The telecommunications industry has been undergoing tremendous technological changes, and owning to continuous technological advancement, it has maintained sustained prosperity and development. In this paper, the interplay between technology, market and government in telecommunications is discussed briefly, and then we introduce technology and government into the traditional SCP (Structure — Conduct — Performance) paradigm to develop an industry analysis framework called TG-M(SCP) (Technology — Government — Market (Structure — Conduct — Performance)). Based on this framework, we present the spiral co-evolution model which elaborates on the interaction mechanism of technological innovation with government regulation and market dynamics from the perspective of industry evolution. Our study indicates that the development of the telecommunications industry is the result of the coevolution of technology, government regulation and market forces, and among the three actors, technology is the fundamental driving force. Relative to the "invisible hand" (market) and "visible hand" (government), we conceptualize technology as the "third hand", which fundamentally drives the development of telecommunications industry in coordination with the other two hands. We also provide several policy implications regarding these findings.

Against the background of increasingly mature mobile internet eco-system, internet companies have been continuing pursuing the innovation of internet applications. The action has brought about not only more clicks from the netizens but also gave rise to mounting network burden. Telecom service providers are now faced with the dual pressure from both the soaring broadband building and maintenance costs as well as the declining traditional operating revenues. They wish to find a way to abolish the previous unified pricing model and shift it into the differential charging model by offering graded data flow services. Consequently, the controversy over “net neutrality” has been aroused in the whole society. In this article we analyze the optimum prices in different stages of the internet eco-system, and establish two-sided market model for further research.

First, on the basis of analyzing the features, current situation and development trend of mobile TV industry, the paper indicates its technology reform, channel expansion and business model innovation brought by triple play. Second, it proposes building a "Xinhua-oriented mobile TV industry chain", and explores main strategies for the development of mobile TV: to create TIME strategy together with the telecom operators; to develop broadcast services under "pareto principle" to focus on unicast business under the guidance of the "long tail" to develop multicast business, so as to achieve the integration of new media; to create innovative content and business models and make full use of mobile TV interaction; to design outstanding mobile TV components with software vendors; to launch "Xinhua Video Phone" with handset manufacturers; and to launch "Xinhua Inside" with IT vendors, etc.

Aiming at research in mobile phone software supermarket, this paper introduced the definition and industrial chain of mobile phone software supermarket, as well as the comparison between mobile phone software supermarket, physical commodity supermarket and internet supermarket. More importantly, based on the analysis of consumer market and supply market, modeling in game theory was used to demonstrate the choices of each player involved. Last but not least, suggestion on business model was given for platform provider.

Synchronization is a crucial task and big challenge for ultra-wideband (UWB) systems, especially in the presence of inter-symbol interference(ISI) and inter-frame interference (IFI). This paper proposes a blind synchronization and demodulation algorithm that is capable of mitigating ISI and IFI for noncoherent UWB system. Employing a series of codeword matching and averaging operations, the proposal can suppress interference and noise effectively. Moreover, it can acquire synchronization rapidly and improve the bit error rate (BER) performance significantly thanks to efficiently exploiting the observed signals. Simulation results demonstrate the substantial performance improvement compared to existing methods.

This paper investigates China's efforts to develop its indigenous standard - TD-SCDMA and mainly focuses on the subsequent competition between TD-SCDMA & WiMax. By drawing upon actor-network theory (ANT), two counter-networks are setup and the competitions on technology, IPR, industry chain are presented. Furthermore, the social and institutional elements that effected their respective commercialization in China are also considered. Finally, the possible compromises of the two and respective suggestions on Telecom policies are proposed.

On the transformation of China's telecommunication operators, this paper builds a structure of the industry's ecosystem and value-net model, and further identifies key resources in this ecosystem, including standardization, core technology, customer base and brand names. The conclusion is that an operator's competitive advantage not only depends on its own strength, but also on its capability of collaboration. That is, whichever operator can best collaborate with others in the ecosystem, will also be able to best integrate resources, and thus establish a self-centered ecosystem and obtain a sustainable advantage.

The networks literature suggests a network's value increases in the number of locations it serves (the ldquonetwork effectrdquo) and the number of its users (the ldquoproduction scale effectrdquo). In this article we discuss one of the technology innovation in optical industry- photonic integrated circuit (PIC) technology. We show that, in one hand, consumers (traditional carriers) would be very careful to adopt a new technology or product in presence of network effect, which results in new technology adoption delays increasing in the size of traditional networks. In the other hand, if benefit from this new technology is not certain, dominant suppliers (equipment vendors) prefer waiting and collecting information to make further decision, so in some time network effect reduce innovation incentives.

Now, the telecom service providers are faced with significant challenges as the traditional separated network and service become converged. Customers move to care more about the quality of service, such as the provision time, fault disposal, bill management, and security issues, other than networks. The carriers must integrate their core legacy mainframe operation support systems (OSS) with new generation components that can handle the requirements posed by new service offerings, which means the NG-OSS should pay attention to customers rather than networks. This paper examines the legacy OSS frame with its main component and analysis which part should be weakened or converged, and which part should be enhanced or updated. Then it suggests a more idealized view of a functional OSS architecture that conforms to the concepts of the TeleManagement Forum’s Telecom Operations Map (TOM) model. In the last, it discusses how to evolve the OSS from the network-focused to customers-focused successfully and smoothly.
