Chinese government's construction of citizens' public spirit cultivation should be analyzed from the perspective of human nature. Defining from the angle of human nature, the mankind's public spirit derives from several public components naturally existing in human nature and upholding public spirit accords with the development of human nature. Under the current historical background, Chinese citizens, out of the need for developing human nature, have a strong demand for enhancing their public spirit, while Chinese government should be responsive to the citizens' demands by cultivating their public spirit in a positive way. In effectively constructing Chinese citizens' public spirit cultivation, the government should take three approaches so as to realize the ultimate goal of developing and perfecting the citizens' human nature. This study looks at the effect of China's political freedom, economic development and public relations efforts on the US media's coverage of China, and on Americans' opinions of China in the past 30 years. China's political freedom was found to be significant in predicting US media coverage of China and Americans' opinion of China, with more freedom leading to more positive coverage and more favorable opinions. More positive news coverage is related to more favorable American opinions of China when controlling for political and economic development and for public relations efforts. This article examines how rapid growth in the Tibetan areas of West China since the mid-1990s has been a key factor exacerbating the unresolved contestations of Chinese rule in these areas. Amidst the continued political disempowerment of Tibetan locals, Beijing has used recent development strategies to channel massive amounts of subsidies through the government itself or through Chinese corporations based outside the Tibetan areas, thereby accentuating the already highly-externalised orientation of the local economy. The nature and efficacy of specific tactics used by Chinese protesters challenge the conventional wisdom that ordinary people in an authoritarian regime must resort to disruption to obtain bargaining power. An expanded view of mediating mechanisms of protest efficacy includes two dimensions: means (disruption/persuasion) and routes (direct leverage/third-party leverage). In addition to resorting to disruption, Chinese pro- testers frequently employ tactics to activate three nondisruptive mechanisms: persuasion, publicity, and elite advocacy. While these "troublemaking" tactics can be easily confused with disruption, they work according to a different logic. The efficacy of a wide variety of tactics in China suggests the interactions of elites and subordinate classes are often more nuanced and reciprocal than disruption theory assumes. With recent institutional changes in China, the Chinese government at all levels seems to attach increasing importance to communicating with publics via public relations. How, then, has public relations been adopted as a governmental communication practice? This study attempts to address this issue through a survey of 68 Chinese government officials from three groups: one from Jiangsu Province, one from Henan Province, and one from the Federations for Women at both central and local governments. The respondents, mostly young and well educated, described their understanding, perception, and application of government public relations in their work within the context of recent transformations in public administration in China. The survey results show an evolutionary change: the Chinese government has moved slowly but surely away from propaganda to public relations. However, whilst these respondents tended to define government public relations as an ideal in terms of relationship building associated with the two-way symmetric model, in practice, they often handled the media relations by following only the one-way or asymmetric model. The common view is that China is North Korea's ally. The two countries share a similar political system and considerable strategic interest in regional international relations. Indeed, this is true to a large extent. This paper, however, analyses the problems in the bilateral relations that are gradually eroding the strategic ties the two countries formed 50 years ago. Its central argument is that, in reality, beneath the surface of the alliance relations the two countries share very few common interests. In fact, the two countries can hardly agree to any matters between them, be it historical ties, ideological stance, political and economic programs, or diplomatic interactions. The article focuses on the views of China on the International Political Economy (IPE). It was observed that Chinese has different views on IPE with Westerns, they defined IPE as a study of the politics of economic interactions of China and of the rest of the world. Furthermore, Chinese researchers believe that IPE and the politics of the global economy are the same. Works of Marx, Engels, Lenin and Mao Zedong are the influences of the modern Chinese approach to political economy. According to the author, there won't be progress in the IPE research of the Chinese researchers if there is no expanded academic exchanges between Western and Chinese scholars.

Facing the public crisis which occurs unceasingly, the government must have a transparent, responsible and highly effective image. However, the favorable images of governments in China are seriously restricted to form because the governments at different levels lack the idea about public relation with insufficient image consciousness and impeded media communication at present. To control the public crisis smoothly, it is necessary to set up special governmental public relation departments to handle the public crisis, and perfect the news release system. The departments should bear responsibilities for the mutual communication between governments and the public on equity basis and emphasize the morality advancement of public servants and the enhancement of their competence. In addition, they should update the image of governments by confirming the idea about crisis control to which the public interests should be the only starting point so as to enhance the governmental capability of controlling public crisis.
