The terms of "irada" and "masheyah" are used in Quran for the attribute of God which determines the acts of God in universe. These terms explain the character of God's creations, likewise border the moral responsibility of man. For understanding of relationship between God, universe and human truly, it is necessary to think on the verses of God in Quran entirely and systematically. This paper analyses terms of "irada" and "masheyah" in Quran which are referred to God. Tabari whose contribution to exegesis is highly valuable is same time the owner of the book titled tarih al-Rusul wa'l-Muluk. He studied in this work the history of the humanity from the creation of the world up to his time. He sometimes referred The Quranic verses. So these verses had been mentioned according to their relation with time and place. This provided their understanding in better way.
