“The greatest change that has occurred during Macron’s presidency is the polarisation of the French political system,” says Gilles Ivaldi, a researcher in politics at the Centre for Political Research at Sciences Po in Paris, France. Ivaldi explains that Macron seized the centre-ground of French politics. “Because of that, he’s weakened all the previously dominant parties of the left and right and therefore he’s opened space for more radical parties,” he says. Ivaldi says his surveys of the French electorate show more and more people are placing themselves on the right in French politics. “The polarisation is asymmetrical. It has happened more to the right of the French party system than to the left of it,” he says. This shift to the right was already happening before Macron, but the manner of his victory – and his shift to the right during the past five years – exacerbated it, according to Ivaldi.

This chapter engages in a review of that literature on the basis of electoral support for populist parties, and the motives of voters in supporting those parties. Working from the predominance of populism being defined as a ‘thin ideology’ (Mudde 2004), it addresses the strand of research which relates to the radical right-wing and left-wing manifestations of populism, to propose a review of current knowledge on the social and attitudinal basis of voting for radical populist parties. The last section identifies future research avenues in the field of populist electoral politics.

The purpose is to examine the FN's relationship with power in relation to the seemingly paradoxical isolation of the French extreme Right at the margin of the national party system despite its electoral strength. While addressing a number of factors pertaining to the increasing rejection of Le Pen's party towards the fringe of the legitimate space for inter-party competition, the study will also point to the specific political opportunity structures that exist at local and regional level, which facilited the accommodation of the far right by the RPR/UDF cartel over the 1986-1998 period. As shall be discussed, France can be considered an intermediary case between, for instance, Austria and Belgium, and one of ‘variable geometry' at national and sub-national level. Such difference between national and local party politics is of particular relevance to most right-wing populist parties in Western Europe, which have often first emerged politically and electorally in critical elections at sub-national level, where the threshold for new peripheral actors' entry into the party system remains significantly lower. As was notably albeit not exclusively the case for the French Front national, these second-order elections helped right-wing populist actors acquire political legitimacy at lesser organisational cost in the initial stage of their development. In the light of the Austrian and Italian cases, there is also some evidence that the experience of politically accommodating the far right was first conducted at sub-national level before moving onto the national political agenda (Gallagher, 2000; Bale, 2003). Arguably this pattern would have been very likely replicated in the late 1980s in France, had the institutional constraints not deprived the extreme right from parliamentary presence and coalition potential. The above analysis of the FN's position within the party system will be complemented with an evaluation of the party's performances in municipal office in Toulon, Marignane, Orange and Vitrolles. In particular, we will suggest a possible characterisation of two divergent models of ‘ideological' and ‘pragmatic' municipal governance, whilst pointing at the many similarities in the significant impact of the traditional far right weltanschauung and development of political patronage on the process of agenda setting and the implementation of local social and cultural policies across the four localities under FN administration.; En France, les consultations de 2002-2004 ont témoigné à la fois de la consolidation de l'extrême-droite au sein du système politique hexagonal (Perrineau & Ysmal, 2003) et de la persistance de son enfermement à la marge du système partisan, incapable de se construire un rôle politique majeur à partir de son capital en voix, condamnée à n'être au mieux qu'une force d'empêchement ou de nuisance sans véritable potentiel d'alliance à droite de l'échiquier politique (Ivaldi, 2002). L'objet de cette communication est de proposer une analyse de la dynamique d'intégration du Front national au sein du système partisan français et de la condition actuelle du FN vis-à-vis du pouvoir au plan national et local. Au plan comparatif, l'isolement de l'extrême-droite hexagonale trouve écho dans plusieurs nations européennes et renvoie plus globalement au modèle « intégration / exclusion » de positionnement des mouvements populistes et extrémistes à travers l'Europe. En second lieu, l'échec de l'expérience municipale du parti lepéniste entre 1995 et 2001 éclaire l'absence de culture gestionnaire d'un parti profondément marqué par ses racines anti-système, son carcan idéologique et les dérives claniques et clientélistes.

Les élections récentes ont confirmé l'ancrage de l'extrême-droite au sein du jeu partisan national. La présence inattendue du leader frontiste au second tour de l'élection présidentielle de 2002 a provoqué un véritable traumatisme dans la société française. Les performances du FN enregistrées depuis (lors du second tour présidentiel et du scrutin législatif de 2002, ainsi qu'à l'occasion des élections du printemps 2004) ont éclairé le dilemme profond d'une extrême droite, en mesure de réaliser de bons scores, occasionnellement même de conquérir de nouveaux territoires, en surfant sur une opposition critique à l'ensemble de l'élite politique. Elle se montre toutefois simultanément incapable de concrétiser son influence en faisant élire de nombreux représentants et en participant à l'exercice des pouvoirs. Trois ans après la scission de janvier 1999, ces consultations ont également achevé de consacrer l'hégémonie du Front national de Jean-Marie Le Pen et l'absence d'espace électoral pour le Mouvement national républicain rival de Bruno Mégret. Ce chapitre analyse l'électorat de l'extrême-droite française, son idéologie, l'organisation des partis.

Au détour des années 1980, nombreux sont les pays d'Europe occidentale à connaître l'irruption sur le devant de leurs scènes électorales de partis populistes et de mouvements d'extrême-droite. Considéré alors comme une simple manifestation temporaire des désarrois d'une partie des populations devant l'évolution des sociétés contemporaines, un quart de siècle plus tard, le phénomène apparaît d'une toute autre ampleur. Ces mouvements se sont enracinés au cœur des systèmes politiques, se sont dotés d'un corpus doctrinal achevé , leurs thèmes de campagne ont pénétré l'espace du débat public, parfois même ils ont accédé aux responsabilités gouvernementales. Doctrine, résultas électoraux, composition de leurs électorats, Gilles Ivaldi présente dans cet ouvrage les spécificités de cette famille de pensée ; il éclaire la complexité des facteurs explicatifs du processus d'émergence et d'institutionnalisation de ces partis et pose la question de leur devenir. Champions de « l'anti-système », de la dénonciation de la faillite des élites en place, comment dès lors siéger dans des coalitions gouvernementales avec les adversaires d'hier et se trouver confrontés aux mêmes contraintes ? Ceux qui s'y sont essayés ont pour l'instant connu l'échec, mais l'espace politique sur lequel ils se développent n'est pas appelé, dans un proche avenir, à disparaître.

Beyond the specific circumstances of the 2002 elections which allowed Jean-Marie Le Pen to progress to the second round, but which saw a relative drop for FN and MNR candidates in the subsequent legislative ballots, the Extreme Right vote has a number of specific characteristics which raise it above the status of a simple protest vote which has so often been used to characterise Le Pen and his party's support. The FN has undoubtedly enjoyed a renaissance on the back of the 2004 elections, particularly in its hegemony of the Extreme Right space over the essentially moribund party led by Bruno Mégret. However, the party seems as isolated as ever from the rest of the party system, and in particular from the mainstream Right. It has been incapable of building itself a legislative role consonant with its electoral capital, and has consequently only ever been able to exploit its nuisance and protest potential, instead of joining its moderate neighbours in the corridors of power, in the way that the Italian Extreme Right has managed.

La crise gouvernementale de l'automne 2002 et la débâcle électorale des populistes lors des élections anticipées de novembre ont témoigné des difficultés éprouvées par le mouvement de Jörg Haider lorsqu'il s'est agi d'accompagner cette phase de mutation de son statut à l'intérieur du système partisan. A l'évidence, le FPÖ a peiné à abandonner le registre de la démagogie populiste et enfiler les habits d'un parti de gouvernement responsable et gestionnaire. Avec pour conséquence une décrue spectaculaire de son audience électorale et une sérieuse hypothèque sur son avenir au sein du jeu politique autrichien.

This chapter will first look back at the pre-1999 period to assess the role played by the FN in challenging the traditional bipolar format of French politics. It will then move on to analyse the historical and political factors underlying the split, the electoral performances of the two parties that emerged from this critical breakdown and the key features of party ideology within the Extreme Right pole. Thirdly it will address the electoral prospects of the FN and MNR in the light of their results in the presidential and legislative elections of Spring 2002.

Les récentes consultations électorales en France, au Danemark, en Norvège ou aux Pays-Bas ont témoigné de l'essor et de l'institutionnalisation des partis d'extrême-droite et de droite populiste, confirmant une tendance globale à l'œuvre dès 1999 dans plusieurs autres pays membres de l'Union européenne, tels la Belgique, l'Autriche ou l'Italie. Les raisons d'un tel succès tiennent à une combinaison complexe de facteurs politiques, économiques et sociaux, au rang desquels les enjeux relatifs à la criminalité, la délinquance et les violences urbaines ont acquis une place prépondérante au cours des dernières années. Et ce, non seulement en tant que thèmes centraux de l'offre programmatique de ces formations mais aussi en leur qualité de moteurs de mobilisation de segments croissants d'un électorat devenu partout plus sensible aux questions de sécurité.
