The concept of ‘civil society’ has been rediscovered in contemporary discourses concerning the relationship between democracy and governance. This paper analyses this rediscovery in the more specific context of the European Commission’s 2001 White Paper on European Governance. However, processes of transnationalisation, governmentalisation and autonomisation may compromise much of the potential of ‘European civil society’ as an intermediating sphere of social action. By reinforcing these processes, the White Paper undermines the normative claims made for a civil society premised upon the voluntary nature of its associative forms and its distinctive open, communicative and deliberative rationality. Despite decades of European social dialogue, little is known about the social policy preferences of EU employers' organizations (EEOs). Building on the literature on industrial relations and the role of business in welfare state development, this article explores the preferences of key EEOs (BusinessEurope, SGI Europe and SMEunited) in vocational education and training (VET), active and passive labour market policies, pensions and work–family reconciliation. Software-based qualitative content analysis of 75 position papers and 19 joint declarations, triangulated with four elite semi-structured interviews, is employed to assess employers' preferences along four national and two European dimensions. Largely in line with the power resources theory, EEOs favour cost containment and social investment, by strengthening labour market flexicurity and reducing skills mismatches through VET. Conflicting logics of membership and influence guide the actions of EEOs: members are wary of legislation impinging on national social policy traditions; yet, greater European assertiveness makes lobbying efforts unavoidable. Purpose: This article contributes to the debate on how social policies and labour market regulation have been used to limit the socio-economic consequences of the pandemic by focusing on one specific economic segment of European labour markets: private consumption services, such as trade, tourism, catering and other support services. Design/methodology/approach: The analysis combines mixed methods and a variety of sources. First, we built a set of indicators from the EU-LFS microdata for 2019 and the 2018 Eurostat "Structure of earnings survey" and performed a cluster analysis (k-means) on the dimensions and indicators considered. Second, we elaborated EU-LFS data covering 2019 and 2020 (by quarter) and OECD 2020 data, and finally we traced Covid-related policy reforms for the period March 2020–December 2021 and analysed documents and information collected in different policy repositories. Findings: The paper shows the relevance and characteristics of private consumption services in different countries, demonstrating that so-called labour market "outsiders" are highly represented in this sector and illustrates the policies adopted to respond to the pandemic in different European countries. The paper asks whether this emergency has been a window of opportunity to redefine regulation in this sector, making it more inclusive. It demonstrates, however, that the common approach in Europe has been dominated by temporary, short-term and one-off measures, which do not represent major changes to the social security schemes that were in place before the pandemic. Originality/value: This article builds on the literature on labour market dualization, but approaches the concept from a different perspective – one not centred on the nature of employment relations (stable/unstable) but on economic sectors/branches. This article does not, therefore, discuss in general terms what happened to labour market outsiders during the pandemic, but rather focus attention on a specific group of workers who are highly exposed to risks stemming from dualization: those employed in the private consumption services. Purpose: This study aims to analyze whether tax compliance is the basis for the short-run dynamics of the development of welfare and happiness. The strengthening of tax compliance of corporates and citizens is not only important to achieve the goals assumed by fiscal policy but also is part of the values that can generate a higher level of welfare and happiness in Europe. Design/methodology/approach: This study uses a dynamic factor model to offer new indexes that allow to monitor tax compliance, public spending and happiness trajectories and to evaluate their short-run relationships. Next, an analysis of the cyclical characteristics in terms of duration, amplitude and intensity is provided using the Harding and Pagan method (2002). Findings: The empirical findings show that the European countries were able to reinforce tax compliance during the expansionary periods of the economy, and this has made it possible to increase public spending, and indirectly, happiness. Otherwise, this paper shows that the contractions of public resources during the global crisis, such as the case in the COVID-19, reduced the possibilities of well-being in Europe and made it more difficult to increase public spending and happiness. Research limitations/implications: This study tries to analyze the transmission channels and relationships of three very complex variables: tax compliance, public spending and happiness. Incorporating these three variables into this research, with a short-run perspective, the authors have opened a new line of research that enriched the previous analysis. Therefore, the authors' results should be considered the first step, that this study is going to continue to unravel the complexity of these relationships. Practical implications: The design of policies aimed at improving individual, corporate and the well-being of nations needs them to incorporate elements of tax compliance as an objective that has economic and social implications. Individuals and corporates contribute to a fairer and more equitable society through compliance with tax obligations. Originality/value: To the best of the authors' knowledge, this is the first paper that offers evidence on the short-run dynamics of tax revenue, public spending and happiness for a better understanding of their relationships and behavior during the different periods of the economy. Developed countries in general and European countries in particular devote a substantial share of national resources to income redistribution programs that seek to alleviate and reduce poverty. This Symposium contributes to the analysis of such pro grams. It presents three papers written in a perspective that reflects European concerns with both social policies and analytical rigor. In particular the papers deal with the costs and consequences of anti-poverty programs no only in terms of the effect iveness in achieving poverty reduction but also looking at other impacts on welfare. It is generally well-accepted in innovation research that consumer/user adoption of an invention is key to its diffusion. Despite general awareness about the importance of the adopter perspective in innovation diffusion, the majority of the literature on social innovation, hardly addresses the adoption-side of innovation diffusion. Social innovation potential therefore often remains under-utilized. In this paper the result of a review of 468 (predominantly English language) publications on social innovation is provided (based on Web of Science), searching for the adopter perspective in social innovation research. The findings show that, although some hints at the role of adopters, and their environment, can be found in the literature, attention for the willingness and capacities of potential adopters is meager in peer-reviewed publications. Propelled by high policy expectations, at the national as well as European level, scientific interest in social innovation has been booming over the last decade. Without a proper understanding of social innovation diffusion dynamics and adopter willingness and their interactions with existing institutions, expectations may not be fulfilled and specific social innovation policies that have been emerging across Europe may not be able to achieve intended policy goals. Dual or multiple earnership has been considered an important factor to prevent in-work poverty. The aim of this paper is to quantify the impact of second earnership on the risk of in-work poverty and the role of the tax-benefit system in moderating this risk. Our analysis refers to 2014 and employs EUROMOD, the tax-benefit microsimulation model for the European Union and the United Kingdom. In order to assess the role of second earners in preventing in-work poverty we simulate a counterfactual scenario where second earners become unemployed. Our results show that the effect of net replacement rates (i.e. the ratio of household income before and after the transition of second earners to unemployment) on the probability of in-work poverty is negative and statistically significant, but in relative terms it appears to be small compared to the effects of individual labour market characteristics, such as low pay and part-time employment. Means-tested transfer schemes in Europe and elsewhere tend to include not only income tests but also asset tests of various sorts. The role of asset tests in minimum income protection provisions has been extensively researched in the Anglo-Saxon context. Far fewer authors have assessed the role of asset tests on social policy in a continental European context. Although asset tests may be useful in singling out the more deserving of the poor, we know relatively little of their actual impact on eligibility and social outcomes in European welfare states. This paper looks at the prevalence and design of asset tests in European minimum income protection schemes. We distinguish between two main types of asset tests: outright disqualification when assets reach a certain value, versus a more gradual tapering at a fictional rate of return. We then analyse in greater detail how asset tests in Belgium and Germany, as representatives of these two types, affect minimum income protection eligibility and poverty outcomes. We use the EUROMOD microsimulation model on the Household Finance and Consumption Survey data in order to assess the effects of asset tests. This paper introduces a normative, expert-informed, time-dependent index of Social Inclusion for European administrative regions in five countries, using longitudinal data from Eurostat. Our contribution is twofold: first, our indicator is based on a non-additive aggregation operator (the Choquet Integral), which allows us to model many preferences' structures and to overcome the limitations embedded in other approaches. Second, we elicit the parameters of the aggregation operator from an expert panel of Italian policymakers in Social Policy, and Economics scholars. Our results highlight that Mediterranean countries exhibit lower Inclusion levels than Northern/Central countries, and that this disparity has grown in the last decade. The primary purpose of this paper is to provide a review of the papers within the economics literature that have examined the questions of immigrant welfare use and the responsiveness of immigrants to the incentives created by welfare systems. While our focus is largely on papers looking at the European case, we also draw on studies from the United States, in particular on issues where the European literature is thin. One set of papers asks whether immigrants who are more likely to use welfare are attracted to more generous welfare states. The results from these papers are not clear-cut. Another set of papers asks if immigrants use welfare more intensively than natives and if they assimilate out of or into welfare participation. In most cases, the unadjusted data show higher use of welfare by immigrants, although for some countries, for example Germany, this can be explained by differences in immigrants' characteristics. Yet another set of papers finds that the rate of welfare use by existing migrants can influence the welfare use of newly arrived co-nationals. We illustrate some of these issues by looking at immigrant welfare use in Ireland and the UK. Immigrants in the UK appear to use welfare more intensively than natives, but the opposite appears to be the case in Ireland. [ABSTRACT FROM AUTHOR]

Waste heat from industry or urban facilities represents a largely underused and long disregarded energy source, while heating and cooling count for half the final energy demand in Europe. From the early 2010s onwards, waste heat recovery (WHR) is being recognized as a key challenge for energy transition and tends to be integrated into energy strategies at different levels. This paper provides an analysis of how WHR became a matter of public policy in Europe and in France. Based on a literature review, the analysis shows that WHR has been framed as a techno-economic problem, while some barriers (legal, organizational) to its development remain largely unaddressed. A study of European and French energy agendas illustrates how WHR progressively started to be recognized as an energy resource next to renewables. As a result, questions are raised as to further social science contributions to an extended research agenda addressing WHR. [ABSTRACT FROM AUTHOR]

Purpose The purpose of this paper is to explore the relationship between labour market integration and family satisfaction in a cross-country comparison perspective and takes important intervening factors into consideration such as the social policy and flexibility strategy as well as the cultural context of 27 European countries.Design/methodology/approach The authors rely on data from the European Quality of Life Survey 2012 and conduct multi-level analyses using both the one-step random intercept Model with cross-level interactions as well as a two-step hierarchical model. The country-specific framework is addressed with indicators for the level of social security, for external flexibility labour market characteristics, and for the predominant family solidarity norm of a country.Findings The paper provides empirical support for the thesis of social disruption according to insecure labour market attachment. This link is weakened in countries where flexible labour market conditions are accompanied by strong efforts on state-provided social security. High family support norms can only partially compensate a lack of social protection covered by the state.Research limitations/implications The paper reveals the increasing social vulnerability of people who are not or not completely integrated into the labour market. These risks cannot be convincingly weakened by social security measures. To know more about these mechanisms, the link between labour market integration and the quality of family life should be studied in more detail in a cross-country comparative perspective to develop ideas and give advice on reducing the potential insecurity of flexible employment.Originality/value The paper complements previous research by providing empirical findings about the link between insecure labour market attachment and the integration into family networks in a cross-country comparison perspective. The COVID-19 outbreak and resultant economic crisis has led to governments in Europe taking extraordinary action to support citizens. Bodies such as the International Labour Organisation (ILO) recommend such measures should include targeted support for the most affected population groups. Women form one of these groups, with disproportionate impacts on their employment and economic resources already documented. Although the disruption brought about by the COVID-19 crisis has the potential to reshape gender relations for everyone's benefit, there are concerns that the crisis will exacerbate underlying gender inequalities. Though these impacts are likely to be felt globally, public policy has the potential to mitigate them and to ensure a gender-sensitive recovery from the crisis. This paper introduces a gendered lens on the employment and social policies European countries have established since the crisis, with a brief comparative analysis of short-time working schemes in four countries – Germany, Italy, Norway, and the UK. This article focuses on developments related to organizational research. The programme TEMPUS, proposed by the Commission of the European Community and adopted by the Council on May 7th 1990 will provide in the framework of the overall PHARE budget for assistance to the countries of Central and Eastern Europe, financial support to promote the quality and support the development of the higher education systems of Hungary, Poland, Czechoslovakia, Yugoslavia and Bulgaria. The increasing pace of global change is already providing a powerful challenge for change agents operating as consultants independently or internally to corporations or public utilities. In Europe, however, the challenge is even greater, as the struggle to establish economic and political unity attempts to accommodate the collapse of iron-curtain communism. The 1992 conference of the ACM Special Interest Group on Computer Personnel Research seeks research on the management of information systems developers and users.

Tax and benefit systems play an important role in determining work incentives at both the extensive and the intensive margin of labour supply. The aim of this paper is to provide a comprehensive comparative analysis of work incentives in Europe. Our analysis makes use of microsimulation techniques and representative household surveys from all 27 EU countries and the UK to compare the distribution of short- and long-term participation tax rates and marginal effective tax rates across population subgroups. We focus on people currently in work and characterise the population facing low work incentives in each country. Our results highlight the large variation in the distribution of work incentives across European countries, explained not only by differences in the design of tax-benefit systems, but also by the characteristics of the labour force across countries. Unemployment insurance benefits contribute substantially to short-term participation tax rates and explain on average a 20 percentage point difference between work incentives of short- versus long-term unemployment. Our analysis further highlights the need to use microdata to study differences across countries in terms of the population subgroups facing low incentives to work with the aim to inform the policy debate on potential reforms to make work pay. In this paper, we will briefly review the existing literature on the growth impacts of gender gaps and assess its relevance for the European situation. We will show that gender gaps in education in Europe are unlikely to play an important role for economic performance, but that gender gaps in employment appear to impose a significant efficiency cost in European countries where the gaps are large. This paper examines the social dimension of the EU's Europe 2020 Strategy in two EU candidate countries (Croatia and Macedonia). The text outlines both the positive attributes of the new Strategy and addresses criticisms it has received. The two countries analysed show diverging trends, but also face similar challenges, in relation to the incorporation of Europe 2020 indicators and targets in employment, education, and poverty and social inclusion. The new indicators and targets may promote greater influence of the European Union in the creation of social policy at national level. At the same time, there is a need to support candidate countries where there are gaps in statistical data for evidence-based policies, a lack of strategic capacity, significant fiscal constraints, and a lack of political will. Purpose - In 2010, 'The Independent Commission on Youth Crime and Antisocial Behaviour' published a major report. This paper critically assesses the report by placing it within a context of juvenile/youth justice policy reform extending over the last 50 years.Design/methodology/approach - The paper is based upon national and international policy analysis and comparative research.Findings - In recent years the persistent politicisation of youth crime and an obsession with 'tough' responses to child offenders in England and Wales have produced one of the most problematic youth justice regimes in the Western world. Against this backdrop the report of the Independent Commission on Youth Crime and Antisocial Behaviour is designed to influence policy reform. By drawing on an international evidence base, this paper assesses the merits of the Commission's proposals and the extent to which they signify a 'fresh start' or a 'false dawn'.Originality/value - The paper argues that international evidence, alongside the provisions of both global and pan-European human rights standards, provides a compelling case for raising the age of criminal responsibility in England and Wales, for developing youth justice policy and practice in accordance with the principle of minimum necessary intervention and for abolishing prison service and private sector penal custody for children and young people. The article discusses the measurements for inequality and poverty that requires focusing on the details while examining the overall picture, in which the U.S. can learn from Europe's research and experience. It notes that many of the conference papers focuses on alternative measures of income, evaluates its impact on inequality and poverty from the joint Organisation for Economic Cooperation and Development (OECD)/Universtiy of Maryland conference that was held in Paris, France. The papers highlight the impact of making changes that affects measurement while the details provides insight for the determination of the best measure to use for poverty and inequality.

This paper draws on a comparative study of the growth of data and the changing governance of education in Europe. It looks at data and the 'making' of a European Education Policy Space, with a focus on 'policy brokers' in translating and mediating demands for data from the European Commission. It considers the ways in which such brokers use data production pressures from the Commission to justify policy directions in their national systems. The systems under consideration are Finland, Sweden, and England and Scotland. The paper focuses on the rise of Quality Assurance and Evaluation mechanisms and processes as providing the overarching rationale for data demands, both for accountability and performance improvement purposes. The theoretical resources that are drawn on to enable interpretation of the data are those that suggest a move from governing to governance and the use of comparison as a form of governance. At a time when the belief in a welfare crisis is being connected to a so‐called "migration crisis", in particular in the United Kingdom, it is important to look at the lived experiences of mobile EU citizens and the influence of transnational social protection practices. The article introduces the concept of a "migration‐welfare corridor" – as opposed to the widespread welfare magnet hypothesis – taking into consideration the role of welfare systems in origin and destination countries at different stages of a migrant's life cycle, the changing nature of the welfare habitus as well as migrants' attitudes towards what can be defined as welfare chauvinism. Looking specifically at the case of Spanish and Polish migrants in the UK who have reacted to this protracted environment of deterrence, particularly in respect to their welfare rights, this paper discusses several dimensions that should be taken into consideration when analyzing transnational social protection practices from below. The increased comparative research on perceptions of public welfare deservingness studies the extent to which different subgroups of citizens are deemed worthy or unworthy of receiving help from the welfare state. The concept of deservingness criteria plays a crucial role in this research, as it theorizes a universal heuristic that citizens apply to rank people in terms of their welfare deservingness. Due to the mainly quantitative nature of the research and despite the indisputable progress it has made, the subjective existence and actual application of these deservingness criteria remain a bit of a black box. What criteria of deservingness do citizens actually apply, and how do they apply them? This article opens the black box of welfare deservingness and sheds light on the nature and practice of deservingness criteria. Empirically, the paper explores how the deservingness of immigrants is discussed and established within 20 focus groups conducted in Slovenia, Denmark, UK, and Norway in 2016 with a total of 160 participants. All 20 focus groups discussed the welfare deservingness of immigrants based on similar vignette stimuli. Our analysis shows that (1) deservingness criteria are used both to construct images of target groups and as normative yardsticks; (2) deservingness criteria do not work independently of each other, but rather co‐function in specific hybridized discourses; and (3) the moral logic of deservingness is supplemented by alternative moral logics, at least in the case of migrants. Focusing on Europe's reconciliation policies, aimed to balance family and labor market work, this paper explores whether some of the legislative efforts introduced in Europe during the past decade could be applied to Latin American countries with important migrant populations, such as Bolivia and Ecuador. This paper argues that there are differences between Northern and Southern countries that would influence the effectiveness of these kinds of policies in the South. Three differences in particular - the availability of domestic service, the extent of the informal economy, and international migration - are taken into consideration. Using the capabilities approach framework, this paper outlines other lines of public policy action that can be useful in designing reconciliation policies for the South. Finally, the paper argues that there is an urgent need for re-thinking gender equity within the emerging gender order across countries. [ABSTRACT FROM AUTHOR]

The article presents updates and developments related to social work in Europe. The European Commission has published a communication on flexicurity, which is a comprehensive approach to labour market policy which combines sufficient flexibility in contractual arrangements. The European Social Fund (ESF) programmes for 2007-2013 will have a budget of 77 billion Euro for 27 Member States, to provide funding in areas like training, ensuring better access to job, fighting discrimination and improving public services. The European Commission plans to prepare a White Paper on Sport.

The paper presents an analytical framework for elucidating the equity and social efficiency criteria that might be used to justify a housing policy aiming for a substantial mix of neighborhood residents by income, ethnicity and/or immigrant status. This framework permits the classification of multivariate statistical studies comprising the Western European evidence base and shows the importance of distinguishing intra- and extra-neighborhood processes when evaluating evidence related to the efficiency criterion. Evaluation of the evidence base in light of this framework reveals that it sufficiently supports a mixing policy aimed at avoiding concentrations of disadvantaged individuals if, and only if, policy makers emphasize equity grounds (i.e. improving the well-being of the disadvantaged absolutely). The evidence base does not support a mixing policy on efficiency grounds, regardless of whether intra-neighborhood social interactions or extra-neighborhood stigmatization/resource restrictions are presumed to be the primary causal mechanism for neighborhood effects. The open method of co-ordination (OMC) has received much attention in the recent EU literature. The predominant view claims that the OMC is not only a new but also an effective policy-making instrument. This paper raises doubts about both claims by offering a comparison of soft law policy co-ordination in three international organizations. More specifically, this paper compares the European Employment Strategy to the Broad Economic Policy Guidelines of the EU, the OECD Economic Surveys, and the IMF Article IV Consultations. Based on expert interviews, it seeks to demonstrate that these procedures are forms of multilateral surveillance that do not differ in kind. Such a comparative analysis of the OMC refutes claims to its novelty. Having compared the four procedures, a more general model of multilateral surveillance consisting of six elements is generated that facilitates further comparisons. This paper concludes that governments select voluntarist procedures mainly to secure their own competencies rather than to realize common goals. (2005) Explaining the science and technology policies of regional governments, Regional Studies 39 , There is a simultaneous trend for regionalization and decentralization in Europe, a trend that has also affected the science and technology policy domain, with an open debate on the functioning of the multilevel governance system. Regional authorities have become directly involved in the design and implementation of regional science and technology (S&T) policies. However, the interventions of sub‐national governments are much more diverse than the prevailing view about the convergence of regional policies towards innovation policies might imply. This paper describes science, technology and innovation policies adopted by five Spanish regional governments between the mid‐1980s and the beginning of the 21st century from a comparative perspective. The paper first describes the policy approaches (academic versus industrial) adopted by the regional authorities. Second, it analyses the explanatory factors in order to reach certain conclusions about the circumstances under which regional governments can implement policies of one or the other approach. Despite the influence of some structural factors, especially as regards initial political preferences, the analysis highlights the relevance of the mobilized interests when they are concentrated in the region, showing that changes in policy orientation are particularly difficult when those interests play a role in the administration of such policies. Preferences towards a policy reorientation are more likely to succeed with the aid of appropriate administrative arrangements, especially along with significant budget increases. This paper addresses the relationship between models of quality of life and Europe's increasingly diverse older population. European social policy on old age is responding only slowly to the presence of older ethnic minority migrants. People who migrated primarily for economic reasons, and who may never have intended to stay in the host country, are now approaching retirement age and faced with crucial issues of how to manage old age in a foreign country. In view of a growing policy interest in extending the quality of life of Europe's older population, the paper examines current approaches to measuring quality of life. It is argued that existing models are not suited to addressing the particular circumstances of older ethnic minority migrants, as they omit crucial aspects related to migration and their impact on key life domains. Purpose – The purpose of this paper is to investigate the possible relationship of religion and culture with the social capital in a particular region. Design/methodology/approach – The data of 85 regions from 26 European countries are analysed. Regression analysis is used for analysing cultural dimensions, religion-related aspects and the communist past as possible factors of social capital components. In addition, graphic analysis is used for the generalisation of the results. Findings – The results from both the regression and graphic analyses indicate that cultural dimensions capture the possible reasons for different levels of social capital better than religion-related aspects or the division according to the communist background. Research limitations/implications – Conclusions can be drawn only for the European regions analysed. Data were not available for regions in all European countries and including control variables was limited by the data availability. Practical implications – When intending to develop policies for increasing social capital, the culture of a particular region should be assessed in order to predict the success of the policies. Global digital platforms have become important actors for economy and work with social policy consequences. This article analyses strategies and actions of global digital platforms from the perspective of how and what kind of global social policy these represent. It draws from analysis of how platform company strategic approaches relate to rights, regulation, and redistribution, and then using abductive reasoning and mixed methods empirical case study in Europe, articulate challenges to future global social policy. It examines what priorities of platform companies imply to global social policy and identifies five political and strategic elements of importance for global social policy: (1) denial or avoidance of employer status, (2) identifying as a "tech company providing services", (3) focus on private social insurance in contrast to statutory social security, (4) addressing social security as a market-based service through voluntary partnerships, and (5) investor driven business model and global engagement. Drawing from theoretical and empirical data, the article further examines potential countermeasures and solutions, which could be of relevance at different levels of governance. It concludes that social policy impacts of platform economy are more related to the business model than technology. Platform economy business models currently support upward redistribution and avoidance of regulatory measures to address minimum income, social protection, and workers' rights, yet platform economy is data rich and also could provide scope for government and regulatory action. This paper analyzes health policy development in Europe in response to economic instability, and describes agreements and declarations at a European level as well as commitments in some selected countries. One significant example is the European Health for All Strategy, which encompasses 38 operational targets agreed upon by all 32 member states of the European region. The Council of Europe and the Commission of the European Communities have instituted study groups on psychosocial and health effects of long-term unemployment, and on intervention measures taken or contemplated. This paper discusses interventions such as psychological and socio-pedagogic training schemes, measures for long-term unemployed, and a "social guarantee" of employment or training, as well as prevention of unemployment and empowerment of the unemployed. A local approach in a region of the Federal Republic of Germany illustrates the need for political involvement and strategies. [ABSTRACT FROM AUTHOR]

This paper examines the evolution of social policy concerns, debates and reforms in the United States, especially starting with the Gilded Age and through the Progressive Era. It capitalizes on policy analysis literature in order to strengthen the argument of exploring context in order to understand social policy. It also delves into the social climate that gave birth to the Progressives and shaped their perceptions with regard to social change. Finally, it attempts to offer a new perspective on the distinctive social welfare track undertaken by the Americans, when compared to the European traditional model. [ABSTRACT FROM AUTHOR]
