This is a presentation from the 2021 Arizona Archaeological Council (AAC) Fall symposium on "The Archaeology of Canals in the Arizona Desert". Recent data recovery operations conducted on the Salt River Pima-Maricopa Indian Community by North Wind Resource Consulting (North Wind) resulted in two subsurface exposures of the Pima Lateral, an historic irrigation canal that served as the principal irrigation work for the early northside community prior to the creation of the Salt River Indian Reservation in 1879. These efforts provided for a geomorphological analysis of the Pima Lateral and surrounding Lehi Terrace landform, as well as an examination of archival documents and maps in preparing an historic context to better understand the canal’s significance. This context not only informed on the on the developmental history of the Pima Lateral and the broader, northside irrigation system that emerged in the ensuing decades, but also on the social, political, economic, and environmental factors that affected the trajectory of federal modernization efforts on the early Salt River community during the late-nineteenth and early-twentieth centuries.

This document presents the results of a Class III cultural resources survey with management recommendations for the Salt River Project’s (SRP) 115kV Coolidge to Hayden electrical transmission line right-of-way (ROW) in District 1 of the Gila River Indian Community (GRIC), Pinal County, Arizona. The survey was completed by the GRIC Cultural Resources Management Program (CRMP; Project No. 2015.16sl), at the request of SRP, and in compliance with Section 106 of the National Historic Preservation Act (NHPA; 16 U.S.C. § 470f) and the approval process for ROWs through Indian Lands (25 U.S.C. § 323-328; 25 C.F.R. § 169). Pursuant to the federal regulations (36 C.F.R § 800) governing the Section 106 of the NHPA, the objective of the survey effort was to identify and assess the significance of cultural resources within the ROW in terms of their eligibility for the National Register of Historic Places (NRHP).

Salt River Project Agricultural Improvement and Power District (SRP) requested that Logan Simpson Design Inc. (LSD) perform a Class III cultural resources survey prior to anticipated staging of 18 wire pulling locations for a new 230-kV transmission line from Kortsen Road to Thornton Road for the Desert Basin Generating Station, west of Casa Grande in Pinal County. The Class III survey was undertaken to identify, document and evaluate the Arizona/National Register of Historic Places (A/NRHP) eligibility of cultural resources within the project area, and supplements an earlier survey completed by LSD for the project (Orcholl 2009). The project is located on SRP easements across Western Area Power Administration (Western) and private land along Kortsen, Burris and Thornton roads, as well as adjacent to the Maricopa-Casa Grande Highway. The project consists of 17 discrete 100 ft by 300 ft survey areas and one 186 ft by 300 ft survey area, encompassing a total of 13.0 acres.

Salt River Project Agricultural Improvement and Power District (SRP) has planned and partially constructed an 88-mile-long 500-kV extra-high-voltage transmission line linking the Pinal West, Duke, Pinal Central, Abel, and Dinosaur substations (Arizona Corporate Commission Certificate of Environmental Compatibility, Case No. 126) in south-central Arizona. The transmission line between the Dinosaur and proposed Pinal Central substations has already been constructed; the portion connecting the proposed Pinal Central and Pinal West substations has not been constructed yet. This report presents the results of Phase I data recovery (extent testing) and Phase II data recovery within a 40-m-wide (130 ft) corridor at three sites located on privately owned lands between the Pinal Central and Pinal West substations and at two sites located within the boundary of the proposed Pinal Central Substation. The sites are situated in central Pinal County south and east of the town of Casa Grande. Logan Simpson Design Inc. (LSD) completed the fieldwork between November 2011 and January 2012.

The Salt River Project (SRP) is a U. S. Bureau of Reclamation owned project operated under a long term agreement with the Salt River Valley Water Users Association, known today as SRP. The 100 year old historic water delivery system consisting of dams, canals and distribution laterals are continually updated and modernized to facilitate on-going water deliveries to the Salt River Valley (Valley). Operations and Maintenance (O&M) as well as rapid growth in the Valley will continue to have impacts on the historic system constructed in the late 19th and early 20th century. The following inventory was completed as a component of the 2001 SRP Programmatic Agreement (PA) (Advisory Council for Historic Preservation 2001). The PA was initiated in 2000 in consultation with Reclamation, SRP, the Arizona SHPO and the Advisory Council for Historic Preservation to preserve and /or mitigate portions of the historic lateral distribution system. After 10 years in existence the PA is being revised and updated. This inventory is part of the process to identify significant historical elements of the lateral canal system that should be preserved for the future. This is a revised report.

This report presents the results of a Class III cultural resources survey of a portion of the right-of-way corridor for a new 69 kV subtransmission line that will extend between the Salt River Project Agricultural Improvement and Power District (SRP) Quail Substation, located southeast of Queen Creek, and the Florence Junction Substation, west of Florence Junction, Arizona. The survey was requested by SRP to determine if significant cultural resources were present within the right-of-way corridor that might be adversely affected by construction of the new electric line and removal of its predecessor. The effort was conducted to comply with the Arizona Antiquities Act of 1960 (as amended) and the State Historic Preservation Act of 1982, as required for leasing right-of-way from the state. Only the portion of the subtransmission line corridor located on Arizona State Trust Land was subject to the current survey (ASLD Lease Nos. RW160 [1931] and 16-4300 [1967]). The cultural resources survey was conducted on 19 and 20 May 2012 by Connie Darby and Sandra Wadsworth of Desert Archaeology, Inc., working under the authority of Arizona Antiquities Act Blanket Permit No. 2012-010bl (Arizona State Museum [ASM] Accession No. 2012-0327). Dr. Kathleen Henderson served as Principal Investigator for the project. One previously recorded archaeological site, AZ U:15:128 (ASM), was relocated and 23 isolated occurrences of prehistoric and historic cultural material were recorded within the surveyed right-of-way corridor. U:15:128 appears to have been subject to considerable amount of erosion since it was originally recorded (Adams 1989b) and, as a result, the site no longer constitutes a significant cultural resource. In the absence of significant cultural resources, a recommendation is made that construction of the new Quail to Florence Junction subtransmission line and removal of the earlier electrical line can proceed as planned.

Salt River Project (SRP) requested that Logan Simpson Design Inc. (LSD) conduct cultural resources site avoidance flagging within the Coronado to Silver King 500-kV transmission line corridor crossing Tonto National Forest (TNF) lands in Pinal and Gila Counties, Arizona (Figure 1). The project corridor is located within the TNF Globe and Tonto Basin Ranger Districts. The site flagging was conducted prior to the commencement of vegetation maintenance within the 225-ft-wide SRP corridor. A 50-ft-buffer around the boundary of each site was marked with a combination of pink and white flagging tape.

In this report, the results of data recovery efforts conducted for the Palo Verde to Pinal West transmission line project at the Gillespie Dam site, AZ T:13:18 (ASM), in the Gila Bend area of the Gila River are presented. The site is a prehistoric Hohokam-Patayan settlement with an overlay of Historic era material. Fieldwork primarily occurred within the construction staging area of a transmission tower. Although covering less than an acre, the staging area contained surprising numbers of prehistoric features, including numerous pithouses, a cobble-buttressed adobe structure, ramadas, a storehouse/granary, and myriad other feature types typical of the range of outdoor activities that would be associated with a residential locus in a Hohokam village. Chronological evidence indicates the locus was occupied from the beginning of the Sedentary period, well into the Classic period, or from the tenth century to sometime after the thirteenth century A.D. Three of the pithouses are among the largest ever excavated within the Hohokam cultural area; the adobe structure was also exceptionally large. The large structures formed a corridor through the center of the staging area, which was accentuated by a fronting, prepared caliche surface. It is these structures that are the essential project finding, providing important insights about village organization and activity at the Gillespie Dam site. In turn, the project results inform on larger prehistoric events occurring within the Gila Bend area. Fieldwork also included sampling of a historic canal, AZ T:14:143 (ASM), which skirts the edge of the river terrace scarp in the southwestern portion of the Gillespie Dam site. Archival research identified this channel as the Wolfley, or original, Gila Bend Canal. It was the first of several historic canals built on the eastern side of the Gila River north of Gila Bend. The Wolfley/Gila Bend canal operated intermittently between 1892 and 1895, and possibly as late as 1905. The study of the canal during this project provided a rare opportunity to compare the archaeological record of a canal with its documented history of constructions, management, and natural events. Salt River Project Agricultural Improvement and Power District (SRP) requested that Logan Simpson Design Inc. (LSD) perform a Class III cultural resources survey related to a proposed well and pipeline construction project associated with the SRP Coronado Generating Station in St. Johns, Apache County, Arizona. The project area is located east of US 191 and southwest of the SRP Coronado Generating Station. Most of the pipeline corridor is on SRP-owned land; however, it also includes a small easement located in Section 2 across Arizona State Trust land administered by the Arizona State Land Department. LSD surveyed nearly 64 acres of SRP-land; the easement across ASLD land in Section 2; it was previously surveyed by LSD (Fahrni 2010). The survey areas consisted of the proposed well site (100 ft by 100 ft), pipeline corridor (4-mile-long by 130-ft-wide), and transmission line corridor (1,500 ft-long by 130-ft-wide corridor). The surveys were requested by SRP to determine whether any significant cultural resources will be disturbed by construction-related activities. The cultural resources surveys and report were completed to Arizona State Museum (ASM) and State Historic Preservation Office standards in the event that the project becomes an undertaking subject review under Section 106 of the National Historic Preservation Act. An evaluation of traditional cultural properties was not conducted.

Salt River Project Agricultural Improvement and Power District (SRP) plans to construct an 88-mile-long 500-kV extra-high voltage transmission line linking the Pinal West, Santa Rosa, Pinal Central, Abel, and Dinosaur substations (ACC CEC Case No. 126). This report presents the results of Phase I data recovery (extent testing) and Phase II data recovery within a 40-m- (130-ft-) wide corridor at seven sites located on State Trust Land administered by the Arizona State Land Department (ASLD) (ASLD ROW No. 16-112288) and at seven sites and nine loci on the Gila River floodplain that are on privately owned lands between Pinal Central and Dinosaur. The sites are situated in north-central Pinal County east of the town of Queen Creek, east of Coolidge; and southeast and south-south of Coolidge. Phase I data recovery investigations were undertaken at 14 sites: AZ AA:2:304 (ASM); AZ AA:2:305 (ASM), AZ AA:3:281, AZ U:10:20 (ASM), AZ U:14:417 (ASM), AZ U:15:1 (ASM)/Adamsville, AZ U:15:61 (ASM)/Frogtown, AZ U:15:97 (ASM), AZ U:15:264 (ASM), AZ U:15:276 (ASM), AZ U:15:296 (ASM), AZ U:15:432 (ASM), AZ U:15:559 (ASM), and AZ U:15:560 (ASM). The sites were previously recommended eligible for inclusion in the National Register of Historic Places (NRHP) (Henderson et al. 2009) and the investigations were undertaken to comply with the Arizona Antiquities Act, the State Historic Preservation Act, and as required by the Arizona Corporation Commission Certificate of Environmental Compatibility. Fieldwork methods followed those outlined in the treatment plans (Phase I and Phase II data recovery) developed to mitigate impacts to the sites (Lindeman 2009; Lindeman et al. 2009). Michael Foster, Ph.D. served as Principal Investigator, and field work was directed by J. Scott Courtright. This is Submittal 3 of the report.

Logan Simpson Design Inc. (LSD) has previously completed a cultural resources inventory of 18.3 miles of the existing Salt River Project (SRP) 230 kV Silver King to Goldfield electrical transmission line north of Superior, Arizona. SRP is upgrading the carrying capacity of the line (Figure 1). The cultural resources inventory resulted in the identification of 26 archaeological sites including 5 newly recorded and 21 previously recorded (Bild 2008). Ten of these sites are considered eligible for listing in the National Register of Historic Places (NRHP); 16 are of undetermined NRHP eligibility. Upon review of construction plans, it was determined that 13 sites required some level of avoidance measures to avert being impacted by construction activities. The remaining 15 sites required no avoidance measures.

Salt River Project Agricultural Improvement and Power District (SRP) requested that Logan Simpson Design Inc. (LSD) perform a Class III cultural resources survey of the proposed Abel Generation Peaking Plant Site. The project area is a combination of recently plowed, planted, and fallow agricultural fields located near Queen Creek, Pinal County, Arizona. The project area encompasses 513 acres of private land adjacent to the intersection of Quail Run Lane and Bella Vista Road and includes a north-south running, 130-ft-wide by 1-mile-long corridor immediately west of Attaway Road. Because of crop cover, only 351 acres of the project area was surveyed. This is submittal 2 of the report.

SRP requested that Logan Simpson Design (LSD) conduct a Class III cultural resources survey of a new right-of-way (ROW) to determine whether any significant cultural resources will be disturbed by the construction of a 230-kV transmission line. SRP also requested that LSD evaluate portions of four previously recorded sites that are within an existing Western 115-kV transmission line ROW. The new 230-kV transmission line will replace the existing Western line as part of the current project.

Class III cultural resources survey for an extra-high voltage transmission line connecting the Pinal West, Santa Rosa, Pinal Central, Abel, and Dinosaur Substations in Pinal County, Arizona.

Tolleson Union High School District plans to construct a high school on the west side of 67th Avenue between Lower Buckeye Road and Broadway Road. As part of the construction project, the road will be widened in front of the new school, which will necessitate that a segment of a historic open lateral be piped underground. ADM Group Inc., the project architects, requested that Logan Simpson Design Inc. prepare a report documenting the history of the lateral.

Salt River Project Agricultural Improvement and Power District (SRP) requested that Logan Simpson Design Inc. (LSD) perform a Class III cultural resources survey of 4.7 acres for a proposed 12 kV distribution line south of Queen Valley, Pinal County, Arizona. The project area, which is located on State Trust land under the jurisdiction of the Arizona State Land Department (ASLD) north of US 60 near Hewitt Road. The cultural resources survey was requested by SRP in support of ASLD right-of-way (ROW) application number 18-112296. The project will involve the installation of a 12 kV overhead distribution line in a 10-ft-wide by 2.75-mile-long corridor to be operated and maintained by SRP. Because the project is located on land under the jurisdiction of ASLD, the cultural resources survey was completed in compliance with the requirements set forth in ARS § 41-861 et seq., the Arizona State Historic Preservation Act. This is a revised report.

The Salt River Project (SRP) is planning to upgrade the current carrying capacity of 18.3 miles of the existing Silver King to Goldfield 230kV line north of Queen Valley and Superior, Pinal County, Arizona. In order to accomplish this, SRP plans to “bundle” the existing 230kV conductors by adding a second conductor to each of the three existing single-conductor phases. This 230kV line was originally intended for two circuits of bundled conductors and permitted for such on Forest Service lands by FS Permit #GLO401160. To add the new conductors, SRP will need to re-open some of the original access roads and the selected wire, puller, sleeving, and anchor sites used during the original 1978 line construction. The existing transmission line corridor across State Trust Land administered by the Arizona State Land Department (ASLD) and private lands has been previously surveyed for cultural resources (a corridor measuring 70 ft south and 220 ft north of the existing 230kV line and including the 500kV line) and was not re-surveyed for this project (Antineau 1977; Van Nimwegen 1991). SRP requested that Logan Simpson Design Inc. (LSD) perform a Class III cultural resources of a 50-foot-wide corridor centered on each of the access roads leading to the corridor that may need to be physically altered to allow equipment to approach the project area. Twelve segments of access roads, as well as puller, wire, and anchor sites located outside the corridor were surveyed, totaling approximately 3.6 miles (22.1 acres). LSD also re-located previously recorded sites within the corridor in the vicinity of towers or access roads to verify site locations and boundaries.

Salt River Project (SRP) requested that Logan Simpson Design Inc. (LSD) perform a Class III cultural resources survey of the approximately 4.25-mile by 20-m-wide corridor to identify and evaluate any cultural resources that could be affected by the construction of a new 69kV transmission line from the existing Quail Substation to the proposed Shipley Substation between Quail Run Road and Cooper Road in Magma, Pinal County. The survey area measures 22,440 ft long by 65.62 ft wide and encompasses 25.85 acres of private land and 7.95 acres of State Trust land under the jurisdiction of the Arizona State Land Department, totaling 33.80 acres. The Bureau of Reclamation (Reclamation) right-of-way within the project area was not surveyed as part of this project. It had previously been surveyed and is highly disturbed; no sites are reported in the Reclamation right-of-way where it crosses the SRP project area. Although the SRP project corridor is only 36 feet wide, a 20-m-wide corridor was surveyed. The proposed project consists of constructing a new 69kV transmission line, including installation of utility poles. The Class III survey was undertaken at the request of SRP as due-diligence as part of the planning for the installation of the line, and because portions of the project are located on ASLD land, the cultural resources survey was completed in compliance with the requirements set forth in ARS § 41-861 et. Seq., the Arizona State Historic Preservation Act.

This report presents the results of a Class III cultural resources survey of approximately 120 acres of privately owned land southwest of Coolidge, Pinal County, Arizona. The work was requested by Salt River Project Agricultural Improvement and Power District (SRP) to determine if significant cultural resources were present within the surveyed property. SRP is currently acquiring the parcel and is planning to construct an electrical substation (Pinal South) on the property. The Pinal South Substation will be part of the larger Pinal West to Southeast Valley/Browning extra-high voltage transmission line project. This line has recently received a Certificate of Environmental Compatibility from the Arizona Corporation Commission (Case No. 126). The Pinal South Substation is sponsored by a consortium of private electrical utilities including SRP, Electric Districts 2 and 4 of the Tucson Electric Power Company, and Southwest Transmission Cooperative, Inc. The cultural resources survey was conducted on 6-7 February 2007, by Dr. Tiffany Clark and Connie Darby of Desert Archaeology, Inc. Dr. Henderson served as Principal Investigator for the project. Although the surveyed land is private and no archaeological permit is required, Desert Archaeology does hold a current Arizona Antiquities blanket permit (Permit No. 2007-002bl) for conducting non-collection surveys within the state. Two archaeological sites, AZ AA:2:284 (ASM) and AZ AA:2:285 (ASM), and 27 isolated occurrences were recorded within the project area. Both sites are considered eligible for listing on the National Register of Historic Places and may contain significant subsurface remains that could be impacted by construction of the substation. These findings are the substance of this report, along with recommendations for avoidance or further treatment of the significant cultural properties. A description of the project area, environmental and cultural background information, a summary of previous research, and description of survey methods preface these discussions.

This report presents the results of Class III cultural resources surveys conducted for the Palo Verde to Pinal West Transmission Line Project. The work was sponsored by Salt River Project (SRP) in support of two proposed 500 kV transmission lines that will connect the existing Hassayampa Switchyard, west of Phoenix, Maricopa County, Arizona, and the proposed Pinal West Substation, western Pinal County, Arizona. The cultural resources studies described here include three previous archaeological surveys, which examined different portions of the transmission line corridor and the area of a proposed substation (Chapin-Pyritz and Hill 2002; Henderson 2005; Hill et al. 2003), and a fourth and final survey conducted by Desert Archaeology, Inc., of all remaining unsurveyed segments of the Palo Verde to Pinal West alignment and the proposed access road to Pinal West Substation. The surveys were undertaken to determine if significant cultural resources were present that might be adversely affected by construction of the proposed transmission lines and associated substation site. The effort was conducted to comply with the Arizona Antiquities Act of 1960 (as amended) and State Historic Preservation Act of 1982, as stipulated in conditions of a Certificate for Environmental Compatibility (Case No. 124, Docket No. L00000B-03-0124) issued by the Arizona Corporation Commission, and as required for right-of-way access across lands managed by the Arizona State Land Department (ASLD Right-of-Way Application No. 14-110986) and the Bureau of Land Management (BLM EA No. AZ-020-2003-0045, Case File No. AZA-32057). In 2002, an initial Class III survey of the western portion of the proposed Palo Verde to Pinal West Transmission Line Project was completed by Chapin-Pyritz and Hill (2002). As a result of this work, 11 archaeological sites were documented within the transmission line corridor that ran from the Hassayampa Switchyard, south of the Palo Verde Nuclear Generating Station, to the Jojoba Substation. In the following year, a second cultural resources survey was completed that examined areas of the Palo Verde to Pinal West transmission line corridor located on Arizona State Trust and Bureau of Land Management (BLM) lands east of the Jojoba Substation (Hill et al. 2003). Seven sites were recorded during this survey. More recently, Desert Archaeology conducted a cultural resources inventory of a 60-acre parcel for the proposed Pinal West Substation (Henderson 2005). No archaeological sites or other significant cultural properties were located during the survey of the substation site.

The Southwest Germann site is among the largest of prehistoric Hohokam settlements in the Queen Creek area. The Rohrig Substation property is located at its southwestern edge and overlaps a previously unreported habitation locus. Archaeological testing (Phase 1 data recovery) at the substation documented the presence of adobe-walled rooms, puddling pits, and trash deposits that were probably contained within an adobe-walled compound on the easternmost side of the Rohrig property. Salt River Project decided to restrict substation construction to the western 2 acres of the property to preserve the habitation features. Phase 2 data recovery focused on the 2-acre construction area. Features documented during the Phase 2 effort included a large midden, several small pits, a roasting pit, several crematoria, secondary cremations, and animal burials. Diagnostic ceramics indicated the locus was primarily occupied during the late Soho and early Civano phases of the Classic period (A. D. 1250-1350). The Rohrig Substation investigations were designed to obtain new information about the types of cultural activities that occurred on the margin of large Hohokam habitation areas in the Queen Creek area. The data recovery research provides new insights about residential activity, subsistence, mortuary practices, and patterns of interaction within the the Southwest Germann site. The results of the project suggest the Classic period inhabitants of the Rohrig Substation locus had strong ties with populations in the middle Gila River Basin and a set of traditions and customs strongly rooted in the past. Waters, and Gregory J. Whitney.

The Salt River Project (SRP) has acquired the C.C. Cragin (formerly Blue Ridge) project from the Phelps Dodge Corporation, which originally built the project in 1965. The C.C. Cragin project consists of a number of facilities, including a dam and reservoir, diversion tunnel and pump shaft, pumping plant, priming reservoir, pipeline, electrical transmission line, surge tank, and a power plant. SRP requested a Class III cultural resources survey of these facilities in advance of future operation, maintenance, and repair needs for the Cragin facilities. SWCA also surveyed several existing roads near the C.C. Cragin project in case SRP decides to use these in the future as access routes to the project area. This report is a revised draft.

On July 5, 2006, archaeologist Travis Bone completed an archaeological survey of the SRP Pinto Creek Access Roads & Top Wire Replacement project on the Globe Ranger District of the Tonto National Forest. The project area includes the complete transmission line between the Silver King and Miami substations. Time spent on this project included 5 hours of fieldwork, 12 hours of report preparation and 2 hours of administration by the Forest Archaeological Staff. Vehicle use totaled 180 miles.

This project involved archaeological investigations at eight Hohokam sites that will be impacted by the construction of a 36-mile long natural gas pipeline and associated easements. Excavation and data recovery were conducted at seven of the sites [AZ U:10:2(ASM), AZ U:10:176(ASM), AZ U:15:248(ASM), AZ U:14:54(ASM), AZ U:14:361 (ASM), AZ U:14:74(ASM), AZ AA:2:131(ASM)]. Archaeological extent testing was conducted at the other site, AZ U:10:175(ASM). Because no subsurface features were found in the portion of AZ U:10:175(ASM) that falls within the pipeline corridor, no further data recovery was conducted. The SRP Santan archaeological investigations concluded with the monitoring of construction activities through culturally sensitive areas.

The City of Mesa, in conjunction with ADOT and FHWA, is preparing an Environmental Determination Report for the improvement of the Intelligent Transportation System (ITS) infrastructure. The project will be located within the City of Mesa's right-of-way (ROW) along Broadway Road. Because the project is federally funded, ITS Engineers and Constructors, Inc. on behalf of the City of Mesa, requested that Logan Simpson Design Inc. (LSD) perform a cultural resources evaluation of the project area and surrounding one-mile radius in order to comply with Section 106 of the National Historic Preservation Act. LSD performed a Class I records check instead of a pedestrian survey because the project area has been so heavily disturbed by residential, commercial and agricultural development that finding prehistoric remains was not anticipated, and the previous surveys provide adequate information on the type and nature of existing sites to evaluate the potential effect of the project. The improvements will include installation of conduit, fiber optic cable, loop detectors, pull boxes, and communication devices along approximately seven miles of Broadway Road. The location of the main conduit will be determined based on existing utilities. The main conduit line will run east-west on one side of the street or the other, and several conduit crossings will connect the north and south sides to control cabinets and existing conduit lines. The exact locations of conduit crossings have not been determined. Conduit will be installed using a combination of trenching and directional boring methods to a depth of approximately 4 feet. No new ROW or temporary construction easements will be required. Adjacent land is primarily privately owned and consist of commercial and residential development. The 140-foot-wide by 7-mile-long area of potential effect (APE), encompassing 118.8 acres, is located within the City of Mesa ROW. The main conduit will be located on one side of Broadway Road, but at several locations the construction will occur on both sides of the ROW. This file includes related correspondence.

Salt River Project (SRP) requested that Logan Simpson Design Inc. (LSD) perform a Class III cultural resources survey of a portion of the Arlington Wildlife Area (AWA), Maricopa County, Arizona. The project area is located on Arizona Game and Fish Department (AGFD) and private land on the west side of the Gila River. The project area includes a 33-ft-wide and 2,560-ft-long corridor centered on the main access road through private land and a 27.10-acre AGFD parcel that measures 2,360 ft north-south and 500 ft east-west. SRP is working coorperatively with AGFD on expanding and rehabilitating the wetlands for Yuma clapper rail habitat at AWA. Additionally, AGFD plans to minimally improve the main access road to AWA. The project area was partially surveyed to determine whether any cultural resources--prehistoric or historic archaeological sites or objects and potentially significant historic buildings or structures--exist that could be negatively affected by the proposed project. The project area is densely vegetated and it was not possible to access or survey a majority of the project area. A total of 7.5 acres of the project area was systematically surveyed. Becuase the project is located on state land under the jurisdication of AGFD, the cultural resources survey was completed in compliance with the requirements set forth in ARS § 41-861 et. Seq., the Arizona State Historic Preservation Act. An evaluation of Traditional Cultural Properties was not undertaken as part of this investigation.

This report presents the results of a Class III cultural resources survey of 32 acres of land located east of Queen Creek, Arizona and west of the Central Arizona Project (CAP) canal in Pinal County, Arizona. The surveyed property is on Arizona State Trust Land administered by the Arizona State Land Department. The work was requested by the Salt River Project (SRP) to determine if significant cultural resources were present within the project area. Tiffany Clark and Greg Schachner of Desert Archaeology, Inc. completed the survey in one person-day on 16 September 2005. Kathleen Henderson, Ph.D., of Desert Archaeology served as Principal Investigator for the project. Six isolated occurrences of cultural material were recorded by the survey, but no archaeological sites or other significant cultural resources were found. A recommendation is made that future construction of the Dinosaur Substation will have no effect on significant cultural properties and that this work can proceed as planned.

On October 20, 2004, Transcon Infrastructure, Inc. (Transcon) conducted a Class III (Intensive Field Inventory) cultural resources survey of approximately 28 acres for the proposed construction of an electrical distribution substation and transmission line interconnection in the vicinity of Apache Junction, Pinal County, Arizona. Four transmission line alternatives, each with a 200 foot wide right-of-way (ROW), are being considered for interconnection with an existing 115kV transmission line. One block parcel (28 acres) was surveyed that includes the proposed substation site, four transmission line alternatives, proposed and existing access roads, and pulling locations. One of the four transmission line interconnection alternatives was not surveyed in its entirety, as private landowner permission for survey was not granted before fieldwork. The survey was requested by Salt River Project (SRP) to determine if significant cultural resources, which could be affected by the proposed undertaking, are present within the project area. Important cultural resources may include historic or prehistoric archaeological sites or objects, historically or architecturally significant structures, buildings, or landscapes, and traditional cultural places which are eligible for inclusion in the National Register of Historic Places (NRHP). Background research and fieldwork was performed by Beau J. Goldstein. Dr. Everett Bassett served as Principal Investigator. One person field day was expended on this project.

The project was conducted for the Salt River Project Agricultural Improvement and Power District (SRP). The lead federal agency was the Bureau of Land Management (BLM), Socorro Resource Area, New Mexico. Site ownership was State of Arizona, SRP, and private. Excavations were conducted under Arizona Antiquities Act Project Specific Permit No. 2002-93ps. SRP planned to construct a coal mine in Catron County, New Mexico, northwest of Quemado, to provide coal for the Coronado Generating Station. Coal from the mine would have been transported by a coal haul railroad that would have run approximately 44 miles, 30 miles in New Mexico and 14 miles in Arizona. An archaeological survey of the proposed coal mine area was conducted in 1991, resulting in the identification of 266 sites (Bernard-Shaw 1993). In 1992 additional survey of an expanded area for the coal mine resulted in the identification of another 12 sites (Morris 1993). An archaeological survey of the railroad right-of-way in Arizona and a portion of New Mexico was conducted in 1986, identifying 27 sites, 24 in Arizona and three in New Mexico (O'Brien and Dosh 1987). The rest of the New Mexico portion of the transportation corridor was surveyed in 1991, and resulted in the identification of 37 new sites and two previously recorded sites (Morris 1992). In 1991 and 1992, SWCA conducted testing of 28 sites along the Arizona portion of the proposed transportation corridor, including 23 of the 24 sites reported by O'Brien and Dosh (one site, AZ Q:8:55, had been avoided by corridor rerouting) and five sites that had been identified in new survey areas for expanded portions of the corridor(Greenwald 1993). Greystone Environmental Consultants, Inc., on behalf of Salt River Project Agricultural Improvement and Power District (SRP), has developed this Class I Cultural Resources Inventory for the Pinal West to Southeast Valley/Browning 500 kV Project (Project) as part of the Certificate of Environmental Compatibility (CEC) Application. SRP contracted with Greystone Environmental Consultants, Inc. (Greystone) to complete the Class I report. The Project includes the construction of one single circuit 500 kilovolt (kV) transmission line in Pinal County, originating at the recently permitted Pinal West Substation near the Maricopa and Pinal County line southwest of the City of Maricopa and terminating at the proposed Southeast Valley (SEV) 500/230 kV Substation, which also includes the co-location of a proposed SRP RS-22 230/69 kV Substation, to be located in northeastern Pinal County. Generally, this proposed 500 kV line from Pinal West to the Browning Substation, and intermediate proposed substations, are identified as the Project. A Preferred Alignment is being proposed for the entire length of the Project. Preferred Alignment Alternatives include the Santa Cruz Wash, Eleven Mile Comer Road, and Attaway Road.

This historical research report is designed to support mitigation for the relocation of Gates 7-13.4-41 and 7-13.4-42 (See Image 1) and Lateral 7-13.4 on the north side of Dobbins Road west of 55th Avenue, Laveen, Maricopa County. This report describes the findings of research into the historic use of the lateral and surrounding area in the south half of Section 5, Township 1 South, Range 2 East. The United States is relocating the lateral and turnout structures in a land exchange because of urban development. This is a memorandum.

Archaeological monitoring was conducted during subsurface construction activities associated with the relocation of a portion of the Utah Extension (AZ U:9:254 [ASM]) within the City of Mesa. Construction procedures consisted of excavating a trench approximately 0.2 miles (0.31 kilometers) long and four feet (1.22 meters) wide along an alleyway north of and downslope from the Utah Extension. Additional excavations included six areas: one at each end of the trench , one near the approximate center of the trench, and three areas at the present location of the Utah Extension, corresponding to excavations on the trench, up the grade to the manhole structures at the present location of the Utah Extension were also included. Excavations reached a maximum depth of approximately five feet (1.5 meters).

Northland Research, Inc. (Northland) has completed archaeological testing at seven sites along a proposed natural-gas pipeline at the request of the Salt River Project (SRP). The purpose of the testing was to determine the extent and eligibility status of the seven sites for the National Register of Historic Places (NRHP). Two of the sites, AZ U:10:2(ASM) and AZ U:14:74(ASM), have been previously determined NRHP eligible based on their potential to inform on the prehistory of the region, but additional testing was required to determine the presence and extent of subsurface features within the proposed pipeline corridor (Lindly and Mitchell 2002b:41). The eligibility status of the five remaining sites could not be determined based on surface evidence alone. Additional testing was therefore recommended at AZ U:15:248(ASM), AZ U:15:249(ASM), AZ U:14:54(ASM), AZ U:14:361(ASM), and AZ AA:2:131(ASM) to determine if intact subsurface remains were present (Lindly and Mitchell 2002b:42). The following report documents the results of Northland’s testing program at the seven sites along the SRP pipeline corridor (Figure 1). In addition, the results of a small survey of Temporary Construction Easements (TCE) and realignments of the pipeline corridor are presented. Archaeological testing at the seven sites was conducted under Arizona Antiquities Act Project Specific Permit No. 2003-068ps. The TCE surveys were conducted under Arizona State Museum (ASM) permit No. 2003-14bl. Portions of the sites that were tested are located on lands that are privately owned or under the jurisdiction of the Arizona State Land Department (ASLD). Fieldwork was conducted between 24 February and 22 April, 2003. Douglas Craig served as Principal Investigator and Project Director for the project; David Hart served as Field Director. Artifacts collected on the project were analyzed by James Cogswell and Douglas Craig. This is a review draft.

This Environmental Assessment (EA) has been prepared at the request of the Salt River Pima Maricopa Indian Community (SRPMIC) to evaluate Salt River Project (SRP) proposed plans to perform major maintenance to two 69 kilovolt (kV) subtransmission lines within an SRP power line utility corridor easement. Although this project is not a Federal undertaking or action, this EA has been prepared in accordance with the guidelines contained in the Bureau of Indian Affairs (BIA) Manual Release No. 9303, NEPA Handbook, September 24, 1993. The manual provides guidance for complying with the National Environmental Policy Act (NEPA) and its implementing regulations, [Title 40 of the Code of Federal Regulations (40 CFR) Parts 1500-1508]. The purpose of this EA is to evaluate the potential social, economic and environmental impacts that may occur from the project and to identify measures that will effectively mitigate potential adverse impacts. The goal of this document is to assist decision-makers in making informed decisions about the project.

On December 15, 2000, Entranco was authorized by Salt River Project (SRP) to conduct a Class I Inventory of an approximately 9.61-mile-long, variable width corridor from the Thunderstone Receiving Station to the Verde Substation in Maricopa County, Arizona. The project area includes Bureau of Indian Affairs right-of-way across the Salt River Pima-Maricopa Indian Community, and land under the jurisdiction of the Bureau of Reclamation, operated and managed by the Central Arizona Project and SRP. This research is undertaken as part of the proposed SRP Thunderstone to Verde 69 kV Rebuild project. The purpose of the Class I Inventory is to identify all previously recorded cultural resources and cultural resource projects that have occurred within the project area and its immediate vicinity. Cultural resources within these areas could be subject to direct or indirect adverse effects from activities associated with the SRP Thunderstone to Verde 69 kV Rebuild project. For purposes of this study, cultural resources are prehistoric or historic archaeological sites or objects, and potentially significant historic buildings or structures. An evaluation of Traditional Cultural Properties was not included in this inventory. The SRP scope of work includes the installation of a new conductor for the existing 69 kV line, removing and replacing overhead static wires, and the replacement of any poles necessary to accommodate the installation of a new conductor and overhead ground wires. All project work will be conducted within the existing SRP right-of-way, which varies in width from 30 feet (ft.) to 70 ft. The content and level of detail appropriate for this Class I Inventory report was discussed with Mr. Richard Anduze of SRP prior to report preparation. Because the primary objective is to facilitate planning for a 69 kV upgrade of an existing line, it was agreed that the best approach would be to inventory existing data sources and report the locations of previously identified sites and surveys in relation to the project corridor. This method provides the essential information concisely and expeditiously, but does not include a broad overview of the environmental or cultural setting, or any synthesis of the cultural resource data into research-oriented conclusions. Thus, the report is considered only a partial Class I inventory, but it includes all information necessary for the immediate planning-related purposes. Because the project extends across federal land, this report was written to conform to federal guidelines. This is a revised report.

Northland Research, Inc. (Northland) has completed an archaeological survey of 119 acres (48.1 hectares) for the Salt River Project in the Town of Gilbert. Survey of the existing Santan Generating Station was completed in anticipation of renovations to the power generating station. Construction of a proposed 825 megawatt, natural-gas fired generating station is the impetus for the survey. The proposed construction will entail demolition and relocation of existing facilities and infrastructure. An existing 14-inch natural gas pipeline and gas metering station within the project area will be moved to a route that has yet to be determined. The Federal Energy Regulatory Commission is the lead agency for the project and El Paso Natural Gas will function as the Federal Energy Regulatory Commission agent for the gas pipeline project. The archaeological survey was conducted in compliance with the Section 106 (36CFR800) review process. Surface visibility within the project area was mixed when the author conducted the survey on June 20-21, 2001. Approximately half of the Santan Generating Station could not be inspected because gravel pads, added dirt spoils, gravel and asphalt pavement, buildings, or other infrastructure covered the entire ground surface (0 percent visibility). Other portions of the project area had slightly better surface visibility: 20-45 percent surface visibility or 50-85 percent of the modern ground surface was visible. No surface archaeological resources were encountered within the existing Santan Generating Station; however, the historical period Highland Canal (AZ U:9:174 [ASM]) may cross the project area. Archaeological monitoring is recommended for the proposed natural gas pipeline. If the Highland Canal is not located during monitoring of the natural gas line because prior ground disturbances have removed the site, then additional monitoring or testing of the canal may be needed elsewhere in the Santan Generating Station.

On December 6, 2000, Archaeological Research Services, Inc. (ARS) conducted a cultural resources survey of approximately 68 acres of land owned by the Salt River Project in northwestern Tempe, Maricopa County, Arizona. The project area is bounded on the north by Washington Street, on the south by the Union Pacific Railroad tracks, on the east by a property boundary approximately 600 feet west of Center Parkway, and on the west by Priest Drive.The project area is being considered for the development of a multipurpose facility with associated hotel, office, and retail space and parking structures. As a result of the survey, three archaeological sites were located. The survey was requested by Mr. Mark C. Vinson, Historic Preservation Officer for the City of Tempe, in order to determine whether important cultural resources were present within or immediately adjacent to the project area, and which could be affected by the proposed project activities. Important cultural resources are defined as historic or prehistoric archaeological sites, objects, landscapes, traditional cultural places, and historically or architecturally significant structures or buildings that might be eligible for listing on the National Register of Historic Places (NRHP). This is a revised report of the original dated 12/15/2000.

The establishment of the Salt River Federal Reclamation Project in 1903 led to the construction of a modern irrigation system to serve the productive farmlands of the Salt River Valley. However, lands outside of the project boundaries, which generally had no legal claim to surface water, had to rely on alternative sources of water. The Roosevelt Water Conservation District was one of the earliest successful efforts to increase the available water supply. By applying simple but innovative technology, along with a broad economic strategy, and cultivating a mutually beneficial partnership with the Salt River Valley Water Users’ Association (Association), landowners were able to appropriate enough water to irrigate the 41,500-acre from three primary sources - groundwater pumping, excess flood waters of the Salt and Verde rivers, and water conserved by lining SRP canals with concrete. Individually, each of these water resources would have been too expensive or unreliable; by planning to selectively exploit the most cost-effective resources as they were available, the District was able to develop a viable water supply. The Roosevelt Water Conservation District’s irrigation system includes the Main Canal, the Eastern Canal Extension, and a series of pumping plants and other structures. The Main Pumping Plant conveys water delivered via SRP’s distribution system to the District’s Main Canal at a rate of 350 second feet. Wells equipped with small pumping units, originally planned as a supplemental source of water, have provided most of the irrigation water for the District. The existing irrigation system has remained relatively unchanged since its original construction, which was completed in 1928. This report provides a history of the Roosevelt Water Conservation District and its irrigation works, from its conceptual development and construction to its evolving design and function in an increasingly urbanized environment.

The following report presents the results of a 16-mile survey of the Verde Circuit 12kV distribution lines between Stewart Mountain and Granite Reef Dams, conducted by Statistical Research, Inc. (SRI), for the Salt River Project (SRP). Following the collection of permits and a systematic check of all records pertaining to archaeological resources in the proposed area of study, field investigation of the distribution lines was conducted from October 8 to 11, 1997. Field investigation of the distribution lines was conducted by Dr. Steven D. Shelley, Principal Investigator, and Mr. Matthew A. Sterner, Senior Project Director. Because cultural resources have been previously recorded within the area of potential effect (APE), the survey was structured to locate and assess both known (and rerecord them if necessary) and previously unidentified cultural resources. The justification for the project is two-fold. First, along a portion of the distribution line between the Phon D Sutton Area and Usery Pass north of Bush Highway, line maintenance work (pole replacement) had commenced without an accompanying cultural resources assessment, placing SRP out of compliance with governing preservation laws. The second purpose of the study was to identify all resources within the APE for future reference, pending the relocation or repair of distribution line utility poles as necessary. With a template of known resources within the APE (and their relation to existing utility lines), SRP will be able to quickly and efficiently replace distribution line poles as needed with minimal impact to archaeological resources.

Located approximately thirty miles east of Phoenix, Arizona, adjacent to the city of Mesa, and three miles downstream from the confluence of the Salt and Verde Rivers, Granite Reef Diversion Dam is the principal diversion structure supplying water to the Salt River Project irrigation canals on either side of the Salt River. Although overshadowed in size by the Theodore Roosevelt Dam - the first structure of the Salt River Project proposed by the Department of the Interior's newly formed U.S. Reclamation Service - the construction of Granite Reef Diversion Dam was, in fact, a critical element in the overall concept of water storage and delivery. This report chronicles its design, construction, operations, and maintenance from its origins in 1905 to the present time.

At the request of the Salt River Project (SRP), Archaeological Research Services, Inc. (ARS), completed a Class III cultural resources survey at two small parcels that are the planned locations of two 230-kV power poles in downtown Tempe, Maricopa County, Arizona. SRP plans to lease these parcels from their current landowners/administrators: the Union Pacific Railroad, the City of Tempe, and the Arizona State Land Department. The state land part of the survey was completed under the authority of Arizona State Museum Permit No. 98-13BL. An archaeological literature review and site file check indicated that the only significant cultural resource in the vicinity of the two subject parcels is the Salt River Southern Pacific Railroad Bridge, which is individually listed on the National Register of Historic Places. Field work identified no archaeological sites, features, or isolated artifact occurrences within either parcel, although it was noted that a small part of the approach for the Salt River Southern Pacific Railroad Bridge occurs in the parcel for proposed Pole 57a. Since it is ARS's understanding that neither the Salt River Southern Pacific Railroad Bridge or its approach will be directly affected by this planned undertaking, cultural resources clearance is recommended for approval by the appropriate entities. It is noted that the planned replacement of the existing electrical towers should actually improve the visual integrity of the bridge since the new power poles occupy less space and should thus have less of a visual impact on it. The U.S. Reclamation Service constructed the South Canal to carry water to the farmers on the south side of the Salt River as part of the Salt River Federal Reclamation Project. Built between 1907 and 1909, the original canal measured only two miles and diverted water from the newly erected Granite Reef Dam. The South Canal eventually became the only irrigation structure to divert water directly from the Salt River and deliver it to the south side shareholders of the Salt River Valley Water Users' Association (the Association). Controversy surrounded membership in the Association for many of the landowner's south of the Salt River. A majority of the farmers held early water rights and did not see any advantages to joining the Salt River Project (SRP) when the project first opened. The canals that supplied water to these people had their own headings or diversion points in the Salt River. Although some farmers built new irrigation ditches and laterals so they could join the Association in the early 1910s, it was not until the 1920s that almost all of the unsigned lands within the exterior boundaries of the Salt River Reservoir District became members of the Project. The original South Canal was enlarged and extended to accommodate all the water users on the south side of the Salt River, encompassing portions of the Eastern and Consolidated canals. Because the early founders of the Salt River Project saw the potential of hydropower, the Association contracted with the federal government in 1910 to build three power plants on the Salt River Project canals. Eventually three hydropower plants would be built on the South Canal. They provided needed power to an expanding Salt River Valley for commercial and domestic use. This report will detail the history of the South Canal, from its minor beginnings to becoming the primary irrigation structure carrying water to the shareholders on the southern portion of the Salt River Project.

(ACS) conducted a Class III (Intensive), non-collection cultural resources survey on approximately 170 miles of the Arizona, Arizona Crosscut, Grand, Tempe, Tempe Crosscut, Consolidated, Eastern, South, Western, Highline, and Kyrene Branch Canals in Maricopa County, Arizona. The survey was undertaken at the request of Jon S. Czaplicki, U.S. Bureau of Reclamation (Reclamation) archaeologist and Contracting Officer's Technical Representative for Contract No.1425-2-CS-01820. The canals, which are owned by the federal government, are under the jurisdiction of Reclamation and are maintained and operated by the Salt River Project (SRP). The survey was performed to provide an inventory and assessment of cultural resources located within or immediately adjacent to the canals' right-of-way which may be impacted by future development. The work was conducted under authorization from the SRP and Reclamation. A portion of the Arizona Canal right-of-way from Granite Reef Dam to Pima Road is situated within the Salt River Pima-Maricopa Indian Community (SRPMIC) and was surveyed under SRPMIC Archaeological Permit dated October 29, 1996. A portion on the northern side of the South Canal right-of-way from Granite Reef Dam to the branch with the Eastern Canal was surveyed under SRPMIC Archaeological Permit dated November 12, 1996. Letter authorization from Barry W. Welch, acting Area Director of the Bureau of Indian Affairs (BIA) dated November 15,1996, granted permission to conduct non-collection survey on tribal lands under the Federal Archaeological Resources Protection Act (ARPA). The southernmost 4 miles of the Eastern Canal are under the jurisdiction of the Roosevelt Water Control District (RWCD) and were surveyed under a verbal authorization from Mr. Joe Nykas, RWCD field superintendent. The survey located 21 prehistoric sites, 2 historic properties, 1 possible prehistoric canal segment, 2 historic canal segments,and 59 isolated occurrences. Of the sites, 19 were previously recorded.

The following document presents the results of an intensive archaeological resources survey of construction access roads for the Mead to Phoenix 500kV Transmission Line Project (Mead to Phoenix Project). The survey constituted one phase of cultural resource compliance undertaken for this project by SWCA, Inc., Environmental Consultants (SWCA), for Salt River Project (SRP). Other phases include relocation and re-evaluation (Anduze and Sorrell 1995) of sites previously recorded during survey of the Mead to Phoenix right-of-way (Keller 1986); testing and data recovery at the Overkill Site (AZ M:7:48, ASM) (Anduze, Greenwald, and Walsh-Anduze 1994); surface collection at three sites (Purcell and Greenwald 1995); survey, instrument mapping, and archival studies (Purcell, Stein, and Greenwald 1993) and testing and data recovery at the Hackberry Townsite (Purcell, ed. 1995); and surveys for areas of expanded right-of-way to accommodate cable-pulling activities (Payton and Purcell 1995; Purcell 1994; Seymour and Purcell 1995). The survey was conducted as required under Section 106 of the National Historic Preservation Act (NHPA), as amended, and the Arizona Antiquities Act. Western Area Power Administration (Western) was the lead agency, necessitating the inventory of privately owned lands.

The document presents the results of archaeological monitoring at the Salt River Project (SRP) Lassen Substation in Tempe, Maricopa County, Arizona. The work was conducted by Northland Research, Inc. for SRP and entailed monitoring for their expansion of utility lines along the Western Canal beginning at Lassen Substation. The project area is located within La Ciudad de Los Hornos (Los Hornos), a Hohokam site. Lassen Substation is on land owned by SRP; the Western Canal and right-of-way is owned by the U.S. Bureau of Reclamation, but maintained and operated by SRP. Archaeological monitoring was performed from January 24 through February 10, 1995. Three archaeological features were encountered: a pithouse, a midden, and a canal (possibly historic). These features, observed only in trench profile, were recorded through profile drawings, photographs, and artifact collections. No human remains were encountered. As the trenching has been completed and all archaeological remains have been documented, no further work is deemed necessary at this time.

Salt River Project (SRP) proposes to reroute the Hubbell Ranch Road to bypass the mining activities at the SRP Fence Lake Coal Mine. SRP contracted with SWCA, Inc., Environmental Consultants (SWCA), to conduct a cultural resource survey for the Hubbell Ranch Road Bypass. The lead agency for the cultural resources is the U.S. Department of the Interior, Bureau of Land Management (BLM), Las Cruces District, Socorro Resource Area. The proposed bypass is on New Mexico State Trust Land leased by SRP. The proposed project area is located within the Upper Sonoran Life Zone with vegetation consisting of grasses, yarrow, rabbitbrush, forbs, and juniper. The elevation ranges between 6690 feet and 6720 feet (2039 and 2048 m) above mean sea level (amsl). The geology of the area is characterized by the late Cretaceous Moreno Hill Formation visible in the mesas and in the Quaternary alluvial deposits of the valley floor. The proposed bypass extends along the east side of a ridge down onto the valley floor. Approximately 25 percent of the ground surface is concealed by vegetation.

On August 16, 17, and 18, 1994, Dennis Gilpin, Richard A. Anduze, and Lex Palmer of SWCA, Inc., Environmental Consultants, conducted an archaeological survey of the proposed Fence Lake Transportation Corridor Reroute 3 in Catron County, New Mexico. The project was located on New Mexico State Trust Land; the Bureau of Land Management, Las Cruces District, is the lead federal agency for cultural resources. The survey was conducted under New Mexico State Blanket Survey Permit No. 94/055. The project (SWCA project number 23-94826) was conducted for Judy Brunson-Hadley, Ph.D., Project Archaeologist, Salt River Project, P.O. Box 52025, Phoenix, Arizona, 85072-2025. The proposed undertaking involves constructing a railroad transportation corridor from the proposed Fence Lake Coal Mine in Catron County, New Mexico, to the Coronado Generating Station in Apache County, Arizona. The original route and two reroutes have been previously inventoried; the inventory reported herein was for a third reroute. In total, 150.48 acres were inventoried for the project. As a result of the survey, two previously recorded sites, four previously unrecorded sites, and 16 isolated occurrences were identified within the survey corridor. The six sites included two undated lithic scatters (Sites LA 105991 and LA 105992); one one-room Anasazi structure (LA 105990); one multicomponent site consisting of Archaic projectile points, an Anasazi structural habitation, and a historic camp (LA 86262 [previously recorded]); one multicomponent site consisting of an Anasazi sherd and lithic scatter and segments of the Old Zuni Trail (LA 86273 [previously recorded]); and one multicomponent site (LA 105989) consisting of an Anasazi sherd and lithic scatter, historic features and artifacts, and trail segments that might be variants of the Zuni Salt Trail or a trail to Ojo Caliente. Sites LA 86262 and 86273 have been determined to be eligible for inclusion to the National Register of Historic Places (NRHP) by the New Mexico State Historic Preservation Officer and the Bureau of Land Management. Sites LA 105989, 105990, and 105992 are potentially eligible for inclusion to the NRHP. Site LA 105991 is not considered eligible for inclusion to the NRHP because of the site's surface nature and the small quantity and dispersed nature of the artifacts; detailed recording has exhausted the site's data potential.

Salt River Project (SRP) proposes to construct a meteorological station with associated overhead electric and buried telephone lines at Zuni Salt Lake to monitor atmospheric conditions south of the Fence Lake Transportation Corridor. The Bureau of Land Management (BLM), Las Cruces District, Socorro Resource Area is the lead agency for cultural resources. The buried telephone line will extend from an existing buried line adjacent to NM State Route 32, 33 feet (10 m) to the station and the overhead electric line will extend from a pole at an existing overhead line to the south, 330 feet (100 m) to the station. SRP required a width of 100 feet (30 m) for the right-of-way (ROW) easement for the station and utility lines to allow for any construction impacts and any future modifications. SWCA, Inc. Environmental Consultants (SWCA), was contracted by Salt River Project to conduct a cultural resource survey of this portion of Site LA 31800 because this site has not been recorded in detail. Field work was conducted by SWCA archaeologist Richard A. Anduze on September 14 and December 14, 1994. The proposed project centerline was delineated with pink flagging tape by SRP Engineer Kenneth W. Rodgers, who accompanied Anduze in the field. An area of 1.75 acres was inventoried.
