We undertook a study to determine county commissioner perceptions of Cooperative Extension. The majority of county commissioners had prior involvement with Extension. Nearly 59% represented rural counties, and 94% indicated that agriculture is important to their county economies. Overall, the commissioners had a positive perception of Cooperative Extension, and their overall perception positively correlated with the significance of agriculture to the local economy. Our findings have implications for county-based Cooperative Extension professionals seeking to build all-important strong partnerships with county commissioners.

Objective: This study assessed the effects of unified family and drug treatment courts (DTCs) on the resolution of cases involving foster care children and the resulting effects on school performance. Method: The first analytic step was to assess the impacts of presence of unified and DTCs in North Carolina counties on time children spent in foster care and the type of placement at exit from foster care. In the second step, the same data on foster care placements were merged with school records for youth in Grades 3-8 in public schools. The effect of children's time in foster care and placement outcomes on school performance as measured by math and reading tests, grade retention, and attendance was assessed using child fixed-effects regression. Results: Children in counties with unified family courts experienced shorter foster care spells and higher rates of reunification with parents or primary caregivers. Shorter foster care spells translated into improved school performance measured by end-of-grade reading and math test scores. Adult DTCs were associated with lower probability of reunification with parents/primary caregivers. Conclusion: The shortened time in foster care implies an efficiency gain attributable to unified family courts, which translate into savings for the court system through the use of fewer resources. Children also benefit through shortened stays in temporary placements, which are related to some improved educational outcomes. (Contains 3 tables.)

Background: Orthopaedic surgeons prescribe more opioid narcotics than any other surgical specialty. Proximal humerus fractures (PHF) often occur in the high-risk elderly population. The opioid epidemic has led to public policy aimed at reductions in opioid prescription. This study aimed to evaluate the impact that new legislation has had on opioid prescription patterns in patients who sustained proximal humerus fractures. Methods: A retrospective review of all patients who sustained PHF at a single academic institution from 1/1/2015–12/31/2019 was performed. A total of 762 proximal humerus fractures were identified and final analysis included 383 patients. Collected data included basic demographics and opioid prescriptions obtained through review of the electronic medical record. The North Carolina Strengthen Opioid Misuse Prevention act legislation that went into effect on July 1, 2017. Results: There was no difference in the number of pre- or postoperative opioid prescriptions provided with the new legislation. Our data showed a significant reduction in MeQs prescribed preoperatively pre-STOP act (188.1 MeQs) and post-STOP act (99.4 MeQs). There was also a significant difference in the amount of postoperative narcotics prescribed in the pre-STOP (972.6 MeQs) and post-STOP act (508.6 MeQs) groups (p < 0.01). Conclusions: With the enactment of the STOP act in North Carolina, we have seen a significant reduction in the amount of narcotic prescribed after sustaining a proximal humerus fracture preoperatively and postoperatively. This study presents an empirical analysis of domestic violence case resolution in North Carolina for the years 2004 to 2010. The key hypothesis is that penalties at the level set for domestic violence crimes reduce recidivism (re-arrest on domestic violence charges or conviction in 2 years following an index arrest). We use state court data for all domestic violence-related arrests. Decisions to commit an act of domestic violence are based on a Bayesian process of updating subjective beliefs. Individuals have prior beliefs about penalties for domestic violence based on actual practice in their areas. An individual's experience with an index arrest leads to belief updating. To address endogeneity of case outcomes, we use an instrumental variables strategy based on decisions of prosecutors and judges assigned to each index arrest in our sample. Contrary to our hypothesis, we find that penalities, at least as set at the current levels, do not deter future arrests and convictions. [ABSTRACT FROM AUTHOR]

As the number of online library tutorials increases, so does the need to create active learning experiences and options for self-assessment. This article looks at embedding short Flash quizzes into tutorials created with Camtasia as a way to address this need. This study took place at the William E. Laupus Health Sciences Library at East Carolina University. Its purpose was to determine the best practices for creating and delivering online database instruction tutorials for optimal information accessibility to Division of Health Sciences students. Using a case study methodology, PowerPoint, MediaSite, and Camtasia were used to produce almost identical online tutorials. Tutorial creating software was evaluated on four criteria: usability, accessibility, cost, and time required to create the tutorial. This study showed that of the three software programs, Camtasia delivered optimal results for short sessions such as database instruction. [ABSTRACT FROM AUTHOR]
