This article addresses air travel security after British officials foiled what appears to have been a plot to blow up as many as 10 United States-bound passenger jets with liquid explosives hidden in carry-on luggage. The author considers the dilemma of determining how security officials should respond to terrorism plots: by taking reflexive action regardless of the probability of a repeated attempt or by taking stock of probable risk and the cost of safety.
