCAR reanalysis data is used for air temperature and MSLP along with high-resolution precipitation dataset for Asia-Pacific monsoon region obtained from GPCP. The temperature datasets are analyzed up to the level 500 hPa. Monte Carlo method of correlation and Bootstrapping method of confidence interval are used to analyze the relation of GPCP with MSLP and temperature at all defined levels. So, in this paper authors attempt to assess the nature and relationship of temperature and MSLP to precipitation over the Asia-Pacific region with the recent 10-year changes which are quantified in detail. A hybrid coupled model (HCM) is constructed for El Niño-Southern Oscillation (ENSO)-related modeling studies over almost the entire Pacific basin. An ocean general circulation model is coupled to a statistical atmospheric model for interannual wind stress anomalies to represent their dominant coupling with sea surface temperatures. In addition, various relevant forcing and feedback processes exist in the region and can affect ENSO in a significant way; their effects are simply represented using historical data and are incorporated into the HCM, including stochastic forcing of atmospheric winds, and feedbacks associated with freshwater flux, ocean biology-induced heating (OBH), and tropical instability waves (TIWs). In addition to its computational efficiency, the advantages of making use of such an HCM enable these related forcing and feedback processes to be represented individually or collectively, allowing their modulating effects on ENSO to be examined in a clean and clear way. In this paper, examples are given to illustrate the ability of the HCM to depict the mean ocean state, the circulation pathways connecting the subtropics and tropics in the western Pacific, and interannual variability associated with ENSO. As satellite data are taken to parameterize processes that are not explicitly represented in the HCM, this work also demonstrates an innovative method of using remotely sensed data for climate modeling. The academic literature on climate change communications is growing. However, the majority of this literature focuses on the issue of climate change mitigation in a developed country context, and there is little published material regarding communication in a developing country and adaptation context. Similarly, despite community-based approaches to climate change adaptation and disaster risk reduction increasing in the Pacific Islands region, there is very limited guidance on how to effectively communicate climate change in a way that enhances people's resilience. This paper documents the experiences of organisations, including local and international non-government and faith-based organisations, governments, regional technical organisations and donor agencies in communicating climate change for adaptation in the Pacific region. Three key climate change communication challenges are highlighted and suggestions made for overcoming them based on results from interviews, a focus group discussion and an online forum. The frequency of intense natural disasters has been on the rise worldwide over the past 40 years. Meanwhile, temperatures have risen on average, while both temperatures and precipitation have become more variable and more extreme. Their impacts are clearly visible in Asia and the Pacific region, which has seen some of the most damaging natural disasters. Recent scientific evidence points to the link between rising greenhouse gas concentrations in the atmosphere and climate variables such as temperature and precipitation that underlie floods, storms, droughts and heatwaves. Rising population exposure, greater population vulnerability, and increasing climate-related hazards are three main disaster risk factors behind the increased frequency of intense natural disasters. A study underlying this paper finds an association between more frequent climatological disasters (relating to droughts and heat waves) and rising temperatures; and between hydrometeorological disasters (relating to floods and storms) and people locating in harm's way and precipitation anomalies. These findings underpin the necessity of greater prevention of natural disasters, and of integrating climate adaptation and mitigation in reducing disaster risks. With no let-up in the increasing costs of disasters to lives and livelihood, homes and infrastructure - such preventive measures must be part of policy and planning. [ABSTRACT FROM AUTHOR]

This paper reviewed 42 studies of how local knowledge contributes to adaptation to climate and climate change in the Asia-Pacific Region. Most studies focused on traditional ecological or indigenous knowledge. Three simple questions were addressed: (1) How are changes in climate recognized? (2) What is known about how to adapt to changes in climate? (3) How do people learn about how to adapt? Awareness of change is an important element of local knowledge. Changes in climate are recognized at multiple time scales from observations that warn of imminent extreme weather through expectations for the next season to identification of multi-year historical trends. Observations are made of climate, its impact on physical resources, and bio-indicators. Local knowledge about how to adapt can be divided into four major classes: land and water management, physical infrastructure, livelihood strategies, and social institutions. Adaptation actions vary with time scale of interest from dealing with risks of disaster from extreme weather events, through slow onset changes such as seasonal droughts, to dealing with long-term multi-year shifts in climate. Local knowledge systems differ in the capacities and ways in which they support learning. Many are dynamic and draw on information from other places, whereas others are more conservative and tightly institutionalized. Past experience of events and ways of learning may be insufficient for dealing with a novel climate. Once the strengths and limitations of local knowledge (like those of science) are grasped the opportunities for meaningful hybridization of scientific and local knowledge for adaptation expand. Highlights • Nonindigenous species (NIS) spread risk is evaluated at the country level. • Opening of the Arctic shipping routes increases the risk of NIS spread to the U.S. • China is the riskiest trade partner in the Asia-Pacific region for the U.S. • Asia-Pacific tropical countries present small increased NIS spread risk to the U.S. Abstract This paper estimates the impacts of future Arctic shipping on the risk of terrestrial and aquatic nonindigenous species (NIS) spread to the U.S. east coast from various Asian countries. We consider two components of risk – introduction and establishment. Risk of introduction is based on economic modeling predictions of changes in trade flows from future opening of Arctic shipping. Risk of establishment given successful introduction is based on climate similarities determined by an environmental model. We estimate total NIS spread risk as the product of introduction and establishment risks. Results highlight risk profiles for key U.S. trade partners in Asia and show that NIS spread risk to the U.S. east coast is highest from China and Japan. Shipments from Hong Kong and the Philippines present nominal increased species spread risk to the U.S. given low levels of terrestrial and marine climate similarity and minor expected trade changes between the two regions. This is the first of two articles on the steepening challenges which confront global agriculture, food security and hence nutrition and population health. The recent deterioration in global food security has caught most experts by surprise. While the Asia Pacific region as a whole has so far fared reasonably well, there should be no complacency about medium to long term food security in the region, whether or not food security improves in the near future. The first paper places this debate in the context of the long-standing arguments between Malthusianists and optimists. The apparent reversal of position in the last decade of two leading agricultural experts is discussed. Their recent writings reflect intensified Malthusian concerns curbed in their writings from the 1990s. The paper concludes that far more credence needs to be given to the pessimistic position in order to avoid it becoming reality. The second paper focusses on five interrelated challenges to future food security in the Asia Pacific. These may be conceptualised as pathways by which pessimistic Malthusian scenarios become manifest. The mechanisms are (1) climate change. (2) water scarcity, (3) tropospheric ozone pollution. (4) impending scarcity of phosphorus and conventional oil and (5) the possible interaction between future population displacement, conflict and poor governance. The article concludes that a sustainable improvement in food security requires a radical transformation in society's approach to the environment, population growth, agricultural research and the distribution of rights, opportunities and entitlements. There are major challenges facing the countries in the Pacific Basin. These include issues of hazardous waste management and the consequent adverse effects of hazardous wastes on human health, the potential disruption of our whole way of life as a consequence of global climate change, and the increasing problem on human health of air pollution and the effects of breathing polluted air. These issues and others were the focus of the 12th meeting of the Pacific Basin Consortium for Environment and Health Sciences, held in Beijing in late 2007. This volume is a collection of papers presented at that meeting, and this introductory chapter provides some perspective on three of the major issues that are of concern in all of the countries in this region. This meeting provided an opportunity for Chinese scientists and those from other countries in the Pacific Basin to share perspectives and possible solutions with others from the international community, and these various approaches are reflected in these proceedings. The impact of clouds and precipitation on the climate is a strong function of their spatial distribution and microphysical properties, characteristics that depend, in turn, on the environments in which they form. Simulating feedbacks between clouds, precipitation, and their surroundings therefore places an enormous burden on the parameterized physics used in current climate models. This paper uses multisensor observations from the Tropical Rainfall Measuring Mission (TRMM) to assess the representation of the response of regional energy and water cycles in the tropical Pacific to the strong 1998 El Niño event in (Atmospheric Model Intercomparison Project) AMIP-style simulations from the climate models that participated in the Intergovernmental Panel on Climate Change’s (IPCC’s) most recent assessment report. The relationship between model errors and uncertainties in their representation of the impacts of clouds and precipitation on local energy budgets is also explored. With the exception of cloud radiative impacts that are often overestimated in both regions, the responses of atmospheric composition and heating to El Niño are generally captured in the east Pacific where the SST forcing is locally direct. Many models fail, however, to correctly predict the magnitude of induced trends in the west Pacific where the response depends more critically on accurate representation of the zonal atmospheric circulation. As a result, a majority of the models examined do not reproduce the apparent westward transport of energy in the equatorial Pacific during the 1998 El Niño event. Furthermore, the intermodel variability in the responses of precipitation, total heating, and vertical motion is often larger than the intrinsic ENSO signal itself, implying an inherent lack of predictive capability in the ensemble with regard to the response of the mean zonal atmospheric circulation in the tropical Pacific to ENSO. While ENSO does not necessarily provide a proxy for anthropogenic climate change, the results suggest that deficiencies remain in the representation of relationships between radiation, clouds, and precipitation in current climate models that cannot be ignored when interpreting their predictions of future climate. This paper explores changes in the principal components of observed energy budgets across the tropical Pacific in response to the strong 1998 El Niño event. Multisensor observations from the Tropical Rainfall Measuring Mission (TRMM) Microwave Imager (TMI), Visible and Infrared Scanner (VIRS), and precipitation radar (PR) instruments aboard TRMM are used to quantify changes in radiative and latent heating in the east and west Pacific in response to the different phases of the El Niño–Southern Oscillation. In periods of normal east–west SST gradients there is substantial heating in the west Pacific and cooling in the east, implying strong eastward atmospheric energy transport. During the active phase of the El Niño, both the east and west Pacific tend toward local radiative–convective equilibrium resulting in their temporary energetic decoupling. It is further demonstrated that the response of these regions to ENSO-induced SST variability is directly related to changes in the characteristics of clouds and precipitation in each region. Through quantitative analysis of the radiative and latent heating properties of shallow, midlevel, and deep precipitation events and an equivalent set of nonprecipitating cloud systems, times of reduced atmospheric heating are found to be associated with a shift toward shallow and midlevel precipitation systems and associated low-level cloudiness. The precipitation from such systems is typically less intense, and they do not trap outgoing longwave radiation as efficiently as their deeper counterparts, resulting in reduced radiative and latent heating of the atmosphere. The results also suggest that the net effect of precipitating systems on top-of-the-atmosphere (TOA) fluxes and the efficiency with which they heat the atmosphere and cool the surface exhibit strong dependence on their surroundings. The sensitivity of cloud radiative impacts to the atmospheric and surface properties they act to modify implies the existence of strong feedbacks whose representation may pose a significant challenge to the climate modeling community. Global climate change has already created noticeable ill‐effects on the environmental system and attaining further economic growth without compromising environmental quality is a difficult challenge for every country on this planet. Inspired by United Nation's Sustainable Development Goals (SDGs) core agenda, we investigated the singular, combined, and coupling influence of income growth, foreign direct investment inflows, renewable energy, and regulatory quality (RQ) on climate change under the scale, technique, and composition effects hypothesis. This analysis enables the creation of appropriate policy interventions to mitigate the severity of climate change in the future for the diverse countries in the Asia‐Pacific region. The study adopted the dynamic heterogenous estimation methodology responsible for accounting for the heterogeneity. We estimated 14 empirical models for the panel data from 1996 to 2015 of Asia‐Pacific countries. Empirical results validated the scale, technique, and composition effects and include that the progress in the share of renewable energy consumption in emerging countries by 1% reduces the greenhouse gas emissions by 0.24% (99% Confidence interval [C.I]), whereas 1% increase in the interactive effect of renewable energy and RQ deepens the emissions by 0.35% (99% C.I). The income level and RQ aggravate greenhouse gas emissions; whereas renewable energy diminishes the overall emissions level in emerging and advanced economies. This article's empirical outcomes would facilitate climate change mitigation‐related policy interventions of diverse economies in the Asia‐Pacific region to attain Sustainable Development Goals (SDGs‐ 7 and 13). Antifreeze proteins (AFPs) inhibit ice growth within fish and protect them from freezing in icy seawater. Alanine-rich, alpha-helical AFPs (type I) have independently (convergently) evolved in four branches of fishes, one of which is a subsection of the righteye flounders. The origin of this gene family has been elucidated by sequencing two loci from a starry flounder, Platichthys stellatus, collected off Vancouver Island, British Columbia. The first locus had two alleles that demonstrated the plasticity of the AFP gene family, one encoding 33 AFPs and the other allele only four. In the closely related Pacific halibut, this locus encodes multiple Gig2 (antiviral) proteins, but in the starry flounder, the Gig2 genes were found at a second locus due to a lineage-specific duplication event. An ancestral Gig2 gave rise to a 3-kDa "skin" AFP isoform, encoding three Ala-rich 11-a.a. repeats, that is expressed in skin and other peripheral tissues. Subsequent gene duplications, followed by internal duplications of the 11 a.a. repeat and the gain of a signal sequence, gave rise to circulating AFP isoforms. One of these, the "hyperactive" 32-kDa Maxi likely underwent a contraction to a shorter 3.3-kDa "liver" isoform. Present day starry flounders found in Pacific Rim coastal waters from California to Alaska show a positive correlation between latitude and AFP gene dosage, with the shorter allele being more prevalent at lower latitudes. This study conclusively demonstrates that the flounder AFP arose from the Gig2 gene, so it is evolutionarily unrelated to the three other classes of type I AFPs from non-flounders. The Southwest Pacific is considered one of the most vulnerable regions in the world to natural hazards. Five of the Pacific Island States (PIS) rank among the top 20 most-at risk countries in the World Risk Index, with Vanuatu and Tonga ranking first and second respectively. The Southwest Pacific neighbours Southeast Asia and both regions are exposed to a variety of natural hazards, resulting in significant damage and loss of lives annually. Similar exposure to climate-induced hazards raises the potential to create a coalition of affected states from the Asia-Pacific to share knowledge of disaster governance in areas where niche capabilities have been developed and shape the global debate on the effects of natural hazards and climate-induced disasters. This article argues that inter-regional partnership on disaster governance is the next step in the Asia-Pacific to respond to a collective action problem affecting two sub-regions - Southeast Asia and the Southwest Pacific. Through the conduct of desk research and interviews, this article first presents findings and observations on the disaster governance landscape and future developments in the Pacific. It then discusses disaster management frameworks and initiatives that ASEAN has institutionalised, and how work in the two sub-regions can complement one another and provide a platform to help shape the global agenda on disaster governance and climate change. The Asia Pacific Journal of Human Resources (APJHR) celebrates its 60th anniversary in 2022. In this 60th anniversary issue, we provide a brief overview of the APJHR and its recent developments. We outline a few thematic areas, with indicative research questions that would facilitate researchers to extend the field of HRM research with policy relevance and societal impact in the Asia Pacific, drawing on several megatrends as the context. These include demographic changes, climate change and energy transition, digital technology and the growing interest in HR analytics, and the global pandemic. We then present a collection of review articles included in this anniversary issue that provide a critical appraisal, from a historical lens, of selected research topics including those published in the APJHR; we reflect on how they have evolved and what further research efforts can be exerted to advance the field. Abstract: This paper provides an overview of the climate change trends and their potential effects on children in East Asia and the Pacific that appeared in studies covering five countries that were commissioned by the United Nations Children''s Fund. The purpose of the studies was to analyse children''s specific vulnerabilities to climate change that need to be taken into account in policy development. Scientific research indicates that existing vulnerabilities are likely to be exacerbated by continued climate change. Because children have unique perspectives of their environment, they can be important actors in enhancing community capacity to address climate-related risks. In the UNICEF research, children noted a range of experiences, ranging from livelihood insecurity in Mongolia to threats of sea level rising in the Pacific Islands to massive flooding of their neighbourhoods in the Philippines and crop failures in Indonesia. Involving children in the design of policy, and designing climate change policies with children''s rights in mind, are essential to creating policies that do not have unintended negative consequences. The article discusses the impact of climate change on the armed forces in the Asia-Pacific region, focusing on Southeast Asia. The author argues that climate change will add burdens to the region's natural resources, the infrastructures of the region's political, economic, and social alignments, and increase domestic and foreign security threats. The author asserts that the increased threats and demands upon the political and economic systems of the region will add to the necessity of devoting military resources to humanitarian relief, domestic security, and policing maritime military actions. It is argued that the traditional application of national security does not apply because climate change can lead to the necessity to adapt military policy unconventionally.

Abstract: This paper examines long-term economic implications of climate change on ocean fisheries, fishing patterns and the management of both fish stocks and fishing nations. General fishery management theory identifies areas of the most immediate impact from climate change, which are assumed to be rises in sea temperatures and altered ocean current movements. The Western Pacific Ocean area is used as a case study to illustrate components of both the biophysical and economic impacts that should be considered in any policy development. These factors influence policy issues for domestic and foreign fishers, with additional risks in these fisheries due to climate change. [Copyright &y& Elsevier]

This is the second of two articles on challenges to future food security in the Asia Pacific region. It focuses on five mechanisms, which can be conceptualised as pathways by which pessimistic Malthusian scenarios, described in the first paper, may become manifest. The mechanisms are (1) climate change, (2) water scarcity, (3) tropospheric ozone pollution, (4) impending scarcity of phosphorus and conventional oil and (5) the possible interaction between future population displacement, conflict and poor governance. This article concludes that a sustainable improvement in food security requires a radical transformation in society's approach to the environment, population growth, agricultural research and the distribution of rights, opportunities and entitlements. The potential benefits of developing a research agenda that explicitly reconstructs a world regional political ecology are explored through a focus on climate change mitigation and adaptation in the Asia Pacific. Through an examination of scale in political ecology, world regional political ecology is identified as a promising analytical and political approach to understanding and addressing the current challenges associated with climate change. In light of this, political ecology scholarship in the region is reviewed to identify current strengths and lacunae. Whilst there is indeed a rich tradition of political ecology research across the Asia Pacific, much of this research focuses upon local/national/global dynamics with relatively little attention devoted to supra-national processes, missing important social, political, financial and material processes constructed at the world regional scale. It is argued that a world regional political ecology of climate change should build upon strengths in previous political ecology work yet extend these in three generative directions: comparative analysis of place-based, single issue research; generation of diverse counter-narratives at the regional scale; and consideration of flows and networks. We argue a rescaled political ecology that incorporates world regional scales opens a range of possibilities for practicing and pursuing more just and progressive climate politics and initiatives. The Association of Small Island States occupies a unique role at the United Nations (UN) whereby it advocates on behalf of islands states (and those with similar geographies) on issues from climate change to development to economic initiatives and trade. As part of a larger research endeavor, interviews were conducted with the AOSIS representative (or a knowledgeable delegate) from over a dozen Pacific Small Island States (PSIS) with regard to climate change planning and preparation. This research is unique in that approximately three-quarters of the sought-after island states agreed to give anonymous, non-attributable interviews about diplomatic and sensitive topics. This particular subset of the research question focused upon how PSIS self-perceive their participation and membership in the only island-based organization at the UN level speaking on behalf of islands and whether their understandings and assessment of AOSIS merged with theoretical frameworks describing productive and fruitful multijurisdictional cooperation. The findings from the research illustrate that PSIS overwhelmingly identify AOSIS as an organization that provides a stable and cooperatively balanced organizational structure that promotes collaboration and solidarity across the Pacific. With the research questions focused on climate change in particular, respondents’ answers indicate an organization seen as successfully and effectively following many of the theoretical tenets of a collaborative- and cooperative-based type of governance, often only seen in hypothetical, literature-based examples. An atmospheric general circulation model (AGCM) is forced with patterns of observed sea surface tem- perature (SST) change and those output from atmosphere--ocean GCM (AOGCM) climate change simula- tions to demonstrate a strong dependence of climate feedback on the spatial structure of surface temperature change. Cloud and lapse rate feedbacks are found to vary the most, depending strongly on the pattern of tropical Pacific SST change. When warming is focused in the southeast tropical Pacific--a region of clima- tological subsidence and extensivemarine lowcloud cover--warming reduces the lower-tropospheric stability (LTS) and lowcloud cover but is largely trapped under an inversion and hence has little remote effect. The net result is a relatively weak negative lapse rate feedback and a large positive cloud feedback. In contrast, when warming is weak in the southeast tropical Pacific and enhanced in the west tropical Pacific--a strong con- vective region--warming is efficiently transported throughout the free troposphere. The increased atmo- spheric stability results in a strong negative lapse rate feedback and increases the LTS in low cloud regions, resulting in a low cloud feedback of weak magnitude. These mechanisms help explain why climate feedback and sensitivity change on multidecadal time scales in AOGCM abrupt4xCO2 simulations and are different from those seen in AGCM experiments forced with observed historical SST changes. From the physical understanding developed here, one should expect unusually negative radiative feedbacks and low effective climate sensitivities to be diagnosed from real-world variations in radiative fluxes and temperature over decades in which the eastern Pacific has lacked warming. In the last 30 years, environmental challenges in the Asia-Pacific have gone from sitting at the margins of political discourse to featuring prominently in academic and policy debates about institutional capacity, economic sustainability and regional futures. Those challenges are extensive: they include loss of biodiversity and species, land degradation and deforestation, water pollution and scarcity, drought, wildlife smuggling, ozone depletion, other forms of atmospheric pollution, and climate change. This article explores regional responses to environmental challenges through a global governance lens. It examines the ways in which vertical and intergovernmental arrangements have been supplemented by institutions and networks that reflect horizontal and transnational approaches. It reveals that this has been an uneven process, with coherence and fragmentation equally represented. In its focus on the two key subregions of Southeast Asia and Northeast Asia, it shows how environmental cooperation has been implicated in a crisis of regionalism and caught up in states’ efforts to demonstrate that governance can still be effective in the absence of binding multilateral agreements. The mass media in the Asia Pacific region are reporting the environmental disasters that are regularly hitting the planet, religiously, and journalists learn as they go along. However, the reporting has focused mainly on the toll in human lives and property. This is disaster reporting and it stops short of contextualising. It does not adequately explain why the environmental disasters are happening more violently and more frequently. Not too many reporters have taken formal courses in environmental journalism. Only a very few schools are offering regular courses, or programmes in science and environmental reporting, as indicated by a mini-survey in July 2016. Pacific Island communities are increasingly experiencing the impacts of climate change. Inaccessibility to relevant information about contemporary climate change adaptation strategies at the community level presents challenges. At the same time, indigenous strategies to adapt to climate changes have been overlooked in both local and global climate change debates. This article discusses a project undertaken with a community in Andra Island, Manus Province, Papua New Guinea. Climate change impacts and adaptation strategies were explored through photo essays developed by community members, engaging in approaches of visual participatory action research and indigenous research approaches. The collaboration with the Andra Island community created a space for reflective dialogue about challenges posed by climate change as well as how photo essays can be used to promote Indigenous Knowledge (IK) as a viable capital for community-based adaptation (CBA). Within this context, this article demonstrates how climate change is both a natural and cultural process of change which poses socio-economic challenges. These challenges can compel people to engage in unsustainable practices that might exacerbate natural climate change impacts. The article highlights that building community capacity in participatory media can be an important tool to forge collective synergy, dialogue and ownership in local climate change initiatives. The Asia-Pacific (AP) region has experienced faster warming than the global average in recent decades and has experienced more climate extremes, however little is known about the response of vegetation growth to these changes. The updated Global Inventory Modeling and Mapping Studies third-generation global satellite Advanced Very High Resolution Radiometer Normalized Difference Vegetation Index dataset and gridded reanalysis climate data were used to investigate the spatiotemporal changes in both trends of vegetation dynamic indicators and climatic variables. We then further analyzed their relations associated with land cover across the AP region. The main findings are threefold: (1) at continental scales the AP region overall experienced a gradual and significant increasing trend in vegetation growth during the last three decades, and this NDVI trend corresponded with an insignificant increasing trend in temperature; (2) vegetation growth was negatively and significantly correlated with the Pacific Decadal Oscillation index and the El Niño/Southern Oscillation (ENSO) in AP; and (3) at pixel scales, except for Australia, both vegetation growth and air temperature significantly increased in the majority of study regions and vegetation growth spatially correlated with temperature; In Australia and other water-limited regions vegetation growth positively correlated with precipitation. Background: Between 2010 and 2012, the World Health Organization Division of Pacific Technical Support led a regional climate change and health vulnerability assessment and adaptation planning project, in collaboration with health sector partners, in 13 Pacific island countries -- Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. Objective: We assessed the vulnerabilities of Pacific island countries to the health impacts of climate change and planned adaptation strategies to minimize such threats to health. Methods: This assessment involved a combination of quantitative and qualitative techniques. The former included descriptive epidemiology, time series analyses, Poisson regression, and spatial modeling of climate and climate-sensitive disease data, in the few instances where this was possible; the latter included wide stakeholder consultations, iterative consensus building, and expert opinion. Vulnerabilities were ranked using a "likelihood versus impact" matrix, and adaptation strategies were prioritized and planned accordingly. Results: The highest-priority climate-sensitive health risks in Pacific island countries included trauma from extreme weather events, heat-related illnesses, compromised safety and security of water and food, vector-borne diseases, zoonoses, respiratory illnesses, psychosocial ill-health, noncommunicable diseases, population pressures, and health system deficiencies. Adaptation strategies relating to these climate change and health risks could be clustered according to categories common to many countries in the Pacific region. Conclusion: Pacific island countries are among the most vulnerable in the world to the health impacts of climate change. El Niño-Southern Oscillation (ENSO) is one of the most important drivers of climatic variability on the global scale. Much of this variability arises in response to ENSO-driven changes in tropical Pacific rainfall. Previous research has shown that the ENSO-driven tropical Pacific rainfall variability can shift east and intensify in response to global warming, even if ENSO-related SST variability remains unchanged. Here, the twenty-first century changes in ENSO-driven tropical Pacific rainfall variability in 32 CMIP5 models forced under the representative concentration pathway 8.5 (RCP8.5) scenario are examined, revealing that the pattern of changes in ENSO-driven rainfall is not only gradually enhanced but also shifts steadily eastward along with the global-mean temperature increase. Using a recently developed moisture budget decomposition method, it is shown that the projected changes in ENSO-driven rainfall variability in the tropical Pacific can be primarily attributed to a projected increase in both mean-state surface moisture and spatially relative changes in mean-state SST, defined as the departure of local SST changes from the tropical mean. The enhanced moisture increase enlarges the thermodynamic component of ENSO rainfall changes. The enhanced El Niño-like changes in mean-state SST steadily move the dynamic component of changes in ENSO-driven rainfall variability to the central-eastern Pacific, along with increasing global-mean temperature. The response of monsoon precipitation to global warming, which is one of the most significant climate change signals at the earth's surface, exhibits very distinct regional features, especially over the South China Sea (SCS) and adjacent regions in boreal summer. To understand the possible atmospheric dynamics in these specific regions under the global warming background, changes in atmospheric heating and their possible influences on Asian summer climate are investigated by both observational diagnosis and numerical simulations. Results indicate that heating in the middle troposphere has intensified in the SCS and western Pacific regions in boreal summer, accompanied by increased precipitation, cloud cover, and lower-tropospheric convergence and decreased sea level pressure. Sensitivity experiments show that middle and upper tropospheric heating causes an east-west feedback pattern between SCS and western Pacific and continental South Asia, which strengthens the South Asian High in the upper troposphere and moist convergence in the lower troposphere, consequently forcing a descending motion and adiabatic warming over continental South Asia. When air-sea interaction is considered, the simulation results are overall more similar to observations, and in particular the bias of precipitation over the Indian Ocean simulated by AGCMs has been reduced. Based on the historical and RCP8.5 runs of the multi-model ensemble of 32 models participating in CMIP5, the present study evaluates the formation mechanisms for the patterns of changes in equatorial Pacific SST under global warming. Two features with complex formation processes, the zonal El Ni˜no-like pattern and the meridional equatorial peak warming (EPW), are investigated. The climatological evaporation is the main contributor to the El Ni˜no-like pattern, while the ocean dynamical thermostat effect plays a comparable negative role. The cloud-shortwave-radiation-SST feedback and the weakened Walker circulation play a small positive role in the El Ni˜no-like pattern. The processes associated with ocean dynamics are confined to the equator. The climatological evaporation is also the dominant contributor to the EPW pattern, as suggested in previous studies. However, the effects of some processes are inconsistent with previous studies. For example, changes in the zonal heat advection due to the weakened Walker circulation have a remarkable positive contribution to the EPW pattern, and changes in the shortwave radiation play a negative role in the EPW pattern. Merremia peltata is a species with uncertain status in the island nations of the Pacific region. It has been designated introduced and invasive in some countries whereas it is considered native in others. Recent increase in its abundance across some island landscapes have led to calls for its designation as an invasive species of environmental concern with biological control being suggested as a control strategy. Climate change will add to the complications of managing this species since changes in climate will influence its range limits. In this study, we develop a process-oriented niche model of M. peltata using CLIMEX to investigate the impacts of climate change on its potential distribution. Information on the climatic requirements of M. peltata and its current geographic distribution were used to calibrate the model. The results indicate that under current climate, 273,132 km2 of the land area in the region is climatically unsuitable or marginal for M. peltata whereas 664,524 km2 is suitable to highly suitable. Under current climate, areas of climatic suitability for M. peltata were identified on the archipelagos of Fiji, Papua New Guinea, Solomon Islands and Vanuatu. By the end of the century, some archipelagos like Fiji, Hawaii, New Caledonia and Vanuatu will probably become more suitable while PNG and Solomon Islands become less suitable for M. peltata. The article discusses measures taken by New Zealand to protect people from humanitarian disaster and to manage out-migration due to climatic change in Pacific Region. Topics discussed include policies made by New Zealand to train migrants such as voluntary migration schemes, recognized seasonal employer scheme and labor-training migration schemes, limitations of international laws to protect migrants, and provision made by the United Nations to protect migrants.

While scientific evidence in support of climate change is growing, awareness and education about its effects, especially among vulnerable communities, is lacking, due to language and cultural barriers. Communities are unlikely to respond to government policies promoting mitigation and adaptation strategies without an improved perception of climate change risk at a local level. Mapping the flow of information between decision makers and citizens is an important part of this process. This article broadly explores the communication channels that are being used for awareness and knowledge sharing in the Pacific. At its core, the article discusses a way in which participatory media has been piloted to enable community discussion about issues around climate change in the Pacific Islands. The 'bottom-up' approach encourages participation of marginalised groups such as women, youth, and people with disabilities who bring diverse perspectives in content creation. This discursive space enables citizens to share knowledge and acquire better understanding of the impacts on livelihood and culture. Interactions between the tropical and subtropical northern Pacific at decadal time scales are examined using uncoupled oceanic and atmospheric simulations. An atmospheric model is forced with observed Pacific sea surface temperatures (SST) decadal anomalies, computed as the difference between the 2000-2009 and the 1990-1999 period. The resulting pattern has negative SST anomalies at the equator, with a global pattern reminiscent of the Pacific decadal oscillation. The tropical SST anomalies are responsible for driving a weakening of the Hadley cell and atmospheric meridional heat transport. The atmosphere is then shown to produce a significant response in the subtropics, with wind-stress-curl anomalies having the opposite sign from the climatological mean, consistent with a weakening of the oceanic subtropical gyre (STG). A global ocean model is then forced with the decadal anomalies from the atmospheric model. In the North Pacific, the shallow subtropical cell (STC) spins down and the meridional heat transport is reduced, resulting in positive tropical SST anomalies. The final tropical response is reached after the first 10 years of the experiment, consistent with the Rossby-wave adjustment time for both the STG and the STC. The STC provides the connection between subtropical wind stress anomalies and tropical SSTs. In fact, targeted simulations show the importance of off-equatorial wind stress anomalies in driving the oceanic response, whereas anomalous tropical winds have no role in the SST signal reversal. We further explore the connection between STG, STC and tropical SST with the help of an idealized model. We argue that, in our models, tropical SST decadal variability stems from the forcing of the Pacific subtropical gyre through the atmospheric response to ENSO. The resulting Ekman pumping anomaly alters the STC and oceanic heat transport, providing a negative feedback on the SST. We thus suggest that extratropical atmospheric responses to tropical forcing have feedbacks onto the ocean dynamics that lead to a time-delayed response of the tropical oceans, giving rise to a possible mechanism for multidecadal ocean-atmosphere coupled variability. We analyse the ability of CMIP3 and CMIP5 coupled ocean-atmosphere general circulation models (CGCMs) to simulate the tropical Pacific mean state and El Niño-Southern Oscillation (ENSO). The CMIP5 multi-model ensemble displays an encouraging 30 % reduction of the pervasive cold bias in the western Pacific, but no quantum leap in ENSO performance compared to CMIP3. CMIP3 and CMIP5 can thus be considered as one large ensemble (CMIP3 + CMIP5) for multi-model ENSO analysis. The too large diversity in CMIP3 ENSO amplitude is however reduced by a factor of two in CMIP5 and the ENSO life cycle (location of surface temperature anomalies, seasonal phase locking) is modestly improved. Other fundamental ENSO characteristics such as central Pacific precipitation anomalies however remain poorly represented. The sea surface temperature (SST)-latent heat flux feedback is slightly improved in the CMIP5 ensemble but the wind-SST feedback is still underestimated by 20-50 % and the shortwave-SST feedbacks remain underestimated by a factor of two. The improvement in ENSO amplitudes might therefore result from error compensations. The ability of CMIP models to simulate the SST-shortwave feedback, a major source of erroneous ENSO in CGCMs, is further detailed. In observations, this feedback is strongly nonlinear because the real atmosphere switches from subsident (positive feedback) to convective (negative feedback) regimes under the effect of seasonal and interannual variations. Only one-third of CMIP3 + CMIP5 models reproduce this regime shift, with the other models remaining locked in one of the two regimes. The modelled shortwave feedback nonlinearity increases with ENSO amplitude and the amplitude of this feedback in the spring strongly relates with the models ability to simulate ENSO phase locking. In a final stage, a subset of metrics is proposed in order to synthesize the ability of each CMIP3 and CMIP5 models to simulate ENSO main characteristics and key atmospheric feedbacks.
