This paper argues that analyzing education policies through the lens of affect theory provides possibilities for understanding how particular concepts are associated with certain affective ideologies. To illustrate this, the paper analyzes the case of a recent publication by the Council of Europe titled Reference Framework of Competences for Democratic Culture. The analysis shows how various concepts related to 'democratic competences' are invested with affective meanings, cultural connotations and political rhetoric. The paper argues that democratic competences are effectively conflated with emotional competences, opening up an analysis of democratic education as a form of individual and psychological therapy. The conclusion addresses the implications of this argument for education policy research and practice. In particular, it highlights the importance of paying attention not only to the ways that affect shapes the production of policy text, but also how a policy seeks to invoke certain affective dispositions at the point of enactment. The activities of the European Educational Research Association (EERA) and the yearly European Conference on Educational Research (ECER) are mainly organised in standing networks. Through the example of the Policy Studies and Politics of Education network, this article takes a closer look at network activity and the ways in which it contributes to the development of educational research. Since most network activity is focused around the yearly conferences, the first part of the article discusses the conference session space, its forms and its links to the broader community of educational researchers. The second part of the article traces the origin and development of the Policy Studies and Politics of Education network, emphasising how the network has provided a space for critical analysis and discussion of education policies and forms of governance being pursued by national and trans-national actors in and beyond Europe. The European educational system stands in a unique position at the crossroads of training, research and innovation, in shaping sustainable and resilient economies, and in making its territories greener, more inclusive and more digital through culture and creativity. This paper is the result of a one-year collaboration between the Alma Mater Studiorum — Università di Bologna and the Jagiellonian University, under the umbrella of the EIT Culture & Creativity (EIT C&C), in the interim co-chairing of the Direction linked to the Action Program 1 Talent Scaler, to define activities and strategies for the operationalization of the Strategic Objective 1 about Education. This involvement opened up the possibility to activate a fruitful international cooperation with all the members of Una Europa, the alliance of Europe’s eleven largest leading research universities that aim to create a truly European inter-university environment, a University of the Future. Creative learning is increasingly being recognised as a crucial part of children’s holistic education. In this paper, we critically explore our experiences as artist-educators working across four differing European countries, namely, England, Iceland, Germany, and Greece. These experiences of practice are set against educational policy landscapes which have progressively eroded opportunities for young people to engage in the creative arts in education across many European states. We are involved in a three-year Erasmus+ funded project, “arted,” which aims to transfer the knowledge of artists working in education to school and home contexts, offering more equitable arts opportunities for young people through the co-creation of open access resources. Combining Deleuzoguattarian theory and narrative, we examined our collective ideologies of creativity and principles of arts practices within differing national curricular policy contexts as part of our co-creation process. This rhizo-textual analysis highlighted the heterogenous features of our work as artist-educators, which have enabled us to hold spaces for creative arts learning within differing national policy contexts. These resistance spaces act as a social critique of educational policy. The main purpose of this paper is to explore from a sociological point of view the most important and current globalist educational projects, which have been adopted or supported by relevant institutions and associations of the European Union. Therefore, this paper deals with the synthesis of previous knowledge on education policy issues in the Union and the analysis of its documents related to education. Accordingly, a method of content analysis was applied to identify and describe the most important educational projects in the European Union, and then determine their interconnectedness, correlation and coherence with European integration and globalization processes in the world, as well as their impact on educational reforms. system of European countries. Based on the research results, three dominant projects crystallized: a) Global education - as a project of political education and upbringing, which is aimed at developing a globalist political culture and is intended for formal and non-formal education and upbringing, with special attention to increasing knowledge on globalization and gaining political awareness of the interdependence of people on the planet and the improvement of their lives on European values and the principles of multiculturalism and sustainable development; b) Dual education - a project aimed at creating a professional, cheap, mobile and usable workforce of predominantly secondary education, which can be included in the work process immediately after graduation, mainly in industry, financial institutions and the service sector; and c) The Bologna Process - as a project of higher education reform, defined in order to create a European higher education zone, internationally competitive, adaptable to social change and knowledge markets, but also education that would allow greater mobility of students, teachers and non-teaching staff, as and faster mobility and the ability to employ a highly educated workforce. The common feature of Dual Education and the Bologna Process is that these projects are directly related to the world of work and the global market, so the requirements for the development of entrepreneurship within the educational process at these levels of education are increasingly emphasized. Education policy makers in the European Union strive to follow the rhythm of European integration and globalization processes and in the function of these processes create new concepts of education, which include: new methods of learning with the help of information and communication technologies, modernization of educational content in accordance with new technological challenges. educational profiles, as well as intercultural values and knowledge in order to overcome language and cultural barriers. In addition, the accelerated progress of the global society requires a constant need to improve the acquired competencies, but also to learn new ones, which is also involved in the mentioned projects. In the conclusion of this paper, it is pointed out that the mentioned educational projects are in accordance with the processes of European integration and globalization; that they are caused by external political and economic influences, and not by the internal dynamics of the development of education and the demands of the academic community; and that these projects determine educational reforms and thus become a condicio sine quo non in European countries that are not members of the European Union. It is recommended, especially for researchers, teachers and education policy makers, to get acquainted with the results of this research, in order to better understand the role of education in European integration and globalist processes in the modern world. The purpose of this paper is to discuss the theoretical and methodological implications of an affective assemblage approach in the study and practice of decolonizing "the University" in Europe. In particular, the analysis aims to better account for the affective dimensions of decolonizing "the University" in Europe, taking into consideration that neither "the University" in Europe assumes a monolithic institution nor "decolonization" constitutes a monolithic project. Although the paper is theoretical, it provides examples of the meaning and function of decolonizing "the University" in various settings within the European higher education context. The paper contributes to the critical problematics of ongoing efforts to decolonize universities in Europe by exploring the prospects of affective assemblages as a working concept that helps education theorists, researchers, and policymakers in European higher education come to terms with both the intellectual and affective demands of decolonization processes. In this paper (my keynote talk from the 2006 ESPE conference), I discuss the recent upsurge in research on the economics of education that has occurred, especially in Europe. I discuss the reasons for the increased interest and present some examples from my recent research in the area. There is a tendency in European education policy to emphasise more and better deliberate learning outcomes. The tendency is criticised for taking an instrumental view of education [Biesta, G. (2010). Good education in an age of measurement: Ethics, politics, democracy. Routledge,; van Manen, M. (2008). Pedagogical sensitivity and teachers practical knowing-in-action. However, self-governed play outdoors is perceived as educationally important, notably within Nordic early childhood education. This paper aims to contribute to the international debate on what constitutes good education by investigating an outdoor education culture framed within the context of Nordic early childhood education. We investigate the research question of what characterises teachers' outdoor didactics in self-governed play and growth as these appear in a Norwegian nature kindergarten? Data were generated through ethnographic fieldwork in a public Norwegian nature kindergarten that emphasises children's outdoor play as educationally important. Nineteen children aged 4–6 participated. The fieldwork drew on participant observation, including playing with the children and on-site conversations. Using the theoretical framework as a lens, the educational culture is conceptualised as didactic sensitivity, which entails the teachers' delicate sensitivity and responsiveness towards children and place. This paper draws on recent research in Europe and England to discuss the politics of accountability. It is suggested that, as policies in education are increasingly focused on delivering technical-managerial accountability, that is accountability understood as evidenced in international, national, institutional and individual comparative measures of performance, so the shifting power relations of system redesign supported by data use are concealed and suppressed. System redesign is promoted by 'networked' governance and the de-centred state, in institutional 'freedom' from bureaucracy, in the de-professionalisation of public sector workers, in the proliferation of managers, in the redefinition of citizens as consumers. The implications of such reforms for politics are profound, as political legitimacy is a fundamental precondition for the sustainability of the welfare state and welfare state organizations are dependent on active political processes of producing legitimacy and political accountability. The restructuring of European higher education (EHE) since the 1980s is a widely studied subject. However, this paper argues that previous studies have paid insufficient attention to the role of transnational policy-making groups in this complex and multilevel process. This argument is supported by focusing on how the European Round Table of Industrialists (ERT) has participated in this restructuring since the mid-1980s. This paper's focus is especially in two ERT documents that were published in the 1980s. The main finding is that the current restructuring of EHE reflects interests of the ERT that represents the emerging transnational capitalist class (TCC) at European level. [ABSTRACT FROM PUBLISHER]

This paper summarizes arguments driving education policy discussion about a relationship between the growth of the economy and early childhood cognitive and non-cognitive skills. The first finding is that rising Harmonized Test Scores, including PISA test scores, do not contribute to labor productivity per person in high income courtiers in Asia, Europe, and North America. On the other hand, the test scores can drive the economy in high income countries in Africa, Caribbean, Middle East, and South America; upper middle-income countries in Africa, Caribbean, Middle East, Ocean, and South America; low middle-income countries; and low middle-income countries more than high-income countries. The second finding is that rising Harmonized Test Scores (HTS) are likely to connect to labor productivity per hour. By a simple regression by taking a logarithm, this study investigates the relationship between labor productivity per hour and the Program for International Student Assessment (PISA) test scores. The coefficient of determination is 0.60. It is not enough to get a sufficient result. Accordingly, the study discusses how labor productivity per hour in high income courtiers in Asia, Europe, and North America is associated with non-cognitive skills. In the digital economic phase, it seems that integrated cognitive skills and non-cognitive skills contribute to labor productivity per hour. We recommend that policymakers should invest in early childhood to not only maintain or improve PISA test scores but also to improve non-cognitive skills associated with psychology. Overall, this paper presents analysis and empirical results, aimed at building a more future-oriented education policy. The audience for this paper includes policymakers, educators, and economists. Through a sociological analysis of the knowledge and actors that have become central to international assessments, the paper focuses on the processes that influence the production of shared narratives and agendas, adopting the position that their existence is not organic, but rather the product of undertakings that often fabricate and manage, rather than strive for 'real' consensus. The paper suggests that limiting the analysis to the role of travel and exchanges of experts and policy-makers in the making of policy is, in fact, the construction of an 'ideal-type' of an international policy-making world. Recent research on these encounters suggests that one needs to focus on actors' conflict and struggles, rather than processes of 'collective puzzling'. Using the concept of 'political work', as well as elements of Bourdieu's field theory, the paper shows the ways that international comparative testing in the field of education has not only offered policy-makers with much needed data to govern, but has in fact almost fused the realms of knowledge and policy; expertise and the selling of undisputed, universal policy solutions have now drifted into one single entity and function. The paper aims to contribute to the European education policy literature through an analysis of what I refer to as 'discretional policies', which are now instrumentally used by the EU but that have so far been largely overlooked by this literature, and to the literature on transparency of qualifications. The paper argues, first, that the education policy literature-as other policy literatures-has overlooked individual 'discretional policies', to which greater attention should now be paid as they are employed by EU institutions to bypass Member States in particularly difficult policy areas and to try to address their often alleged detachment from citizens. Second, the paper looks at the crucial aspect of the effectiveness of discretionary policies and their consequences for individuals and Member States, with reference to a case study of the Europass framework in education and training. The objective of this paper is an efficiency analysis concerning higher education systems in European countries. Data have been extracted from OECD data-sets (Education at a Glance, several years), using a non-parametric technique - data envelopment analysis - to calculate efficiency scores. This paper represents the first attempt to conduct such an efficiency analysis at a system-level in a cross-country comparison, while focusing only on tertiary education. The role of the public sector has also been analysed, by looking at the percentage of public spending devoted to higher education, and the way the public funds are used (channelled through private subsidies or directly assigned to institutions). It has been found that there is a small core of efficient units (e.g. Switzerland, United Kingdom), and that the influence of the public sector seems to play a role in determining efficiency scores. Many elements, related to critical policies, have also been analysed adopting a semi-parametric approach, to better explain the performances and efficiency differentials. Purpose - Over the past 20 years public policy has sought to promote and formalise the socioeconomic role of universities under the auspices of the so called ''third mission''. The purpose of this paper is to consider how the third mission relates to, and has the capacity to reinforce the core missions of teaching and research. Design/methodology/approach - By highlighting the key limitations of contemporary debate the paper bridges the conceptual model/case-study dichotomy that characterises the literature. The paper draws on an ongoing study of higher education institutions in the UK and Europe. Findings - The paper contends that triangulating teaching, research, and third stream activities reinforces the respective dynamics of each component through their recursive and reciprocal development. Research limitations/implications - The paper forms the foundations of a de novo research agenda to better understand the dynamics of the third mission as a central facet of the contemporary university. Practical implications - The paper has implications for policy-makers and institutional strategy alike - identifying an unparalleled opportunity for institutional development by linking teaching, research, and third stream activities. Originality/value - By highlighting the importance that universities need to embody an ''inherent idea'' the paper contends the third mission presents the capacity for institutional development beyond the third mission. The paper addresses the Organization for Economic Cooperation and Development'sProgram for International Student Assessment(PISA) as a public policy instrument, whose worldwide circulation is mediated by processes of reinterpretation, negotiation, and re-contextualization, where national, local, and international agencies intertwine. It is focused on the active reception of PISA in six European spaces (Francophone Belgium, France, Hungary, Portugal, Romania, and Scotland) along its first three cycles. The paper identifies two contrasting developments: the Program's divergent uses and its attractiveness in different social worlds. The paper gives particular attention to what is called the ‘update of reference societies’ in the context of national receptions of PISA. These ‘updates’ are analyzed as part of a composite process that involves domestic reasons, either related to current agendas for education or to deep historical factors, and injunctions related to PISA's rationale and PISA objects. The paper examines the transfer of the Bologna Process (BP) outside Europe, focusing on its ‘external dimension’ and dynamics in global settings. It argues that the BP impacts on the internationalisation activities of universities, especially with regard to cross-border transparency of qualifications, transnational improvement of quality assurance and interregional mobility of students or scholars. However, the outcomes following the international transfer of the BP-model are unclear. As the BP-model makes its way to regional, national and local contexts, it meets existing policy discourses and practices, whose priorities may in fact differ from its postulates. The paper asserts that the non-linear conceptualisation of this model outside Europe is significantly affected by the socio-economic, political, historical and cultural context of each region. National visions, economic demands, political will, social objectives, administrative regulations, cultural traditions, ideological norms and philosophical ideals transform the BP-model as it is incorporated into each system of higher education. An introduction is presented in which the authors discuss various reports within the issue on topics including curriculum planning, education policy in Europe, and professional role of teachers in classroom especially in curriculum planning.

Introducing English as a foreign language (FL) has become widespread in ECE in Europe, typified by initiatives involving specialist teachers of English visiting settings for short periods of time a week. This paper shares data from a study in Portugal that involved analyzing collaborative practices for evidence of approaches to integration in the FL. Taking a qualitative approach to data collection, four case-study settings are described resulting from visits and interviews with ECE practitioners and teachers of English. Data were analyzed following six core themes of collaboration. Findings indicate that successful FL initiatives depend upon administrative support and guidelines that foster collaborative practices which involve communication between professionals, mutual trust, common goals, and joint responsibility for outcomes and decision-making. Implications highlight the need for more robust policy-making and training which alerts ECE practitioners to their proactive role in early English initiatives and collaborative practices. This paper seeks to compare the evolution of inclusive education policy in the four countries of an EU-funded research project (QualiTYDES) operating under the shared policy environment of the UN, EU and European Commission. A shared policy cannot of course be assumed to result in common legislative or provisional outcomes at national level. The different sociocultural, political, historical and economic contexts in each country shape its journey towards ‘compliance’ with an international convention (both pre- and post-ratification), and neither the route nor the destination can be assumed to be shared, given the scope for different interpretations of the same texts. This paper places the implementation trajectories of four European countries side by side as they attempt to move towards ‘inclusive’ education systems. Following a brief overview of the international education policy environment relating to the education of people with disabilities, we describe the national education policy responses in Ireland, Austria, Spain and Czech Republic in recent decades, including both legislation pertaining to special educational need and implementation of policies in practice. The comparison highlights the different manifestations of inclusive education current in each country, and also explores the challenges which have arisen as individual countries attempt to align international policy with provision in existing education systems, each with their own legacy interests, pressures and priorities. Examples of ‘gaps’ in this alignment are where learners with disabilities/SEN are likely to be failed, and represent the critical points at which barriers to fully inclusive education arise and negatively impact opportunity over the life course. This paper proposes a new perspective for higher education policy research. It introduces the concept of policy object to designate the discrete preoccupation(s) of a policy text (e.g. a new governance regime, a quality system, or new degrees) and suggests that actor conceptualisations of the policy object intersect with other elements in the policy process to shape enactment and outcomes. First, the policy object concept is described. It is argued that the policy object does not have an objective existence and two concepts are proposed to explain it: ontology and enacted ontology. The former refers to what actors believe the policy object is, a socially-construed context-determined conceptualisation, whereas enacted ontology refers to what the policy object becomes further to enactment under the influence of ontology. Second, the paper presents the findings of a comparative study of master degrees further to the Bologna process in different national and institutional settings to illustrate the policy object approach. This research puts forward arguments to suggest that the policy object could be an important variable to consider in policy research. This somewhat different lens, inviting fine-grained attention to a specific policy object (its ontologies and enacted ontologies), could bring additional insight into policy outcomes. In this paper, the author intends to explain the comparative challenges of a research project and the methodological grounding and justification of the research conclusions. The research project regarded an assignment of the European Commission to assess inclusion measures in primary and secondary education in 10 European countries, i.e. France, Germany, Hungary, Italy, The Netherlands, Poland, Slovenia, Spain, Sweden and the UK (Contract 2007-2094/001 TRA-TRSPO). National as well as comparative reports were submitted to the Commission in August 2009 and accepted for further publication in October 2009. The present paper will concentrate on the methodological issues and considerations. It will demonstrate that the conclusions were grounded and justified from a methodological perspective, applying an appropriate mix of quantitative and qualitative methods, notwithstanding serious limitations and restrictions. This paper uses Ireland - one of Europe's most rapidly changing societies - as a case study and examines progress towards an inclusive education system. It explores policy and progress on developing an inclusive system under a number of key headings: social class, ethnicity, gender and disability. On the basis of analysis of official statistics and of research evidence from a study of the inclusion of children with disabilities and special educational needs, this paper assesses whether the impact of recent state policy and legislative change has significantly increased the degree of inclusion in the education system under the four headings. There is a particular focus on the area of disability. The particular questions explored in this paper are whether the unprecedented changes which have taken place in Ireland since the mid-1990s have resulted in a more inclusive system, an increase in equality, and an increase in inclusive practices in schools. The supra-national level has become increasingly important in educational policy formulation. This paper describes and compares two settings in which growth in these supra-national policies is evident—in Europe and in Africa. Key themes arising in policy documents in each context are examined. A distinction is drawn in analysis between themes classified as ‘global means’, such as qualification frameworks and quality assurance mechanisms, which are becoming international norms and which show close similarity across contexts, and regional goals or ‘themes’ in supra-national policy. The paper argues that although there are apparent similarities between the policy goals espoused in ‘regional themes’, context plays an important part in understanding the meanings of these policy goals. In closer analysis, there are differences both in the underlying problems which the policy goals are intended to address, and in the prioritisation given to these goals. This finding is examined in the light of debates regarding policy convergence, specifically drawing on Vaira’s () framework for institutional analysis. [ABSTRACT FROM AUTHOR]

This paper draws on a comparative study of the growth of data and the changing governance of education in Europe. It looks at data and the 'making' of a European Education Policy Space, with a focus on 'policy brokers' in translating and mediating demands for data from the European Commission. It considers the ways in which such brokers use data production pressures from the Commission to justify policy directions in their national systems. The systems under consideration are Finland, Sweden, and England and Scotland. The paper focuses on the rise of Quality Assurance and Evaluation mechanisms and processes as providing the overarching rationale for data demands, both for accountability and performance improvement purposes. The theoretical resources that are drawn on to enable interpretation of the data are those that suggest a move from governing to governance and the use of comparison as a form of governance. The present position paper claims that language education policy in Europe regarding immigrant minority languages is far from reaching satisfactory results. Despite a tradition of language diversity and foreign language teaching, there are no general distinct policies on fostering and maintaining those languages that cannot be subsumed under the label foreign or minority languages. We want to call to attention how important it is to adapt present teacher-training for linguistically diverse classrooms. Taking Germany by way of example, we disclose how the past and actual situation excludes immigrant minority languages and thus complicates their maintenance: In fact, there is a lack of clear statements toward multilingualism in both language policy and education acts. Based on the fact that there is no legal frame which regulates the support of all languages in European language policy, we suggest that the following recommendations should be surveyed in detail in future: (1) teachers must be adequately prepared for multilingualism in school, (2) various outcomes of immigrant minority language transmission must be taken into account, and (3) mother-tongue instruction needs to be revised. This paper provides an overview of open education in Europe, focusing on higher education. It begins by considering how the notion of 'contemporary open education' has evolved over time. It then reviews the various open education-related initiatives that have been promoted by the European Commission, from the institution of an open education framework to the current development of education policies. It also reports on specigc initiatives and makes a series of recommendations about policy design oriented to opening up education. It analyses the relationship between open education and the open science movement, specigcally the manner in which open education can be contextualised in the emergent paradigm of open science. Finally, the paper considers how academic libraries should be supporting open education and examines the inluence that information professionals can bring to bear in this geld. The coincident arrival of a European policy space in education and a European Educational Research Association [EERA], and their subsequent relation, will be the subject of this paper. EERA is a hybrid organization—it supports scientific networking, it is a social partner in EU policy, it is a first level social space for networking, and increasingly it is faced with acting in policy forums. It is scientific, public and professional but most of all, like most associations, especially those working across borders, it is unstable and voluntaristic. Establishing itself in a new policy landscape, a European Policy space rapidly emerging in higher education and research around it, and burdened with the pasts of its members—and its diversity of traditions and languages—is difficult enough. Yet it has to be examined against new theories of governance and the role of networks, which place associations in Europe in a very interesting role. National policy agendas for quality assurance in higher education (HE) are increasingly influenced by supra-national trends and decisions. Taking Spain, Switzerland and The Netherlands as examples, the paper analyses how supranational trends are re-interpreted at the national level and how recently formulated national policies combine the demands for cross-national harmonisation with the long-lasting influence of decisions and procedures run in the past in the domain of quality assurance. In this perspective, the paper argues that cross-national policy harmonisation, a key prerequisite for the construction of the European Area of Higher Education, is challenged by the long-lasting influence of national path dependent policies. Drawing upon a programme of comparative studies in three European countries, England, France and Denmark, this paper discusses some of the particular issues and problems that can arise in comparative research. It outlines some ways in which the research has attempted to resolve these and to shed light on the complex interplay of factors—personal, social and structural—that influence young people's engagement with learning. It argues that comparative approaches which combine careful measurement with ‘up-close’, deep understanding of real-world contexts, can be a very powerful mix. The paper proceeds to discuss some innovative features of comparative research design such as the use of student quotations from the three countries as a stimulus to group interviews with students and the employment of an ‘insider-outsider’ perspective, both in the development of research instruments and in fieldwork, by collaborators from more than one country working together and writing up their observations of countries other than their own. It is argued that such an approach can give valuable insights to other comparative researchers who wish to acknowledge the importance of both structure and agency in order to illuminate the complexities of the interaction between culture, social structure and institutions and individual action. The period 1976-2001 was an immensely significant one in the history of education in England and Wales. It began with the speech by a Labour Prime Minister James Callaghan on 18 October at Ruskin College, Oxford which signalled the so-called 'Great Debate' on education, and ended with the publication of two important White Papers on education, also by a Labour government. In the meantime, of course, the period was dominated by successive Tory governments, which set about attempting to transform the educational system in a series of ways. This paper discusses the nature of these changes by focusing attention upon three important years—1976, 1988 and 2001. A central argument is that Welsh education has always had distinctive elements, but that after 2001, the duality between England and Wales is likely to be more radically pronounced in the future. Reducing the number of early school leavers, those who quit education without at least a high school degree, is a key objective of educational policy throughout Europe. Previous research has shown that in particular youngsters from disadvantaged families face relatively high risks of school dropout. In this paper we use data from the 2009 ad hoc module of the Labour Force Survey to examine how macro-level determinants influence school dropout risks among different social groups. Our results indicate that both the design of the educational system (tracking age, extent of vocational education) and characteristics of the socioeconomic context (poverty rate, unemployment patterns) have an impact on the social distribution of school dropout risk. The contribution of school curricula to public understanding and acceptance of evolution is still mostly unknown, due to the scarcity of studies that compare the learning goals present in different curricula. To overcome this lack of data we analysed 19 school curricula (18 European and one from Israel) to study the differences regarding the inclusion of learning goals targeting evolution understanding. We performed a quantitative content analysis using the Framework for the Assessment of school Curricula on the presence of Evolutionary concepts (FACE). For each country/region we analysed what this educational system considered the minimum evolution education a citizen should get. Our results reveal that: (i) the curricula include less than half of the learning goals considered important for scientific literacy in evolution; (ii) the most frequent learning goals address basic knowledge of evolution; (iii) learning goals related with the processes that drive evolution are often not included or rarely mentioned; (iv) evolution is most often not linked to its applications in everyday life. This paper provides evidence on the sources of differences in inequality in educational scores and their evolution over time in four European countries. Using Programme for International Student Assessment data from the 2000 and the 2006 waves, the paper shows that inequality decreased in Germany and Spain (two ‘decentralised’ schooling systems), whilst it increased in France and Italy (two ‘centralised’ systems). The decomposition exercise shows that educational inequality not only does reflect the background related inequality, but also schools' characteristics especially. Student-centred learning has gradually come to the foreground of the Bologna Process. In parallel, learning outcomes have been advocated as key degree descriptors, illustrative of student-centred approaches. This paper examines learning outcomes in their diverse understandings and enactment in three European countries – England, Portugal and Denmark – further to Bologna policy developments. Resorting to a conceptualisation of the intersection between global and local policy fields and to policy theories highlighting the interpretative nature of policy processes, the implementation of learning outcomes is analysed from the perspective of different policy fields (European, national and institutional). Variation in understandings and usage has been observed especially between the institutional fields in the three national contexts, as well as between academic practice and student experience. A discrepancy has also emerged between the policy discourse which highlights students' centrality in a learning-outcomes-based approach and the limited relevance of learning outcomes to students. Across Europe there are growing concerns about Islamophobia and far-right and anti-democratic movements. Until Anders Behring Breivik’s July 2011 attacks in which 77 died, Norway’s vulnerability was not perceived as great as that of other jurisdictions. Breivik declared his abhorrence of multiculturalism but also drew the world’s attention to intolerance and xenophobia in Europe, increasingly directed towards Muslims. In response, Prime Minister Stoltenberg spoke widely of ‘the new Norwegian we’, cautioning against exclusionary discourses and underlining that minorities are an equal part of Norwegian society. This paper examines education policy in the context both of extreme right political activity and national and international debates about nationalism and cosmopolitanism, considering ways in which policy supports an inclusive notion of nationhood, and ways in which it promotes an exclusive model of national identity. Drawing on framing questions from the International Association for the Evaluation of Educational Achievement’s 1995 civic education study, relating to national identity and social cohesion, it examines how programmes address social cohesion, human rights, cultural diversity, and conceptualise minorities. It assesses the effectiveness of cross-curricular approaches to contribute to justice and equality and challenge racism in a multicultural society, proposing an inclusive model of education for cosmopolitan citizenship, which incorporates diversity. European quality assurance has a complicated history that must be viewed as taking place on two levels: first, in a national effort to deregulate the public sector and to make universities accountable for their teaching performance; and second, a supranational endeavor to accomplish European integration in the field of higher education. Similarly, the web of institutional constraints and opportunity structures in which accreditation agencies are embedded spans two policy levels, the national and the European. In this paper, we examine how German accreditation agencies achieve some level of autonomy in a highly entrenched institutional environment. The paper is based on a qualitative study comprising archival data and over 70 semi-structured interviews. Drawing on the insights of neo-institutional theory, we argue that quality assurance agencies seek political leverage at the European level in order to strengthen their standing in the higher education systems of their own countries. Responding to the structural and discursive changes that have (re)shaped the area of higher education in Europe over the last decades, the paper presents an analysis of how and with what educational consequences the purpose and value of higher education governance has shifted towards market-relevance and impact as the primary legitimizing factors in institutional quality assessments. The style will be asyndetic: rather than focus on single policy-documents, I purport to avail the justifications of the recent decades' higher education policy through highlighting the use of specific words and certain arguments across a range of documents from the most prominent transnational actors and educational policy-makers in the field. Applying Theodor Adorno's theory of Halbbildung (half-education), I go on to present the notion of Halbbildung as a conceptual lens for unveiling some of the teleological issues at stake in the current proposed purposes and modes of higher education governance. Paraphrasing Adorno's call for commitment to educational authorities, I question the possibility of establishing commitment amongst students to something beyond the logics of applicable competence-building and productivity. This paper investigates the impact of national policies for improving teaching and the school learning environment (SLE) on student achievement. In each participating country (i.e., Belgium/Flanders, Cyprus, Germany, Greece, Ireland, and Slovenia), a sample of at least 50 schools was drawn and tests in mathematics and science were administered to all Grade 4 students (N = 10,742) at the beginning and end of school year 2010-2011. National policies were measured through (a) content analysis of policy documents, (b) interviews with policymakers, and (c) head-teacher questionnaires. Multilevel analyses revealed that most aspects of national policies for teaching and SLE were associated with student achievement in each subject irrespective of the source of data used to measure them. This paper studies optimal taxation schemes for education in a search-matching model where the labor market is divided between a high-skill and a low-skill sector. Two public policy targets - maximizing the total employment level and optimizing the social surplus - are studied according to three different public taxation strategies. We calibrate our model using evidence from thirteen European countries, and compare our results with the target from the Europe 2020 Agenda for achievement in higher education. We show that, with current labor market characteristics, the target set by governments seems compatible with the social surplus maximization objective for some countries, while being too high for other countries. For all countries, maximizing employment would imply higher educational spending than that required for the social surplus to reach its maximum. [ABSTRACT FROM AUTHOR]

This paper focuses on the use of mobile technologies in relation to the aims of the European Union's Lifelong Learning programme. First, we explain the background to the notion of mobile lifelong learning. We then present a methodological framework to analyse and identify good practices in mobile lifelong learning, based on the outcomes of the MOTILL project ('Mobile Technologies in Lifelong Learning: Best Practices'). In particular, we give an account of the methodology adopted to carry out meta-analyses of published literature and accounts of mobile learning experiences. Furthermore, we present the results of an implementation of our Evaluation Grid and the implications arising from it in terms of management, pedagogy, policies and ethical issues.
