Concentrations of major ions in coal mine discharge waters and unconventional hydrocarbon produced waters derived from coal bed methane (CBM) production, are potentially harmful to freshwater ecosystems. Bicarbonate is a major constituent of produced waters from CBM and coal mining. However, little is known about the relative toxicity of differing ionic proportions, especially bicarbonate, found in these CBM waters. As all freshwater invertebrates tested are more acutely sensitive to sodium bicarbonate (NaHCO3) than sodium chloride (NaCl) or synthetic sea water, we tested the hypotheses that toxicity of CBM waters are driven by bicarbonate concentration, and waters containing a higher proportion of bicarbonate are more toxic to freshwater invertebrates than those with less bicarbonate. We compared the acute (96 h) lethal toxicity to six freshwater invertebrate species of NaHCO3 and two synthetic CBM waters, with ionic proportions representative of water from CBM wells across New South Wales (NSW) and Queensland (Qld), in Australia. The ranking of LC50 values expressed as total salinity was consistent with the hypotheses. However, when toxicity was expressed as bicarbonate concentration, the hypothesis that the toxicity of coal bed waters would be explained by bicarbonate concentration was not well supported, and other ionic components were either ameliorating or exacerbating the NaHCO3 toxicity. Our findings showed NaHCO3 was more toxic than NaCl and that the NaHCO3 proportion of synthetic CBM waters drives toxicity, however other ions are altering the toxicity of bicarbonate. As local governments have limited formal powers and less substantive policy instruments at their disposal, they are a particularly rich area for the study of procedural policy tools. This paper examines the role played by procedural policy tools deployed by local governments in Australia around the policy formation for, and approval of, major projects. This research analyses two Australian case studies: the East West Link tunnel in Melbourne, and the Coal Seam Gas projects of Northern New South Wales. Both are examples of major turnarounds in the public policy position of state governments, due to the persistent opposition of potentially impacted communities and their local governments. This paper investigates what local governments did in these two high-profile cases to facilitate advocacy against the proposed projects. It found a rich mixture of procedural policy tools were deployed; from providing information and expertise and supporting community campaigns, to launching their own campaign, staging regular physical protests and forming an advocacy committee. Critical procedural tools that escalated the campaigns against the projects in Northern NSW included a community poll revealing the extent of community opposition to the industry, while in Melbourne, a joint legal action launched by impacted local governments proved decisive. These actions drew into question the legitimacy of the state government's position in support of the projects, highlighting the power of procedural tools at this level of government. Decision-making for major projects is often outside the legal remit of local governments in Australia. Nevertheless, local governments are the legitimate representatives of their communities and as such, can potentially make an important contribution to the decision-making process. However, little is known about how they may do so. This paper addresses that gap by analysing two case studies: Coal Seam Gas projects in northern New South Wales and the proposed East West Link tunnel in Melbourne. The research finds that local governments can contribute to good governance by increasing the quality and availability of information, community participation, and opportunities for local deliberation. However, this study also found a number of barriers to local governments making these contributions, which can disincentivise and limit local advocacy. There is growing recognition of the importance of local governance, for both self-determination and the quality of decision-making. While many authors acknowledge the potential of local governments in providing opportunities for democratic engagement, there is the need for more research into the conditions under which this takes place. The objective of this research is to investigate why, or under what circumstances, local governments enhance participation in and deliberation about major projects in Australia. It does so by analysing two case studies where local governments were highly engaged in advocacy with their communities against large development projects; the East West Link tunnel in Melbourne and the Coal Seam Gas projects of Northern NSW. It finds local governments engaged in these projects due to institutional culture, practices and values, formed after demographic changes in the 1960s and 70s, and associated changes in the place-attachment qualities of residents and the nature and content of their social capital. Through historical instances of community mobilisation, these values became embedded in local governments, enabling them to respond pro-actively to subsequent threats. [ABSTRACT FROM AUTHOR]

The emergence of an unconventional extractive industry of coal seam gas (CSG) in New South Wales, Australia has caused a range of social tensions. Although the industry has generally received strong support from state-level governments across Australia, an eclectic social movement has arisen in opposition. Critical questions of justice have emerged in these debates about CSG, particularly about the 'winners' and 'losers' that would emerge should large-scale CSG extraction be introduced into New South Wales. However, the question of justice in relation to CSG extraction is not altogether so simple. Actors on all sides of CSG development have mobilised the language of justice in their claims about this energy source in sophisticated ways and at different scales. In this paper, we draw upon 'energy justice' scholarship to tease out different energy justice dimensions of the CSG debate in New South Wales. We show how there are significant issues that will likely intensify regarding the recognition of different forms of knowledge, the access citizens have to forms of decision-making, and the risks that span geographic and temporal scales. Coal seam gas and other unconventional gas industries have often struggled to develop a social licence to operate in surrounding communities, frequently resulting in the emergence of broad opposition coalitions and legal challenges. In this article, the authors explore the relational aspects of coal seam gas's space‐based setting with reference to Keith Halfacree's three‐fold model of rural space. Applying this model to coal seam gas development in New South Wales' Hunter Valley, we argue that it is only by understanding the so‐called total space that efforts can be undertaken to promote the more inclusive stakeholder collaboration, which is a prerequisite for achieving shared value for industry and society. Listening is an important feature of policy making and democratic politics. Yet in an era of increased polarisation the willingness and capacity of citizens to listen to each other, especially those they disagree with, is under strain. Drawing insights from a divisive community conflict over proposed coal seam gas development in regional Australia, this article examines how citizens listen to each other in a polarised controversy. The analysis identifies four different listening practices that citizens enact in a polarised public sphere, including (1) enclave listening between like-minded citizens; (2) alliance listening across different enclaves; (3) adversarial listening between citizens on opposing sides of the debate to monitor opponents; and (4) transformative listening where citizens listen selectively to other community members with the intention of changing their views. The article argues that all four listening practices fulfil important democratic functions in polarised debates such as enhancing the connective, reflective and communicative capacity of the public sphere. Notwithstanding these democratic contributions, under polarised conditions participatory interventions may be required to enhance the prospects of listening across difference. [ABSTRACT FROM AUTHOR]

Abstract: The article discusses the tensions regarding the challenge to balance agriculture with a proposed coal seam gas mine in Narrabri, a regional centre in New South Wales, Australia, which revolved around notions of youth and ‘the future’. ‘Youth’ as a symbolic category were positioned at the heart of the issues associated with land‐use in the region on both sides of the debate. Young people were described throughout the study as an abstract symbol of ‘the future’. How exactly ‘the future’ was related to youth as a symbolic category depended largely on participants’ perspectives on the proposed Coal Seam Gas (CSG) mining project. For those who supported the CSG project, the figure of youth signified hope of economic invigoration. For those who opposed the CSG project, the loss of landscape for future generations of youth was a key concern due the potential irreversible environmental impacts associated with the extractive industry in the area. We argue ‘youth’ becomes a ‘figure’ imbued with the region's affective anxieties surrounding land‐use change. The concept of affect is developed to aid understanding of the collective and embodied dynamics at play in the differing perspectives on CSG extraction and its impact for the future of Narrabri. This paper describes how social resistance emerged between 2010 and 2016, in response to coal seam gas (CSG) industry development in the Northern Rivers region of New South Wales, Australia. Social responses to existing and proposed coal seam gas developments led to the formation of a substantial social movement, for which events are conceptualised and structured using the Movement Action Plan (MAP) model. Moyer's (2001) MAP model describes eight main stages of social movements, from 'normal times', through to 'success' and 'continuing the struggle'. The model also provides a useful frame for describing the key roles required to achieve successful and broad social mobilisation, which is discussed in the Northern Rivers context. Growing from a small seed of discontent in the Western Downs region of South-East Queensland, this social movement ultimately led to broad scale social licence withdrawal for the coal seam gas industry in the Northern Rivers region. It also led to the creation of a broad and complex network of associations and social identities, extending well beyond the local region. The international growth of a social movement against the unconventional gas industry appears to be re-fuelling the momentum of the global environmental justice movement. This paper explores when and how the industry's social licence was withdrawn. There are important learnings from this case study that can inform government policy on ways to improve community engagement in land use planning, to avoid such extreme cases of social licence withdrawal in the future. The Mullaley Sub-basin of the Gunnedah Basin extends from Quirindi in the southeast, to north of Narrabri, to west of Dunedoo in northern New South Wales. There have been more than 100 boreholes sunk to basement investigating the (lower Permian) Cisuralian coal and coal seam gas resources of the Mullaley Sub-basin since the early 1990s. A desktop review of this open file information has allowed the formal correlation and naming of six Cisuralian coal members attaining a maximum 35 m of cumulative thickness within an upward coarsening sedimentary package totalling no more than 150 m. In ascending order, the coal members are: Bibblewindi (0–10 m), Bohena (3–18 m), Collygra (0.5–3 m), Coxs (1.5–4 m), Tullamullen (0.5–4 m) and Mooki (0.5–3 m). Cisuralian coal seams in the Maules Creek Formation of the southern Mullaley Sub-basin are here correlated with those of the Greta Coal Measures at Werris Creek and Muswellbrook. It is apparent that basement paleotopography played a significant role in the Cisuralian coal development as coals are best developed where the sedimentary sequence is greater than 60 m thick, as there the thick seams (Bohena and Bibblewindi coal members) occur towards the base of the sequence. The maximum western limit of the Cisuralian coals (Rocky Glen Ridge) is further east than previously inferred with new drilling information showing the Porcupine Formation directly overlying the barren pelletoidal claystones of the Leard Formation or the underlying volcanics (Boggabri Volcanics/Werrie Basalt). Early marine transgressions at the top of the Maules Creek Formation have stopped development of the Mooki, Tullamullen and Coxs coal members in the northern and eastern Mullaley Sub-basin and allowed the development of localised paraconglomerate (diamictite) intervals up to 10 m thick. Thick (>20 m cumulative) coal occurrences are localised to the Jacks Creek and Pilliga East State Forest areas southwest of Narrabri. In Australia, Coal Seam Gas (CSG) is a relatively new source of natural gas commonly advocated as a lower greenhouse gas (GHG) emissions alternative to coal. This study investigates how GHG emissions have been, and potentially could be, assessed within the Australian CSG industry. The research involved a document analysis of several Environmental Impact Statements (EISs) and consultant reports prepared as part of the Environmental Impact Assessment (EIA) process for major CSG projects in New South Wales (NSW) and Queensland (Qld). There were found to be inconsistencies in the conduct of greenhouse assessment by the CSG industry, including how complete and transparent assessments were, as well as how effectively they addressed project emission intensity and cumulative impacts. There were also found to be large inconsistencies between assessments carried out for Qld projects and those for NSW projects, likely because of differences in how assessment requirements are applied by planning bodies. This study also highlights how alternative assessment approaches, such as Cumulative Impact Assessment (CIA) and Strategic Environmental Assessment (SEA), have potential to enable a broader and more consistent understanding of emission sources that cross a range of geographical and project boundaries. Public concern resulting from unconventional coal seam gas ( CSG) exploration and production has become a contentious planning issue in regional Australia, with public concern drawing attention to government planning obligations. To assist Lismore City Council ( Northern New South Wales) in its deliberations on the topic, a referendum-style poll on the issue of CSG industry development was held in conjunction with the local government elections of September 2012. The poll question, ' Do you support CSG exploration and production in the Lismore City Council area?', elicited a poll response rate of 97% of eligible voters, of which 87% voted 'no'. This paper reports the results of an exit poll survey using the Theory of Planned Behaviour to frame motivations behind the poll result, and examines the role of the poll and exit poll survey in providing a process of deliberative democracy in the context of the CSG debate. Key details highlighted by the results were that non-supporters of CSG exploration were primarily concerned about water quality, while supporters saw the primary benefit being regional employment. Emerging themes of this study are the need for more independent research on potential risks and benefits of CSG developments, increase in institutional transparency, and the development of renewable alternatives. The study concludes that the principles of deliberative democracy involved in the Lismore City Council poll and subsequent exit poll survey have provided an opportunity for a more open discussion and genuine discourse within the CSG debate. This paper reviews various coal seam gas (CSG) models that have been developed for the Sydney Basin, and provides an alternative interpretation for gas composition layering and deep-seated CO2origins. Open file CSG wells, supplemented by mine-scale information, were used to examine trends in gas content and composition at locations from the margin to the centre of the basin. Regionally available hydrochemistry data and interpretations of hydrodynamics were incorporated with conventional petroleum well data on porosity and permeability. The synthesised gas and groundwater model presented in this paper suggests that meteoric water flow under hydrostatic pressure transports methanogenic consortia into the subsurface and that water chemistry evolves during migration from calcium-rich freshwaters in inland recharge areas towards sodium-rich brackish water down-gradient and with depth. Groundwater chemistry changes result in the dissolution and precipitation of minerals as well as affecting the behaviour of dissolved gases such as CO2. Mixing of carbonate-rich waters with waters of significantly different chemistries at depth causes the liberation of CO2gas from the solution that is adsorbed into the coal matrix in hydrodynamically closed terrains. In more open systems, excess CO2in the groundwater (carried as bicarbonate) may lead to precipitation of calcite in the host strata. As a result, areas in the central and eastern parts of the basin do not host spatially extensive CO2gas accumulations but experience more widespread calcite mineralisation, with gas compositions dominated by hydrocarbons, including wet gases. Basin boundary areas (commonly topographic and/or structural highs) in the northern, western and southern parts of the basin commonly contain CO2-rich gases at depth. This deep-seated CO2-rich gas is generally thought to derive from local to continental scale magmatic intrusions, but could also be the product of carbonate dissolution or acetate fermentation. Rural life in the Upper Hunter Region of NSW is threatened by the mining and burning of coal and coal seam gas extraction. Extensive open-cut mining is a serious threat to productive rural enterprises between Singleton and Muswellbrook, while mining and gas extraction is expanding into communities on the Liverpool Plains and around Gloucester. The marginalisation of rural life has economic, environmental and sociocultural dimensions. Economically, the marginalisation of rural life refers to declining food production, threatened rural industries such as thoroughbred breeding and viticulture, and to the loss of commercial services in rural towns. Environmental damage includes air and water pollution, biodiversity loss, destruction of aquifers and waterways, and the loss of fertile agricultural land. Socio-cultural impacts include threats to human health, rising income inequality, depopulation of villages, and damage to the fabric of rural communities from mining incursion. The article examines the competing scripts employed in land use contests and how communities are using new and reflexive constructions of 'the rural' that integrate traditional identity, discourses of sustainability and the re-centring of rural life. This analysis illuminates the current situation of marginalisation and the possible future of rural life in the Upper Hunter and surrounding areas. [ABSTRACT FROM AUTHOR]

Abstract: The mineralogy of the individual coal plies and intra-seam claystone bands in the Great Northern seam of the Sydney Basin has been evaluated using optical and scanning electron microscopy, and quantitative X-ray diffraction techniques. The uppermost two claystone bands are tonsteins, consisting mainly of well-ordered kaolinite with graupen to vermicular textures. Idiomorphic crystals of K-feldspar within these tonsteins may represent members of the anorthoclase–sanidine series or a sodic sanidine, and indicate an acid to intermediate volcanic ash input. In contrast, the lowermost parting was largely derived from epiclastic sediment, admixed with minor volcanic material such as high-temperature quartz and a different type of K-feldspar component. The mineral fraction of the coals, especially in the middle and upper parts of the seam, is dominated by authigenic kaolinite with a very low abundance of quartz. Apart from the tonsteins, authigenic processes therefore appear to be the dominant mechanism of mineral matter formation. Authigenic K-feldspar also occurs in the lower few metres of the seam, with a variety of modes of occurrence including cell and cleat infillings, cross-cutting veins, and thin laminae parallel to the organic matter and detrital clay bands. A late syngenetic low-temperature hydrothermal fluid injection process is suggested for formation of the feldspar veins. The origin of the fluid is uncertain, but is most likely associated with contemporaneous volcanic activity. [Copyright &y& Elsevier]

Abstract: A methodology for the assessment of the economic feasibility of strategies for reducing fugitive emissions from open cut mining is presented. This approach involves integrating reservoir simulation of gas drainage for various operational and reservoir conditions with economic analysis involving a range of financial parameters. The feasibility of conventional and enhanced coal mine methane drainage (CMM and ECMM) is evaluated relative to the business-as-usual scenario, where the methane is allowed to become fugitive. The methodology is demonstrated through a case study evaluating the economic merit of ECMM and CMM at open cut mines representative of the Hunter Coalfields, NSW, Australia. The results of the case study indicate that a positive business case exists for ECMM above a CO2 penalty of A$20/tCO2 (electricity price A$60/MWh) (US$17/tCO2 and US$51/MWh using a long term exchange rate of A$1=US$ 0.85). CMM did not appear economic under the considered conditions (CO2 penalty: A$10–$70/tCO2, electricity price: A$35–85/MWh) due to slow recovery rates and high residual gas content. Less favourable reservoir properties such as lower reservoir permeability and gas content can be compensated by higher CO2 penalties and/or electricity prices. [Copyright &y& Elsevier]

The production of coalbed methane, or coal seam gas (CSG) in Australia increased 250-fold since the 1990s to around 1502 petajoules in 2019 and continues to expand. Groundwater flow in the aquifers intersected by gas wells could potentially facilitate a transport pathway for migration of contaminants or poorer quality water from deeper formations. While regulatory and mitigation mechanisms are put in place to minimize the risks, quantitative environmental impact assessments are also undertaken. When many gas wells are drilled in a wide area where many potential receptors are also spatially distributed, potential source-receptor combinations are too numerous to undertake detailed contamination risk assessment using contaminant transport modelling. However, valuable information can be gleaned from the analysis of groundwater flow directions and velocities to inform and prioritise contamination risk assessment and can precede computationally challenging stochastic contaminant transport modelling. A probabilistic particle tracking approach was developed as a computationally efficient screening analysis of contamination pathways for a planned CSG development near Narrabri in northern New South Wales, Australia. Particle tracking was run iteratively with a numerical groundwater flow model across a range of plausible parameter sets to generate an ensemble of estimated flow paths through the main Great Artesian Basin aquifer in the area. Spatial patterns of path lines and spatial relationships with potential receptors including neighbouring groundwater extraction wells and hydrologically connected ecological systems were analysed. Particle velocities ranged from 0.5 to 11 m/year and trajectories indicated dedicated contaminant transport modeling would be ideally focused at the local scale where wells are near potential receptors. The results of this type of analysis can inform the design of monitoring strategies and direct new data collection to reduce uncertainty and improve the effectiveness of adaptive management strategies and early detection of impacts. The article reports that the government of Sydney, New South Wales has made changes in the licensing of coal seam gas (CSG) explorations in the state. CSG exploration permits are sought by major energy firms due to the rich coal resources of the region particularly in the Gloucester Basin. Certain issues such as the lack of concurrent approval from the Department of Environment, Climate Change and Water (DECCW) and the absence of community consultation prior to licensing of explorations have been raised and resulted to the new regulations.
