The article notes that the large-scale transformations of the social system taking place in recent years inevitably affect the functioning of institutions, subsystems, the nature of social phenomena and processes, including significant impact on social conflict. Acting as an attributive characteristic of the society, the conflict is determined by the state of the social system itself, for example, it can become a consequence of its accelerated innovative development. According to many theoretical concepts of conflict, the factors of its determination are profound changes, as well as dysfunctions of the social system as a whole, its individual elements, etc. This is precisely the situation that is objectively developing in the transforming society of the 21st century. The formation of a new image of post-industrial society occurs under the influence of information and communication factors that go far beyond the narrow framework of the socio-technical environment and must be analyzed in the system of socio-cultural, civilizational coordinates. New elements of the social system replace the old ones, inevitably producing risks of innovative development. That is why the current conditions of the transforming society should be regarded as risky in terms of the genesis and development of conflicts. The current situation enhances the relevance of sociological knowledge of the conflict in the new conditions of the post-industrial society.

INFORMATION technology , *ARTIFICIAL intelligence , *MACHINE learning , *TECHNOLOGICAL innovations , *LEARNING - Abstract
Artificial intelligence and machine learning are considered to be one of the most important technological advancements in recent years. This technology focuses on enabling computers and robots to acquire human-like intelligence and learning abilities. Artificial intelligence is being used in various fields, particularly in industries, healthcare, internet applications, information technology, finance, and education, and it has a significant impact. By providing faster, more accurate, and more efficient decision-making capabilities, artificial intelligence and machine learning make people's lives easier and more productive. However, alongside the positive effects, these technologies also bring about many negative impacts. Researchers are divided into two groups regarding this issue; while some embrace the advancements optimistically, others criticize them harshly. The potential positive or negative effects of artificial intelligence and machine learning technologies on human life in the future are a subject of great curiosity and concern. This study aims to understand the potential of ChatGPT, a popular example of artificial intelligence and machine learning technology in recent days. As it was directly used in the preparation of this article, it has been included as a co-author. [ABSTRACT FROM AUTHOR]

This study aims to make an in-depth analysis of the prevalence and nature of the phenomenon of Internet use in teaching. The selected grades are grades VI to grade IX which in the literature are known as lower secondary education. The researcher has used the mixed method model, including qualitative and quantitative research strategies. The study involved n = 164 students and n = 117 teachers from eleven 9-year schools in the city of Prishtina, and n = 117 school staff. The results from the questionnaires with students that are quantitative in nature showed that the use of the Internet in schools is an integral part of the schools taken in the study. Most of the teachers stated that they had not received training to deal with the new models of application of technologies in teaching and a considerable part of them stated that they were unsure how to react in case an obstacle appeared in the non-functioning of technology during the lesson. The sample selected in the research consists of a total of 281 respondents, of which 117 were teachers and 164 students. There are a total of 117 employees and leaders of educational institutions and 164 students who will serve as samples. [ABSTRACT FROM AUTHOR]

The article argues for the need to introduce the position of specialized ombudsman in the Russian Federation, whose competence will include the protection of human rights in the digital space, including the Internet. Purpose: to formulate and substantiate proposals for the establishment of the position of ombudsman for the protection of human rights in the field of information and telecommunication technologies. Methods: the research is based on the comparative legal method. The author analyzes the experience of foreign countries – Australia, Canada, Belgium, New Zealand, where independent state institutions operate to protect the rights of individuals when using information technologies, including the right to information and the right to privacy. The method of interpretation of legal norms and provisions of strategic documents of the Russian Federation is also applied. Results: analyzing Russian practice, the author concludes that federal executive authorities, in particular Roskomnadzor (Federal Service for Supervision of Communications, Information Technology and Mass Media), whose functions include the protection of the rights of subjects of personal data, cannot be considered as analogous human rights institutions. They are not independent and, therefore, cannot take sufficient action if other government agencies act as violators. For this reason, it is concluded that it is advisable to establish a specialized ombudsman.

Currently, across the globe and on different levels, serious debates are held on the possibilities of modern information communication technologies (ICT), including the internet, as well as their undesirable consequences. To an ordinary person, the "new" way of communicating via the internet and mobile phone is at the same time easy, simple, quick, and essential - it has become a fact of their daily lives. Moreover, the modern age purports the internet as one of the critical means of communication. If used "properly", it represents an abundance of information on nearly every topic and entails many opportunities. With a vast and varied amount of collected data, it easily negotiates the acquirement of new learning and the shaping of lifestyle. However, the use of modern technologies which constantly transform, at times even completely changing and automatising nearly all areas of human activity, has its dark, destructive, and devastating side. Within that perspective, life in a network becomes increasingly more susceptible to manipulation and abuse. And the list of abuses is long... from having these technologies abused as a database, to an assault on someone's privacy, stalking, cyber-mobbing, peer violence, sexual harassment and violence, human trafficking, organ trafficking, etc. Thus, a stance is formed - the emergence of new technologies has significantly endangered the right to privacy. In recent years, the right to privacy has been mostly associated with personal data, so, in that regard - when speaking about privacy, it is nearly always done in the context of personal data processing. The right to privacy and personal data protection falls within basic human rights, so, being that it is a fundamental right of man and citizen, the baseline of its protection in our legislation is comprised within, above all, the Constitution, The Law of data protection and The Criminal Code (Art. 146. Unauthorized collection of personal data). As the title suggests, the criminal law aspect of privacy and protection of personal data provided for in Art. 143 of the CC is the focus of this paper. In this context, the author, first of all, embarked on an analysis of the current state of threats to the right to privacy as a prerequisite for action in the direction of its protection. Abandoning the general consideration of this type, the examination is then focused on concretely explaining the meaning and essence of the criminal act - unauthorized collection of personal data, the forms in which it manifests itself, the criminal responsibility and punishment of the person who committed this act. With the statement that this is a dynamically changing reality, some of the key problems and challenges in the application of appropriate mechanisms for the protection of the right to privacy in the Republic of Serbia (with a special emphasis on the year behind us) were highlighted.

The article investigates the features of the industrial application of information technologies in healthcare. Information technologies have become not only an integral part of economic and social life, but also in some sectors the leading basis for the implementation of activities. At the same time, there are both basic formats of their application that do not depend on a specific sphere, and specific ones that are characteristic of each specific industry. The ratio of ordinary and unique programs varies depending on the application area. Healthcare is characterized by a large number of unique technological products that directly help in the treatment of patients, and at the same time, there is a shortage of basic, including managerial digital technologies, which are either completely absent or are implemented to a small extent.Currently, several digital projects are in the process of development and implementation, aimed at optimizing interaction not only at the doctor–doctor level, but also at the doctor–patient level. The main tasks of these projects, in addition to automating an appointment with a doctor, medical examination, preferential medicines, regardless of the region where the patient is located, are to achieve solutions to issues related to the problems of early diagnosis of diseases remotely and in a short time. The need for this was clearly demonstrated by the coronavirus pandemic.

In the paper author discusses the issue of shaping e-government through the establishment of an appropriate legal system (in addition to the one that already exists) in Bosnia and Herzegovina. Analyzing the existing normative framework, special attention was paid to the fundamental legal assumptions for the establishment of e-government. Although it has adopted modern legislation, the legal framework for modern electronic services in Bosnia and Herzegovina lacks, in the author's opinion, a basic element, which is a special law on egovernment. Such a law would represent the substantive and organizational basis for the implementation of e-government as a modern service delivery system. [ABSTRACT FROM AUTHOR]

The purpose of the work is to consider the theoretical and practical aspects of fraud in the Internet sphere and on this basis to identify ways to ensure the confidentiality and cybersecurity of private users and commercial organizations. The methodological basis of the work is the use of general and special methods of scientific knowledge. Methods of combining analysis and synthesis, induction and deduction have been used to identify different types of fraud in the Internet. Generalization methods, logical and empirical, were used in determining the directions of development of the national cyber defense system and ensuring confidentiality. The main results of the work: The most common methods of fraud with the use of bank payment cards are identified, among which: a fake poll on social networks with a prize draw; a phone call to obtain classified information; SIM card replacement for access to online banking; online payments on unsecured sites; phishing; copying card data when handed over; unsecured WI-Fi networks; computers in public places; skimming for card data theft; unauthorized micropayments; ATM fraud; use of malicious programs (viruses), fake sites in order to compromise the details of electronic payment instruments and/or logins/passwords for access to Internet/mobile banking systems; dissemination (sale, dissemination) of information on compromised data; terminal network fraud; fraud in remote service systems; social engineering. Basic security rules are defined to prevent fraud. The experience of European countries in the field of cybersecurity is analyzed. The directions of adaptation of the current legislation on cybersecurity to the EU standards are outlined and the directions of development of the national system of cybersecurity are defined. The practical significance of the results is to deepen the understanding of the nature and mechanism of various types of fraud in the Internet. The recommendations proposed in the paper can form a methodological and theoretical basis for the development of economic policy of the state to ensure the confidentiality and cybersecurity of private users and commercial organizations. Conclusions. The state should establish an effective oversight body in the field of personal data protection, but security measures and online restrictions should comply with international standards. The use of encryption should not be prohibited at the legislative level, as such restrictions reduce the ability of citizens to protect themselves from illegal intrusions into privacy. In addition, the state policy in the Internet should be aimed at promoting the development and operation of secure Internet technologies and the formation of mechanisms to protect against services and protocols that threaten the technical functioning of the Internet from viruses, phishing and more.

The subject of the study is the new course of the PRC information policy, which was launched by the Fifth generation of the PRC leaders after the 18th Congress of the Chinese Communist Party in 2012. As a result, after the 18th Congress of the CPC was started the implementation of the Strong cyberpower strategy, which implies not only ensuring cyber security in the country, but also the usage of network resources to develop the national economy. Chinas new information policy was caused by the sharply increased role of information and communication technologies in international processes and the shift in the focus of international relations to the Asia-Pacific region. The PRCs information policy is based on the most advanced technologies in the IT sphere and the cooperation with private companies on regulating external and internal information security. The relevance of the research topic is due to the increasing role of ICT in international processes. In this context, the most important are the positions of the leading countries of the world to regulate this area, as well as the mechanisms and tools used by them. The Peoples Republic of China is one of the leaders in the field of scientific and technical developments and actively uses its achievements to accomplish tasks in the field of domestic and foreign policy. In this regard, the purpose of the study is to analyze and compare the development strategies of the PRC information policy and the resources that are necessary for their implementation. The unique network landscape, which was formed under the influence of government policy on control over published content and the sharing of digital services market among the three largest information corporations (Baidu, Tencent and Alibaba), has become an essential part of the countrys information security system and requires detailed study. The purpose of the article is to identify the evolution of Chinas information policy development strategy and resources for its implementation. This article also discusses the threats to the information security of the Peoples Republic of China and analyzes the approaches to ensuring it. The results of the study are the conclusions that show the role and place of information policy in the PRC foreign policy, the structure of the information security system and strategic approaches to the regulation of international relations in cyberspace.

Information technologies determine changes in learning processes and have a significant impact on the revision of self-education methods. The evolution of this form of learning requires reflection and research. The article addresses three issues that are important in this context: an attempt to organise the phenomenon in its new version; location of the newly defined form of incidental e-learning as a self-learning process in the context of heutagogy and microlearning, and finally, some answers to doubts concerning the role of social media in formal learning. The first two issues are based on the results of previous research and literature studies, as well as author's personal observations. To explain the last issue, author presents the results of his research in the extent and nature of the use of social media as a tool to support teaching and learning process at primary, junior high/high school and higher education level. The main research problem undertaken by the author is the attempt to answer the question whether new media are properly used as means of self-education supporting general development of a student.

The development of information technologies and social networks makes it possible to significantly increase the effectiveness of the mechanisms of social self-organisation and politicisation of wider social masses, thus influencing the processes of democratisation of societies and political systems. This particularly applies to post-Soviet states. The development of the socio-political crisis that began in Belarus in August 2020 can be a very valuable subject for research into the impact of modern digital tools (messengers, social networks, crowdfunding, and so on) on the dynamics of changes in post-Soviet transforming systems. The main objective of this article is to systematise and present the impact and influence that modern digital tools have had on the nature and dynamics of the ongoing Belarusian political crisis and social protest. SCARCITY , *DIGITAL divide , *ABILITY , *DIGITAL technology ,DEVELOPING countries - Abstract
Motivation: As part of the second digital divide", the scarcity of digital skills among the "bottom billion" in poor countries has been noted in the literature. The typical policy response to this daunting situation is to directly increase the supply of these missing resources. The article does not dispute the need for such policy, but argues in favour of supplementary interventions that bypass this scarcity in a bid to bring the benefit of digital technologies to people living in poverty. Purpose: To describe and compare the components of a package of policies to address the scarcity of digital skills in poor countries. The package comprises an increase in the supply of these skills, a choice of technologies that make few demands on them, and to find substitutes that can indirectly supply information from the Internet to those who need it. Approach and methods: The approach is based on Albert Hirshman's distinction between trait‐making, which seeks to increase the supply of resources in short supply, and trait‐taking, which accepts those resources as being given temporarily in the making of policy. The complementary approaches are explained and compared in detail with the use of numerous examples. Findings: The brief answer of how best to respond to the lack of digital skills in poor countries is that all components of the policy package are needed, because they make different demands, deal with different aspects of the problem, use different methods and operate in different time periods. With respect to the trait‐taking alternatives, I show the need to make better use of local resources, institutions and cultures, because these are what are available. Policy implications: Although most policies to deal with the scarcity of digital skills in poor countries seek directly to increase their supply in schools and other places, this will often be a long and difficult process. For this and other reasons, supplementary policies are also needed to bypass the shortage and yield the benefits of information technology to people living in poverty, within a relatively short period of time. To an ordinary person, the “new” way of communicating via the internet and mobile phone is at the same time easy, simple, quick, and essential – it has become a fact of their daily lives. Moreover, the modern age purports the internet as one of the critical means of communication. If used “properly”, it represents an abundance of information on nearly every topic and entails many opportunities. And the list of abuses is long... from having these technologies abused as a database, to an assault on someone’s privacy, stalking, cyber-mobbing, peer violence, sexual harassment and violence, human trafficking, organ trafficking, etc. Thus, a stance is formed – the emergence of new technologies has significantly endangered the right to privacy. In recent years, the right to privacy has been mostly associated with personal data, so, in that regard – when speaking about privacy, it is nearly always done in the context of personal data processing. Abandoning the general consideration of this type, the examination is then focused on concretely explaining the meaning and essence of the criminal act – unauthorized collection of personal data, the forms in which it manifests itself, the criminal responsibility and punishment of the person who committed this act. With the statement that this is a dynamically changing reality, some of the key problems and challenges in the application of appropriate mechanisms for the protection of the right to privacy in the Republic of Serbia (with a special emphasis on the year behind us) were highlighted.

This study reports results from a randomized evaluation of a mandatory six-month Internet-based sexual education course implemented across public junior high schools in 21 Colombian cities. Six months after finishing the course, the study finds a 0.4 standard deviation improvement in knowledge, a 0.2 standard deviation improvement in attitudes, and a 55 percent increase in the likelihood of redeeming vouchers for condoms as a result of taking the course. The data provide no evidence of spillovers to control classrooms within treatment schools. However, the analysis provides compelling evidence that treatment effects are enhanced when a larger share of a student's friends also takes the course. The low cost of the online course along with the effectiveness the study documents suggests this technology is a viable alternative for improving sexual education in middle-income countries. EDUCATIONAL technology ,VALUE orientations ,THEORY-practice relationship ,CREATIVE thinking ,COMPUTER engineering ,EDUCATION theory - Abstract
Recently, fruitful attempts have been made by domestic researchers to creatively rethink the theory and practice of foreign pedagogy, to analyze and to positively interpret its value orientations in order to use positive experience in reforming Ukrainian modern education. In this regard, there is a manifestation of interest in foreign educational technology. The achievements of foreign specialists are relevant and significant for Ukrainian pedagogy. However, not quite deliberate attempts to transfer them to the domestic soil, without serious reflection and adaptation to national educational traditions, meet some difficulties. It is useful at present to study theoretical and creative thinking of the work of foreign experts, whose conclusions and results should be incorporated into the practice of the Ukrainian education system carefully and scientifically substantiated, so as not to break the positive tendencies that have arisen in modern education. Informatization of education is considered as one of the most important means of implementing the new state educational paradigm, within the framework of which there is a revision of benchmarks - from pragmatic highly specialized goals to the acquisition of fundamental interdisciplinary knowledge. It is the end of the Heisei era. Half as long as the Shōwa era (1926-1989), it can be described as a time of upheaval, as events including the collapse of the bubble economy, two devastating earthquakes and the attack by the Aum Shinrikyo cult rocked Japanese society. In addition, the country's ageing population and low birth rate resulted in demographic decline, as the Internet, smartphones and globalisation became all-pervasive. We have selected six themes that are representative of architecture and city in the thirty tormented years of the Heisei era. Carrying out a retrospective on this fast-evolving era may help to shed light on the transformations of the relationships between society and architecture, and of our values. Ultimately, we seek to provide informed insight on the society and architecture to come. [ABSTRACT FROM AUTHOR]

Smith’in büyüme düşüncesindeki karamsarlık noktası, özellikle teknolojik gelişmenin önemini çok fazla dikkate almamasından kaynaklanmaktadır.

In the context of manual processing of data and the transmission of information by conventional means, many of the information valences of accounting remain unexploited because of deficiencies that may occur (delays in processing, redundancy, overloading the circuits, inefficiencies) and such information is likely to remain without decision value. Based on these considerations, the paper summarizes, in an original manner, based on both thorough documentation and experience held as a collaborator of companies in the financial and accounting field, implications that information technologies (specific programs, internet, intranet / extranet, EDI, ERP) propagate on the quality of accounting information, their advantages and limitations being outlined. One of the main contributions lies in identifying opinions within the companies in the Central Region, regarding the opportunities and limitations of information technologies used for processing and analysis of accounting information.
