With China's commitment to achieving a carbon peak and carbon neutralisation by 2030 and 2060, respectively, the government's requirements for enterprises to adopt green technology are becoming increasingly urgent. We established a tripartite evolutionary game model of an enterprise, government and bank. We analysed conditions for the existence of stable points and factors affecting the choice of stakeholder's strategy. The influence of the change in each parameter on the evolutionary stable strategy was further studied. We found that the government's reward, subsidy and taxes for enterprise's green technology innovation can increase the willingness of enterprises to implement green technology innovation, and the role of taxes is greater than that of subsidies. The preferential interest rate for green innovation is conducive to stimulating enterprises to engage in green innovation, but the increase in the cost of green credit will reduce the willingness of banks to provide green credit. With the increase in the subsidy, incentives and the cost of environmental regulation, the policy burden of the government will gradually increase, thus reducing the willingness of the government to implement environmental regulation policy. The transformation and upgrading of China's manufacturing industry is supported by smart and green manufacturing, which have great potential to empower the nation's green development. This study examines the impact of the Made in China 2025 industrial policy on urban green economic growth. This study applies the super-slacks-based measure model to measure cities' green economic growth, using the double machine learning model, which overcomes the limitations of the linear setting of traditional causal inference models and maintains estimation accuracy under high-dimensional control variables, to conduct an empirical analysis based on panel data of 281 Chinese cities from 2006 to 2021. The results reveal that the Made in China 2025 strategy significantly drives urban green economic growth, and this finding holds after a series of robustness tests. A mechanism analysis indicates that the Made in China 2025 strategy promotes green economic growth through green technology progress, optimizing energy consumption structure, upgrading industrial structure, and strengthening environmental supervision. In addition, the policy has a stronger driving effect for cities with high manufacturing concentration, industrial intelligence, and digital finance development. Canadian climate policy is increasingly complex, with numerous mandatory and voluntary policies to reduce greenhouse gas emissions. These policies are national and sub-national and involve a variety of policy instruments. Policy interventions range from economy-wide (e.g., emissions pricing) to sector-specific (e.g., clean electricity regulation) to targeting specific actions (e.g., fuel-switching subsidies). Studying the effects of policy changes and interactions is crucial in this active policy space. This article provides an overview of Canadian climate policy and reviews trends in climate and environmental policy research. Despite the richness of the policy landscape, there is limited academic work evaluating the effectiveness (emissions reductions) and cost-effectiveness (cost per tonne of abatement) of Canadian climate policy, the equity and distributional consequences of policy choices, and how policies interact. Additional academic work along these themes can help inform better policy design and help Canada meet its emission-reduction goals. In political research, scholars have increasingly paid attention to the political challenges of integrating new public policies into existing policy subsystems, which bears important implications for the study of eco-social policy and politics. By drawing on policy integration research, we identify and discuss insights and lessons deriving from policy integration scholarship, which appear to be relevant for understanding policy linkages between the social and environmental domains especially regarding the European Green Deal (EGD). More specifically, we focus on the following two aspects: (1) the elements of policy design and implementation practices that are deemed to be helpful for ensuring equilibrium between social and environmental goals and (2) political factors that are likely to affect policy integration dynamics along the social and environmental aspects (eco-social nexus). Environmental sustainability has been a key policy goal of the European Union (EU), particularly under recent EU Cohesion Policy strategic frameworks. This paper contributes to the analysis of the relevance of EU Cohesion Policy-related environmental sustainability investments, by assessing the impacts of the Operational Programme for Sustainability and Use of Resources (POSEUR 2014–2020), in the Portuguese North NUTS II. In detail, the impact scores of the following five analytical dimensions related to this programme were obtained: (i) low-emissions economy, (ii) adaptation to climate change, (iii) risk prevention and management, (iv) environmental protection and (v) resource efficiency. The analysis was supported by a territorial impact assessment methodology (TARGET_TIA) which was complemented by an online analytic geographic information system (GIS) policy evaluation platform (Impact-WEB_GIS). The results showed that the POSEUR's regional implementation efficiency fell short of the stakeholders' expectations. This can be explained by factors such as the obstacles posed by the prior underdeveloped infrastructural conditions, coupled with the panorama created by the Covid-19 outbreak. Nonetheless, the risk prevention and management dimension had a solid positive impact score that reflected the efficacy of POSEUR in tackling environmental threats, mostly in rural ecosystems. This article studies individual-level attitudes towards long-term investment policies using novel survey data for the case of Germany. Building on a budding literature on the relationship between environmental and social policy attitudes, our first contribution to research is to show that citizens, when prompted to think about their support for long-term investment policies, support welfare state related policies such as investments in education and pensions to a greater degree than non-welfare state issues such as public infrastructure investment or renewable energy. Citizens are most supportive of using present-day redistributive policies – in our case: increasing income taxes on the rich – in order to finance long-term investment. We also find evidence that political trust is positively associated with support for long-term investment policies, but in particular investments in education and renewables. Furthermore, our analysis reveals the importance of individual political ideology. These findings have implications for public demand for tackling the long-term issues faced by society today. Currently, the environmental approach is included in the legal regulations of countries to achieve sustainable development. The development of public policies that demand the care and preservation of the environment is an urgency for the territories. In Ecuador, social and legal transformations led to the inclusion of the environmental perspective in the Constitution of the Republic, and subsequently to the development of the Organic Code of the Environment (CODA). Environmental principles are considered in the various legislations; however, no priority is established among them. The objective of this work is to determine the priority established in the environmental principles of CODA. For this, it was necessary to consult experts and, based on their criteria, the Pareto Diagram technique was applied, the fundamental principles were selected, and a hierarchical order was determined based on the Analytic Hierarchy Process, AHP Saaty, with a neutrosophic approach, for the decision making. On the island of Guåhan (Guam) native and endemic species are an integral part of the CHamoru language, rituals, and practices. They are interconnected with their culture and honored together with the ocean, the land, and their ancestors. Presently, this spiritual connection is being jeopardized as military expansion threatens the sacred lands of Tailalo' and Litekyan. Phylogenetic and ethnographic research, connected to the principles of environmental justice, has brought attention to the social movement to protect the last håyun lågu tree (Serianthes nelsonii) at Tailalo'. This opinion piece is a rallying cry to safeguard the last håyun lågu and to confront the U.S. National Environmental Policy Act and the U.S. Endangered Species Act, as its regulations do not mirror the island's social and cultural system and fail to incorporate Indigenous and scientific perspectives to protect Indigenous biocultural heritage. Alongside production and consumption, bio-waste management is central to the food systems debate. To achieve sustainable food systems—an essential component of the Sustainable Development Goals and the world they envision—public authorities must address the shortage of current bio-waste-management policies and strive towards a new paradigm of bio-waste management, where environmental justice primarily informs policy design and decision making. In order to achieve fair environmental policies, particularly in the context of food systems and bio-waste management, it is essential to understand what drives public policy in these matters. In the present review, we seek to contribute by closing a gap in the literature by proposing a set of bio-waste-management drivers in the European context. Moreover, we focus on the "policy and legislation" driver, hoping to examine its main components and understand both their limitations and the opportunities they provide. There is little knowledge of how policymakers manage governance networks ("metagovern") within climate policy and especially at non-executive levels of public management. One strategy to metagovern is through using intermediary actors such as funding bodies. However, as novel actors within climate governance, such "climate intermediaries" are under-researched. We address these gaps by exploring the metagovernance through an intermediary actor, namely the Norwegian "Klimasats" Fund. We find that the logic of funding bodies lends itself to "carrots" as opposed to "sticks", weakening the potential for transformation. Funding bodies can also increase existing differences in climate action between larger and smaller local authorities. However, funding bodies have a beneficial bi-directional functionality, incentivising local innovation whilst feeding lessons both up to and across government. Funding bodies also have the power to make local actors into intermediaries in their own right and can influence policy discourses. Thus, in assessing metagovernance at the non-executive level and using intermediary actors such as funding bodies, we reveal significant challenges, but also surprising opportunities, for the low-carbon transition. The current environmental crisis and intense degradation of natural capital make it increasingly evident the importance of including solutions for the conservation and recovery of ecosystems, such as the Payment for Environmental Services (PES). With an interdisciplinary character and survey of quantitative and qualitative data, the research carried out an evaluation of the ecosystem services and the potential of implementing a PES program in the region of Angra Doce, Paraná, Brazil, which is classified as a Special Area of Tourist Interest and is be listed as a priority area in accordance with the National Payment Policy for Environmental Services (PNPSA). From the results obtained, the region demonstrated that it has the potential to create municipal public policies for PES based on the cultural services established in the guidelines of the PNPSA an experience that can also be used by other Brazilian municipalities. The impact of Europeanisation on domestic policies is often associated with the alignment of European policies and discourses with national ones. The Habitats Directive mandating wolf protection entailed heated debates across the EU, suggesting diverging values and interests at various levels of policy-making. I present an analysis of wolf policy and politics in Germany, where wolves have returned after a long period of extinction. Tracing the dynamics of institutions involved in wolf management in 2000–2021, I identify key groups involved, their activities and positions as well as the impact of European rules and discourses. Unlike in some other Central in Eastern European countries, German wolf policy was strongly influenced by Europeanisation that helped to sustain the institutional path of wolf conservation, despite criticism from dominant land-use actors who politicised the issue to relax conservation rules. The Green New Deal has been defined as "an unprecedented mobilization of resources to achieve 100% renewable energy to eliminate greenhouse gas emissions" (NEF, 2019, p.4). Currently there is consensus about its purpose, however, little has been theorized about its establishment in Colombia. In this sense, our objective is to identify the institutional changes required to establish a Green New Deal in Colombia, using a Delphi methodology, appropriate for interviewing experts. As a result of this research, it was found that, of the twelve useful public policies for their establishment identified in the theoretical framework, seven comply with the guidelines for assessing environmental policy instruments proposed by Labandeira et al. The effect of Foreign Direct Investments (FDIs) on greenhouse gas (GHG) emissions, has attracted the attention of researchers in recent years. However, the indirect effects of environmental policies in the process were not sufficiently considered. This study uses a panel threshold methodology to examine the nonlinear impact of environmental policy stringency on the relationship between FDIs and GHG emissions in 25 OECD countries. Our results show a negative relationship between FDIs and GHG emissions if the countries have environmental policy stringency index above a threshold level of (2.22). The results are also supported by the fixed effects model, which indicates a threshold effect of (2.88). The threshold effect is mostly due to the stringency of nonmarket-based environmental policies. [ABSTRACT FROM AUTHOR]

Administrative traditions have become a central concept in public policy and public administration research. Despite substantial insights gained, it is still unclear how administrative traditions affect the effectiveness of public policies. This paper addresses this shortcoming. It analyzes whether the effectiveness of a specific type of public policy, namely direct regulation, varies by a country's administrative tradition. Empirically, the focus is on regulations in the area of environmental protection. By analyzing the changes in air pollutant emissions of 14 OECD countries over a period of 25 years, the article finds that the effectiveness of environmental regulations is higher in countries with a managerial administrative tradition. While both managerial and legalistic bureaucracies can successfully implement minor policy reforms, it is primarily managerial systems that can effectively handle more ambitious regulations. The anti-fracking movement in Bulgaria, 2011–2013, was a successful grassroots effort to influence national environmental policy. The study draws on discourse theory to explore and describe how citizens interpreted and presented a complex technology and legitimated their participation in the expert and political deliberations on fracking policies. Data were collected from semi-structured interviews with activists and movement documents. Structured and open coding followed by qualitative analyses produced descriptions and explanations of technology discourses. The anti-fracking activists elaborated and engaged in three technology discourses: lateral, literal, and reflexive. Each discourse had specific elements, meaning-making mechanisms, and strategic benefits and implications. The discourses served different epistemological and political purposes at different phases of the movement and were instrumental in its eventual success. The study shows the importance of technological discourses for democratic participation in political decisions that concern the health and livelihood of communities. The technological discourse of issues can be an ostensibly apolitical barrier to citizen participation, rendering decisions arcane and restricted to experts. The Ecological Economic Zoning (EEZ) is an environmental management tool established in the National Environmental Policy (PNMA) and present in all states of Brazil. Since the 1990s, it has been implemented in Brazil; however, the attempts at implementation and the results obtained so far do not provide evidence of its effectiveness. Thus, this article seeks to understand the implementation of EEZ in Tocantins by analyzing the perceptions of local actors through the Collective Subject Discourse (CSD) method. The conclusion is that EEZ in Tocantins has not been implemented. Among the identified causes, institutional factors such as low administrative capacity, governance, and "political will" associated with the disconfiguration of its normative character prevail. The sustainable development goals (SDGs) constitute an ambitious comprehensive global framework including monitoring mechanisms and indicators to evaluate progress towards precise targets of sustainable development. Most European countries have adapted their national sustainability indicator systems to conform to the UN Agenda 2030 for sustainable development, introducing new indicators and monitoring frameworks and governance processes in which these are embedded. What do we know about the political processes and struggles of implementing this important global framework? How does the politics of indicators differ in national contexts? We propose a classification of national indicator systems along dimensions of indicator selection, appraisal landscape, participatory nature, and political communication. We empirically explore these dimensions for four European national sustainability indicator systems through a comparative analysis based on national policy documents, indicator databases, and web portals as well as inputs from workshops and expert interviews. Given the considerable variation with respect to the trajectory of national sustainability indicator systems, we posit that these differences correspond to different national interpretations of sustainability. The concern about the relationship between environmental problems and moral reflection is not new, however, it has been treated from the legal specificity. Importance has been given to the economic aspect because the environmental tax is necessary in the collection of the different countries. But there is no moral foundation for ecological taxes. The lack of moral basis leads to distortion and easy access to commercial interests or, failing that, to distortion. As our planet faces more frequent and severe environmental threats due to climate change (including threats to biodiversity), environmental justice will be essential to ensure that the costs and burdens of combating these threats are shared equally, borne by all people worldwide in a fair and equitable manner. If the past is any indicator, however, environmental problems—and their "solutions"—disproportionately affect poor communities and communities of color, including Indigenous communities. Despite these past injustices, Indigenous lands, which make up only 20 percent of the Earth's territory, contain 80 percent of the world's remaining biodiversity—evidence that Indigenous peoples are among the most effective stewards of the environment. A primary reason for this remarkable statistic is the use and practice of Indigenous Traditional Ecological Knowledge; ecological wisdom which has been passed down for generations and has been shown to strengthen community resilience in response to the multiple stressors of global environmental change. While the United States government has been slow to acknowledge the value of Traditional Ecological Knowledge, it has recently begun to incorporate that knowledge into environmental policy in response to the worldwide climate crisis. Continuing the integration of Traditional Ecological Knowledge into government environmental policy will ensure that such policies will be more effective at the federal, state, and local levels and more equitable in their application. Western scientists, government officials, and global leaders need to build trusting and co-equal relationships with Indigenous communities by actively listening to all cultures and respecting the many kinds of knowledge systems required to conserve the natural world and all living beings. This paper will address how incorporating Traditional Ecological Knowledge into U.S. policy would help safeguard the environment from further biodiversity loss and other ecological destruction, and advance environmental justice to ensure the fair treatment of all. This paper expands the Narrative Policy Framework (NPF) by employing an exploratory case study approach to examine the construction of narratives temporally. A large‐N Twitter dataset concerning the Bears Ears and Grand Staircase‐Escalante monuments controversy is utilized to examine the question: how does the use of narrative strategies change over time? Through the application of change‐point analysis, we determine time points of significant shifts towards use of the devil‐angel shift, scope of the conflict, and causal mechanism strategies. Overall, we find that organizations do not vary their use of narrative strategies over the course of a policy conflict but instead demonstrate discrete changes in response to certain policy events. Based on our findings, we conclude with suggestions for refining and expanding NPF hypotheses. Policy scholars have increasingly focused on collaborative and competitive relationships between stakeholder coalitions. The Advocacy Coalition Framework (ACF) in particular has directed scholarly attention toward such relationships. The ACF defines advocacy coalitions as groups of actors who share beliefs and coordinate their action. However, previous research has been inconsistent in defining and measuring coalitions, which has hampered comparative research and theory building. We present a method called the Advocacy Coalition Index, which measures belief similarity and the coordination of action in a manner that makes it possible to assess the extent to which advocacy coalitions are found in policy subsystems, whether subgroups resemble coalitions, and how individual actors contribute to coalition formation. The index provides a standardized method for identifying coalitions that can be applied to comparative research. To illustrate the effectiveness of the index, we analyze two climate change policy subsystems, namely Finland and Sweden, which have been shown to differ in terms of the association of belief similarity with coordination. We demonstrate that the index performs well in identifying the different types of subsystems, coalitions, and actors that contribute the most to coalition formation, as well as those involved in cross‐coalition brokerage. Drawing on ideas about how narratives focus attention, this paper develops a "narrative policy image" using the Punctuated Equilibrium Theory and Narrative Policy Framework explanations of the policy process. The concept of a narrative policy image is applied to test partisan expectations about presidential environmental policy stories in State of the Union Addresses over 73 years. This research finds that Democratic stories focus on problems like climate change and victims and Republican stories emphasize solutions like new programs and upholding the status quo. These trends point to potential story types and suggest a narrative policy image, including both narrative components and valence, may be a useful concept for understanding narrative attention in macropolitics. As climate change continues to increase both the frequency and intensity of environmental hazards and disasters, the need for a cohesive national mitigation policy grows. As the environmental federalism scholarship indicates, the inherent tension in federal, state, and local policy implementation highlights that despite a national need, environmental quality is a local public good. To complicate matters, there is disagreement about the optimal level of decision‐making regarding the adoption and implementation of environmental policy. This study addresses this gap by considering the role of policy ambiguity and conflict in policy implementation. The analysis relies on primary qualitative data collected from open‐ended interviews with 22 local government officials in 12 municipalities following Hurricane Harvey. Through the lens of policy ambiguity and conflict, we find confirmatory support for the idea that policies with less ambiguous goals are more likely to be implemented. Furthermore, we find that policy conflict arises when local governments perceive there is little for the community to gain by implementing the federal program. Thus, the level of protection afforded to citizens varies greatly between communities and is influenced heavily by politics. This research supports the Ambiguity‐Conflict Model of policy implementation, an oft‐cited but rarely tested theoretical framework for assessing the intergovernmental politics of policy implementation. The article is devoted to the analysis of environmental and legal problems caused by the war in Ukraine, which should be considered comprehensively, as environmental security issues can easily transform into social threats. The article proves that the pollution caused by the war has a significant negative transboundary impact, in particular, the Russian invasion has not only damaged the environment of Ukraine, but also threatened the achievement of climate goals and even the world's ability to adapt to climate change. The purpose of the study is a comprehensive study and analysis of national and international environmental, humanitarian and criminal law through the prism of modern environmental challenges and threats. In this regard, the methodological basis of the article is a set of general philosophical, general scientific, special scientific and legal methods. The paper also analyzes the impact of modern threats in the field of environmental security on the state of national security, as well as the state of implementation of measures in the field of environmental security. Based on their own conclusions and generalizations, the authors' proposals and recommendations for improving the current national legislation and greening the sectoral components of national policy are presented. In times of emergent emphases on how climate change will affect welfare societies, welfare policies and individuals' welfare and vice versa, this study investigates public support for welfare and environmental policies and concerns. Since previous research and literature have pointed towards a socioeconomic divide between the welfare agenda and the environmental agenda in terms of public support, this article makes a thorough socioeconomic analysis of public welfare and environmental attitudes. The article analyses data from an original study in the context of Sweden (n = 1529). Through multinomial logistic regression analysis this study investigates if and which socioeconomic factors increase the likelihood of expressing mutual support for welfare and environmental policies and concerns compared to expressing support for welfare or environmental policies and concerns in isolation, as well as no support at all. The results indicate that both low and high socioeconomic status factors increase the likelihood of expressing mutual welfare and environmental support. These factors are low - to middle-range income levels, high educational attainment and low - to high-status occupations. Accordingly, this study finds that individuals expressing mutual welfare and environmental support are less easily placed in the low to high socioeconomic continuum. This suggests that we need to go beyond the two established theoretical perspectives of self-interest and personal capabilities when explaining mutual welfare and environmental support and, for example, direct the attention to factors and theoretical points of departure that take post-materialism and non-economic dimensions into account. The quest for answers to global policy changes has engaged many a policy researcher's agenda. This has led to the adoption and application of various theoretical perspectives in a bid to explain the complex policy change process for better understanding. However, the highly contested reasons for policy change underpinned by context‐specific variables in the extant literature demand more empirically supported studies. This article responds by adopting the multiple streams framework (MSF) to explain and deepen understanding of why policies change in a developing African country, specifically Ghana, with the forest and wildlife policy (FWP) as a case study. Adopting a qualitative case study design, the study empirically supports the MSF assumption that the effective coupling of the three streams of problem, policy, and politics through a window of opportunity was crucial in Ghana's FWP change in 2012. Ruşen Keleş takes active roles in many different institutions at a local, national, regional and international scale, making important contributions to the field of urbanization not only academically but also practically. In addition, Keleş has made significant contributions to the fight against real problems in the field of urban policy, urban planning, local governments and environmental policies, both at national and international level. The most important of these is the contributions and experiences of our Professor Ruşen Keleş as an independent expert in the Council of Europe for many years. This article aims to discuss the important steps taken by the Council of Europe to strengthen local democracy and local autonomy, with an interview where Ruşen Keleş shares his experiences. In addition, before moving on to Keleş's experiences at the Council of Europe, some of his other non-university experiences will be briefly included in the light of the interview. This interview based on the experiences of Ruşen Keleş also provides a picture of the institutions that left their mark on the practices of urbanization and environmental problems of the period. Policy forums bring individual actors together to deliberate on specific policy issues. The literature found that actors' perceptions of forum performance depend on both their individual characteristics (goals, expertise, resources) and forum processes (trust, learning, beliefs). However, we do not know how different combinations of actors, embodying different types of knowledge or expertise, relate to forum performance. We distinguish between policy and institutional specialization. Forum participants can be policy specialists, who are experts on the policy issue, and/or institutional specialists, who are expert of the policy process in the governance system. The former excel at problem definition and facilitation; the latter enable inclusivity. We surmise that higher proportions of specialized actors positively affect the group's perceptions of forum performance in terms of both process and outcomes, particularly in high conflict forums. We test this claim using survey data on 55 policy forums working on adaptation to sea level rise in the San Francisco Bay Area, collected in summer 2018. The empirical findings lend support to our hypothesis as concerns policy specialists but not as concerns institutional specialists. Anthropogenic carbon emissions have the potential to trigger changes in climate and ecosystems that would be catastrophic for the well-being of humans and other species. Widespread shifts in production and consumption patterns are urgently needed to address climate change. Although transnational agreements and national policy are necessary for a transition to a fully decarbonized global economy, fluctuating political priorities and lobbying by vested interests have slowed these efforts. Against this backdrop, bottom-up pressure from social movements and shifting social norms may offer a complementary path to a more sustainable economy. Furthermore, norm change may be an important component of decarbonization policies by accelerating or strengthening the impacts of other demand-side measures. Individual actions and policy support are social processes—they are intimately linked to expectations about the actions and beliefs of others. Although prevailing social norms often reinforce the status quo and unsustainable development pathways, social dynamics can also create widespread and rapid shifts in cultural values and practices, including increasing pressure on politicians to enact ambitious policy. We synthesize literature on social-norm influence, measurement, and change from the perspectives of psychology, anthropology, sociology, and economics. We discuss the opportunities and challenges for the use of social-norm and social-tipping interventions to promote climate action. Social-norm interventions aimed at addressing climate change or other social dilemmas are promising but no panacea. They require in-depth contextual knowledge, ethical consideration, and situation-specific tailoring and testing to understand whether they can be effectively implemented at scale. Upper authorities have tightly controlled local budgets, especially at the administrative township level. Taiwan has been facing this particular phenomenon for a long period. This article explains how a township, before general elections, sees the choice of an improved environmental administrative work plan as a political advantage and uses simple and easy-to-use collective decision-making to assist. Then, survey residents' perceptions of implementing the new environmental policy. The research results are discussed not only as suggestions to improve the effectiveness of township public environmental policies and to respond to the needs of civilians appropriately but also to lead future research directions. In the face of unprecedented ecological crises, a consensus has been consolidated in the global community to fundamentally alter current modes of economic growth and patterns of resource allocation, in pursuit of a low‐carbon transition. Environmental governance plays an important instrumental role in this global agenda. The policy mix framework has emerged as a holistic approach to the design and analysis of environmental policies. A policy mix encompasses different dimensions, featuring not only the horizontality but also the verticality and temporality of interactions. Nevertheless, existing literature on environmental policy mixes focuses on the horizontal interactions, and very few studies have systematically explored the vertical and temporal interactions of policy mixes. Drawing upon the case of agricultural residue recycling in China, this study captures the evolution of both the narrative temporality and the verticality of environmental policy mixes. More importantly, the changing political narratives around residue recycling exert an intangible but significant influence on the vertical interactions between multilevel governments in both policy making and policy implementation, in which institutional and organizational arrangements constitute a key operational and mediating mechanism to manage vertical coordination. In Brazil, as the instrument of the National Environmental Policy is an essential tool for the environmental license, Law 6938/81, in its article 2, item III, instituted the evaluation of environmental impacts. With the development of the license studies, it was found that the environmental agencies, no matter how better equipped they were, would not have the conditions to proceed with the environmental impact assessment studies of certain activities and large-scale projects. Thus arose the need for these studies to be synthesized in a special document. Scholars have used the Narrative Policy Framework (NPF) to explain public opinion on a variety of policy issues and across venues. Recent work in the NPF has expanded the application of the framework beyond textual formats to accommodate policy narratives that are visual in nature. This article asks whether individuals respond differently to visual versus text‐based narratives. The research argues that visuals are more easily understood, dramatic, and memorable than text, suggesting that visual narratives may have a greater influence on policy attitudes. I explore these possibilities using Twitter narratives related to the Dakota Access Pipeline in the United States. Exposure to visual narratives significantly increased perception of issue importance, but contrary to expectations, visual narratives were no more effective at enhancing information recall, shifting attitudes, and encouraging activism than textual narratives. The article discusses possible reasons for these findings, the implications for narrative persuasion, and suggestions for future avenues of research. The author furthers research on the multiple streams framework (MSF) by testing hypotheses related to the conditional nature of politics, policy, and problems streams in affecting policy outputs from both policymaking and policy implementation. The author articulates a theoretical model of the policy process where policymaking and policy implementation are separate, but interdependent processes, and generates three hypotheses related to policymaking, policy implementation, and the interdependence of those processes. Then, the author tests hypotheses with state‐level implementation of federal environmental policy over a 20 year period. Using seemingly unrelated regression (SUR), the author makes joint estimations of policymaking and policy implementation as separate, correlated processes. Findings indicate how politics affects policymaking and policy implementation is conditional on existing policies and problems, and that these two processes are not independent from each other. The growing urgency of environmental problems, such as climate change, pollution, and waste management, has highlighted the importance of eco-innovation. It includes the development of sustainable solutions for goods and services. As corporations adopt sustainability practices, governments are increasingly essential in propelling eco-innovation. Innovation and economic growth are inextricably linked since innovation helps reduce costs, increases productivity, and builds knowledge. Eco-innovation, requiring stakeholders' collaboration and knowledge sharing where public policy plays a critical role in fostering eco-innovation, is frequently catalyzed by climate change and environmental issues. This paper provides an assessment of the public policy of several countries and its part in promoting eco-innovation. It explores how policy tools such as research and development investments, regulations, incentives, and infrastructure can be used successfully. It also explores how such instruments influence small and medium enterprises due to their importance in environmental sustainability policy. This research contributes to knowledge and adds to the literature by offering a global approach to the subject, complementing previous regional/single-country studies. It demonstrates the worldwide consequences of policy actions on eco-innovation and provides recommendations for policymakers, businesses, academics, and environmental stakeholders. How has the food issue evolved in Portugal and what are the potentialities and challenges for the construction of fairer, healthier and more sustainable food systems? This article addresses these questions by analysing the convergences and divergences between (i) government discourses and public policies around food, (ii) the alternative food networks developed by civil society and local power, and (iii) the proposals and initiatives of the organized family farming sector. The effective conservation and promotion of biodiversity requires its integration into a wide range of sectoral policies. For this to happen, the issue must receive attention across policy sectors. Yet, we know little about how attention to the issue evolves over time and across sectors. Drawing from the literature on environmental policy integration/mainstreaming and policy process theories, we develop competing hypotheses, expecting either increasing or fluctuating attention to the biodiversity issue. We tested the hypotheses using the case of Swiss politics between 1999 and 2018. Applying a combination of computational methods, we analyze the content of a comprehensive collection of policy documents (n ≈ 440,000) attributed to 20 policy sectors. Comparing the sectors, we find that (1) a persistent increase in attention is the exception, (2) if there is an increase in attention, it is likely to be temporary, and (3) the most common pattern is that of invariant attention over time. Biodiversity integration—if it does happen at all—tends to occur in cycles rather than in steady long-term shifts. This implies that the conservation of biodiversity does not follow the cross-sectoral nature of the problem, but is subject to the dynamics of "politics," where actors, because of limited resources, engage with (aspects of) an issue only for a certain amount of time. The importance of cultural ecosystem services (CES) for indigenous peoples is considered a key factor determining the effectiveness of conservation strategies in areas they inhabit. We conducted a study of the CES of the Maniq indigenous community in the rainforest of southern Thailand to determine the degree to which they depend on CES using single and group interviews and field observations. We established the Maniq rely on and engage with 11 CES in their daily lives: rituals, beliefs, myths and stories, aesthetics, spiritual values, language, wisdom, knowledge and transmission, inspirations, social relationships, and recreation. Understanding of the values attributed to these CES is essential for government environmental policies to effectively manage the ecosystem while respecting Maniq local ecological knowledge (LEK) and ethnic and cultural identity. Governments develop policies that set strategic directions on matters of national significance, referred to in this paper as strategic policies. Australia's Commonwealth Government develops and influences national environmental and sustainability policies despite having limited constitutional powers in the management of natural resources. The Commonwealth Government has, over the past three decades, developed strategic policies aimed at sustainably managing forests, water, soils and agricultural lands. The design and implementation arrangements of environmental policies that have endured is not well studied, and this paper addresses this knowledge gap in the context of a federal system. The National Forest Policy Statement, the National Water Initiative and the Natural Heritage Trust have endured centre-left Labor and centre-right Coalition Governments, and serve as case studies. These policies have required structural adjustments to industries to varying degrees to limit impacts on the environment, leading to contestations about policy objectives. The policy cycle serves as the primary heuristic for analysis and the research finds that policy objectives are constrained by the Commonwealth Government's limited constitutional powers on environmental matters.
