The article is devoted to some aspects of creating technologies and equipment for the future agro-industrial complex of Russia. The focus is on the dependence of the solution to the issues of the accelerated development of the agro-industrial complex on the intellectualization of the educational process in higher education. The range of issues discussed includes: the role of fundamental science in the development of the country's agro-industrial complex; a new paradigm of scientific activity; close relationship of agricultural scientists and scientists of the food and processing sectors of the agro-industrial complex; quality of engineering education; the concept of advanced education and its fundamental orientation towards the future; the transition from the sum of scattered special knowledge to a system of knowledge in the form of a set of textbooks in special disciplines; description of a set of 19 books "Engineering of food technology". Particular attention is paid to the relationship between the future of the agro-industrial complex and the system of advanced engineering education. What does it take to achieve the goals of advanced engineering education? First, to expand the vector of work of professors, teachers and students from the transfer and assimilation of pragmatic knowledge to the formulation and solution of the problems of the agro-industrial complex. Secondly, to widely introduce methods of self-education based on information and telecommunication technologies, which is especially important for Russia, which has a huge territory. Third, to implement the ideas of advanced education in order to prepare students for the perception of the agro-industrial complex of the future. Therefore, the intellectualization of the educational process should be considered as a problem of today and a key to the country's food security.

The research in the field of artificial intelligence as a science that deals with the creation of intellectualized automatic systems was covered in the article. Aspects investigated technology of artificial intelligence systems, as well as revealed some approaches to their creation were researched. The place of intellectualization of administration of distance learning systems is indicated. The article deals with the prospects of artificial intelligence that is constantly transforming changes depending on emerging trends and challenges of today and about seeing the ways of its further development, approaches to study and functioning. Currently, promising areas within the constraints of the educational process are elements of intellectualization management and automation of certain components of educational systems in distance learning. Intellectualization of administration in the educational process will make it possible to automate a number of routine, typical tasks that require human resources and take a lot of time. One of them is the intellectualization model of time scheduling for performing a training task in a distance learning system. The article presents a model of intellectualization of this process. These are just the first steps towards creating a powerful artificial intelligence in the field of military education.

In modern conditions, in the field of the creation and use of existing and advanced space vehicles (SV), the issues of autonomy and survivability acquire particular relevance in the development and operation of small-mass spacecraft (SMS) for Earth remote sensing (ERS). The specificity of the small spacecraft lies in the fact that it is difficult to directly apply to the process of their creation the standard practice of using the system for ensuring the reliability of the rocket and space industry due to the lack of the ability to provide full structural redundancy of its onboard systems (OBS) associated with mass-dimensional and other restrictions. In this case, the tasks of developing model-algorithmic methods and approaches to ensuring the required level of indicators of structural reliability, survivability and, in general, the effectiveness of the functioning of the MCA OBS become of particular relevance. The problem of increasing the level of indicators of autonomy, survivability, efficiency of functioning of complex technical objects (CTO), which, in particular, SMS belong, is considered in the scientific literature in conjunction with solving problems of control, assessment and technical diagnostics of the state of the CTO reconfiguration (structural, functional, structural-functional reconfiguration) of CTO structures, management of its reserves, alternative and multi-mode control, analysis of fault tolerance and disaster recovery of CTO. However, all of these studies are fragmented, both at the methodological and methodological and technological levels. The article provides a generalized description of the combined methods and algorithms developed by the authors for solving the problems of synthesis of technologies and programs for controlling the OS reconfiguration to increase the survivability of the SMS. At the same time, these tasks are solved not in isolation, but in a comprehensive manner within the framework of the general problem of proactive management of the structural dynamics of SMS with or without the use of GCC tools, which ensures the efficiency, validity, completeness, isolation and consistency of synthesized management decisions. The novelty of the approach proposed in the article is that its authors, based on the concepts of integrated (system) modeling, proactive control of the structural dynamics of the OS SMS, as well as the intellectualization of the processes of proactive control of the OS SMS, developed methods and algorithms for the synthesis of technologies and programs. Control of the reconfiguration of the MCS BS, providing, firstly, the situational choice of the optimal sequence of operations and the allocation of SMS resources with and without the use of GCC facilities, and, secondly, effective parrying not only of the calculated ones, but also off-design emergency flight situations (EFS), as well as the operational restoration of the operability of its OS. The constructiveness of the proposed approach is illustrated by the example of solving the problem of flexible redistribution of information processing tasks between the OS SMS and the SMS GCC.

The research is aimed at solving some problems of controlling the processes of monitoring the process of mine water purification by mobile technological complexes with variations in its costs and physical and chemical characteristics. The initial data are the results of discrete and continuous monitoring of the characteristics of the treated water and the technological mode of reagent-free water treatment by a mobile technological complex. The analysis of the problems that arise when choosing the observation procedures necessary to solve the problem of predicting a non-stationary random process with varying mathematical expectation, variance, and the type of distribution laws itself is performed. To ensure the stability of the water treatment process in the statistical sense, a procedure for parametric identification of the predictive model from a limited sample is proposed. The requirements for monitoring the quality of process management at the upper hierarchical level of the mine water treatment management system are formulated.

The relevance of the study is in the solution of an important problem – the improvement of the development of engineering procedures for producing goods within the production systems of conventional machine-building enterprises performing the transition to automation and intellectualization of their production cycle. To solve the above-stated task, the authors propose an innovative approach involving the development of efficient manufacturing procedures of producing goods by a multiproduct production system based on making effective project technology solutions. The suggested method of designing effective manufacturing procedures for producing goods by a multiproduct production system is implemented in the System of Computer-Aided Planning of Manufacturing Procedures developed by the authors. The System of Computer-Aided Planning of Manufacturing Procedures is a modern tool for automation of engineering process preparation corresponding to the relevant concept of production digitalization. The set of monitoring and measuring procedures developed by the authors and promoting the improvement of the System of Computer-Aided Planning of Manufacturing Procedures is aimed at the modernization of machining productions with the traditional production cycle and supporting their digital transformation process. The set of monitoring and measuring procedures performs the automated designing of efficient individual manufacturing procedures within a small-series production based on the information about actual dimensional parameters of the part blank surfaces at the initial stage of creation of a manufacturing procedure and based on the integration into the manufacturing procedure structure of an efficient set of monitoring and measuring tools formed on the base of the complex of monitoring and measuring procedures to evaluate the prescribed accuracy of part production. The paper presents methodological and algorithmic provisions of implementing complex of monitoring and measuring procedures, which include the development of the technique of the parts’ coordinate metrology serving as a structural element of an efficient manufacturing procedure and the algorithm of formation of the efficient set of monitoring and measuring tools when designing efficient manufacturing procedure.

The article highlights certain aspects of digital transformations of society in Ukraine based on the analysis of the legal support of the Ministry of Digital Transformation of Ukraine. The connection between the concepts of digitalization and informatization, digital development and development of the information society, digital rights of citizens and the right to the Internet is analyzed. The prospects of the process of intellectualization of society in the context of the implementation of the state policy of Ukraine in the field of digital transformations are determined.

The purpose of this study is to identify factors that influence knowledge management and evaluate its effectiveness in non-governmental organizations in the context of an integrative-oriented approach. The assessment framework for knowledge management effectiveness offered in this study permits the evaluation of decision-making alternatives and their impact on the effectiveness of knowledge management. The analysis of knowledge management effectiveness was performed using a coefficient-based assessment method on practices such as knowledge creation, knowledge acquisition, and knowledge attraction. The assessment framework incorporates both rational and asymmetry-driven styles in the decision-making practice. The study involved six nongovernmental organizations of various specializations from across the globe. The majority of non-governmental organizations showed an upward trend in the knowledge management effectiveness over the past five years. The knowledge creation asymmetry was established. The analysis of knowledge management alternative revealed that five out of six non-governmental organizations should continue those process that were effective at the time of the study and only one organization needs to move to a practice that was less effective during the research period. The major finding is that actions aimed at enhancing the least effective practice will fail to be as effective as the asymmetry-driven decision, even if they ensure a double increment

This article discusses the main application fields of the Industry 4.0 concept at the Magnitogorsk Iron and Steel Company (MMK); this concept enables creating a unified information foundation for implementing a set of measures to optimize and improve the efficiency of individual units, workshops, industries, and the overall enterprise. For the blast furnace iron-making process, this concept involves the intellectualization of the process personnel’s tasks, provision of solutions to modeling problems, process flow optimization, and implementation of decision-making support systems in production processes automation and control. Using the methodology of system research, the Ural Federal University (UrFU) and Magnitogorsk Iron and Steel Works (MMK) improved the model of the blast furnace process and significantly expanded its practical capabilities; they accomplished such an improvement by considering the thermal mode, gas-dynamic mode, blasting mode, slag mode, available information on the blast furnace operation, and the uneven distribution of materials and gases. Software development using contemporary digital technologies has resulted in the creation of an automated system for analyzing and forecasting blast furnace production situations in the MMK, and this enables solving a set of technological problems for the management of blast furnace smelting.

In the period of formation and development of the digital economy, the issues of components of the intellectual capital of the enterprise, which are able to provide a growing level of intellectualization of commercial activities of organizations, become relevant. A driver of modern digital economy should be regarded as an intellectual capital that based on the combined use of the intangible assets and the information resources of the enterprises. The formation of the intellectual capital of a company is viewed from a systemic perspective and in conjunction with the formation of the information elements of the enterprises is investigated. We have used a set of general and special methods in this article (they are historical and logical method, method of synthesis, scientific abstraction). Professional research (identification and evaluation of information sources, collection and analysis of information, preparation of theoretical basis) was used to analyze and interpret data; Paind 3D, XMind, and Microsoft Excel were used for graphics and spreadsheets.The formation and development of the digital economy has intensified research on the increase of intellectual capital of the enterprise, which is reflected in various variations of the proposed models of this asset of the organization. Comparative evaluation of models of intellectual capital of the enterprise indicates a wide range of information elements reflects the dynamic process of improving the homogeneous structural intellectual capital of the enterprise and the practical inexhaustibility of possible vectors of development of the studied asset in the digital economy. Further expansion of the newest resources of intellectual capital of the enterprise will increasingly require economic-theoretical substantiation of its components and determination of functional affiliation to the tangible or intangible spheres of the enterprise, which in turn indicates the need for a broader and deeper theoretical justification of the concept of intellectual capital. Monitoring of scientific discourse confirms that in the age of digitalization the dependence between the individual components of the intellectual capital of the enterprise, which is characterized by systemic complexity in the emergence of new elements requires further development of a common model of intellectual capital.

Currently, the Republic of Kazakhstan is developing an education system focused on entering the global informational and educational space. This process makes adjustments to the content of education, teaching methods and technologies. The processes of informatization of society contribute to the intellectualization of all types of human activity, the creation of a qualitatively new information environment of society, in which the development of human creativity takes place. The article discusses the issues of mastering information technology as a condition for developing the professional competence of a future primary school teacher, organizing information and computer training of future primary school teachers and its impact on the development of information and computer culture of elementary school students. The authors consider information and computer culture in the structure of professional competence of a future primary school teacher. The purpose of this article is to identify the possibilities of using information technologies that contribute to the development of the intellectual potential of a teacher.

Among the basic principles of the English-language communication skills development for future seafarers is the principle of consciousness. Being implemented in a teaching and learning process it provides understanding as a fundamental component of the future seafarers’ professional competence. As a result, all the aspects of language knowledge (linguistic, speech, and linguo-sociocultural issues) are processed by the students consciously. They also become able to communicate in full compliance with a communicative situation and a specific cultural context. Moreover, effective learning tactics and strategies that students master reasonably are expected to facilitate them in their further life-long learning process. The students’ age, which is characterized by psychologists as a young adulthood, has a tendency for intellectual development. According to the scientists, at this particular period of time the change of a development focus takes its place, caused by a crucial point in human evolution. The sophisticated identity crisis of 17-year-olds occurs owing to the mismatch between the individual development and the social situation. Another situation, mediated by the educational and professional activity, as a leading one for this age is recognized as a factor that activates the comprehensive personality transformation and starts a new stage of mental development in adolescence, resulting in the intellectualization of all the cognitive processes, and therefore to a more deliberate mastery of knowledge.

The article considers the main theoretical issues of NHS model – the anthropocentric model of endogenous production factors’ interaction at the nanoscale level of the global economic system (GES) organization. It is proved that in addition to technological, functional and institutional approaches to determining the economic characteristics of an individual as a nano-entity, versatile and genetic-evolutionary approaches are used. The relationship between endogenous transformation factors in terms of their influence on the human production factor and the changes in the characteristics of a nano-entity in the system of national and global economic system. It is determined that the state of information and technical base remains the most influential factor on the production characteristics of nano-entities. It is concluded that on the organizational nanoscale of the national economic system effective management of the human factor will form a number of the most important characteristics of the subjects (ability to perform, entrepreneurial ability, ability to manage business) as well as guarantee the formation of the following relations: "ownership-use", "ownership-posession" and "ownership- management or order". The relationship between the organizational and the institutional factors and the state of the nano-entity in the process of eliminating the conflicts of internal rules and norms of rationality, which it translates onto formal institutional and legal norms of economic behavior of other entities, is determined. The significance of measures to increase the efficiency of endogenous transactional factors use is determined, which under the conditions of their rational organization improve the complex of nano-entities characteristics, contribute to the intellectualization of the human factor and the creation of effective motivational management of highly intellectual work, The article concludes that the application of versatile, anthropocentric, historical-evolutionary approaches to determining the place and role of man in the modern world is not only relevant, but extremely fruitful.

The rapid development of science and technology, as well as large-scale economic processes’ computerization are quickly changing the external and internal environment of the enterprise. This requires a constant search for the mechanisms of enterprise management systems development and improvement aimed at sound managerial decisions, taking into account the enterprise’s mission and its human capital quality. Therefore, the purpose of the article is to study the management system and managerial decisions of the enterprise as a set of processes that support the enterprise as a whole system in a given state and transfer it to a qualitatively new prospective position by organizing and implementing targeted influences. The article offers a scientific and methodological approach to managerial decision-making based on intellectualization, standardization and managerial influences modelling. It shows the role of information in such decision-making process and in risk reduction, and proposes the scheme of managerial decision- making with the use of the information subsystem. According to the results of the study, the authors substantiate the need for management systems’ development based on improving both the human capital quality and information technology, which will contribute to the managerial decisions effectiveness and achievement of strategic goals.

In agriculture, where practically all the main decisions on the management of technologies and production are made by humans, there is a need to develop fundamentally new methodological approaches and mathematical methods for assessing the state of socio-ecological biosystems. The proposed fuzzy-probability approach is one of the most convenient ways to extract and formalize the intellectual knowledge of an expert in analytical expression. At the same time, the fuzzy-probability model, by definition, has the property of an intellectual mathematical model, since it directly represents the expertise of a highly qualified specialist in their field. In addition, the analytical expression gives the possibility of its computer use and the ability to extract additional information about the process or phenomenon being studied. The study is illustrated with two examples from various fields of agriculture as proof of the versatility of the proposed method for building intelligent mathematical models in the situation of uncertainty. So, when evaluating places for the construction of technical stations for servicing agricultural production or determining the degree of anthrax epizootic, factor spaces in which problems are solved, together with quantitative ones, also contain non-quantitative (“virtual”) variables. An invaluable property of the fuzzy-probability approach, along with the use of knowledge in the absence of data, is significant—by orders of magnitude—time and cost saving for building an intelligent mathematical model.

The scientifi c problems of modern economic growth of enterprises are acquiring new characteristics and contents, which are defi ned as anthropocentricity, intellectualization of economic activity, innovativeness of processes and results of growth, environmental friendliness and necessity of coordination of actions of diff erent groups of stakeholders in realization of their interests. This necessitates the development of new areas of research that explain the tendencies, specifi cs, ways of successful activity of real business structures, which are focused on long-term economic growth. The purpose of the article is to provide scientifi c argumentation on the expediency of determining the modern economic growth of the enterprise by value criteria, which will allow to take into account its modern specifi cs in a multidimensional way and to form adequate ways of its corresponding provision. During the study, the following methods were used: scientifi c generalization – in studying modern models of determining economic growth; system analysis and synthesis – in the process of characterization of fi nancial, consumer and intellectual aspects of value growth of the enterprise; factor analysis – in the course of analysis and improvement of analytical tools to evaluate the value growth of the enterprise. The logic of the study of economic growth in the value aspect is proposed to be based on the subject-object nature of the enterprise, the content of which is that on the one hand the company is a producer of value, on the other – is itself a potential object of interest for business stakeholders. Characteristics of the resultant aspects of value growth are presented in the following thematic areas: fi nancial, consumer, intellectual, which allows to highlight the most signifi cant signs of economic growth and to determine the priority actual varieties of value in accordance with the specifi c activity of a particular research object.The conclusion is made about the expediency of further studies of the value problems of economic growth of enterprises in the aspect of substantiation of adequate analytical tools and ways of ensuring growth under modern conditions of activity of enterprises.

This article presents a common understanding that intellectualization is the process of increasing the role of the intellect in social and economic processes. The enhancement in the level of intellect is based on raising the share of creative and intellectual work in society, in the economy, at the enterprise, in the production also this comes at the expense of the artificial intelligence in social and economic processes. Intellectualization is seen as a process of increasing the role of intellect, intellectual labor that increases the share of intangible production and product (from material to intellectual) labor. It is a process of increasing the role, application and using of knowledge, innovative information in public life. This is based on generalization of approaches to the definition of the concept of «intellectual», its essence and structure that made it possible to identify similarities and differences in the general understanding, intellectualization of the economy, labor, personnel, enterprise, production, management, etc. The general properties of intelligence are set. It is an object (intellectual potential) and a result (improvement of an innovative product). The differences in approaches are expressed in form, scope, levels of intellectualization and determine the diversity of approaches to its classification. The article defines the structure of the intellectualization of an enterprise in the real economy according to its types of activities: operational, financial and investment. The unsolved part of the problem researching of the category «intellectualization of enterprise» is determined. In particular, these are the characteristics of the intellectualization of the financial sphere of enterprises: the processes of the intellectualization of financial agreements and operations in enterprises in the real sector of the economy, the transfer of investment resources from the financial sector to the real sector. Processes of transformation instruments of financing the technological development require additional analysis, including «fintech» as an instrument of financial security and stimulation of the intellectualization of enterprises of the real sector of economy.

The article is aimed at forming a system of risk assessment and neutralization and analyzing their impact on the process of intellectualization of management of the holistic development of industrial enterprises of the railway transport machine-building. The results of the research show that the scale of the economic crisis negatively affects the activities of industrial enterprises of railway transport machine-building, reduces their efficiency of production and increases the level of influence of risks of different etymology of origin under the influence of both the internal and the external factors. The usage of traditional methods and instruments to avoid and neutralize risks in the new economic environment does not produce the desired results. Analysis and assessment of the risk impact do force the industrial enterprises of railway transport machine-building to introduce provisions of modern riskology, which need an active position directed towards comprehensively limiting the risk in their activities. It is possible to assess the optimal level of risk and develop an effective management model through the formation of intellectual-innovative theoretical and practical risk management issues. The proposed scientific-practical approach to reducing and neutralizing risks in the process of intellectualization of management of the holistic development of industrial enterprises of the railway transport machine-building includes the identification of the causes of risks and their types with the aim of constantly monitoring, assessing, analyzing and forming efficient managerial solutions for their maximum neutralization. Risks can be both potential sources of additional profit and carry losses for industrial enterprises of the railway transport machine-building.

Предметом дослідження є теоретико-методичні та прикладні аспекти управління ринковою адаптив-ністю видавничо-поліграфічних підприємств. Метою статті є розвиток наукових положень щодо забезпе-чення високого рівня ринкової адаптивності видавничо-поліграфічних підприємств. Інформаційну основу про-веденого дослідження становили праці науковців та дані, отримані у процесі спостереження за діяльністю видавничо-поліграфічних підприємств України. Для дослідження застосовано методи наукової абстракції, конкретизації (для виявлення напрямів та чинників забезпечення ринкової адаптивності), систематизації, групування та узагальнення (для розроблення схеми зовнішнього мікросередовища видавничо-поліграфічного підприємства як інтегратора комплексних послуг). В процесі спостереження за діяльністю видавничо-полі-графічних підприємств України виявлено основні проблеми їх функціонування, на основі чого виявлено напрями підвищення ринкової адаптивності цих суб’єктів господарювання, такі як функціональний, техніко-техноло-гічний, фінансовий, інформаційний та інтелектуальний. В межах кожного напряму виявлено основні завдання, які слід вирішити для досягнення вищого рівня ринкової адаптивності. Обґрунтовано наукові положень щодо посилення ринкової адаптивності видавничо-поліграфічних підприємств на основі інтелектуалізації послуг, що передбачає процедуру розроблення унікальної комерційної пропозиції з комплексного корпоратив-ного рекламного забезпечення. Запропоновано схему зовнішнього мікросередовища видавничо-поліграфічного підприємства як інтегратора комплексних послуг, що може бути застосована для аналізу взаємозв’язків із контрагентами та виявлення вигід від співпраці підприємств із суб’єктами ринку. При цьому розроблення нової послуги корпоративного рекламного забезпечення передбачає те, що видавничо-поліграфічне підприєм-ство стає інтегратором та співпрацює з багатьма іншими компаніями-підрядниками. Перспективним напря-мом подальших досліджень є розроблення інструментарію забезпечення ринкової адаптивності видавничо-поліграфічних підприємств на засадах Індустрії 4.0. The subject of the study is theoretical, methodological and applied aspects of management of market adaptability of publishing and printing companies. The purpose of the work is to develop the scientific provisions of insuring the high level of market adaptability of publishing and printing companies. The information basis for this study includes the scientific papers as well as data obtained during monitoring the activity of publishing and printing companies of Ukraine. For the research, we use the methods of scientific abstraction, concretization (to identify the directions and factors of market adaptability), systematization, grouping and generalization (to develop a scheme of the external micro-environment of the publishing and printing company as an integrator of complex services). In the process of monitoring the activity of the publishing and printing enterprises of Ukraine, the main problems of their functioning were identified, on the basis of which the directions of increasing the market adaptability of these economic entities were identified, namely: functional, technical, financial, information, and intellectual. Within each direction, the main tasks that need to be addressed to achieve a higher level of market adaptability are identified. The scientific provi-sions for enhancing the market adaptability of publishing and printing companies on the basis of intellectualization of services have been substantiated, that takes into account the procedure of developing a unique commercial offer of the complex corporate advertising support. The scheme of external micro-environment of the publishing and printing enterprise as an integrator of complex services is proposed, and it can be applied for the analysis of relations with counterparties and to identify benefits from cooperation of enterprises with market entities. In this case, the develop-ment of a new corporate advertising support service implies that the publishing and printing company becomes an integrator and cooperates with many other contracting companies. A promising direction for further research is the development of tools to ensure market adaptability of publishing and printing companies on the basis of Industry 4.0.

The relevance of the study is due to the fact that building an adaptive educational system that responds to environmental changes and creating the conditions for implementing individual (personalized) learning paths becomes a key challenge for modern education. The article analyzes the use of artificial intelligence in the training of employees of the enterprise, presents the benefits and experience of implementation in enterprises. It was determined that training with the help of artificial intellectualization is a deeper transformation of the entire learning process, the use of new digital tools to rethink how to teach in order to be modern. The principles developed within the framework of the proposed approach are the direction of changes in the education system.

The article demonstrates that, despite certain achievements of the national management science in theory and practice of leadership in the field of public management and administration, the results of the practical use of these recommendations in the management of the state remain unsatisfactory. The authors prove that the main reason is the unsatisfactory state of the morality and integrity of most managers - leaders of the system of public management and administration, since there are no corresponding requirements and examinations of applicants in the processes and technologies of personnel selection of the system based on the above mentioned characteristics. Taking into account the existing world practice of using test instruments to determine the level of morality and integrity of the applicants, it is proposed to supplement the process of selecting candidates for entry into the civil service by making them pass obligatory tests on morality and ability for moral leadership, intensifying the process of training applicants on the basis of intellectualization using modified authors of the leadership model, which will provide the leader's ability to effectively use both their own intellect and intellect of their followers.

The object of the research is the process of management’s intellectualization in particular the use of the information system of knowledge enterprise management. For the Ukranian level of economic redistribution, such a process may be considered innovative but necessary. The process of knowledge management is related to the abstract nature of the approach for management of different enterprises and the duration of implementation of its information support system. The article discusses the preconditions and prospects of business development in the new economic environment, where knowledge, information, rapid response to its processing play a key role, and the Internet provides the development of fierce and large-scale competition. The analysis of the current state of intellectualization management in the Ukranian market is carried out. The main characteristics of implementation, organization and control of knowledge management at the enterprise are determined. The implementation of the project information system at the enterprise is complicated by the influence of theoretical and methodological uncertainty. During the study, approaches were used to model the enterprise knowledge management process. The basic requirements for the intellectualization of process management in the enterprise, strengths and weaknesses of using Business-Intelligence-systems in management are studied. The relationship between knowledge processing and business process execution within the enterprise is investigated. The Intelligent Business Performance Platforms (IBPPs) software package, which includes three components: Business Intelligence (BI), Business Process Management (BPM), and Business Rules Management (BRM), is offered to help implement quality monitoring and control of business, processes and manage the decision-making system, ie implement knowledge management at the enterprise. The article deals with the phenomena of virtualization of the economy, analyzes the applied possibilities of using the tools of Business Intelligence. Thus, the author concludes that the intellectualization of management is the main condition for conducting effective business at the present stage of society development, conducting a retrospective analysis and finding the optimal tools of Business Intelligence.

Smart city is a complex systematic engineering. It not only needs planing, constructing, managing and running, but also requires evaluating, optimizing and adjusting, in order to keep the smart city construction prospective, reasonable and effective. The application of cloud computing platform can effectively improve the intellectualization of urban. According to the problems such as the blind construction and the unsatisfied results during the process of the smart city construction, we carry on the theoretical exploration about smart city evaluation system based on cloud platform and studying the indexes included in smart city and relation among them, and further propose the method of the smart city evaluation system. The core of the method is the smart city evaluation indexes system, evaluation method and optimization strategy and the feasibility of the method is verified by an example. Finally, we propose an application-oriented cloud computing platform architecture, it can improve the evaluation results and maximize the capacity of smart cities.

Introduction. The steady increase in scientific information, the growth of the social role of the individual and the intellectualization of his work, the rapid change in military technology and technology require constant development, modernization of military education, bringing its condition and capabilities into line with the socio-economic needs of the developing society. This, first of all, concerns the provision of a qualitatively new level of educational process in military education institutions, which is carried out in the corresponding pedagogical systems of the basic functional subsystems of any system of education. An important component of such systems is the computer-based learning environment and electronic media that it forms, as well as information technology education, which reflect and provide the introduction of modern teaching methods in educational practice. Purpose. The purpose of the paper is to answer some of the important theoretical and practical questions of their solution, namely: 1. What do we mean by electronic means and their collections, what is their place and what role they play in the modern educational process? 2. In what educational and educational environment electronic means are used, what we mean by computer-oriented learning environment, how these categories are interrelated and what role in them is determined by electronic means. Methods. The research was conducted using the following theoretical methods: analysis and synthesis, generalization and systematization; modeling. Results. The results of the study indicate that the skillful use of modern electronic means and information technology training in the educational process of educational institutions of military education creates a multifunctional computer-oriented learning environment. The only educational space provides the normalization and standardization of the creation of information educational resources, the expansion of scale and unification of their application in educational practice. Originality. From the point of view of the system approach (task), a multidimensional problem such as the creation of electronic facilities and a computer-based learning environment of modern pedagogical systems and scientific and practical approaches to their creation and development at the stage of modernization of Ukraine's military education are considered. Conclusion. Within the framework of this article, we have tried in a variety of ways and, in many ways, from our own point of view to consider this multidimensional problem, to indicate the level of our understanding. At the same time, a wide range of issues related to this problem would not allow to comprehensively highlight such an issue of today for the military education of Ukraine and the complex problem as the creation of electronic means and a computer-based learning environment of modern pedagogical systems, scientific and practical approaches to their creation and development at the stage of modernization of Ukrainian military education. The prospect of further development of this problem is the question of the formation of the composition and structure of the computer-based learning environment both on the level of scientific research, and on the level of practical implementation.

Purpose In the crowd intelligence networking era, the smart connections of human, machines and things enable point-to-point trustable transactions and distributed efficient collaboration; the smart connections among government, enterprises, organizations and the public would enable active participation of the public in society management and decision-making and improve the efficiency of government management and services. All interactions among various agents can be viewed as the transaction activity. The social division of labor system drives the evolution of transaction. The transaction mode also differentiated into different patterns with the development of human society. What will be the intelligent transaction in the crowd intelligence networking era? What will be the transactions modes and rules in the crowd intelligence networking era? The answers to these questions are of great importance to the future development of transactions. Design/methodology/approach The authors review the evolution of traditional transaction and transaction modes and analyze the driving forces of it. They attempt to give the definitions of intelligent transaction and intelligent transaction mode. They also review the traditional transaction modes and rules, analyze the characteristics of the intelligent transaction and classify the intelligent transaction modes. Findings The authors find the intelligent transaction is mainly reflected in the intellectualization of transaction subject, transaction object and transaction process. They summarize the characteristics of intelligent transaction and develop four modes for the intelligent transactions based on the modularization level of the transaction objects and the quantity of transaction subjects, including the demand side and the supply side. The authors also show representative examples to further illustrate rules and features of these transaction modes and point out the potential research directions. Originality/value This study is among the first to analyze the characteristics of the intelligent transaction, and the proposed division framework of the intelligent transaction modes could not only add value to the future research of intelligent transaction modes and rules but also help to guide the transactions in the crowd intelligence network.

The changes in the intellectualization of information processes of business and organizations that have occurred in recent years require the adequate transformation of modern educational environment. Information processes in educational organizations have a number of features, which have a significant impact on their automation. This is primarily due to the fact that in them the main “production” process—the learning process, is an information process that is intimately intertwined with the information management processes of the organization. The article analyzes the existing digitalization experience of educational and managerial processes, and the possibility of their integration. The analysis revealed the lack of interconnection between the parameters of the existing university management automation systems and the department-level information processes, which in recent years have endured very significant changes in the direction of complicating and increasing the volume of information. Meanwhile, the educational process and educational process management are integrated at the cathedral level. The university departments rightly classify the number of so-called intellectual organizations, the effective activity of which in modern conditions should be based on the maximum possible using of the capabilities of modern digital technologies. Based on the analysis, a new methodological approach to the formation of a fully functional digitalization system of the chair activity of Russian universities was developed and presented. This approach is considered in the context of the concept of a “smart department”, which is proposed by the authors, that is, a department, whose activities are supported by an integrated automation system for all information processes at the department level. Consideration is given to the concept of “smart department” on the basis of creation of digital applications, which cover all areas of its information activity. The authors have described the conceptual model of a “smart department”, that is, a department whose activities are supported by the totality of modern digital applications.

Traditional Chinese medicine (TCM) is a kind of medicine that has been passed down for thousands of years in China and is rich in cultural characteristics. Nowadays TCM is moving towards modernization and intelligence, and its status is constantly improving. Smart TCM is to realize the intellectualization of TCM diagnosis and treatment with the help of the concept and technology of smart medicine under the TCM system. However, in the process of TCM intellectualization, there are also some problems such as complicated hospital treatment process, imbalanced regional medical resources, and slow transmission of TCM knowledge.

In railway operation, unsafe events such as faults may occur, and a large number of unsafe event records are generated in the process of unsafe events’ recording and reporting. Unsafe events have been described in unstructured natural language, which often has inconsistent structure and complex sources, involving multiple railway specialties, with multisource, heterogeneous, and unstructured characteristics. In practical application, the efficiency of processing is extremely low, leading to potentially unsafe management utilization. Based on the data on unsafe events, this paper utilizes big data processing technology, conducts association rules mining and association degree analysis, extracts the word segmentation, and obtains the feature vector of unsafe fault event data. At the same time, the unsafe event data analysis model is constructed in combination with regular expression and pattern matching technology. This paper establishes the matching model of high-speed railway derailment-based external environment risk factors and applies it to the occurrence of unsafe events. This model could be utilized to analyze and excavate the link between external environment risk factors and the occurrence of unsafe events and carry out the automatic extraction of characteristic information such as risk possibility and consequence severity; hence, it has potential for identifying, with enhanced accuracy, high-risk factors that may lead to high-speed railway derailment. Based on this study, we could make full use of the unsafe event data, forecast the risk trend, and discover the law of high-speed railway derailment. This study introduces a viable approach to analyzing the unsafe event data, forecasting risk trend, and conceptualizing high-speed railway derailment. It could also enforce the accurate quantification of high-speed railway safety situation, refine the risk index and conduct in-depth analysis combined with the model, and effectively support the digitalization and intellectualization of high-speed railway operation safety.

The article considers management intellectualization as the basis for achieving the economic interests of an enterprise in the context of the formation of a post-industrial society. The process of intellectualizing the management of economic security of enterprises in the IT sector is justified, which is associated with the importance of organizing and motivating management personnel to systematically increase knowledge.

Based on the integrated application of functional and process approaches to organization life cycle, integrated management systems, taking into account the need to overcome limitations of the systemic approach in the creation and use of systems such as hi-tech projects development, provides scientific-methodological recommendations on organization of rational use of system functionality. Intellectualization of integrated management systems using robotic systems and complexes is presented comprehensively at the level of organizational, organizational and resource (taking into account their decomposition into organizational-information, organizational-cognitive, organizational-technical) and technical-technological processes. The main features of target processes in the life cycle of an integrated control system when including functional systems based on robotic systems and complexes in its composition are given. The complete group of target processes is considered. This approach is universal and is proposed to describe the structure of counteracting processes that have an artificial origin. In the lifecycle of integrated systems. The main content of developers' work on providing target processes at the stages of the integrated management system life cycle is considered: research, development, testing and operation of integrated management systems. It is shown that organizational and resource processes are the most flexible and capable of prompt adjustment at the operational stage. The article considers the development trend of integrated management systems as network-centric systems that allow for the reallocation of resources for the implementation of the main functions of the system. On a process basis, in accordance with the system triad, which includes the principles of openness, non-linearity and coherence, the conditions for implementing synergetic properties are considered. For this purpose, conditions should be created for the emergence of synergetic processes within the full group of processes aimed at implementing functionality. To create such conditions should be identified and promptly addressed vulnerability at the interface of the target process, to timely and qualitatively addressed the negative conditions for the implementation of opposing processes of external and internal origin, a rational way to be the formation and implementation of institutional, organizational, resource and technical-technological processes in the composition of their complete group. It is shown that such conditions should be planned and provided at the early stages of the integrated systems life cycle during research to determine the main organizational, technical, system and technological solutions. Organizational and resource processes can be quickly adjusted during operation. Technical and technological processes provided for at the stage of development of the control system do not have wide opportunities for their correction.

Constructing information intelligent collection model of service consultation system by means of data mining, intend to lay a foundation for designing the service consultation intelligence system. Comparative analyze each consulting subject current status, process, deficiency and information collection situation of different service consultation system, and construct information intelligent collection model of service consultation system. This model integrates the basic process of consultation intelligence collection and uses the data mining technology, realizes an integrated function of collection, procession and intelligent analysis of service consultation intelligence, enhances the cooperation and intelligence of information and intelligence collection, realizes the automation and intellectualization of the knowledge acquisition of consultation. Through analysis, using data mining, feature recognition and many other technologies in the information collection of service consultation system is an effective way to improve the intelligence of service mode consultation, as well as the important development direction of intelligent service consultation system.

The paper proposes a new approach to the intellectualization of information and communication systems vulnerabilities validation process during the active analysis of their security, the interconnection of the tasks of validating vulnerabilities, namely the tasks of verifying and confirming the possibility of implementing detected vulnerabilities through exploits and delivering the corresponding payload, with reinforcement learning is established.

The issues of implementation of the intellectual technologies into the management system of the modern enterprise are investigated in this article. Intellectualization is viewed as the main background for this process. In the article authors examine different types and directions of the intellectualization process (intellectualization of the society, of the economy and of the labour activity). And we see that these directions have different results of their activity. The impact of the intellectualization of the society is viewed at the macro level and influence living conditions, societies’ development and so on. The impact of the economy intellectualization is viewed at the meso level, that means the economic and productive development of the scope of some branches. And the impact of the labour activity intellectualization is viewed at the micro level, when it influence certain branch, enterprise or even personnel of the company. In the article the factors of influence on the intellectualization process are viewed. Among them we can highlight next factors: labour, scientific, educational, managerial, socio-cultural, informational and communicational. They create the background for the effective realization of the intellectualization process. Also it is analyzed the concept of intellectual technologies. The authors adhere to the classification, in which three types of intellectual technologies are proposed. They are operational technologies, industrial internet technologies and informational technologies. The main advantages of the implementation of intellectual technologies into the business practice are overviewed. Thus, we can approve that the implementation of the intellectual technologies creates the new quality of the business activity, has the great impact on the state and its population.

The paper suggests ways of transition from a machine-centric to an anthropometric approach in the design of automated air traffic control systems, taking into account modern achievements in the development and implementation of decision support systems in complex organizational and technical systems. Improvement of situational analysis of the situation for managing the process of information support for decision-making by operators of automated air traffic control systems provides for increasing the level of automation and intellectualization of a number of tasks. These include the assessment of the situation that forms in the area of responsibility of the management body; development of methods for presenting knowledge about problems of detecting abnormal situations in airspace; choice and development of methods and procedures for formalizing knowledge about the situation that develops; the development of procedures for the interpretation of modal knowledge; the development of methods for solving the problems of assessing the situation, which develops; development of methods for solving problems of recognition and assessment of extraordinary situations in airspace; Assessment of the degree of danger of situations occurring within the area of responsibility of the management body. As a result of this research, directions for the development and improvement of intellectual models and information processing methods for managing the process of information support in decision-making in automated air traffic control systems have been determined. The proposed approach, which involves the need to develop methods for automated decision of problems assessment of the situation, as well as changes in the structure of information models and methods of managing them. In this case, the circumstances of the situation should be classified and the task of preparing for the decision should be considered as a task of recognition.

The purpose of the research, presented in this paper is the development, implementation and testing in the educational process of multi-level architecture of intelligent agent-oriented educational complex for training of technical specialists. Intellectualization of e-learning is one of the priority directions in the implementation of the competence approach to learning in higher education. At the same time, the theory and practice of design of agent-oriented (multi-agent) systems is a promising direction of introduction of artificial intelligence methods in the field of e-learning, recognized in the scientific community. In the process of the research, a multi-level architecture of the intelligent agent-oriented educational complex was developed, justified and mainly implemented, which combines flexibility, openness and good scalability. It is shown that the stated quality indicators can be achieved through an organic combination of multi-agent and service-oriented approaches to the design of software products for educational purposes. The architectural solution has detailed levels of services and levels of intelligent agents, based on them. Each of the declared levels of the system is relatively independent, can be developed (tested) independently, and the methods of interaction between the levels are unified. The paper considers the purpose of the components that make up each of the architectural levels, presents some key aspects of the implementation of this architecture and the results of pedagogical experiments on adaptive learning of students through intelligent agent-oriented learning complex. By now, on the basis of the presented architecture an integrated intellectual learning environment is formed, filled with educational content, which is tested in the educational process of the Vologda State University in the training of bachelors and masters of several areas, related to information technology. At the same time, the proposed architectural solutions have proved their viability, and the educational environment, formed on their basis is attractive for students and has a positive impact on the overall effectiveness of the process of training of specialists in technical field, which is confirmed not only by the results of pedagogical diagnostics, but also by surveys of employers. In general, the results of the research show that the use of agent-oriented and service-based approaches in the process of formation of the educational environment of the University grants convenient mechanisms for the introduction of artificial intelligence methods in the field of e-learning, providing full support for competence-oriented technologies for training of technical specialists. The flexible, open and scalable educational environment, formed in the process of research is in continuous development, constantly acquiring new opportunities to improve the quality of training of students in technical areas.

The object of research is the methods and means of professional identification of applicants. The research aims to provide applicants with scientifically based decision support for choosing a field of study. The introduction of intelligent decision support systems in the process of self-actualization of applicants will significantly improve the effectiveness of vocational guidance activities of educational institutions. One of the biggest problems of the intellectualization of systems for assessing abilities and achievements is that the test results of applicants represent a lot of fuzzy data. At the same time, the correctness of data separation significantly depends on the construction of a fuzzy set of features for the conclusion of a diagnostic solution. In addition, the most common tests do not take into account the requirements for specialists of the construction industry. The basis of the developed system is tests to determine the personality structure of the Integrated Professional Orientation Diagnostics “Applicant”. This system contains reference information about the vocational category of training and tests for determining the structure of the individual. Conclusions are based on techniques that allow to predict the success of activities in various industries. The ability of a person to a certain professional activity reflects the ability to acquire special knowledge and skills in the learning process. That is why in the course of the study the "Applicant" tests were used. To improve the reliability of assessing the professional abilities of the applicant, it is proposed to use an intelligent system based on the Takagi-Sugeno-Kang fuzzy neural network. This choice is due to the fact that the Takagi-Sugeno-Kang network has a number of features that provide it with advantages in solving the problem of matching the abilities of an applicant to the possibility of acquiring knowledge and skills in a particular specialty. In particular, the ability of fuzzy neural networks to separate linearly inseparable data. This ensures the ability of the system to isolate the natural abilities of applicants from a mixture of data. Compared to other means, the Takagi-Sugeno-Kang network makes it possible to solve the problem of classifying a very large amount of data by a network of smaller dimension.

In modern conditions of growth of informatization, to ensure the reliability of the functioning of distributed computer information-diagnostic and control systems, which are mandatory for consideration, there are problems of assessing security and implementing protection of operational information. The state of information protection and the reliability of computer systems for corporate monitoring and diagnosis of the railway power supply system are analyzed. The main tasks in the intellectualization of component systems are defined, namely traction electric network. The principles of information protection are proposed, which include: active protection of information; convincing protection of information, consisting in the justification of the design and measures to protect the conditions and circumstances. Such a principle as the continuity of the information protection process provides for the organization of the protection of objects at all stages of the development and operation life cycle. A variety of information protection tools provides for the exclusion of patterns at the stage of selecting cover objects and various ways to implement protection, not excluding the use of standard solutions. The combination of the above principles in the work is called an integrated approach to information security, which is the basis for the creation of computer information protection systems. According to the sphere of information security, this approach complies with international ISO standards, and for the technical protection of information and state standards it complies with the requirements of existing national legislative and regulatory documents. To ensure the security of information stored and processed in computer systems, the coordinated application of various security measures is necessary.

The article analyzes the process of determination of special lexical units of terminology of basic and critical military technologies as one of the most priority directions of the scientific and technical complex. The relevance and importance of the study is determined by the need to perform complex linguistic-cognitive analysis of terminological systems related to the areas of scientific, technical and military-industrial complex, as well as the initial theoretical lacunarity of linguistic-cognitive and pragmatic conditionality of terminological processes in the designated areas. The authors set the following goal: to determine the priority areas (mental constructs) represented by determinologized units of military terminology, which stands out as a basis for further reconstruction of the terminology network. Special attention is paid to the correlation of the indicated units with the dynamics of mental constructs, as well as to the representation of the elements of special knowledge in the framework of non-special discourse realization. A complex research method is used, which consists of the methods of descriptive, definitional, component and discourse analysis, as well as the method of quantitative data processing. The necessity of the study of the functional range of determinologized units is shown as a discursive actualization of the author’s intentions aimed at implementing the principles of attractiveness, intellectualization and promotion of special knowledge. In conclusion, the authors emphasize the significant prospects of further linguocognitive research of the process of determinologization as an element of author’s intentions, as well as the features of the representation of the elements of scientific / special knowledge in their various discursive implementation on the basis of building terminological semantic networks.

Processes of collection, processing, removal, storage and utilization of solid household wastes and garbage are analyzed. Problems associated with their organization were aggravating in Ukraine during the transition to the market-based economic model radically changing the waste treatment mechanisms operated in the period of administrative and command system. It is demonstrated that Ukraine still has no well-functioning management system enabling for the civilized treatment of household wastes, including their recycling and utilization. The process of household wastes and garbage removal is disorganized and erratic. The chaotic way of collecting household wastes and garbage, used in many countries as a resource supportive to the economic development, needs to be firmly rejected. The global practices show that the problems of utilization and reuse of household wastes and garbage can be dealt with through intensive innovating and intellectualization. The effectiveness of solutions to the above problems is also conditional on two key actors: local self-governance bodies and citizens concerned with the matter. Assurance of social and environmental benefits is their necessary component. By the current organization and economic principles, enterprises active in processing, utilization and storage of household wastes and garbage are assigned the key role in treatment of household wastes. The advanced organization and economic principles for collection, storage and utilization of household wastes and garbage in Ukraine can be introduced once the nation-wide conceptual model for the development of this economic activity is elaborated. It needs to rely upon the Keynesian model that accounts for not only the interests of capital, but conforms, in many ways, to the human values concerned with environmental protection. The mechanism for collection, removal, storage, utilization and processing of solid household wastes and garbage needs to be organized as a full-fledged component of the social reproduction process. The key problem which solution will help adopt the new organization and economic principles for utilization and disposal of wastes is to create the conditions for constructing waste recycling fact ories, including the system of preferences. As shown by practices of many developed countries, they ensure effective processing and recycling of household wastes and garbage and reduce the land areas required for wastes and garbage placement.

The aim of this research is to provide an approach for extension of the capacities of wireless sensor network (WSN) by enabling possibilities of monitoring of sea environment parameters. This domain area is related with control of recognition process of the hydro meteorological situations by providing the proper structure of the decision support system (DSS), which can work under specific real-time conditions. The construction issues of such multilayered buoy’s infrastructure based on WSN causes some problems: mechanisms of such interconnected devices have to work by properly presented goals and in extreme weather conditions; the modern embedded systems requires the intellectualization possibilities with recognition of adequate evaluation of risky situations; the functionality of WSN has to be based on the technology of the Internet of Things (IoT) with quite limited capacities. Our main findings concern the proposed architectural solution with extended capacities of integrated embedded systems and other gathering sources, by enabling the assessing of water pollution situations. The originality of the proposed approach concerns the issues of network allocation, system resource allocation and the architectural solutions, enabling wireless channels to provide big streams of data. The experimental results show the possibilities of the proposed prototype of multilayer system to work under real conditions of sea with interconnected network of sensors and controllers, based on the principles of other standardized network layers. The prototype method is used for evaluation of functionality of the embedded systems and WSN. The provided experimental results show functional effectiveness of collection and gathering of data under restricted and limited capacities of the embedded systems for operative control needs.

The modern bridge design concept is more and more advanced, the structure is more and more complex, the modeling requirements are higher and higher. The traditional bridge construction ideas and methods can not meet the needs of modern bridge construction. The emergence of BIM has provided new concepts and technologies for the construction of modern Bridges, and the benefits of informatization, industrialization and intellectualization of construction projects have been gradually highlighted. The purpose of this paper is to apply BIM technology to the life cycle management of bridge engineering, greatly reduce the work intensity of designers, analyze and guide the construction process of Bridges, improve the safety of bridge operation, and truly reflect the huge economic and social benefits brought by BIM technology to bridge engineering. The research method of this paper is to apply BIM technology to the construction, operation, maintenance and management of steel box laminated beam cable-stayed bridge based on Revit, a general BIM software. Combined with the experimental research of bridge engineering, the BIM core modeling software Revit was applied to build the three-dimensional model of bridge structure, and the collision inspection of components in the basic components of the bridge, the accurate engineering quantity statistics of bridge construction materials and the two-dimensional plane plan were conducted in combination with its built-in functions. The experimental results show that this method can demonstrate how BIM technology is applied to the design and construction stage of cable-stayed bridge project as well as the operation and maintenance management stage, which reflects the visualization, parameterization, optimization, mapping, information completeness and integration of BIM technology.

In recent years, with the raising of the effectiveness and importance of precision guided weapons in the modern high-technology war, the development of precision guidance system has made outstanding achievements. But because the targets, environment and mission of the precision guidance system have been changed significantly, the complexity of the battlefield environment and the uncertainty of the target characteristics bring new challenges to the development of precision guidance systems and technology. To make the missile adapt to the complex and varying battlefield environment and engage various targets accurately, the concepts of intelligent missile and the intelligentization of precise guidance system based on artificial intelligence technology are put forward. Although the concept of intelligent missile has been put forward for many years，the development of the existing precision guidance system still suffers from the lag of the capability of intelligentization. There is still no good solution to the problem of automatic target recognition and decision making in complex battlefield environment with high intelligence. It is difficult to meet the requirement to adapt to the complex and varying battlefield environment and engage various targets accurately under the fierce countermeasure conditions. Focusing on the precise guidance automatic target recognition, in this paper，the development process of the intelligent precise guidance ATR system is introduced. The challenges faced by the current precision guidance ATR system’s intellectualization is analyzed. Some superficial views on the development of the intelligent ATR are given.

In modern decision support systems (DSS) characterized by processing large amounts of information in conditions of uncertainty, intellectualization of data processing and analysis is required, as well as the use of efficient technologies, methods, and decision-making models. The article suggests a decision-making model (DMM), presented in the form of rules for fuzzy inference, trained and adapted on highperformance systems using artificial immune systems. The process of learning and adaptation consists in setting the form and parameters of membership functions, as well as the parameters and structure of the base of fuzzy rules.

With the progress and development of science, the combination of artificial intelligence and accounting has brought about the emergence of accounting intelligence technology, which enables robots to replace a large number of basic accounting personnel to work. It can be said that through in-depth simulation of human consciousness and thinking, accounting intellectualization can scientifically and effectively complete a series of regular, simple and repetitive work. However, with the acceleration of the process of accounting intellectualization, leading to the gradual replacement of middle and low-end financial personnel engaged in basic accounting work, but at the same time, the social demand for high-end financial personnel has gradually increased.

Specialists of different fields (from traffic management and control to logistics) are interested in the market of autonomous cars development. This could give a synergistic effect, because it can improve reliability, safety, efficiency and sustainability of the transport system. However, intellectualization of the transport system requires solving problems that arise (here, under the intellectualization we understand the process of transforming the transport system into the Intelligent Transport System). We propose the classification of risks that will arise while transport system’s intellectualization. Classifier is made in accordance with risk characteristics that will allow directing efforts to prevent the most probable risks, as well as to reduce their severity in case of occurrence. We also suggest software based on a multiple-factor analysis of information that identifies the causes of critical situations. We have modified Haddon matrix, which allows determining factors that affect the number of accidents and the severity of their consequences, as well as the measures most effectively contributing to improving road safety. If recommendations’ implementation caused increase of road safety, the proposed software enters these scripts into the knowledge base. This has allowed us to conclude what actions have helped to increase road safety in the city and what have to be corrected. If recommended decisions haven’t had an expected positive effect, Haddon matrix was revised and adjusted in accordance with the actual results.

This paper analyses the current situation of insufficient intellectualization of hydraulic system and component in the process of intellectualization of Engineering robots, and puts forward the way to develop hydraulic intelligent components. At the present the hydraulic intelligent components are still in the initiation period, the main requirements and means of product development are put forward in this paper. Emphasis is laid on the feasibility of implicit state space method as the core theory of hydraulic intelligent components, and a control algorithm of hydraulic components based on implicit state equation is proposed, which can realize the function of autonomous control. A parameter identification method based on the inverse operation of the above control algorithm is proposed, which can be used to construct a model-based intelligent fault diagnosis system for grey box identification, and for future use in the hydraulic technology. It continues to develop in application in intelligent construction machinery, and will inevitably open up a new practical application market in the development of digital twin technology.

Problem. Due to the constant information development of society and its industrial component, new transport systems and machines have reached a high level of information excellence. Accordingly, there is a new contradiction between the rapid development of tools and methods of informatization of complex objects and systems, the development of transport telematics (internal for cars and other vehicles and external internal transport control systems) and the heterogeneous nature of existing subsystems and components of the transport complex. Of Ukraine. The problem of resolving this contradiction will allow at all levels of transport infrastructure to improve services to residents of cities and regions, improve transport processes, avoid existing negative consequences: traffic disruptions, unsatisfactory condition of roads, irrational use of funds for repair, operation and equipment of highways. This will help improve traffic safety, improve the quality of transport services, ensure people’s comfort and save cargo. Goal. The goal of the study is to create software and hardware for virtual management, its intellectualization based on the use of virtual logistics of transportation processes, providing road users, tools of virtual management, a kind of virtual logistics of the transport system of the transport portal KhNADU (ICT KhNADU). The purpose of this article is to study the problem of expressing and proving new rules and concepts for providing knowledge and skills to people who want to work in the IT field of transport applications. The sequence of acquiring knowledge and skills of people who have improved their personal professional level in road transport is determined. Methodology. The idea of computer science as system engineering of successful consecutive creation of computer equipment and software of complex systems by combining their computer and software engineering in the field of motor transport is offered. Practical value. The scope of use of the obtained results is road transport road organizations of Ukraine, residents of cities and regions as individuals or legal entities of users of transport services.

The article is devoted to the research of conceptual sources to create and apply artificial intelligence in the activities of public authorities. The author systematizes scientific developments on application of artificial intelligence, robotics, computer technologies and other information tools in the activities of public authorities. The concept of "intellectual management" has been reviewed and its importance for implementation in the activities of public authorities has been determined. The history of global intellectual governance development is described. The world positive and negative experience of introducing cyberdemocracy, electronic government, electronic requests and other technologies in public administration was analyzed. Prospects for governance intellectualization in public authorities of the Russian Federation have been defined. It has been found that attempts to intellectualize governance are being actively introduced on a global scale, but this process is time-consuming and has many obstacles which the study is focused on.
