The debate on migration-related border controls has greatly expanded during the past decade. Special attention has been given to processes of contestation and of rights-claims enacted by migrants, drawing greatly on Isin’s work on acts of citizenship and Rancière’s articulation of the ‘uncounted’ and the political. Within this broad debate little attention has been devoted to the acts of common people in contesting current border management and especially in refusing the policing and the bordering of theirownterritory. By focusing on the Lampedusa borderland, this paper will explore and interrogate the verbal protests made by the people of Lampedusa in response to the drowning of some 366 African migrants on 3 October 2013. The protests were mostly against current border patrolling and its politics of (non-)life, which prioritise border protection against (migrants’) life protection. The call to protectingallhuman life, equally worthy of being protected, transformed these protests into political acts. Using and extending the work of Rancière, I explore the extent to which the people of Lampedusa have highlighted a ‘wrong’ and enacted ‘dissensus’ by contesting the (natural) securitised order of EU border management. ABSTRACT The Western world's borders increasingly seem like a battleground where a new kind of 'threat' is repelled-the so-called 'illegal migrant.' At Europe's southern frontiers, sea patrols, advanced surveillance machinery, and fencing keep migrants out, much like at the U.S., Israeli, and Australian borders. Such investments have created a dense web of controls that displaces the border both inward and outward into the borderlands beyond it. Building upon recent border studies and ethnographies of illegality, I explore in this article Europe's migration controls by focusing on their temporal rather than their spatial aspects. I show that, in the borderlands, irregular migrants are not only subjected to extended periods of waiting, as migrants often are, but they also face an active usurpation of time by state authorities through serial expulsions and retentions. The ways in which migrants' time is appropriated reveal a complex economics of illegality, complementing existing 'biopolitical' perspectives on Europe's borders. The article focuses on the progress achieved by the European Union in the area of freedom, security and justice in 2013. Topics discussed include adoption of the legislative acts needed for the completion of the Common European Asylum System (CEAS), operation of the border surveillance system Eurosur and the ending of the Schengen governance reform initiated under the pressure of the 2011 Arab Spring refugee movements. It also discusses the legislative progress achieved in the fields of migration policy and judicial co-operation.

In a global era of increased securitization of migration between the developed and developing world this article undertakes a gendered analysis of the ways women die irregularly crossing borders. Through an examination of datasets in Europe, the USA and Australia it finds women are more likely to die crossing borders at the harsh physical frontiers of nation-states rather than at increasingly policed ‘internal border’ sites. The reasons why women are dying are not clearly discernible from the data, yet based on the extant literature it is reasonable to conclude that gendered social practices within families, and within countries of origin and transit, as well as the practices of smuggling markets, are key contributing factors. This article analyses the development of three EU migration databases and their significance for the internal control of irregular migrants. Because borders and immigration policy alone cannot stop irregular migration, many governments turn to internal migration control on settled irregular migrants. Surveillance of this group is aimed at their exclusion from key societal institutions, discouraging their stay and ultimately, the deportation of apprehended irregular migrants. These are policies in which identification of irregular migrants is crucial. In this age, registration and identification mean computerized and networked data- bases. The member states of the EU are currently developing a network of data- bases in the field of (irregular) immigration. The Schengen Information System (H), the Eurodac database and the Visa Information System are vast databases, often including biometric data, aimed at controlling migration flows and identifying and sorting legal and irregular migrants. These systems are able to 're-identify' parts of the population of irregular migrants on the basis of digital traces of their migration history. It is argued that the digital infrastructure that is now growing past its infancy is developing into a formidable tool for the surveillance of irregular migrants in Europe. [ABSTRACT FROM AUTHOR]

Border-policing has been the subject of increasing criminological concern in the US and Europe: however, it has garnered relatively little attention in Australia. This article addresses the federal border-policing effort that has contributed to policing out the refugee. It has done so through a focus on people-smuggling that has increasingly relied on public debate depicting people-smuggling as a matter of national security. The Australian Federal Police (AFP) has made significant contributions to debates that have considered people-smuggling a matter for law enforcement. This article argues that through an analysis of AFP reports we can trace how they have contributed to the construction of the people-smuggling problem. In drawing on international-relations theory, notably concepts of statecraft and transversality, the article concludes that the AFP has made a central contribution to a wider attack on refugee protection with far-reaching consequences for the nature of federal law enforcement. The article presents information on international efforts to combat trafficking through Ukraine are piecemeal, underfunded, and do little to solve the threat to global security. Ukraine has the dubious distinction of being a country rich in natural resources, military strength, and geostrategic value, yet plagued by internal crises that keep it from attaining a respectable place on the world stage. Along with endemic corruption among the political elite, shaky relations with Western institutions, Western states, and Russia, and lackluster attempts at economic and political reform, Ukraine must also contend with being, literally, the geographic crossroads of Central and Eastern Europe.

This article explores several organizational features of cross border policing ventures, focusing on the technological tools in use, several issues surrounding enforcement jurisdiction and the management issues that arise from coordinating a multi-agency trans-border policing institution. Much of the public perception about the need for cross-border police cooperation has been focused on the activities of transnational organized crime. Organized crime has indeed become the major policy concern in transnational criminal justice circles across Europe. The pragmatic solution to the problems of coordinating trans-border cooperation in the policing enterprise has been the establishment of specialist multi-agency units. One of the first of these was the European Liaison Unit-based on the English side of the Channel Tunnel in Kent. Another example of cross-border police coordination is the International Contact Centre based at Maastricht in Limburg, the southernmost province of the Netherlands. But neither the European policing system nor the national policing systems that help to comprise it are monolithic entities. This means that technological refitting is uneven. Information technologies are not standardized across the policing complex.
