The South African government has launched a policy of transport deregulation in the wake of its dismantling of apartheid. A separate rail commuter corporation has already been established. However, this has suffered large operating losses due to fares regulated below market levels. Non-rail passenger transport has been hindered by the inability to enforce safety regulations. Freight transport has been freed of the permit system and road tolls have increased. An independent regulatory body for aviation has also been put up.
